To a hammer, everything looks like a nail

And to Representative Steve King, everything looks like a reason to deport undocumented immigrants.

ABC News reports today that the U.S. will grant “temporary protective status” to Hatians who entered this country illegally, in light of the recent devastating earthquake there:

“This is a disaster of historic proportions and this designation will allow eligible Haitian nationals in the United States to continue living and working in our country for the next 18 months,” Department of Homeland Security Secretary Janet Napolitano announced late today on a conference call. “Providing a temporary refuge for Haitian nationals who are currently in the United States and whose personal safety would be endangered by returning to Haiti is part of this Administration’s continuing efforts to support Haiti’s recovery.”

Napolitano estimated that there are 100,000 to 200,000 Haitian nationals currently in the country illegally.

“TPS gives them sort of an intermediate immigration status,” said the secretary. “It allows them — only for a period of 18 months, while Haiti gets back on its feet — to remain in the United States and authorizes them to work during that period, among other things.” […]

By law, the secretary of Homeland Security can offer temporary protected status to illegal immigrants of a particular nationality if calamities such as natural disasters or war make it too burdensome for their home countries to receive them.  

Many politicians in both parties have expressed support for granting TPS to Haitians, Andrea Nill noted at the Think Progress blog. But Steve King put a wingnutty spin on the humanitarian crisis:

“This sounds to me like open borders advocates exercising the Rahm Emanuel axiom: ‘Never let a crisis go to waste,’” Rep. Steve King, R-Iowa, said in an e-mail message to ABCNews. “Illegal immigrants from Haiti have no reason to fear deportation, but if they are deported, Haiti is in great need of relief workers, and many of them could be a big help to their fellow Haitians.”

How very compassionate of him.

Federal education grant summons ghost of labor bill past

UPDATE: The Iowa House passed this bill on a party-line vote on Friday, and Culver signed it the same day.

Democratic state legislators are rushing to pass a bill that will allow Iowa to apply for a federal education grant of up to $175 million. The application is due on Tuesday, and Monday is Martin Luther King Jr. day, so Governor Chet Culver needs to be able to sign the bill this weekend.

The Iowa Senate approved Senate File 2033 on Wednesday. Senate Education Committee Chair Becky Schmitz summarized key provisions relating to the “Race to the Top” grant:

Specifically, the legislation before you today will:

   *     Remove the cap and repeal date for charter schools in Iowa.  Currently, Iowa Code has a 20 charter school cap and a repeal date for all charter schools on July 1, 2011.  […]

   *     Allow schools to develop Innovation Zone Schools and Consortiums -This legislation adds innovation zone schools and consortiums to the ways that schools districts can foster innovation in more schools.

Senate Republicans voted against this bill, and House Republicans will do the same when it’s considered today. They want to see Iowa relax current restrictions on who can operate a charter school. Additionally, they argue that it’s unwise to apply for one-time federal funds to support ongoing education expenses. The GOP talking point of choice is to call this bill “Race for the Cash.”

Republicans also claim the bill would shift authority toward “union bosses” because of provisions that are not directly linked to the federal grant application. More on that story is after the jump.

Branstad and Culver release partial fundraising numbers

Yesterday Terry Branstad’s campaign released some information about its fundraising during the last three months of 2009. As I’d feared, they reported big numbers: nearly $1.55 million raised, with $1.36 million cash on hand left at the end of 2009. You can make a lot of contacts in four terms as governor, and Branstad’s campaign had 3,044 individual contributors, representing all of Iowa’s 99 counties. The campaign also noted that 94 percent of the money raised came from Iowans, and 96 percent came from individuals.

Governor Chet Culver’s campaign responded by announcing that it has $2.59 million on hand:

That total is over $1 million more than any incumbent governor has had at a similar point in their reelection cycle. […]

Over the past 12 months, the campaign received contributions from well over 1,000 donors, 85% of which are Iowa residents.  Additionally, more than half the contributions made to the campaign were for $250 or less.

