I got so busy this month that the event calendars fell by the wayside. After the jump I’ve posted details about lots of things going on this week and next.

Members of Bruce Braley’s Populist Caucus were among 55 House members who took a stand against the Panama Free Trade Agreement today in an open letter to House Speaker Nancy Pelosi.

After the jump I’ve posted the full text of the letter, along with the list of those who signed. Here is an excerpt:

We believe trade agreements must meet basic standards protecting labor rights, environmental standards, food safety regulations, financial regulations, and taxation transparency. We are disturbed by Panama’s tax haven status and the use of this tax haven by U.S. financial institutions like AIG and Citibank. The U.S. is currently contemplating stricter financial regulations to protect our economy, but the Panama FTA will likely weaken any such effort. We believe the Panama FTA should be renegotiated in order to address these outstanding issues.

President Obama campaigned effectively on changing the trade model and his message resonated with the American people.  We believe the Panama FTA falls far short of that commitment and it is not in the best interests of the American worker, our economy, or our country.  We share your commitment to fighting for working families and believe you can be an effective advocate for our cause.

The House members who signed the letter mostly belong to the Populist Caucus, House Trade Working Group, and/or the Progressive Caucus. I noticed that Representative Dave Loebsack (IA-02) joined Braley (IA-01) among the 17 Populist Caucus members who signed. Representative Leonard Boswell (IA-03) was among six Populist Caucus members who did not sign. One Republican signed: Walter Jones (NC-03).

“Defending American competitiveness by fighting for fair trade principles” is one of the six key priorities for the Populist Caucus.

Later today, a U.S. Trade Representative announced that the Panama agreement “won’t be submitted to Congress for approval until President Barack Obama offers a new ‘framework’ for trade.” At Open left, David Sirota interpreted that announcement as a victory (albeit possibly only temporary) for the Populist Caucus, its allies and the AFL-CIO, which had already come out against the Panama agreement.

We’ll see whether the White House is willing to deviate significantly from the NAFTA model in this agreement. Whatever the final outcome, I am glad to see a large House contingent taking a stand for fair trade.

I still hope the Populist Caucus will get more involved in the health care debate.

Yesterday Taniel at the Campaign Diaries blog posted about 68 Democratic-held U.S. House seats that could potentially be competitive in 2010. Iowa’s third Congressional district is not on that list.

IA-03 did not make Stuart Rothenberg’s list of competitive House seats for 2010 either.

The National Republican Congressional Committee released a list of 51 targeted Democratic-held House districts in January. Lo and behold, IA-03 is not on that list either.

I realize that Boswell only won the district with 56.3 percent of the vote in 2008, but I don’t hear any chatter from Iowa Republicans about recruiting a candidate to run against him. The focus is on the governor’s race and the Iowa House.

I bring this up because the Democratic Congressional Campaign Committee has kept Boswell on its list of “Frontline Democrats” for 2010. John Deeth recently noticed that Boswell is “by far the senior member” of the 41 Frontline candidates. Almost all of them were first elected to Congress in 2006 or 2008. The others with more terms under their belt represent districts significantly more conservative than IA-03 with its partisan voter index of D+1.

For Deeth, this is yet another sign that IA-03 deserves better than Boswell. I view it as a sign that the DCCC is wrong. Boswell definitely needed to be in the Frontline program the first five times he ran for re-election, but he was a safe six-term incumbent in 2008, and there’s no reason to believe he won’t be a safe seven-term incumbent in 2010.

According to the Iowa Secretary of State’s office, Iowa’s third district had about 433,000 registered voters as of May 1, 2009. Of those, about 399,000 were “active voters.” More than 156,000 of the active voters in IA-03 are registered Democrats. Only about 118,000 are registered Republicans, and about 124,000 are registered no-party voters.

Why should you care if the DCCC erroneously classifies Boswell as vulnerable? Frontline Democrats are exempt from paying DCCC dues, which are used to support Democrats in competitive races across the country.

Look, I would still prefer to elect a new Democrat to IA-03 in order to avoid a potential matchup of Boswell and Tom Latham in 2012. But since Boswell has no plans to retire, let him pay his DCCC dues just like every other House incumbent whose seat is not threatened next year.  

On a related note, Deeth recently cited Progressive Punch lifetime ratings as an argument for replacing Boswell. It’s worth noting that Boswell’s voting record in the current Congress is much better than his lifetime Progressive Punch score suggests. (For instance, he was not among the Blue Dogs who voted against President Barack Obama’s budget blueprint.) Yes, IA-03 should be represented by a more progressive Democrat than Boswell, but I’m cutting him slack as long as he’s not casting egregious votes in the current Congress.  

I see no reason to keep him in the Frontline program, though. We will genuinely be playing defense in dozens of House districts next year. Until there is some sign that Republicans are making a serious play for IA-03, Boswell should pay his DCCC dues.

It’s been a week since same-sex marriage became legal in Iowa, and I’m happy to report that my hetero marriage has not yet collapsed under the strain of sharing rights with gays and lesbians.

I don’t write much about foreign policy here, but earlier this week President Barack Obama lifted some travel restrictions to Cuba, and Congressman Leonard Boswell devoted his weekly e-mail blast to making the case for normalizing trade with Cuba:

Since Iowa’s economy is so strongly impacted by trade, I have been a supporter of opening-up the U.S. relationship with Cuba by lifting restrictions imposed in the 1960’s.

I believe the Obama Administration has begun to move in the right direction by lifting travel and spending restrictions on Americans with family in Cuba.  The Administration is also lifting the ban on U.S. telecommunications companies reaching out to the island. This move will flood Cuba with the information its people have been denied for so many years and provide new opportunities for businesses.

While I commend these latest actions, I believe we must make bolder changes.  Normalizing trade relations with Cuba would expand export markets while benefiting our American famers and ranchers.

Because of my support for lifting trade restrictions with Cuba, I have cosponsored H.R. 1531, the Promoting American Agricultural and Medical Exports to Cuba Act, as well as H.R. 1737, the Agricultural Export Facilitation Act.  Both pieces of legislation would end the current trade embargo, which does not permit U.S. agricultural products from being exported to Cuba, among other things.

I believe we must maintain two-way trade relationships with foreign nations.  The U.S. can produce and ship products to Cuba more cheaply and efficiently than many countries Cuba imports from today.

The U.S. is on the right path toward improving relations with Cuba, and I am hopeful this relationship will continue to grow.

I am with Boswell on this, and not only because increased trade with Cuba would create a new export market for Iowa products. It’s ludicrous that the U.S. has continued to impose such restrictions on trade with Cuba nearly two decades after the Soviet Union collapsed. Meanwhile, Communist China is a greater threat to our long-term security, yet we give them most favored nation trade status. It’s very hard to avoid buying goods made in China (and believe me, I try).

