I had planned to relaunch Bleeding Heartland’s weekly wildflower posts in late March, but Iowa’s native plants are way behind schedule during this year’s ridiculously cold spring. Even a week ago, the only wildflowers blooming in my corner of the word were bloodroot and dandelions. Just in the past few days, we’ve noticed the first spring beauties, Dutchman’s breeches, and dogtooth violets. My goal for this year is to focus on species I didn’t feature in 2012.

This week’s installment is rue anemone, an early spring woodland flower with unusual features. Its leaves start out brown before turning green, its blossoms have no petals, and it blooms for quite a long time. Photos are after the jump.

MAY 2 UPDATE: Much of Iowa is under a winter storm warning today. I’m concerned about how the snow and freezing rain might affect the spring wildflowers. I hope I’ll have bluebells to feature in a week or two!

Less than 24 hours after the Republican-controlled Iowa House approved language to enact Governor Terry Branstad’s Healthy Iowa Plan, the Iowa Senate voted on party lines today (26 to 24) to reject the House version of Senate File 296. A conference committee will now attempt to work out a compromise on whether to expand Medicaid to all Iowans earning up to 138 percent of the poverty line, as the 2010 federal health care reform law envisioned.

After the jump I’ve posted a video of Senate President Pam Jochum speaking on the Senate floor today to contrast Medicaid expansion with the governor’s plan. I’ve also enclosed details on Branstad’s highly implausible claim that his plan would cost poor Iowans less out of pocket than expanding Medicaid. Senate Democrats have pointed out that Iowans living in poverty could never afford the co-pays and premiums envisioned in the Healthy Iowa Plan.

Finally, I’ve added below excerpts from the Iowa Hospital Association’s latest blog post explaining why Medicaid expansion is a better choice than the governor’s plan.

Today the Iowa Senate Ethics Committee voted to appoint a special investigator to look into allegations that Republican State Senator Kent Sorenson broke Senate rules against being paid for political campaign work. It was the least they could do, in light of testimony submitted recently by U.S. Representative Michele Bachmann’s former chief of staff. Even so, two Republicans on the Committee voted against launching an investigation. Jack Whitver claimed the action would encourage “frivolous” ethics charges to be investigated regardless of supporting evidence. Jerry Behn said the complaint was based on “hearsay,” even though e-mail correspondence and an affidavit attested to Sorenson receiving indirect payments.

Republican Senator Sandy Greiner voted with the three Democrats on the Ethics Committee (Wally Horn, Joe Seng, and Dick Dearden) to launch an investigation. O.Kay Henderson posted audio from the committee meeting at Radio Iowa. Horn emphasized the need to protect Iowa’s first in the nation status for the presidential race. Greiner said she hoped the investigator would find Sorenson to be “as pure as the driven snow” but noted, “there’s going to be a cloud over this entire chamber if we don’t attempt to get to the bottom of this.”

Sorenson claims he is an innocent victim of a “witch hunt” and submitted documents in his defense to the Ethics Committee. Iowa Senate Secretary Mike Marshall told journalists that the complaint “still could ultimately be dismissed after the investigation.”

LATE UPDATE: On May 10, Iowa Supreme Court Chief Justice Mark Cady signed an order naming Des Moines attorney Mark Weinhardt “special counsel” to investigate these allegations. Background on Weinhardt is after the jump.

Successful campaigns require money and boots on the ground. Representative Bruce Braley is already trying to recruit the small donor and volunteer army he’ll need for next year’s U.S. Senate election.

Without Democratic primary competition or a Republican candidate to define yet, Braley can’t fire up his base by pointing out his opponent’s flaws. Instead, he is using online petitions to identify and energize supporters. So far, those petitions are narrowly focused on issues important to activist groups–in contrast to the broad themes of Braley’s message to Iowa voters as a whole.  

Last night the Iowa House approved by 51 votes to 49 a version of Governor Terry Branstad’s alternative to expanding Medicaid. Two Republicans opposed the plan, but State Representative Dave Heaton fell in line despite his major doubts about the bill.

For months, I’ve been wondering if and when some Republican lawmakers would balk at supporting Governor Terry Branstad’s “costs more, covers less” alternative to expanding Medicaid in Iowa.

For the first time yesterday, an Iowa House Republican said he may not vote for Branstad’s plan. I doubt it’s a coincidence that the wavering lawmaker is unusually knowledgeable about health care services in Iowa.

Retired Supreme Court Justice Sandra Day O’Connor recently met with the Chicago Tribune editorial board. When asked about her most controversial ruling in 25 years on the Supreme Court, she named the December 2000 decision in Bush v Gore.

“It took the case and decided it at a time when it was still a big election issue,” O’Connor said during a talk Friday with the Tribune editorial board. “Maybe the court should have said, ‘We’re not going to take it, goodbye.’”

The case, she said, “stirred up the public” and “gave the court a less-than-perfect reputation.”

