The Iowa Democratic Party’s State Central Committee met today in Des Moines to rubber-stamp the election of State Representative Tyler Olson as state party chair for the next two-year cycle. No other candidates were considered for the position. Bleeding Heartland posted background on Olson here. Although the Republican Party of Iowa is dysfunctional in many ways, I prefer their method for choosing a party leader. There’s no reason not to have multiple candidates speak publicly to the state central committee about the party’s pressing tasks and what strengths they would bring to the top job.

Also today, the Iowa Democratic Party announced that Troy Price will be the new executive director. He replaces Norm Sterzenbach, who held that position for six years. Price worked for Governors Tom Vilsack and Chet Culver and later became executive director of the LGBT advocacy group One Iowa. He left that group to serve as political director for President Barack Obama’s re-election campaign in Iowa.

Olson and Price have their work cut out for them, with an open U.S. Senate seat to defend and a tough race against Governor Terry Branstad in a midterm election year. The Obama campaign ran a fantastic ground game, but no database or micro-targeting expertise will magically transform a midterm electorate into the presidential-year electorate more friendly to Democratic candidates.

Terrible news for Iowa Democrats: Senator Tom Harkin told Tom Beaumont of the Associated Press that he will retire rather than seek re-election in 2014. Not only will there be an open seat at the top of the ticket, the Iowa Democratic Party won’t be able to count on Harkin’s millions to fund a decent coordinated GOTV campaign in a midterm election year. Even if Democrats manage to win that statewide race while Governor Terry Branstad’s also on the ballot, we will lose an Iowan in charge of a powerful Senate committee. Incoming Iowa Democratic Party Chair Tyler Olson has a difficult road ahead.

Representative Bruce Braley is likely to run for Harkin’s seat, and unless either Tom or Christie Vilsack is interested, the primary would probably be uncontested. The silver lining here is a chance to elect a woman to Congress in IA-01. Iowa Senate President Pam Jochum would be my first choice, but there are many capable Democratic women in those 20 counties.

Two former Republican members of the Iowa House recently accepted new positions that will allow them to continue state policy work.

Yesterday U.S. Senators voted to change the chamber’s rules to reduce the use of filibusters in certain situations. However, the reforms fall far short of what Senator Tom Harkin and others have proposed to remove the de facto supermajority requirement for conducting any Senate business.

We have been hearing a lot of hype from Iowa Secretary of Agriculture Bill Northey about how the voluntary approach to changing agricultural practices to improve water quality — as proposed in the Nutrient Reduction Strategy (NRS) — will be effective.  However, my experience in over 25 years of work on water quality tells me that this is very naive thinking at best, and deceptive to the public at worst.  Below are the comments on the NRS that I submitted a few days ago.

The U.S. House voted today to suspend the country’s debt ceiling until May 18 and withhold pay from U.S. senators if the upper chamber does not approve a budget by April 15. House Republican leaders didn’t have enough votes in the GOP caucus to pass the bill, but dozens of Democrats crossed over to delay a potential default by several months. The public comment period on Iowa’s draft strategy to reduce nitrogen and phosphorous pollution in waterways ended on January 18. Iowa Secretary of Agriculture Bill Northey indicated this week that policy-makers aren’t open to key changes suggested by the U.S. Environmental Protection Agency and advocates for cleaner water.

MidAmerican Energy has agreed to reduce coal emissions at one of its Iowa power plants by the end of 2014 and to phase out seven coal-fired boilers at three Iowa power plants by April 2016, thanks to legal action by the Sierra Club. The settlement announced yesterday means that in future years, fewer people near or downwind of the plants in Council Bluffs, Bettendorf, or Sergeant Bluff will suffer the “devastating impacts of coal on the human body.”

Governor Terry Branstad indicated yesterday that the Iowa Department of Transportation will review its policy on driver’s licenses for immigrants with Deferred Action for Childhood Arrivals status. He also suggested that if the Iowa legislature addresses this issue, he would sign a bill allowing approximately 5,000 undocumented immigrants with this status to receive Iowa driver’s licenses and non-operator IDs.

UPDATE: On the afternoon of January 23, the Iowa DOT announced it will issue driver’s licenses to immigrants with deferred status. The full official statement is at the end of this post.

Voters in Iowa House district 52 elect a new state representative today to replace Democrat Brian Quirk, who announced his resignation in November. The Democratic candidate is Todd Prichard, who sounds like he’d be an improvement on Quirk. The Republican candidate is Dennis Litterer. Last-minute GOTV must have been terrible for both sides, with the coldest weather of the winter so far hitting Iowa over the weekend.

Prichard took an early vote advantage into election day. A district map, voter registration figures, and absentee ballot numbers are after the jump. I will update this post with election results after polls close at 9 pm.

9:30 UPDATE: Early returns show Prichard leading by about 600 votes, but none of the results are in for Chickasaw County, where Litterer lives.

10:00 UPDATE: Prichard wins, giving Democrats 47 seats in the Iowa House to 53 Republicans. Unofficial returns show that Prichard carried Floyd County by 1,541 votes to 1,006, Chickasaw County by 1,254 votes to 1,222, and the three Cerro Gordo precincts by 129 votes to 111. Total: 2,924 votes for Prichard, 2,339 votes for Litterer, 83 votes for independent candidate Craig Clark, and 5 write-in votes. I always wonder, who goes to the trouble of casting a ballot for a write-in candidate in a special election like this?

The non-profit organization Iowa Rivers Revival announced yesterday that its 2013 River Town of the Year award goes to Central City, a Linn County town on the Wapsipinicon River. Five Iowa towns have previously won the award: Webster City (Hamilton County), Elkader (Clayton County), Coon Rapids (Carroll County), Cedar Falls (Black Hawk County), and Charles City (Floyd County).

Details on Central City’s award are below. At the end of January, a larger city in Iowa will be named River City of the Year.  

Representative Leonard Boswell is dropping his defamation lawsuit against his 2008 Democratic primary challenger Ed Fallon, both sides confirmed today.
