Just four years ago, Representative Steve King’s commitment to ending birthright citizenship was considered such a political liability for Republicans that King was passed over to chair the House Judiciary Committee’s subcommittee on immigration.

Now a growing number of Republican presidential candidates would end birthright citizenship for children born to parents not authorized to live in the U.S. In fact, GOP presidential contenders who share King’s perspective outnumber those who are willing to defend current law, which has been settled for more than a century.

Since late July, Vice President Joe Biden and his advisers have been touching base with Democrats about a possible presidential run. While on vacation this week, Biden has reportedly been “calling old friends and potential allies to discuss the possibilities and problems of jumping into the Democratic presidential race.” A recent Gallup poll of Democrats and independents who lean Democratic found that 45 percent want Biden to run for president, while 47 percent do not. Even as a non-candidate, Biden is averaging about 11 percent in national polls of Democrats.

Writing in USA Today, Susan Page explained why Biden could be a fallback for establishment Democrats “who are uneasy about Hillary Clinton” because of continuing controversy over her use of e-mail as secretary of state. Strategist Joe Trippi told Page that a Biden campaign “would completely alter the Democratic primary fight,” splitting the establishment vote and giving Bernie Sanders a big boost.

It’s hard for me to imagine Biden beating Clinton in the primaries. Nor do I see the e-mail scandals causing her candidacy to “implode,” as Chris Matthews suggested yesterday on MSNBC’s Hardball. That doesn’t mean Biden won’t roll the dice on getting his name on the ballot, just in case. A presidential campaign can be exhausting even under the best of circumstances, and I can’t imagine keeping up that kind of schedule while coping with a devastating bereavement. But Biden loves public speaking and working a room, so he might find some solace in running for president again. Iowa Democrats are generally fond of Biden and would welcome his presence here, even if they were sticking with other candidates.

Former Senator Tom Harkin endorsed Clinton late last week and spent much of Saturday with her at the Iowa State Fair. Many observers suggested the patriarch of Iowa Democrats weighed in at this time to send Biden a signal. Yesterday Harkin told MSNBC that Clinton is “doing everything right,” meeting voters in person and running a great campaign organization. Harkin also asserted that as he gets around Iowa, “people here are not talking about those e-mails. I don’t get where this is coming from.” Harkin added, “What this calls for right now is Hillary Clinton, it’s time for a woman – it’s past time, as a matter of fact – for a woman president.” Asked specifically whether Biden will run for president, Harkin suggested the Democratic presidential field is “set.” Click here to watch the whole interview.

Since I heard on Sunday that Julian Bond had passed away, I’ve been reading reflections on his life. Bond was one of the legends of the civil rights movement: an early leader of the Student Nonviolent Coordinating Committee, a co-founder of the Southern Poverty Law Center, a longtime state lawmaker who had to take his fight to be seated in the Georgia House of Representatives all the way to the U.S. Supreme Court. In his later years, he led the National Association for the Advancement of Colored People and was a strong voice for LGBT equality and against efforts to undo the Voting Rights Act.

I learned a lot about Bond from his obituaries; for instance, I did not know that he and John Lewis, both civil rights veterans from the 1960s, fought a bitter Congressional campaign against each other in 1986. Some personal reminiscences have been enlightening too. For entertainment value, you can’t beat Howie Klein’s story about the time he invited Bond and Strom Thurmond to speak on the same day of 1966 at the State University of New York in Stony Brook.

Stephen Carter wrote a wonderful column on “The beauty of Julian Bond’s voice.” Carter had known Bond since the 1970s, when his mother was one of Bond’s legislative staffers. Before I read Carter’s piece, I had no idea that a legendary Iowa Democrat and Bond were political allies.

Iraq War veteran Jim Mowrer, the 2014 Democratic challenger to Representative Steve King in Iowa’s fourth district, announced this morning that he is running for Congress in Iowa’s third district. Earlier this year, Mowrer moved his family from Boone to Des Moines. I’ve enclosed his campaign’s statement after the jump, which lists 19 endorsers. Five are state legislators (two representing districts in IA-03), and five lead Democratic Party committees in IA-03 counties.

Speaking to Jennifer Jacobs of the Des Moines Register, Mowrer said he started thinking about running for Congress again a few months ago, when “a good friend” (Beau Biden) died: “That was another reminder of how fleeting life can be and we need to take action to change our world while we have the opportunity to do so.” Mowrer has known the Biden family for a long time; he chaired the Iowa veterans committee backing Joe Biden for president before the 2008 caucuses.

