Both major parties are on the air in Iowa House district 82, where voters will choose a new state lawmaker three weeks from today. Whereas the last two special House elections happened in heavily Republican or Democratic districts, the late Curt Hanson represented a politically balanced area. The outcome on August 8 could shape the media narrative about political trends in Iowa and affect candidate recruitment for other competitive statehouse races.

Seven years of false promises finally caught up with Republicans

Among the U.S. political developments I never would have predicted: the Republican-controlled Congress was unable to repeal the Affordable Care Act under a president ready to sign the bill into law. After canceling a planned floor vote today on the American Health Care Act, House Speaker Paul Ryan acknowledged, “Obamacare is the law of the land. … We’re going to be living with Obamacare for the foreseeable future.”

In the depths of my despair after the November election, I felt sure that the Affordable Care Act would be history by now, and Congress would be well on the way to privatizing Medicare.

IA-Gov: Ron Corbett's think tank running online ad campaign

When Ron Corbett announced in December that he will not seek a third term as Cedar Rapids mayor and will consider running for governor, he promised a “big surprise” at the end of his final “state of the city” address on February 22.

Corbett has long been positioning himself to run for governor. Since creating the conservative think tank Engage Iowa in late 2015, he has given dozens of speeches around the state, most often to Rotary clubs or members of local Iowa Farm Bureau chapters and Chambers of Commerce.

After Governor Terry Branstad confirmed plans to resign in order to become U.S. ambassador to China, many Iowa politics watchers speculated that Corbett would decide against seeking higher office next year. Instead of competing for the GOP nomination in an open primary, he would have to run against a well-funded sitting governor, Kim Reynolds.

To those who don’t share my view that Corbett will take on the challenge of running against a Republican incumbent, I ask: why is Engage Iowa spending money to promote Corbett’s name and catchy conservative slogans online?

Five reasons Chris Hagenow is worried about winning Iowa House district 43

The Republican Party has spent more than $400,000 defending Iowa House Majority Leader Chris Hagenow’s seat in the Des Moines suburbs, which he held by only 23 votes in the last presidential election cycle. Most of the money has bought television commercials, beginning six weeks ago and continuing in heavy rotation to the end.

Hagenow led with a ludicrous spot portraying himself as some kind of champion for education funding and the preschool program he voted to eliminate. He moved to a deceptive hit piece against Democratic challenger Jennifer Konfrst, followed by an ad touting his role in making EpiPens more widely available for kids. A second negative spot was a narrowly-focused attack on a tax lien Konfrst resolved many years ago–the height of hypocrisy, since Republican leaders were simultaneously funding the campaign of a House candidate with a much larger, still unpaid federal tax liability. In the last few days, local television stations have been running Hagenow’s initial positive ad, which misrepresents his record on education funding.

Hagenow is running scared, for good reason.

The truth about that so-called "trolley for lobbyists"

Iowa Republicans have spent hundreds of thousands of dollars this fall on television commercials and direct mail highlighting supposedly wasteful spending by Democratic state lawmakers. For the fourth election cycle in a row, many of these attacks repeat zombie lies from the 2010 campaign about money spent on “heated sidewalks” and a “trolley for lobbyists.”

As Bleeding Heartland explained here, Iowa House and Senate Democrats never approved money for heated sidewalks. They simply rejected a GOP amendment to a 2010 appropriations bill, which would have prohibited using state funds for “geothermal systems for melting snow and ice from streets or sidewalks.” The amendment was pointless, because planners of the award-winning streetscape project in question had already ruled out heated sidewalks in favor of porous pavement.

IA-Sen: New poll and latest tv ads for Grassley and Judge

Quinnipiac’s latest Iowa survey found U.S. Senator Chuck Grassley increased his lead over Democratic challenger Patty Judge over the past month. He’s now ahead by 56 percent to 38 percent, “compared to a 55 – 43 percent Grassley lead” in Quinnipiac’s September Iowa poll. More findings from the polling memo:

Judge leads 53 – 38 percent among Iowa likely voters who have cast ballots.

Men back Grassley 63 – 33 percent and women go Republican 50 – 43 percent. Grassley leads 95 – 4 percent among Republicans and 60 – 34 percent among independent voters. Judge takes Democrats 80 – 13 percent.

The same survey of 791 “likely Iowa voters” from October 20 through 26 showed Democratic presidential candidate Hillary Clinton gaining ground against Donald Trump since September and leading by 61 percent to 27 percent among Iowns who had already voted. Scroll down to view the cross-tabs for the question about the Senate race.

Grassley’s ability to blanket every major Iowa media market with television commercials has presumably helped him among likely voters. Judge was on the air in late August and early September, but with a much smaller ad buy. Since then, her campaign has been dark. The Democratic Senatorial Campaign Committee never committed any serious resources to this race. The Iowa Democratic Party paid for two new commercials supporting Judge, on the grounds that Grassley “has changed.” I enclose those below, along with the three most recent ads from Grassley’s campaign (two positive, one negative).

Not only has Judge been massively outspent on paid media, her opportunities for generating free media coverage were limited when Grassley ducked out of what would have been the only Senate debate broadcast on statewide television. The senator agreed to debate Judge on October 19, but that event was not broadcast statewide and was overshadowed by the third debate between Trump and Clinton later the same evening. Grassley and Judge have one more debate scheduled, hosted by WHO Radio and WHO-TV on November 4.

Iowa GOP spends big money promoting House candidate with unpaid federal taxes

Fighting for his political life in a district that’s trending away from him, Iowa House Majority Leader Chris Hagenow has approved hundreds of thousands of dollars in campaign spending on television commercials. Two spots have trashed his Democratic challenger Jennifer Konfrst over accounting errors that led to some overdue taxes. The first Hagenow hit piece was blatantly false. The second ad, now in heavy rotation on Des Moines stations, is more narrowly focused on a tax lien put on Konfrst’s home more than a decade ago.

Republican Party of Iowa Chair Jeff Kaufmann portrayed Konfrst as unfit to serve because she made a mistake calculating child care expenses. After hiding from early media inquiries about his commercial, Hagenow defended the ad last week, telling the Des Moines Register, “One of the biggest jobs we deal with (in the Legislature) is spending taxpayers’ dollars […] And our focus has always been to handle that as responsibly as possible.”