Culver campaign manager Abby Curran told me that the total amount raised during 2009 was $2.145 million. She declined to tell me how much the campaign spent during the year, but it’s not hard to arrive at a ballpark figure. Last January, Culver’s campaign reported having about $1.5 million on hand. Adding $2.145 million to that and subtracting the $2.59 million the campaign has on hand now suggests that the governor’s campaign spent a little more than $1 million during the past year.

I’ve been concerned about the Culver campaign’s burn rate for a while. It appears that as in 2008, the campaign spent roughly half of what it took in during 2009. Presumably a lot of that money went toward running this statewide television ad in October and this one in November. I liked the ads, especially the second one, and I understand why they wanted to spread a positive message when the governor was going through a rough political stretch. But Culver and Jim Nussle raised about $15 million combined during the 2006 campaign, and this year’s race will be more expensive. The Democratic and Republican governors’ associations are likely to spend substantial money here (both organizations have a lot of money in the bank). Even so, Culver needs to raise a lot more money.

Another point of concern is that Branstad has more individual donors. If half of Culver’s donations were for $250 or less, then the overwhelming majority of his money came from donors giving several thousand dollars. Iowa has no campaign contribution limits, so there’s no reason these people couldn’t give again, but Culver has a smaller pool of past donors to tap. In my opinion this reflects the governor’s failure to build strong coalitions and deliver on various issues of importance to Democratic activists who supported Ed Fallon or Mike Blouin in the 2006 primary. The friction between him and organized labor hasn’t helped either.

The good news for Culver is that he can continue to build his war chest while Branstad is forced to spend a lot of money during the Republican primary.

Speaking of which, the other Republican candidates for governor haven’t released their fundraising numbers yet. They must file reports with the Iowa Ethics and Campaign Disclosure Board by January 19, so we’ll know more next week. I assume State Representatives Chris Rants and Rod Roberts will have very little cash on hand, and Bob Vander Plaats won’t have nearly as much as Branstad reported. But Vander Plaats should be able to announce a credible number. At this point in the 2006 election cycle he had raised nearly a million dollars. Thanks to the Iowa Supreme Court’s ruling on same-sex marriage, Vander Plaats received much more publicity among social conservatives nationwide last year than he had in 2005.

How many votes will it take to win the GOP primary?

Todd Dorman’s column on the Iowa Family Policy Center’s endorsement of Bob Vander Plaats included this observation:

Vander Plaats is being touted as the next Mike Huckabee, a religious conservative who won Iowa’s 2008 presidential caucuses.

But Huckabee took just over 40,000 votes on caucus night. It will take more than 500,000 to become governor.

In the 2006 general election, about 1.05 million Iowans cast votes for governor, but the primary electorate is much smaller. Only about 148,000 Iowans voted in the hard-fought Democratic gubernatorial primary of 2006 (pdf file). Approximately 199,000 Iowans voted in the three-way GOP primary of 2002.

The number of registered Republicans in Iowa has declined since then, but a lot of independents and even some Democrats might cross over to vote in this year’s GOP primary for governor. I’m going to assume that with the Republican base as energized as they are, turnout will exceed 200,000 this June. Contested Republican primaries in the second and third Congressional districts should drive up turnout in central and eastern Iowa as well.  

So, how many votes would Vander Plaats or Terry Branstad need to win the primary? That depends in part on whether State Representatives Chris Rants and Rod Roberts can get any traction in the race. Rants says he is in the governor’s race for the duration, but I wouldn’t be surprised to see Roberts run for his Iowa House seat instead of for governor. We haven’t seen any public polls of the Republican primary since the summer. I am going to assume that even if Rants and Roberts remain on the ballot for governor, lack of money and institutional support will hold their combined vote to at most 10 percent.

It’s worth noting that many people were surprised the under-funded Ed Fallon managed 26 percent in the 2006 Democratic primary, but in that race Fallon appealed to a distinct niche in the party. I don’t see Rants or Roberts exceeding expectations unless they have some standout performances in debates, and/or one of the front-runners stumbles.

