Jim Webb is focused on executive leadership and getting proven results. Candidates that simply use applause lines to get votes will not be able to get results when they find themselves in a jam with Congress. Webb deserves your consideration in the Democratic nominating process because he delivered on the Post 9-11 G.I. Bill, which was a piece of legislation that he wrote before he came to the U.S. Senate. The Post 9-11 G.I. Bill has allowed millions of veterans advance their education and reach their true occupational goals. Jim Webb got results as a pro-bono attorney advocating for veterans that needed to navigate the bureaucracy of the Veterans Administration.

Hillary Clinton’s presidential campaign started running two 60-second television commercials today in Iowa and New Hampshire. An August 2 press release noted,

These ads are part of an initial five-week, approximately $1 million ad buy in each state plus additional digital advertising. In New Hampshire, the ads will run statewide – in the Boston/Manchester market and in the Burlington market. In Iowa, the ads will air in the state’s two largest media markets – Des Moines and Cedar Rapids. As of today, Republican candidates and their SuperPACS have spent or reserved $34 million in air time in the four early primary states.

The commercials are strong, but I have to say: if you can afford to spend $2 million on tv ads in August (and Clinton can, having raised $47,549,799.64 for her campaign between April 1 and June 30), then you should have paid your full-time summer interns–sorry, “fellows.”

After nearly two years on the job, Matt Hinch is resigning as Governor Terry Branstad’s chief of staff, effective August 7. The full press release from the governor’s office is after the jump.

Hinch is leaving for an unspecified “private sector” opportunity. I expect to hear soon that he is joining one of the Republican presidential campaigns. Hinch’s previous work included a stint as campaign manager for then-U.S. Representative Tom Latham. He also served as chief of staff for Iowa House Speaker Kraig Paulsen and handled government relations for the Greater Des Moines Partnership, an influential business-oriented group.

Hinch kept a low profile as the governor’s chief of staff, rarely making the news. Last year, he headed a quick (and I mean very quick) review of secret settlements with former state employees, which sidestepped allegations of political cronyism that affected the careers of some merit-based state workers. Former Iowa Workforce Development Director Teresa Wahlert has asserted that Hinch and other senior Branstad administration officials thwarted her efforts to make her department’s chief administrative law judge position a merit-based job, as the U.S. Department of Labor has demanded.

UPDATE: Another plausible theory: Hinch may go to work for the Iowa Partnership for Clean Water, an astroturf group the Iowa Farm Bureau created to lobby against any regulations to improve water quality.

This week’s must-read piece for any Iowa politics watcher is by Matt Vasilogambros for the National Journal: “Why Latinos Don’t Caucus in Iowa.” The short answer: “no one asked them.” You should click through to read the fuller explanation. I’ve posted a few excerpts after the jump.

I also enclose below comments from Christian Ucles on Vasilogambros’s article. A native of Honduras who grew up in Iowa, Ucles has worked on campaigns in Texas and Minnesota as well as in our state. He is currently the political director for the League of United Latin American Citizens of Iowa.  

This evening I was a respondent for a lengthy poll testing messages about Hillary Clinton and Bernie Sanders. I assume the Clinton campaign commissioned this survey. If not her campaign, then some allied group. Most of the questions seemed geared toward determining what is driving Iowa Democrats toward or away from the front-runner and the senator from Vermont, who has claimed the progressive alternative niche in the presidential race. Several of the questions drew from rhetoric Clinton uses in her stump speech.

The caller identified herself as representing “National Data Collection.” She was calling from 586-200-0157, the same number used for a different message-testing phone poll I received in early March.

I almost feel sorry for these pollsters having to repeat so many questions when they call my house. My notes are after the jump. I’ve been a respondent for many polls over the years, but this one included a device that was new to me.

All five Democratic presidential candidates appeared at the Iowa Democratic Party’s Hall of Fame dinner in Cedar Rapids on Friday night. I’ve posted below my impressions from the speeches; you can watch the videos on C-SPAN. It’s a shame the venue couldn’t accommodate more people, because lots of interested Iowa Democrats were unable to get tickets for the event.

Before the Hall of Fame dinner, I spent some time with an old friend who’s a huge Hillary Clinton supporter. Huge, as in, she didn’t take down her Hillary yard sign until the grass was long enough to need mowing in the spring of 2008. She mentioned to me that she’s relieved to see Clinton working hard this year instead of “ignoring” Iowa like last time. When I told my friend that Hillary visited Iowa more than 30 times in 2007, spending all or part of 70 days in the state, she was surprised. I’m amazed by how many Iowans have bought into the media-constructed narrative that Clinton “bombed” in the caucuses because she took the state for granted.

