State Senator Tom Courtney has asked newly appointed Iowa State Auditor Mary Mosiman to conduct “a special audit of the use of HAVA (Help America Vote Act) funds by Secretary of State Matt Schultz.” Courtney has been a leading critic of Schultz’s policies to combat alleged voter fraud. He previously asked State Auditor David Vaudt and the federal Office of Inspector General to look into Schultz’s use of HAVA funds to pay for criminal investigations. Courtney points out that federal funding is intended for “educating voters concerning voting procedures, voting rights and voting technology.”

An Iowa Senate press release containing background on Courtney’s request is after the jump, along with the full text of Courtney’s letter to Mosiman. She would presumably have to assign a different staff member of the Auditor’s office to conduct any inquiry, since she’s worked for Schultz for more than two years, running the Secretary of State’s Office elections division. Mosiman has publicly defended Schultz’s policies on alleged voter fraud, including photo ID requirements that most Iowa county auditors oppose.

The criminal investigations have so far uncovered a few allegedly improper voter registrations by ex-felons and a few instances of non-citizens allegedly registering to vote or casting ballots in local or state elections. To my knowledge, those charges have not led to any convictions yet. Three cases of alleged wrongful voting by non-citizens were dropped in March because the investigating DCI agent was called up for active military duty.

Governor Terry Branstad announced this morning that Mary Mosiman will be Iowa’s new state auditor. She replaces David Vaudt, who resigned last month to become chairman of the Governmental Accounting Standards Board.

Mosiman served as Story County Auditor for ten years before Matt Schultz hired her to run the elections division of the Iowa Secretary of State’s office. She is a certified public accountant, which Branstad said was a “major requirement” as he searched for Vaudt’s successor.

After the jump I’ve posted the governor’s press release, containing more background on Mosiman. She will serve as auditor until after next year’s elections. I assume she will become the Republican nominee for state auditor in 2014 as well. I have not heard yet about any Democrat planning to run for that office. Iowa Democrats did not field a candidate against Vaudt in 2006. Jon Murphy launched his 2010 campaign less than five months before the general election.

Speaking of Rand, did you know that he was never board-certified? I learned that recently from an ophthalmologist and eye surgeon. After I mentioned that Iowa Department of Public Health Director Mariannette Miller-Meeks is also an ophthalmologist, she looked up Miller-Meeks in the academy database and commented, “She’s well-trained.” Miller-Meeks did her residency at the University of Iowa and a fellowship at the University of Michigan. She is board-certified and was re-certified about ten years ago.

The Iowa legislature’s 2013 session is already in overtime, and the standoff over whether to expand Medicaid is one of the last obstacles to adjournment. A conference committee including five lawmakers from each party has been seeking middle ground between Medicaid expansion, a priority for the 26 Senate Democrats, and the “Healthy Iowa Plan” that barely cleared the Iowa House but failed in the Senate.

This week Senate Democrats offered another gesture toward the Republican desire for low-income Iowans to have more “skin in the game” when they obtain health insurance coverage.

Meanwhile, three major advocacy groups stepped up their efforts to persuade lawmakers that the Healthy Iowa Plan offers inferior access for patients while incurring substantially higher property tax costs.

Finally, a coalition of progressive organizations announced that it will run a television commercial this Sunday targeting GOP State Representative Dave Heaton, the weakest link among House Republicans trying to pass Governor Terry Branstad’s alternative plan. Details on all those developments are after the jump.

The Third Congressional District already has a fine, grassroots Democrat running against Tom Latham in 2014. His name is Gabriel De la Cerda. He offers voters in the Third Congressional District of Iowa something they currently do not have. A Congressman who is beholden to them, not the Republican leadership in Washington and a Congressman that truly understands the problems working Iowans face because he is right there with you facing them daily.

Former State Senator Swati Dandekar confirmed today that she is considering a campaign in Iowa’s open first Congressional district. State Senator Wally Horn of Cedar Rapids and Tina Patterson of Marion will co-chair her exploratory committee. Dandekar expects to decide this summer whether to run for Congress. In the meantime, she will continue serving on the Iowa Utilities Board but will “not participate in decisions of any contested matters before the board.”