I’m going to assume that the winner of the Republican primary will need at least 100,000 votes statewide on June 5. Branstad has an edge because so many Iowa Republicans in every county have voted for him before. Vander Plaats received about 63,000 votes in the 2002 primary, when he finished a close third behind Doug Gross and Steve Sukup. As you can see from this map, he did best in northwest Iowa. Rants can hurt Vander Plaats here because he is also from Sioux City. Then again, Vander Plaats campaigned statewide as the lieutenant governor nominee in 2006 and has been the most active campaigner this cycle.

Let Iowa courts consolidate

Iowa Supreme Court Chief Justice Marsha Ternus had bad news about the condition of the judiciary when she addressed the Iowa legislature yesterday.

Since the 2002 fiscal year, she noted, staffing levels have been reduce[d] by 17 percent. In just the last year, staff was cut by 11 percent. In fact, the state’s courts now operate with a smaller workforce than it had in 1987, the year the state assumed full funding for the court system. The number of serious and time-consuming cases before the court, however, have increased by 66 percent.

Ternus also argued that budget shortfalls have adversely impacted the Judicial Branch more than any other aspect or agency in government.

“Unlike many state agencies and the regents, the judicial branch has no pass-through funds, no programs to cut and no reserves to tap. Nearly all our operating costs are for people – employees and judges who are the life blood of the court system – so when we cut our budget, we must cut our workforce.”

Ternus warned of “assembly line justice” and “de facto consolidation” of courts if state legislators do not at least maintain current levels of funding. (Click here for a pdf file containing the full text of Ternus’ speech.)

While the judiciary has faced several rounds of budget cuts, demand for court services has increased because of the recession. For example, during the past two years mortgage foreclosures have increased by 34 percent in Iowa, cases relating to domestic violence protection have increased 15 percent, and “juvenile commitments for drug or mental-health issues” have risen by 76 percent.

Current state law requires courts to operate in all of Iowa’s 99 counties. That made sense when it could take the better part of a day for people to travel to their county courthouse, but it’s not an efficient use of resources now. I am with the Des Moines Register’s editorial board: state legislators need to either allocate enough funding for the judicial system we have, or amend the law to allow some consolidation of courthouses. The latter would run up against stiff resistance in the Iowa House and Senate because of the likely impact on some small county-seat towns. But it’s wrong to let civil and criminal court services degrade across the state. If budget constraints demand efficiency measures in other branches of government, let the judiciary make the best use of available funds by consolidating where necessary.

A cautionary tale for non-profit boards

The board of the YWCA of Greater Des Moines has voted to shut down the organization’s center by the end of March, the Des Moines Register reports today. The YWCA has provided services to vulnerable women in central Iowa for more than 120 years.

Many non-profits are under financial stress because the recession has cut into donations, but the YWCA’s problems go back years before the economy started to slide. Clark Kauffman’s story for the Register recounts some of the agency’s troubles:

• The United Way, a major funding source, placed the agency on probation last March due to concerns over financial accountability.

• The Polk County Housing Trust Fund, a nonprofit that advocates for low-cost housing, in September said that safety and sanitation problems rendered the YWCA residence unfit for homeless women and children.

• The YWCA was temporarily unable to make payroll in December.

• Earlier this month, the agency unexpectedly shut down one of its main programs, a child-care center that once served 100 area families.

Tax records show that since 2004, spending at the agency has exceeded revenue by almost $1 million. The organization now has only four board members, down from the 12 members that it claimed 18 months ago, and it began the current fiscal year with no budget in place.

In addition, the YWCA’s 40-year-old building on Grand Avenue “is in poor repair” because maintenance needs were neglected for many years. An audit also found that the YWCA staff had used a Greater Des Moines Community Foundation grant to pay for ongoing expenses, instead of the targeted purpose for which money was allocated.

Whether the mismanagement of the YWCA stemmed mainly from staff incompetence or from malfeasance, the buck should stop with the organization’s board. Non-profit board members have many responsibilities, including a fiduciary duty to approve realistic annual budgets and make sure the organization is not spending money inappropriately. Board members also should have ensured that the YWCA’s building, a prime asset of the organization, was properly maintained.