So why did House Republican leaders give their blessing for the Iowa GOP to spend more than $93,000 promoting Shannon Lundgren, a House candidate with a much larger federal tax liability that “remains unpaid”?

IA-Sen: Grassley leads by 17 points in new Selzer poll

U.S. Senator Chuck Grassley is outperforming the top of the Republican ticket and leads former Lieutenant Governor Patty Judge by 53 percent to 36 percent in the latest Iowa poll by Selzer & Co for the Des Moines Register and Mediacom. The Register’s William Petroski wrote up the key findings:

The Iowa Poll shows Grassley has broad support, leading Judge among all groups tested except for four: Democrats, Hillary Clinton supporters, former Bernie Sanders supporters and people who identify with no religion. Among political independents, Grassley leads Judge 54 percent to 30 percent. He leads among men and women and among all age, income and education groups.

Grassley’s job approval rating — with 56 approving and 30 percent disapproving among all adults, not just likely voters — is identical to where it stood in September 2010, before he cruised to victory that November, defeating Democrat Roxanne Conlin by 31 percentage points.

Among the same 642 “likely voter” respondents, Donald Trump leads Hillary Clinton by just 43 percent to 39 percent.

Selzer’s poll was in the field before the release of a 2005 videotape in which Trump bragged about assaulting women he finds attractive. Democrats have blasted Grassley for condemning Trump’s comments but urging Republicans to stick with the GOP ticket, because of the election’s likely impact on the U.S. Supreme Court. I doubt the Trump tape will affect Grassley’s re-election numbers, though.

Iowa Republicans have been spiking the football on this race for some time. Yesterday the Twitter accounts of Grassley’s campaign and campaign manager Bob Haus directed followers to the liberal Daily Kos website, where IA-Sen is now listed as safe Republican. Various other election forecasters see the race the same way.

Many Iowans who preferred State Senator Rob Hogg for U.S. Senate, as I did, have privately expressed frustration that the Democratic Senatorial Campaign Committee has spent almost no money here, after intervening in the Democratic primary to recruit and promote Judge. The DSCC’s tactical choice is understandable, because more than half a dozen other Senate seats are better pickup opportunities than Iowa’s. But I do wish they’d stayed out of the primary. Although Judge had higher name recognition, I never did see evidence that she was in a position to make this race more competitive than Hogg. She has held relatively few public events around the state since winning the nomination. Hogg would have been much a more active campaigner, which might have helped our down-ballot candidates.

Was Grassley ever truly vulnerable? Beating a six-term senator was always going to be hard in a state that generally re-elects its incumbents. Grassley has been able to spend millions more dollars on tv ads than any challenger could have managed. (I enclose below his latest positive spot.) His support took a hit from his handling of the Supreme Court vacancy, which inspired the DSCC to recruit Judge. I would guess that refusing to hold confirmation hearings for Judge Merrick Garland is the main reason Grassley’s leading by “only” 17 points now. Selzer’s polls for the Des Moines Register in September and October 2010 showed him 31 points ahead of Roxanne Conlin.

Coward Chris Hagenow running false personal attack against Jennifer Konfrst

Iowa House Majority Leader Chris Hagenow has plenty of reasons to worry about being re-elected in House district 43. During the last presidential election year, he won his race by fewer than two dozen votes, and the district has fewer registered Republicans now than it did in November 2012. His well-qualified challenger Jennifer Konfrst has been working hard, and Democrats in the district have submitted nearly 1,000 more absentee ballot requests than have Republicans.

Hagenow didn’t run any positive television commercials during the 2012 election cycle and only started airing a misleading ad against his opponent in late October.

In contrast, a few weeks ago the majority leader went up with a bizarro world tv ad portraying himself as an advocate for education. That spot was ludicrous on several levels, as Bleeding Heartland discussed here and Iowa Starting Line chronicled here. Hagenow has been part of a leadership team that for several years in a row ignored Iowa law on setting K-12 education funding. He and his fellow House Republicans have repeatedly refused to appropriate enough money to help school districts keep up with rising costs. Although Hagenow postures as a supporter of preschool in his tv ad, he voted to eliminate the state preschool program in early 2011. Furthermore, because House Republicans insisted on only a small increase in K-12 school funding this year, the West Des Moines school district (where most of Hagenow’s constituents live) cut its 3-year-old preschool program.

But as deceptive as Hagenow’s positive ad is, the hit piece he started running against Konfrst on October 5 is even more mendacious.

IA-Sen: Grassley running second negative tv ad, backs out of Iowa Public TV debate

For the first time in his six re-election campaigns, U.S. Senator Chuck Grassley is on the air with a second commercial criticizing his Democratic challenger.

And in a move without precedent for a major-party candidate in Iowa, Grassley backed out of participating in a scheduled debate on Iowa Public Television, which would have been broadcast statewide.

Rescinding his acceptance of Iowa Public TV’s invitation looks like a risk-averse strategy. After several polls during the summer found Grassley 9 or 10 points ahead of former Lieutenant Governor Patty Judge, the last four public surveys showed double-digit leads for Grassley: 55 percent to 43 percent according to Quinnipiac, 56-39 according to Monmouth, 54-37 according to Loras College, and 50-37 according to RABA Research.

On the other hand, confident incumbents typically stay positive in their own tv ads, as Grassley has done in every previous re-election campaign.

Another poll shows a nearly-tied presidential race in Iowa

Adding to the consensus that Iowa’s six electoral votes could go either way, a new poll by RABA Research for Simpson College shows Donald Trump leading Hillary Clinton by 43 percent to 42 percent in a two-way race or by 40 percent to 39 percent in a field including Libertarian Gary Johnson (10 percent) and Green Party candidate Jill Stein (3 percent). The remaining 8 percent of respondents were undecided.

Clinton is winning women by 43 percent to 37 percent in a four-way race and by 46-38 against Trump alone. Trump is winning men by 44-34 when Johnson and Stein are included and by 48-38 against Clinton alone. Among the 40 percent of respondents who identified as evangelicals, just 56 percent back Trump in a four-way race and 57 percent in a two-way race.