Earlier this year, Mowrer ran for Iowa Democratic Party state chair and was elected first vice chair. He confirmed to Bleeding Heartland that he resigned from that position this morning.

At this writing, Mowrer’s campaign website Jim for Iowa consists of a landing page, a volunteer sign-up form, a contribution button, and a link to the candidate’s biography. I assume issue positions and other information will be added soon. Mowrer is on Facebook here and on Twitter here.

Mowrer raised an impressive amount of money for his 2014 campaign against King, more than $2.1 million. So he starts this effort with an unusually large e-mail list of supporters and contributors. He may not match his 2014 fundraising levels, since IA-03 GOP incumbent David Young is neither as well-known as King, nor hated by Democrats across the country. But Mowrer will surely raise enough money to run a competitive district-wide race.

Mowrer will have at least one rival in the Democratic primary: Desmund Adams. State Senator Matt McCoy took himself out of the running last week. Simone Pathe reported for Roll Call on August 14 that some Democrats are recruiting U.S. Attorney Nick Klinefeldt to run in IA-03, and that the Democratic Congressional Campaign Committee included both Klinefelt and Mowrer in a recent poll. According to Pathe, that poll did not test former Governor Chet Culver, who said earlier this year that he was thinking about running for Congress. I don’t know any local Democrats who expect Culver to get in to this race at this point.

The latest figures from the Iowa Secretary of State’s office indicate that the sixteen counties in IA-03 contain 150,997 active registered Democrats, 163,107 Republicans, and 163,172 no-party voters.

Scrutinizing the work of government at all levels is one of the media’s most important functions. Access to public records is essential for journalists to do that job. The Des Moines Register was right to pursue and review e-mails from former Des Moines Public Schools Superintendent Nancy Sebring’s school district account.

What’s not right: the Register’s editors acting like their most reprehensible call in recent memory was some kind of muckraking triumph.

More than twenty Iowa Democratic county committees put on a great “Wing Ding” in Clear Lake Friday night. The Surf Ballroom was packed to capacity, thanks to appearances by four of the five Democratic presidential hopefuls. Despite a fairly long list of speakers including candidates for U.S. House and Senate and State Senator Amanda Ragan, who was receiving an award, the Wing Ding amazingly finished ahead of schedule. I enclose below my take on all the speeches.

For those following the saga of three former Ron Paul campaign operatives, recently indicted for their role in making illegal payments to then State Senator Kent Sorenson: Russ Choma covered the prosecutors’ latest court filing for Mother Jones. Prosecutors allege the operatives “were prepared to leak documents to harm Sorenson in 2012 if they couldn’t obtain his endorsement for Ron Paul.” An attorney for Jesse Benton acknowledged that in late 2011, his client “threatened to expose Mr. Sorenson, believing that Mr. Sorenson was trying to blackmail the 2012 RP Campaign, if Mr. Sorenson did not make up his mind on whether to commit to the Ron Paul Campaign.” But the lawyer said Benton did not follow through on what he described as “a knee-jerk, emotional reaction.” Of course, there would have been no reason to carry out the threat after Sorenson agreed to take the money in exchange for switching his allegiance to Paul.

While the four presidential hopefuls attracted the most attention at last night’s “Wing Ding” in Clear Lake, some big Iowa political news preceded their pitches. Kim Weaver delivered her first major speech as a Congressional candidate in the fourth district. Given the smooth delivery, I would never have guessed she hasn’t run for office before.

After telling the audience a little about her background, Weaver talked about some of her key issues: protecting Social Security, Medicare, and Medicaid; supporting the middle class; raising the minimum wage; fighting to change a “predatory” student loan system; supporting women’s access to health care; immigration reform including a pathway to citizenship; clean water and environmental protections. The packed house frequently applauded, especially loudly when Weaver said, “These are some of the things I stand for. What I stand against is Steve King.” Iowa Democrats love to hate King. Weaver argued the seven-term incumbent “doesn’t represent Iowa values,” citing his offensive comments about immigrants and votes against Katrina aid and even a Farm Bill (because he thought it contained too much hunger assistance).

Weaver’s campaign is online at WeaverforCongress.com, as well as on Facebook and Twitter. Her website contains brief statements on most of the issues her stump speech covered. After the jump I’ve posted her announcement video and excerpts from her official bio.

Taking on King is a daunting task for any Democrat. The 39 counties in IA-04 contain 119,020 active registered Democrats, 176,515 Republicans, and 174,355 no-party voters, according to the latest figures from the Iowa Secretary of State’s office.