I feel for the 40 women who live at the YWCA (some with kids), who have to move by the end of March. It’s not clear yet what transitional housing will be available for them, because the recession has increased demand for shelter space and low-cost housing. I hope that local funders like the United Way and the Greater Des Moines Community Foundation will step up to help cover the costs of finding residents a new place to live. These women are not to blame for the YWCA’s management problems.

Pitiful settlement reached in nursing home neglect case

What happens when you fracture your ankle and no one checks on your wound or changes your stocking for 25 days? Ruth Louden, an otherwise healthy 89-year-old, developed gangrene, leading to the amputation of her leg. Her health went downhill quickly, and she died within months. Federal officials hit the Friendship Manor nursing home in Grinnell with a fine of $112,650. But the owner, Tim Boyle, appealed the fine and has settled for $75,397.

If management had brought Friendship Manor into compliance with all regulations on patient care during the past year, reducing the fine might be justified. But according to Clark Kauffman of the Des Moines Register, another patient died last year because of an accident linked to an unsafe walkway at the facility. That’s not all:

• In November, state inspectors compiled a 45-page list of deficiencies at the home, including:

• Improper use of physical restraints.

• Failure to meet a professional standard of care.

• Failure to provide incontinence care.

• Failure to prepare food under sanitary conditions.

• Failure to adhere to infection-control guidelines.

Current protocols for nursing home inspections and fines don’t appear to be compelling this facility’s managers to meet reasonable standards of care. It may be cheaper for owners to accept the occasional federal fine (after appealing to get it reduced) than to bring conditions up to par.

Iowa nursing homes have less to fear than ever from state regulators. During last year’s legislative session, lawmakers voted unanimously to eliminate “a broad range of fines against Iowa nursing homes that fail to meet minimum health and safety standards.” Friendship Manor owner Tim Boyle heads the nursing home industry’s main lobbying group, which provided a a textbook case of how to buy influence at the Iowa statehouse.

Even now, some Iowa legislators think regulators are too tough on nursing homes. What a sorry state of affairs in a state with one of the highest proportions of elderly people in the population.

Could Vander Plaats pull off an upset?

I’ve been assuming for the past few months that there’s no way Bob Vander Plaats can defeat Terry Branstad in this year’s Republican gubernatorial primary. Branstad’s statewide connections from his four terms as governor and his support from major donors should give him an insurmountable edge, especially in the eastern Iowa counties. While Vander Plaats would have a great shot at winning a caucus or a statewide convention, I didn’t see any way he could keep Branstad below 50 percent in the primary, especially with Branstad likely to raise far more money.

I’ve started to rethink my assumptions as conservative Republicans have spoken out against Branstad.

Everyone knew the Iowa Family Policy Center’s political action committee would endorse Vander Plaats at some point, but their statement yesterday went far beyond expressing a preference for Vander Plaats. The IFPC made clear that they will not support Branstad in the general election if he wins the GOP nomination.

Iowa Republicans are itching for a culture war

The Iowa legislature just began what is supposed to be its shortest regular session since the 1970s. Big issues need to be resolved, including a government reorganization, a rethink of state tax credits, and a budget that preserves as much money as possible for key priorities (education, health care, public safety) despite declining state revenues.

Iowa Republicans will weigh in on fiscal issues but are already trying to put Democrats on the defensive regarding the classic “culture war” issues: God, gays and guns.

Culver "Condition of the State" speech thread

Governor Chet Culver addresses the Iowa House and Senate this morning. Kathie Obradovich’s latest column emphasizes that Culver has broken with tradition this year by not submitting his draft 2011 budget to lawmakers before the big speech. (The governor submitted a draft budget for fiscal year 2010 in late December 2008.) Obradovich concludes that Culver needs to be in the “spotlight” without focusing on the budget.

She doesn’t mention other factors that seem likely to have delayed the budget draft. The Tax Credit Review Panel, which Culver appointed after the film tax credit fiasco, only just submitted its recommendations on January 8. I can’t imagine how the governor’s staff would put together a draft budget without knowing which tax credits deserve to be continued, scaled back or eliminated. Another possible source of delay is the State Government Reorganization Commission made up of Iowa House and Senate members, which voted on a list of cost-saving measures last month. Those measures would affect assumptions on state spending in the coming fiscal year.