Clinton leads among respondents who have a college degree, but she is not winning that group by enough to compensate for Trump’s advantage among non-college-educated voters. The latest census data indicate that about 26 percent of Iowans at least 25 years old have a bachelor’s degree or post-graduate education.

Like other recent polls, RABA’s survey suggests that third-party candidates are drawing roughly equally from voters who would otherwise lean toward the Democratic or Republican nominees. Johnson remains on track to far exceed any previous Libertarian candidate’s showing in Iowa. This morning FiveThirtyEight.com’s Harry Enten examined Clinton’s underperformance with young millennials (18-25), who are more likely than older voters to support third-party candidates.

Thoughts on Gary Johnson's Des Moines rally and Iowa prospects

Libertarian presidential candidate and former New Mexico Governor Gary Johnson made his first Iowa campaign stop this year over the holiday weekend. His September 3 rally in Des Moines attracted hundreds of people, making it possibly the largest Libertarian event in Iowa history. You can watch his full speech at C-SPAN or Caffeinated Thoughts.

Johnson will qualify for the ballot in all 50 states and is consistently polling far better than the Green Party’s Jill Stein, the only other minor-party candidate routinely included in public opinion surveys. I continue to hear the Libertarian’s radio ads on various Des Moines-based stations and have seen pro-Johnson television commercials by the Purple PAC on some cable networks.

The four most recent Iowa polls measured Johnson’s support at 8 percent (Emerson College), 12 percent (Quinnipiac), 6 percent (Suffolk), and 12 percent (Marist). Polls have historically overstated support for third-party candidates. Nevertheless, if the competition between Hillary Clinton and Donald Trump remains very close here, even a 2-3 percent showing for Johnson could determine who wins Iowa’s six electoral votes.

Though I wasn’t able to attend Saturday’s rally, listening to Johnson’s stump speech reinforced my view that he is on track to outperform all previous Libertarian presidential candidates in Iowa by a considerable margin.

IA-Sen: Grassley running a negative ad for the first time in decades

Only a few days after launching his general-election advertising blitz, U.S. Senator Chuck Grassley started running a 30-second commercial attacking his Democratic challenger Patty Judge. I enclose the video and transcript below, along with the response from the Judge campaign.

Grassley did not run any negative commercials during his 2010 re-election bid. In fact, I am fairly certain you’d have to go back to the 1980s to find any attack ads paid for by Grassley’s campaign. UPDATE/CORRECTION: I’ve been told Grassley ran one negative spot against Democratic challenger David Osterberg in 1998, saying (among other things) that the former Iowa lawmaker had been educated in socialist Sweden. SECOND UPDATE: Osterberg confirmed Grassley ran negative advertising in his race, but he recalls that the commercial was on radio rather than television. Scroll to the end of this post for details.

Incumbents who are not worried about the election typically stick to positive messages in their paid media. The last four public polls of Iowa’s U.S. Senate race have found Grassley ahead of Judge by 45 percent to 38 percent (CBS/YouGov), 51 percent to 42 percent (Quinnipiac), and 52 percent to 42 percent (Suffolk and Marist). Those are smaller leads than the senator has had over previous Democratic challengers.

SEPTEMBER 2 UPDATE: The Washington Post’s James Hohmann called Grassley’s ad “another very telling sign of how scared Senate Republicans are running right now,” adding that the attack was “thin gruel.”

The commercial hits former Lt. Gov. Patty Judge for not voluntarily taking a pay cut when the Great Recession led to a state budget deficit. Grassley, of course, has accepted many pay increases when the federal deficit was much larger…

Grassley’s campaign manager Bob Haus told KCCI-TV that the ad “states just the facts pure and simple” and that Grassley will run more commercials focused on Judge’s record.

IA-Sen: Chuck Grassley's back on tv, and he brought his lawnmowers

The “barrage” of television commercials promoting U.S. Senator Chuck Grassley’s re-election began a few days ago. The senator’s campaign stayed off television for most of the summer following short buys for two commercials in late May and early June.

In style and content, the new 60-second ad resembles the first commercials Grassley ran during the 2010 general election campaign. The focus is on the senator’s personal qualities and work ethic, not policy accomplishments. The viewer hears about Grassley’s past work in factories as well as on the farm, his near-perfect attendance for Senate floor votes, and his commitment to visiting all 99 counties every year. Finally, as Iowa politics watchers have come to expect, the ad includes footage of Grassley mowing his own lawn, using his “cheap” invention of two push mowers attached to the back of a riding mower.

Patty Judge, in new tv ads: "Washington changed Chuck"

Democratic U.S. Senate nominee Patty Judge took the fight to 36-year Senator Chuck Grassley in her campaign’s first two general election television commercials, launched on Tuesday. Both 30-second spots assert that Grassley has “changed” during his long tenure in Washington. One spot features Judge delivering the message alongside a cardboard cutout of the incumbent. A string of “ordinary Iowans” question the cardboard Grassley during the other ad. Scroll down for videos and transcripts.

Grassley hasn’t run any commercials since the two ads his campaign aired before the June primary, which Bleeding Heartland analyzed here and here. I’m surprised he didn’t prepare a spot to run during the Rio Olympics, after reporting more than $1.2 million in contributions during the second quarter and nearly $6 million cash on hand as of June 30. Judge’s campaign raised $347,707 during the second quarter and had only $228,292 cash on hand at the end of June.

Three of the four Iowa polls released this month showed Grassley’s support barely above 50 percent; Judge was running 9 or 10 points behind. The most recent survey, conducted by CBS/YouGov, found Grassley leading Judge by only 45 percent to 38 percent. An incumbent polling below 50 percent traditionally signals an opening for the challenger.

But contrary to KCRG’s misleading headline and write-up, a 45-38 lead is not a “statistical tie.” The margin of error of plus or minus 4 percent in CBS/YouGov’s poll means that assuming professional sampling methods, there’s a 95 percent chance that Grassley’s support is between 41 and 49 percent, and that Judge’s support is between 34 and 42 percent. In other words, Grassley is extremely likely to be ahead if CBS/YouGov’s respondents are representative of the likely voter universe. He’s just not dominating the race by the kind of margins he’s enjoyed over previous Democratic opponents.

