Iowa Senate Minority Leader Paul McKinley announced yesterday that he will not seek re-election in 2012 and will step down as leader of his party’s caucus when Senate Republicans meet in Des Moines on November 10. After the jump I’ve posted background on the drive to oust McKinley and thoughts about which Senate Republican will take his place next week.

McKinley’s retirement leaves Republicans without an obvious candidate in the new Senate district 14, which should be competitive in 2012. A map of this swing district is also below.

The early voting numbers appear quite promising for Democratic candidate Liz Mathis. As of 2 November, the Democrats have exceeded their 2010 general election return total, while the Republican ballot requests (thus far) fall short of 2010 early voting, with a substantially larger lag in returns.

Democrat Liz Mathis continues to hold a significant lead in Iowa Senate district 18 early voting, judging from the latest absentee ballot numbers from the Linn County Auditor’s Elections Office.

Senator Tom Harkin and Representative Bruce Braley introduced legislation today that would levy a small tax on “most non-consumer financial trading including stocks, bonds and other debts,” as well as “all derivative contracts, options, puts, forward contracts, swaps and other complex instruments.”  

The public policy organization representing the Catholic Church in Iowa released its list of 2012 legislative priorities this week, along with a statement on “Labor and the Common Good.”

Governor Terry Branstad promised during last year’s campaign to transform the Iowa Department of Economic Development into a public-private partnership. Yesterday he named 18 leaders of Iowa companies to two new state economic development boards.

Absentee ballot requests and returns continue to favor Democrat Liz Mathis over Cindy Golding, her Republican opponent in the Iowa Senate district 18 special election.

The latest numbers from the Linn County Auditor’s Elections office are after the jump, along with recent comments about marriage equality by the Senate district 18 candidates.

Three-term Representative Bruce Braley has three potential Republican challengers for 2012, but a different adversary has been the Democrat’s prime target in public statements and many appearances around Iowa’s new first Congressional district.

Braley’s top punching bag of late has been the proposed restructuring of the U.S. Postal Service. The plan could close 178 mostly rural post offices in Iowa, many of them in the new IA-01. Braley has warned that shuttering post offices would hurt local economies. As a member of the House Veterans Affairs Committee, he has also highlighted the impact of post office closures on veterans and deployed military personnel.

This Halloween weekend seemed like a good time to highlight some tricks and treats from the news headlines.

Two men from Delaware County, Dan Zumbach and Brian Cook, have declared their intention to seek the Republican nomination in the new Iowa Senate district 48. Their plans indicate that a competitive GOP primary will determine Democrat Nate Willems’ opponent whether or not Cindy Golding of Linn County follows through on her plans to run in Senate district 48 next year as well. Golding is the GOP nominee for the November 8 special election in Iowa Senate district 18.

Ten years ago today, President George W. Bush signed a bill called the “United and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism,” better known as the PATRIOT Act. It’s a good time to reflect on the law’s impact as well as how the Iowans in Congress voted on its provisions over the last decade.

The Crossroads GPS group headed by former George W. Bush spinmaster Karl Rove is spending $160,000 to run a new commercial about Representative Leonard Boswell on television stations in Des Moines and Omaha. Those media markets reach most residents of Iowa’s new third Congressional district, where Boswell will face Republican Representative Tom Latham in 2012.

Like the first commercial Rove’s group ran against Boswell this summer, the new ad is dominated by boilerplate conservative talking points against House Democrats. The transcript and analysis are after the jump.

Two weeks before the special election in Iowa Senate district 18, the number of absentee ballots requested and returned favored Democratic candidate Liz Mathis over Republican Cindy Golding by a two to one margin. Details are after the jump, along with other recent news about the race.

President Barack Obama went to Las Vegas yesterday to unveil his administration’s latest proposal to help homeowners facing possible foreclosure. About a quarter of all U.S. homeowners are “underwater,” which means their homes are not worth as much as they owe on their mortgages. Nevada has an extremely high foreclosure rate and suffered one of the worst boom-bust cycles in the housing market. It’s also a swing state in presidential elections, which made it a perfect venue for Obama yesterday. I wish his team were putting as much effort into crafting a housing policy that would help people.

Dubuque businessman Rod Blum will formally announce today that he is seeking the Republican nomination in the first Congressional district. Blum considered running against Democrat Bruce Braley during the last election cycle, and I suspect he would have had a much better chance of winning the primary and general elections in 2010.

The 10th Circuit Court of Appeals on Friday upheld the Clinton administration’s “roadless rule” affecting more than 50 million acres of National Forest lands. The decision overturned a 2008 ruling by a federal court in Wyoming, which had blocked enforcement of the rule.  

The Republican Party of Iowa’s move to set the Iowa caucuses for Tuesday, January 3, cleared the way for news organizations to decide when and where to hold the last few presidential debates in Iowa. Invited candidates will debate three times in nine days during mid-December. Details on dates, locations and sponsoring organizations are after the jump. Because more than two weeks of holiday season festivities will separate these debates from the Iowa caucuses, a strong performance or gaffe may not be make or break for the presidential hopefuls.
