President Barack Obama talks about intervening to save the U.S. auto industry in his re-election campaign’s latest television commercial, now on the air in Ohio and Iowa. I’ve posted the video and transcript of the 30-second spot below.

Beef Products, Inc. announced yesterday that it will permanently close three factories in Waterloo, Iowa, Amarillo, Texas and Garden City, Kansas. BPI suspended operations at those plants in March, following public controversy over lean finely textured beef, which detractors call “pink slime.” The Waterloo facility employed 200 people, who will be jobless effective May 25.

Comments from Governor Terry Branstad, Senator Chuck Grassley, and Representative Bruce Braley are after the jump. Branstad and Grassley criticized what they have called a “smear campaign” against lean finely textured beef. Braley, who previously called for a Congressional investigation into media claims about the product, expressed regret that “the facts have been lost in the furor” over lean finely textured beef.

President Barack Obama’s campaign launched a new television commercial today in nine swing states, including Iowa. The 60-second spot and annotated transcript are after the jump. This commercial focuses on how the president dealt with the challenges facing him when he took office. Unlike the Obama campaign’s last tv ad, this one does not mention his Republican opponent, Mitt Romney.

President Barack Obama’s re-election campaign is launching a new television commercial today in Iowa, Virginia, and Ohio. The spot responds to a negative ad by the 501(c)4 group Americans for Prosperity, pivoting to an attack on future Republican nominee Mitt Romney. After the jump I’ve posted video clips and transcripts of those commercials and the latest anti-Obama ad from the 501(c)4 group American Future Fund.

The U.S. House approved a bill yesterday to cut taxes by 20 percent for one year for companies with fewer than 500 employees. All the Iowans present voted for the legislation: Republicans Tom Latham (IA-04) and Steve King (IA-05) and Democrats Dave Loebsack (IA-02) and Leonard Boswell (IA-03). Bruce Braley (IA-01) was absent. His staff have not responded to my request for comment on how he would have voted.

The roll call shows that only 18 House Democrats supported this bill. Once again, Progressive Caucus member Loebsack joined Republicans and a small group of primarily Blue Dog Democrats. Bleeding Heartland has discussed this pattern in the context of Loebsack’s votes for a balanced budget constitutional amendment, to block non-existent EPA regulations on farm dust, to make it more difficult for the federal government to regulate small business, and to extend a pay freeze for mostly middle-class federal workers.

Approximately 44 percent of Iowa workers earning less than $10 per hour have at least some college education, according to data compiled by Janelle Jones and John Schmitt of the Center for Economic Policy Research.  

I try to ignore the bogus controversies and fake outrage that dominate cable television news coverage, but the big to-do over Hilary Rosen saying Ann Romney “never worked a day in her life” is on my mind this weekend.

The USDA has decided in its infinite wisdom, despite pink slime and a few other debacles of the food industry, to test a program allowing chicken companies to check their own livestock and decide whether or not the chickens are safe to eat.

Competing rallies about lean finely textured beef took place on the Iowa State University campus yesterday. Governor Terry Branstad, Lieutenant Governor Kim Reynolds, and Representative Steve King were among the speakers at a rally supporting continued use of the additive used in some ground beef. Before that event, some family farmers joined activists at a rally to “to protest the collusion between industrial meat production and our political system.”

The Iowa Senate approved a broad education reform bill yesterday on a party-line vote of 26 to 24. Details on Senate File 2284 and the floor debate in the upper chamber are after the jump.

I’ve also included the latest news on efforts to stop Iowa school districts from starting the academic year before September 1. If state lawmakers don’t act on that proposal, Governor Terry Branstad may try to force the issue.

A conference committee of Iowa House and Senate members has yet to determine whether the Iowa legislature will allocate $5 million over two years to rebuild the dam at Lake Delhi in Delaware County. However, it’s already clear that more worthwhile lake restoration projects in Iowa will go without funding next year thanks to money set aside to rebuild the Delhi dam.

A U.S. District Court judge in Sioux City dismissed a lawsuit challenging a federal rule banning interstate sales of raw milk. However, the verdict contained a silver lining for Iowans who want to buy and drink this unpasteurized product.  

Recreation on Iowa rivers generates enough economic activity to support about 6,350 jobs, according to a new study by Iowa State University’s Center for Agricultural and Rural Development.

Unfortunately, a new report by Environment Iowa indicates that this state’s rivers are among the country’s most polluted waterways.