Bleeding Heartland discussed Dandekar’s potential strengths and weaknesses as a candidate here. I remain skeptical that she would win a Democratic primary, because of her legislative voting record and her decision to put the Iowa Senate majority in jeopardy in 2011, when she accepted Governor Terry Branstad’s appointment to the Iowa Utilities Board. Dandekar emphasized in a statement today, ” I know it is important to the people living in Northeast Iowa to continue the strong representation established by Congressman Bruce Braley. We must keep this seat in Democratic hands.”  

So far State Representative Pat Murphy is the only declared Democratic candidate in IA-01. Any comments about this race are welcome in this thread.

Nice scoop by the Des Moines Register’s Jason Noble yesterday: Mark Jacobs, the former president and CEO of Reliant Energy in Texas, may seek the Republican nomination for U.S. Senate in Iowa. Jacobs moved to West Des Moines last year and recently founded an education reform advocacy group called Reaching Higher Iowa.

I’ve posted Jacobs’ short bio after the jump, along with initial thoughts on his strengths and weaknesses as a candidate.

CORRECTION: The Register’s Jennifer Jacobs was the first to report yesterday that Mark Jacobs might be a Senate candidate. In addition to other potential candidates Bleeding Heartland has discussed before (Matt Whitaker, Matt Schultz, A.J. Spiker, Joni Ernst, Rod Roberts, Bob Vander Plaats, and David Young), her piece also mentioned West Des Moines Mayor Steve Gaer, orthopedic surgeon Stuart Weinstein, McDonald’s franchise owner Kevin O’Brien, and business owner Ron Langston, who served “as national director of the U.S. Department of Commerce’s Minority Business Development Agency under President George W. Bush.”

SECOND CORRECTION: I missed that The Iowa Republican speculated about Jacobs as a Senate candidate a couple of weeks ago.  

One of the ten closest Iowa legislative races last year was in House district 68, where Democrat Daniel Lundby defeated two-term State Representative Nick Wagner by 117 votes, 50.3 percent to 49.6 percent. I’ve been expecting Wagner to attempt a political comeback in 2014, as Governor Terry Branstad recently withdrew his nomination to serve on the Iowa Utilities Board.

If Wagner attempts to return to the statehouse, he will need to get through a GOP primary first, because yesterday Ken Rizer announced his campaign in House district 68. I’ve posted background on Rizer and Lundby after the jump, along with a district map and the latest voter registration totals.

I’m happy to report that last week’s light blanket of snow does not appear to have harmed most of the spring wildflowers in central Iowa. Since the snow melted over the weekend, I’ve seen blooms and buds on many wildflowers while walking or bicycling in the Des Moines area. You can find a lot of spring beauties along the Clive Greenbelt trail and Sweet William (phlox) along the Sycamore trail, which connects the Inter-Urban trail with the Neal Smith trail by Saylorville. I wonder whether the frost short-circuited the dogtooth violets, though, because so many leaves were out before the snow, yet I’ve hardly found any blossoms since then.

This week’s featured flower is toothwort, a common woodland flower across Iowa and most of North America east of the Rocky Mountains. A few photos are after the jump, along with a bonus shot of wild geranium leaves. If you find those, come back a few weeks later to spot a very pretty woodland flower.

Factory farm advocates failed in 2009 to circumvent the Iowa DNR’s rulemaking on applying manure over frozen and snow-covered ground. Then they failed in 2010 to win passage of a bill designed to weaken Iowa’s newly-adopted regulations on manure storage and application.

But this year, the Iowa Pork Producers Association succeeded in convincing state lawmakers to relax requirements for CAFO operators to be able to store their own manure properly. All they had to do was dress up their effort as an attempt to help families with aspiring young farmers.

While politics-watchers across the country were focused on creepy adulterer Mark Sanford’s victory in the special election to represent South Carolina’s first Congressional district, two important local elections took place in Iowa yesterday.

