Who's who in the Iowa Senate for 2013

The Iowa legislature’s 2013 session opened today. After the jump I’ve posted details on the Iowa Senate majority and minority leadership teams, along with all chairs, vice chairs, and members of standing Senate committees. Where relevant, I’ve noted changes since last year. Click here for a similar post on the new Iowa House.

Democrats hold a 26 to 24 majority in the upper chamber. The huge experience gap between the Iowa Senate caucuses is striking. Only seven of the 24 Republicans have served as lawmakers in either the House or Senate for more than four years, whereas 19 of the 26 Democrats have more than four years of legislative service. Brad Anderson will challenge Iowa Secretary of State Matt Schultz

Barack Obama’s 2012 Iowa campaign manager Brad Anderson confirmed yesterday that he plans to run against Secretary of State Matt Schultz in 2014. I hope there will be a competitive Democratic primary, because from where I’m sitting, Anderson looks like the wrong candidate for this race.

UPDATE: Added details from Anderson’s formal announcement below, along with his campaign bio and a list of Democrats on his steering committee (including Senator Tom Harkin, former governors Tom Vilsack and Chet Culver, Representatives Bruce Braley and Dave Loebsack, and several former chairs of the Iowa Democratic Party). Looks like there will be no competitive primary.

More proof smoking bans save lives

How about a little good news on a lousy day? A new study confirms previous research, which showed public smoking bans reduce hospitalizations for heart attacks and other life-threatening problems. The Iowa Smokefree Air Act, which went into effect in July 2008, has likely prevented many premature deaths.

UPDATE: The smoking ban was controversial while it was debated in 2008. Below I’ve listed all of the state legislators who had the courage to send that bill to Governor Chet Culver’s desk.

Huge experience gap between Iowa Senate Democrats and Republicans

Democrats will hold a slim majority in the next Iowa Senate: most likely 26-24 or 27-23, depending on the outcome of one recount and one special election in December. But the experience gap between the two parties’ caucuses is wider than I’ve ever seen, and perhaps unprecedented.

Only five Republicans who will serve in the next Iowa Senate have more than four years experience in the legislature’s upper chamber. Most of the old hands aren’t on the GOP leadership team. By comparison, eighteen Senate Democrats have held that office for more than four years. Thirteen of those have served in the upper chamber for at least a decade.

Many newcomers to the Iowa Senate have helped oversee public-sector budgets and programs as county supervisors, mayors, or members of city councils and school boards. Nevertheless, new legislators have a steep learning curve because state government is more complex than local government, and Iowa House and Senate members consider a wider range of issues during a typical legislative session. Whereas eleven Senate Democrats previously served in the Iowa House, only three sitting Republicans came to the Senate with that background. If the GOP had gained control of the upper chamber in this year’s elections, they would have been forced to put quite a few rookies in charge of standing committees.

New Iowa House and Senate will include more women

Americans elected record numbers of women to Congress on Tuesday. Beginning in January, 20 women will serve in the U.S. Senate, and 78 women will serve in the U.S. House. During the past two years, seventeen U.S. senators and 73 U.S. representatives were women.

Although Iowans continued our streak of not sending women to Congress, we did elect some new women to the state legislature, producing a slight gain in the total number of female lawmakers.

First look at Democratic prospects for Iowa House gains

The redistricting process and several Republican retirements have created many pickup opportunities for Iowa House Democrats. The devastating 2010 election left them nowhere to go but up in the lower chamber, where Republicans currently enjoy a 60 to 40 majority. Relatively few sitting House Democrats represent vulnerable districts.

Speaking to activists at the Polk County Democratic convention on March 10, I heard lots of optimism about the House races. After the jump I’ve posted some early thoughts on the seats up for grabs.

Who's who in the Iowa House for 2012

Although the 60 Republicans and 40 Democrats in the Iowa House haven’t changed since last year, I thought it was worth updating this post, because some committee assignments have changed, and House Democrats reshuffled their ranking members somewhat.

Majority and minority leadership teams are after the jump, along with all members of standing House committees. All 100 House districts are on the ballot every two years, so I’ve noted the new district numbers for state representatives seeking re-election in 2012, as well as which House members have said they will retire after this year’s legislative session.

Planned Parenthood PAC rates Iowa lawmakers, praises Petersen and Wessel-Kroeschell

Planned Parenthood Voters of Iowa published its scorecard of Iowa legislators and gave its “Champion Award” to two Iowa House Democrats: State Representatives Janet Petersen and Beth Wessel-Kroeschell.