Refugees from Burma (Myanmar) spend an average of 10-15 years in a refugee camp before coming to America. They get 3 days head’s up before coming to the United States. They take out a government loan of several thousand dollars that they must pay back just to get here. They are then assigned a caseworker from a resettlement agency. This agency and the refugee(s) have 90 days to learn a completely new language and culture, understand school systems, public transportation, healthcare – everything from Winter clothing to brushing their teeth. After 90 days, the federal government stops supporting the refugees all together. The resettlement agency, due to overwhelming demand, must be off to assist the next incoming family. So who takes over?

People like me.

That’s not a rhetorical question. I really want to know: why would anyone believe Donald Trump could be elected president?

Today is State Representative Curt Hanson’s birthday. Six years ago at this time, he was in the thick of the first state legislative campaign following the Iowa Supreme Court’s Varnum v Brien ruling on marriage equality. Hanson’s win in a highly competitive House district was probably the second most important special election in recent Iowa history (after Liz Mathis’s victory in November 2011, which protected the Democratic Iowa Senate majority).

Kicking off an occasional “throwback Thursday” series, Bleeding Heartland takes a look at Hanson’s first campaign for the Iowa House.

Actions can be illegal. People are not illegal. Which is why I was disappointed to see yet another reference to “illegals” in a Radio Iowa headline this week.

The news service has substantial agenda-setting power in the Iowa media world, with more than 50 affiliate stations around the state. Over the years, too many Radio Iowa reports have applied the word “illegal” to people, either in headlines (“Marion Mayor wants police to track down illegals”) or when paraphrasing a politician (“[Rick Perry] says the federal resources have to be used in the right way to stop the inflow of illegals”). While Representative Steve King is famous for applying dehumanizing language to people who didn’t immigrate through legal channels, that’s no excuse for headlines like “Congressman King says Gang of Eight bill is almost complete amnesty for illegals.”

Even when the newsmaker used more appropriate language, Radio Iowa has sometimes fallen back on stigmatizing shorthand. Iowa Department of Transportation Director Paul Trombino spoke about driver’s licenses for “foreign nationals,” but Radio Iowa’s headline read, “DOT won’t approve licenses for illegals on deferred action status.” When the American Civil Liberties Union of Iowa promised to “vigorously pursue all legal options to change” DOT policy, noting that people with Deferred Action for Childhood Arrivals status “are authorized to be here by the federal government,” Radio Iowa’s headline read, “Iowa ACLU will try to overturn DOT’s ruling on licenses for illegals.”

The latest example involved a story titled, “Senator Grassley wants action on Cuban illegals with criminal records” (a screenshot is after the jump). A few hours after I called attention to the issue, the headline was revised to “Senator Grassley wants action on Cuban ‘aliens’ with criminal records.” Here’s hoping Radio Iowa will enact new editorial standards, perhaps drawing on Associated Press or New York Times guidelines for covering such stories.

Note: neither the AP nor the New York Times approves of “undocumented immigrants,” a term advocacy groups (and Bleeding Heartland) use regularly. The news organizations prefer descriptive phrasing such as “someone living in a country without legal permission,” or “someone who enters, lives in or works in the United States without proper legal authorization.”  

The Iowa State Fair opens today and runs through Sunday, August 23. The hundreds of thousands of people expected to attend will include eighteen presidential candidates. Their speeches on the Des Moines Register’s “soapbox” will be live streamed here. I’ve posted the current schedule after the jump, but it’s worth checking the Register’s site for possible changes.

As Catherine Lucey of the Associated Press observed, “For those who would be president, a visit to the Iowa State Fair may be the purest distillation of the campaign experience in the state that starts the voting in the race for the White House.” Most of the time, appearances on the Register’s soapbox are no more newsworthy than the average stump speech, but you never know when something important will happen. Mitt Romney infamously said “Corporations are people, my friend,” during the 2011 Iowa State Fair. Democrats across the country seized on those remarks to portray Romney as too business-friendly (which didn’t stop Iowa Democratic officialdom from later bashing the group whose heckling tactics provoked the Romney gaffe).

Today’s featured native plant is a member of the nightshade family (Solanaceae), and its flowers may look familiar if you grow tomatoes. While the edible nightshades include some popular foods, you wouldn’t want to eat Buffalo bur nightshade (Solanum rostratumum) fruit. In fact, you’re better off admiring this plant from a safe distance: “every part of it is covered in very sharp, spiny prickles.”

I enclose below several pictures of Buffalo bur nightshade, also known as Buffalo-bur or Buffalobur nightshade. It’s native to the U.S.; the Minnesota Wildflowers site says “It was once considered a county-level noxious weed, but Round-up Ready crops took care of that.” Buffalo bur nightshade is not on Iowa’s noxious weeds list, unlike Carolina horse nettle, another Solanum genus plant.