Ten Republican presidential candidates came to Ames on Saturday for the Family Leadership Summit organized by Bob Vander Plaats’ FAMiLY Leader organization. C-SPAN posted all of those speeches here. As usual, Donald Trump sucked up most of the oxygen in the room by questioning whether Senator John McCain had been a hero during the Vietnam War. O.Kay Henderson posted the audio at Radio Iowa. Rival presidential candidates with the exception of Ted Cruz rushed to condemn Trump’s remarks. Some of the Family Leadership Summit attendees may have been more upset by Trump’s comments about his three marriages and his admission that when he’s done something wrong, “I don’t bring God into that picture.”

State Senator Jason Schultz weighed in last night on the controversy over Confederate flag displays: “I’m now convinced the whole Confederate flag issue is simply about progressives teaching the establishment R’s how to jump through hoops.”

During our ensuing dialogue, Schultz revealed the level of nuanced thinking and temperate choice of words one would expect from a Ted Cruz endorser.  

Happy Independence Day to the Bleeding Heartland community! I hope everyone is enjoying the holiday weekend–preferably not by setting off amateur fireworks. Although the Iowa House voted this year to legalize fireworks, the bill never came to a vote in the Iowa Senate. So amateur fireworks are still illegal, which is just as well, since they cause too many emergency room visits and distress for veterans with post-traumatic stress disorder. We caught the fireworks display after the Iowa Cubs baseball game on Friday night and are going out in a little while to see the Windsor Heights fireworks.

The Iowa Natural Heritage Foundation marked the holiday by posting some stunning pictures of Iowa wildflowers, “nature’s fireworks.”

Alfie Kohn noted today that socialists authored both the Pledge of Allegiance and the words to “America the Beautiful,” which for my money should be our national anthem.

Speaking of which, former Iowa Insurance Commissioner Susan Voss sang “The Star-Spangled Banner” before the Iowa Cubs baseball game last night. Who knew she had such a good voice?

Two Democratic presidential candidates spent the day in Iowa. Senator Bernie Sanders and many supporters walked the parade in Waukee, a suburb of Des Moines. Former Maryland Governor Martin O’Malley was in Independence, Dubuque, and Clinton.

As is our family’s custom, I took the kids to the Windsor Heights parade this afternoon. It’s one of the smaller parades in the Des Moines area, which explains the relatively sparse presidential campaign presence. On the Republican side, Louisiana Governor Bobby Jindal was there; he also walked the Urbandale parade route earlier in the day. A few volunteers handed out stickers for Ben Carson, and I didn’t see any other GOP campaigns represented. On the Democratic side, Hillary Clinton’s campaign had a small presence; apparently more supporters walked for her in Waukee.

U.S. Representative David Young (IA-03) was working the crowd along the parade route. One of his potential Democratic challengers, Desmund Adams, mingled with Windsor Heights residents before walking the Waukee parade.

I also posted the roll call from the Iowa House vote in May to approve the fireworks legalization bill. That legislation split both the Democratic and Republican caucuses.

Quinnipiac’s latest survey of likely Iowa Democratic caucus-goers shows Senator Bernie Sanders cutting into former Secretary of State Hillary Clinton’s lead. The front-runner is ahead by 52 percent to 33 percent, compared to 60 percent for Clinton and 15 percent for Sanders in the previous Iowa Q-poll, released in May. The memo, results, and questionnaire for the latest survey are here. Vice President Joe Biden, who is very unlikely to run for president again, placed third with 7 percent support. Rounding out the declared Democratic field, former Governor Martin O’Malley registered 3 percent, former Senator Jim Webb 1 percent, and former Senator Lincoln Chaffee did not even reach the 1 percent mark among Quinnipiac’s respondents. Live interviewers polled 761 likely Iowa Democratic caucus-goers between June 20 and 29, producing a statistical margin of error of plus or minus 3.6 percentage points.

The person who should be most worried about this poll is O’Malley. Sanders has firmly occupied the niche of progressive alternative to Clinton–not just in New Hampshire, where he is better-known as a neighboring state’s senator, but across the country. I’ve seen speculation that O’Malley could position himself as a more electable alternative to Clinton than Sanders. But any Democrat concerned primarily about electability will probably vote or caucus for Clinton. Quinnipiac’s Iowa Democratic respondents still view her positively: 85 percent favorable, 10 percent unfavorable. So Sanders isn’t riding an anti-Hillary wave; rather, he has stronger appeal among liberals.

Any comments about the Democratic presidential race are welcome in this thread. Last weekend, I saw a fun example of the Iowa caucus-goer mentality when a local acquaintance on vacation in New England posted to Facebook photos from a Sanders rally she attended in New Hampshire.

