Where the Iowa field offices are (final version)

A few weeks ago I wrote a diary on where the Democratic presidential candidates have field offices in Iowa.

My purpose was to document the information so that after January 3, we can see whether campaigns with the most field offices did better in the counties where rivals had field organizers and volunteers working without the visibility of an office.

I am publishing a new version of this diary because several campaigns have added more field offices this month. Also, someone at the Iowa Democratic Party informed me of slight adjustments to the number of state delegates awarded by a handful of counties.

More information than you probably wanted to know is after the jump.

I have listed the counties in descending order, based on the number of state delegates they will assign on the Democratic side. I took the numbers from this post by Drew Miller, who calculated how many delegates each county would contribute to the 2,500 total. He has corrected the delegate numbers for a few counties in that post.

I also give the 2004 caucus results for each county. Those numbers come from this table on the Des Moines Register’s website. The results reflect the percentage of county delegates assigned to the various presidential candidates (not the percentage of raw votes each one received in the county).

Here is a map of Iowa showing all 99 counties and county seats. Not all of the candidates’ field offices are in county-seat towns. If you want to see where all the offices are located, I suggest that you consult a good road atlas.

Total field offices in Iowa for each candidate:

Barack Obama 37* (includes two in Des Moines–I explain the asterisk below)

Hillary Clinton 34 (includes two in Des Moines, two in Dubuque and two in Cedar Rapids)

John Edwards 25

Bill Richardson 17

Joe Biden 15

Chris Dodd 13

Dennis Kucinich and Mike Gravel have no field offices in Iowa, although Kucinich reportedly has a paid staffer working out of a supporter’s home in Dubuque.

Note that all of the six serious campaigns have field offices in 13 counties that will account for 1,396 of the 2,500 state delegates.

Also be aware that all of the campaigns have field organizers and volunteers working in many counties besides the ones where they have offices.

Within the past month:

Edwards added offices in Newton, Grinnell, Fairfield, Decorah, Maquoketa, Spirit Lake, Marshalltown, Keokuk, Muscatine and Algona.

Richardson added an office in Muscatine.

Biden added offices in Decorah, Osceola, Burlington, Ottumwa, Fort Dodge and Mason City.

Obama’s campaign has opened an undisclosed number of temporary offices in the past month as well. A few weeks ago, Obama supporter Gordon Fischer put up this post about attending an office opening in Washington, Iowa. Gordon mentioned that it was the campaign’s 39th office. Since that wasn’t on the list of 37 field offices an Obama staffer e-mailed me last month, I contacted Gordon to find out where else Obama had opened new offices. He replied that it was a typo–there were just 37 field offices.

So I contacted the staffer I spoke with last month and confirmed that yes, there is a new Obama office in Washington. So how many do you have now in Iowa? 37, she said. Did you close one somewhere? No. But Washington wasn’t on the list of 37 Obama campaign offices you sent me before. She said she would look into it for me. The next day, she said that there are 37 “official” offices–they are not counting “temporary” offices like the one in Washington in that total. So how many temporary offices are there now? She would not say how many or where they are located.

That’s why I put an asterisk next to the “official” number of Obama offices.

All told, 43 counties have at least one field office for a Democratic presidential candidate. I was surprised by some of the small towns where Obama and Clinton have opened field offices. I had to get out the Iowa map myself to find some of these towns (Dunlap, Sheldon, Independence).

Granted, those campaigns have money to burn, and it must be very cheap to rent office space in small Iowa towns. Enthusiastic supporters may have even donated office space to the campaigns in some places.

But many counties where candidates have opened offices will assign less than 1 percent of the state delegates. Even if you count the delegates coming from neighboring counties, you are talking about a very small percentage of the state delegates.

Are the campaigns mainly vying for bragging rights as the one with the best Iowa ground game? Or will the visibility of all those extra field offices really help Clinton and Obama “organize, organize, organize and then get hot at the end”?

Here is the list of Iowa’s 99 counties.

Polk – 358 state delegates

Edwards 39.6 percent, Kerry 35.5 percent, Dean 14.2 percent, Gephardt 8.6 percent, Kucinich 1.5 percent.

All of the campaigns have state headquarters in Polk County. Clinton, Edwards, Dodd, Richardson and Obama have HQ in Des Moines, Iowa’s largest city. Clinton has a second office in Des Moines. Obama also has a second office in Des Moines and an additional field office in the suburb of West Des Moines. Biden has his state HQ in Clive, also a western suburb.

