The Iowa legislature’s 2023 session begins on January 9.

Over the years, I’ve participated in some great Iowa legislative forums and some that left me with what the old commercial called an Excedrin headache. Most of the time, those headaches came because I didn’t prepare, and I left things unsaid or unquestioned. It’s a little like being in a debate with someone and knowing just the right thing to say, a few hours too late.

For that reason, I offer a simple guide for discussing private school vouchers at legislative forums. Although Iowa House Republicans have twice refused to pass Governor Kim Reynolds’ scheme, and a statewide poll last year showed 52 percent of Iowans opposed using public money for private schools, the governor seems determined to force a yes vote. Those who oppose vouchers need to be equally determined and prepared.

Rural policy is an area where Republicans and Democrats should be able to find common ground (no pun intended). The new Congress presents a real opportunity as work begins to pass a Farm Bill in 2023. This legislation is renewed roughly every five years to authorize rural development programs at the U.S. Department of Agriculture. The current Farm Bill will expire on September 30, 2023.

Reauthorization allows policymakers the ability to review programs included in the legislation, consider changes, and address implementation barriers that may have come up since the previous Farm Bill passed.

As Buffalo Bills safety Damar Hamlin continues to lie, inert, connected to whatever devices keep him alive, someone is sure to call for American football, a sport unique in the world, to be banned.

Certainly what occurred on the turf of Paul Brown Stadium on Monday night, January 2, 2023, bears introspection. How are you supposed to feel when you witness a 24-year-young man almost dying, in full view of tens of thousands of spectators, and millions more watching on high-definition television?

A 2022 report from March of Dimes shows that “36% of counties nationwide — largely in the Midwest and South — constitute ‘maternity care deserts,’ meaning they have no obstetric hospitals or birth centers and no obstetric providers.” While their report does not provide state rankings, you can see whether your county classifies as being a maternity care desert here. Additionally, a report from Stacker in June 2022 ranked Iowa eleventh on a list of “states where the most people live in maternal health care deserts.”

Even if your area has maternal health care providers (OBGYNs, family physicians, midwives), finding quality care is another challenge facing pregnant and postpartum individuals in both urban and rural areas. I’ve discussed some of those problems in previous articles for this website. 

The good news is relatively low-cost, evidence-based solutions are available to make maternal health care more accessible in Iowa, which would improve outcomes. I have identified and prioritized opportunities that should be bipartisan based on successes in other states.

Note: I am not including abortion access in these recommendations, since the procedure continues to be legal in Iowa, the media regularly cover this topic, and several organizations advocate on this issue. In politics, having a “trifecta” in government is a good thing for a political party—until the trifecta’s inaction on some popular issue starts to haunt those in power.

Iowa Republicans served up an example of the consequences of such inaction in the days leading up to Christmas. This story involves military veterans, a highly sought-after constituency that is part of any solid political movement.

Governor Kim Reynolds, the state legislature, and Iowa Supreme Court rulings inspired the majority of Bleeding Heartland’s most-read posts from this year.

This list draws from Google Analytics data about total views for 570 posts published from January 1 through December 29. I wrote 212 of those articles and commentaries; other authors wrote 358. I left out the site’s front page and the “about” page, where many people landed following online searches.

In general, Bleeding Heartland’s traffic was higher this year than in 2021, though not quite as high as during the pandemic-fueled surge of 2020. So about three dozen posts that would have ranked among last year’s most-viewed didn’t make the cut for this post. Some honorable mentions from that group:

Enough already!

Enough about how Iowans have been “kicked in the teeth” by Democrats losing the first-in-the-nation status of the Iowa caucus. If we really want to know who or what kicked Iowa in the teeth, the answer for Iowans is in the mirror.

Such self-reflection should put an end to the mourning about no longer casting Iowa as the center of the political universe.”We should put our own house in order first.