Over the weekend, the Des Moines Register’s Jason Noble reviewed data from earlier re-election campaigns pointing to Grassley’s strong performance among no-party voters, as well as his “crossover appeal” for thousands of Iowa Democrats.

Manafort's departure shouldn't end questions about Trump's Russia ties

Only two months after firing campaign manager Corey Lewandowski, Donald Trump accepted Paul Manafort’s resignation this morning. Manafort had already been “sidelined” earlier this week, keeping the title of “campaign chairman” while pollster Kellyanne Conway was promoted to “campaign manager” and Stephen Bannon given the “chief executive” position. Bannon is best known as chairman of the none-too-reputable Breitbart News website.

For a Republican presidential nominee to give Bannon such an important role in a faltering campaign is itself newsworthy. Former Breitbart staffer Kurt Bardella told ABC News that Bannon “regularly disparaged minorities, women, and immigrants during daily editorial calls at the publication.” Ben Shapiro, who spent four years as an editor-at-large for Breitbart before resigning in March, wrote this week that Bannon had “Turned Breitbart Into Trump Pravda For His Own Personal Gain” and had encouraged the website to embrace white supremacists.

But let’s get back to Manafort. He reportedly resigned so as not to become a “distraction” for Trump, as journalists have dug more deeply into his lobbying work for pro-Russian forces and business ties to shady “oligarchs” from Russia and Ukraine. Manafort may have committed a crime by not registering as a lobbyist for foreign entities during the years he “tried to sell” former pro-Russian Ukrainian President Viktor Yanukovych to U.S. policy-makers. Eric Trump said today, “my father just didn’t want the distraction looming over the campaign […].”

Ditching Manafort won’t resolve the many valid concerns about whether Russian entities could exert undue influence on Trump. Here are five questions journalists should keep investigating.

Q-poll shows Clinton slightly ahead of Trump in Iowa

Yet another Iowa poll shows a close race between Hillary Clinton and Donald Trump. Quinnipiac surveyed 846 “likely voters” between August 9 and 16, producing a statistical margin of error of plus or minus 3.4 percentage points. Clinton led Trump by 47 percent to 44 percent in a two-way race, and by 41 percent to 39 percent in a field also including Libertarian Gary Johnson (12 percent) and Jill Stein of the Green Party (3 percent).

The Quinnipiac polling memo notes the large gender gap:

[Iowa] women back Clinton 56 – 38 percent, while men back Trump 51 – 37 percent. Trump leads 85 – 8 percent among Republicans. Independent voters are divided, with 45 percent for Trump and 41 percent for Clinton. Democrats back Clinton 97 – 1 percent.

Iowa voters give Clinton and Trump negative favorability ratings, 37 – 58 percent for her and 33 – 60 percent for him.

With both major-party nominees so well-known and so unpopular, and relatively few voters undecided with two and a half months to go, the key to winning Iowa will be executing an effective turnout operation, rather than a persuasion strategy.

Democrats have been dominating the “air war” this summer; Trump has yet to run any general-election television commercials, while Clinton’s campaign and allies including the super-PAC VoteVets have been running lots of tv ads during the summer Olympics. (I enclose below videos of two spots now in rotation.) Democratic vice presidential nominee Tim Kaine received lots of media coverage in Iowa’s largest markets today, headlining a morning rally in Cedar Rapids before making an unscheduled Iowa State Fair visit in the afternoon. Trump will return to Iowa for Senator Joni Ernst’s “Roast and Ride” fundraiser on August 27, which is sure to receive heavy media attention statewide.

The “ground war” will be especially important once early voting begins on September 29. More than 43 percent of the Iowans who cast ballots in the 2012 presidential election voted early, and women are more likely than men to vote before election day. Iowa Democrats registered more new voters in the final weeks of the 2012 campaign and did a better job identifying and turning out no-party voters who supported President Barack Obama.

Margins of error for subsamples are always higher than for an opinion poll as a whole, but let’s assume Trump is really ahead among Iowa no-party voters, as Quinnipiac’s poll indicates. Effective GOTV by the Democratic coordinated campaign could compensate for that problem by banking more votes from Democrats and independents already identified as Clinton supporters. (Democrats have two dozen Iowa field offices open already.) The Quinnipiac sample consisted of 28 percent self-identified Democrats, 28 percent Republicans, and 39 percent independents.

Iowa leans Democratic in four electoral vote forecasts, is toss-up state in five

Nate Silver released FiveThirtyEight.com’s 2016 presidential election forecast today. His model currently gives Hillary Clinton an 80 percent chance of beating Donald Trump in November. FiveThirtyEight sees Clinton as the favorite in Iowa, one of twelve “states to watch,” but her odds of carrying our state are somewhat lower than her odds of winning at least 270 electoral votes.

Clinton’s campaign bought more than a million dollars of air time in Iowa to run a mix of positive and comparative television commercials during the second half of June and July. That’s part of a $25.8 million ad buy in the eight states the presumptive Democratic nominee considers most competitive.

Public Policy Polling has published two Iowa surveys this month, both commissioned by progressive advocacy organizations. The first had Clinton leading Trump by 44 percent to 41 percent. The second, released yesterday, showed Clinton ahead of Trump by 41 percent to 39 percent.

Iowa’s electoral votes have gone to the Democratic nominee in six of the last seven presidential elections. (The exception was President George W. Bush’s narrow victory over John Kerry here in 2004.) However, no electoral vote projection I’ve seen considers Iowa a safe bet for Clinton. While none to my knowledge currently forecast our state leaning to Trump, the pundits and number-crunchers do not agree on whether Iowa leans Democratic or has no clear favorite going into the general election campaign. Early signs from the Trump and Clinton campaigns in Iowa

Donald Trump just fired his campaign manager Corey Lewandowski, an unpopular figure among reporters and even in some pro-Trump circles. The person who interviewed Eric Branstad to run Trump’s Iowa operation is no longer with the campaign either, O.Kay Henderson reported for Radio Iowa today. But Governor Terry Branstad is all in for the presumptive GOP nominee:

“I’m certainly going to do all I can. I think people know me well that I’m not a shrinking violet,” Branstad told reporters. “I tend to be one that gets proactively involved and I certainly intend to in this campaign, as I have in the past.”

