IA-03: David Young promises to listen

Republican candidate David Young has launched the second radio spot promoting his Congressional campaign in Iowa’s third district. I’ve posted the audio and full transcript of “Listen” after the jump. (For whatever reason, Young’s campaign never did post the first general election radio spot, featuring Senator Chuck Grassley, on their official YouTube channel.)

The new commercial features Young speaking calmly and deliberately about how Iowans expect their elected officials to listen more than talk. It’s the most slow-paced political ad I’ve heard in a long time. I wonder if it’s too slow to keep some listeners’ attention. On the other hand, I generally like candidates to speak in their own voice, rather than let professional voice-overs do the talking.

In contrast to his television commercials appealing to Republican primary voters, Young doesn’t bash President Barack Obama’s health care reform or other policies. He briefly alludes to a balanced budget amendment and helping businesses thrive, but he seems to be promoting a style of work and a way of relating to people, rather than a set of issues. Grassley focused on similar points in the ad he recorded for Young.

Young’s Democratic opponent, Staci Appel, is emphasizing her bipartisan work in the television commercial now running throughout IA-03. Although Young doesn’t use the words “bipartisan” or “across the aisle,” his promise to “be at the table” working on solutions to benefit Iowans draws an unspoken contrast with strident Republicans in the Steve King mold. Pledging to ensure “government is working for Iowa families” separates Young from conservatives who would prefer to shrink government enough to drown it in a bathtub.

Young did vow to “keep our promises to Iowa seniors,” pre-empting likely Democratic attacks on his views about Social Security reforms that include private savings accounts.  

Roll Call’s Alexis Levinson observed Young’s listening ears in action during a recent campaign swing. She recounts the way Young listened patiently to an angry man wanting more details on spending cuts:

As the man berates him, Young calmly answers, “I’m listening to you. … I appreciate these conversations.”

Talk about the anti-Steve King. This campaign strategy will serve Young well and will make it difficult to caricature him as a “way out there” tea party Republican.

IA-04: Jim Mowrer's third ad focuses on Social Security

Today Democratic candidate Jim Mowrer started running his third television commercial across Iowa’s fourth Congressional district. In look and feel, the 30-second spot closely resembles Mowrer’s first and second television ads, featuring the candidate’s own voice and the same acoustic background music. While the previous ads focused on Mowrer’s public service, the new one mentions an earlier part of his biography: the family tragedy that cemented his commitment to preserving Social Security. I’ve posted the video and transcript after the jump.

Mowrer’s new ad does not mention six-term Republican incumbent Steve King by name. Rather, the Democrat says he disagrees with those who “want to weaken Social Security.” King has voted for the House Republican Study Committee budget, which would increase the Social Security full retirement age and put Social Security’s cost of living adjustments on the “chained Consumer Price Index.” (Bleeding Heartland has explained before why chained CPI would be disastrous for lower- and middle-income Social Security recipients.) More than 100 of King’s House GOP colleagues rejected the Republican Study Committee budget.

King has also repeatedly voted for House Budget Committee Chair Paul Ryan’s budget plans, though in recent years Ryan has backed off from Social Security cuts he once advocated.

To my knowledge, King has not run any radio or television commercials this year. Nor has he given the appearance of being worried about Mowrer’s challenge. His lackluster fundraising let Mowrer build up a financial advantage. In addition, King has been relying on his son and daughter-in-law to run the campaign, rather than the professionals he brought in to manage his 2012 re-election bid against Christie Vilsack.

Mowrer talked about his family’s experience with Social Security during his appearance on the Des Moines Register’s soapbox at the Iowa State Fair. He also noted that King has voted to raise the retirement age.

King focused on health care reform during his soapbox speech, calling Obamacare “a malignant tumor that is metastasizing and feeding upon America’s God-given liberty.”

P.S.- Like Mowrer, Representative Dave Loebsack (D, IA-02) grew up in a family that relied on Social Security survivor benefits to keep food on the table.

IA-03: Second Staci Appel ad stresses independence, bipartisan work

Democratic Congressional candidate Staci Appel’s campaign started running its second television commercial today.  “Independence” focuses on the candidate’s work in the Iowa Senate from 2007 through 2010. I’ve posted the video and my transcript after the jump. As in her first commercial, the announcer refers to the candidate as “Staci”–ever since Hillary Clinton’s 2008 presidential campaign, this approach seems to be a trend with women candidates.

The script includes key words that resonate with conservatives and moderates (“business,” “finance,” “balance budgets”) as well as with progressives (expanding pre-K, raising the minimum wage, approving pay equity). That makes sense in a swing district like Iowa’s third. Appel mentioned the same set of issues in her soapbox appearance at the Iowa State Fair. I’ve posted excerpts from the news coverage after the jump.

Groups backing Republican candidate David Young are sure to portray Appel as a liberal Nancy Pelosi clone, so it makes sense to pre-empt that message with an ad about bipartisanship. To my knowledge, neither Young nor the National Republican Congressional Committee have run television ads in IA-03 since the primary. The NRCC ran a web ad bashing Appel, while U.S. Senator Chuck Grassley recorded a radio spot supporting Young.

