Bob Krause, a veterans advocate and former state representative, confirmed by e-mail today that he has filed papers creating a committee to explore a run for Iowa governor in 2014. He plans a formal announcement in the coming weeks.

Krause was the first declared Democratic candidate for U.S. Senate the last time Senator Chuck Grassley was on the ballot. He finished a distant second to Roxanne Conlin in the 2010 primary, receiving just under 13 percent of the vote. Earlier this year, Krause ruled out running for Senator Tom Harkin’s seat but said he was considering a campaign for governor or for Congress next year.

Krause knows Governor Terry Branstad well, because for six years during the 1970s, the two men represented neighboring Iowa House districts (two halves of the same Iowa Senate district).

Also today, Krause called for the resignation of Iowa Veterans Affairs Commission member Dan Gannon, a Branstad appointee who represents the Vietnam Veterans of America on that commission. I’ve posted a press release from Krause after the jump, which explains the background. In an e-mail to Veterans Affairs Commission members and staff, Gannon said that he doesn’t trust Krause or the 501(c)3 charity Krause leads, the Veterans National Recovery Center. That organization advocates for services to assist veterans with post-traumatic stress disorder (PTSD) and traumatic brain injury (TBI).

Seventy-six countries around the world have a higher percentage of women in their national legislatures than the United States. Iowa is one of very few states that has never sent a woman to Congress. The open seat in Iowa’s first Congressional district is a perfect chance to leave Mississippi in the dust. Yet so far, no women have announced plans to run for the seat Bruce Braley is vacating. Three men are in the race for sure: Pat Murphy, Steve Rathje, and Rod Blum. Steve Sodders is strongly considering it and visited Washington last week to talk with Democrats about the race. UPDATE: Sodders has ruled out running for Congress.

The last time IA-01 was open, four Democratic men and three Republican men sought to replace Jim Nussle. Are we looking at a repeat?

For years, academic researchers have shown that “when women run for office, they perform just as well as men.” But they don’t run for office as often as men do for lots of reasons. A new study suggests that from a young age, women are less likely than men to consider running for office someday (full report here).

Iowa Democratic Party leaders should be working to recruit a top-tier female candidate in IA-01, a Democratic-leaning seat that presents the best opportunity of my lifetime to send a woman to Congress. But that’s not going to happen when party chair Tyler Olson is thinking about running for Congress himself. Republican Party of Iowa leaders should also be looking for a strong woman candidate to capitalize on Democrats’ strategic error. I doubt that “liberating” thought would ever cross the minds of the “Liberty” gang running the Iowa GOP.

Sisters are going to have to do it for ourselves. Whether that’s the “50-50 in 2020” organization co-chaired by former women elected officials and candidates or some informal group of political activists, it’s time to identify and encourage women to step up to the plate in IA-01–before the early declared candidates get a large advantage in fundraising and endorsements.

Iowa Democrats hoping that U.S. Secretary of Agriculture Tom Vilsack would come home to challenge Governor Terry Branstad next year will be disappointed by the latest news out of Washington.

Representative Bruce Braley’s campaign for the U.S. Senate has steadily rolled out endorsements this month. Eight labor unions have backed Braley’s Senate bid so far, joined today by Iowa Attorney General Tom Miller and Iowa State Treasurer Michael Fitzgerald.

Since Braley lacks any competition in the Democratic primary, these endorsements aren’t newsworthy at face value. However, a closer look at the announcements points to five major themes the Braley campaign will highlight over the next 19 months.

Yesterday Dubuque-based business owner Rod Blum formally announced his candidacy in the Republican primary to represent Iowa’s first Congressional district. The same day, he received the endorsement of the Liberty Iowa PAC, formed two years ago by supporters of Ron Paul’s presidential campaign. Both announcements are after the jump, along with my first thoughts on how much the Liberty movement could help Blum in the GOP primary.

Today the U.S. Supreme Court heard oral arguments in United States v. Windsor, a challenge to the constitutionality of the 1996 federal Defense of Marriage Act. Unlike yesterday’s hearing on California’s same-sex marriage ban, this case will affect many Iowans directly. The court’s ruling on DOMA will determine whether thousands of married LGBT couples in Iowa are eligible for benefits granted to married citizens under federal law.

Lots of links are after the jump, but the enduring sound bite from the day will surely be Justice Ruth Bader Ginsburg’s comment: “You’re saying […] there are two kinds of marriages, the full marriage, and this sort of skim milk marriage.”

After testing waterways at about 2,000 sites during 2008 and 2009, the U.S. Environmental Protection Agency has concluded that 55 percent of rivers and streams in the country are “in poor condition for aquatic life.” One of the biggest problems was nutrient pollution from excessive levels of nitrogen and phosphorus. Reduced vegetation cover near streams also contributed to poor water quality. Only 21 percent of U.S. river and stream length was judged to be in “good” condition, with another 23 percent in “fair” condition.

