IA-04: Democratic challenger Jim Mowrer out-raises Steve King again

In the past, I’ve pulled together highlights from Congressional candidates’ quarterly financial reports in a single post, but with so many candidates running for Congress in Iowa, I’ve decided to separate the races. Year-end reports filed with the Federal Elections Commission show that for the second quarter in a row, Democratic challenger Jim Mowrer raised more money than six-term incumbent Representative Steve King (IA-04).

Mowrer’s year-end FEC filing shows $172,768.09 in net contributions during the fourth quarter. Of that total, $130,363.09 came from individuals and $45,000.00 from a range of labor and progressive political action committees. Mowrer’s campaign reported spending $94,933.21 during the fourth quarter; nothing seemed unusual on the itemized list of expenditures. As of December 31, Mowrer had $206,368.49 cash on hand with no debts, a very respectable amount for a first-time candidate in a tough district.

After getting out-raised by Mowrer during the third quarter, I expected King to come roaring back like he did during the last election cycle, when challenged by Christie Vilsack. However, King reported raising just $162,850.21 during the fourth quarter: $110,950.21 from individuals, $900 from party committees, and $51,000 from a range of corporate and conservative PACs. King’s campaign spent $116,209.42 during the last three months of 2013 on typical expenses. It appears that his son and daughter-in-law are his only campaign employees so far, although he has spent funds on consultants too. At year end, King’s campaign reported $139,428.49 cash on hand, not a large war chest for an incumbent going into an election year.

I conclude that King feels completely safe in the fourth district, where registered Republicans outnumber Democrats by about 50,000 at this time. Still, Mowrer is raising enough to run a credible district-wide effort. I enclose his campaign’s official statement on the 4Q fundraising numbers.

Mowrer holds $67,000 Cash on Hand Advantage

Boone, IA – Iraq War veteran, former Senior Pentagon official and 4th district congressional candidate Jim Mowrer has outraised Congressman Steve King for the second quarter in a row.  Yesterday, the Mowrer for Congress Campaign announced that they raised $175,362 in the fourth quarter of 2013 compared to Congressman King who raised just $162,850, $12,512 less than Mowrer.  In the third quarter of 2013 Mowrer outraised Congressman King by over $70,000.  Mowrer maintains a cash on hand advantage of $67,000.