In related news, Appel’s press release announcing today’s new tv spot took a swipe at Young for backing a “flat tax” at the Iowa State Fair (video here). At the end of this post I’ve enclosed excerpts from the Des Moines Register’s coverage of Young’s soapbox speech.

Appel is one of eight great women candidates for U.S. House, according to a feature in the latest edition of Elle magazine. The piece described Appel as a “mother of six and fierce pro-choice advocate,” who wants to bring “less bickering” and more “Iowa-mom common sense” to Washington.

IA-03 contained 153,285 registered Democrats, 164,984 Republicans, and 156,626 no-party voters as of August 1.

IA-03: Chuck Grassley cuts radio ad for David Young

U.S. Senator Chuck Grassley is making the case for David Young in a new radio commercial supporting the Republican nominee’s campaign in Iowa’s third Congressional district. Young worked as Grassley’s chief of staff for seven years before resigning in 2013 to run for U.S. Senate. After Representative Tom Latham announced plans to retire, Young switched to the IA-03 race.

I haven’t found any official mention of the new radio ad on Young’s campaign website, Facebook Page, Twitter feed, or YouTube channel, but I heard it twice in the car today. I don’t know whether it’s running outside the Des Moines radio market, but I hope some Bleeding Heartland readers in other parts of IA-03 will let me know. I couldn’t take notes while driving, but if I can get a recording later, I will update this post with a full transcript. The essence is Grassley telling people that Young will work hard to represent them well. I only heard Young’s voice at the very end, saying that he approved the message and is an Iowa candidate for U.S. Congress.

Grassley didn’t endorse a candidate in the six-way GOP primary to represent IA-03, but several of his consultants worked on Young’s campaign. In late June, the senator promised to do “everything he can to help” Young win in November. He was the special guest at a fundraiser last weekend in Young’s home town of Van Meter. (Young went into the general election well behind Democratic opponent Staci Appel in cash on hand.)

Launching his Senate campaign last year, Young said he was “conscious that I have to be my own man,” not “some kind of Chuck Grassley clone.” But you can’t blame him for bringing out the big gun as soon as possible during the general election. Grassley’s strong ties to Young are one reason many Democrats were disappointed the IA-03 nomination didn’t go to someone else at the special GOP convention. Iowa’s senior senator has always been well-liked by swing voters and would not be making this kind of effort on behalf of Brad Zaun, Robert Cramer, or Matt Schultz.

AUGUST 18 UPDATE: For reasons I don’t understand, Young’s campaign has still not officially announced this radio ad campaign or put the spot up on YouTube. I’ve heard the commercial many times on Des Moines-based radio but haven’t managed to record it. I’ve paraphrased what I can remember of the script after the jump, but it’s not a precise transcription. If anyone can remember more details about the wording, please feel free to post them in this thread.

IA-04: Jim Mowrer running second positive ad

Today Democratic candidate Jim Mowrer launched the second television commercial promoting his campaign in Iowa’s fourth Congressional district. The video and transcript for “Together” are after the jump. Like the first Mowrer ad, this 30-second spot is running district-wide on cable and on broadcast television in Des Moines and Sioux City. As in the first ad, the candidate speaks in his own voice, which sounds more approachable to me than ads using a professional announcer. Although Mowrer doesn’t mention Republican incumbent Steve King directly, the theme of working together in a non-partisan way is a subtle dig at King, well-known for fighting almost any cooperation or compromise with Congressional Democrats.

King’s 2012 challenger, Christie Vilsack, also tried to run as a coalition-builder, in contrast to politicians who “scramble to the TV cameras to stir the pot.” We’ll see whether Mowrer’s campaign can convey that message more effectively than Vilsack did. I will say that this Mowrer spot is ten times better than Vilsack’s second commercial, which featured an odd “seven-layer salad” analogy.

IA-04: Jim Mowrer on tv in a good way, unlike Steve King

Six-term Representative Steve King made news this week in typically cringe-worthy ways: talking about impeaching the president, getting caught on video mixing it up with a “DREAMer” who approached him.

Meanwhile, King’s Democratic challenger Jim Mowrer launched his first television commercial on August 1. I’ve posted the video and transcript of this 30-second biographical spot after the jump. According to the Mowrer campaign, the ad will run on broadcast television in Des Moines and Sioux City, and on cable in Des Moines, Sioux City, Mason City, and Omaha.

Rarely does a Congressional challenger introduce himself on television before an entrenched incumbent goes up on the air. But then, it’s rare for a first-time candidate like Mowrer to build up a good cash on hand advantage going into the general election.

Any comments about this race are welcome in this thread. As of August 1, the 39 counties in IA-04 contained 123,290 active registered Democrats, 179,745 Republicans, and 171,235 no-party voters.

