We love surprises when we anticipate they’ll be positive. But we dread the surprise of a car not starting on a subzero morning, a call at 2 a.m. from a loved one crying, or a doctor’s hushed prognosis. We laugh when people jump out at a party shouting surprise because we know we’re safe. But we scream if a group jumps out surprising us while we’re on a midnight walk.

Governor Kim Reynolds’ Condition of the State speech last week was a scary surprise party for public educators and parents.

“I would say with a great deal of confidence that Kim Reynolds is the only person in the state of Iowa that could be a king or a queenmaker,” Republican Party of Iowa state chair Jeff Kaufmann told the Des Moines Register last February. “There’s a lot of people who like to cast themselves as kingmaker because it helps them to push their organizations, but she’s the only one that could be.”

Wrong.

Governor Reynolds spent much of the last two months campaigning for Florida Governor Ron DeSantis and starred in a tv ad on his behalf. Yet her backing didn’t move the needle; polls showed support for DeSantis between the mid-teens and low 20s in Iowa for the last six months. As expected, he finished about 30 points behind former President Donald Trump at the January 15 caucuses.

DeSantis did eke out a second-place finish with 21.2 percent of the vote, about 2 points ahead of Nikki Haley. But that more likely stemmed from the Never Back Down super PAC’s extensive field operation, which was superior to what Americans for Prosperity Action delivered for Haley.

Reynolds should have known it was far too late to convince the GOP base to abandon Trump. She’d avoided offending his fans for years.

As the Iowa caucuses approached, the state faced another day of subzero weather with wind chills reaching 30 below. The weather seemed fitting, since the Republican front-runner, Donald Trump, is as cold-hearted as ice. He was the clear favorite to win in Iowa, and took 51 percent of the votes to prevail by a record margin.

I’m not sure how long we can excuse Iowans for voting for Trump, after he mocked a disabled reporter, separated children from families at the border, said immigrant blood was poisoning our country, and enabled millions of Americans to die due to his ineffective response to the COVID-19 pandemic. Not to mention his habit of inciting violence and bringing out the racist beliefs in others, masterminding a coup to subvert the peaceful transfer of power, and so on.

Recently, someone suggested that I attend a Republican caucus on January 15 in order to vote for someone other than Donald Trump. Their suggestion was born out of a sincere fear that should Trump win the Republican nomination and general election, it would mark the end of democracy in the United States as we know it—a fear I wholeheartedly share.

Now you may ask: How can I, a devout and registered Democrat, vote in a Republican caucus? Actually, it is quite easy. All one need do is show up at the caucus site and register that night as a Republican.

In fact, I have done so in the past, but for different reasons.

We’ve never met.

But, apparently because our last names are similar—though not the same—email perhaps targeted for you ended up in my junk box.

It’s cold here in Iowa today, and with no U.S. Mail arriving due to the MLK holiday, I have been passing the time by reading a few selections that my computer marked as junk.

That’s how I know you may have missed the news from Ted Cruz.

He wrote today (through the National Republican Senatorial Committee) to say his “new book, Unwoke, is all about how the woke mind virus took over America and what conservatives can do to stop it from spreading further.”

Herb Strentz was dean of the Drake School of Journalism from 1975 to 1988 and professor there until retirement in 2004. He was executive secretary of the Iowa Freedom of Information Council from its founding in 1976 to 2000.

Instead of “beware the Ides of March,” maybe we should beware the Ides of January. For as a soothsayer warned Shakespeare’s Julius Caesar of impending assassination and the end of empire—driven by the supposed effect of the full moon on human affairs in the middle of the month—we should beware the Iowa GOP caucuses, which may herald the onset of a second Donald Trump presidency.

In what would resemble an early Halloween prank upon our nation, Iowa may boost Trump’s candidacy, to the detriment of our democracy.

I had a dream last night. An alien spacecraft landed in my backyard. The creature that emerged communicated through a device equipped with a keyboard and screen, much like a laptop computer. Overall, he seemed like a friendly chap. So, I invited him in.

After exchanging pleasantries, he told me he was a “reporter” from a distant planet called “Ogar.” He landed on earth to learn more about the United States political system.

I thought it valuable to listen to the questions and observations of someone who would hopefully represent a point of view free of agenda driven acrimony and confirmation bias.

Before we get too far into the new year, let’s review the immediate past, present, and future of America’s political, economic and social fabric.

“Today, we’re here to answer the most important of questions,” President Joe Biden said in Valley Forge on January 5. “Is democracy still America’s sacred cause? I mean it.”

