The Iowa State Fair opened today and runs through Sunday, August 23. Senator Tom Harkin stopped by the Iowa Democratic Party’s booth in the Varied Industries Building (photos here).

I like to park along Grand Avenue. You usually can find a spot within a few blocks of the entrance to the fairgrounds, and you don't have to walk through the midway like you do if you drive in from E. University. Also, the traffic can be very bad between the freeway and the fairgrounds all along E. University. Better to get off I-235 at E. 14th St, head south and then east on Grand.

Walking in through the Grand Avenue entrance, you're close to the DNR's building with lots of fish tanks on your left (kids love this). The Varied Industries Building is not far away on your right.

My kids like going through the animal barns, but I strongly recommend carrying young children (3 and under) in a comfortable backpack or soft carrier to keep them from stepping in manure.

If it's a hot day, kids like to cool off in the fountain area just south of the Ag Building. I buy lemonade from the honey producers in the ag building (tastes great, and they offer the best price at the fairgrounds). I never miss the Bauder's ice cream truck either.

Check the schedule ahead of time to see when there are shows you'd like to see. There's a huge variety of free entertainment at the fair. It could be a horse show or a frisbee-catching dog show or a musical act or a magician.

Tune out the corporate ag propaganda and enjoy looking at the animal babies in the Animal Learning Center, a little north of the ag building. Right next to that is a "little hands on the farm" outdoor activity that is so fun. Kids pretend to plant crops, then harvest them (riding on toy tractors) and sell them. When they leave the exhibit they get to exchange their pretend money for a real treat in the general store.

What do you love or hate about the fair?

I saw on the Iowa House Democrats’ blog that the Work Loss Data Institute recently released “2009 State Report Cards for Workers’ Comp, using the most current data available at this time.” Excerpt from the summary:

Similar to past releases of this report, the 2009 State Report Cards also provide five different outcome measures compared among the states for each year: (1) Incidence Rates, (2) Cases Missing Work, (3) Median Disability Durations, (4) Delayed Recovery Rate; and (5) Key Conditions: Low Back Strain. An essential requirement for production of this report was the proprietary crosswalk program that has been developed by Work Loss Data Institute, which converts OSHA-reported data into an ICD9 code format.  More details on the methodology used are located at http://www.odg-disability.com/…  

Iowa performed the best of all the states for 2006 and Minnesota came in a close second. Both states received a grade of “A+” based on an average of their 2006 scores in the five categories above. Illinois came in last, with Wyoming, Rhode Island and New York very close to the bottom. In total, nine of the 43 states received a grade of “F” in 2006. In terms of the tier ranking system, the Tier I states are Iowa, Kansas, Minnesota, Utah and Virginia. Tier I means that the state had an average grade of “B+” or better, and a trend going up or level. Those five states were doing great and continuing to improve.

Look for Iowa Republicans to keep claiming that this is a terrible place to do business despite the conclusions of independent analysts such as the California-based Work Loss Data Institute.

At yesterday’s town-hall meeting in New Hampshire, President Barack Obama had nice things to say about Senator Chuck Grassley:

“Now, I think that there are some of my Republican friends on Capitol Hill who are sincerely trying to figure out if they can find a health care bill that works – Chuck Grassley of Iowa, Mike Enzi of Wyoming, Olympia Snowe from Maine have been – yes, I got to admit I like Olympia, too. They are diligently working to see if they can come up with a plan that could get both Republican and Democratic support.”

In addition, Thomas Beaumont of the Des Moines Register noticed that Organizing for America is not mobilizing Obama’s supporters to show up at Grassley’s town-hall meetings in Iowa. Instead, Organizing for America is trying to drive turnout to events hosted by Iowa’s Democrats in Congress.

Grassley’s holding four public events today, and @iahealthreform is helpfully liveblogging them on Twitter. Look at how Grassley talks about health care reform and tell me whether Obama should praise Grassley’s efforts.

