Former State Senator Staci Appel rolled out her campaign in Iowa’s third Congressional district yesterday. Despite ruling out a race against ten-term Republican Representative Tom Latham earlier this year, citing “family obligations,” Appel filed papers with the Federal Election Commission a few days ago. After the jump I’ve posted background on the candidate, including her introductory video (with transcript) and an e-mail stating the case for her candidacy.

Many Democrats in Iowa and Washington have urged Appel to run for Congress, especially since Latham’s first declared challenger Mike Sherzan ended his campaign in April.

IA-03 is a swing district on paper, containing 157,406 registered Democrats, 164,101 Republicans, and 156,340 no-party voters as of July 2013. That said, any Democratic nominee will be an underdog Latham. He says and does little in Congress but has a history of outperforming the top of the Republican ticket.

Practically every Iowa town is holding an Independence Day parade tonight or tomorrow. Several Democratic statewide candidates will be at the Freedom Fest Parade in Coralville. Even in an off-year, your county party or a local candidate may be looking for help during the event.

I enclose below a slightly altered version of this diary, containing my best advice for parade volunteers.

What’s on your mind this weekend, Bleeding Heartland readers? It finally got warm enough to go swimming in Iowa, so I wanted to re-post this link on recognizing the signs of drowning. A few excerpts from the article are after the jump. A person in trouble in the water looks nothing like common depictions on television or in movies.

The Environmental Working Group’s latest guide to sunscreens is the best resources for finding effective sun protection with minimal harmful chemicals. Other good links on that site: Nine Surprising Facts About Sunscreen, why it’s better to avoid sunscreens containing vitamin A, and why marketing of sunscreens with SPF above 50 is misleading.

A recent report by AAA and experts from the University of Utah again confirmed that hands-free cell phones are not safe to use while driving. The DC Streets blog posted a good summary of the findings. The full report is here (pdf), and you can download a fact sheet here (pdf). I’ve posted excerpts from the AAA study after the jump. Earlier research reached similar conclusions (pdf) about distracted driving, one of the leading causes of fatal car accidents. Pull over when you need to make or answer a call. Even if both hands are on the wheel, a cellphone conversation can lead to “inattention blindness.” Many people wrongly believe it’s safe to send voice-activated texts while driving, texting while driving is extremely dangerous as well as illegal in Iowa.

If you saw the moon Saturday night or early Sunday morning, you witnessed the largest full moon of the year.

UPDATE: The wet weather has ushered in a banner year for mosquitoes, but it’s safer to protect yourself with DEET-free products. Also, watch out for poison ivy if you are out and about. It’s prevalent along recreational trails.  

A new study in a peer-reviewed journal indicates that pigs fed a diet containing genetically-modified corn and soy had more severe stomach inflammation and (in females) heavier uteri than pigs fed an equivalent diet in conventionally raised corn and soy that was not genetically-modified. You can read the full article describing research on an Iowa farm here (pdf). For a summary of key findings, click here or here. The pigs “were reared under identical housing and feeding conditions.”

These results are disturbing, considering that more than 90 percent of the corn and soybeans grown in Iowa are now “Roundup Ready” biotech varieties, sprayed with glyphosate, the key ingredient in Roundup herbicide. Many anecdotal reports have linked animal health problems to genetically-modified feed. At the 1000 Friends of Iowa annual meeting on June 8, large-animal veterinarian Arthur Dunham described nutritional deficiencies, fertility problems, and unexplained deaths that he has seen increasingly in the cattle and swine herds of his clients. Dunham has been in practice for nearly 40 years and presented data about lower levels of certain vitamins and minerals (including B-12, calcium, magnesium, phosphorus, potassium, manganese, and iron) in feed made from genetically-modified crops.

Monsanto and its allies dismiss such data as anecdotes and cite their own corporate-funded studies, which allegedly show the safety of GM crops. The new scholarly article describes the limitations of earlier research and calls for further studies on the subject. (Very few studies have been conducted over a time period longer than 90 days, for instance.) One Danish hog farmer saw big improvements after switching from genetically-modified feed, but Roundup crops are so dominant in this country that it can be hard for farmers to source animal feed that hasn’t been sprayed with glyphosate.