There is that feeling I can get, maybe like a quiver, not something in my head, but in my whole body, when I hear words so striking, so uplifting, so clear in their articulation of truth, that I know I’ve heard greatness and grace at the same time. That’s how I felt watching the president deliver his speech last week.

I hope every American heard the president’s speech at Valley Forge. “This is not rhetorical, academic, or hypothetical,” he said. “Whether democracy is still America’s sacred cause is the most urgent question of our time, and it’s what the 2024 election is all about.”

As Iowa’s taxpayer watchdog, I hear from Iowans just about every day with concerns about state and local government. Oftentimes, there are steps my office can take to address those concerns; other times, the next step is as simple as directing folks to the best channel in state government to address their question. Sometimes, it’s easy to also confuse misplaced priorities for misspent money—one requires a change in leadership, and the other requires an audit investigation.

Randy Evans, the executive director of the Iowa Freedom of Information Council, recently raised questions about the state auditor’s responsibility to investigate secret government settlements. Evans wrote in his column that the situation “should have State Auditor Rob Sand knocking on the doors at City Hall” and “asking questions on behalf of the tax-paying people of Davenport.”

What many people don’t know, however, is that the state auditor needs some kind of request to conduct a review at the local level.

As 2023 ended, CO2 pipelines were among the most newsworthy developments in Iowa. Summit Carbon Solutions’ proposed CO2 pipeline would cross more than 30 of Iowa’s 99 counties.

Heading into 2024, county boards of supervisors bear a heavy responsibility as they deal with ordinances while the state awaits the Iowa Utilities Board’s decision on Summit’s permit application.

If you’ve been overseas, you have to love the buses and trains. It’s effortless to get around in Paris, Berlin, Munich or London. They have vast transportation networks that can cheaply and quickly transport you miles in only a few short minutes. With a few exceptions, such networks don’t exist in U.S. cities.

Ford’s assembly line method of mass production finally made the automobile affordable for the everyman. After World War II, cheap mortgages, the construction of the Interstate Highway System, and veterans receiving benefits from the G.I. Bill gave birth to the sprawling suburbs that we see today. The convenience and the independence granted by the automobile became part of our culture and for better or worse, shapes how we fund infrastructure and public services in our country.

Unfortunately, the automobile revolution has also resulted in the minimizing and under-funding of mass transit.

Like many Iowans, my thoughts have been rather chaotic since the horrible news from Perry High School last week.

The events were so sad and senseless. A 17-year-old student was dead, having shot himself. An 11-year-old sixth-grader, known for his big smile and cheerful outlook, was dead from three gunshot wounds. Seven other students and school employees, including the high school principal, were wounded by the teenager.

Americans are numb to the number and frequency of school shootings and other mass killings. Our leaders appear to be paralyzed. Yes, they express their sadness and concern, but thoughts and prayers are not enough.

Nikki Haley needed an entire day to admit, rather furtively, that slavery was a possible cause of the Civil War. Donald Trump thinks that the bloody struggle from 1861-65 (which Trump, in a rare burst of accuracy, described as “very rough time”) happened because Abraham Lincoln was born too soon to read the “Art of the Deal.” Had the Great Emancipator been so fortunate, Trump said in Newton on January 6, “you probably wouldn’t even know who Abraham Lincoln was.”

Iowans whose knowledge of the Civil War goes slightly beyond Ken Burns’ PBS series three decades ago are shaking their heads in wonderment at such ignorance. But history is as much a vantage point than an absolute certainty. I learned that lesson in September, 1963, and the first days of classes in my junior year at Lincoln High School in the Nebraska capitol city.

When my kids were younger, we had a Magic 8 Ball. If you asked a Yes or No question and shook it, up popped an answer like, “Without a doubt,” “Outlook not so good,” or “Concentrate and ask again.” 

The Iowa legislature’s 2024 session began on January 8. Like last year, public education may well be on top of the agenda. With that in mind. I thought I’d introduce the Bruce Lear Magic 8 Ball. My version is next generation, so there’s an explanation with each answer. 

Like all predictions, they may be flat wrong, and they sure aren’t inevitable, especially if the education community unites and acts.

Gun violence doesn’t originate at the schoolhouse door, and it won’t be solved there. Our policy making and political rhetoric urgently need to reflect this reality.