Just to catch everyone up, MidAmerican Energy is attempting to keep their iron grip on the wind energy production in Iowa, and have been fighting tooth and nail during hearings these past two days.  The Des Moines Register reported this afternoon that they were accused of being so desperate to submit something to the utilities board, they “effectively mailed in four boxtops of Cheerios and asked for approval.”

Now, let's take a trip down memory lane.   MidAmerican Energy is the same company who dumped $25,000, along with RJ Reynolds (big tobacco), into the “Iowa Leadership Council's” negative ad campaign. Their campaign targeted Art Staed, Elesha Gayman,  Bob Kressig, and Eric Palmer– ALL DEMOCRATS.

And Art Staed ended up losing his election.

Clap. Clap. Clap. 

Now, flash forward to today, and you are looking at the reason why I hope with every inch of my being that they “lose” the hearing, or whatever they would consider to be a “loss.”

State Representative Chris Rants promised to run his gubernatorial campaign on “Diet Coke and Casey’s pizza and ethanol,” but attacks on Governor Chet Culver are the real fuel for his political ambitions. He’s been bashing Culver’s economic policies all summer. His latest target is the Power Fund, which Rants would ax to help balance the state budget.

Culver and his office have repeatedly cited a study by the Green Jobs Initiative Committee, which estimated that Iowa has more than 8,700 “green jobs,” a substantial increase in the past few years. Culver has credited the Power Fund with helping create thousands of jobs, while Rants says Culver is misleading Iowans because fewer than 100 jobs can be directly attributed to Power Fund grants.

If I were Culver, I would seize the chance to debate renewable energy with Republicans.  

Following up on the request by nine governors and pork industry giants for the U.S. Department of Agriculture to spend $50 million on excess pork products, Radio Iowa reported on Tuesday that the USDA can’t help right now:

“We are down to our last $7 or 8 million because there’s been such a demand for so many kinds of commodities, including pork. I think in the last fiscal year $62 million worth of pork purchases have been made,” [Secretary of Agriculture Tom] Vilsack says. “…So we are trying to meet the demands of everyone.”

Vilsack says there may be more money in the pipeline this fall. “When October 1 comes, when the new fiscal year starts, we have a little greater flexibility and at that time we are taking a look at all these requests,” Vilsack says, “and we will make determinations at that point in time in terms of what is being requested of us and what we think makes sense.” […]

“We are very sensitive to the concerns of the pork industry. We have tried to respond by asking our institutional purchasers like the Department of Defense and others to purchase more pork products. We’ll continue to do that,” Vilsack says. “But I think we are stuck by virtue of the amount of money left in the account that we use to do this, but in October 1 it gets replenished and we’ll be in a different position.”

Meanwhile, Iowa Citizens for Community Improvement makes it easy for you to e-mail Governor Chet Culver to tell him you oppose taxpayer-funded bailouts of factory farms.

Yesterday I posted information about some of the town-hall meetings that Iowans in Congress will hold during the next two weeks. You can also find Representative Steve King’s town-hall meeting schedule here and Representative Tom Latham’s schedule here.

If you attend any of these meetings, please take detailed notes and/or record the event if you can. Although local media will cover the story, journalists may not highlight every noteworthy comment. Senator Chuck Grassley’s infamous advice to a constituent seeking affordable health care was a sensation on YouTube and various political blogs before Iowa newspapers reported the story. I noticed that Daily Kos user clammyc used part of that clip in a video about the need for health care reform:

Final note about this month’s town-halls: Rarely do I agree with Iowa GOP chairman Matt Strawn, but it is lame that Leonard Boswell hasn’t scheduled a health care public meeting in Polk County this month, or in any town that’s part of the Des Moines media market. If any Bleeding Heartland readers do attend Boswell’s scheduled “listening post” in Sigourney on August 13, please ask some specific questions about the kind of public health insurance option he supports. You might also want to note that rural Iowans would particularly benefit from a public option.

LATE UPDATE: I was wrong to criticize Boswell for not scheduling a health care event in the Des Moines area this month. On August 13 his office announced a town-hall on health care to be held on August 23 from 3 pm to 4 pm at the AIB College of Business Activities Center, 2280 Bell Avenue in Des Moines. RSVP by calling Congressman Boswell’s Des Moines office at 515-282-1909, or emailing boswellrsvp@mail.house.gov.  

