Iowa House and Senate members have plenty of work to do during the next legislative session, scheduled to begin in January 2012. Governor Terry Branstad wants to pass a big education reform package as well as commercial property tax cuts he wasn’t able to get through the legislature this year. Lawmakers also face a deadline for adopting a new system for funding and delivering mental health services. Disagreements over the state budget pushed the 2011 legislative session two months beyond its original adjournment date, and I doubt Democrats and Republicans will find it easier to agree on spending priorities in 2012. Election years aren’t typically the most productive times at the state capitol.  

As if there weren’t enough contentious issues on the table, the governor’s transportation advisory commission will urge legislators to approve an 8-cent to 10-cent gas tax increase.  

Yesterday Sandy Salmon became the first Republican to announce in Iowa House district 63, which covers all of Bremer County and some rural areas in northern Black Hawk County. A district map and background on Salmon as well as her Democratic opponent are after the jump.

The U.S. House and Senate approved trade agreements with Columbia, Panama and South Korea yesterday. All Iowa Republicans supported each of the three deals, while Iowa Democrats voted against them. Links to roll calls and statements from most of the lawmakers are after the jump.

Former Massachusetts Governor Mitt Romney narrowly leads while former Godfather’s Pizza CEO Herman Cain has surged to second place, according to a new NBC News-Marist poll of Iowa Republicans. Meanwhile, President Barack Obama is slightly ahead of both Romney and Texas Governor Rick Perry among registered Iowa voters.

The Sierra Club released a “Clean Water Report Card” for members of the U.S. House of Representatives this week. Three members of the Iowa delegation received low marks.

Via John Deeth’s blog I learned that former State Senator Rich Olive has dropped out of the race for the new Iowa House district 48. Olive had announced his candidacy in June, but in a recent Facebook message, he indicated that he does not want to move out of his Story City home. Last month Republican State Senator Rob Bacon, who defeated Olive in 2010, announced his candidacy in House district 48.

It covers Gilbert and rural areas in northwest Story County, Madrid and several townships in eastern Boone County, much of eastern Webster County and all of Hamilton County. As of April 2011, House district 48 contained 5,991 registered Democrats, 6,445 registered Republicans and 7,300 no-party voters.  

Iowa state troopers arrested at least 30 people outside the state Capitol building late last night in order to break up a protest by people supporting the Occupy Wall Street movement across the country.

UPDATE: Monday evening’s protest in Des Moines didn’t lead to any arrests. Further details are below.

The U.S. House has again approved legislation to restrict Environmental Protection Agency pollution controls. H.R. 2681, also known as the Cement Sector Regulatory Relief Act of 2011, would delay some new air pollution regulations for cement plants. The 237 Republicans and 25 Democrats supporting final passage of the on October 6 included Iowa Representatives Tom Latham (IA-04), Steve King (IA-05) and Leonard Boswell (IA-03). Bruce Braley (IA-01) and Dave Loebsack (IA-02) stood with the majority of House Democrats against the bill.

Boswell has not commented publicly on his latest vote against EPA rules. Roll calls from the House floor debate on H.R. 2681 suggest that in contrast to Latham and King, Boswell was less than fully supportive of the measure. The Jewish holiday of Yom Kippur, which ended Saturday evening, delayed this weekend’s open thread. One of the most meaningful parts of the Yom Kippur tradition is the yizkor memorial service. In that spirit, I have been thinking about three hugely influential Americans who died during the past week.

The Republican Party of Iowa’s State Central Committee favors scheduling the Iowa caucuses for January 3, 2012, committee member Drew Ivers told the Des Moines Register today.

Senator Tom Harkin has tried repeatedly to change Senate procedures that obstruct simple majority rule. In January of this year, Senate Democrats failed to coalesce around his reasonable filibuster reform proposals, opting instead for what Harkin called “baby steps” that “don’t get to the heart of the matter.”

Tonight, while the chamber debated a low-profile bill, Senate Majority Leader Harry Reid used a simple majority vote to change Senate rules. He was targeting a procedure that amounted to a repeat filibuster rather than the filibuster itself, but he may have set the stage for major rule changes in the future.

Clark Kauffman published a must-read story in today’s Des Moines Register about the advocacy group Disability Rights Iowa firing its longtime executive director, Sylvia Piper. About six weeks ago, Piper published a harsh open letter to Governor Terry Branstad about his administration’s policy on inspecting Iowa nursing homes.

Former Alaska Governor Sarah Palin finally broke the news to her supporters today: she’s not running for president in 2012. I doubt even the most hard-core Palin fans held out much hope that she would jump in the race. She doesn’t poll well in the early-voting states, and she has done nothing all year to build the organization she’d need to boost her support here. Why run for president and lose the nomination when she can collect on her Fox News contract and travel the country making paid speeches?

Iowa Department of Public Health Medical Director Patricia Quinlisk announced today that an Iowa woman contracted listeriosis by eating cantaloupe from a Colorado farm at the center of a widespread outbreak.

Four of Iowa’s five U.S. House Representatives voted today for a bill to fund the federal government through November 18. The continuing spending resolution passed by 352 votes to 66 (roll call). Representative Steve King (IA-05) again stood with conservative Republicans who support deeper domestic spending cuts.