P.S.- In a rant about “phony Sunday talk shows,” the Washington Post’s in-house conservative blogger Jennifer Rubin chastised news hosts who solicit King as a guest: “The real journalistic sin here is that no one has the nerve to explain that [King] is an outcast and reviled in his own caucus.” U.S. Senator and likely presidential candidate Rand Paul didn’t want to be near King during his conversation with the DREAMers. Later, Paul said he had to step away for a media availability. His body language suggested an urgent need to get away.

IA-03: Staci Appel launches first tv ad

The first general election television commercial in Iowa’s third Congressional district went on the air today. The biographical spot promoting Democratic nominee Staci Appel will run on broadcast and cable tv in the Des Moines and Omaha markets. I’ve posted the video and annotated transcript below. Previously, Appel’s campaign had released only web ads, including one previewing her case against Republican nominee David Young.

I haven’t seen any advertising promoting Young since before the GOP primary. He went into the general election campaign with substantially less cash on hand than Appel. The National Republican Congressional Committee is targeting the IA-03 race but so far has not spent money on broadcast media. This week the NRCC launched a web ad bashing Appel’s record in the Iowa Senate.

Any comments about this race are welcome in this thread. It’s expected to be the most competitive of Iowa’s four Congressional races. Official figures show that as of August 1, the sixteen counties in IA-03 contained 153,285 registered Democrats, 164,984 Republicans, and 156,626 no-party voters.

All four Iowa Congressional districts to be targeted races in 2014

All four Iowa Congressional districts are being targeted by at least one of the major-party committees focused on U.S. House races. This week the National Republican Congressional Committee moved three Iowa candidates to the top tier of its “Young Guns” program: Rod Blum (IA-01), Mariannette Miller-Meeks (IA-02), and David Young (IA-03). The Democratic Congressional Campaign Committee moved IA-03 nominee Staci Appel to the top tier of the “Red to Blue” program in March and elevated Pat Murphy (IA-01) and Jim Mowrer (IA-04) to that status shortly after the June 3 primary.

So far the DCCC does not appear concerned about four-term Representative Dave Loebsack’s race against Miller-Meeks, whom he defeated by a large margin in 2008 and a narrow margin in 2010. In contrast to the last election cycle, Loebsack has not been added to this year’s “Frontline” program for vulnerable Democratic incumbents.

Likewise, the NRCC has not put six-term incumbent Steve King in its “Patriot” program for vulnerable Republican House members, despite the fact that Mowrer has out-raised King for the last three fundraising quarters.

Not every candidate named to the “Young Guns” or “Red to Blue” program will receive the same level of financial assistance. I expect the DCCC and NRCC to spend more money in IA-03, generally considered the only “tossup” race in Iowa, than in the other three districts combined.

Any comments about this year’s Iowa Congressional races are welcome in this thread. After the jump I’ve posted the latest voter registration totals for all four districts. Those numbers explain in part why various forecasters have categorized the seats in IA-01 and IA-02 as leaning or likely Democratic, while Republicans are favored to hold IA-04.

Next week, federal candidates must file financial reports for the second quarter. I’ll be particularly interested to see how much Murphy, Young, and Miller-Meeks were able to raise between the June 3 primary and the end of the quarter. Although Young had to spend heavily and loan his own campaign $250,000 to get through the GOP primary, I expect his connections to Senator Chuck Grassley’s network and multitudes of career lobbyists and Congressional staffers will allow him to keep pace with Appel, who has raised a lot of money and didn’t have to spend much in her uncontested Democratic primary. I’m skeptical that Blum will be able to match Murphy in IA-01, even though Murphy wasn’t the strongest fundraiser in the Democratic field there. I also wonder whether we’ll see signs of King taking Mowrer’s challenge more seriously than he has up to now.

IA-03 news roundup: NRCC more interested, Appel releases first ad against Young

As expected, Iowa’s third Congressional district campaign between former State Senator Staci Appel and Senator Chuck Grassley’s former chief of staff David Young is shaping up to be the most competitive and most expensive of Iowa’s four U.S. House races. Within days of Young’s surprise victory at a GOP special nominating convention, the Appel campaign released its first paid advertisement highlighting Young’s long career as a Congressional staffer and support for cutting Social Security and Medicare. Meanwhile, the National Republican Congressional Committee added Young to its list of “contenders” and is now paying for robocalls attacking Appel.

IA-Gov: "Stache-less" Jack Hatch and Monica Vernon news roundup

Democratic gubernatorial candidate Jack Hatch announced today that Cedar Rapids City Council member Monica Vernon will be his running mate. In addition to following the Iowa tradition of female lieutenant governors, Vernon balances the ticket geographically and ideologically. An elected official in Iowa’s second-largest city for seven years, she has been campaigning around northeast Iowa since last summer as a Democratic candidate for Congress. She carried Linn County and finished a strong second to Pat Murphy district-wide on June 3.