Linn – 202 state delegates

Kerry 39.9 percent, Edwards 31.9 percent, Dean 18.1 percent, Gephardt 8.6 percent, Kucinich 1 percent.

All six campaigns have field offices in Cedar Rapids. Clinton has two separate offices in different parts of Cedar Rapids.

Scott – 142 state delegates

Kerry 47.1 percent, Dean 22 percent, Edwards 19.1 percent, Gephardt 10.9 percent

All six campaigns have field offices in Davenport, which is part of the Quad Cities on the Iowa side of the Mississippi River.

Johnson – 137 state delegates

Kerry 35.3 percent, Dean 28.7 percent, Edwards 26.3 percent, Kucinich 7.3 percent, Gephardt 1.3 percent

Clinton, Edwards, Obama, Richardson and Biden all have field offices in Iowa City, where the University of Iowa is located. Dodd has a field office in Coralville, which is right next to Iowa City.

Black Hawk – 117 state delegates

Kerry 39.1 percent, Edwards 25.5 percent, Dean 19.7 percent, Gephardt 13.3 percent, Kucinich 2.2 percent

All six campaigns have field offices in Waterloo. Obama also has a field office in Cedar Falls, the neighboring town where the University of Northern Iowa is located.

Dubuque – 90 state delegates

Kerry 43.8 percent, Edwards 21.9 percent, Dean 14.1 percent, Gephardt 17.8 percent, Clark 1.3 percent, Kucinich 0.7 percent

All six campaigns have field offices in Dubuque, a heavily Catholic city in northeast Iowa along the Mississippi River. Clinton has two separate offices in the same building in Dubuque.

Story – 77 state delegates

Kerry 38.3 percent, Edwards 35.1 percent, Dean 21.1 percent, Kucinich 3.4 percent, Gephardt 1.1 percent

All six campaigns have field offices in Ames, where the campus of Iowa State University is located.

Woodbury – 68 state delegates

Kerry 41.4 percent, Dean 28.5 percent, Edwards 22.5 percent, Gephardt 7.5 percent

All six campaigns have field offices in Sioux City, which is the largest city in northwest Iowa.

Pottawattamie – 55 state delegates

Kerry 46.2 percent, Dean 21.1 percent, Gephardt 16.2 percent, Edwards 14.4 percent, Kucinich 0.4 percent

All six campaigns have field offices in Council Bluffs, which is just over the river from Omaha, Nebraska and is the largest city in western Iowa.

Clinton – 46 state delegates

Kerry 52.5 percent, Dean 25.3 percent, Edwards 14.8 percent, Gephardt 7.4 percent

Clinton and Obama have field offices in Clinton. The other campaigns are covering this county out of their Davenport field offices (Clinton County is just north of Scott County).

Cerro Gordo – 46 state delegates

Kerry 35.2 percent, Edwards 31.6 percent, Dean 21.2 percent, Gephardt 12 percent

All six campaigns have field offices in Mason City, Meredith Wilson’s home town in north-central Iowa.

Des Moines – 41 state delegates

Kerry 33 percent, Edwards 30 percent, Gephardt 21 percent, Dean 15 percent.

All six campaigns have field offices in Burlington, the largest city in southeast Iowa.

Dallas – 39 state delegates

Edwards 52 percent, Kerry 35.3 percent, Dean 7.3 percent, Gephardt 3.3 percent, Kucinich 0.7 percent

Clinton has a field office in Waukee, once a small town but now a booming, affluent exurb to the west of Des Moines. Obama has a field office in Perry, a small town with a large (by Iowa standards) Latino population. The other campaigns are covering this county out of their state HQ.

Warren – 38 state delegates

Edwards 40 percent, Kerry 37.3 percent, Gephardt 11.8 percent, Dean 10.9 percent

Edwards, Obama and Clinton have field offices in Indianola. The rest of the campaigns are covering this county, just south of Des Moines, out of their state HQ.

Jasper – 35 state delegates

Edwards 41.2 percent, Kerry 31.6 percent, Gephardt 23.2 percent, Dean 4.0 percent

Edwards, Obama and Clinton have field offices in Newton, former HQ of Maytag Corporation. The other campaigns cover this area out of their state HQ (Jasper County borders Polk County to the east).

Lee – 34 state delegates

Edwards 29.4 percent, Dean 25 percent, Gephardt 25 percent, Kerry 20 percent, Kucinich 0.6 percent

Obama and Clinton have field offices in Fort Madison. Edwards has an office in Keokuk. The other campaigns cover this area out of their Burlington offices.