Ukrainian President Volodymyr Zelenskyy delivered a dramatic, crisp, and impactful address to the American Congress in Washington on December 21.

Dramatic because it brought front and center the danger the Ukrainian people face continuously from Russian aggression. Crisp because Zelenskyy wasted no words in describing Ukraine’s situation. And impactful because his message aligned his country’s fate with proud moments in American history.

U.S. Representative Ashley Hinson is at it again.

In January 2022, the Republican made news in Iowa and nationally when she took credit for “game-changing” projects in her district, despite having voted against the infrastructure bill that made them possible.

Hinson is closing out the year by bashing the “wasteful spending” in an omnibus budget bill, while boasting about her success in “securing investments for Iowa” through the same legislation.

Gerald Ott of Ankeny was a high school English teacher and for 30 years a school improvement consultant for the Iowa State Education Association.

Earlier this month, the Kansas City Star’s editors wrote about White Kansas City-area high school students who were racially taunting Black players on an opposing basketball team.

In the same week, the U.S. Department of Education’s Office for Civil Rights levied serious changes against the Ottumwa, Iowa school district (as per numerous newspaper accounts). Following release of the OCR’s report, the Ottumwa Courier’s editors took the superintendent to task, saying he has “skirted the harsh realities of what happened.” The realities of racial abuse are clearly enumerated in the OCR report, which is online (and reproduced at the bottom of this post).

The agency’s findings are grave and require the school district to take extensive steps of remediation.

Thankfully we are nearly six weeks past the 2022 midterm election. I can hear many voters exuding a sigh of relief and shouting, after $17 billion was spent on disinformation, misinformation, and the occasional truthful political ad, “yes, finally, the election is over.”

Normal life is back, and we’ve jumped right into the holiday season. Let’s ponder how to make this year’s holiday season better than we’ve experienced heretofore.

What’s a farm? Who is a farmer? These are political questions.

They are important questions for Iowa, as so much of the state’s identity is wrapped around its historical role in U.S. agriculture. The questions also matter for the U.S. Department of Agriculture, which implements policies that strongly favor Iowa’s farm and agribusiness sectors. The higher the number of farms, the more legitimate it is to keep claiming that “Iowa feeds the world.” Funding depends on that number too.

2022 was a rough year to be a Democrat in Iowa. Watching the results roll in felt like a collective gut punch. Next came the stinging realization that even with mostly-good results for Democrats nationally, we again lost ground in the middle of the country, even in places many of us were confident were winnable. It felt like salt on the wound.

A silver lining emerged as returns continued to come in, with Democratic State Senator Sarah Trone Garriott taking down one of the most dangerous Iowa Republican legislators, Senate President Jake Chapman. At that moment, I realized that even though we lost seats in the state legislature, this race could be a turning point for our party.

During the first election cycle after redistricting, it’s typical for many Iowa politicians to move, seeking more favorable territory or to avoid a match-up against another incumbent. What set this year apart from a normal campaign under a new map: major controversies related to those address changes.

Iowa Senate Majority Leader Jack Whitver faced a formal challenge to his voter registration, after a resident of his new district claimed he didn’t meet the constitutional requirement to be on the November ballot.

And this week, Iowa Starting Line’s Pat Rynard was first to report that U.S. Representative Mariannette Miller-Meeks declared herself to be living at a friend’s house, on the last day she could change her voter registration without showing proof of address.

While Whitver played it close to the line, he successfully laid the groundwork for his voter registration change. Polk County Auditor Jamie Fitzgerald determined last week that Whitver’s declared residency at a condo in Grimes was valid. The top Iowa Senate Republican also avoided any voter fraud allegations by not casting a ballot in the 2022 primary or general elections.

In contrast, the circumstances surrounding Miller-Meeks’ address change raise legitimate questions about whether she committed election misconduct or perjury, which are both class “D” felonies in Iowa.