If your widget factory produces too many widgets, you will be stuck with extra inventory, affecting your bottom line.

In contrast, if your factory farm contributes to excess production of pork, high-level elected officials will ask the federal government to bail you out. I learned from Iowa Citizens for Community Improvement today that last week nine governors, including Chet Culver,

requested $50 million of taxpayer money from the U.S Department of Agriculture (USDA) to buy over-produced pork off the market.  This follows similar requests made by the National Pork Producers Council in early May and Iowa Secretary of Ag Bill Northey in June.

The hog factory industry, though, has received two recent taxpayer-funded bailouts from USDA — one for $25 million in March 2009 and the other for $50 million in April 2008 — to buy over-produced pork off the market. […]

Ag economists have warned for months that the pork industry must stabilize prices by trimming the fat and reducing the herd size.  But the pork industry has ignored basic economic rules and continues to increase supply as demand goes down.  This is the result of continuous government subsidies and bailouts to the factory farm industry.

“Corporate ag receives government subsidies and guaranteed loans that promote the expansion of factory farms on the front end,” said CCI member Lori Nelson of Bayard.  “And then, when they produce too much pork, they ask the government — that’s us — to bail them out with huge amounts of taxpayer dollars. The factory farm industry is a house of cards that would crumble as soon as you take away taxpayers propping them up.”

The governors of Nebraska, Colorado, Michigan, North Carolina, Wisconsin, Kentucky, Illinois and Oklahoma joined Culver in signing the appeal for federal aid. According to DTN/The Progressive Farmer, “Representatives from the Iowa and the National Pork Producers Councils, Tyson Fresh Foods, Hormel Foods and Paragon Economics support the letter’s three proposals for aid.”

I’ve posted the full text of Iowa CCI’s press release after the jump. There’s no reason to exempt corporate agriculture from basic laws of supply and demand. Taxpayers already pay too much to subsidize factory hog farms.

By the way, Iowa CCI might be willing to cut Culver more slack if the governor had done more during the past three years to address the hidden environmental costs of CAFOs (air and water pollution). It’s also worth noting that Culver has done nothing since his election to push for agricultural zoning at the county level. During the 2006 campaign, Culver said he backed “local control.” Add this to the list of reasons why part of the Democratic base doesn’t approve of Culver’s performance.

LATE UPDATE: The USDA announced plans to buy $30 million of pork in September.

So far my marriage has not collapsed under the strain of sharing rights with gays and lesbians. The worst thing that’s happened to me because of marriage equality was making a faux pas when I ran into an acquaintance I hadn’t seen in a long time. She’s been living with another woman for at least 15 years, so I asked if they had gotten married. She looked surprised, then said, “Oh, we’re not…that way. I mean, I know everyone thinks we are, but we’re not.” Oops!

I thought the American Psychological Association struck a good balance this week in adopting a resolution that rejects “reparative therapy” to change someone’s sexual orientation, but “urged therapists to consider multiple options – that could range from celibacy to switching churches – for helping clients whose sexual orientation and religious faith conflict.”

UPDATE: Congratulations to former Republican Congressman Jim Leach (IA-02), whom the Senate confirmed  by unanimous consent to head the National Endowment for the Humanities. That job is a perfect fit for Leach.

Former Alaska Governor Sarah Palin suggested on Friday that health care reform could kill her baby:

The America I know and love is not one in which my parents or my baby with Down Syndrome will have to stand in front of Obama’s “death panel” so his bureaucrats can decide, based on a subjective judgment of their “level of productivity in society,” whether they are worthy of health care. Such a system is downright evil.

Of course, none of the Democratic health care proposals would provide for anything like Palin’s fantasy “death panel.”

In contrast, health care is rationed according to people’s medical history and ability to pay every day under our current system.

It is “downright evil” that uninsured trauma patients are 50 percent more likely to die than trauma patients covered by insurance.