Webster – 32 state delegates

Kerry 35.1 percent, Edwards 34.3 percent, Dean 18 percent, Gephardt 12.6 percent

All six campaigns have field offices in Fort Dodge in north-central Iowa.

Marshall – 32 state delegates

Kerry 37.5 percent, Edwards 32.3 percent, Gephardt 20.3 percent, Dean 9.5 percent

Obama, Richardson, Clinton and Edwards have field offices in Marshalltown, a town with a large (by Iowa standards) Latino population. Other candidates are probably covering this county out of their state HQ.

Muscatine – 32 state delegates

Kerry 43.9 percent, Dean 27.8 percent, Edwards 17.7 percent, Gephardt 10.7 percent

Obama, Clinton, Edwards and Richardson have field offices in Muscatine. The Davenport field offices are presumably covering this area for the other candidates.

Wapello – 31 state delegates

Edwards 38 percent, Kerry 33.7 percent, Gephardt 21.3 percent, Dean 7 percent

All six campaigns have field offices in Ottumwa, a stronghold for organized labor. Bonus political trivia: Wapello was one of only five Iowa counties to vote for John F. Kennedy in 1960 and one of only four Iowa counties to vote for Bonnie Campbell for governor in 1994.

Boone – 24 state delegates

Kerry 41.4 percent, Edwards 41.4 percent, Dean 15.7 percent, Gephardt 1.4 percent

No campaign has a field office here. Presumably they are covering the area from their Ames offices.

Benton – 23 state delegates

Kerry 41.1 percent, Edwards 26.7 percent, Dean 16.7 percent, Gephardt 15.6 percent

Clinton has a field office in Vinton. The other campaigns are covering this area either out of their Cedar Rapids or Waterloo offices.

Marion – 23 state delegates

Edwards 36.0 percent, Kerry 34.7 percent, Gephardt 16.7 percent, Dean 9.3 percent

Obama has a field office in Knoxville. The other campaigns are either covering this area out of state HQ or offices in Indianola.

Bremer – 21 state delegates

Kerry 41.0 percent, Edwards 33.0 percent, Dean 13.0 percent, Gephardt 13.0 percent

Obama has a field office in Waverly, a small college town. Other campaigns have offices relatively close by in Waterloo.

Jackson – 20 state delegates

Kerry 36.8 percent, Gephardt 22.1 percent, Dean 19.1 percent, Edwards 19.1 percent

Obama and Edwards have field offices in Maquoketa. The other campaigns are probably covering this area out of their Dubuque offices.

Buchanan – 20 state delegates

Kerry 37.0 percent, Edwards 35.0 percent, Dean 16.0 percent, Gephardt 11.0 percent

Clinton and Obama have field offices in Independence. Others are probably covering this area from their offices in Waterloo, Cedar Rapids or Dubuque.

Fayette – 18 state delegates

Kerry 42.3 percent, Edwards 36.6 percent, Dean 11.4 percent, Gephardt 7.4 percent

Richardson has a field office in West Union. Obama has a field office in Oelwein. Others are probably covering this area out of their Dubuque or Waterloo offices.

Jones – 18 state delegates

Edwards 38.3 percent, Kerry 28.7 percent, Dean 20.9 percent, Gephardt 12.2 percent

Obama has a field office in Anamosa. Others are probably covering this area out of their Dubuque or Cedar Rapids offices.

Winneshiek – 17 state delegates

Kerry 49.3 percent, Dean 22.0 percent, Edwards 16.7 percent, Kucinich 6.7 percent, Gephardt 4.0 percent

Clinton, Obama, Edwards and Biden have field offices in Decorah, a college town (in case you were wondering about that strong Kucinich vote). Others are probably covering this area out of their Dubuque or Cedar Rapids offices.

Poweshiek – 17 state delegates

Kerry 41.3 percent, Edwards 26.0 percent, Dean 17.3 percent, Kucinich 7.3 percent, Gephardt 7.3 percent

Edwards has a field office in Grinnell. Others are probably covering this area out of offices in Marshalltown, Des Moines or Iowa City.

Cedar – 16 state delegates

Kerry 34.3 percent, Edwards 24.3 percent, Dean 22.9 percent, Gephardt 10.0 percent, Kucinich 5.7 percent

No one has a field office in this county, which borders the “People’s Republic of Johnson County” and is probably covered by Iowa City field offices.