Staff for Miller-Meeks did not respond to Bleeding Heartland’s inquiries about her voter registration. Nor did State Senator Chris Cournoyer, whose Scott County home the member of Congress now claims as a residence.

Enough with the doom-and-gloom.

Campaign managers are not optimists by nature. One of my professional mentors described a campaign manager’s job as “thinking of all the ways you can lose, then working every day to stop that from happening.” So I have found myself in a very strange position in the last month, as the guy arguing that joy cometh in the morning for Iowa Democrats.

Yes, it has been a brutal decade for Iowa Democrats. 2022 was the culmination. Two historical trends that favored the GOP converged in the same year. For the first time since 1986, Republicans had an incumbent governor and U.S. senator running for re-election together, a powerful combination. For the first time since 1962, it was a midterm for a Democratic president who had not won Iowa.

Those factors contributed to a red wave cresting in Iowa when it failed to materialize in most other states. But what lies ahead?

After spending a few weeks looking under the hood of the election data we have available, I have reached one inescapable conclusion. There is a clear path for Democrats to win again in Iowa at all levels: statewide, Congressional, and legislative. In important ways, Iowa still bucks national trends of partisan voting, and the makeup of the Iowa electorate is not locked in stone.

Governor Kim Reynolds signed a bill in May 2021 that made it easier to organize charter schools in Iowa. Two Iowa-based entities took advantage of the change and applied to start charter schools the following year. Choice Charter School is an online only school for grades 9-12 that enrolled 96 students as on November 4. They hope to increase enrollment to around 300 students by the end of the year.

Hamburg Charter High School is located in Southwest Iowa and operates as a career and technical academy that enrolls 35 students. Hamburg lost its high school in 2015 after the Department of Education found they had overspent state dollars and had offered insufficient classes. The charter school provides an option for high school students in that area.

In November of this year, Iowa received its first charter school application from an out-of-state organization. Concept Schools, an Illinois-based, nonprofit charter school management company, is seeking to open the Horizon Science Academy. If approved, the school would focus on enrolling students from low-income and minority neighborhoods.

For decades, small town Iowans were enthralled with 6-on-6 high school girls’ basketball, a game mostly played in towns with no stoplights. It was quaint. It was unique. It was fun to watch.

I was a fan.

The 6-on-6 game focused a spotlight on Iowa when many from the coasts couldn’t find the state on a map. We didn’t have mountains, or oceans, but we had a unique game that sparked national interest.

Few people like being told what they must do. Lorie Smith is one of them.

The suburban Denver, Colorado business owner, a devout Christian, builds websites for customers. She wants to expand her business and begin building websites for couples who are planning weddings.

But she is adamant that she does not want to be forced to build websites for same-sex couples. Doing so, she says, would violate her faith, which does not allow her to celebrate same-sex marriages.

John Deeth has volunteered for the Johnson County Democrats and been involved in caucus planning since 2004. He was the lead organizer for the Johnson County caucuses in 2016 and 2020. Deeth has also worked in the Johnson County Auditor’s Office since 1997.

As Iowa Democratic Party leaders struggle through the denial stage of the grieving process, they are clinging to a state law that supposedly privileges Iowa’s historic first place on the presidential nomination calendar.

In an email sent to party activists on the evening of December 1, soon after President Joe Biden announced his support for a Democratic nomination calendar that does not include Iowa among the early states, party chair Ross WIlburn wrote:

Our state law requires us to hold a caucus before the last Tuesday in February, and before any other contest. When we submit our delegate selection plan to the Rules and Bylaws Committee early next year, we will adhere to the State of Iowa’s legal requirements, and address compliance with DNC rules in subsequent meetings and hearings.

Fifth in a series interpreting the results of Iowa’s 2022 state and federal elections.