Democratic State Senator Matt McCoy announced today that he will not be a candidate in Iowa’s third Congressional district in 2016. In a statement I’ve enclosed in full below, McCoy said “now is not my time to run,” citing his desire to be present for his son’s last two years of high school.

McCoy was planning to run in IA-03 in 2002, before then Democratic Representative Leonard Boswell moved to Des Moines. Redistricting following the 2000 census had put Boswell’s Decatur County farm in the heavily Republican fifth district.

Desmund Adams is the only declared Democratic challenger to first-term Representative David Young. The 2014 nominee Staci Appel ruled out running earlier this summer. Former Governor Chet Culver and Jim Mowrer, who ran against Representative Steve King in 2014, are rumored to be considering the IA-03 race.

Young is on the Democratic Congressional Campaign Committee’s target list and not yet widely known among his constituents, but Washington Democrats were cool to the idea of McCoy running.

According to the latest figures from the Iowa Secretary of State’s office, the sixteen counties in IA-03 contain 150,997 active registered Democrats, 163,107 Republicans, and 163,172 no-party voters.

Iowa House Republicans will meet in Des Moines on August 20 to choose a new speaker, Erin Murphy reported earlier this week. Outgoing Speaker Kraig Paulsen surprised mtost Iowa politics watchers when he announced last week that he will step down from leadership before next year’s legislative session and will not seek re-election to the Iowa House in 2016.

House Majority Leader Linda Upmeyer and State Representative Josh Byrnes quickly let it be known that they will run for speaker. The rumor mill expects another House Republican to seek the position, but to my knowledge, no one has gone public with that ambition. Several House members have not responded to my request for comment, including Representative Peter Cownie, who was rumored to be interested in the speaker’s post two years ago. I’ve heard rumblings about Representative Guy Vander Linden, but speaking by phone on August 10, he told me, “I don’t intend to run for speaker. I don’t feel prepared to run for speaker.” He said he undecided on whom he will support to replace Paulsen but inclined to back Upmeyer, because “continuity is important.”

House Majority Whip Chris Hagenow is supporting Upmeyer for speaker and formally announced on Monday that he will seek the post of majority leader. Current House Speaker Pro-Tem Matt Windschitl is also backing Upmeyer and does not appear interested in moving up to majority leader.

According to the Des Moines Register’s Kathie Obradovich, over the weekend WHO talk radio host Simon Conway referred to State Representative Walt Rogers (currently one of four assistant majority leaders) as “quite probably the next majority leader” of the Iowa House. However, Rogers told me he will not run for majority leader, because he’s “having fun and working hard” with Rick Santorum’s presidential campaign. Rogers was an early Santorum endorser during the last election cycle, and Santorum in turn supported Rogers’ short-lived Congressional campaign.

Rogers declined to comment when I asked whether he will support Upmeyer for speaker.

As for whether Vander Linden might run for majority leader, he told me, “I haven’t given it any serious consideration,” adding, “I would give a politician’s ‘Never say never.’”

Governor Terry Branstad is wisely staying out of the speaker’s race.

Public Policy Polling released its latest Iowa caucus numbers yesterday. As other recent surveys of Iowa Democrats have shown, Hillary Clinton still leads by a considerable margin, but her lead has shrunk since the spring, as Iowans have learned more about other contenders. PPP now has Clinton at 52 percent support among “usual Democratic primary voters,” while Bernie Sanders has 25 percent, Martin O’Malley 7 percent, Jim Webb 3 percent, and Lincoln Chafee 1 percent.

On the GOP side, Donald Trump leads among “usual Republican primary voters” with 19 percent, followed by Ben Carson and Scott Walker (12 percent each), Jeb Bush (11 percent), Carly Fiorina (10 percent), Ted Cruz (9 percent), Mike Huckabee and Marco Rubio (6 percent each), John Kasich and Rand Paul (3 percent each), Bobby Jindal, Rick Perry, and Rick Santorum (2 percent each), Chris Christie (1 percent), and Jim Gilmore, Lindsey Graham, and George Pataki (less than 1 percent).

Dropping to 3 percent earned Paul the “biggest loser” title from Public Policy Polling’s Tom Jensen and was the only topline result that shocked me. Things got way more interesting in the cross-tabs. I enclose below the five findings that struck me most.