This thread is for any comments about U.S. relations with Cuba.  

Numerous politicians and interest groups have issued statements since the Iowa Supreme Court unanimously paved the way for legal gay marriage by striking down Iowa’s 1998 Defense of Marriage Act. Iowa Politics has links to many of the statements, as well as Iowa blog posts on today’s ruling, and I’ve also received some statements via e-mail.

The U.S. House of Representatives approved President Barack Obama’s proposed $3.55 trillion 2010 budget on Thursday by a vote of 233 to 196. As you can see from the roll call, all three Democrats representing Iowa voted for the budget: Bruce Braley (IA-01), Dave Loebsack (IA-02), and Leonard Boswell (IA-03). Every House Republican voted against Obama’s budget, including Tom Latham (IA-04) and Steve King (IA-05).

Twenty House Democrats joined Republicans in voting against the budget (Dennis Kucinich plus a minority of the Blue Dog caucus). But it’s notable that most Blue Dogs, like Boswell, supported this budget. Obama has met twice with the Blue Dog caucus this year, most recently on March 30.

House Republicans offered an alternative budget proposal with all kinds of crazy ideas in it, like privatizing Medicare, giving the wealthy more tax cuts, and freezing most non-defense discretionary federal spending. As you can see from the roll call, Tom Latham was among the 28 Republicans who joined House Democrats in voting down the GOP budget alternative. Steve King was among the 137 Republicans who voted yes.

White House officials were right to mock the GOP’s budget alternative as a “joke.” Freezing federal spending is a good way to turn a severe economic recession into a depression.

Soon after the House budget vote, I received press releases from the Democratic Congressional Campaign Committee slamming Latham and King for voting against a wide range of tax cuts contained in the budget resolution. I’ve posted those after the jump.

I suspect that the the DCCC is not putting out statements attacking the House Democrats who voted against the budget, and I’m seeking a comment from their communications staff about whether my hunch is correct. DCCC chair Chris Van Hollen warned on Thursday that liberal groups supporting primary challengers against unreliable House Democrats could cost the party seats in 2010. I wonder why we are supposed to look the other way when members of our own party take positions that the DCCC finds atrocious in House Republicans.

Meanwhile, the U.S. Senate approved a 2010 budget resolution late on Thursday after a nearly 12-hour marathon of votes on various amendments. David Waldman (formerly known as Kagro X) gives you the play-by-play from yesterday’s Senate action at Congress Matters. The final vote in the Senate was 55-43 (roll call here). Iowa’s Tom Harkin voted yes, along with all Senate Democrats except for Evan Bayh of Indiana and Ben Nelson of Nebraska, who voted with Republicans, and Robert Byrd of West Virginia, who did not vote. The 41 Senate Republicans, including Iowa’s Chuck Grassley, voted no.

CNN went over the key similarities and differences between the House and Senate budget resolutions. Most important difference, in my opinion:

[House Democrats] also included language that allows for the controversial procedure called “budget reconciliation” for health care, a tool that would limit debate on major policy legislation.

Senate Democrats did not include reconciliation in their version of the budget. The matter is guaranteed to be a major partisan sticking point when the two chambers meet to hammer out a final version of next year’s spending plan. If it passes, it would allow the Senate to pass Obama’s proposed health care reform without the threat of a Republican-led Senate filibuster.

Notably, both the House and Senate budget bills “do away with Obama’s request for an additional $250 billion, if needed, in financial-sector bailout money.” Thank goodness for that.

Any comments or speculation regarding federal tax or spending policies are welcome in this thread.

On March 18 the Iowa House voted 96 to 0 to pass a bill banning candidates from using campaign funds to pay themselves or immediate family members a salary. This measure closes the so-called “Ed Fallon loophole,” named because Fallon received $13,750 from his gubernatorial campaign between June and November 2006 after losing the Democratic primary.

The Iowa Senate approved Senate File 50 in February (also unanimously). Governor Chet Culver is expected to sign the bill and may have done so already, but I did not find confirmation of that on the governor’s website.

Looking at the text of Senate File 50, I noticed that it defines “immediate family member” as “the spouse or dependent child of a candidate.”

I’ve been told that at least 20 members of the Iowa House (including Democrats and Republicans) employ either their spouse or child as a clerk. Apparently it is fine for spouses and children of state legislators to draw a salary from taxpayer dollars, but it becomes a terrible ethical problem for a candidate to draw a salary from money voluntarily contributed by supporters.

I have more to say about this farcical bill after the jump.

The U.S. House of Representatives approved by 328 to 93 a bill that would put a 90 percent tax on bonuses over $250,000 that any financial institution receiving bailout money pays to employees. The bill is not limited to AIG, which sparked public outcry by paying at least 73 employees bonuses of more than $1 million.

Here is the roll call. All three Democrats representing Iowa in the U.S. House (Bruce Braley, Dave Loebsack, and Leonard Boswell) voted yes on retrieving most of the taxpayer dollars being squandered on excessive Wall Street bonuses.

Steve King was among the 87 House Republicans who voted no. It would be interesting to hear his reasoning. House Republican leader John Boehner claimed to be against the bill because the excessive bonuses were to be taxed at 90 percent rather than 100 percent. Riiiight.

Tom Latham, who voted against the Wall Street bailouts last fall, was one of 85 Republicans who joined the Democratic majority in voting yes today. I am curious to know when Latham cast his vote. According to Chris Bowers, “Republicans were running 2-1 against the bill for a while, but are now changing their votes in the face of overwhelming passage.”

UPDATE: The Democratic Congressional Campaign Committee put out a press release slamming King for this vote. I’ve posted it after the jump.

Congressman Tom Latham is one of 34 Republicans who represent U.S. House districts carried by Barack Obama, according to analysis by CQ Politics.

Jonathan Singer was struck by the fact that Obama won nearly twice as many Republican-held districts as John Kerry did, even though far fewer Republicans won House elections in 2008 compared to 2004. Singer believes that as the next elections draw closer, these Republicans from Obama-districts will eventually feel pressure to support the president on some issues.

I don’t accept Singer’s premise that Obama will remain popular in all of the districts he carried in 2008. We don’t know what the economy will look like 18 months from now or whether Republicans will pay any political price for obstructing Obama’s agenda.

Still, Singer’s post got me thinking–is there any reason for Latham to cooperate with Obama?

Rep. Leonard Boswell is pushing for a feasibility study of Amtrak service from Chicago through Iowa to Omaha.