State Senator Jack Hatch announced on twitter and Facebook this evening that he will “take the next step on the road to Terrace Hill in 2014” tomorrow. It’s no surprise, since he had previously signaled his intention to challenge Governor Terry Branstad.

SECOND UPDATE: At a press conference on May 29 (audio at Radio Iowa), Hatch said he is exploring a run for governor and will tour Iowa for three months before deciding whether to pursue the campaign by the end of the summer. He hopes to raise $1 million by the end of this year. Hatch indicated that he will not run for governor if either Tom Vilsack or Chet Culver decide to seek the office again.

Many questions remain to be answered about Iowa’s new plan to provide health insurance to low-income citizens, but this much is clear: resolving the impasse over Medicaid expansion will be a major theme in State Senator Amanda Ragan’s re-election campaign next year.

The Des Moines Water Works provides drinking water for roughly 500,000 people in central Iowa, about one-sixth of the state’s population. The utility owns the world’s largest nitrate-removal system, larger than those operated by cities ten times the size of the Des Moines metro area. Last Friday, that facility was switched on for the first time in nearly six years when “levels of health-threatening nitrates hit records in both the Des Moines and Raccoon rivers.”

The news should be a wake-up call to state leaders: Iowa needs more than a voluntary strategy to reduce nutrients in our waterways. Not only are many of our rivers too polluted to support aquatic life, they are becoming more difficult and expensive to purify for drinking water. Nitrate levels are high in other parts of Iowa too, not only in the Des Moines area.

Less than 24 hours after the Republican-controlled Iowa House approved language to enact Governor Terry Branstad’s Healthy Iowa Plan, the Iowa Senate voted on party lines today (26 to 24) to reject the House version of Senate File 296. A conference committee will now attempt to work out a compromise on whether to expand Medicaid to all Iowans earning up to 138 percent of the poverty line, as the 2010 federal health care reform law envisioned.

After the jump I’ve posted a video of Senate President Pam Jochum speaking on the Senate floor today to contrast Medicaid expansion with the governor’s plan. I’ve also enclosed details on Branstad’s highly implausible claim that his plan would cost poor Iowans less out of pocket than expanding Medicaid. Senate Democrats have pointed out that Iowans living in poverty could never afford the co-pays and premiums envisioned in the Healthy Iowa Plan.

Finally, I’ve added below excerpts from the Iowa Hospital Association’s latest blog post explaining why Medicaid expansion is a better choice than the governor’s plan.

For months, I’ve been wondering if and when some Republican lawmakers would balk at supporting Governor Terry Branstad’s “costs more, covers less” alternative to expanding Medicaid in Iowa.

For the first time yesterday, an Iowa House Republican said he may not vote for Branstad’s plan. I doubt it’s a coincidence that the wavering lawmaker is unusually knowledgeable about health care services in Iowa.

Last week, Representative Bruce Braley (D, IA-01) voted for a bill that would force the construction of the Keystone XL pipeline. He did not send out any press release explaining that vote.

A Bleeding Heartland reader contacted Braley about his support for Keystone XL and shared the congressman’s reply. I’ve posted it after the jump, along with information challenging some of Braley’s assertions.

Last week Governor Terry Branstad finally introduced legislation to enact his Healthy Iowa Plan instead of the Medicaid expansion foreseen under the 2010 federal health insurance reform law. Strangely, neither the governor’s office nor the Iowa House Republican caucus held a news conference or even posted a press release about House Study Bill 232. The bill arrived at the statehouse on Thursday, April 4, after many legislators had left for the weekend.

So far House and Senate Republicans appear united behind Branstad’s approach, while the governor’s office strives to counter the obvious case against his plan (costs more, covers less). I’ve posted arguments for both sides and other news links after the jump.

April is designated the “Month of the Military Child,” with many events and activities scheduled to honor the occasion.

A new study from the University of Iowa indicates that children whose parents are deployed have higher rates of drug and alcohol abuse–another reminder of the massive hidden costs associated with U.S. military campaigns in Iraq and Afghanistan.

Governor Terry Branstad didn’t draw the right lessons from Indiana’s experience when he proposed his Healthy Iowa Plan as an alternative to expanding Medicaid. Below I’ve posted excerpts from Laura Hermer’s recent commentary on the Healthy Indiana Plan.