Clayton – 16 state delegates

Kerry 41.7 percent, Edwards 30.8 percent, Dean 16.7 percent, Gephardt 7.5 percent, Clark 1.7 percent

Obama has a field office in Elkader. Others are probably covering the area from Dubuque or Cedar Rapids.

Tama – 16 state delegates

Edwards 36.5 percent, Kerry 32.9 percent, Dean 16.5 percent, Gephardt 14.1 percent

No one has a field office in this county. Others are probably covering the area from Iowa City or Cedar Rapids.

Carroll – 16 state delegates

Kerry 41.8 percent, Edwards 34.2 percent, Dean 18.5 percent, Gephardt 5.5 percent

Clinton, Edwards and Obama have field offices in this heavily Catholic county in western Iowa. Others are probably covering from offices in Sioux City or Council Bluffs.

Washington – 16 state delegates

Kerry 40.0 percent, Edwards 40.0 percent, Dean 14.0 percent, Kucinich 4.0 percent, Gephardt 2.0 percent

Clinton has a field office in Washington. As I noted above, Obama recently opened an “unofficial” office here. Others are probably covering from offices in Iowa City, Davenport or Burlington.

Floyd – 15 state delegates

Kerry 35.3 percent, Edwards 31.8 percent, Gephardt 18.8 percent, Dean 14.1 percent

Obama has a field office in Charles City. Others are probably covering this county from offices in Mason City or Waterloo.

Jefferson – 15 state delegates

Dean 30.9 percent, Kucinich 29.1 percent, Kerry 20.0 percent, Edwards 14.5 percent, Gephardt 5.5 percent

No, that is not a typo, this was Kucinich’s best county. Obama and Edwards have field offices in Fairfield, where Maharishi University and Iowa’s “Silicorn Valley” are located. Others are probably covering this area from Iowa City.

Delaware – 15 state delegates

Edwards 45 percent, Kerry 39 percent, Dean 8 percent, Gephardt 6 percent

No field offices. The closest offices are in Dubuque.

Dickinson – 14 state delegates

Kerry 35 percent, Dean 26.7 percent, Edwards 23.3 percent, Gephardt 8.3 percent, Kucinich 6.7 percent

Edwards opened a field office in Spirit Lake in December. Clinton and Obama have offices relatively nearby in Spencer. Others are probably covering out of Sioux City field offices.

Henry – 14 state delegates

Edwards 39.2 percent, Kerry 31.5 percent, Dean 22.3 percent, Gephardt 5.4 percent, Kucinich 1.5 percent

No field offices. This county is right next to Des Moines county, where most of the candidates have field offices in Burlington.

Hardin – 14 state delegates

Edwards 38.7 percent, Kerry 34.5 percent, Dean 18.5 percent, Gephardt 8.4 percent

No field offices. Campaigns are probably covering this county from offices in Ames, Waterloo or Mason City.

Kossuth – 14 state delegates

Edwards 49.0 percent, Kerry 29.0 percent, Dean 13.0 percent, Gephardt 7.0 percent

Obama, Clinton and Edwards have field offices in Algona. Others are probably covering this area from offices in Mason City.

Hamilton – 14 state delegates

Edwards 45 percent, Kerry 38 percent, Dean 13 percent, Gephardt 4 percent

Plymouth – 13 state delegates

No field offices. This county is just to the west of Johnson County, so is closest to the field offices in Iowa City.

Chickasaw – 13 state delegates

Kerry 43 percent, Edwards 28 percent, Dean 17 percent, Gephardt 11 percent

No field offices. The closest field offices are in Waverly (Obama), Charles City (Obama), Decorah (Clinton, Obama and Edwards) or in West Union (Richardson). The other campaigns are probably covering this county from Mason city or Waterloo offices.

Mahaska – 13 state delegates

Edwards 45.5 percent, Kerry 36.4 percent, Dean 10.9 percent, Gephardt 7.3 percent

No field offices. The candidates’ offices in Ottumwa are closest to this county.

Buena Vista – 12 state delegates

Kerry 34.0 percent, Dean 31.0 percent, Edwards 28.0 percent, Gephardt 7.0 percent

Richardson has a field office in Storm Lake, a town in the conservative northwestern part of the state. Others are probably covering the area out of Sioux City or Spencer.