I almost questioned if it was a push poll from the Clinton campaign with that long quote, but I think the Clinton campign or close supporter is getting really nervous about Sanders' support.

Quinnipiac’s latest poll of likely Iowa Republican caucus-goers shows a smaller lead for Wisconsin Governor Scott Walker and a half-dozen candidates fighting for second place in a field of sixteen candidate. Click here for the polling memo and here for more on the methodology and polling sample. The statistical margin of error is plus or minus 3.8 percent for this live interviewer survey of 666 likely Iowa GOP caucus-goers between June 20 and 29. Walker still has a statistically significant lead with 18 percent of respondents naming him as their first choice. The rest of the field is clustered at 10 percent or lower, but there is a semblance of a top tier, comprised of Ben Carson and Donald Trump (10 percent each), Ted Cruz and Rand Paul (9 percent each), Jeb Bush (8 percent), and Marco Rubio (7 percent).

All other candidates are at 5 percent or below: Mike Huckabee and “don’t know/didn’t answer” (5 percent each), Rick Perry and Rick Santorum (4 percent each), Carly Fiorina and Bobby Jindal (3 percent each), John Kasich (2 percent), and Lindsey Graham and Chris Christie (1 percent each). George Pataki did not register even 1 percent support.

A poll like this exposes the absurdity of television networks restricting debates to the top ten candidates in a field of sixteen (fourteen declared already, with Walker and Kasich planning to announce later this month). The GOP presidential field is what you might call a “right royal mess.”

Last Friday, Jennifer Jacobs published an interesting Des Moines Register story about possible changes to the Iowa GOP’s rules for “binding” its delegates to presidential candidates before the 2016 Republican National Convention.

P.S.- Retail politics are important in Iowa, but Christie’s poor favorability ratings in this poll and others show that coming here often (nine times in the last three years alone, plus several visits in 2011 and 2012) won’t necessarily endear a candidate to Iowa Republicans.  

Senator Bernie Sanders’ presidential campaign announced several key Iowa hires yesterday. Robert Becker will be state director, having filled the same role on Bill Richardson’s 2008 Iowa caucus campaign. Becker also worked on Bill Bradley’s Iowa staff before the 2000 Iowa caucuses. Three organizers who are joining Sanders’ campaign as regional field directors did the same work earlier this year on behalf of the effort to draft Senator Elizabeth Warren to run for president. Brendan Summers will serve as caucus director for Sanders in Iowa; he worked for the Iowa Democratic Party during the 2008 election cycle. After the jump I’ve enclosed a statement from the Sanders campaign with more background on all the new staffers.

Pete D’Alessandro has been coordinating the Sanders campaign in Iowa since mid-May. Earlier this month, the Sanders campaign tapped Blair Lawton as political director for Iowa. Most recently, Lawton headed the “Run Warren Run” effort here. Justin Huck will be field director for Sanders in Iowa, having previously done that job for the League of Conservation Voters in this state. Tara Thobe will serve as Sanders’ statewide operations director.

Ed Tibbetts reported for the Quad-City Times, “The [Sanders] campaign has said it plans to have about two dozen staffers on the ground sometime this summer.” Hillary Clinton’s campaign has had more staff than that working in Iowa since April. She can be proud of her campaign’s innovative digital organizing strategy and her staffers’ persistence in trying to obtain signed supporter cards. During Clinton’s recent appearance at the Iowa State Fairgrounds, at least six or eight Clinton campaign workers approached me and others nearby, supporter cards in hand–starting from the first few minutes we were standing in line outside and continuing inside the room, before and after Clinton’s speech.

Clinton should be ashamed, however, that her campaign will exploit 100 unpaid interns in Iowa this summer. These volunteer “fellows” will work full-time for free, knowing that may be their best chance of obtaining paid work for the campaign in the fall and winter. Democrats who criticize the use of unpaid interns in the business world shouldn’t replicate that model, especially since Clinton is likely to report many millions of dollars raised for her presidential bid during the second quarter of this year. It’s not right, and if I were working for Sanders, I would make sure Iowa liberals and labor Democrats know about the arrangement.  

Governor Terry Branstad will appeal to television networks and the Republican National Committee leadership to allow more GOP presidential candidates to participate in debates, Radio Iowa’s reported today. It’s not every day I agree with Iowa’s governor, especially on a matter of political fairness, but Branstad got this one right.  