Branstad had hoped Trump would consider Senator Joni Ernst to be his running mate, but Ernst told reporters on June 16, “Nobody has reached out to me” from the Trump campaign. Unnamed Republican sources told Politico’s Eli Stokols and Burgess Everett that New Jersey Governor Chris Christie and former House Speaker Newt Gingrich top the VP short list, with Senator Jeff Sessions of Alabama “a distant third” and Oklahoma Governor Mary Fallin “also in the mix.”

Meanwhile, Hillary Clinton’s campaign plans to spend at least $1.2 million on television advertising in Iowa during June and July. According to NBC’s Chuck Todd, Mark Murray, and Carrie Dann, Clinton will spend $568,000 to run spots in the Des Moines market, $427,000 in the market covering Cedar Rapids, Iowa City, Waterloo, and Dubuque, $155,000 in the Omaha market, and $37,000 in Ottumwa/Kirksville, Missouri. After the jump I’ve enclosed the video of the first three general election ads the campaign is running in Iowa and seven other battleground states. One 60-second spot, similar to commercials run here before the Iowa caucuses, recounts Clinton’s decades-long advocacy for children. A separate 30-second spot focuses on her efforts to expand health insurance coverage for children. The final 60-second spot highlights the contrasting styles of Clinton and Trump, shown saying at rallies, “I’d like to punch him in the face” and “Knock the crap out of him, would you?”, along with the notorious clip mocking a reporter with a physical disability.

Public Policy Polling’s latest Iowa survey showed Clinton leading Trump here by 44 percent to 41 percent. The Democratic candidate’s favorable/unfavorable numbers were 42 percent/55 percent, which would not be promising except that Trump’s ratings are even worse: 33 percent favorable/64 percent unfavorable. That poll did not ask respondents whether they approved of Branstad’s work as governor.

Throwback Thursday: Best and worst 1996 Russian presidential election ads

And now for something completely different.

Twenty years ago today, Russian Federation citizens went to the polls in the country’s first presidential election of the post-Soviet era. Eleven candidates qualified for the ballot, though most were no-hopers. President Boris Yeltsin’s principal opponent was Communist Party leader Gennadii Zyuganov.

I spent about six weeks in Moscow covering the campaign for the Open Media Research Institute. Since YouTube did not exist, and most of our readers did not have access to Russian television networks, part of my job involved taping, transcribing and analyzing the candidates’ commercials.

IA-Sen: Grassley touts perfect "report card" as senator continues to fumble Trump response

U.S. Senator Chuck Grassley has received substantial unflattering attention this week, thanks to his weak response to Donald Trump’s racist case against a federal judge. While a steady stream of Republicans condemned Trump’s sentiments, Grassley downplayed the significance of the issue on Tuesday, inspiring this Des Moines Register editorial‘s brilliant kicker: “when it comes to Donald Trump, there are invertebrates that have shown more spine than Sen. Charles Grassley.”

In a conference call with reporters Wednesday, Grassley likened Trump’s opinion to Supreme Court Justice Sonia Sotomayor’s past statements about a “wise Latina.” But he felt compelled to walk back that comparison only hours later amid a wave of criticism on national media websites and blogs.

The latest Trump scandal knocked Grassley’s campaign off the message it has been trying to relay to Iowans over the past week. A new television commercial and multiple social media postings depict Grassley as a senator with a perfect “report card” for attendance, participation, and physical fitness. Like the campaign’s first tv ad this year, this spot offers a rebuttal to “Do Your Job” taunts directed at Grassley over the Senate Judiciary Committee’s refusal to give Supreme Court nominee Merrick Garland a hearing. It also employs the “Grassley Works” tag line, which has been long been a hallmark of the senator’s case for re-election. I enclose below the video and transcript.

Trump mocking reporter with disability is focus of pro-Clinton super-PAC ad in Iowa

“When I saw Donald Trump mock somebody with a disability, it showed me his soul. It showed me his heart. And I didn’t like what I saw.” The father of a child with spina bifida delivers that devastating closing line in a new tv ad by Priorities USA Action. The super-PAC that supports Hillary Clinton for president is running the 60-second spot in seven swing states, including Iowa. I enclose below the video and transcript.

Although this commercial probably won’t change the minds of anyone inclined to support Trump for president, it should reinforce his historically low favorability ratings, especially among women with children.

Most early electoral vote projections show Iowa as a tossup state, though I have seen a few putting our state in the “lean D” category. Democratic candidates have won Iowa’s electoral votes in six of the last seven presidential elections.

IA-Sen: Grassley's debut tv ad stresses bipartisan Judiciary Committee work

A few days after former Lieutenant Governor Patty Judge became the first U.S. Senate candidate in Iowa to run television commercials this year, six-term Senator Chuck Grassley’s campaign placed a small buy for ads in Des Moines and Cedar Rapids. Despite facing no competition for the Republican nomination, Grassley has run tv ads in May during previous re-election races, most recently in 2010.

The senator’s debut spot this year carries over the “Grassley Works” slogan from past campaigns. But whereas the opening pitch from 2010 emphasized the incumbent’s personal qualities and commitment to visiting every Iowa county every year, the new spot appears designed to rebut criticism over Grassley’s refusal to hold hearings for U.S. Supreme Court nominee Merrick Garland.

Two reasons Patty Judge is smart to highlight flood response role

Former Lieutenant Governor Patty Judge launched her first television commercial as a U.S. Senate candidate on May 24, two weeks before primary voters will determine which of four Democrats will take on six-term Senator Chuck Grassley.

The 30-second spot, which is running in the Des Moines and Cedar Rapids markets, highlights Judge’s work as the Culver administration’s Homeland Security Advisor, which gave her a leadership role as state government responded to devastating 2008 floods in eastern Iowa.

It’s a smart strategy.