Compared to an EPA survey conducted in 2004, the latest data show a smaller percentage of rivers and streams in good condition and a higher percentage in poor condition.

Iowa is part of the “temperate plains” region, discussed on pages 78 through 80 of that report. I’ve posted an excerpt below. Only 15 percent of rivers and streams in the temperate plains region were judged to be in good condition; 55 percent were in poor condition.

Iowa should reject the all-voluntary nutrient reduction strategy favored by agricultural interest groups. Given the awful state of our rivers and streams, we need some mandatory steps to reduce nutrient pollution, including numeric standards for nitrogen and phosphorus. Both EPA staff and environmental advocates in Iowa have called for strengthening the nutrient reduction strategy. Unfortunately, Iowa Secretary of Agriculture Bill Northey has a firmly closed mind.  

The U.S. Supreme Court heard oral arguments today in Hollingsworth v. Perry, the challenge to California’s constitutional amendment that banned same-sex marriages. Proposition 8 passed by popular referendum in 2008.

Last night the Iowa Senate approved Senate File 296, a bill to expand Medicaid, on a strictly party-line vote of 26 to 23. You can listen to the entire Senate debate (approximately 90 minutes) at Radio Iowa. I’ve posted highlights from the debate after the jump, along with the full list of 52 organizations that have registered their support for Senate File 296. Some corporations and organizations have have registered their lobbyists as undecided on Senate File 296, but at this writing, not a single organization is registered against the Medicaid expansion.

Representative Steve King told reporters in Des Moines today that the chances he will run for the U.S. Senate in 2014 are “a little more than 50-50.” He dropped similar hints last month and has indicated to the Sioux City Journal’s Bret Hayworth that he’s leaning toward running as well.

I don’t care how many times King insists that he is carefully analyzing the pros and cons of a U.S. Senate bid. He’s neither dumb enough nor brave enough to leave the safe confines of Iowa’s fourth Congressional district.

School districts across Iowa are flying blind with less than a month left to certify their budgets for the coming fiscal year. Although Iowa’s state revenues are rising and expected to grow more next year, administrators have no idea whether K-12 district budgets may increase, and if so, by how much.

Students and teachers will pay the price for the decision by Iowa House Republicans and Governor Terry Branstad to hold school funding hostage to education reform.

Governor Terry Branstad didn’t draw the right lessons from Indiana’s experience when he proposed his Healthy Iowa Plan as an alternative to expanding Medicaid. Below I’ve posted excerpts from Laura Hermer’s recent commentary on the Healthy Indiana Plan.

Iowa’s top economic development official, Debi Durham, still can’t answer basic questions about why the state offered more than $100 million in tax incentives to a company that was going to build a fertilizer plant in Iowa anyway. Speaking of which, the Branstad administration is stonewalling Iowa Watchdog reporter Sheena Dooley’s efforts to obtain more information about the Orascom deal.

UPDATE: For the hundredth time, family budgets are not comparable to the federal budget. Plus, Michael Tomasky summarizes three basic principles of fiscal policy that should be conventional wisdom already: “Modest deficits are perfectly sustainable. Budget cutting, far from being ‘responsible,’ hurts the economy. And balanced budgets don’t create jobs-it’s the other way around.”

The U.S. Senate approved a budget for fiscal year 2014 at 4:38 am on Saturday after voting on amendments for most of the night. The budget passed by 50 votes to 49 (roll call). Iowa’s Senator Chuck Grassley and the rest of the Senate Republicans voted no, joined by four Democrats representing red states. The rest of the Democrats, including Senator Tom Harkin, voted for the budget.

As is often the case, Senate votes on various amendments were more interesting than the final party-line vote on the budget. Follow me after the jump for details on how Grassley and Harkin voted on some of those amendments. I’ve also enclosed statements from Grassley and Harkin.

The Federal Aviation Administration announced yesterday that beginning on April 7, it will close 149 air traffic control towers across the country. The Dubuque Regional Airport tower is the only Iowa facility on the list (pdf). An airport official told the Dubuque Telegraph Herald that service in and out of the airport will continue. I haven’t seen any reports confirming which facility will route air traffic in and out of Dubuque after April 7.

The cuts are related to the “sequester” of federal budget funds, which began last month. Originally the FAA had planned to close more air traffic control towers, including those in Waterloo and Sioux City. However, a press release stated that the agency decided “to keep 24 federal contract towers open that had been previously proposed for closure because doing so would have a negative impact on the national interest.” Another salient fact is that Dubuque “hires privately contracted employees,” whereas “Waterloo and Sioux City employees are unionized FAA workers.”

I’ve posted the whole statement from the FAA after the jump, as well as Representative Bruce Braley’s comment. The first Congressional district includes Dubuque and Waterloo. Braley voted against a continuing spending resolution on Thursday, in part because it did not reverse the “sequester” cuts.