Iowa’s final unresolved race from 2022 wrapped up on December 7 when Republican Luana Stoltenberg was declared the winner in House district 81. She received 5,073 votes (50.05 percent) to 5,062 votes (49.95 percent) for Democrat Craig Cooper. Stoltenberg led by 29 votes on election night in the district, which covers part of Davenport. But the Democrat pulled ahead by six votes once Scott County officials tabulated hundreds of overlooked absentee ballots.

It’s rare for a recount in an Iowa legislative race to alter the vote totals by more than a dozen. It’s even more rare for a recount to produce fewer overall votes for each candidate. Yet as Sarah Watson noted in her story for the Quad-City Times, the three-member recount board’s final “totals showed 31 fewer votes for Cooper and 14 fewer votes for Stoltenberg.”

Cooper conceded the race but expressed “grave concerns” about the inconsistent ballot counts in a December 7 Facebook post.

It’s clear that something went very wrong with the processing of absentee ballots in Iowa’s third largest county. The problems warrant further investigation to prevent anything like this from happening again.

In my years, I have visited many American historical sites. When I was seven, my parents took me to the Alamo. It was 1950. My dad was a newly appointed chaplain at Lackland Air Force base near San Antonio.

If my folks knew the real history, they didn’t say. I doubt they did. We were from the North. So, the story we were told, the Alamo myth (as I now know), became the story we believed to be true.

Rising health care costs are top of mind for many seniors, who often live on fixed incomes and struggle to afford our care. That’s why millions of people forgo critical vaccinations, including for shingles.

Luckily, I was able to get the shot covered by Medicaid. But many aren’t able to afford this important, preventative measure. Thankfully, starting in January, seniors could save hundreds of dollars when getting vaccinated against this painful illness.

Iowa Democrats were wiped out of every federal office and all but one of the statewide offices while losing seats in both the Iowa House and Senate. This is the first time in more than a half-century in which one party controlled all of the state’s U.S. Senate and House seats.

The Iowa red wave happened against the backdrop of a pretty good cycle nationally for Democrats. Conventional wisdom says midterm elections are never the best barometer of a national mood, frequently producing a predictable backlash against the performance of the President’s party. The 21^st century has produced strong evidence in this direction, in 2006, 2010, 2014 and 2018. Tough economic numbers including high inflation and interest rates supported forecasts of doom for Democrats in 2022.

Then a strange thing happened. The political center held.

Judging from the furrowed brows and dire predictions in Iowa, you might have thought a national Democratic Party committee had voted to eliminate motherhood and apple pie last week.

Actually, what the committee eliminated was Iowa’s first-in-the-nation spot for the Democratic precinct caucuses, a coveted kick-off role for Iowans in the party’s presidential nomination process every four years since 1972.

Anyone who was paying attention has seen this day coming for years.

The Democratic National Committee’s Rules and Bylaws Committee voted on December 2 for a new presidential nominating calendar, leaving Iowa out of the coveted early group. Though the Iowa Democratic Party will hold precinct caucuses in early 2024, as state law requires, we will no longer have presidential candidates campaigning around the state.

Some activists are already focused on adapting to life without being first-in-the-nation. I applaud their pragmatic mindset and welcome guest commentaries about how to rebuild the party without the money and national media spotlight we have enjoyed during presidential campaigns for decades.

But first, let’s acknowledge what some Democrats gloss over as they fondly recall the good times or grouse about President Joe Biden’s “complete kick in the teeth.”

Iowa Democratic leaders might have avoided this outcome if they had addressed problems with the caucus system a long time ago.

A contentious battle wages in the Midwest, Gulf states, and California over Carbon Capture and Storage and siting of CO2 pipelines. One key issue in the battle: the federal pipeline regulatory agency, the Pipeline and Hazardous Materials Safety Administration (PHMSA), does not have regulations in place that can assure the safety of these extraordinarily dangerous pipelines. PHMSA itself acknowledges that CO2 pipelines are underregulated, and the agency currently lacks the technical knowledge required to inform minimum safety standards.

