All signs point toward U.S. Senator Tom Harkin seeking a sixth term in 2014. He loves his policy work and even passed up a chance to chair the Senate Appropriations Committee in order to continue as head of the Health, Education, Labor & Pensions Committee. In a December 27 e-mail blast from his campaign committee, Harkin indicated that he will “never stop” fighting for the middle class, even though certain “special interests” would love to send him “into early retirement.” Citizens for Harkin finance director Jeremy Gold sent out another fundraising e-mail on December 29, including phrases like “We don’t know for sure who will challenge Tom” and “Republicans are already lining up to challenge Tom.”

I don’t know about Republicans “lining up” to run against Harkin. Early handicappers inside the beltway consider this race a “likely Democrat” hold, and I agree for reasons Bleeding Heartland discussed here. Iowa’s ambitious Secretary of State Matt Schultz already took himself out of contention as a challenger to Harkin in 2014. I would be shocked if either U.S. Representative Tom Latham (IA-03 in the new Congress) or Steve King (IA-04) gave up a safe House seat to be a long-shot in a statewide race. Public Policy Polling found Harkin leading both Latham and King in an October 2011 survey. A poll by the same firm last month found Harkin leading a generic Republican opponent by 48 percent to 40 percent.

Any speculation about Harkin’s re-election campaign is welcome in this thread.

Judging from this thread, Bleeding Heartland readers are interested in scenario spinning about the 2014 Iowa gubernatorial election. Former Governor Chet Culver is among several Democrats considering the race. I’ve posted a few thoughts about that prospect after the jump.

UPDATE: Dave Wasserman continues to update presidential election popular vote totals on this spreadsheet. As of December 29, Barack Obama has exceeded 51 percent of the popular vote and is nearly 5 million votes ahead of Mitt Romney: 65,892,366 votes to 60,926,847 votes.

The U.S. Senate voted today to extend the Foreign Intelligence Surveillance Act (FISA) for five more years, allowing “electronic eavesdropping” without a warrant to continue in the U.S. and abroad. President Barack Obama (who at one time opposed the Bush administration’s warrantless wiretapping policy) will sign the bill sometime before the end of December 31. When the U.S. House approved this bill in September, four of the five Iowans voted yes: Democrats Dave Loebsack (IA-02) and Leonard Boswell (IA-03) and Republicans Tom Latham (IA-04) and Steve King (IA-05). Democrat Bruce Braley (IA-01) was among 118 House members to oppose the bill.

An Iowa Supreme Court ruling announced last week made news around the country. The seven justices unanimously rejected a gender discrimination claim from a plaintiff whose boss had obviously treated her unfairly.

Politicians and commentators continue to react to recent comments by National Rifle Association Executive Vice President Wayne LaPierre. He broke the NRA’s weeklong silence following the Sandy Hook elementary school shooting with a December 21 speech (falsely billed as a “press conference”) and an appearance on NBC’s “Meet The Press” two days later.

LaPierre rejected any new restrictions on guns or ammunition and blamed a wide range of cultural influences for mass shootings. He suggested that Congress should respond by funding armed security officers in every school in the country.

Earlier this month, U.S. Senators Chuck Grassley and Tom Harkin both voted for the Senate’s version of the National Defense Authorization Act for fiscal year 2013. But on Friday the Iowans were among just 14 senators to oppose passage of the final conference agreement on the defense authorization bill.  

Iowa’s five representatives all voted no intended to vote no as the U.S. House approved the conference committee report on the 2013 National Defense Authorization Act today. UPDATE: Steve King meant to vote no but mistakenly voted yes. Details below.

The Iowans split on party lines over a bill designed to replace the “sequester” scheduled for early next year with deep spending cuts in non-defense domestic programs.

Meanwhile, Republican leaders retreated from a planned vote on House Speaker John Boehner’s “Plan B” to avert the so-called “fiscal cliff” at the end of the calendar year.

U.S. House Agriculture Committee Chair Frank Lucas announced today that Representative Steve King (IA-04 in the new Congress) will chair the Subcommittee on Department Operations, Oversight, and Nutrition. King has been one of the loudest critics of the U.S. Department of Agriculture in recent years. His new position will give him a more visible platform to battle policies championed by U.S. Secretary of Agriculture Tom Vilsack–the husband of King’s most recent Congressional challenger, Christie Vilsack.

King opposed the USDA’s settlement in the Pigford case, which involved longstanding government discrimination against African-American farmers. He also objected to the hiring of a claimant in the Pigford settlement to a prominent USDA position. Though King has tried and failed to block spending on the Pigford settlement, chairing a subcommittee may allow him to investigate what he describes as “fraud” in USDA payments to African-Americans.

Regarding the USDA’s nutrition programs, King wants to spend less on the Supplemental Nutrition Assistance Program (commonly known as food stamps) than the Obama administration. He wants to overhaul the USDA’s new school lunch standards and has sponsored a bill to overturn restrictions on calories and portion sizes for children in public schools. In King’s view, “nutrition Nannies” at the USDA, led by Vilsack, have “put every kid on a diet.” Vilsack announced earlier this month that school districts will have more time to adapt to the new rules, but he defended the standards as an important weapon against the childhood obesity epidemic. I expect King to hold hearings on this issue in early 2013.

Following the 2010 elections, King was expected to become chairman of the House Judiciary Committee’s subcommittee on immigration issues, but House leaders feared he was too much of a lightning rod for that job.

