When an elected official wants a certain phrase or point of view to be transmitted in a news story, a spokesperson often has to do the heavy lifting. Governor Terry Branstad’s communications director Tim Albrecht showed this week how pros get the job done while explaining an apparent contradiction in the governor’s stance on the federal health insurance reform law.

The state agency Iowa Workforce Development has replaced 36 field offices with hundreds of new “enhanced access” computer terminals this year.

Although the shuttered offices are unlikely ever to reopen, they may live on as talking points in many competitive Iowa House and Senate races next fall.

Democrat-turned-Republican Brian Moore announced yesterday that he will seek a second term in the Iowa House, setting up a re-match with Democrat Tom Schueller in the new district 58.  

While former Massachusetts Governor Mitt Romney campaigned in Des Moines last week, Representative Leonard Boswell publicly criticized the Republican presidential front-runner for the second time this month. The eight-term Democrat authored a guest column in the November 16 Des Moines Register criticizing Romney’s position on health care for veterans. His latest attack focused more broadly on Romney’s position on taxes and entitlement programs.

Yet another Republican presidential candidates’ debate takes place tonight in Washington. CNN’s Wolf Blitzer will moderate as eight candidates discuss foreign policy: former House Speaker Newt Gingrich, former Massachusetts Governor Mitt Romney, former Godfather’s Pizza CEO Herman Cain, Texas Governor Rick Perry, former Senator Rick Santorum, former Utah Governor Jon Huntsman, and Representatives Michele Bachmann and Ron Paul.

A foreign policy debate should allow Paul to stand out from the crowd. My guess is that Santorum will take the lead in challenging his call to negotiate with potential enemies and end most U.S. military interventions.

The latest CNN/ORC International nationwide poll indicates that Newt Gingrich is indeed the new Republican flavor-of-the-week, leading Romney by 24 percent to 20 percent. I expect several rivals for the “not Romney” niche to take Gingrich on tonight. Romney will probably sail above the fray.

Democrats finally have an announced candidate in Iowa Senate district 46, one of their best pickup opportunities in the legislature’s upper chamber. Least surprising news bulletin of the year: the Congressional “super committee” failed to agree on a plan to reduce the U.S. deficit. Reaction from most of the Iowans in Congress is after the jump.

On Friday the House of Representatives failed to approve a constitutional amendment requiring the federal government to balance its budget every year. All but four of the House Republicans present supported the amendment, joined by 25 Democrats, including Iowa’s Leonard Boswell (IA-03) and Dave Loebsack (IA-02).

The CEO of The American Independent News Network announced plans this week to cease publication of most of the network’s state-based sites. That appears to include the Iowa Independent blog, a fixture on the Iowa political blogosphere since early 2007.

The House of Representatives passed a bill this week that would allow some Americans to carry concealed weapons in almost any U.S. state. Democrat Leonard Boswell (IA-03) joined Republicans Tom Latham (IA-04) and Steve King (IA-05) in voting for this bill.

Former Godfather’s Pizza CEO Herman Cain and Representative Ron Paul have pushed former Massachusetts Governor Mitt Romney into third place in a new Iowa Republican poll for Iowa State University, the Cedar Rapids Gazette and KCRG TV. However, less than two months before the Iowa caucuses, the majority of likely participants are still not committed to any candidate.

Only one Iowa Senate race in 2012 will pit Republican and Democratic incumbents against each other. First-term Democrat Mary Jo Wilhelm confirmed this week that she will seek re-election in the new Senate district 26. Her likely opponent is four-term Republican Senator Merlin Bartz.