The Inflation Reduction Act, which Congress approved and President Joe Biden signed in August, is driving the rush to site these pipelines. That law unleashed a gold rush in 45Q tax credits for carbon capture and storage, and the thousands upon thousands of miles of CO2 pipelines, which would be required to transport the CO2 away from facilities where the CO2 is captured to the disposal or usage sites in distant states.

Every member of Congress from Iowa voted this week to force a five-year contract on the freight rail industry, as President Joe Biden had requested to avert a possible strike on December 9. It was the first time since the 1990s that Congress exercised its power to intervene in national rail disputes.

Four unions representing tens of thousands of rail workers had rejected the tentative agreement, which U.S. Labor Secretary Marty Walsh helped negotiate in September. The main sticking point was the lack of paid sick leave. Instead,

The deal gave workers a 24% raise over five years, an additional personal day and caps on health care costs. It also includes some modifications to the railroads’ strict attendance policies, allowing workers to attend to medical needs without facing penalties for missing work.

Educators need quite a few things. They need unlimited paper, markers, books, pens, glue, multicolored construction paper, and high-speed internet. They also need more school funding, freedom to teach, more preparation time, more respect, more salary, better benefits, and smaller classes. 

But they don’t need guns.

Iowa’s U.S. Senator Joni Ernst was among twelve Republicans who helped Democrats pass the Respect for Marriage Act on November 29. Her vote reflected both a personal evolution and a smart political calculation.

The bill would repeal the federal Defense of Marriage Act, which banned same-sex marriages when it was enacted in 1996. It would also “require the federal government to recognize a marriage between two individuals if the marriage was valid in the state where it was performed.” Finally, although the bill would not require states to issue marriage licenses to same-sex couples, it would require states to give marriages performed elsewhere “full faith and credit, regardless of the couple’s sex, race, ethnicity, or national origin.”

Senate rules require at least 60 votes to overcome a filibuster by the minority party, and the vote on final passage was 61-36 (roll call). Iowa’s Senator Chuck Grassley was one of the 36 Republicans who opposed the bill.

Three weeks after her re-election victory, Governor Kim Reynolds continues to avoid unscripted interactions with journalists. She has not held a news conference for 20 weeks, and her public appearances since the November election have not even built in “gaggles” where reporters could informally ask a few questions.

Reynolds cut off press conferences about four months before the 2018 midterm election as well, but during that year’s campaign, she participated in three televised debates and pledged to hold weekly news conferences if elected. Though she didn’t keep that promise, she provided several opportunities for reporters to ask about her plans soon after winning the 2018 race.

This year, Reynolds agreed to only one debate with her Democratic challenger and made no commitment regarding future news conferences. The governor’s spokesperson Alex Murphy has not replied to Bleeding Heartland’s questions about plans for media availabilities.

I saw the trailer for Will Smith’s new film “Emancipation.” Smith’s character Peter is the enslaved man whose terribly scarred back was photographed in 1863 and viewed by millions during the Civil War era and beyond.

I immediately thought of Governor Ron DeSantis saying, “Florida is the state where WOKE goes to die.” He was speaking, wife and kids at his side, just after the November election where he was re-elected with nearly 60 percent of the vote.

By the time you read this, Native American Heritage Month will be almost over. I admit I missed most of it again this year, too. I wouldn’t have known except for seeing a banner on the Washington Post website, calling special attention to Native American articles during November.

Why is there so little education in the U.S. about Native Americans? Possible causes include ignorance, oversight, pedagogy obstacles, and fear. Undoubtedly, it’s a blend.

News under the Native American heading often relates to changing offensive school mascots and team names, decisions usually prompting considerable controversy. Still, the name changes are a significant step in the right direction. Meanwhile, politicization of this issue underscores the need for education while simultaneously foreshadowing challenges facing advocates of a more inclusive curriculum.