Around 7:45 on the morning of January 4, I was headed home after dropping my daughter off at her elementary school when I thought nothing of pulling over for an Iowa Highway Patrol car, lights and sirens blaring, headed west. Hours later, as reports came in, I saw state troopers were among the first on the scene at Perry High School, at the edge of a small Iowa town about 30 minutes due west of my own. A 17-year old student had inaugurated another year of gun violence in American schools, killing a 6th grader and injuring five other students and two staff before taking his own life.

Those dopplered sirens were an unsettling connection between my ordinary morning drop-off routine and the nightmare that had visited families of a nearby community; another sign of the persistent and unique exposure to gun violence that only the United States allows. 

Allen Bonini retired in January 2021 after nearly 45 years as an environmental professional, serving in various technical, managerial and leadership positions in water quality, recycling and solid waste across the states of Iowa, Minnesota, and Illinois. Most recently, he served fifteen and a half years as the supervisor of the Watershed Improvement Section at the Iowa Department of Natural Resources. In retirement he continues to advocate for responsible public policy and actions to improve and protect water quality in Iowa.

I devoted my entire 44 year professional career trying to protect and improve our environment across three Midwestern states. I tried to do that through the policies, programs and advocacy I’ve been involved with and/or led. Some who know me personally know I rarely back down from a fight or am afraid to call out injustices or wrong-headed decisions by organizational leadership—whether in state, regional or local governments or in corporate America (all of which I’ve served in one or more capacities throughout my career).

A select few of you know I believe “sometimes you have to play hardball.” That sums up my view of where we need to go in terms of the efforts to clean up our water and other natural resources here in Iowa. 

My fellow environmental colleagues, it’s time to recognize you don’t win an alley fight by bringing an olive branch, and you don’t take a knife to a gun fight.

Election year 2024 is upon us.

In recent months, some Bleeding Heartland commenters have voiced reluctance to support President Joe Biden in the November election. The reasons, as best I can surmise, are essentially he’s too old or not quite the new shiny object some younger governors and others appear to be.

Well, those outstanding governors are supporting Joe, because they know he offers the best chance for Democrats to retain the White House and continue to advocate for progressive public policy.

Steve Peterson has been an educator for more than 20 years and currently teaches fifth grade at Decorah Middle School. He is a master teacher and the president of the Decorah Education Association. 

On December 29, U.S. District Court Judge Stephen Locher blocked the state of Iowa from enforcing two parts of the wide-ranging education law Senate File 496: the ban on books depicting a sex act at all grade levels, and the prohibition on promotion or instruction relating to sexual orientation and gender identity in kindergarten through sixth grade.

The court’s preliminary injunction is good for the students I teach and for my colleagues in classrooms around the state. But the hold also comes at a great time for me, personally—because I was just about to report to the Iowa Department of Education that I may have broken the law.

Resolutions for the New Year are easy to give up on. It often seemed the year had barely begun when I would forget whatever it was I said I would (or wouldn’t) do. So when I went to Planet Fitness yesterday, I looked around wondering how many of these people just joined because they made that resolution to feel better—to get fit, be in better shape, lose weight.

Why are resolutions so hard to keep? I think one of the obstacles to attaining a goal is that so much in life is out of our control.

Another election year is upon us. I can guess what you’re thinking, because I have heard others say it: Why do Iowa Democrats have so many losers running of office? 

I am one of those losers. Let me tell you my side of the story.

Do you have an LGBTQ+ person in your life? Are you an ally? How do you know? Who determines allyship? What does allyship look like?

These are all important questions. But there is no single correct answer. Allyship depends on your relationship with those you know and love. It takes many forms. The allyship of a parent looks different than that of a friend, co-worker, or classmate. Regardless, all types of allyship matter to those around you.

It’s important to understand you can’t declare yourself an ally. The people you interact with decide whether you deserve that label. It takes work to earn a reputation as an ally, but your efforts will be noticed and appreciated.

So, what does it take to be an ally? Here’s a useful—though not exhaustive—list of actions.

Tell your legislators to act on behalf of all Iowans, create an economy that works for all Iowans, and use the government to protect the most vulnerable. Republicans can enact each and every one of these items on a bipartisan basis.

No Apple phones, No Madden 24 NFL, and there was not a Tik or a Tok to be found. It was just a fenced concrete slab and two slightly bent backboards with chain nets. There wasn’t free throw line or half court markings. It was strictly BYOB, bring your own basketball. 

The ball sometimes flew over the fence and landed in Bear Crick. We took turns wading in or finding a big enough stick to retrieve the errant ball. Sometimes the lights blazed long after we’d been called to supper, but since we lived a block away, I’d be sent down to switch them off.