Iowa's Third District Congressman Leonard Boswell has asked that AMTRAK study the feasibility of extending a proposed Chicago to the Quad Cities passenger train not only to Iowa City and Des Moines, but also on west to Council Bluffs and Omaha. This is the first time that AMTRAK has been asked by a government official to consider extending service beyond Des Moines. AMTRAK, at the request of the Iowa Department of Transportation, is looking at the feasibility of a Des Moines to the Quad Cities and Chicago train. […]

If passenger train services returns in Iowa between the Quad Cities and Council Bluffs-Omaha, it would use the former Rock Island line. Cities along the route from the Mississippi River to the Missouri River include Davenport, Iowa City, Grinnell, Newton, Des Moines, and Atlantic.

I am definitely on board with this idea.

The Democratic Congressional Campaign Committee announced that 40 Democrats in the U.S. House of Representatives will be in the “Frontline Program,” which seeks to protect incumbents in potentially vulnerable districts. Once again, Leonard Boswell of Iowa’s third district will be a Frontline Democrat. Here’s what the designation means:

The Frontline Program is a partnership between the DCCC and Members which lays the ground work for the 2010 cycle by supporting and expanding their fundraising and outreach operations. Frontline Members must sign a memorandum of understanding, strengthened this cycle to reflect the challenging political environment, that requires Members to meet aggressive fundraising goals, accelerate volunteer and recruitment efforts, and increase their online networking.

The DCCC’s Frontline Program is a proven success. Frontline Members and the DCCC did its work effectively and early in the 2008 cycle.  As a result, the DCCC’s independent expenditure campaign made a significant investment in only 10 of 34 Frontline districts – approximately 15 percent of the IE’s budget.

I’ve put the DCCC’s press release after the jump. Most of the others named to the Frontline list appear to be in more vulnerable districts than Boswell. Republicans targeted Boswell during his first five re-election campaigns but did not make a serious challenge in IA-03 in 2008. Boswell defeated Kim Schmett by 56 percent to 42 percent in November.

Here’s an interesting fact from the DCCC’s statement, which underscores how the Republican Party has become increasingly uncompetitive in large parts of the country:

There are 83 Democrats in districts that President [George] Bush won in 2004, while there are only six (6) Republicans in seats that Senator [John] Kerry won.

Presumably a significant number of those 83 districts swung to Barack Obama in the 2008 election, as Iowa’s third district did. But the final presidential election results by Congressional district have not been calculated everywhere in the country.

I would be very surprised if the DCCC had to spend resources defending Boswell in the next election. Many House Democrats are in a more precarious position. Unfortunately, the irony is that re-electing Boswell in 2010 could make IA-03 a very tough hold for Democrats in 2012.

The DCCC is staying on offense as well, launching robocalls this week in the districts of 12 potentially vulnerable House Republicans. A few weeks ago the DCCC ran radio ads in 28 Republican-held House districts, including Iowa’s fourth district. Tom Latham is not being targeted in the current robocall effort, however. It’s just as well, since IA-04 does not appear to be among the top Democratic pickup opportunities for the next cycle.

Progressive Punch has added a new and incredibly useful layer of analysis to its rankings of members of Congress by voting record.

The “Select by Score” pages now indicate how progressive representatives and senators are compared to the districts and states they represent.

As before, you see members of the House and Senate ranked from most progressive to least progressive, based on all votes as well as on certain “crucial votes.” Calculating a separate score for “crucial votes” reveals which Democrats are not reliable when the chips are down. This helps prevent gaming of the system, as when Joe Lieberman voted against filibustering Samuel Alito’s nomination for the Supreme Court, then turned around and voted against confirming him.

For the new feature, Progressive Punch has placed every state and Congressional district into one of five categories: strong D, lean D, swing, lean R, and strong R. Each Congress-critter’s “crucial vote” score is then compared to the political lean of the district or state. In the right-hand column on the “Select by Score” pages, every member of Congress now has a rating from 1 to 5, with 5 being the most progressive. Progressive Punch explains:

The “%” and “Rating” columns underneath the “Progressive Score vs. State Tilt” are two different ways of measuring the same thing. They both measure how naughty or nice a member of Congress’ voting record has been in relation to his/her district. We’re grading on a curve. Five stars in the “Rating” column indicate members of Congress who are doing the best in terms of voting MORE progressively than could necessarily be expected given their states or districts. Those with one star are performing the worst in relation to their districts.

Why is this useful? It’s now much easier to see which Democrats in Congress are voting about as well as could be expected, and which ones should be doing a lot better.  

Here are a few examples. Senators Dianne Feinstein and Harry Reid have identical lifetime progressive scores on crucial votes. However, since Feinstein represents a strong Democratic state (CA) and Reid represents a swing state (NV), Feinstein gets a 1 while Reid gets a 3.

Ron Wyden (OR), Barbara Mikulski (MD) and Amy Klobuchar (MN) have very similar lifetime scores, but Wyden and Klobuchar get 4s because they represent lean-Democrat states. Mikulski gets a 3 when graded on a curve that takes into account Maryland’s solid Democratic profile.

Similarly, Daniel Inouye (HI) gets a 1, while Jon Tester (MT) gets a 3 for almost the same “crucial vote” score, because Montana leans Republican.

Jeff Bingaman (NM), Jim Webb (VA) and Byron Dorgan (ND) have very similar progressive lifetime scores, but Bingaman gets a 2 for representing a lean-Democrat state, Webb gets a 3 for representing a swing state, and Dorgan gets a 4 for representing a lean-Republican state.

Scanning down the Select by Score House page, a few Democrats stand out. There’s Timothy Bishop (NY-01) with a 5 rating for how he represents his swing district, while most of the House members with similar lifetime scores get 3s, because they represent strong Democratic districts.

Dave Obey (WI-07) and Peter DeFazio (OR-04) get 4s because they represent lean-Democrat districts. Most of the House members with similar lifetime progressive scores get 3s.

Amid a large group of House Democrats who get a 2 when their crucial vote score is compared to how strongly Democratic their districts are, James Oberstar (MN-08) gets a 4 for a similar progressive score because he represents a swing district, while Michael Michaud (ME-02) and Paul Hodes (NH-02) get a 3 because their districts lean Democratic.

How can progressives use this information? One way would be to determine which incumbents in safe Democratic seats should face more pressure from the left. In extreme cases, this pressure could include a primary challenge.

Also, these rankings reveal which Democratic primaries should become top priorities for progressives when incumbents retire. For example, John Murtha (PA-12) and Henry Cuellar (TX-28) represent strongly Democratic districts but vote like Democrats representing swing or Republican districts.

For Bleeding Heartland readers who want to know how Iowa’s representatives are doing, Senator Tom Harkin was among the 22 Senate Democrats whose lifetime score earned a 5 (good work!). He’s only slightly more progressive than the average Senate Democrat; his lifetime score on crucial votes ranks 19th in the caucus.

Chuck Grassley’s lifetime progressive score is very low, around 5 percent. Amazingly, 28 Senate Republicans are even less progressive than he is.