Hillary Clinton kicked off her presidential campaign Saturday with a big rally on New York City’s Roosevelt Island. TIME published the full transcript (as prepared) of her speech, which covered values and personal reflections about her mother as well as a long list of policies she would champion in order to win “Four Fights” for Americans. Clinton then traveled to Sioux City, where her remarks at a house party were “simulcast to 650 house parties nationwide, including 55 in Iowa” on Saturday evening. This morning, hundreds of people turned up to see Clinton in Des Moines, at her first Iowa event of this year that was open to the public. After the rally, she gave interviews to Radio Iowa’s O.Kay Henderson and the Des Moines Register before heading to Burlington for a house party in the afternoon.

From where I’m sitting, Clinton helped her cause quite a bit this weekend.  

A week ago I put my Hillary sign in the front window of our home. Two days later a Rand Paul organizer stopped my husband, Jim, in the front yard. Below is the exchange:

RP Organizer: Are you supporting Rand Paul for President?

Jim Stauch: No.

RP Organizer: Are there an issues you care about?

Jim Stauch: Lots of issues.

The Rand Paul Organizer walked away.

This is a great lesson on how not to canvas. Closed questions get you closed answers.

The Iowa GOP’s State Central Committee voted this morning to cancel what has traditionally been a major event of the Republican caucus campaign. The straw poll will not be held in Boone this August after all. Despite efforts to change some features of the event to reduce the cost of participating to candidates, lack of interest from several top-tier Republican contenders forced the party’s hand. Today’s vote was unanimous, reflecting broad recognition that the straw poll might need to be sacrificed for the sake of the Iowa caucuses. Or as Governor Terry Branstad said more than a year and a half ago, the straw poll “has outlived its usefulness.”

The next big “cattle call” for Republican presidential candidates in Iowa will be the Family Leadership Summit in Ames on July 18. Bob Vander Plaats’ FAMiLY Leader organizes that event, which gives candidates a chance to address a large group of social conservatives without the risk of a poor showing in a straw poll. Wisconsin Governor Scott Walker, former Arkansas Governor Mike Huckabee, and Senator Marco Rubio were not planning to participate in the Iowa GOP’s Boone event but have already confirmed their attendance at the Family Leadership Summit. Others who will be in Ames on July 18 include Dr. Ben Carson, former Senator Rick Santorum, Louisiana Governor Bobby Jindal, and Senator Ted Cruz. Santorum, Cruz, and Jindal all spoke at last year’s Family Leadership Summit too, as did former Texas Governor Rick Perry (not yet confirmed for this year). Fortunately for the throngs of national reporters covering the presidential candidates, it’s not too long a drive from Cedar Rapids (where at least four Democratic presidential candidates will appear on July 17) to Ames for the FAMiLY Leader’s event the next day.

Any relevant comments are welcome in this thread. P.S. The demise of the straw poll is terrible news for the Central Iowa Expo venue in Boone, which has never been profitable and remains in deep financial trouble, with few events scheduled.

The Iowa Democratic Party’s annual Hall of Fame dinner will draw a larger-than-usual crowd this year, thanks to confirmed appearances by former Secretary of State Hillary Clinton, Senator Bernie Sanders, former Governor Martin O’Malley, and former Senator Jim Webb. (I assume former Senator Lincoln Chaffee, who is also seeking the Democratic presidential nomination, will join the list of speakers as well.) Tickets for the event at the Cedar Rapids Convention Complex on Friday, July 17 are available here.

After the jump I’ve posted details on the seven Iowa Democrats who will be honored at the Hall of Fame event. No one deserves the “outstanding elected official” award more than Iowa Senate President Pam Jochum. Following Iowa statehouse politics closely can be a discouraging pastime, especially this year, but the highest-ranking Democratic woman to serve in the Iowa Senate always makes progressives feel well-represented. I can’t think of a better candidate for governor in 2018.

Former State Representative and Cedar Rapids Mayor Kay Halloran will receive the Iowa Democratic Party’s “outstanding supporter” award. Outside her home town, she is best known for having served as mayor during the devastating 2008 floods.

The “outstanding activist” award is going to Tri-County Democrats chair Kurt Meyer. He was the runner-up candidate to lead the Iowa Democratic Party in January. As I wrote at that time, Meyer has done tremendous organizing work in northern Iowa. His efforts contributed to Mitchell County being the whitest county in the U.S. to vote for Barack Obama (and Howard County the fifth-whitest to favor Obama over Mitt Romney), as well as to State Senator Mary Jo Wilhelm’s narrow victory over Republican Senator Merlin “Build my fence” Bartz in 2012. Without Wilhelm, there’s no Iowa Senate majority.  