And that uninsured people are often denied organ transplants on the grounds that they will lack the capacity to pay for anti-rejection medications.

And that insured as well as uninsured Americans to delay medical treatment for chronic illnesses because they can’t pay.

And that uninsured people are much more likely than insured people to be diagnosed with “advanced cancers […] that could have been detected early through proper screening.”

And that paperwork from insurance companies, rather than a doctor’s recommendation, determines a patient’s timetable for cancer surgery.

And that cancer patients forgo radiation or chemotherapy if they lose their insurance.

And that insurance company bureaucrats can override a doctor’s recommendation on whether a suicidal mental patient needs to be hospitalized.

And that insured as well as uninsured people can face bankruptcy or crushing debts after completing cancer treatment or care for a medical emergency.

Managing diabetes is about preventing future complications and a greater expense. My daughter’s Doctor had prescribed six needles per day. Each needle represents a meal, a snack or a correction. In effect the insurance company was saying to her you may eat four times a day. Or, eat three and correct once. Well her Doctor believes in more and smaller meals. Tell me Mr. President who stands between her and her Doctor? Who has a concern for preventive care and maintenance? Why do I have to have this conversation month after month? Why does my policy increase nearly ten percent a year and some times more?

MONDAY UPDATE: Natasha Chart and I are on the same wavelength.

President Barack Obama signed a bill today allocating an additional $2 billion to the to the Car Allowance Rebate System, more commonly known as Cash for Clunkers. The money will come from the American Reinvestment and Recovery Act (the economic stimulus bill approved in February). The Senate approved the bill by a 60-37 vote on Thursday night. Senator Tom Harkin voted yes, and Senator Chuck Grassley, who criticized the program earlier this week, voted no.

I liked Harkin’s idea to put income limits on this program, but the Senate wanted to get this measure passed before the summer recess. If the Senate had approved a different bill from what cleared the House last week, the funding would have been delayed until September.

The Senate vote went mostly along party lines, but four Democrats joined 33 Republicans in voting no, and seven Republicans joined 53 Democrats in voting yes.

I’m pleased to learn that most consumers who have taken advantage of this program have traded in a “clunker” for cars that get significantly better mileage. (Click here for lists of the most popular vehicles traded in and the most popular purchased with Cash for Clunkers vouchers.) The way Congress wrote the bill, people could have traded in SUVs and trucks for similar vehicles with only minimal improvements in fuel economy.

Iowa conservatives are becoming increasingly concerned by Senator Chuck Grassley’s refusal to “just say no” to President Obama’s health care reform plans. Grassley is part of a group of six Senate Finance Committee members who are working on a compromise bill. While some Republicans are hoping that defeating health care reform will become Obama’s “Waterloo,” Grassley has warned Republicans should could pay a price for blocking reform.

Now it’s not just Bill “crazier than Steve King” Salier who is floating the idea of a primary challenge against Grassley. Craig Robinson wrote at the Iowa Republican blog on Thursday,

The longer Sen. Grassley strings along Iowa Republicans, the more difficult his re-election effort may become. At the beginning of the year, it would have been absurd to suggest that Sen. Grassley could face a legitimate primary challenge. Now, with each and every passing day that Grassley flirts with supporting some version of health care reform, the possibility of a primary challenge grows. In fact, some Republican sources have told TheIowaRepublican.com that if Sen. Grassley votes for President Obama’s healthcare proposal, Grassley will indeed face a serious primary challenge.

Republicans needn’t worry about the game Grassley is playing on health care. I’ll explain why after the jump.

The Senate confirmed Sonia Sotomayor as an associate justice of the U.S. Supreme Court today by a vote of 68 to 31. As expected, Iowa’s senators split, with Tom Harkin voting yes and Chuck Grassley voting no.

Nine Republicans voted to confirm Sotomayor: Susan Collins and Olympia Snowe of Maine, Judd Gregg of New Hampshire, Richard Lugar of Indiana, Lindsey Graham of South Carolina, Lamar Alexander of Tennessee, Mel Martinez of Florida, George Voinovich of Ohio, and Kit Bond of Missouri. Bond, Gregg, Martinez and Voinovich have already announced plans to retire in 2010.

