Tonight may be the last chance for Rick Santorum or Newt Gingrich to stop Mitt Romney from becoming the Republican presidential nominee. Senator Chuck Grassley hinted to The Hill today that he may endorse Romney if Romney wins the Ohio primary. I’m guessing that Newt will pull enough votes in Ohio to keep Santorum from beating Romney. I also suspect that Santorum will lose the Catholic vote in Ohio, like he did in Michigan. He and Gingrich have to hope that convincing victories in southern states give them an excuse to stay in the race.

Last month President Barack Obama nominated Stephanie Rose, U.S. attorney for Iowa’s northern district, for a federal judgeship in Iowa’s southern district. If confirmed, Rose would become the first woman to serve as a district judge in Iowa’s southern district. Today the Des Moines Register published an opinion piece urging U.S. senators not to “rubber-stamp” Rose’s nomination.  

Governor Terry Branstad’s approval ratings were mediocre during the first year of his fifth term, but the latest Des Moines Register poll by Selzer and Co found that 56 percent of Iowa respondents approve of the job Branstad is doing, while 58 percent have a favorable impression of the governor.

The U.S. Senate voted today to table Republican Senator Roy Blunt’s amendment to repeal a federal regulation on birth-control coverage in employer-provided health care insurance. Iowa’s senators split on party lines.

The U.S. Postal Service announced yesterday that it will keep mail processing facilities in Waterloo and Cedar Rapids open, saving hundreds of jobs.

Both houses of Congress approved a deal today to extend a payroll tax cut through the end of this year. It was only the second time I can remember that Senator Tom Harkin and Representative Steve King (IA-05) voted against a bill that the rest of Iowa’s Congressional delegation supported.

President Barack Obama released his draft budget for the 2013 fiscal year yesterday. Details on the president’s proposed spending and tax rates are after the jump, along with reaction from the Iowans in Congress and some of their challengers.  

The U.S. House overwhelmingly approved the Stop Trading on Congressional Knowledge (STOCK) Act today, but House leaders amended the bill U.S. senators passed last week. An amendment offered by Republican Senator Chuck Grassley of Iowa will be at the center of negotiations on the House-Senate conference committee charged with reconciling the two versions of the STOCK Act.

Most governors have the power to veto specific line items in appropriations bills, and many deficit hawks believe bills passed by Congress should be subject to the same kind of scrutiny. However, the U.S. Supreme Court ruled in 1998 that it is unconstitutional to give the president line-item veto power over appropriations bills. Seeking a way around that problem, the House approved a bill yesterday that would allow the president to recommend budget rescissions for Congress to consider. The legislation attracted an unusually bipartisan group of supporters and opponents.

The League of Conservation Voters released its National Environmental Scorecard yesterday, based on 11 U.S. Senate votes and 35 U.S. House votes during 2011.

Yesterday the U.S. Senate approved a conference committee report to provide about $63 billion for the Federal Aviation Administration through 2015. The House approved the same bill last Friday. Iowa’s delegation was divided, primarily because of provisions affecting airline workers’ ability to form a labor union.

U.S. Senators Chuck Grassley and Tom Harkin both voted for a bill to ban insider trading by members of Congress, which overwhelmingly passed the U.S. Senate today. Last week, the U.S. House passed a resolution to disapprove President Barack Obama’s latest request to raise the debt limit. The mostly party-line vote was also mostly symbolic and consequently received little media attention. However, Republican challengers in Iowa’s first and second Congressional districts are likely to highlight this vote in their campaigns against Representatives Bruce Braley and Dave Loebsack.

Wikipedia, Reddit and many other websites are dark today to protest the Stop Online Piracy Act (SOPA) and the Protect Intellectual Property Act (PIPA), now pending in the U.S. House and Senate. Momentum appears to have shifted against this legislation in its current form, but a modified bill might still pose a threat to freedom of information. I sought comment on this legislation from all members of Iowa’s Congressional delegation.