Details from the 2011 legislative update are after the jump. Planned Parenthood of the Heartland President and CEO Jill June described this year as “the worst legislative session for women in my 25 years at Planned Parenthood.”

Making abortion statement trumps stopping abortion clinic

On a mostly party-line vote, the Iowa House passed the country’s most restrictive late-term abortion ban yesterday. The move put House Republicans on record opposing abortions after 20 weeks gestation, but in effect ends any chance that Omaha-based Dr. Leroy Carhart will face legal obstacles to opening a new abortion clinic in Iowa.

Iowa House passes pro-nuclear bill; Senate prospects unclear

After more than five hours of debate, the Iowa House on April 26 approved a bill to let MidAmerican Energy charge consumers for costs associated with a nuclear reactor it may or may not build in the coming decade. House File 561 passed 68 to 30. All Republicans present except two voted yes, joined by 12 House Democrats: Deborah Berry (district 22), Chris Hall (district 2), Minority Leader Kevin McCarthy (district 67), Dan Muhlbauer (district 51), Pat Murphy (district 28), Rick Olson (district 68), Brian Quirk (district 15), Mark Smith (district 43), Phyllis Thede (district 81), Andrew Wenthe (district 18), John Wittneben (district 7) and Mary Wolfe (district 26). The remaining 29 House Democrats voted against the bill. Two Republicans voted no: Guy Vander Linden (district 75) and Kim Pearson (district 42).

Branstad will approve Iowa maps; Latham will move to IA-03

Governor Terry Branstad announced this morning that he will sign the redistricting bill approved yesterday by the Iowa House and Senate. While taping an episode of Iowa Public Television’s “Iowa Press” program, Branstad asserted that all four Congressional districts will be competitive.

Soon after Branstad’s announcement, Representative Tom Latham sent his supportersan e-mail announcing his plans to run for Congress in Iowa’s new third district. I don’t blame him for wanting to avoid a Republican primary against Steve King in the new fourth district. Latham’s move sets up a contest between him and Democrat Leonard Boswell, who lives in Polk County. Boswell currently represents Polk County, the largest in the district. Latham currently represents Warren, Dallas and Madison counties.

Boswell’s campaign and the Democratic Congressional Campaign Committee already released statements about Latham’s plans today. I’ve posted those after the jump. Boswell is on the DCCC’s list of “Frontline” incumbents who may be vulnerable in 2012. The DCCC will hit Latham and other Republicans hard over their vote today for Paul Ryan’s fiscal year 2012 budget resolution. Boswell’s statement emphasized his connection to the district, noting that during his political career he has represented nearly 70 percent of the new IA-03 population. Boswell served three terms in the Iowa Senate before winning his first term in Congress.

In other redistricting news, State Representative Janet Petersen announced today that she will run for the Iowa Senate in the new district 18 (map). She was first elected to House district 64 in northwest Des Moines in 2000. I’ve posted Petersen’s campaign announcement below.

Any comments about the new maps or Iowa elections in 2012 are welcome in this thread. I will update the post if more state House and Senate candidates announce plans to move, retire or run for higher office.

UPDATE: Boswell spoke to Shane D’Aprile of The Hill this week:

“I would just say that I’ve had a tough race every time and that’s what I expect,” said Boswell, adding that his new district will have “half the counties I’ve served before anyway.”

“The one thing [Latham] would have to think about, or even King for that matter, if he were to move south, is that if you’re going to represent the capital city, you better be ready for a tough competition every year,” Boswell said. “So they’ll have to really think about that. Whereas if one of them wins that new 4th district, they could probably coast a little bit by comparison.”  

SECOND UPDATE: No surprise, King confirmed he is running for re-election in the new fourth district.

THIRD UPDATE: Branstad signed the redistricting plan into law on April 19.

Iowa House passes big government abortion ban

The abortion issue magically transforms conservatives from people who want to keep bureaucrats from getting between you and your doctor into people eager to let the government limit pregnant women’s medical care. The Iowa House demonstrated that contradiction again yesterday, as representatives approved a ban on most abortions after 20 weeks gestation.

House File 657 is modeled on a Nebraska statute with the intent of stopping Omaha physician Leroy Carhart from opening an abortion clinic in Iowa. State representatives voted 60 to 39 to send the bill to the Senate. The yes votes included 56 Republicans and four Democrats: Dan Muhlbauer (district 51), Brian Quirk (district 15), Kurt Swaim (district 94) and Roger Thomas (district 24). Three first-term Republicans–Kim Pearson (district 42), Glen Massie (district 74) and Tom Shaw (district 8)–voted no, along with the rest of the House Democratic caucus. Those Republicans have argued against the bill because it would ban less than 1 percent of abortions in Iowa; their opposition forced House Republican leaders to pull the bill out of the House Human Resources Committee and send it to Government Oversight instead.