Now that the November 8 midterm election has passed, Republicans have maintained their trifectas in 22 states (losing only Arizona), and control one or both legislative chambers in at least half a dozen others. Don’t be surprised if the GOP’s next move in some state legislatures will be to call for a U.S. Constitutional Convention.

Permit me to explain.

Fourth in a series interpreting the results of Iowa’s 2022 state and federal elections.

Many people have asked why Iowa experienced the red wave that didn’t materialize across most of the country. While no one factor can account for the result, early signs point to turnout problems among groups that favor Democratic candidates.

Although this year’s turnout was the second-highest in absolute numbers for an Iowa midterm, participation was down about 8 percent compared to the 2018 general election. The number of Iowans who cast ballots this year (1,230,416) was closer to the 2014 level (1,142,311) than to the high-water mark of 1,334,279, reached four years ago.

My impression is that the decline in turnout was not evenly distributed, but was more pronounced among registered Democrats than among Republicans, who have long been more reliable midterm voters in Iowa.

That alone could account for the narrow defeats of U.S. Representative Cindy Axne (who lost to Zach Nunn in the third Congressional district by 2,145 votes, a margin of 50.3 percent to 49.6 percent), Attorney General Tom Miller (lost to Brenna Bird by 20,542 votes, 50.8 percent to 49.1 percent), and State Treasurer Michael Fitzgerald (lost to Roby Smith by 30,922 votes, or 51.3 percent to 48.7 percent).

U.S. Representative Mariannette Miller-Meeks advocated for precision agriculture, biofuels, and expanding nuclear power in comments at the recent 2022 United Nations Climate Change Conference, commonly known as COP27.

Miller-Meeks attended COP27 in Sharm El-Sheikh, Egypt as part of a delegation of six House Republicans who belong to the Conservative Climate Caucus. U.S. Representative John Curtis of Utah formed that caucus last year with support from fossil fuel industry and influential conservative advocacy groups. Miller-Meeks is the only Iowan among the 76 House Republicans currently listed as Conservative Climate Caucus members.

The Conservative Climate Foundation sponsored the House Republican delegation to COP27 and coordinated a panel discussion for the media. Little is known about that organization’s finances; its tax filings are not publicly available on the Internal Revenue Service’s website or ProPublica’s database of tax returns from 501(c)(3) nonprofits.

There really are some jobs your guidance counselor never imagined. For example, some people work as professional cuddlers for those struggling with loneliness, depression, and trauma. Some are paid to test water slides at resorts and hotels, to make sure they are safe and fun. Specialists ghost write online dating profiles for people short on writing skills, but long on virtual romancing. And there are even professional bridesmaids, for the brides with few close friends but big wedding plans.

Teaching isn’t as unfamiliar as those jobs, but it is unique from other professions in at least four ways.

The U.S. Senate is on track to pass legislation protecting same-sex marriage rights, after twelve Republicans (including Senator Joni Ernst) joined all Democrats in voting to proceed with debating the bill on November 16.

Senator Chuck Grassley was among the 37 Republicans who voted to block the bill. In a written statement, he claimed the legislation would “put people with certain sincere religious beliefs at greater legal risk,” even though a bipartisan amendment addressed concerns of religious organizations well enough to satisfy the Mormon Church.

Grassley also portrayed himself as supporting marriage equality: “Of course I believe that all married couples should be able to continue to benefit from the same federal rights and privileges that Barbara and I have enjoyed for 68 years – regardless of their race or sexual orientation.”

That’s not what he said when the U.S. Supreme Court struck down state bans on same-sex marriage, or when the Iowa Supreme Court struck down our state’s Defense of Marriage Act.

State Senator Sarah Trone Garriott’s victory over Senate President Jake Chapman was a bright spot on a dark day for Iowa Democrats. While Republicans clinched a further majority in the state House and Senate, Trone Garriott pulled off a rare thing for a Democratic candidate — an upset over a sitting Republican in leadership. She previously won a GOP-held open seat in 2020.
