there are facets of this that are unclear to me.

1. The student loan issue. Is the differential in salary really that much higher by, say, relocating to Chicago? Doesn't the cost-of-living scale?

2. Federal student aid is actually only a small part of the package -- it's institutional financial aid that can really make a difference. In appropriations to ISU/IU, is any of the money targeted to provide financial assistance to IA residents  who commit to staying in the state after completing programs that are desirable from a public policy standpoint?

3. I realize that there's a focus on 'brain,' as the associated salaries are critical to the tax base. However, it strikes me that there's a severe problem w/ younger people leaving the smaller towns, irrespective of higher education aspirations. Politically speaking, this coincides with the decline in both wages and work conditions in manufacturing. Do we just give up on this front and hope that creative class sectors will compensate? (My opinion is that this will not work in the long run).