Antitrust regulators should block the proposed sale of OCI Global’s Iowa Fertilizer Co. plant in Wever (Lee County) to Koch Industries. The deal would be outrageous, but we must look back to fully understand why.

Then-governor Terry Branstad and Lieutenant Governor Kim Reynolds offered nearly $550 million in tax giveaways to OCI’s predecessor, Orascom, to build the plant prior to its 2017 ribbon cutting.

That included $133 million in local giveaways such as Lee County property tax abatement over twenty years. Another $112 million in state giveaways like corporate tax credits and forgivable loans. And an estimated $300 million in federal tax giveaways from the get-go thanks to the Iowa Finance Authority approving Orascom for $1.2 billion in Midwestern Disaster Area bonds created by Congress after the 2008 floods.

We Iowans apparently have been kidding ourselves.

Somehow, as we focus on taxes, water quality and allegations of big-government overreach, as we wrestle with immigration, inflation, drug abuse, school choice and women’s reproductive freedom, and as we contemplate transgender issues, academic freedom, religious rights and free speech on college campuses, Iowa has missed another issue—one that appears to be gaining momentum, and controversy, in some states.

The surprising topic of debate? State flags.

Kurt Meyer writes a weekly column for the Nora Springs – Rockford Register and the Substack newsletter Showing Up, where this essay first appeared. He serves as chair of the executive committee (the equivalent of board chair) of Americans for Democratic Action, America’s most experienced liberal organization.

Local news coverage is going through significant birth pangs. I’ve intended to write about this topic for some time now, but every time I start, I come across something newsworthy that merits incorporation into my thinking—and into my column. So, this ramble comes with a disclaimer: “This emerging story will be updated as information becomes available.”

The term “birth pangs” indicates my view—more than just a hope—that something new indeed is being born, although from my perch, it’s not yet clear what the “new-new thing” will be. A dozen or more examples are likely to be birthed, multiple workable models. It’s also fair to note that a birth-pangs approach is vastly preferable to a death-throes approach, a term that may well apply to more moribund local news providers.

A federal judge will soon decide whether to block enforcement of all or part of an Iowa law that imposed many new regulations on public school libraries and educators.

Two groups of plaintiffs filed suit last month challenging Senate File 496 as unconstitutional under the First and Fourteenth Amendments to the U.S. Constitution. Among other things, the law prohibits school libraries and classrooms from offering “any material with descriptions or visual depictions of a sex act.” It also forbids schools from providing “any program, curriculum, test, survey, questionnaire, promotion, or instruction relating to gender identity or sexual orientation to students in kindergarten through grade six.”

U.S. District Court Judge Stephen Locher of the Southern District of Iowa did not consolidate the cases, which contain some overlapping arguments. But he did consolidate the hearings on the plaintiffs’ requests for a temporary injunction, which would prevent the state from enforcing certain provisions of SF 496 while litigation proceeds.

Near the end of that December 22 hearing in Des Moines, the judge said he will rule on whether to issue an injunction by January 1, when provisions allowing the state to investigate or discipline educators or school districts for certain violations will take effect.

Attorneys for the state advanced several misleading or contradictory legal arguments at the hearing and in briefs filed last week.

One of my favorite contemporary writers is pastor and author John Pavlovitz. He reminds us often that “Jesus was woke.” He observes that Republicans/Evangelicals like to refer to the Bible a lot but rarely bring up Jesus. Here is what Pavlovitz says about that:

Former President Donald Trump has recently been crying wolf by depicting America’s legal system as a “witch hunt” against him. Trump claims the New York, Georgia, Florida, and District of Columbia criminal cases—with 91 felony charges—are politically motivated to restrict his ability to run for president in 2024.

Anyone would realize the hypocrisy of Trump’s ploy if they knew he never declared “witch hunt” in the 62 lawsuits he filed and lost while contesting the 2020 election. Note: Trump-appointed judges were among the 80-plus magistrates who dismissed his election fraud lawsuits.

The Iowa Department of Education recently announced that five groups have applied to open eight new charter schools in Des Moines and Cedar Rapids for the 2024/2025 school year. Only one of those five groups is based in Iowa.

The full applications for each proposed charter school are available on this page of the Department of Education’s website. Be aware that some of these applications stretch to nearly 400 pages, so if you want to review them, plan to spend some time on the task.