Iowa’s House Democrats didn’t fare so well when graded on Progressive Punch’s curve. Dave Loebsack (IA-02) gets a 2 for having the 118th most progressive score on crucial votes (just over 80 percent) while representing a strongly Democratic district.

Bruce Braley (IA-01) gets a 1 for having the 147th most progressive score on crucial votes (just over 75 percent) while representing a strongly Democratic district.

Both Braley and Loebsack have progressive scores around 95 percent if you look at all votes, but given how safe their seats are, they could certainly improve on their voting records “when the chips are down.”

Leonard Boswell (IA-03) also gets a 1 for having the 189th most progressive score on crucial votes (only 64 percent) while representing a lean-Democratic district. (On the plus side, his overall score for the current session is a lot better than his lifetime score.) Many House Democrats with voting records like Boswell’s represent swing or Republican-leaning districts. When this becomes an open seat, the Democratic primary should be a top target for progressives.

You will not be surprised to learn that Tom Latham (IA-04) and Steve King (IA-05) are in a large group of House Republicans who hardly ever vote for the progressive side of any issue.  

Chris Bowers wrote a good post on where Representative Bruce Braley’s new Populist Caucus fits in among House Democrats. The whole piece is worth reading, but here’s an excerpt:

Clearly, there is a strong tendency toward the Progressive caucus among the Populists, even though they were organized by a New Democrat. Further, Progressive punch puts the median lifetime score on “crucial votes” for this group at 55.5 of 256 (between [Joe] Courtney at 54 and [Dave] Loebsack at 57) in the Democratic caucus, placing it decidedly in the left-wing of the party.

[…]

Notably, the Populists are also heavy on the class of 2006, as 14 of the 20 members listed by the Huffington Post were first elected to Congress that year (and Massa came within an inch of being a 15th that year). Only Boswell, DeFazio, Filner Sanchez and Schakowsky were first elected to Congress before 2006. As such, while it displayed the same fractured tendencies of all ideological caucuses across the three bailout votes, the Populist Caucus appears to be primarily a caucus of progressive sophomore Representatives. This is particularly interesting since the class of 2006 was supposed to be a conservative dominated class ushered in by then -DCCC chair Rahm Emanuel. Now, the progressive members of that class appear to have organized a new caucus for themselves.

I didn’t realize until I read this page on Braley’s website that Tom Harkin chaired a House Populist Caucus during the 1980s:

In February of 1983, a group of 14 Midwest Democratic members of Congress founded the first known “Populist Caucus” with the goal to “fight for such economic goals as fairer taxes, lower interest rates and cheaper energy.”

The original Populist Caucus was chaired by then-Rep. Tom Harkin (D-IA).  The other members in the caucus were Berkley Bedell (D-IA); Lane Evans (D-IL); Tom Daschle (D-SD); Al Gore (D-TN); Timothy Penny (D-MN); Jim Weaver (D-OR); Byron Dorgan (D-ND); Harold Volkmer (D-MO); James Oberstar (D-MN); Bob Wise (D-WV); Frank McCloskey (D-IN); Bill Richardson (D-NM); Gerry Sikorski (D-MN); and Mike Synar (D-OK).

The first Populist Caucus dissolved by the mid-1990’s.

Several members of that original Populist Caucus had been elected to the U.S. Senate or had left the House for other reasons by the early 1990s.

Side note: Bill Richardson once identified himself as a populist? Wow.

The new Populist Caucus platform is on Braley’s website:

  1. Fighting for working families and the middle class by creating and retaining good-paying jobs in America, providing fair wages, proper benefits, a level playing field at the negotiating table, and ensuring American workers have secure, solvent retirement plans.

  2. Cutting taxes for the middle class and establishing an equitable tax structure.

  3. Providing affordable, accessible, quality health care for all Americans.

  4. Ensuring quality primary education for all American children, and affordable college education for all who want it.

  5. Defending American competiveness by fighting for fair trade principles.

  6. Protecting consumers, so that Americans can have faith in the safety and effectiveness of the products they purchase

I will be interested to see how the Populist Caucus weighs in on the coming debates over health care, workers’ rights and tax policy.

President Barack Obama will have a very large bill to sign on Monday. Yesterday the U.S. House of Representatives passed the $787 billion economic stimulus bill by 246 to 183. As expected, no Republicans voted for the bill. Iowa’s three Democrats in the House voted for it. Looking at the roll call, I was surprised to see that only seven House Democrats voted against this bill (one voted “present” and one did not vote). I did not expect that much support from the 50-odd Blue Dog Democrats. Good for them!

In the Senate, supporters of the stimulus managed exactly 60 votes after Senator Sherrod Brown flew back from Ohio, where he was attending his mother’s wake. All Democrats, two independents, and three Republicans (Olympia Snowe, Susan Collins and Arlen Specter) voted for it. According to Specter, at least a few other Senate Republicans supported the bill but were afraid to vote for it (fearing a challenge from the right in the next GOP primary). I’m no fan of Specter, but I give him credit for casting a tough vote today. As brownsox explains, conservative Republicans in Pennsylvania are eager to take Specter out in the 2010 primary, having apparently forgotten how badly right-wing Senator Rick Santorum got beaten in 2006.

Daily Kos diarist thereisnospoon, a self-described “hack” who conducts focus groups for a living, is giddy about the potential to make Republicans pay in 2010 for voting against “the biggest middle-class tax cut in history.”

On the whole, this bill is more good than bad, but I agree 100 percent with Tom Harkin’s comments to the New York Times:

Even before the last touches were put to the bill, some angry Democrats said that Mr. Obama and Congressional leaders had been too quick to give up on Democratic priorities. “I am not happy with it,” said Senator Tom Harkin, Democrat of Iowa. “You are not looking at a happy camper. I mean they took a lot of stuff out of education. They took it out of health, school construction and they put it more into tax issues.”

Mr. Harkin said he was particularly frustrated by the money being spent on fixing the alternative minimum tax. “It’s about 9 percent of the whole bill,” he said, “Why is it in there? It has nothing to do with stimulus. It has nothing to do with recovery.”

The $70 billion spent on fixing the alternative minimum tax will produce little “stimulus bang for the buck” compared to most forms of spending. The upper middle class and upper class earners who will benefit are likely to save rather than spend the money they get back.

As exciting as it is to see increased funding for high-speed rail, I fear that the bulk of the much larger sum appropriated for roads will go toward new highway construction rather than maintaining our existing infrastructure.

But I’ve buried the lede: what will the stimulus bill do for Iowa?

Iowa Politics linked to two White House documents about the impact in terms of spending and jobs created. This pdf file estimates the number of jobs created in each state and in each Congressional district within that state. It estimates 37,000 jobs created in Iowa: 6,600 in the first district, 7,000 in each of the second and third districts, 6,700 in the fourth district and 6,200 in the fifth district.