The Iowa Democratic Party and Republican Party of Iowa jointly shared good news last week: “The 2016 Iowa caucus results will be delivered via a new, mobile-enabled, cloud-based platform that will allow for accurate, efficient and secure reporting on caucus night.” After the jump I’ve enclosed the full statement, including more details on the technology.

Iowa politics watchers will be able to download apps that “will support each party’s unique caucus process.” The Iowa GOP collects paper ballots (of a sort) at precinct caucuses and releases statewide totals for caucus-goers who listed each presidential candidate as their first choice. The Iowa Democratic Party does not reveal how many caucus-goers preferred each presidential candidate, either as a first choice or after supporters of non-viable candidates realign. Rather, Democratic caucus results will show the number of county convention delegates (later converted to state delegate equivalents) for each candidate. Bleeding Heartland has previously described the sometimes complicated math for allocating county delegates.

Regardless of political affiliation, all Iowans will benefit from a smooth and accurate release of caucus results. The vote-counting fiasco from the 2012 Republican caucuses ended Matt Strawn’s tenure as Iowa GOP chair. A repeat could jeopardize Iowa’s place in the presidential nominating calendar, and it’s easy to imagine a narrow margin of victory for whoever emerges from this year’s crowded Republican field.

Although the 2016 Democratic caucuses are not likely to be as competitive, it’s still valuable to remove any grounds to question the accuracy of the reporting. Some Democratic old-timers still suspect that party bosses manipulated the release of the 1988 caucus results to deny victory to Senator Paul Simon of Illinois.

I had planned to focus on that poll last weekend, until I heard the devastating news about Beau Biden.

Speaking of the Selzer poll, I’m waiting for the self-styled “Dr. Politics” (Iowa State University professor Steffen Schmidt) to square his assertion that Iowa Democrats “truly hate [Hillary] Clinton’s ‘listening tour’ campaign” with Selzer’s findings that 86 percent of likely Democratic caucus-goers view Clinton favorably, and 57 percent say she is their first choice for president. Yes, Bernie Sanders got great turnout for his Iowa events last weekend. But where is the evidence that Iowans “hate” the Clinton campaign?

The Des Moines Register ran lots of articles featuring poll results this past week. I got a kick out of the “Captain Obvious” headline for this piece: “Moderates, very conservative in GOP not always in sync.” You don’t say. I guess that’s why moderate and very conservative Republicans have gravitated toward different presidential candidates every four years for the last several decades.

Democracy for America and MoveOn.org announced today that effective June 8, they will suspend the effort to convince Senator Elizabeth Warren to run for president. Organizers say the Run Warren Run campaign collected more 365,000 signatures on petitions since December and generated substantial support in other ways, described in detail in the press release enclosed below. From where I’m sitting, there are better ways to spend $1.25 million on progressive advocacy efforts. Warren will receive a copy of the petition, and MoveOn and DFA will presumably retain contact information for everyone who signed.

Today’s announcement says nothing about whether MoveOn.org or Democracy for America will endorse one of the two Democrats running for president as progressive alternatives to Hillary Clinton: Senator Bernie Sanders of Vermont or former Maryland Governor Martin O’Malley. The Iowa Democrats I know who were excited about Warren seem to be either supporting Sanders already or leaning in that direction. Run Warren Run ceased to have any real purpose the day Sanders announced his candidacy, but this past month, organizers have continued to ask Iowans to sign petitions, claiming there was a real chance Warren would change her mind.

Former Maryland Governor Martin O’Malley launched his presidential campaign in Baltimore yesterday before holding events in the Quad Cities and Des Moines later in the day. He was well-received at both venues and in New Hampshire today. I challenge any Democrat to find much to disagree with in O’Malley’s message.

O’Malley’s pitch to Democrats draws several indirect contrasts to front-runner Hillary Clinton, starting with the “new leadership” tag line on his campaign materials. His stump speech includes riffs on declining real wages, trade policy and the banking industry that put him to Clinton’s left. But from what we saw in Iowa this weekend, O’Malley has a lot of work to do to.

O’Malley’s immediate problem isn’t the large lead for Clinton in name recognition and opinion polls. It’s that Senator Bernie Sanders has already claimed the “progressive alternative to Hillary” niche.

I come from a middle class background, raised by a single mother who worked two jobs to put my brother and I through private school. I have seen first hand what it has been like for my mother to support her children, struggling to pay for school and healthcare.  

The August straw poll is traditionally the most-watched “cattle call” before the Iowa Republican caucuses and an important state GOP fundraiser.

Responding to criticism of past straw polls, the Republican Party of Iowa revamped this year’s plans, hoping to encourage broad participation. However, signs point to most of the top-tier presidential candidates opting out.