I’m catching up on two stories I didn’t have time to write about during the past week: President Barack Obama’s choice of Jim Yong Kim to be next president of the World Bank, and Vice President Joe Biden’s March 28 visits to Davenport and Sioux City. Kim was born in South Korea but grew up in Muscatine, where his family moved when he was five years old. More clips about Kim and Biden’s latest Iowa trip are after the jump.

Sad news from the south side of Des Moines: Cha Cha, the male lion at the Blank Park Zoo, was euthanized this week after being diagnosed with inoperable liver cancer. He was 16 years old.

Iowa politicians from both parties are speaking out today in defense of finely textured beef product, now commonly known as “pink slime.” The U.S. Department of Agriculture announced earlier this month that it will give schools the option of buying ground beef that does not contain the product. Several grocery store chains have recently announced that they will stop carrying ground beef containing the product, prompting Beef Products Inc. to suspend production of finely textured beef product at three plants for 60 days. One of the closed plants is in Waterloo. BPI is leaving its plant in South Sioux City, Nebraska running for now.

Iowa political reaction to the controversy is after the jump.

Democrats Bruce Braley (IA-01), Dave Loebsack (IA-02), and Leonard Boswell (IA-03) joined Republicans Tom Latham (IA-04) and Steve King (IA-05) in voting yesterday for the Senate version of a bill designed to help small business start-ups. The five representatives all supported the original version of the bill earlier this month. Republican Chuck Grassley also voted for the bill when it came before the Senate last week, but Democrat Tom Harkin opposed it over concerns it would further deregulate Wall Street and undermine investor protections. After yesterday’s vote, Braley hailed the bipartisan action to “reduce small business restrictions,” while Loebsack highlighted provisions he advocated to promote small businesses owned by womens, veterans, and minorities. I enclose those statements at the end of this post.

Also on March 27, the U.S. House approved a bill designed to weaken the Federal Communications Commission’s ability to regulate. Iowans split on party lines. Follow me after the jump for details on that bill and various amendments debated on the House floor yesterday.

Yesterday the U.S. Senate approved an amended version of the Jumpstart Our Business Startups (JOBS) Act, which is supposed to make it easier for entrepreneurs to start small companies. All five Iowans in the U.S. House voted for this bill two weeks ago, but Iowa’s senators split on party lines.  

The Iowa Senate voted to confirm former Senator Swati Dandekar to the Iowa Utilities Board this evening by 43 votes to 6 (pdf).  

The U.S. House approved the Jumpstart Our Business Startups (JOBS) Act today by an overwhelming majority. All five Iowans were among the 390 votes for passage (roll call). Details on the legislation are below.

UPDATE: The Democratic Congressional Campaign Committee is hammering House Republicans for keeping certain amendments out of the otherwise bipartisan JOBS Act. I’ve enclosed DCCC press releases naming Tom Latham and Steve King below.

Des Moines was second only to Washington, DC in the latest Forbes magazine report on the best cities for high-paying jobs.

Christie Vilsack toured Iowa’s new fourth Congressional district late last week to roll out an energy plan “geared towards bringing a new prosperity to Iowa’s small cities and rural communities by creating layers of economic opportunity.”

The five-point plan is more of a political statement than a detailed policy document. Like some of Vilsack’s previous proposals, it embraces some Republican talking points.

Upon closer examination, the energy plan looks like two parts bipartisan no-brainers, two parts conservative buzzwords, and one part fairy dust.

The number of Iowa children living in neighborhoods of concentrated poverty more than doubled over the last decade, according to a new report.

President Barack Obama released his draft budget for the 2013 fiscal year yesterday. Details on the president’s proposed spending and tax rates are after the jump, along with reaction from the Iowans in Congress and some of their challengers.  

Iowa Attorney General Tom Miller announced yesterday “a landmark $25 billion national joint federal-state accord over mortgage foreclosure abuses and fraud, and unacceptable nationwide mortgage servicing practices.” My gut says this deal lets lenders off too easily and will do virtually nothing for most foreclosure fraud victims. A $2,000 check isn’t much for people who wrongfully lost their homes, and the amount earmarked for principal reductions would rescue only a tiny fraction of “underwater” borrowers.

Anyone else in the Bleeding Heartland community not planning to watch the Superbowl tonight?

Jobs are on my mind this weekend. On Friday the Bureau of Labor Statistics released some encouraging employment numbers. On the same day, news broke about proposed Air Force cuts that could eliminate around 500 jobs in the Des Moines area.  