Some Democrats are grumbling that Vernon is a longtime Republican who joined our party just five years ago. But frankly, Hatch isn’t running in a Democratic primary. He needs to appeal to a statewide electorate including thousands who have become disaffected from the GOP, just like Vernon did. Anyway, she is arguably more progressive than Governor Chet Culver’s running mate, lifelong Democrat Patty Judge. Despite the complaining, there shouldn’t be any major snags when the Iowa Democratic Party’s statewide convention officially nominates Vernon for lieutenant governor this Saturday.

IA-01, IA-04: DCCC put Murphy and Mowrer in "Red to Blue" program

The Democratic Congressional Campaign Committee included Pat Murphy (IA-01) and Jim Mowrer (IA-04) in the latest group of candidates promoted to the highest level of the “Red to Blue” program. (Staci Appel, the Democratic nominee in the open IA-03, was already promoted in the Red to Blue program earlier this year.) Mowrer is running in a tough district for any Democrat but raised more money than incumbent Steve King for the last three quarters. The DCCC had previously named IA-04 as an “emerging race.”

Murphy just won a five-way primary in the Democratic-leaning first district. His opponent will be Rod Blum. Technically, IA-01 isn’t a “Red to Blue” district because it’s not Republican-held now; it’s the open seat Bruce Braley is vacating in order to run for U.S. Senate.  

Red to Blue candidates are eligible for the highest level of support from the DCCC, although the committee won’t necessarily spend much money in every named district. Last week the DCCC reserved television air time in IA-03 and IA-04, though ad buys are subject to change. Details are after the jump.

To my knowledge, the DCCC hasn’t reserved any air time in IA-01 media markets. I doubt Murphy will need major independent expenditures to beat Blum. By the way, Murphy’s four rivals in the Democratic primary endorsed him in statements released by the Iowa Democratic Party today. I’ve enclosed that press release below as well.

IA-Gov: Republican Governors Association hits Hatch as Branstad launches positive ad

The Republican Governors Association jumped out the day after the primary election with a television commercial attacking State Senator Jack Hatch, the Democratic nominee against Governor Terry Branstad. I’ve posted the video and transcript after the jump, along with the Branstad campaign’s opening tv ad, touting Iowa’s “comeback” under his leadership.

It’s standard procedure for incumbents generally, and Branstad in particular, to try to define challengers before they’ve had a chance to introduce themselves to most voters. That said, this spot is also a sign that the RGA may be more concerned about Iowa than they’re letting on. I wonder whether their internal polling is showing a shrinking lead for Branstad over Hatch, as we’ve seen in several polls released in the last two months. Hatch plans to start running a biographical television commercial later this month, but he can’t match Branstad and Republican-aligned forces in money spent on advertising.

IA-03: Robert Cramer closes out campaign on faith and family

From his first campaign press release to his official bio and opening television commercial, Robert Cramer emphasized his business background, fiscal and economic issues in his bid to represent Iowa’s third Congressional district. Remarkably, the former board president of the FAMiLY Leader organization led by Bob Vander Plaats even said he had no plans to introduce bills on social issues if elected to Congress.

But over the past six weeks, and especially during the final days of the GOP primary race, the Cramer campaign has emphasized faith and family more in its messaging. From where I’m sitting, that’s not a bad strategy in a six-man field where everyone wants to cut spending, reduce government regulations and repeal Obamacare. IA-03: Monte Shaw's strengths and weaknesses as a candidate

State Senator Brad Zaun won a crowded primary in Iowa’s third Congressional district in 2010, and he has led the only public polls in IA-03 this spring, but my best guess is that Iowa Renewable Fuels Association Executive Director Monte Shaw will end up becoming Staci Appel’s competition in the general election campaign. I assume no candidate will win 35 percent of the vote in tomorrow’s primary, forcing a special district convention to select the nominee. From where I’m sitting, Shaw’s strengths as a candidate outweigh his potential weaknesses with Republican voters and delegates.

IA-03: Will Brad Zaun's stealth campaign pay off?

During the 2010 Republican race to represent Iowa’s third district, State Senator Brad Zaun was running radio and television commercials nearly a month before primary day. At that time, he faced six rivals, but only one, Jim Gibbons, had superior fundraising, more television advertising, and substantial support from the Republican establishment. Zaun won the primary easily, despite getting out-spent by Gibbons, thanks to a crushing performance in Polk County.

Zaun is now one of six Republicans seeking the IA-03 nomination. Four of his rivals have been running tv ads for weeks. To my knowledge, Zaun has not run any paid advertising this year, and the primary is only a few days away. CORRECTION: In the comments, Bleeding Heartland user rockm saw a Zaun ad on tv. I haven’t seen it, nor have I seen it announced on Zaun’s Twitter feed or Facebook page, but I will add to this post when I have the video.

I see the IA-03 nomination being decided at a district convention, but some locals think Zaun has a realistic chance to win the primary outright with at least 35 percent of the vote. Craig Robinson even calls Zaun the “heavy favorite” in the GOP primary. I examine that argument after the jump.