Warren County voters overwhelmingly rejected a proposed casino for Norwalk (just south of Des Moines). A simple majority was needed to approve the gambling referendum, but “no” carried the day with 60 percent support, 6,545 votes to 4,327. Click here (pdf) for unofficial precinct-level results. I know many Democrats backed the Norwalk casino, and local officials said it would help create jobs and reverse some of the economic “drain” from Warren County to Polk County. If I lived in Warren County, I would have voted no for the same reasons discussed in this post on the proposed Cedar Rapids casino. After the jump I’ve posted excerpts from a compelling commentary by Tom Coates, president of Consumer Credit of Des Moines. Meta observation: this will probably be the only time Bleeding Heartland ever links approvingly to the FAMiLY Leader’s website.

Johnson County voters rejected a proposed bond issue to build a new justice center. The proposal was revised somewhat after the previous referendum failed in November 2012. Although a 54 percent majority voted yes yesterday, a 60 percent super-majority is needed for bond issues to pass. Unofficial precinct-level results show 7,394 yes votes to 6,226 no. Percentage-wise, that’s a bigger loss for the yes camp than the last referendum (when 56 percent voted yes), even though some prominent voices flipped from “no” to “yes” this time around. The total number of votes cast was nearly four times times higher last November, when the justice center was on the presidential election ballot.

John Deeth has blogged extensively on this issue, and I think he made a compelling case for the justice center. Preventing Johnson County from building an adequate facility to house accused criminals is not an effective way to protest Iowa City police practices. There were strange bedfellows in the “no” camp: “People’s Republic” lefties and self-styled taxpayer advocacy groups. But I suppose that’s no more strange than the FAMiLY Leader and I agreeing on the Warren County gambling referendum.

Any relevant thoughts are welcome in this thread. For what it’s worth, I don’t believe the Iowa Racing and Gaming Commission would have approved a casino license for Norwalk. The project would have drawn most of its business from the customer base for existing casinos in Altoona and Osceola.

Governor Terry Branstad has created a new position at the Iowa Veterans Home in Marshalltown for retired Brig. Gen. Jodi Tymeson, a former state legislator who currently directs the Iowa Department of Veterans Affairs.

Strangely, the governor and his staff deny having any concerns about the leadership of Iowa Veterans Home Commandant David Worley.

Appearing on Simon Conway’s WHO radio program this afternoon, former U.S. Attorney Matt Whitaker announced that he is “taking steps to run” for Iowa’s open U.S. Senate seat. You can listen to the podcast here. Whitaker plans to file paperwork with the Federal Election Commission this week and formally launch his campaign at a public event on June 3. His Senate campaign website is under construction. The Iowa Democratic Party is already poking fun at Whitaker’s first legislative proposal.

Also, today, Lieutenant Governor Kim Reynolds told journalists that she has encouraged State Senator Joni Ernst to run for the U.S. Senate. You can listen to the audio at Radio Iowa, beginning several minutes into the clip. Reynolds said that she had encouraged Ernst to run for Montgomery County auditor nearly 10 years ago, and to run in the Iowa Senate special election to replace Reynolds.

At this point, I’ll be surprised if Ernst decides against running. Sean Sullivan reported at the Washington Post’s blog today that her “stock is high among Republican Gov. Terry Branstad’s allies.” Sullivan noticed an approving tweet about Ernst from Brad Dayspring of the National Republican Senatorial Committee, though that’s far from a formal endorsement.

Ernst has little fundraising experience, but if Branstad activates his donor network, she could raise a lot of money for a Senate campaign. By the same token, Whitaker has strong fundraising potential even though he’s never been a candidate for office before. CORRECTION: I forgot that Whitaker ran for state treasurer in 2002. Iowa Secretary of State Matt Schultz would almost certainly be at a financial disadvantage in the Republican primary compared to Whitaker and Ernst, if he goes for Senate rather than for re-election to his current office. Then again, he is probably better known among the Iowa GOP base, which loves his drive for voter ID laws.

The more I think about Steve King’s Friday night announcement that he will not run for U.S. Senate in 2014, the more I suspect that someone rushed him into that decision.

In a decision announced on Friday, the Iowa Supreme Court ruled that it is unconstitutional for the Iowa Department of Public Health to refuse to list a non-birthing lesbian spouse on a child’s birth certificate. Details on this nearly unanimous ruling are after the jump. I was intrigued by how Governor Terry Branstad’s three appointees from 2011 handled this case.