IA-03: Jim Mowrer introduces himself to Democrats as a fighter

The three candidates seeking to unseat first-term Republican Representative David Young have been working the phones and attending Democratic events all over Iowa’s third Congressional district as Iowa’s June 7 primary approaches.

The campaigns are also finding other ways to convey their messages to voters they can’t reach in person. A post in progress will cover an eight-page newspaper-style handout featuring Desmund Adams. Bleeding Heartland discussed Mike Sherzan’s first direct mail and television commercials here.

Jim Mowrer has introduced himself to Democrats with a tv ad and at least six mailings, starting shortly before early voting began on April 28. A recurring theme in Mowrer’s outreach is the Iraq War veteran’s commitment to fight for Democratic values and priorities, especially Social Security. Like U.S. Representative Dave Loebsack, Iowa’s only Democrat left in Congress, Mowrer grew up with relatives who depended on Social Security benefits after a family tragedy.

IA-03: Sherzan highlights values through "different way of doing business"

Many candidates point to successful careers to communicate their leadership or management skills. Mike Sherzan, one of three Democrats seeking the nomination in Iowa’s third Congressional district, is highlighting his experience as founder and chief executive of a financial services firm in order to show that he values hard work and putting people first.

Last Friday, Sherzan became the first candidate in IA-03 to start running television commercials. I enclose below his introductory spot and latest direct mail, which build on his earlier promise to be “a voice for hardworking families.”

Paul Ryan says he won't accept GOP nomination. Is he for real?

A few minutes ago, U.S. House Speaker Paul Ryan told reporters, “Let me be clear: I do not want, nor will I accept the Republican nomination.” According to Amber Phillips of the Washington Post, today’s announcement was the nineteenth time Ryan or someone speaking on his behalf has ruled out running for president in 2016. Yet many Republicans hope that neither Donald Trump nor Ted Cruz will win the 1,237 votes needed to secure the presidential nomination at the GOP national convention in Cleveland, allowing delegates to turn to Ryan as a unifying figure on the third or fourth ballot. That scenario may be the least-bad among a number of unappealing possibilities facing Republicans, as the party’s front-runner has historically high unfavorable ratings.

Ryan said today that delegates should “Count me out” if there is a brokered convention: “I simply believe that if you want to be the nominee for our party – to be the president – you should actually run for it. I chose not to do this. Therefore, I should not be considered. Period. End of story.”

Meanwhile, the House speaker is running a “parallel policy campaign,” which he calls #ConfidentAmerica. This campaign could be designed to insulate GOP House candidates from a landslide loss at the top of the ticket. But to me and many other observers, the #ConfidentAmerica materials resemble presidential candidate tv ads. I’ve enclosed one video after the jump, so you can judge for yourself.

Any speculation about what might happen in a GOP brokered convention is welcome in this thread. Whether Trump can lock down the nomination on June 7 depends on several factors Bleeding Heartland user fladem discussed here, and on whether Cruz continues to outperform late polling in the remaining primaries.

Governor Terry Branstad has so far refused to say how he would vote on a second or subsequent ballot, if he becomes a delegate to the RNC. Senator Joni Ernst has suggested that “it would be hard to get buy-in” for nominating someone who did not run for president this year.

UPDATE: NPR’s Susan Davis observed, “Paul Ryan raised $17.2m in Q1. He’s raised $23.5m since becoming speaker in Oct. This probably means he’s running for president.” Yes, it probably does.

IA-01: Monica Vernon first to go up on tv

Today Cedar Rapids City Council member Monica Vernon launched the first television commercial of this year’s campaign in Iowa’s first Congressional district. I enclose below the video and transcript from “The Schumachers,” which features three generations of a Iowa family that owns the Cobble Hill restaurant in Cedar Rapids.

Vernon faces former Iowa House Speaker Pat Murphy in the June 7 Democratic primary. Compared to the introductory spot for Vernon, Murphy’s four television commercials before the 2014 primary focused more on his own biography and political record. Those ads are still available on YouTube: “Story” (which began running the second week of April 2014), “Joint Effort” (starting in late April), “Voice” (starting in mid-May), and “Right Choice” (starting in late May).

Murphy’s budget for television commercials is likely to be more limited for this year’s race, judging by his year-end financial report. We’ll know more once Congressional candidates have disclosed their fundraising and expenditures for the first quarter of 2016. Those reports are due on April 15; Bleeding Heartland will cover them shortly thereafter.

Donald Trump's "Make America great again" pales next to Ronald Reagan's

Donald Trump’s first television commercial grabbed attention for its unsubtle race-baiting on the topic of immigration. His latest commercial hits Ted Cruz as “pro-amnesty,” citing the Texas senator’s past support for legislation that would have provided legal status for some undocumented immigrants.

In between those spots, the Trump campaign released an ad that has been in heavy rotation on Iowa tv stations since January 15. “Our Country” hammers home Trump’s promise to “make America great again,” which inspired me to look back at how Ronald Reagan used the same words in one of his 1980 campaign commercials.

Trump has communication skills, but he’s not on Reagan’s level.

Comparing Bernie Sanders' "America" to Ronald Reagan's "Morning in America"

The best commercial of the 2016 presidential campaign started running on Friday. Set to the classic Simon and Garfunkel song “America,” the 60-second spot for Bernie Sanders evokes optimism and a sense of purpose. A dejected Hillary Clinton supporter told me a few days ago that this ad will win the Iowa caucuses for Sanders.

I don’t know about that, but “America” is so superb that I was inspired to compare its style and substance to one of the most famous presidential campaign ads of the 20th century. This 60-second spot for Ronald Reagan’s re-election campaign was originally called “Prouder, Stronger, Better” but is better-known as “Morning in America” because of its memorable opening metaphor: “It’s morning again in America.”

High points for Clinton and Sanders in the South Carolina Democratic debate

Hillary Clinton was solid and Bernie Sanders turned in his best debate performance yet in Charleston last night. Can anyone deny that Democratic National Committee leaders should have allowed more debates and scheduled them on nights when more voters would watch? The sometimes sharp exchanges between the front-runners probably didn’t change many Democratic minds, but Clinton and Sanders both delivered plenty of lines that should reinforce the inclinations of voters who are supporting them or leaning in that direction.