Blogger’s lament: let’s say you have a post in progress about a Republican carving out a promising niche in a crowded presidential field. He’s talking about highly salient issues for non-wealthy Americans, in a way that will distinguish him from most of his rivals. Not only do those policies relate to the well-being of many voters, they also allow the candidate to position himself against “elite” GOP strategists and other establishment figures hated by the party’s conservative base.

Then the guy does the stupidest thing you could imagine.

With one Facebook status update on Friday, Mike Huckabee may have wiped out any chance of broadening his appeal through the smart decision to focus his early campaign rhetoric on Social Security and trade.

According to Gallup’s latest well-being survey of people in the 100 largest U.S. metro areas, residents of the Des Moines metro area “are the most likely to say they are proud of their community,” with some 76.5 percent of central Iowa respondents agreeing or strongly agreeing with a statement about community pride. Gallup’s write-up noted a correlation between that sentiment and feeling “safe and secure.” A remarkable 85.7 percent of Des Moines area respondents said they “always feel safe and secure,” a higher level than in any other metro area Gallup surveyed.

Washington Post reporter Philip Bump speculated, “The two proudest cities are in Iowa and S.C., because people love being fawned over by politicians.” I really don’t think so.

In the past few years, at least three dozen lists measuring quality of life or economic factors have put the Des Moines area in the top five or ten communities nationwide. Former Talking Heads frontman David Byrne has raved about some of the amenities our metro has to offer. Having lived in a couple of great American cities and a couple of great European cities, I moved back to the Des Moines area for the long haul. Although I am way more politically engaged than the average person, I wouldn’t factor presidential candidate visits into a decision on where to raise my children.

Speaking of being fawned over by politicians, eleven declared or potential contenders for the presidency spoke at the Iowa GOP’s Lincoln Dinner last night. Three declared candidates missed the event (former Arkansas Governor Mike Huckabee and Senators Marco Rubio and Ted Cruz), as did at least a couple of others who are considering the presidential race (Ohio Governor John Kasich and New Jersey Governor Chris Christie). A dozen or more candidates will likely crowd the stage at GOP primary debates. My thoughts about the Lincoln Dinner speakers are coming in a future post. Philip Rucker and Jenna Johnson wrote a good piece for the Washington Post on Republican insiders’ growing anxiety about their large presidential field. Their sources included a heavyweight hated by many Iowa conservatives:

We’re in a danger zone,” said Doug Gross, a top Republican establishment figure in Iowa. “When the party poobahs put this process together, they thought they could telescope this to get us a nominee who could appeal to a broad cross-section of people. What we’ve got instead is a confederation of a lot of candidates who aren’t standing out – and in order to stand out, you need to scream the loudest.”

Speaking of people who stand out by screaming loudly, Representative Steve King posted a picture of himself yesterday with Dick and Betty Odgaard, who (in his words) were “targeted by LGBT activists/litigated out of 1man/1woman wedding business.” False. Here’s what really happened after the Odgaards refused to let a gay couple rent the Görtz Haus in Grimes for a wedding.  

Yesterday the U.S. House passed by 242 votes to 184 (roll call) a bill that would ban most abortions after 20 weeks of pregnancy. House GOP leaders originally planned to pass this legislation around the anniversary of the Roe v Wade ruling in January, but pulled the bill from the floor “following a revolt from female members who objected to language regarding exceptions for rape.” Sarah Ferris and Cristina Marcos reported for The Hill yesterday that the bill “requires a 48-hour waiting period, informed consent forms and mandatory counseling for victims of rape and sexual assault before abortions.” The latest version “eliminates a requirement for rape victims to go to the police, though it did not change a controversial provision that allows victims of incest to receive an abortion only if they are under 18 years old.”

Republicans Rod Blum (IA-01), David Young (IA-03), and Steve King (IA-04) all voted for the 20-week abortion ban, while Democrat Dave Loebsack (IA-02) voted against it. Iowa’s House members split along the same party lines regarding another anti-abortion bill that passed earlier this year, as well as a resolution that would “overturn the District of Columbia’s law prohibiting workplace discrimination based on reproductive health choices.”

I haven’t seen any comments from Blum, Loebsack, Young, or King on yesterday’s votes, but I’ll update this post as needed. Since Thursday I’ve been caught up in news about the May 7 general election in the United Kingdom. While polls predicted a few of the results, such as Scottish National Party gains in Scotland and devastation for the Liberal Democrats nearly everywhere, no one anticipated such a large popular vote lead for the Conservative Party, which gave the Tories enough seats to form a government without any coalition partners. As election day approached, it appears that polling firms were “herding” to avoid releasing a survey that could be an embarrassing outlier. Nate Silver discussed the phenomenon of pollsters “putting a thumb on the scale” after last year’s midterm election.