The Bureau of Labor Statistics released new employment figures yesterday, showing nonfarm payroll employment up by 200,000 in December 2011, and the unemployment rate down slightly to 8.5 percent. Several members of Congress from Iowa cited the news a Their statements are after the jump.

I’ve also enclosed reaction from U.S. Senators Chuck Grassley and Tom Harkin to President Barack Obama’s recess appointments of Richard Cordray to head the Consumer Financial Protection Bureau and three members of the National Labor Relations Board. While Harkin welcomed Cordray’s appointment, Grassley slammed the president for “upending years of Senate practice and legal precedent.” Grassley was among Senate Republicans who filibustered Cordray’s confirmation last month.

Is Rick Santorum rising fast enough to finish in the top two on Tuesday? The Des Moines Register’s final Iowa poll before the caucuses is one of many to show Santorum gaining strength. Representative Steve King and Senator Chuck Grassley made positive comments about Santorum’s campaign over the weekend. Although Rick Perry is criticizing Santorum’s record in Congress, there’s not enough time left to make an effective case against the latest “not Romney” through paid media.

Catching up on news from the weekend, the U.S. House and Senate averted a federal government shutdown by passing an omnibus spending bill for fiscal year 2012, which runs through September 30 of next year. The government had been operating on a continuing spending resolution, which was due to expire on December 17. Both Republican Chuck Grassley and Democrat Tom Harkin voted Saturday morning for a two-month extension of the payroll tax cut and unemployment benefits.

The U.S. House and Senate approved the National Defense Authorization Act of 2012 this week. I can’t say I’m surprised to learn that President Barack Obama backed off on his threat to veto the bill over provisions relating to alleged terrorist detainees. The U.S. officially ended the war in Iraq today “with an understated ceremony in Baghdad” to lower the American flag of command. In a sense, Representative Ron Paul is correct to say that we’re “pretending” to bring all our troops home while putting 17,000 military contractors in Iraq. If the war is well and truly over, I wonder why two-thirds of U.S. senators recently voted against repealing the Authorization for the Use of Military Force Against Iraq Resolution of 2002. Senator Tom Harkin supported that effort to repeal the war authorization, while Senator Chuck Grassley opposed it. The proposed amendment to the 2012 defense authorization bill “would have forced the president to return to Congress and seek additional authority to send more troops” to Iraq.

In any event, today is a milestone in the war that began in March 2003. After the jump I’ve posted reaction from some members of Iowa’s Congressional delegation. I will update this post as more comments appear.

The Senate defeated Democratic and Republican versions of a balanced budget amendment to the U.S. Constitution today. Details on the votes and statements from Iowa’s senators are after the jump.

Some members of Iowa’s Congressional delegation welcomed today’s announcement by the U.S. Postal Service delaying “the closing or consolidation of any Post Office or mail processing facility until May 15, 2012.” Early reaction is after the jump, along with background on the story.

A year ago, former President George W. Bush’s income tax cuts for all brackets were due to expire on December 31. Republicans had President Barack Obama and Congressional Democrats on the defensive, not wanting to be seen as raising taxes in a tough economy. Now the tables are turned as a payroll tax cut benefiting all wage earners will expire at the end of the year unless Congress acts otherwise. Democrats in Washington and around the country see this issue as a political winner.

Last week the U.S. Senate defeated two more proposals for extending the payroll tax cut. Meanwhile, the Democratic Congressional Campaign Committee and the Iowa Democratic Party used the controversy to create bad publicity for Representative Tom Latham (IA-04) and Representative Steve King (IA-05).

Seven Six Republican presidential candidates debate tonight in Des Moines, the first time the group has debated since Herman Cain left the race and former House Speaker Newt Gingrich became the front-runner. I plan to live-blog tonight’s debate here, but I wanted to post this thread early to give Bleeding Heartland readers a chance to talk about the race. Some bills are designed to solve real problems, some bills are designed to create the appearance of solving real problems, and some bills are designed to solve non-existent problems. The U.S. House passed that third kind of bill yesterday, seeking to block rules the Environmental Protection Agency has not even proposed.