In a voice vote today, the U.S. Senate Judiciary Committee approved Jane Kelly’s nomination for the U.S. Eighth Circuit Court of Appeals. Bleeding Heartland posted background on Kelly here. She has been a federal public defender in the Northern District of Iowa since 1994. According to the Cedar Rapids Gazette, she would be “the only public defender to serve on the bench since 1891. Pres. Obama has nominated 100 former prosecutors to the federal bench.”

Senator Tom Harkin recommended Kelly for the Appeals Court vacancy. If confirmed, she would be “only the second woman in the Eighth Circuit’s 122-year history to have ever served on the court.” Senator Chuck Grassley is the ranking Republican on the Senate Judiciary Committee. He has blocked some of Obama’s judicial nominations but supports Kelly. Yesterday the U.S. House approved a fiscal year 2014 budget prepared by House Budget Committee Chairman Paul Ryan. The bill also sets budget levels for fiscal years 2015 through 2023. Bleeding Heartland covered Iowa reaction to the latest Ryan budget here. After the jump I have details on yesterday’s vote and statements released by members of the Iowa delegation.

Despite the spin from some Congressional Republicans and Governor Terry Branstad, it’s important to remember that Ryan’s budget is not balanced and will not be balanced even 10 years from now. Both the non-partisan Tax Policy Center and the Center on Budget and Policy Priorities have noted that Ryan does not say how he would offset trillions in lost revenue from income tax cuts he proposes. In addition, the Ryan budget “understates defense spending by $100 billion over the next ten years” and assumes that the 2010 health care reform law will be repealed, which obviously won’t happen. The Ryan plan isn’t about eliminating the federal deficit, it’s a plan to end Medicare as a single-payer program and change the role of the federal government in the lives of low-income Americans.

This week Congress approved a continuing spending resolution to fund the federal government through the end of the current fiscal year on September 30. Iowa’s delegation split on this compromise, but not strictly along party lines. Details on the budget compromise and how the Iowans voted are after the jump.

As expected, President Barack Obama nominated Thomas Perez this week to run the U.S. Department of Labor. Media Matters posted “myths and facts” about the labor nominee here. Adam Serwer summarized Perez’s record and commented that Senator Chuck Grassley of Iowa is “chief” among the nominee’s “political enemies.” Other Senate Republicans who have criticized Perez include David Vitter of Louisiana and Jeff Sessions of Alabama. John Gramlich commented in Roll Call,

Perez succeeded in blocking Republican-backed voting laws in South Carolina and Texas that his division deemed racially discriminatory. He pressed racial profiling charges against Joe Arpaio, the Republican sheriff of Maricopa County, Ariz., who is among the most divisive figures in the national immigration debate. His handling of a legal agreement with the city of St. Paul, Minn., in a lending discrimination case has drawn condemnation from Sen. Charles E. Grassley of Iowa, the top Republican on the Judiciary Committee, who has called it a “quid pro quo” and a “shady deal.”

Senate criticism of Perez so far has come primarily from Grassley and the Judiciary Committee, which oversees the Justice Department and is seen as one of the more-partisan panels in the chamber. Perez’s nomination to the Labor Department will not come before the Judiciary Committee, however. It will come before the Health, Education, Labor and Pensions Committee, where Sen. Lamar Alexander of Tennessee is the top Republican.

Republican Senator Roy Blunt of Missouri has put a procedural hold on Gina McCarthy’s nomination as administrator of the Environmental Protection Agency.

Dubuque business owner Rod Blum told the Marshall County Republican Central Committee this week that he plans to enter the GOP primary to represent the open first Congressional district. Blum finished a close second to Ben Lange in the 2012 IA-01 primary. Cedar Rapids business owner Steve Rathje was the first Republican to announce in IA-01. I haven’t heard any news lately about other possible Republican candidates in the first district, like State Representative Walt Rogers or former Secretary of State Paul Pate.

Iowa House Majority Leader Linda Upmeyer predicted on Sunday that the first Iowa woman elected governor or to Congress will be a Republican. If no Democratic woman steps up in IA-01, I believe Upmeyer will be proven right. I have heard from several independent sources that State Senator Liz Mathis is privately telling Democrats she won’t run for Congress. Senate President Pam Jochum took herself out of the running last month. Former Iowa House Speaker Pat Murphy is the only declared Democratic candidate so far. State Senator Steve Sodders is talking with potential supporters about the race.

I haven’t heard about any Republican planning to run against four-term Democrat Dave Loebsack in IA-02. For now, the Democratic Congressional Campaign Committee does not appear worried about holding this district.

According to the Des Moines rumor mill, former State Senator Staci Appel is considering a run for Congress in IA-03. Appel lives in Warren County and served one term in the Iowa Senate before losing to Republican Kent Sorenson in 2010. Mike Sherzan is currently the only declared Democratic challenger to ten-term Republican Tom Latham.

I haven’t heard of any Democrats planning to challenge six-term incumbent Steve King in IA-04. I’m still confident King will not run for the U.S. Senate. But if King does leave the fourth district open, many Republicans are rumored to be thinking about that race, including Upmeyer and State Representative Chip Baltimore.