Iowa’s top economic development official, Debi Durham, still can’t answer basic questions about why the state offered more than $100 million in tax incentives to a company that was going to build a fertilizer plant in Iowa anyway. Iowa ranked ninth on the “Gallup-Healthways Well-Being Index” but was not one of the “elite five states” that have shown consistently high levels of resident well-being over five years.

Iowa Senate Democrats offered Governor Terry Branstad a compromise this week to address his concerns that the federal government will not keep its promises to fund the Medicaid expansion provided under the 2010 health care reform law. Expanding Medicaid in Iowa would add nearly $2.2 billion to the state’s economy, create an estimated 2,362 jobs, and save state government about $1.6 billion, according to a new study. For now, Governor Terry Branstad is sticking to his alternative plan for covering some low-income Iowans, but Senator Tom Harkin predicted last week that federal officials will not approve a waiver for Branstad’s approach.

Governor Terry Branstad announced his administration’s alternative to Medicaid expansion this morning at his regular weekly press conference. The “Healthy Iowa Plan” would cover approximately 89,000 Iowans with income below the federal poverty level. In contrast, Medicaid expansion would cover up to 150,000 Iowans with income below 133 percent of the poverty level.

Details on the new plan are after the jump. Early reaction from Senate President Pam Jochum suggests that the Iowa Senate will not be inclined to approve this proposal. I also question whether the U.S. Department of Health and Human Services will grant a waiver for Branstad’s plan. Federal officials have already denied requests from Branstad and other governors to allow a smaller Medicaid expansion than what the 2010 health care reform law provides.  

A Terrace Hill mystery: why doesn’t Governor Terry Branstad have more details to share about his proposed alternative to expanding Medicaid in Iowa?

Answer: Outside consultants are still working up a plan for him. CORRECTION: Branstad rolled out his “Healthy Iowa Plan” on March 4.

Cutting property taxes has long been a policy goal for Governor Terry Branstad, so why is he rejecting a path to save Iowa counties tens of millions of dollars a year on mental health services? As Tony Leys reported yesterday for the Des Moines Register, the Iowa Department of Human Services has estimated that expanding Medicaid as foreseen under the 2010 federal health care reform law would save counties between $27 million and $60 million each year.

This week New Jersey’s Chris Christie became the eighth Republican governor to recognize that only a chump would turn down 100 percent federal funding to provide Medicaid coverage to low-income constituents. But Governor Terry Branstad doubled down on his determination not to allow Medicaid to expand in Iowa.

While some advocates are hoping Republican legislators will help pass a Medicaid expansion bill by a veto-proof majority, that scenario appears extremely unlikely. A prolonged standoff between Branstad and Iowa Senate Democrats seems unavoidable.

A new study of 201 large municipal water systems in the U.S. found traces of a certain family of toxic chemicals in all of them. The highest levels of these chemicals, known as trihalomethanes, were found in Davenport, Iowa.  

I doubt many presidential appointees have indirectly saved more lives or done more to change American culture for the better than C. Everett Koop, U.S. surgeon general under Ronald Reagan. Koop died today at the age of 96, a legend in the field of public health.

Following up on Saturday’s post about the possible closure of three Iowa airports air traffic control towers, the White House has released more details on how automatic federal spending cuts could affect Iowa, beginning on March 1, if Congress and President Barack Obama don’t agree on a deal to replace the “sequester.”

Five years ago this week, I was hospitalized with an infection that might have become life-threatening or permanently debilitating had I not had health insurance coverage, which allowed me to receive a relatively early diagnosis. Every day in this country, uninsured people hunker down, hoping their health problem will go away without an expensive doctor’s visit. That’s one of many reasons studies have shown that expanding Medicaid saves lives.

Governor Terry Branstad sounds determined not to expand Medicaid, but none of his arguments can withstand scrutiny.

UPDATE: Branstad confirmed on February 23 that he will not agree to expand Medicaid. Added details and other related news below.

Two former Republican members of the Iowa House recently accepted new positions that will allow them to continue state policy work.

Iowans support expanding Medicaid as provided under the 2010 health care reform law by more than a two to one margin, according to a new poll commissioned by the American Cancer Society Cancer Action Network, which supports the policy.