Senator Robert Menendez of New Jersey warned yesterday that the GOP will pay a political price for opposing Sotomayor.

The two independents who caucus with Democrats (Joe Lieberman of Connecticut and Bernie Sanders of Vermont) supported Sotomayor, as did all Senate Democrats who were present today (Ted Kennedy was absent). That’s a blow to Republicans, who had hoped that getting the National Rifle Association to make Sotomayor’s confirmation a scorecard issue would frighten a few gun-friendly Democrats into voting no. That would have changed the media narrative into “Democrats and Republicans divided over Sotomayor as she joins the Supreme Court.”

Although Max Baucus of Montana flirted with voting no on Sotomayor, he came around fairly quickly. I liked this comment from pro-gun Democrat Mark Warner of Virginia:

“I’m very disappointed. [NRA seems] to be going beyond their Second Amendment issues, particularly when I think the judge’s positions on those issues are still fairly open,” Warner said. “I trust in her judgment and temperament. I think the NRA at some point has gone beyond its mission, and are perhaps allowing themselves to get hijacked by those who are in the extreme.”

That hijacking occurred long ago.

Share any thoughts about Justice Sotomayor or the Supreme Court in this thread. I want to again express my gratitude to Justice John Paul Stevens for staying healthy all these years and to Justice David Souter for sticking it out long after he wanted to retire.

Now that Republicans have shown that they will largely oppose even a moderate, corporate-friendly judge like Sotomayor, I would like to see Obama nominate a fire-breathing liberal the next time a Supreme Court vacancy comes up.

Once upon a time, there was a guy who said this:

The system in Washington, D.C. is broken, rigged against middle-class Americans. Taking our country back requires more than just changing presidents. It requires changing the whole broken system. […] if we want real change, you can’t just negotiate with these special interests. You have to take their power away and return it to regular people.

The guy turned out to be a jerk in his personal life, but he was correct about the system being rigged because corporations have too much power in Washington. I was reminded of this while reading today’s article by David Kirkpatrick in the New York Times. (continues after the jump)

Iowa Citizens for Community Improvement on Wednesday filed an ethics complaint against the Iowa Pharmacy Association, which entertained Governor Chet Culver and numerous state legislators in February but did not disclose the reception until after journalists started asking questions five months later. State Representative Kerry Burt, who attended the event, was arrested later that night for drunk driving. From an August 5 Iowa CCI press release:

Iowa CCI’s initial research has uncovered 26 additional late-filing disclosure violations by lobbyist groups during the 2009 legislative session.  This amount represents nearly one-third of the 90 reports that were filed in 2009.

“Today we are focusing on the Iowa Pharmacy Association because its disclosure violation is the most egregious example of abuse of the law by special-interest lobbyists, particularly because they only filed after they were caught,” [Iowa CCI’s State Policy Organizing Director Adam] Mason said.

This emerging and growing political scandal raises new questions about the ability of the House and Senate Ethics Committees to accurately monitor and regulate these types of events.

In 2005, state lawmakers voted to strip oversight powers from the nonpartisan State Ethics and Campaign Disclosure Board and task the House and Senate Ethics Committees with oversight responsibilities.  Since then, the number of reported filings have gone down, as has the reported amount of money spent at lobbying events.

I called Mason today with more questions and learned that Iowa CCI filed the complaint with the secretary of the Iowa Senate and the chief clerk of the Iowa House. According to Mason, the Iowa House and Senate Ethics Committees cannot investigate this kind of disclosure violation in the absence of a complaint filed by a third party.

The trouble is, no third party would typically be in a position to set this process in motion. If not for Burt’s bad judgment and bad luck, the public would never have known that the Iowa Pharmacy Association wined and dined policy-makers in February. Iowa CCI has been comparing the disclosure reports filed against the social calendar for legislators from the 2009 session, but Mason told me that not all details about entertainment offered to state legislators are available to the public. Some industry groups provide free travel, food or drinks to lawmakers when the legislature is out of session.