Last night the GOP picked Dennis Litterer of Ionia as the Republican nominee for the January 22 special election to replace Brian Quirk, a New Hampton Democrat who resigned suddenly. Litterer is in the insurance business, grew up on a farm, and farmed on his own before taking up his current occupation.  He is reportedly a staunch conservative, and his views will begin to be examined in the next few weeks.  The Iowa Republican has more.

I am asking for help on behalf of every active Democrat in Floyd and Chickasaw Counties.  We are doing everything we can to keep this seat blue.  I am also asking on behalf of Iowa.  If we lose this seat, we are another step closer to being Wisconsin.  In the words of Mary Jo Wilhelm, who beat Merlin Bartz by a mere 120 votes, we cannot let that happen to Iowa. These two counties are part of Mary Jo's Senate District, and make up the majority of HD 52 (which also includes the three eastern precincts in Cerro Gordo).The more conservative counties to the north are not part of the House District, so there is a good chance to win.

Hundreds of school districts and businesses are closed across Iowa today because of winter storm Draco. Late last night we had rare snowstorm thunder and lightning in the Des Moines area. Power outages have affected many Iowans. Our electricity came back relatively soon in Windsor Heights, and I hope that will be true everywhere.

The plan to extend Highway 100 through the Rock Island Preserve in Linn County made the Sierra Club’s list of worst transportation projects nationwide. No Iowa projects made the group’s “best” list from the same report on Smart Choices, Less Traffic (pdf). U.S. Senator Patrick Leahy of Vermont, the most senior Senate Democrat following the death of Hawaii’s Daniel Inouye earlier this week, announced today that he has decided to remain chair of the Senate Judiciary Committee, rather than replacing Inouye as head of the Appropriations Committee. The Judiciary Committee will consider some gun control legislation next year and may hold Supreme Court confirmation hearings if a vacancy arises. Iowa’s Chuck Grassley is the ranking Republican on that committee.

Leahy’s decision would appear to have opened the door for Senator Tom Harkin to move to Appropriations. Harkin is the next most senior Senate Democrat, having been elected to the upper chamber of Congress for the first time in 1984. However, Leahy congratulated Senator Barbara Mikulski of Maryland for being the first woman to chair the Appropriations Committee. Mikulski has served in the Senate since 1987. UPDATE: Harkin also congratulated Mikulski today.

Harkin will remain chair of the Health, Education, Labor and Pension Committee, which is one of the most important Senate committees, but running Appropriations would have put him in an even stronger position. Like Steven Duffield, I want to hear the backstory on this one.

UPDATE: In a statement that I’ve enclosed after the jump (hat tip Bleeding Heartland user 2laneIA), Harkin said he chose to remain head of the HELP Committee “based on where my passion lies.  This is my work, it is who I am, and these are the issues that define me.” He will chair the Appropriations subcommittee on health, education and labor.

Incoming Iowa Senate Judiciary Committee Chair Rob Hogg confirmed this week that his committee will not take up a bill to reinstate the death penalty in Iowa. Republican State Senator Kent Sorenson is not deterred.  

Polk County District Court Judge Robert Hutchison has ordered the Iowa Department of Public Health to list both parents on a child’s death certificate, regardless of the parents’ gender, and to modify the death certificate issued to two married mothers who sued the department earlier this year.  

Governor Terry Branstad begrudges the working poor a little extra money and wants to cut total compensation for thousands of state employees, whom he considers overpaid. But where his favorite appointees are concerned, Branstad uses bonuses or a housing allowance to evade salary caps on senior positions in state government.

After reportedly ruling out an increase in the Medicare eligibility age, President Barack Obama has offered House Speaker John Boehner a new deal to avoid a combination of spending cuts and tax increases scheduled to go into effect at year-end.

Obama’s latest offer involves painful Social Security cuts for the poor and middle class but tax increases only for people who won’t notice the difference, because they make more than $400,000 per year. This kind of bargain is exactly what Senator Tom Harkin has been warning against when he’s said “no deal is better than a bad deal.”  

Daniel Inouye of Hawaii passed away today at age 88 after an unbelievable career, including 50 years in the U.S. Senate. His heroism in Italy during World War II earned him the Distinguished Service Cross, the Bronze Star Medal, the Purple Heart, and (belatedly) the Medal of Honor. Inouye showed unbelievable bravery and skill on the battlefield in Italy.

Both of Iowa’s senators served with Inouye for decades, and I’ve posted their comments below, along with excerpts from some obituaries and Inouye’s Medal of Honor citation.

The horrific mass killing at Sandy Hook elementary in Newtown, Connecticut has dominated news coverage since Friday, and almost everyone I know has been talking about the tragedy. But only a few Iowa politicians have publicly discussed the events or possible ways to prevent similar crimes.

Remarks by Senator Tom Harkin, Representative Dave Loebsack, State Senator Rob Hogg, and Governor Terry Branstad are after the jump. I’m disappointed but not surprised that the governor is not open to any new restrictions on assault weapons or large ammunition clips. Senator Joe Manchin of West Virginia, who like Branstad has an “A” rating from the National Rifle Association, today called for moving “beyond rhetoric” on gun control. His comments are also below.

Last week Iowa Governor Terry Branstad confirmed that Iowa will pursue a “partnership” health insurance exchange next year, rather than setting up its own insurance exchange for implementing the 2010 health care reform law, or letting the federal government set up an exchange for Iowa.

In addition, the governor again signaled that he is against the now-optional Medicaid expansion for states, because he believes it would become too expensive for Iowa in the future.