Prediction: Tom Latham and Steve King will take credit for infrastructure projects in their districts during the next election campaign, even though both voted against the stimulus bill.

This pdf file shows how much money Iowa will receive under different line items in the stimulus bill. Even more helpful, it also shows the figures for the original House and Senate bills, so you can get a sense of which cuts were made. The bill that first passed the House would have directed $2.27 billion to Iowa. The first Senate version reduced that number to $1.8 billion. The final bill that came out of conference directs about $1.9 billion to Iowa.

If you delve into the details of this document you’ll understand why Harkin isn’t thrilled with the bill he voted for. They took out school construction funds and extra money for the Low Income Home Energy Assistance Program (LIHEAP), for crying out loud.

“Bizarro Stimulus” indeed.

Iowa Independent reports that Harkin and Chuck Grassley “agree that the newly conceived formula used to distribute the $87 billion Medicaid portion of the bill shortchanges Iowa.”

After the jump I’ve posted statements from Representatives Dave Loebsack and Bruce Braley on the stimulus bill. Both talk about the jobs that will be created in Iowa. Loebsack emphasizes the tax cuts that 95 percent of American families will receive as a result of this bill. However, he also expresses his concern about what he views as inadequate funding for modernizing schools in the final bill.

Braley’s statement highlights an amendment he wrote providing low-interest loans for biofuels producers.

I would have been happy to post a statement from Leonard Boswell too, but his office has repeatedly refused my requests to be added to its distribution list for press releases. Hillary Clinton may have a prestigious job in Barack Obama’s cabinet and Joe Lieberman may be welcome in the Democratic Senate caucus, but Boswell’s press secretary seems ready to hold a grudge forever against the blogger who supported Ed Fallon.

The House of Representatives passed an $819 billion economic stimulus bill today by a vote of 244-188. Here is the roll call. Iowa Democrats Bruce Braley (IA-01), Dave Loebsack (IA-02) and Leonard Boswell (IA-03) all voted with the majority. Republicans unanimously opposed the bill, including Tom Latham (IA-04) and Steve King (IA-05), and 11 “Blue Dog” Democrats also voted no.

All the news reports have emphasized that not a single Republican voted for this package, even though President Barack Obama tried hard (too hard if you ask me) to bring them on board.

It reminds me of 1993, when Congressional Republicans unanimously opposed President Bill Clinton’s first budget. The GOP seems to be banking on running against Democrats’ management of the economy in the midterm elections. For that reason, I think it’s foolish for Democrats to try to cater to Republicans. Passing a stimulus bill that truly helps the economy should be paramount.

I’ll update this post later with more details about what made it into the House bill and what got left behind. I’m pleased to note that an amendment significantly increasing mass transit funding passed. A Siegel tells you which Democrats deserve particular credit for this achievement. By the way, mass transit is not just for large cities.

UPDATE: Congressman Loebsack’s office sent out a release with a long list of provisions in the stimulus bill. I’ve posted it after the jump, so click “there’s more” if you want all the details.

The top point of the release is that Loebsack successfully pushed for school modernization funds to be included in the stimulus package.

At the very end of the press release, you’ll see that the stimulus bill “Prevents [Illinois] Governor [Rod] Blagojevich from directing the use of funds provided in the package.” I understand why people would worry about him administering any funds earmarked for Illinois, but I am with Adam B: this provision is tantamount to “bribing the jury” of Illinois senators who are considering impeachment charges against Blagojevich.

The House of Representatives passed a symbolic “disapproval” measure on Thursday to oppose the release of the second $350 billion tranche to the Treasury Department’s Troubled Assets Relief Program (TARP), more commonly known as the Wall Street bailout. About a third of House Democrats joined most of the Republicans (including Iowa’s Tom Latham and Steve King) in this measure.

However, all three Iowa Democrats (Bruce Braley, Dave Loebsack and Leonard Boswell) voted against the disapproval resolution, meaning they are on record not opposing the release of another $350 billion to the TARP.

The House action was merely symbolic because last week a similar “disapproval” resolution failed in the U.S. Senate. Chuck Grassley voted with most Republicans trying to block the release of the $350 billion, but Tom Harkin voted with most Democrats to reject the motion of disapproval. (President-elect Barack Obama personally contacted many senators urging them not to block the $350 billion.)

I believe that the events of the last few months have shown that the Wall Street bailout was costly and ineffective. It did not free up credit, as banks remain reluctant to lend. It did not stabilize the stock market either. New York Times columnist and Nobel Prize-winning economist Paul Krugman argues persuasively here that policy-makers are in effect “making huge gifts to bank shareholders at taxpayer expense.”

That said, perhaps the Obama administration will use the second half of the TARP money more competently than the Bush administration used the first $350 billion. I certainly hope so, not only for the sake of the economy and the banking system, but also for the sake of Democrats who now well and truly “own” this bailout.

No class.

Great news, everyone! Today the House of Representatives approved an expansion of the State Children’s Health Insurance Program (SCHIP). In Iowa, this program is known as HAWK-I, and it provides coverage for thousands of children whose families are not poor enough to qualify for Medicaid, but not wealthy enough to purchase health insurance:

The child health bill would provide $32.3 billion over four and a half years to continue coverage for seven million children who now rely on the program and to extend coverage to more than four million who are uninsured.

“This is a day of triumph for America’s children,” Speaker Nancy Pelosi of California said. “We put women and children first.”

After years of frustration, Democrats were exultant.

“Today is a new day,” Representative Dave Loebsack of Iowa. Representative Chris Van Hollen, Democrat of Maryland, said, “Passing this bill sends a very important signal that change has come to Washington as a result of the last election.”

Representatives Bruce Braley and Leonard Boswell joined Loebsack in voting for the bill, which passed by a comfortable margin of 289-139. But as you can see from the roll call, Representatives Steve King and Tom Latham voted no.

King has been a proud opponent of the SCHIP program for years. In the bizarro world he inhabits, this program is Socialized Clinton-style Hillarycare for Illegals and their Parents.

Gee, I thought it was for people like my friend, who owns her own business but couldn’t afford health insurance for her kids after her husband got laid off. With the enormous job losses of the last few months, more and more families will need this program.

Anyway, we’ve all come to expect this kind of vote from King.

I hope some Democrats who crossed over in the fourth district to support Latham will open their eyes now. Today’s vote should not surprise anyone, because Latham has voted against expanding the SCHIP program on several occasions.

Still, I doubt this is what most voters had in mind when they saw television ads touting Latham’s “trusted leadership” on health care.

The Senate will take up this bill within the next two weeks, and I doubt Republicans will be able to filibuster it. So, Barack Obama will have a major achievement on health care very early in his presidency. Let’s hope it will be the first of many.