“Obviously the court did reach a decision and thought it had to reach a decision,” she said. “It turned out the election authorities in Florida hadn’t done a real good job there and kind of messed it up. And probably the Supreme Court added to the problem at the end of the day.”

Bush v Gore permanently lowered my respect for the high court. When I first heard that the Bush campaign appealed the Florida Supreme Court’s decision, I laughed. I assumed people like Clarence Thomas and Antonin Scalia would stay true to their “states’ rights” ideology and refuse to hear the case, since administering elections is a state issue.

For my money, former prosecutor Vincent Bugliosi wrote the best commentary on the utterly dishonest Bush v Gore majority ruling: None Dare Call It Treason.

I expect at least one former Republican state legislator to run for the open U.S. Senate seat next year. Iowa Department of Inspections and Appeals Director Rod Roberts told The Iowa Republican’s Kevin Hall that he is seriously considering the race.

“A few months ago I didn’t anticipate that running for the U.S. Senate would be a real possibility,” Roberts said. “Like most folks, I assumed either Congressman Latham or Congressman King would run. But, as the odds have increased that neither congressman will run, more people have encouraged me to think about it. At this point, I’d say I’m certainly considering the opportunity, and I’m planning to continue talking with family, friends and supporters in the coming weeks.”

Roberts represented the Carroll area in the Iowa House for a decade before running for governor in 2010. He was an adequate campaigner, but his principal role in my opinion was as stalking horse for Terry Branstad during the Republican primary. On the other hand, Carroll-based journalist Douglas Burns believes Roberts would be the ideal Senate candidate for the GOP to run against Democrat Bruce Braley.

Any comments about the IA-Sen campaign are welcome in this thread. According to Hall’s latest post, State Senator Joni Ernst “has set a timeline of about 30 days to make a decision” about the Senate race. Bob Vander Plaats told the Sioux City Journal he believes Latham may change his mind about not seeking the Senate seat if Steve King decides to stay in IA-04, as expected.

UPDATE: In the unlikely event that Rod Roberts wins the Senate nomination, I think his move to reduce nursing home inspectors would become a general election campaign issue.

Iowa’s Economic Development Director Debi Durham already earns substantially more than the salary cap for her position under state law, thanks to $30,000 bonuses Governor Terry Branstad has been giving her every year.

A few days ago, WHO-TV took a closer look at Durham’s very large travel expenses.

When Brad Anderson announced plans to challenge Secretary of State Matt Schultz, many influential Iowa Democrats quickly jumped on board, noting Anderson’s skills and experience as manager of President Barack Obama’s 2012 re-election campaign in Iowa.

While Schultz considers running for Iowa’s open U.S. Senate seat next year, Anderson has begun building what may become the largest campaign organization for a statewide office in Iowa other than governor. Last week Anderson announced raising $102,186 for his campaign since he formally launched his candidacy. That may not sound like much money for a statewide race, but Matt Schultz didn’t even raise that much during his entire 2010 candidacy. In January 2013, Schultz’s re-election campaign reported $29,505.62 cash on hand but also $17,071.34 in unpaid bills.

Former Secretary of State Michael Mauro wasn’t a huge fundraiser even as an incumbent seeking re-election in 2010. Mauro has not ruled out running for secretary of state again. Although he did a fantastic job in that office, he would start a Democratic primary campaign against Anderson at an organizational disadvantage.

After the jump I’ve listed Anderson’s 99 “county captains,” along with members of his campaign steering committee. Anderson commented in a press release from April 25, “The 2012 election proved a strong organization is just as important as fundraising, and I am pleased some of the best organizers in the state have joined our team and are ready to help us win this important race.”

Senator Chuck Grassley’s chief of staff, David Young, “has reached out to Hawkeye State donors and GOP power brokers to gauge support” for a U.S. Senate campaign, Alexander Burns reported at Politico today, citing unnamed Republican sources.

Former U.S. Attorney Matt Whitaker expressed interest in Iowa’s Senate seat on the day Senator Tom Harkin announced his retirement plans, and it appears the Republican is close to launching a campaign. WHO-TV’s Dave Price noticed today that there’s a MattWhitaker.org website. For now, the only content is a picture of Whitaker, an announcement that “MattWhitaker.org is coming soon,” and a link you can click to sign up for e-mails.

Whitaker likely won’t clear the Republican primary field, but he should have no trouble raising a lot of money for a Senate campaign. A former University of Iowa football player, he served as U.S. attorney for the southern district of Iowa during George W. Bush’s administration. He is now a managing partner in the Des Moines law firm Whitaker Hagenow & Gustoff LLP. The other senior partners are Iowa House Majority Whip Chris Hagenow and William Gustoff, whom Governor Terry Branstad tried to appoint to the State Judicial Nominating Commission. Branstad’s legal counsel Brenna Findley joined the Whitaker Hagenow law firm in 2010, while she was campaigning for Iowa attorney general.