I suspect the following moments will particularly resonate with Iowa caucus-goers, based on my conversations with hundreds of Iowa Democrats and on how I’ve seen multiple crowds react to the candidates.

Cruz finally going after Trump as Iowa polls show tight race at the top

For months, Ted Cruz deliberately did not engage with Donald Trump, positioning himself well to inherit the support of voters who might lean toward the Republican front-runner. But since Cruz emerged as the primary threat to him in Iowa, Trump has hammered the Texas senator during his media appearances and at his campaign rallies. Trump has attacked on policy grounds (“Ted was in favor of amnesty”) and repeatedly raised doubts about whether Cruz, born in Canada to a U.S. citizen, is eligible to become president.

Over the last few days, Cruz finally started hitting back at Trump during public events and media availabilities. A poll in the field this week is testing numerous anti-Trump talking points with Iowa voters, and signs point to the Cruz campaign or an aligned group commissioning that survey. I enclose below Simpson College Professor Kedron Bardwell’s notes on the message-testing poll; look for Cruz to employ some of those lines during Thursday night’s presidential debate.

The Iowa Republican caucus polling average shows a tight race between the top two contenders here, with all other candidates well behind. But a closer look at the Iowa findings, particularly the latest from Selzer & Co for the Des Moines Register and Bloomberg News, suggests that Cruz could easily exceed his topline numbers on caucus night. Meanwhile, Trump seems more likely to underperform his polling numbers, hampered by a much less competent ground game.

White nationalist group to stop pro-Trump robocalls in Iowa

A white nationalist super-PAC is ending its telephone campaign to urge Iowa voters to support Donald Trump in the February 1 caucuses, William Johnson told Bleeding Heartland today. Johnson is both the treasurer of the American National Super-PAC and one of three speakers on the robocall, which went out this past weekend. Bleeding Heartland posted the audio and call script here.

Speaking by phone today, Johnson estimated that he had spent about $5,000 on the calls. He said the order was placed to reach some 300,000 households, starting with residents of smaller Iowa towns and building up to voters in larger cities. Johnson said the campaign targeted landlines only, in order to comply with the law. He indicated that his group will not continue to place these calls or any other pro-Trump robocall before the Iowa caucuses, saying, “I didn’t want this to be a big issue.”

Johnson declined to elaborate further. I interpreted his comment to mean he intended to encourage Iowans to caucus for Trump but did not want his own advocacy of white separatism to become a controversy distracting from that goal. I suspect the “big issue” was probably unavoidable, since I am not aware of any precedent for a white nationalist group making independent expenditures to promote a leading major-party presidential candidate among a wide audience. Then again, I have not seen the Des Moines Register or other mainstream Iowa media covering this story, so perhaps Johnson had grounds to hope the American National Super-PAC’s support for Trump could fly below the radar. UPDATE: Ed Tibbetts wrote up the calls for the Quad-City Times; the Cedar Rapids Gazette and Sioux City Journal picked up his piece.

I have not been able to confirm how much Johnson spent on the robocalls, because his super-PAC has not filed independent expenditure reports with the Federal Election Commission. Johnson’s understanding is that such disclosure is not required, he told me today. That may be accurate, assuming the super-PAC spent less than $10,000 cumulatively, as Johnson states, and the expenditure occurred before January 12.

300,000 robocalls seems like a very large number for a state with a population of around 3 million. A source with experience running statewide campaigns in Iowa told me the estimate sounded reasonable, adding that $5,000 would certainly cover calls to at least 160,000 households, depending on the vendor, service, and technology used.

Johnson and Reverend Ronald Tan, another speaker on the robocall, had recorded an hour-long radio program to advocate for Trump’s candidacy. The episode of “For God and Country” was to have aired six times between January 12 and 22 on Des Moines-based KPSZ Radio, also known as “Praise 940.” Johnson forwarded his e-mail correspondence with a sales representative for the Des Moines Radio Group, which shows the company approved the program and sent a contract to Johnson on January 7. Johnson returned the signed contract the following day, indicating that a check for $2,100 was in the mail. Also on January 8, the white nationalist American Freedom Party announced the robocall and radio persuasion campaign.

Shortly after 10 am on January 11, the same representative for the radio group e-mailed Johnson, “Unfortunately, we’ve been advised by our attorney NOT to run the For God & Country program on KPSZ. If/when we receive the check for payment, we will return it uncashed.” I was not able to obtain further details from the Des Moines Radio Group about the attorney’s legal reasoning. Johnson emphasized that the Des Moines Radio Group had listened to the show and approved the content before sending the contract.

Asked whether the pro-Trump radio program may air on another station before the caucuses, Johnson said he contacted all of Iowa’s Christian radio stations, some 40 by his estimate. He is still waiting to hear back from one, which has not ruled out running the program. Some stations did not respond or refused to sell air time, either because they do not run programming containing advertising or because they did not approve of the commercials embedded in “For God and Country.” One of the ads promotes a school run by Mormons, and another promotes the Daily Kenn website. That site describes itself as a “conservative web site with an emphasis on anti-racism,” “including anti-white racism.” Battling pervasive “cultural Marxism” in our society, writers for the Daily Kenn focus on “black-on-white crime,” among other “signature issues.”

I will update this post as needed with details on any Iowa broadcast of “For God and Country.” Asked whether the American National Super-PAC will spend money urging New Hampshire voters to support Trump, Johnson said he set aside money for New Hampshire but was not sure now if he would spend it.

P.S.- Johnson identified himself as a “farmer and white nationalist” on the robocall. He told me today that he grew up on a cotton farm in Arizona and currently owns a stone fruit farm in California.

White nationalists take pro-Trump campaign above ground in Iowa

For months, white supremacist groups have been promoting Donald Trump for president on neo-Nazi websites like The Daily Stormer. Evan Osnos wrote a detailed piece on the phenomenon for The New Yorker in August. If you doubt that neo-Nazi is an appropriate label for the movement, read some of the responses Anna Merlan received from Trump’s white nationalist fans after she published about the same topic at Jezebel.

