The U.S. House overwhelmingly approved the Stop Trading on Congressional Knowledge (STOCK) Act today, but House leaders amended the bill U.S. senators passed last week. An amendment offered by Republican Senator Chuck Grassley of Iowa will be at the center of negotiations on the House-Senate conference committee charged with reconciling the two versions of the STOCK Act.

Grassley viciously attacked Office of Legal Counsel chief Virginia Seitz because he doesn't like an opinion of hers– something even a former Bush appointee to this position, Jack Goldsmith, referred to as “name callling” and “misplaced.”
 

Most governors have the power to veto specific line items in appropriations bills, and many deficit hawks believe bills passed by Congress should be subject to the same kind of scrutiny. However, the U.S. Supreme Court ruled in 1998 that it is unconstitutional to give the president line-item veto power over appropriations bills. Seeking a way around that problem, the House approved a bill yesterday that would allow the president to recommend budget rescissions for Congress to consider. The legislation attracted an unusually bipartisan group of supporters and opponents.

Christie Vilsack’s campaign is asking supporters to help the former Iowa first lady gain the endorsement of the progressive political action committee Democracy for America. However, the Democratic challenger to Representative Steve King in Iowa’s new fourth Congressional district has not formally applied for the group’s support.

The League of Conservation Voters released its National Environmental Scorecard yesterday, based on 11 U.S. Senate votes and 35 U.S. House votes during 2011.

Iowa’s five representatives in the U.S. House split on party lines over two more budget reform bills approved since last week’s effort to change cost scoring methods on some legislation.

Colorado and Minnesota held caucuses today, while Missouri held a “beauty contest” primary (that state’s delegates will be determined by caucuses set for March 17). Tonight may be Rick Santorum’s best shot at becoming the “not Romney” flavor of the month.

It’s been years since a pro-choice moderate Republican represented any Iowa House and Senate district in the Des Moines suburbs. In this June’s GOP primary in Senate district 22, we’ll find out whether a mainstream Republican stands a chance against a loud voice on the party’s social conservative wing.

Yesterday the U.S. Senate approved a conference committee report to provide about $63 billion for the Federal Aviation Administration through 2015. The House approved the same bill last Friday. Iowa’s delegation was divided, primarily because of provisions affecting airline workers’ ability to form a labor union.

The Iowa Department of Public Health will appeal a Polk County District Court ruling on whether non-birthing same-sex parents should be listed on babies’ birth certificates.

From now through November, Bleeding Heartland will post a monthly update on voter registration figures for all 99 Iowa counties and for all four new Congressional districts. I’m kicking off this series in February because the Iowa caucuses were bound to produce a noticeable shift in Republican voter registrations across the state.  

In his press conference in January Iowa Secretary of State Matt Schultz said voter fraud cases were “getting prosecuted all over the country.” This must have been one of them.  The convict is the Indiana Secretary of State, Charlie White, a Republican. He has stepped down from office.

This one would not have been prevented even if White had shown his ID. He probably did show his ID, given that Indiana has a recent voter ID law.

Jobs are on my mind this weekend. On Friday the Bureau of Labor Statistics released some encouraging employment numbers. On the same day, news broke about proposed Air Force cuts that could eliminate around 500 jobs in the Des Moines area.  

Everyone’s talking about the Susan G. Komen for the Cure Foundation’s decision this week to defund (or perhaps not defund) Planned Parenthood. After the jump I’ve posted ten links about the controversy. Hat tip to Political Carnival for this cartoon.

Yesterday the U.S. House approved a bill to require additional Congressional Budget Office analysis on legislation with a large price tag. The concept is intended to reduce the apparent cost of tax cuts to the federal budget. Iowa’s representatives split on party lines over this bill and proposed amendments, including one offered by Democrat Leonard Boswell (IA-03).

Iowa Rivers Revival announced today that Charles City won its 2011 “Iowa River Town of the Year” award. The non-profit organization, created to advocate for protecting Iowa rivers and streams, honored the Floyd County seat because city leaders “responded to record floods in 1999 and 2008 by embracing the Cedar River with new ideas and bold projects, such as transforming a low-head dam into Iowa’s first whitewater kayak course and installing the state’s largest permeable paving system.” A press release describing Charles City’s river projects in more detail is after the jump. U.S. Senators Chuck Grassley and Tom Harkin both voted for a bill to ban insider trading by members of Congress, which overwhelmingly passed the U.S. Senate today. Follow me after the jump for details on how the Iowans voted on significant amendments to the bill, including one backing term limits for members of Congress.  

Iowa Senate Democrats received unwelcome news from Marshalltown yesterday when former Republican State Senator Larry McKibben announced that he will run in the new Iowa Senate district 36 this year. McKibben’s decision makes this seat a tougher hold for first-term Democratic incumbent Steve Sodders.

Candidates love to empathize with struggling middle-class Americans, but middle-income government employees are an easy target for politicians trying to earn their deficit warrior stripes. Today more than a third of U.S. House Democrats voted with nearly all the House Republicans to keep most civilian federal employees’ salaries frozen through 2013. All five Iowans voted for the legislation, even though Democrats Bruce Braley (IA-01), Dave Loebsack (IA-02), and Leonard Boswell (IA-03) have repeatedly said they oppose balancing the budget on the backs of the middle class.

Yesterday was the deadline for Congressional candidates to file financial reports on the fourth quarter of 2011. Details on fundraising by all the incumbents and challengers in Iowa are after the jump.
