Last night the GOP picked Dennis Litterer of Ionia as the Republican nominee for the January 22 special election to replace Brian Quirk, a New Hampton Democrat who resigned suddenly. Litterer is in the insurance business, grew up on a farm, and farmed on his own before taking up his current occupation.  He is reportedly a staunch conservative, and his views will begin to be examined in the next few weeks.  The Iowa Republican has more.

I am asking for help on behalf of every active Democrat in Floyd and Chickasaw Counties.  We are doing everything we can to keep this seat blue.  I am also asking on behalf of Iowa.  If we lose this seat, we are another step closer to being Wisconsin.  In the words of Mary Jo Wilhelm, who beat Merlin Bartz by a mere 120 votes, we cannot let that happen to Iowa. These two counties are part of Mary Jo's Senate District, and make up the majority of HD 52 (which also includes the three eastern precincts in Cerro Gordo).The more conservative counties to the north are not part of the House District, so there is a good chance to win.

Hundreds of school districts and businesses are closed across Iowa today because of winter storm Draco. Late last night we had rare snowstorm thunder and lightning in the Des Moines area. Power outages have affected many Iowans. Our electricity came back relatively soon in Windsor Heights, and I hope that will be true everywhere.

The plan to extend Highway 100 through the Rock Island Preserve in Linn County made the Sierra Club’s list of worst transportation projects nationwide. No Iowa projects made the group’s “best” list from the same report on Smart Choices, Less Traffic (pdf). U.S. Senator Patrick Leahy of Vermont, the most senior Senate Democrat following the death of Hawaii’s Daniel Inouye earlier this week, announced today that he has decided to remain chair of the Senate Judiciary Committee, rather than replacing Inouye as head of the Appropriations Committee. The Judiciary Committee will consider some gun control legislation next year and may hold Supreme Court confirmation hearings if a vacancy arises. Iowa’s Chuck Grassley is the ranking Republican on that committee.

Leahy’s decision would appear to have opened the door for Senator Tom Harkin to move to Appropriations. Harkin is the next most senior Senate Democrat, having been elected to the upper chamber of Congress for the first time in 1984. However, Leahy congratulated Senator Barbara Mikulski of Maryland for being the first woman to chair the Appropriations Committee. Mikulski has served in the Senate since 1987. UPDATE: Harkin also congratulated Mikulski today.

Harkin will remain chair of the Health, Education, Labor and Pension Committee, which is one of the most important Senate committees, but running Appropriations would have put him in an even stronger position. Like Steven Duffield, I want to hear the backstory on this one.

UPDATE: In a statement that I’ve enclosed after the jump (hat tip Bleeding Heartland user 2laneIA), Harkin said he chose to remain head of the HELP Committee “based on where my passion lies.  This is my work, it is who I am, and these are the issues that define me.” He will chair the Appropriations subcommittee on health, education and labor.

Incoming Iowa Senate Judiciary Committee Chair Rob Hogg confirmed this week that his committee will not take up a bill to reinstate the death penalty in Iowa. Republican State Senator Kent Sorenson is not deterred.  

Polk County District Court Judge Robert Hutchison has ordered the Iowa Department of Public Health to list both parents on a child’s death certificate, regardless of the parents’ gender, and to modify the death certificate issued to two married mothers who sued the department earlier this year.  

Governor Terry Branstad begrudges the working poor a little extra money and wants to cut total compensation for thousands of state employees, whom he considers overpaid. But where his favorite appointees are concerned, Branstad uses bonuses or a housing allowance to evade salary caps on senior positions in state government.

After reportedly ruling out an increase in the Medicare eligibility age, President Barack Obama has offered House Speaker John Boehner a new deal to avoid a combination of spending cuts and tax increases scheduled to go into effect at year-end.

Obama’s latest offer involves painful Social Security cuts for the poor and middle class but tax increases only for people who won’t notice the difference, because they make more than $400,000 per year. This kind of bargain is exactly what Senator Tom Harkin has been warning against when he’s said “no deal is better than a bad deal.”  

