On Friday the House of Representatives failed to approve a constitutional amendment requiring the federal government to balance its budget every year. All but four of the House Republicans present supported the amendment, joined by 25 Democrats, including Iowa’s Leonard Boswell (IA-03) and Dave Loebsack (IA-02).

The CEO of The American Independent News Network announced plans this week to cease publication of most of the network’s state-based sites. That appears to include the Iowa Independent blog, a fixture on the Iowa political blogosphere since early 2007.

The House of Representatives passed a bill this week that would allow some Americans to carry concealed weapons in almost any U.S. state. Democrat Leonard Boswell (IA-03) joined Republicans Tom Latham (IA-04) and Steve King (IA-05) in voting for this bill.

Former Godfather’s Pizza CEO Herman Cain and Representative Ron Paul have pushed former Massachusetts Governor Mitt Romney into third place in a new Iowa Republican poll for Iowa State University, the Cedar Rapids Gazette and KCRG TV. However, less than two months before the Iowa caucuses, the majority of likely participants are still not committed to any candidate.

Only one Iowa Senate race in 2012 will pit Republican and Democratic incumbents against each other. First-term Democrat Mary Jo Wilhelm confirmed this week that she will seek re-election in the new Senate district 26. Her likely opponent is four-term Republican Senator Merlin Bartz. Less than a week after losing the special election in Iowa Senate district 18, Republican Cindy Golding confirmed that she may run for the Iowa Senate next year in the new district 48.

The Iowa Ethics and Campaign Disclosure Board on Thursday dismissed ethics complaints filed against Environmental Protection Commission member Brent Rastetter and Iowa Department of Education Director Jason Glass. Rastetter had been accused of a conflict of interest related to his factory farm construction business. The complaint against Glass focused on an all-expenses-paid trip to Brazil, which he took in September.

Last year I posted Veterans Day links here and mentioned a friend who had recently come home from Iraq. His brother was deployed in Afghanistan at the time and came home safely this year. In the UK, where the “Great War” had a much greater impact on the population, November 11 is known as Remembrance Day. Sales of red poppies to wear on that day are a huge fundraiser for the Royal British Legion.

Former State Representative Tom Schueller is running as a Democrat in the new Iowa House district 58, setting up a likely rematch against first-term Republican Brian Moore.

Continuity ruled the day as the 24 Iowa Senate Republicans elected Jerry Behn minority leader during yesterday’s caucus in Des Moines. Choosing a member of the old guard to replace Paul McKinley, the senators also taught Bill Dix a lesson about timing and manners.

The new Iowa House district 28 is one of several competitive districts without an incumbent seeking re-election. Two candidates have declared so far: Republican Greg Heartsill and Democrat Megan Day Suhr.  

Eight presidential candidates are debating tonight at Oakland University in Rochester, Michigan. CNBC is broadcasting the debate beginning at 7 pm central time. Economic issues are supposed to be the focus of the discussion, but I imagine Herman Cain won’t be able to avoid some discussion of the spiraling sexual harassment allegations against him.

Former Massachusetts Governor Mitt Romney has a bit of a home-court advantage in Michigan, where his father was once governor. The Los Angeles Times published a damning report this week about Romney’s business practices at Bain Capital, which used “shell companies in two offshore tax havens to help eligible investors avoid paying U.S. taxes.” I expect Romney will be asked to comment on that report tonight.

UPDATE: A few thoughts are after the jump.

The State Judicial Nominating Commission sent Governor Terry Branstad three nominees for the Iowa Court of Appeals yesterday. The governor has 30 days to select one of those three to replace Chief Judge Rosemary Sackett, a Branstad appointee from 1983 who became “the longest serving judge in the history of the Iowa Court of Appeals.”

Governor Terry Branstad will not ask state legislators to raise the gasoline tax in 2012, he confirmed yesterday. The comments will disappoint road-builders and members of a transportation commission the governor appointed earlier this year.

Without a doubt, the superlative early voting effort by Democrats and allied groups is largely responsible for Democrat Liz Mathis’ landslide victory over Republican Cindy Golding. Although the results are still unofficial and precinct-level demographics are not yet available, sufficient detail exists to draw some preliminary conclusions from the early reporting.

Any comments on today’s election results are welcome in this thread. Polls closed at 9 pm in Iowa, but returns from the special election in Senate district 18 are coming in slowly. I will update this thread later as the outcome becomes clear. With six out of 40 precincts reporting, Democrat Liz Mathis leads Republican Cindy Golding by 5859 votes to 2474. UPDATE: Looks like a big win for Mathis. With 75 percent of precincts reporting, Mathis leads by 10,651 votes (58 percent) to 7,613 votes (41 percent).

SECOND UPDATE: The Linn County Auditor’s office posted unofficial results here (pdf). With all 40 precincts reporting, Mathis received 13,184 votes (55.8 percent), Golding received 10,283 votes (43.5 percent), and Constitution Party candidate Jon Tack received 151 votes (0.64 percent).

Democrats have retained control of the Iowa Senate with a 26-24 majority for the 2012 legislative session. It may even be a “stronger” majority if Mathis turns out to be less conservative than her predecessor, Swati Dandekar. Iowa Senate Republicans won’t be in a good mood when they elect a new minority leader on Thursday.

Nationally, Democrats have had good election results in Ohio (repealing a law that restricted collective bargaining rights) and Kentucky (holding the governor’s chair). It’s not yet clear whether Democrats will retain a Virginia Senate majority. I was surprised to see that Mississippi voters defeated a “personhood” ballot initiative stating that life begins at conception.

What races are you watching tonight? The incumbents on the Des Moines City Council easily won re-election. My two preferred candidates lost the Windsor Heights City Council election. Other Polk County results are here.

THIRD UPDATE: Democrats and allies are celebrating the Mathis victory with statements I’ve posted after the jump. The Iowa Democratic Party had lots of outside help with early GOTV from labor unions such as the Iowa State Education Association, the LGBT advocacy group One Iowa, the Planned Parenthood Voters of Iowa PAC, and the national 527 group Progressive Kick.

FOURTH UPDATE: An amazing result from Arizona tonight: voters recalled State Senate President Russell Pearce, author of the notorious “show me your papers” immigration law (which is being litigated in federal court). Apparently no state senator has ever been recalled in Arizona before. Pearce had been a leading opponent of the state’s “clean elections” public financing system.

FINAL UPDATE: The official canvass showed 13,324 votes for Mathis (56.0 percent), 10,322 votes for Golding (43.4 percent), 151 votes for Tack, and nine write-in votes.

Today’s forecast calls for rain and cold temperatures in Linn County as Iowa Senate district 18 voters determine whether the Senate will remain Democratic-controlled for the 2012 session or deadlocked at 25-25. The weather doesn’t seem bad enough to be a significant factor, but if it does keep some voters home, that’s probably good news for Democrat Liz Mathis. She continues to lead Republican Cindy Golding in early voting.