Republican former governor Terry Branstad bragged to Obradovich that he always submitted his budgets early, adding that state legislators now face a shorter session without having the budget in hand.

However, Senate Majority Leader Mike Gronstal told Radio Iowa this week that lawmakers will move a major bill on reorganizing state government before they start work on next year’s budget. It makes sense, because you can’t make accurate spending projections without knowing how state agencies will be restructured.

I’ll update this post later with more details of Culver’s speech.

UPDATE: The Burlington Hawk Eye posted the transcript. He asked legislators “to pass a supplemental appropriations bill early this session to restore some of the cuts to the Department of Public Defense” (Culver cut the current-year budget across the board in October.) For the fiscal 2011 budget, Culver asked lawmakers “to fully fund community college job training, and to adequately fund the Department of Workforce Development. And, to create more ‘green collar jobs,’ of the future, to fully fund the Iowa Power Fund.” Longer excerpts from the speech are after the jump.

Obama's "five worst nominees"

Over at the Mother Jones blog, Kate Sheppard, David Corn and Daniel Schulman compiled a list of “Obama’s Five Worst Nominees.” Treasury Secretary Timothy Geithner doesn’t make the cut, which surprised me until I read the short bios of appointees who are likely to put corporate interests ahead of the public interest. In alphabetical order:

William Lynn, for whom the president made an exception to his policy on lobbyists in government. Lynn was the chief lobbyist for defense contractor Raytheon before becoming deputy secretary of defense in the Obama administration.

William Magwood, a “cheerleader for nuclear power” who has “worked for reactor maker Westinghouse and has run two firms that advise companies on nuclear projects.” Obama nominated him for the Nuclear Regulatory Commission.

Scott O’Malia, who was apparently suggested by Senate minority leader Mitch McConnell. O’Malia “was a lobbyist for Mirant, an Enron-like energy-trading firm” and lobbied for weakening the Commodity Futures Trading Commission, to which Obama appointed him.

Joseph Pizarchik, who helped form policies in Pennsylvania to allow disposal of toxic coal ash in unlined pits. Obama named him director of the Office of Surface Mining Reclamation and Enforcement.

Islam Siddiqui, whom Obama appointed to be the chief agricultural negotiator for the U.S. trade representative. Jill Richardson has been on this case at La Vida Locavore; see here and here on why Siddiqui is the wrong person for this job.

I wouldn’t suggest that this rogue’s gallery is representative of Obama appointees, but it’s depressing to see any of them in this administration.

In the good news column, Obama has decided to renominate Dawn Johnsen to head the Justice Department’s Office of Legal Counsel, along with five other nominees who didn’t receive a confirmation vote in the Senate last year.

Iowa State let Farm Bureau choose the head of the Leopold Center

I lost a lot of respect for Iowa State University President Gregory Geoffroy after reading this piece by Alan Guebert for the Burlington Hawk Eye. The Leopold Center for Sustainable Agriculture has been looking for a director to replace the retiring Jerry DeWitt. An expert panel conducted a nationwide search and chose four finalists, whom you can learn more about here. Guebert explains how the search ended:

Iowa Farm Bureau made it known to ISU aggies that the leading candidate for the post, Ricardo Salvador, the program director for the Kellogg Foundation’s Food, Health and Wellbeing program, was not its prime choice. It preferred Frank Louws, a plant pathologist at North Carolina State.

According to interview and program evaluations, Louws was a clear second to Salvador in almost every category commented on by evaluators. He had limited experience with Iowa commodities, no livestock experience, no “national or international reputation in sustainable agriculture,” and a “lower scope of vision” for the Center than Salvador.

Despite these shortcomings, Iowa State President Gregory Geoffroy authorized ag Dean Wendy Wintersteen to offer Louws the job. Simultaneously, Wintersteen sent Salvador an email Dec. 2 that informed him he would not be Leopold director.

Why, asks Laura Jackson, a center advisory board member and a professor of biology at the University of Northern Iowa, was Salvador, “clearly the most qualified applicant interviewed,” sent packing before Louws either accepted or declined the position?