Daniel Inouye of Hawaii passed away today at age 88 after an unbelievable career, including 50 years in the U.S. Senate. His heroism in Italy during World War II earned him the Distinguished Service Cross, the Bronze Star Medal, the Purple Heart, and (belatedly) the Medal of Honor. Inouye showed unbelievable bravery and skill on the battlefield in Italy.

Both of Iowa’s senators served with Inouye for decades, and I’ve posted their comments below, along with excerpts from some obituaries and Inouye’s Medal of Honor citation.

The horrific mass killing at Sandy Hook elementary in Newtown, Connecticut has dominated news coverage since Friday, and almost everyone I know has been talking about the tragedy. But only a few Iowa politicians have publicly discussed the events or possible ways to prevent similar crimes.

Remarks by Senator Tom Harkin, Representative Dave Loebsack, State Senator Rob Hogg, and Governor Terry Branstad are after the jump. I’m disappointed but not surprised that the governor is not open to any new restrictions on assault weapons or large ammunition clips. Senator Joe Manchin of West Virginia, who like Branstad has an “A” rating from the National Rifle Association, today called for moving “beyond rhetoric” on gun control. His comments are also below.

I’ve sought comment from other members of Iowa’s Congressional delegation and will update this post if I hear back from any of them. UPDATE: Added Representative Bruce Braley’s comments below.

Last week Iowa Governor Terry Branstad confirmed that Iowa will pursue a “partnership” health insurance exchange next year, rather than setting up its own insurance exchange for implementing the 2010 health care reform law, or letting the federal government set up an exchange for Iowa.

In addition, the governor again signaled that he is against the now-optional Medicaid expansion for states, because he believes it would become too expensive for Iowa in the future.

Catching up on news from this week, UN Ambassador Susan Rice withdrew her name from consideration for secretary of state in President Barack Obama’s cabinet. Republicans had been hounding her for weeks over public comments she made soon after the September 11 attack on the U.S. consulate in Libya.

CNN reported yesterday that as expected, Obama will now name Senator John Kerry to replace Hillary Clinton as secretary of state. I had concerns about Rice in that job because of her financial interest in seeing the Keystone XL oil pipeline completed. But it was phenomenally stupid for Obama administration officials to leak that Kerry was plan B for secretary of state. That gave Senate Republicans every incentive to throw a temper tantrum over Rice. A special election in Massachusetts means just-defeated Scott Brown has a chance to come back to the Senate. Surprise, surprise: Republicans are going to confirm Kerry with no problems.

Although Obama hasn’t caved yet on letting some of the Bush tax cuts expire, the president still has a bad habit of rewarding people who don’t deal with him in good faith. Senate Republicans had no problem confirming Condoleezza Rice as secretary of state in 2005, even though she had been national security adviser at the time the Bush administration failed to anticipate and prevent the 9/11 attacks in New York and Washington. Obama acknowledged what he called “unfair and misleading attacks” on Susan Rice, yet he is giving Republicans a chance to narrow the Democratic majority in the U.S. Senate anyway.

How about a little good news on a lousy day? A new study confirms previous research, which showed public smoking bans reduce hospitalizations for heart attacks and other life-threatening problems. The Iowa Smokefree Air Act, which went into effect in July 2008, has likely prevented many premature deaths.

UPDATE: The smoking ban was controversial while it was debated in 2008. Below I’ve listed all of the state legislators who had the courage to send that bill to Governor Chet Culver’s desk.  

Details are sketchy, but at least one gunman opened fire at Sandy Hook Elementary School in Newtown, Connecticut this morning, reportedly killing more than 20 people. As of noon central time, the latest reports indicate that 18 children may have been murdered along with nine adults, including the killer.

White House spokesman Jay Carney told reporters at a briefing, “today is not the day” to discuss gun control legislation. Of course it isn’t. Tomorrow won’t be the right time either, and neither will next week or next month or next year. Democratic Party officials are no longer willing to advocate for gun control in public, and the Republican Party might as well be a wholly-owned subsidiary of the National Rifle Association. Americans just have to accept that dangerously unstable or mentally ill people will be able to acquire almost any kind of weapons and ammunition, and from time to time will slaughter innocent people.