Yesterday the U.S. House approved a bill to require additional Congressional Budget Office analysis on legislation with a large price tag. The concept is intended to reduce the apparent cost of tax cuts to the federal budget. Iowa’s representatives split on party lines over this bill and proposed amendments, including one offered by Democrat Leonard Boswell (IA-03).

Iowa Rivers Revival announced today that Charles City won its 2011 “Iowa River Town of the Year” award. The non-profit organization, created to advocate for protecting Iowa rivers and streams, honored the Floyd County seat because city leaders “responded to record floods in 1999 and 2008 by embracing the Cedar River with new ideas and bold projects, such as transforming a low-head dam into Iowa’s first whitewater kayak course and installing the state’s largest permeable paving system.” A press release describing Charles City’s river projects in more detail is after the jump. Iowa Senate Ways and Means Committee Chair Joe Bolkcom took to the Senate floor today with a clear message for Iowa House Republicans and Governor Terry Branstad: “no tax cut will pass the Senate Ways and Means Committee” until an expansion of Iowa’s earned income tax credit has been signed into law.

On Saturday night the Des Moines Register announced the major stops on the 2012 Register’s Annual Great Bike Ride Across Iowa (RAGBRAI). The 471-mile ride will start in Sioux Center on July 21 and end in Clinton on July 28.

Overnight stops are after the jump, along with findings from a new study on the economic impacts of recreational bicycling for Iowa.

Yesterday U.S. Secretary of Defense Leon Panetta revealed some proposed cuts to the military budget, part of a plan to save $487 billion over the next decade. Click here or here for details on the reductions, which will slow the rate of growth in defense spending but are far from the “massive cuts” opponents decry.

Representatives Bruce Braley (IA-01) and Dave Loebsack (IA-02) responded to yesterday’s news by promising to fight for defense-related jobs at the Rock Island Arsenal, a major employer in the Quad Cities area.

President Barack Obama hits the road today through Friday to promote proposals from last night’s State of the Union address. Cedar Rapids is the first stop on his itinerary, which also includes Phoenix, Las Vegas, Denver, and Detroit. All cities are in states Obama hopes to win or at least put in play this November.

Several environmental groups are mobilizing against $5 million in proposed state funding to rebuild the Lake Delhi dam on the Maquoketa River in Delaware County.

A new report underscores how badly Iowa lawmakers screwed up when they missed the chance in 2010 to enact reasonable regulations on “legalized usury,” more commonly known as payday lending.

Last week the Des Moines-based Child & Family Policy Center released “Iowa Kids Count 2010: Trends in the Well-Being of Iowa Children.” Highlights from the report are after the jump. While several indicators showed improvement in children’s health between 2000 and 2010, the economic circumstances of Iowa children and families deteriorated significantly.

Jon Huntsman’s exit from the presidential race leaves five Republican candidates taking the stage tonight for a Fox News debate, co-sponsored by the Wall Street Journal and the South Carolina GOP.

I will update this post later with highlights. I don’t expect Newt Gingrich, Ron Paul, Rick Perry or Rick Santorum to do any real damage to Mitt Romney. Any comments about this debate or the GOP primary campaign are welcome in this thread.

Governor Terry Branstad delivers his “Condition of the State” address to the Iowa House and Senate this morning. Iowa Public Television will livestream the speech here, and I’ll update this post later with highlights. The governor’s commercial property tax reform plan will be a centerpiece of the address. As part of that plan, Branstad indicated yesterday that he will seek unprecedented limits on local government taxing authority in Iowa.

UPDATE: A few details from the governor’s proposed budget are now below, along with some reaction from Democratic lawmakers. Branstad is asking for a significant spending increase in the 2013 fiscal year.

The Bureau of Labor Statistics released new employment figures yesterday, showing nonfarm payroll employment up by 200,000 in December 2011, and the unemployment rate down slightly to 8.5 percent. Several members of Congress from Iowa cited the news a Their statements are after the jump.

I’ve also enclosed reaction from U.S. Senators Chuck Grassley and Tom Harkin to President Barack Obama’s recess appointments of Richard Cordray to head the Consumer Financial Protection Bureau and three members of the National Labor Relations Board. While Harkin welcomed Cordray’s appointment, Grassley slammed the president for “upending years of Senate practice and legal precedent.” Grassley was among Senate Republicans who filibustered Cordray’s confirmation last month.