MidAmerican Energy has agreed to reduce coal emissions at one of its Iowa power plants by the end of 2014 and to phase out seven coal-fired boilers at three Iowa power plants by April 2016, thanks to legal action by the Sierra Club. The settlement announced yesterday means that in future years, fewer people near or downwind of the plants in Council Bluffs, Bettendorf, or Sergeant Bluff will suffer the “devastating impacts of coal on the human body.”

Today President Barack Obama and Vice President Joe Biden revealed a list of proposals designed to reduce gun violence. The full transcript from the press conference is here. It’s embarrassing that we needed a presidential order to allow the Centers for Disease Control to study this issue.

Governor Terry Branstad just finished delivering his annual Condition of the State speech to Iowa House and Senate members. He unveiled a new property tax reform plan, which would cut commercial property taxes by 20 percent over four years. Previously the governor had called for cutting commercial property taxes by 40 percent. Branstad also urged legislators to approve the key points of education reform proposals he released yesterday. Finally, he outlined three policies that, in his view, would help Iowa become the healthiest state in the country.

The Iowa House and Senate began their 2013 session yesterday with the usual welcoming speeches from legislative leaders and the ritual of choosing desks for each lawmaker in the chambers. Judging from this photo, returning legislators get first dibs.

As was the case in 2012, social issues like abortion and same-sex marriage were absent from the opening-day speeches. Republican leaders emphasized the need to cut both property and income taxes. Iowa House Speaker Kraig Paulsen also claimed credit on behalf of Republicans for Iowa’s improving fiscal condition. House Majority Leader Linda Upmeyer spent a fair amount of time criticizing Congress before calling for state action to improve education and cut taxes. House Speaker Pro Tem Steve Olson repeated some themes of last year’s election campaign and quoted U.S. Senator Marco Rubio of Florida. Similarly, Senate Minority Leader Bill Dix concentrated on tax reforms.

Senate Majority Leader Mike Gronstal focused on education and workforce training programs to address “Iowa’s skill shortage.” Senate President Pam Jochum focused on health-related issues: improve mental health services, helping elderly people stay in their own homes, and expanding Medicaid, which she described as “the biggest opportunity for this session to make a positive difference for Iowans.” Iowa House Minority Leader Kevin McCarthy emphasized the need for bipartisan work on a range of issues: education, mental health care delivery, the transition to a new maximum security prison, and protecting natural resources.

Jochum also paid a lovely tribute to former Republican State Senator Pat Ward, who died last year.  

Today’s Sunday Des Moines Register features a long story by Jennifer Jacobs about Representative Bruce Braley considering a run for governor in 2014.  

Politicians and commentators continue to react to recent comments by National Rifle Association Executive Vice President Wayne LaPierre. He broke the NRA’s weeklong silence following the Sandy Hook elementary school shooting with a December 21 speech (falsely billed as a “press conference”) and an appearance on NBC’s “Meet The Press” two days later.

LaPierre rejected any new restrictions on guns or ammunition and blamed a wide range of cultural influences for mass shootings. He suggested that Congress should respond by funding armed security officers in every school in the country.

This thread is for any comments about the root causes of violence or policies that could prevent future gun-related tragedies. I’ve enclosed lots of relevant links and analysis after the jump.

U.S. House Agriculture Committee Chair Frank Lucas announced today that Representative Steve King (IA-04 in the new Congress) will chair the Subcommittee on Department Operations, Oversight, and Nutrition. King has been one of the loudest critics of the U.S. Department of Agriculture in recent years. His new position will give him a more visible platform to battle policies championed by U.S. Secretary of Agriculture Tom Vilsack–the husband of King’s most recent Congressional challenger, Christie Vilsack.

King opposed the USDA’s settlement in the Pigford case, which involved longstanding government discrimination against African-American farmers. He also objected to the hiring of a claimant in the Pigford settlement to a prominent USDA position. Though King has tried and failed to block spending on the Pigford settlement, chairing a subcommittee may allow him to investigate what he describes as “fraud” in USDA payments to African-Americans.

Regarding the USDA’s nutrition programs, King wants to spend less on the Supplemental Nutrition Assistance Program (commonly known as food stamps) than the Obama administration. He wants to overhaul the USDA’s new school lunch standards and has sponsored a bill to overturn restrictions on calories and portion sizes for children in public schools. In King’s view, “nutrition Nannies” at the USDA, led by Vilsack, have “put every kid on a diet.” Vilsack announced earlier this month that school districts will have more time to adapt to the new rules, but he defended the standards as an important weapon against the childhood obesity epidemic. I expect King to hold hearings on this issue in early 2013.