Those who have seen the documentary King Corn might remember Salvador from a few scenes. He is highly regarded by sustainable agriculture experts inside and outside the U.S. and is an expert on one of Iowa’s leading crops.

Guebert reports that Louws has neither accepted nor declined the position at the Leopold Center, so perhaps there is still a chance for Salvador to be offered the job. Either way, the episode doesn’t reflect well on ISU, which already had a reputation for being less than welcoming to sustainable agriculture advocates.

When Fred Kirschenmann was hired as director of the Leopold Center in 2000, none of the agricultural science departments wanted him on their faculty for fear of angering corporate interests. So, Kirschenmann was appointed to the ISU Department of Religion and Philosophy. But at least the Farm Bureau was not allowed to veto his hiring. It’s a sad day for a university when a corporate group can overrule the strong preference of a hiring committee.

Broad coalition stands up for marriage equality

About 200 people attended One Iowa’s Equality Red Blue Purple event on Sunday in Des Moines. A coalition of more than two dozen statewide organizations, including major labor unions, oppose a constitutional amendment to rescind same-sex marriage rights in Iowa. Republicans as well as Democrats have signed on as co-chairs of Equality Red Blue Purple, and dozens of local organizations have joined the coalition too. After the jump I’ve posted the full list of co-chairs and coalition members.

On Tuesday, supporters of marriage equality plan to deliver “over 15,000 postcard petitions to legislators in every district in the state,” according to One Iowa’s Justin Uebelhor. Opponents of same-sex marriage plan a large rally at the capitol on Tuesday as well.

This week One Iowa’s television ad, “This Place,” will run in the Des Moines market. The ad was created soon after the Iowa Supreme Court’s ruling last April. It depicts marriage equality as consistent with Iowa traditions of fairness and protecting our freedoms under the state constitution.

Democratic legislative leaders have vowed not to allow floor votes on a constitutional amendment to ban same-sex marriage during the 2010 legislative session. However, Republicans will try various procedural tricks to force a vote on the issue. I expect Democratic lawmakers to stand firm against a marriage amendment, and I hope that they won’t cop out when confronted by constituents who want to ban gay marriage.

On a related note, a lawsuit against California’s Proposition 8, which banned same-sex marriages, goes forward this week in federal court. The lead attorneys are David Boies and Ted Olson, who were on opposite sides during the Bush v Gore case that decided the 2000 presidential election. Writing in Newsweek, Olson laid out “The Conservative Case for Gay Marriage,” which is worth a read.

However, not all advocates of marriage equality support the strategy of appealing Prop 8 in federal court. At Daily Kos, SoCalLiberal laid out the argument against pursuing this lawsuit, favoring an effort to repeal Prop 8 at the ballot box in 2012.

One of the "sustainable dozen" will replace John Norris at USDA

I was pleased to read in the Sunday Des Moines Register that the new chief of staff for U.S. Secretary of Agriculture Tom Vilsack will be Karen Ross, former head of the California Association of Winegrape Growers. Ross was one of the “sustainable dozen” candidates that Food Democracy Now recommended for under-secretary positions at the U.S. Department of Agriculture. Last January Food Democracy Now told its supporters that Ross was getting serious consideration for a USDA post.

It’s encouraging to know that a voice for family farmers and sustainable practices will be running Vilsack’s office. In recommending Ross for an under-secretary position at the USDA, Michael Dimock of Roots of Change wrote more than a year ago,

Karen will represent well the diverse crops of our nation’s largest agricultural state. We know she will be a voice of innovation and adaptation that will support full expression of a sustainable agriculture over time. She did a great job shepherding the State Board’s recent visioning process for agriculture that rendered what we see as a very constructive vision for our future. Karen has also been a defining and constructive voice in the [Roots of Change]-funded California Roundtable for Agriculture and the Environment.

The visioning process Dimock mentions was California Ag Vision, an “effort to develop a broad consensus on how California might arrive at a farming and food system that can be sustained by the year 2030.”