UPDATE: In typically dishonest fashion, Steve King (who never met a tax cut for the rich he didn’t like) claims the SCHIP bill “provides new benefits to illegal immigrants and wealthy families at the expense of low-income children.”

The Democrats representing Iowa in the U.S. House of Representatives did us proud today.

The Lilly Ledbetter Fair Pay Act (background here) passed by a mostly party-line 247-171 vote (roll call here).

Also, the Paycheck Fairness Act passed 256-163 (roll call here).

As expected, Bruce Braley, Dave Loebsack and Leonard Boswell voted yes on both measures. Republicans Tom Latham and Steve King voted no on both.

So, King and Latham don’t care if women get paid less than men for doing the same job.

Also, they don’t see anything wrong with a 2007 Supreme Court ruling that said women have less than a year from the employer’s initial discriminatory act to file a lawsuit seeking redress. Never mind that it may be years before a female employee finds out that her boss is systematically paying her less than male colleagues doing the same job at the same performance level.

Now both bills head to the Senate, where Democrats should be able to break Republican filibusters, especially if Al Franken and/or Roland Burris have been seated by the time the votes take place.

Here is the roll call from a 2007 House vote on this measure. All three Democratic representatives from Iowa voted yes, while Tom Latham and Steve King voted no. If you call the offices of Bruce Braley, Dave Loebsack or Leonard Boswell, please indicate that you know they voted for this bill in 2007 and would appreciate their continued support.

If you live in the fourth or fifth Congressional districts, you may want to be armed with more talking points about why this is a good idea. I don’t expect Latham or King to change their stand because of phone calls, but it can’t hurt to let them know that their constituents are watching and are paying attention to this issue.

Senate Republicans filibustered the bill last spring. Even then, there were 56 votes in favor. Since Democrats picked up eight Senate seats, we should have enough votes to break a filibuster this year (even if Republicans temporarily block the seating of Senator Al Franken because of Norm Coleman’s unfounded election contest).

You probably won’t be surprised to learn from the Senate roll call that Tom Harkin voted yes on the cloture motion (to bring the Lilly Ledbetter Fair Pay Act up for a vote), while Chuck Grassley voted no on cloture (to filibuster the bill). If you call Grassley’s office, urge him to stop obstructing this important bill.

Last year at this time I was scrambling to make as many phone calls and knock on as many doors as I could before the Iowa caucuses on January 3.

This week I had a little more time to reflect on the year that just ended.

Thanks to John Deeth, I learned that Congressional Quarterly has released its annual rankings of how members of Congress voted. The full chart is here. You can check how often the representatives and senators voted with President Bush, how often they voted with the majority of their own party, and how often they were present to vote.

Deeth noticed that our own Senator Tom Harkin

voted against George Bush’s declared position more than any other senator in 2008, according to Congressional Quarterly vote scores. Harkin opposed Bush’s position 75 percent of the time.

Harkin voted with fellow Senate Democrats 97 percent of the time and participated in 98 percent of the Senate votes in 2008. That’s an impressive attendance record for a senator up for re-election, though admittedly Christopher Reed wasn’t much of an opponent.

Chuck Grassley had a perfect attendance record for Senate votes in 2008. He voted with Bush 72 percent of the time (that’s a low number for Grassley) and with the majority of Senate Republicans 93 percent of the time.

In our House delegation, Steve King (IA-05) voted with Bush the most often in 2008, 77 percent of the time. King voted with the majority in the Republican caucus 97 percent of the time and had a 98 percent attendance record.

Tom Latham (IA-04) was unusually willing to vote against Bush’s stated position this year, voting with Bush only 63 percent of the time. Latham recognized early that a Democratic wave was building and sought to rebrand himself as a moderate, independent thinker in his swing district. He still voted with fellow Republicans 90 percent of the time, and had a near-perfect 99 percent attendance record.

Congressional Quarterly’s rankings show surprisingly little difference between Iowa Democrats in the House. Bruce Braley (IA-01) and Dave Loebsack (IA-02) both voted with Bush 13 percent of the time, while Leonard Boswell (IA-03) voted with Bush 17 percent of the time. Their party loyalty rankings were almost identical, with Braley and Boswell voting with the Democratic majority 98 percent of the time, and Loebsack hitting 97 percent on that metric. They all had good attendance, with Braley making 92 percent of the votes, Loebsack 93 percent, and Boswell 88 percent despite having surgery that required a two-week hospital stay in the summer.

The differences between Iowa’s Democratic members of Congress are more apparent when you look at their Progressive Punch rankings. Considering all his votes in 2007 and 2008, Boswell was the 180th most progressive member of the House, with a progressive score of 92.38. That’s a big improvement on his lifetime progressive score of 74.36; Boswell is clearly a more reliable vote when Democrats are the majority party that controls what comes up for a vote. Ed Fallon’s primary challenge probably nudged Boswell toward more progressive voting as well.

But even the new, improved Boswell had a progressive score of only 67.86 “when the chips were down” in 2007 and 2008. The Progressive Punch “chips are down” rankings take into account particularly important votes, such as the controversial Foreign Intelligence Surveillance Act.

Loebsack ranked 123rd among House Democrats with a progressive score of 95.41 for all his 2007 and 2008 votes and a score of 80.79 “when the chips were down.”

Braley was not far behind at number 147 among House Democrats, with an overall progressive score of 94.48 and a “chips are down” score of 76.65.

It will be interesting to see whether Boswell’s voting habits change much in 2009, with no primary challenger likely to emerge.

Looking at the big picture, Congressional Quarterly’s Richard Rubin draws some conclusions from that publication’s analysis of voting in 2008:

Bush’s side prevailed on just 47.8 percent of roll call votes in 2008 where he took a clear position. That is the eighth-lowest score in the 56-year history of the survey, although it was higher than Bush’s 38.3 percent success rate in 2007. Congress forced him to accept a farm bill and Medicare doctor-payment changes he didn’t want, and lawmakers challenged him repeatedly on issues from tobacco regulation to infrastructure spending.

Moderate Republicans fled from the president as the election neared, and the average House Republican supported Bush just 64 percent of the time. That’s down 8 percentage points from a year ago and the lowest for a president’s party since 1990, midway through Bush’s father’s term in the White House. His average support score of 70 percent among GOP senators was also the lowest for a president’s party since 1990.

As in 2007, Democrats voted with Bush far less often than they had when the Republicans were in charge and could set the agenda. House Democrats voted with Bush just 16 percent of the time on average — above their 2007 support score of 7 percent but still the second lowest for any president. Democratic senators joined Bush on 34 percent of roll call votes, down from their average support score of 37 percent a year ago. […]

At the same time, despite his political weakness, Democratic control of Congress and frequent defeats, Bush got his way on some of the biggest issues of the year.