Following the 2010 elections, King was expected to become chairman of the House Judiciary Committee’s subcommittee on immigration issues, but House leaders feared he was too much of a lightning rod for that job.

The horrific mass killing at Sandy Hook elementary in Newtown, Connecticut has dominated news coverage since Friday, and almost everyone I know has been talking about the tragedy. But only a few Iowa politicians have publicly discussed the events or possible ways to prevent similar crimes.

Remarks by Senator Tom Harkin, Representative Dave Loebsack, State Senator Rob Hogg, and Governor Terry Branstad are after the jump. I’m disappointed but not surprised that the governor is not open to any new restrictions on assault weapons or large ammunition clips. Senator Joe Manchin of West Virginia, who like Branstad has an “A” rating from the National Rifle Association, today called for moving “beyond rhetoric” on gun control. His comments are also below.

Last week Iowa Governor Terry Branstad confirmed that Iowa will pursue a “partnership” health insurance exchange next year, rather than setting up its own insurance exchange for implementing the 2010 health care reform law, or letting the federal government set up an exchange for Iowa.

In addition, the governor again signaled that he is against the now-optional Medicaid expansion for states, because he believes it would become too expensive for Iowa in the future.

How about a little good news on a lousy day? A new study confirms previous research, which showed public smoking bans reduce hospitalizations for heart attacks and other life-threatening problems. The Iowa Smokefree Air Act, which went into effect in July 2008, has likely prevented many premature deaths.

UPDATE: The smoking ban was controversial while it was debated in 2008. Below I’ve listed all of the state legislators who had the courage to send that bill to Governor Chet Culver’s desk.  

Details are sketchy, but at least one gunman opened fire at Sandy Hook Elementary School in Newtown, Connecticut this morning, reportedly killing more than 20 people. As of noon central time, the latest reports indicate that 18 children may have been murdered along with nine adults, including the killer.

White House spokesman Jay Carney told reporters at a briefing, “today is not the day” to discuss gun control legislation. Of course it isn’t. Tomorrow won’t be the right time either, and neither will next week or next month or next year. Democratic Party officials are no longer willing to advocate for gun control in public, and the Republican Party might as well be a wholly-owned subsidiary of the National Rifle Association. Americans just have to accept that dangerously unstable or mentally ill people will be able to acquire almost any kind of weapons and ammunition, and from time to time will slaughter innocent people.

I can’t imagine what those children and the victims’ families are going through in Connecticut, and I’m too upset to look up more links about this tragedy. Feel free to share your own reasoned comments or enraged rants in this thread.

UPDATE: Shooter Adam Lanza killed 20 children and six adults, including his mother, before apparently killing himself. A lot of details and links are on this page at the Mother Jones site.

Conservatives are quick to say crimes like these aren’t about guns. Not holding my breath waiting for them to increase funding for mental health services.

After Australia reformed its gun laws in 1996, gun-related homicides and suicides began to decline more sharply, even as the overall homicide rate continued to drop. There have not been any mass shootings in Australia since that time.

U.S. Agriculture Secretary Tom Vilsack revealed yesterday that schools will be given greater “flexibility” to meet the new school lunch standards, in particular caloric limits designed to combat childhood obesity.

What’s on your mind this weekend, Bleeding Heartland readers? Iowa’s deer hunting season began on Saturday. Dates, rules and regulations are on the Department of Natural Resources website. Hunters can use any kind of ammunition in Iowa, but non-toxic options like copper kill more effectively, leaving higher-quality meat without exposing humans, birds, or other wildlife to lead.

The overpopulation of deer has been on Senator Chuck Grassley’s mind ever since he was a passenger in a car that hit a deer in October. He is on a mission to lengthen the hunting season by raising awareness about the dangers of deer on the roads. After the jump I’ve compiled all of Grassley’s recent twitter posts on the subject. His comments about deer have attracted a cult following and typically get hundreds of “re-tweets.”

Disease related to this year’s drought has brought the deer population to its lowest level since 2003. In fact, statistics from the DNR and the Iowa Department of Transportation indicate that the deer-vehicle crash rate is “at its lowest level in 25 years.”