IA-03: David Young's coherent campaign message

From the earliest days of David Young’s campaign for U.S. Senate to the earliest weeks of his bid to represent Iowa’s third district in the U.S. House, I’ve been skeptical that many rank and file Republicans would vote for a career Congressional staffer in a competitive primary. I still view Young as an underdog going into next Tuesday’s vote. However, he has been working hard in the IA-03 counties and has put together a stronger campaign than most first-time candidates could manage.

Iowa Supreme Court dismisses defamation case based on 2010 political ad

Today the Iowa Supreme Court unanimously dismissed a defamation case filed by Republican State Senator Rick Bertrand over a 2010 negative television ad. You can read the full ruling here (pdf). I’ve posted a few excerpts below.

The Iowa Democratic Party ran the ad on behalf of Democratic candidate Rick Mullin shortly before the 2010 general election. Bertrand immediately filed a defamation lawsuit, in what I assumed was a stunt to change the media narrative. However, he pursued the case after winning the Iowa Senate race. In 2012, a jury decided in favor of Bertrand and awarded him $231,000 in damages. Later, a district court judge reduced the damages to $50,000 but determined that the tv ad constituted “implied libel.” The judge concluded that several statements in the commercial, though technically accurate, created a misleading impression about Bertrand. Both sides appealed to the Iowa Supreme Court. Mullin and the Iowa Democratic Party asked the justices to overturn the original verdict, while Bertrand defended his libel claim and objected to the damages being reduced.

I always expected the verdict to be overturned on appeal, because of extensive case law supporting strong protections for political campaign speech, as well as a high bar for any public figure claiming defamation (libel or slander).

Chief Justice Mark Cady cited many judicial opinions in his ruling, joined by Justices Thomas Waterman, Daryl Hecht, Bruce Zager, and David Wiggins. Justices Edward Mansfield and Brent Appel recused themselves from this case for reasons Bleeding Heartland discussed here. During the oral arguments in January, some observers thought Waterman sounded sympathetic to Bertrand’s attorney–which goes to show comments made during oral arguments don’t necessarily reflect the way a judge will decide a case.

This morning, Bertrand told the Des Moines Register, “The Iowa Supreme Court failed the people of Iowa and they failed the nation today. They did not show the courage to really say no to lies and corruption in politics.” Iowa Senate Majority Leader Mike Gronstal released the following statement: “We are pleased with the decision by the Iowa Supreme Court. The decision affirms our original position: the communication in question was factually accurate and protected free speech.”

IA-Sen: Ernst feels like front-runner, preparing general election pivot

State Senator Joni Ernst told the Washington Post last week, “I consider myself the front-runner” for the Republican U.S. Senate nomination. I agree, for reasons Bleeding Heartland discussed here–and that was before I knew Ernst had snagged one of the ultimate conservative establishment endorsements: from the U.S. Chamber of Commerce. In what must be a painful blow to Mark Jacobs, who has made business prowess a cornerstone of his Senate campaign, Chamber of Commerce National Political Director Rob Engstrom said in today’s press release,

“Joni understands that big government is an impediment to job creation, and that the best way to turn the economy around and create jobs is through pro-growth economic policies. The U.S Chamber is proud to stand with Joni and highlight her work removing regulatory barriers and encouraging competition in Iowa. In today’s economy, that’s the type of leadership we need in Washington.”

I don’t know what work they’re talking about–as a first-term state senator in the minority caucus, Ernst hasn’t been in a position to remove regulatory barriers or encourage competition. More likely, the Chamber of Commerce settled on Ernst as the most credible alternative to Jacobs.

Over at The Iowa Republican blog, Craig Robinson reviews recent tv ads and campaign spending in the IA-Sen primary. By June 3, Jacobs will have spent more than $1.4 million on broadcast and cable television, plus about $24,000 on radio spots. Based on ad time Ernst has reserved up to now, she will close out the primary race having spent just under $240,000 on broadcast and cable tv. She and her strategists must feel very confident; otherwise they would allocate more campaign funds ($427,201 cash on hand as of March 31) to paid media.

In their Washington Post piece about how Ernst’s debut tv ad “transformed Iowa’s U.S. Senate race,” Philip Rucker and Dan Balz quoted Jacobs supporters Nick Ryan and Doug Gross criticizing Ernst’s ads. Her media consultant Todd Harris shot back, “People should remember that Joni is a mom, a grandmother who has volunteered at a crisis hotline, and that part of her bio will be told.” Thanks for the preview of Ernst’s general election transformation: the pig castrating, Harley-riding, leather-wearing “farm girl” who’s going to “unload” on Obamacare will become a mom and grandmother who volunteered at a crisis hotline. I’m surprised anyone with experience comforting victims would use “Make ‘Em Squeal” as the main slogan on her t-shirts, bumper stickers and campaign bus. Many Americans instantly recognize that phrase from a rape scene in the movie “Deliverance.”

P.S. – I think Balz and Rucker should have acknowledged the convenient timing of Ernst’s tiny ad buy for the “Squeal” spot. I find it hard to believe that a campaign endorsed by Mitt Romney didn’t get any advance warning from the Romney-connected outside groups America Rising and Priorities for Iowa, which dropped a bomb on Bruce Braley just as Ernst launched that attention-getting ad.