I can’t imagine what those children and the victims’ families are going through in Connecticut, and I’m too upset to look up more links about this tragedy. Feel free to share your own reasoned comments or enraged rants in this thread.

Conservatives are quick to say crimes like these aren’t about guns. Not holding my breath waiting for them to increase funding for mental health services.

After Australia reformed its gun laws in 1996, gun-related homicides and suicides began to decline more sharply, even as the overall homicide rate continued to drop. There have not been any mass shootings in Australia since that time.

The U.S. House of Representatives took 40 minutes on the floor this morning to recognize Leonard Boswell’s public service during his military career, time in the Iowa Senate, and 16 years in Congress. Radio Iowa posted a link to the full audio from today’s proceedings. Republican Tom Latham, who defeated Boswell in IA-03 last month, opened the tribute with warm remarks about his colleague. He also read out comments sent by many Iowans, including Governor Terry Branstad and Ken Sagar of the Iowa Federation of Labor. Iowans can e-mail their own remarks to Boswell.Tribute@mail.house.gov today. Those e-mails will supposedly be part of the official Congressional record.

One day after a special election confirmed there will be 26 Democrats and 24 Republicans in the Iowa Senate next year, Senate Democrats released updated committee assignments. After the jump I’ve posted the full list of committee chairs as well as the leadership team chosen a few weeks ago. Most committees have the same leaders as in 2012, but where relevant I’ve noted changes.

I recommend Michael Gartner’s long op-ed piece about the train wreck surrounding the Harkin Institute at Iowa State University. Reading it, I learned about a scandal that shattered ISU’s economics department in the 1940s. The piece also got me wondering: did Governor Chet Culver ever make a worse appointment than putting Iowa Farm Bureau head Craig Lang on the Board of Regents?

Not content to use the Regents’ lobbyists and ISU faculty for advocacy against raw milk sales (seemingly unrelated to higher education), Lang is now interfering with freedom to research agriculture-related topics at the Harkin Institute. Surely there were Republicans better suited for this job when Culver appointed Lang in 2007. I suspect we can thank then Lieutenant Governor Patty Judge (“Iowa is an agricultural state and anyone who doesn’t like it can leave in any of four directions”) for that move.

P.S.- Iowa Republican blogger Jeff Patch scores points for pretzel logic in his attempt to cast ISU administrators as heroes expressing “serious ethical concerns” about the Harkin Institute operating as “a rogue unit blessed with the official seal of ISU approval, funded by Harkin’s campaign donors and free to engage in politicized research with no oversight or controls.”

Outgoing Secretary of State Hillary Clinton, asked by Barbara Walters about running for president:

“I’ve said I really don’t believe that that’s something I will do again,” says Clinton. “I am so grateful I had the experience of doing it before. I think there are lots of ways to serve, so I’ll continue to serve.” […]

Clinton adds, “I just want to see what else is out there. I’ve been doing this incredibly important and satisfying work in Washington as I say for 20 years. I want to get out and spend some time looking at what else I can do to contribute.”

That’s the least convincing non-denial denial I’ve heard in a while. The next Democratic presidential nomination is Hillary Clinton’s if she wants it. I don’t see her turning her back on that chance.

UPDATE: I am in rare agreement with Newt Gingrich: if Hillary runs for president in 2016, “the Republican party today is incapable of competing at that level.”

The Democratic Congressional Campaign Committee is paying for robocalls in Iowa’s third and fourth Congressional districts accusing Republicans Tom Latham and Steve King of “holding the middle class hostage.”

On one level, yesterday’s special election in Iowa Senate district 22 was no surprise. One would expect a Republican victory in a district with a large GOP voter registration advantage, where Republicans spent far more money and only the Republican candidate ran television commercials.

On the other hand, the special election loss is a big red flag that Iowa Democrats have failed to communicate how crucial it is to hold their narrow Senate majority.