Update on abortion bills in the Iowa legislature

Anti-abortion legislation that stalled earlier this year in an Iowa House committee appears likely to pass the lower chamber soon. House File 5 would ban abortions after the 20th week of pregnancy, using a “fetal pain” standard adapted from a similar bill in Nebraska. More than 30 House Republicans are co-sponsoring the bill, hoping to deter Omaha-based abortion provider Dr. Leroy Carhart from opening a clinic in Council Bluffs.

Wellmark asking for excessive health insurance hike

Thousands of Wellmark Blue Cross/Blue Shield customers learned late last year that their health insurance premiums would go up by 11 percent in 2011. Yesterday state Insurance Commissioner Susan Voss received reports from two actuaries who found that rate hike to be too steep:

Close to 46,000 Iowa policyholders under age 65 will see an increase in their base premium rate of 10.8 percent, effective April 1, 2011, if approved. Another 3,000 basic and standard policyholders will receive an increase of 11.3 percent. Approximately 2,500 Blue Transitions policyholders will receive an increase of 15 percent.

The company raised rates by 18 percent in May of 2010. […]

Lewis & Ellis Inc., of Overland Park, Kan., said Wellmark’s proposed rate increase is too high. They recommend a 7.5 percent instead of the proposed 10.8 percent increase.

The Insurance division’s in-house actuary is recommending a 9 percent increase.

Tom Alger with the Iowa Insurance Division said the reports will weigh heavily in Voss’ decision about whether Wellmark will get the rate increase it wants.

Voss also presided over a public hearing yesterday, at which an attorney for Wellmark defended the rate hike, and some customers asked Voss to reject the insurer’s proposal. But a rate increase of 7 percent or 9.5 percent would still be unaffordable for many customers, and there are other problems too:

State Rep. Janet Petersen, who last year pushed legislation requiring the hearings and the independent actuarial review, called the recommendations a small victory.

The Des Moines Democrat noted that even if Wellmark is denied permission to raise its base rates as much as it wants, it still can impose big increases for people who shift into new categories, including as they age.

For individuals and families who buy their own health insurance, Wellmark has a virtual monopoly in Iowa. Giving Americans the option of buying into Medicare would not instantly make health insurance affordable, but it might constrain the excessive rate increases from companies like Wellmark.

Who's who in the Iowa House for 2011 (revised)

When the 84th General Assembly convenes on January 10, the Iowa House will have 60 Republicans and 40 Democrats. House Republicans selected leaders and committee chairs last month, and Democrats finished choosing leaders and ranking committee members in the past two weeks.

Wellmark customers will pay more starting May 1

Approximately 80,000 Iowans will face substantial health insurance premium hikes beginning May 1. An independent review has confirmed the “need” for Wellmark Blue Cross and Blue Shield to raise rates by an average of 18 percent. The higher rates were intended to go into effect on April 1, but last month Governor Chet Culver ordered a delay pending an review of the matter. The Des Moines Register reports today,

[Iowa Insurance Commissioner Susan] Voss said in a memo to Culver that Wellmark’s losses supported “the need for the rate increase” based on two separate actuarial analyses conducted by INS Consultants, a Philadelphia actuary. The group also found that the insurance division’s rate review process is actuarially “acceptable” and “reasonable” compared with INS’s methodology.

Birny Birnbaum, head of the Center for Economic Justice, a nonprofit consumer advocacy group in Texas, said it’s unlikely that INS would disagree with the rate increase.

“While INS is technically independent, there is no way the firm would contradict and embarrass the agency which hired the firm,” Birnbaum said Monday. “If INS were to contradict the insurance division, it would likely not be hired in the future by the Iowa Insurance Division or any other insurance regulator.”

Speaking to the Register, State Representative Janet Petersen touted legislation passed during the 2010 session, which is intended to give consumers more information and warning regarding health insurance premium increases. After the jump I’ve posted some key points from Senate File 2201 and Senate File 2356.

These bills contain a lot of good provisions but probably won’t solve this particular problem for many Iowans. Wellmark dominates the insurance market in this state. Giving people a few weeks to shop around won’t magically allow them to find a better deal. In addition, health insurers can still exclude coverage for pre-existing conditions until 2014. The only real choices Wellmark’s individual customers have are: 1) pay a lot more, like my family, or 2) downgrade to a policy that’s less comprehensive and/or involves higher out-of-pocket costs for medical care.