Madison – 12 state delegates

Edwards 50.6 percent, Kerry 28.2 percent, Dean 10.6 percent, Gephardt 10.6 percent

No field offices. Campaigns are probably covering from their state HQ or from Council Bluffs.

Clay – 12 state delegates

Edwards 42 percent, Kerry 28 percent, Dean 22 percent, Gephardt 6 percent, Kucinich 1 percent

Allamakee – 12 state delegates

No field offices. The closest field offices are in Waverly for Obama and in Waterloo for the other candidates.

Appanoose – 11 state delegates

Edwards 50 percent, Kerry 26 percent, Dean 22 percent, Gephardt 2 percent

No field offices. Campaigns are probably covering out of Ottumwa offices.

Crawford – 10 state delegates

Kerry 36.3 percent, Edwards 33.8 percent, Gephardt 18.8 percent, Dean 8.7 percent, Clark 1.2 percent, Kucinich 1.2 percent

No field offices. Edwards, Clinton and Obama have the closest offices in Carroll. Other candidates are covering from either Council Bluffs or Sioux City.

Wright – 10 state delegates

Kerry 36.5 percent, Edwards 36.5 percent, Gephardt 15.3 percent, Dean 9.4 percent

No field offices. The closest offices to this north-central county are in Fort Dodge.

Harrison – 10 state delegates

Kerry 49.3 percent, Edwards 20.0 percent, Dean 17.3 percent, Gephardt 13.3 percent

Clinton has a field office in Dunlap, a very small town in western Iowa. Others are probably covering from Council Bluffs offices.

Cherokee – 10 state delegates

Kerry 35.7 percent, Gephardt 24.3 percent, Dean 20.0 percent, Edwards 17.1 percent

No field offices. Richardson has the closest office in Storm Lake. Other campaigns are probably covering out of their Sioux City offices.

Mitchell – 10 state delegates

Kerry 31.3 percent, Edwards, 31.3 percent, Dean 21.3 percent, Gephardt 13.8 percent

No field offices. This county on the northern border of the state is closest to the Mason City offices or (for Obama) Charles City.

Winnebago – 9 state delegates

Kerry 34 percent, Edwards 33 percent, Dean 18 pecent, Gephardt 15 percent

No field offices. This county is closest to the Mason City offices.

Cass – 9 state delegates

Kerry 38.8 percent, Edwards 34.7 percent, Gephardt 16.3 percent, Dean 8.2 percent

No field offices. The candidates’ closest offices are in Council Bluffs.

Union – 9 state delegates

Edwards 43.8 percent, Kerry 28.8 percent, Dean 13.8 percent, Gephardt 13.8 percent

Clinton and Obama have field offices in Creston, a town in southwestern Iowa. Biden’s office in Osceola is close by. Council Bluffs offices are probably covering this county for the other campaigns.

Guthrie – 9 state delegates

Edwards 59.3 percent, Kerry 27.1 percent, Dean 10.2 percent, Gephardt 1.7 percent

No field offices. This county is probably covered by Council Bluffs offices, or perhaps by state HQ for some candidates.

Howard – 9 state delegates

Kerry 40 percent, Edwards 26.7 percent, Dean 18.7 percent, Gephardt 13.3 percent

No field offices. Clinton, Obama and Edwards have the closest offices in Decorah and Charles City. Other candidates are probably covering from Mason City or Waterloo.

Hancock – 9 state delegates

Edwards 46 percent, Dean 24 percent, Kerry 20 percent, Gephardt 10 percent

No field offices. The closest offices are in Mason City or Fort Dodge.

Palo Alto – 8 state delegates

Kerry 43.3 percent, Edwards 28.7 percent, Dean 23.3 percent, Gephardt 2 percent

No field offices. Clinton, Obama and Edwards have the closest offices in Algona and Spencer. Other candidates are probably covering from Fort Dodge or Sioux City.

Grundy – 8 state delegates

No field offices. Clinton has the closest office in Dunlap. Other candidates are covering from Council Bluffs.

Keokuk – 8 state delegates

Kerry 50.8 percent, Edwards 21.5 percent, Dean 16.9 percent, Gephardt 9.2 percent

No field offices. This county is closest to offices in Iowa City or Ottumwa.

Louisa – 8 state delegates

Edwards 30 percent, Gephardt 26 percent, Dean 24 percent, Kerry 20 percent

No field offices. Obama, Clinton and Edwards have the closest offices in Muscatine. Others are probably covering this county from Burlington or Davenport.

Franklin – 8 state delegates