Playing offense, the administration secured more money for his effort to fight AIDS globally and cemented a nuclear-cooperation deal with India. But Bush scored most often with blocking tactics, using threatened vetoes and the Senate filibuster to avoid significant changes to his Iraq policies, major restrictions on intelligence- gathering tactics, and removal of tax breaks for oil and gas companies. He was a resilient pinata, losing plenty of votes along the way but remaining the biggest obstacle to the Democrats’ ability to turn their campaign agenda into law.

Rubin’s analysis shows that Latham is far from a maverick within the Republican caucus. He moved away from Bush in 2008 almost exactly in step with fellow House Republicans.

Taking a broader look at the trends, I see two lessons for Democrats here. First, Barack Obama should understand that driving a very hard bargain with Congress often pays off. You don’t have to back down at the first sign of serious opposition. If even an extremely unpopular president was able to do reasonably well with a Congress controlled by the other party, a new president who is quite popular like Obama should be able to get most of what he wants from a Congress controlled by his own party.

If any of Obama’s proposals fail the first year, he should consider trying again later without watering them down. Bush wasn’t able to get everything he wanted out of the Republican-controlled Congress during his first year or two, but he kept at it and was able to get much of his agenda through eventually. Many tax cuts not included in the 2001 package got through in later years. He didn’t get the energy bill he wanted until 2005.

The second lesson is for Senate Majority Leader Harry Reid. It’s long past time to start making the Republicans pay a price for using the filibuster. Otherwise they will continue to use it routinely to block Obama’s agenda.

Nate Silver recently looked at how Republicans have used the filibuster since Democrats gained the majority in Congress. He concluded that Reid “has been exceptionally ineffective”:

There are basically two mechanisms that a majority leader can employ to limit filibusters: firstly, he can threaten to block votes on certain of the opposition party’s legislation (or alternatively, present carrots to them for allowing a vote to proceed), and secondly, he can publicly shame them. Reid managed to do neither, and the Senate Republicans did fairly well for themselves considering that they were in a minority and were burdened by a President with negative political capital.

Time to play hardball in the Senate, not only with Republicans but also with Evan Bayh and his merry band of “Blue Dogs” if they collude with Republicans to obstruct Obama’s agenda.

The U.S. Census Bureau confirmed this week that Iowa will lose a Congressional district following the 2010 census unless we experience unprecedented (for Iowa) population growth in the next two years:

During the past eight years, Iowa has gained as many people – about 76,000 – as states like South Carolina and Virginia gained between 2007 and 2008 alone.

To retain the congressional seat, the state would have to gain nearly twice that number by 2010, according to projections by Election Data Services, a Washington, D.C.-based consulting firm that analyzes the impact of demographics on politics.

Don’t get your hopes up: we are going down to four Congressional districts. No one knows what the new map will look like, but it’s likely that the 2012 race in the new third district will determine whether Iowa Democrats (who now hold a 3-2 edge in U.S. House seats) gain a 3-1 advantage or have to settle for a 2-2 split.

Note: A non-partisan commission draws up the new Congressional map after each census in Iowa, so Democratic gerrymanders will not take place, even if Governor Chet Culver wins re-election in 2010 and Democrats hold their majorities in the state House and Senate. (Clarification: if the Democrats maintain control of the legislature, they have the option of rejecting the first and/or second map produced by the non-partisan commission. Republicans rejected the first map proposed after the last census.)

Most of what’s now the fifth district, represented by Republican incumbent Steve “10 Worst” King, is likely to become the new fourth district. It makes no difference whether the new counties added to IA-04 come from the current third or fourth districts–that is going to be a safe Republican seat.

Given the voting trends in eastern Iowa, I assume the new first and second Congressional districts will still be relatively safe for Democrats. (Remember, fewer than 10 Republicans in the whole country represent districts with any kind of Democratic partisan lean.) Either Bruce Braley or Dave Loebsack may need to move if the new map throws Waterloo (Black Hawk County) in the same district as Mount Vernon (Linn County), but that should not present much of a problem.

The big question mark is what happens to IA-03. Polk County will remain the largest county in the district, but it won’t be as dominant in the new district as it is now. Roughly 75 to 80 percent CORRECTION: A majority of the votes in the current third district come from the county containing Des Moines and most of its suburbs.

In which direction will IA-03 expand? If the counties added to it come mostly from the southwest, Republicans will have a better chance of winning the district. One reason Greg Ganske beat longtime incumbent Neal Smith in the 1994 landslide was that Smith’s fourth district had lost Story and Jasper counties, and gained a lot of southwestern Iowa counties, following the 1990 census.

If IA-03 includes more counties from the southeast, Democrats would be better positioned to hold the seat, although it’s worth remembering that Ottumwa resident Mariannette Miller-Meeks carried seven southern counties in her unsuccessful challenge to Loebsack in IA-02 this year.

Speaking at an Iowa Politics forum in Des Moines last month, Miller-Meeks said she was leaving her ophthalmology practice at the end of 2008. She strongly suggested that she will run for office again. Whether that means another bid for Congress or a run for the state legislature was unclear.

Miller-Meeks has little chance of winning a district as strongly Democratic as IA-02, but I could easily see her taking on Leonard Boswell if Wapello County ends up in IA-03 after the next census. The Des Moines Register has endorsed Boswell’s challengers before and would back any credible Republican opponent against him.

The Republicans’ best chance in a third district stretching to the south, though, would be to run someone with strong Polk County connections to keep down the Democratic margins there. I don’t have any idea which Republicans have their eye on this race.

If IA-03 expands to the north, it’s good news and bad news for Democrats. Story County and Marshall County are reasonably strong territory for the party. On the down side, current fourth district incumbent Tom Latham lives in Story County. Latham is a mediocre Republican back-bencher; what else can you say about a seven-term incumbent whose big achievement on health care, according to his own campaign, was co-sponsoring a bill that never made it out of committee?

However, Latham has obviously used his position on the Appropriations Committee to build up a lot of goodwill in the district. He just won re-election by 21 points in a district Barack Obama carried by 8 percent, and he even carried Story County.

I don’t care to run Boswell or a non-incumbent Democrat (in the event of Boswell’s retirement) against Latham in a redrawn IA-03. I’m not saying Democrats couldn’t hold the seat in those circumstances, but I feel it would be a tough hold.

We would be better off electing a new, ambitious Democrat to Iowa’s third district in 2010, so we can run a rising star in the majority party against Latham, if it comes to that. Actually, we’d have been better off if Boswell had retired in 2008, allowing someone new to compete for this seat as a two-term Democratic incumbent in 2012. But what’s done is done.

Anyone think there’s a chance Boswell will reconsider his promise to run for re-election in 2010?

If Democrats still control the state legislature after 2010, should they reject the first new Congressional map suggested by the non-partisan commission if that map puts Story County in IA-03?