Iowa House Republican leader Kraig Paulsen showed his creative side yesterday, finding a way to blame Democrats for Wellmark’s rate hikes:

Paulsen pointed out that the Democrat-controlled Legislature has voted in recent years to impose several health insurance mandates, such as coverage of cancer clinical trials and prosthetics.

“It’s indisputable that those add to rates. That’s just the way it works,” he said.

Health insurance mandates drive up costs for Iowans, Paulsen said.

“Mandates aren’t necessarily requirements that insurance companies sell something. They’re requirements that purchasers buy something,” he said.

One legislative proposal would have allowed state-regulated health insurance companies to provide mandate-free coverage “for those who want a less comprehensive product,” Paulsen said.

That idea by House Republicans failed, as did a proposal to study allowing out-of-state insurers to offer policies in Iowa, which could help Iowans find cheaper policies, he said.

Come on, Mr. Paulsen, who ever anticipates needing prosthetics someday, or being in a position to benefit from a cancer clinical trial? Anyway, that cancer clinical trial bill passed both the Iowa House and Senate unanimously. Also, allowing out-of-state insurers to sell policies here would spark a “race to the bottom” in terms of consumer protection.

Democrats, please get payday lending reform right

Key Democratic lawmakers will push for new limits on payday lending during the Iowa legislature’s upcoming session, which starts on January 12. State Senator Joe Bolkcom, who chairs the Senate Ways and Means Committee, called for restricting the “loan shark rates” the industry typically charges. The Iowa Catholic Conference also supports limiting the interest rate for payday loans to 36 percent. That’s welcome news. Although 36 percent interest is still quite high, it’s a lot better than the 300 to 400 percent interest rates payday lenders are in effect currently charging customers.

In 2007, the Iowa legislature had smaller Democratic majorities yet managed to pass a bill capping interest rates on car-title loans at 21 percent. (Former Governor Tom Vilsack and Attorney General Tom Miller had advocated that reform for a long time, but Republican leaders refused to allow a vote in the Iowa House when they controlled the chamber.)

In theory, it shouldn’t be hard for House Democrats to find 51 votes out of their 56-member caucus to pass payday lending reform. However, at yesterday’s press conference with Senator Bolkcom, State Representative Janet Petersen expressed doubt that an interest rate cap could pass the House Commerce Committee, which she chairs.

I hope we’re not in for another round of a few Iowa House Democrats blocking legislation that would serve the public interest. More thoughts on this issue are after the jump.

My case against Hanna Rosin's case against breastfeeding

Warning: long diary ahead.

Hanna Rosin makes “The Case Against Breastfeeding” in the April issue of the Atlantic Monthly. The provocative title is misleading, because as Rosin explained in an interview on NBC’s Today show on March 16, she isn’t against breastfeeding. In fact, she kind of likes breastfeeding. Her problem is with the people who promote breastfeeding. Here’s the lead-in to her piece:

In certain overachieving circles, breast-feeding is no longer a choice-it’s a no-exceptions requirement, the ultimate badge of responsible parenting. Yet the actual health benefits of breast-feeding are surprisingly thin, far thinner than most popular literature indicates. Is breast-feeding right for every family? Or is it this generation’s vacuum cleaner-an instrument of misery that mostly just keeps women down?

Rosin packs a lot into the article, but I would summarize her main points as:

1. American women face intense social pressure to breastfeed exclusively.

2. Advocates exaggerate the benefits of breastfeeding, which the scientific research does not support.

3. Advocates downplay the negatives about breastfeeding and fail to acknowledge that formula-feeding can be the right choice for some mothers. On a related note, Rosin depicts breastfeeding as extremely inconvenient for mothers who work outside the home.

4. Advocates have medicalized the conversation about breastfeeding, and American women are wrongly led to believe they are harming their babies if they give formula instead.

I address those points and more after the jump. Rosin’s conflicted feelings about breastfeeding are valid, but unfortunately, she draws too many broad conclusions based on her personal experiences.

For those who don’t care to read the rest of this post, be assured that as a feminist and pro-choice woman, I respect the right of women to decide what and how to feed their own babies. I am also aware that some women are unable to breastfeed for physical or medical reasons, and many more women are unable to breastfeed because they lacked the information and support they needed in the critical early weeks.

My intention is not to judge any mother for her choices or add to the pain of any mother who did not have the breastfeeding experience she sought.