After being re-elected to the Iowa House of Representatives, I met newly elected State Senator Kim Reynolds in 2009 at an event where a bipartisan group of “veteran” legislators were giving advice to newly elected ones. My next interaction with Reynolds was when she was lieutenant governor, and Governor Terry Branstad appointed me to serve as Vice-Chair of the Iowa Board of Parole. After I was promoted to chair that board, I met frequently with Branstad and Reynolds, apprising them of the progressive measures the board was undertaking.

Two recent surveys by Morning Consult, released in late October and late November, identified Reynolds as the country’s governor with the highest disapproval rating. A summary of the October poll noted, “her unpopularity increased partly because of a surge in negative sentiment among independent and Republican voters during a year in which she signed a strict anti-abortion law and took a lashing from former President Donald Trump …”

I really should not be surprised by some comments that represent what passes for civic dialogue in Iowa these days. 

The latest example leaves me shaking my head, not just at the events themselves but at the reactions. Mrs. Gentry, my history and government teacher in high school, would be dismayed by intelligent people misunderstanding one of the foundations upon which the United States was established — that foundation being the desire of people for intellectual freedom.

Twenty-seven years ago, the Quad-City Times published a six-part series on neglect and abuse in nursing homes. The articles told the stories of residents whose physical and mental health needs were not met, who were subjected to verbal or physical abuse by staff or other residents, and had been injured or had died.

The stories were tragedies. And sadly, tragic stories still regularly appear in Iowa Capital Dispatch and other Iowa media written by Clark Kauffman—the same journalist who authored the stories in 1996.

For more than 27 years, horrific stories of neglect and abuse have stemmed from far too many nursing facilities that have employed too few workers; failed to adequately compensate, train, and respect workers; routinely accepted exceptionally high levels of employee turnover; lobbied elected officials to increase annual appropriations of tax dollars but to also minimize oversight of their efforts; avoided criminal prosecution for their misdeeds; and have put the desire for profit ahead of the needs of the Iowans they exist to serve.

In 27 years, little has changed. At too many facilities, neglect, abuse and dehumanization of older Iowans continue.

Bruce Lear lives in Sioux City and has been connected to Iowa’s public schools for 38 years. He taught for eleven years and represented educators as an Iowa State Education Association regional director for 27 years until retiring.  

Governor Kim Reynolds’ attitude toward public education reminds me of a scene from an old movie called the Longest Yard, starring Burt Reynolds. There’s a 2005 Adam Sandler remake, but that’s more like a missed field goal.

Burt plays Paul Crewe, a wisecracking, pro quarterback who is convicted and sent to prison. The warden stages a game between the guards and prisoners.

Indeed, Donald Trump has defiantly laid out his plans to become our country’s first dictator. He copied his blueprints from the authoritarian playbook of corruption and venality which has informed and driven tyrants from Mussolini to the present.

North American rail giant Canadian National announced on December 6 it would attempt to acquire the Waterloo-based short line railroad Iowa Northern Railway. Before that can happen though, the deal must undergo review by the U.S. Surface Transportation Board. The board should block this acquisition, and it’s not even a close call.

Short line railroads are the small and medium businesses of rail. Short lines like Iowa Northern Railway operate nearly half of all freight rail track in Iowa, according to the railroad interest group GoRail. These short lines run shorter distances and connect rural areas with larger, national rail networks.

City leaders in Davenport have forgotten that city government there belongs to the people. It does not belong to the folks who were elected to city offices.

This reminder is necessary because of a troubling series of events, unlike any I have seen in five decades of monitoring the goings-on in local governments across Iowa.

The shenanigans should have State Auditor Rob Sand knocking on the doors at City Hall. He should be asking questions on behalf of the tax-paying people of Davenport—because city leaders there are not answering questions from the public or journalists.

Over the last dozen or so years in Iowa, we have seen a new assault on citizens’ rights, putting the future of our state in a precarious situation. It seems every other week there are reports and new sets of statistics tarnishing what was once a sterling record for Iowa on the well-being of its citizens. We have seen Iowa lose its destination status for those looking for an excellent public education as well as a dearth of coverage for mental health care. Iowa now ranks the worst in the country for OB/GYN coverage per capita and is consistently cited as an example of what not to do when it comes to stewardship of our waterways.

On top of these dire statistics, we are also seeing unprecedented assaults on the civil liberties of Iowans, from banning books in schools (and prompting at least two costly lawsuits because of it) to banning transgender Iowans from participating in sports to restricting the right to privacy and health care for half of the state’s population.