IA-Sen: Matt Whitaker catch-up thread, with first tv ad

Former U.S. Attorney Matt Whitaker was the first Republican to jump into the race for Tom Harkin’s Senate seat last year and has been campaigning around the state for nearly a year. However, he launched his campaign’s first television commercial just last week, a little more than a month before the June 3 primary. (I’m not counting a tv ad for Whitaker’s law firm, which ran in heavy rotation during the Winter Olympics, although I suspect that spot was designed to raise Whitaker’s profile.)

After the jump I’ve posted the video and script for Whitaker’s campaign ad, along with highlights from the candidate’s first-quarter financial report and his most prominent endorsement so far, from Texas Governor Rick Perry. A separate Bleeding Heartland post will focus on several recent Senate candidate debates. I’m not sure whether Whitaker’s forceful debating style will strike Republican voters as strong and principled or overly aggressive.

IA-03: Two windows onto Matt Schultz's management skills (updated)

Matt Schultz is touting his management of the Iowa Secretary of State’s office in a television commercial promoting his campaign in Iowa’s third Congressional district.

But new reports by Ryan Foley of the Associated Press indicate that when reorganizing the Secretary of State’s office, Schultz showed preference to a political appointee and allowed him to keep collecting a large salary despite doing little if any work for the government.

Monica Vernon's Latest Ad is Everything That is Wrong with Politics

I’ve lived in Cedar Rapids since high school (I attended the same high school at the same time of Monica’s daughters). Anyone who knows Cedar Rapids is fully aware that there are parts of town that have been depressed for many years. We know the neighborhoods on the southeast side of town that have been plagued with high crime rates and poverty. The folks in these neighborhoods who are working hard jobs for low wages are in the throes of an epic and unfortunate struggle.

I recently saw an ad released by Monica Vernon’s campaign that began with the narrator claiming Monica Vernon “understands the struggle.”  From what I know about Monica, she comes from a wealthy home, was the previous owner of a successful business, is married to a well-to-do attorney, and lives a stone’s throw from the country club.

My question to Monica Vernon is simple: what exactly do you know about the struggle? I came from extraordinarily humble beginnings, where you’d be hard pressed to find anyone with a country club membership let alone a home right next to one. I’d like to know where Monica Vernon’s struggle experience originated.

Monica’s ad is everything that is wrong with politics because it is willfully dishonest and leads people to believe that she has experience with real struggles, and had to work doubly hard just to get by, and raise her daughters largely on her own. This is the sort of thing that cheapens our politics and Iowans deserve better.

In my opinion, Monica’s largest struggle will come after she loses this Primary and must decide whether or not to remain in the Democratic Party, or revert back to the Republican Party, where she undoubtedly is more comfortable. 

IA-Sen: Joni Ernst's first tv ad arrives at remarkably convenient time (updated)

In what may be merely a coincidence, two stories related to Iowa’s U.S. Senate race made a big splash yesterday on national blogs and cable news networks as well as in local media.

In what may be merely a coincidence, State Senator Joni Ernst’s campaign released its first television commercial on the same day the 501(c)4 group Priorities for Iowa released a video drawing national attention to a gaffe by Democratic Senate candidate Bruce Braley.

In what may be merely a coincidence, several prominent Ernst supporters run that 501(c)4 group, which was created a few weeks after Ernst’s campaign launch.

It’s common nowadays for candidates’ campaigns to spend money spreading positive messages, while outside entities (political action committees, 501(c)4 advocacy organizations, or 527 groups) pay to get the best opposition research into the public sphere. But candidates are not allowed to coordinate messaging or timing with those outside groups.

I’m not saying someone from the Ernst campaign gave Priorities for Iowa a heads-up on when they were planning to release their tv ad. I’m not saying someone from Priorities for Iowa let Ernst staffers know ahead of time when they planned to drop their bomb on Braley. I’m just saying, the clip from a two-month-old speech by the Democratic candidate couldn’t have been released at a better time for Ernst to capitalize on her attention-getting “castration” spot.

IA-Sen: Whitaker up on television (sort of)

Former U.S. Attorney Matt Whitaker was the first Republican to enter the race for Iowa’s open U.S. Senate seat but has struggled a bit in the fundraising department. Whitaker ended 2014 with $232,092.45 cash on hand in his campaign account, including $50,241.07 in loans from the candidate and $28,525 that can’t be spent until the general election period (if Whitaker were to win the Republican primary).

Considering that Whitaker’s campaign spent just under $60,000 during the last three months of 2013 without running television or radio commercials, it’s clear that Whitaker won’t be able to afford much (if any) television advertising before the June primary.