More disturbing, no one on the House or Senate Ethics Committees seems to be taking responsibility for enforcing the disclosure rules. In April, Senate Ethics Committee Vice Chairman Dick Dearden admitted that no one checks the reception disclosures against the legislators’ social calendar. The Des Moines Register reported at the time that Dearden “does not recall any organization ever being punished for not filing reception disclosures properly.”

Legislators should stop pretending to care about money in politics and start addressing real problems with our current system of campaign finance and lobbying. A good start would be to give oversight powers back to the State Ethics and Campaign Disclosure Board.

Jon Stewart had a go at Senator Chuck Grassley on Tuesday’s edition of The Daily Show. The “debt and deficit dragon” segment is worth watching if you missed it. I can’t embed the video here, but you can watch it at TheDailyShow.com or at Radio Iowa.

While I enjoy laughing at Grassley as much as the next person, Paul Blumenthal’s reporting on Grassley for the Sunlight Foundation blog this week is more important than mocking Grassley’s bizarre visual aids and mixed metaphors.

During the second quarter of 2009 alone, Grassley “pulled in $165,100 from health and insurance PACs.” Blumenthal posts the details here. It appears that a large chunk of that money came from two fundraisers that interest groups opposing health care reform held for Grassley in late June.

Corporations who profit from our current inefficient and immoral health care system have a lot riding on Grassley’s efforts to derail real reform with bogus bipartisan rhetoric.

By the way, Senate Finance Committee Chairman Max Baucus continues to raise lots of money from foes of health care reform as well. No wonder he gutted the public health insurance option in his committee’s bill.

Republicans and their allies have been keeping up the pressure on Congressman Leonard Boswell (IA-03) this summer. The Republican National Committee ran radio ads trying to get Boswell to oppose health care reform, while MidAmerican ran newspaper, radio and television ads attacking Boswell after he voted for the American Clean Energy and Security Act (the climate change bill).

On Tuesday the National Republican Congressional Committee released a list of 70 Democratic-held U.S. House districts it says it will target next year. Huffington Post ran the full list along with this Republican description:

Those targeted satisfy at least one of these requirements: They won less than 55 percent of the vote last year or they represent a district carried in 2008 by John McCain, the Republican presidential nominee.

Boswell is on the list, even though Barack Obama easily won Iowa’s third district, and Boswell was re-elected with just over 56 percent of the vote last year. Although Boswell remains in the Democratic Congressional Campaign Committee’s Frontline program for supposedly vulnerable incumbents, Iowa Republicans don’t seem to be focusing on candidate recruitment for this race. Maybe Krusty Konservative is right and Iowa GOP chairman Matt Strawn is thinking about running against Boswell. Please post a comment or send me an e-mail if you’ve heard chatter about a potential Republican opponent.

Most analysts do not consider IA-03 competitive in 2010. (After redistricting it’s a different story.) CQ Politics recently released new House ratings and put IA-03 in the “Democratic favored” category, a notch above “Leans Democratic” but a notch below “Safe Democratic.”

Over at Swing State Project, James L. posted an extremely useful table showing all 70 districts on the NRCC’s target list, the incumbent’s name, the partisan voting index, the 2008 margin of victory, and whether Republicans have at least one legitimate candidate lined up. As you can see if you click over, lots of people on this list had very large winning margins last year–much larger than Boswell’s. They include quite a few Blue Dogs who represent red districts but haven’t faced a serious Republican challenge for a long time.

If most of these districts are lost causes for Republicans, why release such a large target list? I agree with James L.:

Many of these races probably won’t produce competitive contests, but there’s absolutely no downside for the NRCC to be putting these incumbents on notice — not only will the targets being painted on these members’ backs have the potential to affect legislative votes, it helps to promote the idea that the NRCC is preparing for a big wave in their favor in 2010.

If the NRCC can scare some safe Democratic incumbents into voting against Obama’s agenda, fearing a potentially strong Republican challenge, that’s the next best thing to winning the district from the GOP’s perspective.