Representative Steve King announced on twitter Friday night, “I will not run for Senate in 2014. A Senate race takes me out of urgent battles in Congress that can’t wait until 2015. Many thanks to all.”

Those battles include immigration reform, where King is a leading voice House Republican voice against any path to legal residency or citizenship. He has also pledged to block the implementation of the 2010 health care reform law.

King’s decision should not surprise anyone. He could not win a statewide election for any office in Iowa. I believe that if his internal polling showed the “path to victory” he claimed to see, he would be in the Senate race already. In contrast, he is favored to hold the Republican-leaning fourth Congressional district for the next decade. His likely Democratic opponent Jim Mowrer will face a steep uphill battle.

Yesterday President Barack Obama nominated Penny Pritzker as Secretary of Commerce and Mike Froman as U.S. trade representative. You can read the president’s spin on Pritzker’s “distinguished” business leadership here.

Although this nomination has been expected for months, it still sends an unfortunate message. Pritzker was one of the largest bundlers for Obama’s re-election campaign and one of the largest donors to his inaugural festivities, so the president has overlooked union-busting by her family’s Hyatt Hotel chain, as well as her union-busting as a member of the Chicago Board of Education, her aggressive use of legal means to avoid taxes on her massive wealth, and her role in managing a subprime lender (hat tip to Susie Madrak). Organized labor groups will be furious.

Pritzker will probably sail through the Senate confirmation process. Too bad the president didn’t hold back this nomination until Senate votes on his other cabinet appointees. I would hate to see corporate interest groups tank Gina McCarthy, Obama’s excellent choice to head the Environmental Protection Agency.

Iowa Secretary of Agriculture Bill Northey announced on twitter this morning, “I have decided not to run for US #Senate. Thx for many kind, encouraging words. Hoping Congr King runs. Other good R candidates as well.”

That’s bad news for State Representative Pat Grassley, rumored to be interested in the secretary of agriculture job if Northey had run for Senate.

Thousands of Democrats share Northey’s hope that Representative Steve King will run, but it’s not going to happen. Really. I got a kick out of his comments yesterday, though.

“There’s a lot of support to do this, and I just don’t know the answer. And I’m embarrassed that I don’t know the answer,” he said with a laugh.  He said he doesn’t know when he’ll make a decision.

He said he never expected to still be undecided in May. “Things are stacking up on me so fast,  I hardly have time to deal with the issue,” the Kiron Republican said.  He cited events pending in Congress, especially the farm bill and the immigration issue.

If I compiled a list of things Steve King should be embarrassed about, being late to decide on the Senate race wouldn’t make the top 20.

Matt Whitaker seems poised to launch a Senate campaign soon. Other Republicans considering the race include State Senator Joni Ernst, Iowa Secretary of State Matt Schultz, Chuck Grassley’s chief of staff David Young, and former State Representative Rod Roberts.

I’ve been watching for signs that Republican State Senator Sandy Greiner might retire rather than run for re-election in 2014. Although she has more legislative experience than most of her GOP colleagues and was an early backer of Bill Dix’s effort to become minority leader, she didn’t join the Republican leadership team after Dix became head of the caucus last November.

If Greiner seeks another term in the Iowa Senate, I believe she would be favored to hold what looks like a swing district on paper. But in the last few days I’ve been wondering whether she might run into trouble during a Republican primary. I’ve posted some thoughts on this scenario after the jump, along with a map and the latest voter registration totals from Senate district 39.

I had planned to relaunch Bleeding Heartland’s weekly wildflower posts in late March, but Iowa’s native plants are way behind schedule during this year’s ridiculously cold spring. Even a week ago, the only wildflowers blooming in my corner of the word were bloodroot and dandelions. Just in the past few days, we’ve noticed the first spring beauties, Dutchman’s breeches, and dogtooth violets. My goal for this year is to focus on species I didn’t feature in 2012.

This week’s installment is rue anemone, an early spring woodland flower with unusual features. Its leaves start out brown before turning green, its blossoms have no petals, and it blooms for quite a long time. Photos are after the jump.