However, campaign commercials aren’t the only way for a candidate to raise his name recognition. Central Iowa viewers of the winter Olympics on NBC Sports have seen a lot of Whitaker these past couple of weeks. The cable tv ads are promoting his law firm, not his Senate campaign, but they hit on several themes that will resonate favorably with rank-and-file Republicans. I would like to know whether any Bleeding Heartland readers living outside the Des Moines media market have seen the same commercial on cable, either during Olympics coverage or at other times.

Iowa Supreme Court considering defamation case over 2010 political ad

The Iowa Supreme Court heard oral arguments yesterday in an appeal of Republican State Senator Rick Bertrand’s defamation lawsuit against his 2010 opponent, Rick Mullin, and the Iowa Democratic Party. Des Moines attorney and law blogger Ryan Koopmans live-tweeted the hearing, and Mike Wiser and Grant Rodgers published summaries.

We’ll know the verdict within a few months, but I’ve posted some thoughts and predictions below.

IA-Sen: Mark Jacobs launches first tv ad

Before I got sidetracked by the shocking news about Tom Latham, I was working on a post about Republican Mark Jacobs’ first television commercial, which hit the airwaves yesterday. Follow me after the jump for the video and transcript.

I’m not sure it’s a great use of campaign funds to advertise during the holiday season nearly six months before the primary, but Jacobs is the only Republican candidate for Iowa’s U.S. Senate seat who can afford to buy tv time. He may as well exploit that advantage. The Jacobs campaign went up on statewide radio earlier this month. This relatively small buy of $138,000 will run the introductory spot on cable statewide and on network television in the Des Moines, Cedar Rapids, and Sioux City markets through January 4. Sioux City is the home base for Senate candidate Sam Clovis, who needs a strong showing in northwest Iowa to have any hope of winning the nomination.

IA-Sen: Mark Jacobs up on radio (updated)

Only one Republican candidate for the U.S. Senate seat in Iowa seems to have the financial resources to run paid advertising statewide, and Mark Jacobs is poised to exploit that advantage. Jennifer Jacobs (no relation) reported for the Des Moines Register that the Jacobs campaign is running a 60-second radio spot.

In the ad, Jacobs talks about being born and raised in Iowa, “growing up around a small family business,” and early jobs delivering newspapers and working at Hy-Vee. A voice-over repeatedly refers to Jacobs as a leader in the business world, adding that Jacobs was “educated in Iowa schools.” The language touches on major themes of the Jacobs campaign while addressing one of his big weaknesses–having lived outside Iowa for a few decades. I’ve posted the script after the jump and will add the audio if the candidate posts it on his YouTube channel or campaign website.

Speaking of websites, whoever is running Jacobs’ “news” page needs to stop posting the full text of newspaper articles about the candidate. I’m not an attorney, but my understanding is that “fair use” under copyright law would involve a link to the original publication in the Fort Dodge Messenger or the Waterloo-Cedar Falls Courier, plus an excerpt of a few paragraphs. Currently the Jacobs campaign website rips off the entire texts of newspaper profiles, then adds a useless link at the bottom: “View article as it originally appeared here.” No one’s going to click through once they’ve read the whole piece already. Unless Jacobs has explicit permission from the original publishers, his website should post shorter excerpts.

SECOND UPDATE: Jacobs was a guest on the December 8 edition of Dave Price’s program “The Insiders” on WHO-TV. Toward the end of the show, Jacobs said he had never voted for any Democratic candidate. Asked about the 2012 Iowa caucuses, Jacobs said he did not support anyone in those caucuses–but tactfully did not mention that he didn’t move back to Iowa until later that year.

Julian Garrett running tv ad for Iowa Senate district 13 special election

Next Tuesday, Iowans in Senate district 13 (Warren and Madison counties) will elect either Republican Julian Garrett or Democrat Mark Davitt as successor to the disgraced Kent Sorenson. Last night I saw a television commercial promoting Garrett several times on CNN. I don’t know whether the spot is running on broadcast networks as well. UPDATE: Bleeding Heartland user rockm points out in the comments that the ad is running on Des Moines area broadcast networks.

I wasn’t able to find it on YouTube, but I got it on tape, and I’ve posted my annotated transcript after the jump. You can see one still shot from the ad on Garrett’s Facebook page.

Garrett isn’t hiding his party affiliation in this Republican-leaning district; his red and white campaign logo includes an elephant. But in an apparent effort to distance himself from Washington-style politics, this commercial portrays Garrett as a pragmatist interested in “fixing problems,” not “fixing the blame.” It also emphasizes his “life on the farm,” not mentioning his long career as an attorney.

IA-Gov: Jack Hatch running "Smokey and the Branstad" ad (updated)

State Senator Jack Hatch is spotlighting Governor Terry Branstad’s speeding scandal in the first television commercial of the 2014 Iowa gubernatorial campaign. I’ve posted the “Smokey and the Branstad” video after the jump. It’s apparently running on Des Moines broadcast networks between August 11 and 14, and Hatch for Iowa is seeking donations to keep it on the air longer. To my knowledge, Cedar Rapids Gazette columnist Todd Dorman was the first to put the “Smokey and the Branstad” label on this scandal.