Bruce Braley (IA-01), Dave Loebsack (IA-02), and Leonard Boswell (IA-03) were among the 33 Democrats who voted with Republicans to pass the H.R. 1633, the Farm Dust Regulation Prevention Act of 2011. The Iowa Democrats weren’t all equally supportive during the floor debate, however.

U.S. Senate Republicans successfully filibustered President Barack Obama’s appointee to run the new Consumer Financial Protection Bureau today. It was the second time this week that Senator Chuck Grassley and his GOP colleagues blocked a presidential nominee.

Without Congressional action, a temporary payroll tax cut intended to stimulate the economy will expire on December 31 of this year. Last week the Senate defeated two proposals to extend the tax cut; Iowa Senators Chuck Grassley and Tom Harkin were on opposite sides of both votes.

Many Iowa Democrats have been expecting Senator Tom Harkin to retire when his current term expires in 2014. However, the chair of the Senate Committee on Health, Education, Labor and Pensions indicated yesterday that he plans to run for re-election at least one more time.

This Halloween weekend seemed like a good time to highlight some tricks and treats from the news headlines.

Ten years ago today, President George W. Bush signed a bill called the “United and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism,” better known as the PATRIOT Act. It’s a good time to reflect on the law’s impact as well as how the Iowans in Congress voted on its provisions over the last decade.

Libyan forces captured and killed Colonel Moammar Gadhafi today in the former dictator’s hometown of Sirte. Representative Bruce Braley (D, IA-01) welcomed news of the “victory for freedom-loving people” but added that “With Gadhafi out of the picture, it’s time for US involvement in Libya to end.” Braley has been an outspoken critic of the Obama administration’s open-ended intervention in Libya. He has voted against authorizing military action there and repeatedly demanded a cost accounting of our mission.

Representative Dave Loebsack (D, IA-02) reacted to today’s news with a statement calling on “international organizations to step forward and help the Libyan people” so that the U.S. can “focus on creating jobs here at home.” Loebsack sits on the House Armed Services Committee but has generally avoided commenting on the U.S. mission in Libya. In June, he voted against authorizing the intervention but also against defunding it.

Senator Chuck Grassley got the word out yesterday: he won’t endorse any Republican presidential candidate before the Iowa caucuses.

The U.S. House and Senate approved trade agreements with Columbia, Panama and South Korea yesterday. All Iowa Republicans supported each of the three deals, while Iowa Democrats voted against them. Links to roll calls and statements from most of the lawmakers are after the jump.

Senator Tom Harkin has tried repeatedly to change Senate procedures that obstruct simple majority rule. In January of this year, Senate Democrats failed to coalesce around his reasonable filibuster reform proposals, opting instead for what Harkin called “baby steps” that “don’t get to the heart of the matter.”

Tonight, while the chamber debated a low-profile bill, Senate Majority Leader Harry Reid used a simple majority vote to change Senate rules. He was targeting a procedure that amounted to a repeat filibuster rather than the filibuster itself, but he may have set the stage for major rule changes in the future.

A bipartisan vote in the U.S. Senate today appears to have prevented a federal government shutdown after the current fiscal year ends on September 30. Senators Chuck Grassley and Tom Harkin both supported the deal.  

The U.S. just voted 59 to 36 to table the House version of a continuing resolution funding the federal government through November 18. Senator Tom Harkin voted with all but one Democrat to table the House legislation; Senator Chuck Grassley voted with most of his fellow Republicans against tabling the resolution. Details are below.

Less than 10 days before the current fiscal year ends, Congress has not approved any appropriations bills for fiscal year 2012. Yet again, continuing funding resolutions are needed to prevent the federal government from shutting down after September 30. Yesterday Representative Tom Latham was the only Iowan to vote yes as the U.S. House failed to approve a continuing resolution backed by Republican leaders.