Damian Lyons Lowe, founder of the British polling firm Survation, admitted here that his company “chickened out” of publishing data from a telephone poll taken the day before the UK election, because “the results seemed so ‘out of line’ with all the polling conducted by ourselves and our peers.” That final Survation poll turned out to be close to predicting the popular vote share for the Tories and Labour.

Facing a similar situation last fall, the Des Moines Register’s pollster Ann Selzer stood by her final numbers for Iowa’s U.S. Senate race. That poll looked like an outlier to me and many others, but Selzer was wise not to chicken out or tweak the numbers to follow the herd.

So far this year, various Iowa polls on the presidential candidates in both parties have largely agreed with one another. Most recently, Quinnipiac found a statistically significant lead for Scott Walker and a “scramble for second place” on the Republican side and a huge gap between Hillary Clinton and the rest of the Democratic field. I’m curious to see whether survey findings from different firms will start to diverge as we get closer to the Iowa caucuses early next year.

Democrats in Iowa and nationally have been worried all year that a more competitive GOP presidential campaign will boost Republican organizing and enthusiasm going into the 2016 general election.

Yet this week, while the Iowa GOP announced plans to help long-shot presidential candidates be heard on equal footing, the Democratic National Committee sharply limited opportunities for voters to compare the whole presidential field side by side.  

David Chivers started work yesterday as the Des Moines Register’s president and publisher. The Des Moines native comes from a strong background in digital marketing. Speaking to Register employees on the day Gannett announced his hiring, Chivers acknowledged he has a lot to learn about the newspaper and said he welcomed “candid discussions” on how to “push the brand and the business forward.”

In that spirit, I offer my thoughts on ways the Register could better serve readers who rely on the paper for political news. Balanced, fact-based reporting is central to the Register’s brand as “the newspaper Iowa depends upon.” Unfortunately, last year’s election coverage hurt the Register’s reputation among many politically-engaged Iowans. Acknowledging the problem is essential to avoid compounding the damage during the upcoming Iowa caucus campaign.

Former Iowa Secretary of State Matt Schultz announced yesterday that he will chair Senator Ted Cruz’s Iowa caucus campaign, calling the Texas senator “a consistent conservative who cares about liberty and won’t back down from a fight.” I can’t think of a more perfect match for Cruz than Schultz, who talked a big game but had little to show for four years of political crusades in state government.

Last Tuesday morning, I woke up a lifelong Iowan, a working mom, a wife, a small business owner. By dinner, I was being portrayed by national – and international – media as a “fake” Iowan.

It has taken nearly a week for the reality of my unexpected cup of coffee with Hillary Clinton to sink in. As soon as she sat down, I realized how privileged I was to have her ear that morning. The experience, from start to now, has been surreal, to say the least.  

Hillary Clinton embarked on a road trip to Iowa immediately after making her campaign official on Sunday. She has several small-scale events scheduled for today and tomorrow in Monticello (Jones County) and Norwalk (Warren County), a sign she is committed to winning over Iowa caucus-goers.

Most politically engaged Iowans look forward to seeing presidential candidates in person during caucus season. We like to hear first-hand where the contenders stand on issues that matter to us. As a group, we are generally willing to give all contenders serious consideration before making up our minds.

Unfortunately, some Democratic activists seem to think that candidates prove their worth in Iowa by fawning over local VIPs. That mentality hurts the Iowa caucuses, especially when pooh-bahs broadcast their sense of entitlement to national reporters covering the campaign.

First-term Senator Marco Rubio will announce later today that he is seeking the Republican nomination for president rather than running for re-election to the U.S. Senate from Florida.

Even without hearing his stump speech, I have a feeling he will live to regret that choice.

Former Maryland Governor Martin O’Malley has been laying the groundwork for a presidential campaign for quite a while. These past few days, he continued to walk and talk just like a presidential candidate would in Iowa. On Thursday, he spoke at Simpson College and headlined a fundraiser for State Representative Scott Ourth before speaking to a good crowd in a heavily Democratic Des Moines neighborhood. The next day, he taped an episode of “Iowa Press” on Iowa Public Television (video and full transcript here; excerpts after the jump). O’Malley wrapped up Friday with a well-received speech at the Polk County Democrats’ spring event (click through for video or audio). The stump speech blended a summary of his accomplishments as Baltimore mayor and Maryland governor with a vision for the future. For laughs and applause, he threw in some good jabs at tea party Republicans. Before and after the speech, O’Malley worked the room of activists. His staff had put down placemats and postcards for people to take home.