What had been mostly a stealth campaign to build support for Trump went above ground this weekend with a wave of robocalls to potential Iowa caucus-goers, paid for by the American National Super-PAC. Talking Points Memo posted the audio yesterday. I enclose the same audio clip and my transcript below, thanks to John Deeth, who received the audio file from an Iowan on January 9.

A pro-Trump radio ad campaign paid for by the same white nationalists is set to air on Des Moines Radio Group’s KPSZ-AM from January 12 through January 22. In a January 8 press release, the American Freedom Party’s presidential candidate Bob Whitaker

stated that he did not feel that his campaign is undermined by William Johnson’s efforts. “Our campaign slogan is ‘Diversity is a Code Word for White Genocide.’ Donald Trump’s campaign may help remind Americans that all genocide, even against white people, is evil. My campaign is there to help keep the candidates on point regarding race in America.”

MONDAY AFTERNOON UPDATE: The Des Moines Radio Group ultimately declined to accept this ad placement. Scroll to the end for details.

Open Secrets does not yet have any donor information about the super-PAC, but in the call script, a man identifying himself as “William Johnson, a farmer and a white nationalist” says he paid for the robocalls. A statement of organization filed last week with the Federal Election Commission lists William Johnson as the super-PAC’s treasurer. No independent expenditure reports have been posted yet on the FEC’s website; those are supposed to be filed within 48 hours of an independent expenditure supporting or opposing a candidate. I will update this post if and when more details become available on how much money this PAC is spending to promote Trump’s candidacy. At this writing, I have not yet seen any comments from Trump or his campaign about the white nationalist effort to boost his support in the Iowa caucuses.

UPDATE: The Southern Poverty Law Center’s profile of the “uninspiring but determined white separatist” Johnson is worth reading in full. I’ve posted a few excerpts below. Although Johnson called himself a farmer on the robocall to Iowans, he spent a career as a corporate attorney.

As of Monday morning, Trump has still not commented on this story. He campaigned in Ottumwa on January 9.

Weekend open thread, with Christmas links

Merry Christmas to all in the Bleeding Heartland community who are celebrating today. After unseasonably warm weather for most of December, snow arrived in time to produce a white Christmas for many Iowans. We didn’t get enough accumulation for sledding in central Iowa, but the trees look lovely. This is an open thread: all topics welcome.

The Des Moines Register ran this version of the Christmas story from the New King James Bible on the front page of today’s Iowa Life section. The date that Jesus was born remains unknown; Andrew McGowan offers one historical perspective on how December 25 came to be celebrated as Christmas. Also unknown are the number of wise men (not identified as kings in scripture) who reportedly came to look for the baby just born. The nature of the star of Bethlehem has been a hot topic of debate among religious historians. Apparently it was not Venus, Halley’s comet, a supernova, a meteor, or Uranus. Kenneth Bailey’s discussion of the manger and the inn is worth a read. In his view, the birthplace of Jesus was likely a private home, which may have been in a cave.

After the jump I’ve enclosed the video of Mike Huckabee’s famous “floating cross” Christmas-themed television commercial, which aired soon after he became the Republican front-runner for the 2008 Iowa caucuses. When Huckabee launched his second presidential campaign, I didn’t see him winning the Iowa caucuses again, but I expected him to retain a solid chunk of social conservative supporters, having retained high name recognition as a Fox News network show for years. I never thought we’d see Huckabee languishing below 3 percent in the Iowa polling average, below 2 percent in the South Carolina polling average, off the stage for prime-time debates, and reducing staff salaries for lack of money.

My family doesn’t celebrate Christian holidays, but we did enjoy noodle kugel last night while listening to the Klezmonauts’ “Oy to the World,” the only Christmas music we own and to my knowledge, the only collection of Christmas songs done in the klezmer style. If you love “Jewish jazz” and holiday music, I also recommend the Klezmatics album “Woody Guthrie’s Happy Joyous Hanukkah.” It’s true, the legendary American folk singer wrote lots of Chanukah-themed lyrics. Members of the Klezmatics set Guthrie’s words to new music.

Final note: The peace wreath image at the top of this post originally appeared at the Paint Me Plaid website. The peace symbol first became popular in this country during protests against the Vietnam War, but like so many of our political traditions, it has roots in the United Kingdom–in this case, from the 1950s British anti-nuclear movement.

Iowa Senate district 30 preview: Jeff Danielson vs. Bonnie Sadler

A Republican challenger to three-term State Senator Jeff Danielson in Iowa Senate district 30 emerged last week. Bonnie Sadler is on Facebook here and on Twitter here. Danielson has a campaign website as well as a Facebook page and Twitter feed.

Danielson was the Iowa legislative incumbent re-elected by the narrowest margin in 2008, beating Walt Rogers by just 22 votes out of more than 32,000 cast. Although Danielson won his third term by a somewhat larger margin in 2012, Republicans are still likely to target this race as one of their top two or three pickup opportunities. The Republican State Leadership Committee has committed to play for the Iowa Senate majority in 2016. Democrats currently control the chamber by 26 votes to 24.

Drake Democratic debate highlights and discussion thread

The second Democratic presidential debate kicks off in a few minutes at Drake University’s Sheslow Auditorium. Why Democratic National Committee leaders scheduled this event on a Saturday night is beyond me; but then, their whole approach to debates this year has been idiotic. I wonder how many politically-engaged Iowans who would normally tune in for a debate will watch the Iowa Hawkeyes football game against Minnesota tonight.

I’m not a fan of curtain-raisers such as lists of “things to watch for” or mistakes candidates might make. I will update this post later with thoughts on each contender’s performance.

Any comments about tonight’s debate or the Democratic presidential race generally are welcome in this thread. I enclose below the latest commercials Hillary Clinton and Bernie Sanders have been running in Iowa. The new 30-second Sanders spot mostly uses images and phrases pulled from his strong introductory commercial. Clinton’s ad-maker this year is putting out much better material than I remember from her 2007 Iowa caucus campaign. To my knowledge, Martin O’Malley has not aired any television commercials in Iowa yet, but the Generation Forward super-PAC has run at least one spot promoting his candidacy, which Bleeding Heartland posted here.