As a bonus, I added at the end of this post completely unsurprising numbers from PPP’s survey of registered Iowa voters: Governor Terry Branstad is underwater with 42 percent approval and 47 percent disapproval. Last month’s high-profile line-item vetoes are even less popular.

One of Iowa’s major investor-owned utilities has changed a policy that was impeding new solar power projects, Karen Uhlenhuth reported for Midwest Energy News over the weekend. Follow me after the jump for background and details on this excellent news.

Marking the one-year anniversary of the militarized police crackdown on protesters in Ferguson, Missouri, Molly Redden wrote a fascinating piece for Mother Jones on how local law enforcement agencies have justified their requests for “combat style weapons, trucks, and armor.” Redden noted that in public, representatives of police organizations have cited “hostage situations, rescue missions, and heavy-duty shootouts” to justify the need for military equipment. But when requesting mine resistant ambush protected vehicles through official channels, “very few sheriffs and police chiefs cite active shooters, hostage situations, or terrorism […].” More often, they indicated plans to use the equipment for SWAT raids, drug enforcement, or serving warrants.

Through the Freedom of Information Act, Redden obtained more than 450 local requests for armored vehicles submitted during the past two years. She uploaded the documents here. Ten requests came from Iowa law enforcement agencies (the Iowa State Patrol, five county sheriff’s offices, and four city police departments). Those may not represent all the Iowa requests for armored vehicles; Redden told me she requested only applications with something written in the “special considerations” section of the form. However, I would assume that most police forces seeking to obtain heavy equipment from the military would explain why they need the armored vehicle and/or how they plan to use it.

President Barack Obama implemented new federal rules in May to prohibit transfers of certain military equipment to local police: namely, “tracked armored vehicles, bayonets, grenade launchers, camouflage uniforms, and large-caliber weapons and ammunition.” All of the Iowa documents Redden obtained requested armored vehicles on wheels (though the Scott County Sheriff’s Office indicated it would also accept tracked vehicles).

On a related note, in June the U.S. House rejected amendments to next year’s military budget that would have “prohibited funds from being used for the Pentagon to transfer flash-bang grenades and armored vehicles to local police departments.” Republicans Rod Blum (IA-01) and David Young (IA-03) voted for the unsuccessful attempt to stop transfers of armored vehicles to police departments. Democrat Dave Loebsack (IA-02) and Republican Steve King (IA-04) voted against that amendment.

The first Republican presidential debates did not affect U.S. Senator Joni Ernst’s plans to remain neutral before the 2016 Iowa caucuses.

Ryan Foley’s August 3 story for the Associated Press was disturbing on several levels. A “Serious Mismanagement Report” described a “decade of dysfunction” at the Effigy Mounds National Monument in northeast Iowa. Between 1999 and 2010, “78 construction projects costing a total of $3.4 million were approved there in violation of federal laws meant to protect archaeological resources and historic sites.” Also troubling: National Park Service officials have suppressed the report’s publication and recently denied that it existed. They have commissioned another team to write a separate (less critical) review of Effigy Mounds operations. National Park Service deputy regional director Patricia Trap delivered some unintentional comedy when she said, “I’m not denying some serious mismanagement […] But also there were actions taken along the way that were actually appropriate management.” I’m so relieved to know that Effigy Mounds officials handled some matters appropriately in addition to the seventy-eight projects that failed to comply with federal law.

The Des Moines Register published a front-page piece by Grant Rodgers on August 5 about the “uncertain future” for Iowa’s regional drug courts. Those courts steer defendants into treatment rather than prison, turning lives around at lower cost than incarceration. “Yet despite their popularity among prosecutors, judges and community leaders, several Iowa drug courts have experienced sluggish legislative funding – so much so that they now are in jeopardy,” Rodgers reports. What a classic case of penny-wise and pound-foolish budgeting by state legislators who brag to their constituents about fiscal responsibility. With an ending balance (surplus) of at least $300 million expected for Iowa’s budget in the 2016 fiscal year, it’s ridiculous that the drug court in Council Bluffs will shut down on October 1, with courts in Burlington and Ottumwa “at risk of closing” later this year.

The front page of today’s Sunday Des Moines Register features a depressing must-read by Tony Leys about former residents of the now-closed Iowa Mental Health Institute at Clarinda, which “cared for some of the frailest and most complicated psychiatric patients in the state.” Of the eighteen people who lived in the Clarinda facility earlier this year, eight

were transferred to four traditional nursing homes, all of which are rated “below average” or “much below average” on a federal registry. The four facilities are in the bottom 29 percent of Iowa nursing homes for overall quality, according to the Medicare registry. Two of those eight patients died shortly after their transfers.