Ross will replace John Norris, who did not come from an agriculture background but had worked closely with Vilsack for years in Iowa. He agreed to be Vilsack’s chief of staff at USDA with the understanding that it would be a temporary position. Norris was pursuing a spot on the Federal Energy Regulatory Commission, to which the Senate confirmed him in December. Having completed his work as Vilsack’s chief of staff, Norris will start work next week at the FERC.

Weekend open thread: Legislative preview edition

The legislative session begins this week, and budget issues are likely to dominate the proceedings.

Some state tax credits will be scrapped and others curtailed if lawmakers enact recommendations released on Friday by a commission Governor Chet Culver appointed. State Senator Joe Bolkcom, who chairs the Ways and Means Committee in the upper chamber, has vowed to pass as many of the recommendations as possible. I expect major pushback from corporate lobbyists against many of the proposals, however.

House Speaker Pat Murphy is not ruling out significant layoffs of state workers. It really is unfair to balance the budget mostly on the backs of state workers, especially since demand for state services increases during a recession.

I was surprised to see Culver’s chief of staff, John Frew, suggest a scaled-back version of “fair share” legislation could pass this session. If Democrats don’t have the votes for a prevailing wage bill, I can’t imagine they’ll get 51 votes for fair share, but I hope I’m wrong.

Democratic leaders insist a constitutional amendment to ban same-sex marriage is off the table, but Republicans will use every trick in the book to try to bring the issue to the floor.

Roxanne Conlin plans to visit all 99 counties in her Senate campaign, just like Senator Chuck Grassley has been doing every year for the past three decades.

In other news, Iowa may be on the verge of coming out of the deep freeze. I read today that the highest temperature recorded anywhere in Iowa since January 1 was 20 degrees Fahrenheit one day in Keokuk (southeast corner of the state). How are you surviving the cold? I’ve been wearing slippers, wool sweaters and extra layers. My kids still insist they are comfortable running around the house in pajamas and bare feet. Our dog could walk for miles, even on the days when it’s been below zero F when I’m out with him.

Culver hires new campaign manager, Branstad faces "showdown"

Governor Chet Culver’s re-election campaign announced yesterday that Abby Curran has been hired as campaign manager. She replaces Andrew Roos, who departed in November.

Curran first worked in Iowa in 2003 and 2004, as a field organizer for Dick Gephardt in the Dubuque area. In 2006, she managed Baron Hill’s successful campaign in Indiana’s Republican-leaning ninth Congressional district. In 2007, she was deputy field director for John Edwards’ Iowa caucus campaign. In 2008, she managed the campaign of Linda Stender, who fell short in New Jersey’s Republican-leaning seventh Congressional district.

Jesse Harris remains deputy manager for the Culver-Judge campaign, and the Des Moines Register confirms another encouraging rumor I’d heard: “Culver retains as his general campaign consultant Teresa Vilmain, a Cedar Falls native and veteran Democratic organizer whose Iowa experience dates back 30 years.” You can’t believe everything you read in Civic Skinny.

Meanwhile, the Iowa Democratic Party launched a new web video yesterday on the coming “showdown” of Terry vs. Terry:

Former Governor Branstad’s record doesn’t square with his campaign rhetoric in many respects. So far he has either glossed over the discrepancies or claimed to have learned from his mistakes. Republican primary voters may accept that explanation, but Branstad’s accountability problem is sure to be an issue this fall if he wins the GOP nomination.

Vander Plaats endorser vows never to vote for Branstad

When I saw yesterday’s news about State Representative Kent Sorenson supporting Bob Vander Plaats for governor, I didn’t pay much attention at first. Vander Plaats announced Sorenson’s endorsement on Twitter last May, so saying it again hardly seemed newsworthy.

But when I read the Vander Plaats campaign’s press release on the story, and Sorenson’s lengthy open letter to his supporters, I realized that he had upped the ante. Sorenson doesn’t just prefer Vander Plaats in the GOP primary. He is promising, “under no conditions will I vote for Terry Branstad or Chet Culver for governor,” and he wants his supporters to make the same pledge.

I suspect the Vander Plaats campaign will end up walking back those remarks, and Sorenson has just dealt a blow to his own campaign in Iowa Senate district 37. More thoughts on this story are after the jump.