Yet I still can’t shake the feeling that O’Malley will not follow through with running for president.

The Polk County Democrats’ spring awards dinner on Friday night exceeded all expectations. Hordes of journalists showed up to cover speeches by former U.S. Senator Jim Webb and former Maryland Governor Martin O’Malley. I enjoyed both speeches and have posts in progress on their messages. C-SPAN put up video of both speeches here.

You had to be there to experience the evening’s other high points. Beautiful videos honored the memories of veterans who died overseas and three legendary local Democratic supporters who passed away during the past year (including Paulee Lipsman). Tireless Urbandale volunteer and letter-to-the-editor writer Rick Smith was recognized for his activism. Before Webb and O’Malley spoke, Iowa Democrats honored Representative Neal Smith, who represented Polk County in Congress from 1959 to 1985. Unfortunately, Smith couldn’t be present, having suffered a minor injury last week. He sent a letter to be read on his behalf, while former Senator Tom Harkin shared memories by videotape and Representative Leonard Boswell told the crowd a few of his favorite stories about Smith. As former Secretary of State Hillary Clinton prepares to formally launch her presidential campaign later this month, her team continues to hire capable staff who are well-known to Iowa Democratic activists.

Donald Trump spent today in central Iowa, hanging out with Iowa House and Senate members at the state Capitol and speaking to college students in Indianola. I don’t care how many “advisers” Trump hires here, and I don’t care how many hints he drops about running for president (see video from his press conference). This guy is a publicity hound, not a serious candidate. His name recognition is sky-high, yet he drew support from only 1 percent of respondents in the last Des Moines Register poll of Iowa Republicans by Selzer & Co.

Reading Brianne Pfannenstiel’s Des Moines Register story on Trump’s event at Simpson College, it’s clear the would-be candidate can’t answer basic policy questions without turning the conversation back to himself. According to WHO-TV’s report, Trump provided few policy details in Indianola. Anyone can promise to “end ObamaCare and replace it with something terrific,” and promise to end America’s debt crisis while increasing military spending. Show us the money.

The most interesting thing about Trump’s pseudo-campaign is that the billionaire was able to hire Chuck Laudner. A legend on the Iowa GOP’s social conservative wing, Laudner used to work for Representative Steve King, was active in the 2010 campaign against retaining three Iowa Supreme Court justices, ran Rick Santorum’s 2012 Iowa caucuses effort, then led the unsuccessful U.S. Senate campaign of Sam Clovis. I wouldn’t have pegged him for a Trump guy.

Speaking of Santorum, he’s in Iowa again this week. But Laudner’s decision to join Trump of all people is another sign that Santorum has little chance to repeat his strong Iowa caucus showing.  

On Easter Sunday, Senator Ted Cruz became the first presidential candidate this cycle to run a television commercial. The video and transcript are after the jump, along with highlights from Cruz’s events in Sioux City, Dubuque, Durango, Cedar Falls, Cedar Rapids, and Des Moines on April 1 and 2.

Nothing I’ve seen or heard from Cruz lately changes my view that he will crash and burn in the Iowa caucuses.

Former U.S. Senator Rick Santorum has visited Iowa lots of times since (barely) winning the 2012 GOP caucuses, but discouraging signs for his presidential aspirations continue to mount. He has been outshined by Senator Ted Cruz and others at several events drawing large conservative crowds here. One of his former Iowa staffers jumped ship for Cruz before eventually taking a position with former Texas Governor Rick Perry’s political action committee. The most recent polls by Selzer & Co for the Des Moines Register and Bloomberg Politics indicated that Santorum is the first choice of only 3 percent or 4 percent of likely Republican caucus-goers.

Yesterday Maggie Haberman of the New York Times broke disastrous news for Santorum: Nick Ryan will lead a super-PAC for former Arkansas Governor Mike Huckabee during the upcoming presidential campaign. Iowa’s dark money king is best-known for leading the 501(c)4 group American Future Fund, but in 2011 Ryan created and led a super-PAC which spent millions on Santorum’s behalf before the presidential caucuses and primaries. He has also had close ties to The Iowa Republican blog’s publisher Craig Robinson, who provided mostly favorable coverage to Santorum’s campaign before the 2012 caucuses. The Iowa Republican has leaned toward other candidates Ryan favored in past elections, such as Jim Gibbons in the 2010 GOP primary to represent Iowa’s third Congressional district and Mark Jacobs in the 2014 U.S. Senate primary.

Ryan aligning with a rival candidate is as significant as longtime Mitt Romney consultant David Kochel joining former Florida Governor Jeb Bush’s political action committee a couple of months ago.