Earlier this month, Whitaker sparred with Democratic Senate candidate Bruce Braley’s campaign manager Jeff Link on Dave Price’s Sunday morning television show. He said he was getting a lot of encouragement to run for Senate from Republicans all over Iowa.

UPDATE: Republican blogger Craig Robinson predicts that in a GOP primary, Whitaker’s “decision to represent Zach Edwards […] could come back to haunt him.” In early 2012, Edwards was arrested and charged with attempting identity theft against Iowa Secretary of State Matt Schultz. He ended up pleading guilty to a misdemeanor. Schultz is also thinking about running for the U.S. Senate seat.

SECOND UPDATE: Here are Whitaker’s statistics as a football player.

Republican Steve Rathje announced this week that he has hired staff for his campaign in Iowa’s first Congressional district. The press release enclosed below contains background on campaign manager Doug Wagner and field director Taylor Nelson. Rathje also rolled out a steering committee of “30 people from all walks of life” who “either live in the 1st District, have employees who live here, or do business and serve people here.” Those names are after the jump as well.

Hiring staff more than a year before the 2014 Republican primary is risky for Rathje. His campaign raised about $51,500 during the first quarter, but more than half of that total came from six donors who each contributed the maximum $5,200 ($2,600 for the primary election and $2,600 for the general election). Rathje’s campaign reported $31,082.87 cash on hand as of March 31, but $15,600 of that amount is restricted for use during the 2014 general election campaign. He can’t spend that money trying to defeat Rod Blum and/or other Republicans who may declare in IA-01 later.

Rathje will either need to broaden his donor base or loan his campaign lots of money in order to keep paying staff for the next 13 months. Since Blum had a strong showing in the 2012 GOP primary to represent IA-01, Rathje should save some resources for direct mail, radio or television advertising next spring too.

President Barack Obama and four former presidents were in Dallas this morning for the dedication of George W. Bush’s presidential library and museum. Highlights from the speeches are here and here.

The Washington Post published this timeline of Bush’s eight years in office. Asawin Suebsaeng listed eight things you won’t find at Bush’s presidential library. Dylan Matthews summed up Bush’s presidency in 24 charts.

In my opinion Bush was one of the very worst presidents in U.S. history. I wish he had stayed out of politics, either by becoming a painter many years ago or being named Major League Baseball commissioner in the early 1990s. Although his approval rating is higher now than it’s been in years, I don’t believe future historians will look favorably on him. His administration had “the worst track record for job creation since the government began keeping records.” We’ll be paying for his unaffordable tax cuts and the ongoing costs of the war in Iraq for decades to come.

But in an effort to say at least one positive thing to mark today’s event, I will give Bush credit for supporting the DREAM Act in Texas and at the federal level. Share your own thoughts about “43” in this thread.

UPDATE: George W. Bush and his mother disagree on whether former Florida Governor Jeb Bush should run for president.

Last week, Representative Bruce Braley (D, IA-01) voted for a bill that would force the construction of the Keystone XL pipeline. He did not send out any press release explaining that vote.

A Bleeding Heartland reader contacted Braley about his support for Keystone XL and shared the congressman’s reply. I’ve posted it after the jump, along with information challenging some of Braley’s assertions.

The U.S. Senate voted 96 to 0 today to confirm Jane Kelly as U.S. Circuit Judge for the Eighth Circuit Court of Appeals. Press releases from Senator Tom Harkin and the Iowa Fair Courts Coalition are after the jump, along with Senator Chuck Grassley’s speech on the Senate floor today. He used that opportunity not only to support Kelly’s nomination, but to argue that Democrats and President Barack Obama “should have no complaints [about] the judicial confirmation process.” (I don’t agree with him on that point.) Grassley is the ranking Republican on the Senate Judiciary Committee. Today the Blog of Legal Times described a fascinating Grassley connection that helped Kelly’s confirmation move “faster than any other circuit court nominee during the Obama administration.”

The Cedar Rapids Gazette reported last month that Kelly would be “only the second female judge in the history to serve on 8th Circuit and the only public defender to serve on the bench since 1891.” Harkin commented in today’s statement that as a federal public defender, Kelly “will bring a critically important perspective to the Eighth Circuit.” Obama has nominated “the highest percentage of former prosecutors” as federal judges, Harkin noted. Iowa’s Democratic U.S. Senator recommended Kelly for the vacancy last year.

Shortly after Lieutenant Governor Kim Reynolds ruled out running for U.S. Senate next year, Republican State Senator Joni Ernst posted on Facebook, “I will be considering a run for US Senate.”

Today Ernst and Iowa Secretary of Agriculture Bill Northey discussed the factors influencing their decision on whether to run for Senate.

Former State Representative and State Senator Swati Dandekar is reportedly considering a bid for the open first Congressional district seat.  

Lieutenant Governor Kim Reynolds announced today via e-mail that she will not run for U.S. Senate in 2014. It’s a smart decision.