Most political consultants wouldn’t recommend advertising in August before the election year, but this speeding scandal has generated a lot of negative chatter about Branstad, even from conservative editorial boards like the Sioux City Journal, Cedar Rapids Gazette, and Quad-City Times. A lawsuit filed late last week by fired Department of Criminal Investigation agent Larry Hedlund may keep the story in the news well into 2014.

Most candidates launch a television advertising campaign with some kind of biographical spot, but Hatch opted to introduce himself with a broadly-held opinion (“Nobody’s above the law”) instead. The words on screen in the middle of the ad (“Cited: Cronyism, Pressuring Public Officials”) allude to conclusions of Citizens for Responsibility and Ethics in Washington, which published a report last month on the country’s worst governors.

IA-04: DCCC on radio and King, Mowrer comment on embassy closures

Yesterday I heard an ad on a Des Moines radio station criticizing Representative Steve King for taking a “five-week taxpayer-funded vacation instead of working to create jobs.” The Democratic Congressional Campaign Committee paid for the ad in IA-04 and 17 other Republican-held House districts. The ad script is in a press release I’ve posted after the jump. This radio campaign is not targeting Representative Tom Latham in IA-03 for whatever reason. (The National Republican Congressional Committee recently added Latham to its incumbent protection program.) King has received so much unflattering media attention over the past two weeks because of his comments about undocumented immigrants that the DCCC may have felt it was the right time to focus on driving up King’s negatives with Iowans.

Meanwhile, during an interview with Sioux City-based KSCJ Radio, King criticized the Obama administration’s decision to close some U.S. embassies this week. Excerpts from his comments are after the jump, along with reaction from IA-04 Democratic candidate Jim Mowrer, who accused King of politicizing national security.

Department of short-sighted cheap shots

The typical division of labor in campaigns nowadays is for the candidate to stay mostly positive when communicating with voters, while political parties or outside groups do the hatchet work on opponents. That pattern is already developing in the race for Iowa’s open U.S. Senate seat. Democratic candidate Bruce Braley is touting his record and his stands on the issues as a way to get his name out and identify supporters. Meanwhile, the Iowa Democratic Party has taken a few shots at candidates seeking the Republican nomination for U.S. Senate.

If future salvos look anything like the website the Iowa Democratic Party created to mock David Young, Braley might be better off without their help.

David Young Introductory Video

David Young and his campaign recently released an introductory video to youtube that runs about two and a half minutes.  The video is here.  I am sure I do not agree with Mr. Young on much and I have any number of critiques of his video.  However, it is a good video.  It does seem genuine; genuinely nerdy, but genuine.  

The biggest thing that struck me is the emotional experience of going back to your hometown to tell the people who will always know you best that you are going to ask them for their vote.  It is a combination of the beginning of a person’s biggest professional challenge in their lifetime with a “this is your life” trip bringing back personalities and memories from childhood.  David Young does not strike me a person who wears his emotions on his sleeve, but from personal experience I guarantee that this was a powerful event for him.

Weekend open thread: Marketing and branding edition

What’s on your mind this weekend, Bleeding Heartland readers? This is an open thread.

I recently came across a six-minute promotional video Drake University created in 1987. Shorter versions of this pitch aired as commercials on MTV at the time. Fans of 1980s haircuts and vintage computers will enjoy the full-length video, which I’ve posted after the jump. It’s as much an advertisement for the Mac Classic (or are those Mac IIs?) as for Drake.

Speaking of putting your best foot forward, Representative Steve King said in a fundraising e-mail that he’s “living proof conservatives don’t have to sacrifice everything we believe in to win elections.” Of course they don’t, if they’re running in districts like IA-04. A statewide campaign is a different story.

King didn’t care for the recent “autopsy” report from the Republican National Committee. On Friday he told the panel on “Iowa Press,” “I think the [Republican] party would have been significantly better off if that document had never been released.”

Finally, they say that any publicity is good publicity, but State Senator Brad Zaun probably didn’t appreciate his appearance this week on the front page of the Des Moines Register and its website.

IA-04: Vilsack's case and King's closing arguments

The campaign in Iowa’s fourth Congressional district set records for fundraising by a U.S. House incumbent and challenger in Iowa and attracted nearly $5 million in spending by outside groups. For weeks, television stations around the district have been saturated with ads for and against five-term Representative Steve King and Democratic challenger Christie Vilsack.

IA-03: Least inspiring campaign ever?

I planned to write several posts this fall about the third Congressional district race between Representatives Tom Latham and Leonard Boswell. Instead, every time I sat down to write about the campaign, I found myself turning to other topics. Central Iowa radio and television stations have been so over-saturated with cookie-cutter attack ads against both candidates. If a political junkie like me finds it off-putting, I can’t imagine how disengaged other people feel when they hear the beginning of yet another negative commercial.

Neither Latham nor Boswell has offered a compelling case for re-election, but after the jump I review the main messages from both campaigns and from various outside groups that have been advertising in Des Moines and Omaha.