What kind of map would give Democrats the best chance of holding the third district?

For those who are interested in the national implications of the post-census reapportionment, DavidNYC created a chart showing which states are likely to gain or lose Congressional districts.

Chris Bowers has already created a 2012 electoral college map, and even with one fewer electoral vote, Iowa will remain important to Obama’s re-election chances. You should click over and read the whole post yourself, but the good news is that Obama has a clear path to 270 electoral votes in 2012 even if he loses Ohio, Florida, Virginia, Indiana and North Carolina.

UPDATE: John Deeth looked ahead to the 2012 Iowa races in this post last week. He concluded that in order to win three out of the four Congressional districts, Iowa Democrats will need to 1) beat Latham in 2010, and 2) get Boswell to retire in 2012. Many a bad bill has passed the U.S. House of Representatives with the votes of Republicans and Democratic “Blue Dogs.” These representatives call themselves “moderates” or “centrists,” and you often find them voting with corporate interests, against the majority of the House Democratic caucus, when the chips are down.

This Washington Post article about the upcoming debate over an economic stimulus bill cites Representative Baron Hill of Indiana as “incoming co-chairman of the Blue Dog Coalition, a caucus of 51 fiscally conservative House Democrats.”

Hill wants the economic stimulus money to go toward road and bridge construction, whereas others would like to see more of the money spent on “green jobs” and infrastructure projects that are more environmentally friendly than building new roads. Progressives would like to spend the transportation money on fixing our existing roads and bridges while expanding public transit and rail.

Friends of the Earth has launched a campaign to “keep the economic stimulus clean”:

Transportation in the U.S. is responsible for 30 percent of our global warming pollution and 70 percent of our oil consumption. We cannot solve the energy and climate challenge without making our transportation system far cleaner and more efficient.

President-elect Obama and the congressional leadership are moving quickly to pass an economic stimulus package that creates green jobs with a new, clean energy infrastructure. Public transportation, smart growth and green transportation alternatives are a crucial part of this effort.

Unfortunately, the road-building lobby is attempting to hijack this bill and divert billions of dollars to the construction of new, unnecessary roads, highways and bridges that would deepen our nation’s dependence on oil and increase greenhouse gas emissions.

Getting back to the title of this diary, Matt Stoller read that Washington Post piece about debates over the stimulus and was intrigued to learn that Hill claims 51 members for the Blue Dog Coalition:

Last session, there were 49 Blue Dogs, and during the election season the caucus continually bragged about how they would add a substantial number of new members in 2009.  Still, their PAC didn’t give to very many Democratic candidates, two Blue Dogs lost reelection, and a bunch of their candidate prospects lost.  If it’s true that the Blue Dogs have only increased their number by 2, and I’m not sure it is, then they really are far weaker in the House than they were from 2006-2008.  There are 257 Democrats in the next Congress and 178 Republicans.  While the Blue Dogs are still a swing bloc, they only have 11 votes to give.  That’s not very many, considering that this number assumes all Republicans always vote with the Blue Dogs.  If Republicans split off from their caucus on certain votes, even small numbers of Republicans, then Blue Dog priorities are far less likely to matter overall.

Leonard Boswell (IA-03) is the only Iowa Democrat in the Blue Dog group. Once the new House convenes, it will be interesting to see how the Blue Dogs compare in number to the Progressive Caucus, which had 71 members in the last Congress, including Dave Loebsack (IA-02). My hunch is that the Progressive Caucus will add a lot more new members than the Blue Dogs.

After the new year I’ll try to find out how many members Bruce Braley (IA-01) was able to recruit to the Populist Caucus he is forming.

Whether or not Blue Dog power declines in the House, it may be on the rise in the Senate. Senator Evan Bayh of Indiana is setting up a Blue Dog caucus in the upper chamber. Although Senate Majority leader Harry Reid’s spokesman claims Reid is “upbeat” about Bayh’s plans, it’s likely that the Senate Blue Dogs will collude with Republicans to obstruct Barack Obama’s agenda.

Matthew Yglesias advanced a very plausible hypothesis about Bayh’s move:

With Republicans out of power, the GOP can’t really block progressive change in exchange for large sums of special interest money. That creates an important market niche for Democrats willing to do the work. It was a good racket for the House Blue Dogs in 2007-2008 and there’s no reason it couldn’t work for Senate analogues over the next couple of years.

Let’s hope the memory of the 1994 Republican landslide will induce conservative Democrats not to block most of Obama’s agenda. The Democrats who ran Congress in 1993 and 1994 wanted to show Bill Clinton who was boss, but the effect was to make Democrats look incompetent, depressing Democratic base turnout in 1994 and turning swing voters toward the Republicans.

On the other hand, I would not underestimate the Blue Dogs’ willingness to do what big money wants, whether or not it’s good for the Democratic Party.

Meanwhile, Chris Bowers argues persuasively than the Blue Dogs have achieved little on their alleged signature issue of “fiscal responsibility”:

If the Blue Dogs only exist in order to promote “fiscal responsibility,” isn’t it pretty clear that, rather than getting their way, they have actually failed across the board over the last eight years? From the Bush tax cuts, to soaring deficits, to making exceptions for war, to making exceptions for bailouts, to making exceptions to stimulus packages, the Blue Dogs have completely and utterly failed at their stated primary policy area and done so at every available opportunity.

The only actual successes of the Blue Dogs appear to be the [Foreign Intelligence Surveillance Act] re-write and blank check funding for Iraq. It is notable that 38 of the 47 Blue Dogs voted in favor of both these measures, which jointly render a member a “Bush Dog” in Open Left’s terminology. Given that 70 House members voted in favor of both those measures, the Democratic defectors on those issues were clearly spearheaded by the Blue Dogs.

Mainly, I am impressed that Blue Dogs keep earning press that describes them as fiscally responsible and wildly powerful, when the record shows otherwise. When offered opportunities to actually clamp down on spending over the last two years, the Blue Dogs have balked at every turn, favoring blank check funding for Iraq, blank check funding for the bailout, and massive funding for the economic stimulus. That a group of House members can do all of this and still be described as both “fiscally responsible” and “powerful” is pretty impressive. Maybe what we progressives really need is to hire the Blue Dogs’ PR people.

The lottery drawing will take place on Friday, December 5th, in Congressman Loebsack’s Washington office, and constituents receiving tickets will be contacted by Monday, December 8th.  At that time, constituents will be required to provide additional information before they can secure their ticket allotment.

Inauguration Day is Tuesday, January 20th, 2009.   It is expected there will be a variety of events that will not require tickets, including a public viewing area of the Inaugural ceremony on the National Mall and the public Inauguration parade. One of the most encouraging post-election developments was the House Democratic caucus’s vote yesterday to put Representative Henry Waxman in charge of the Energy and Commerce Committee.

It turns out that Iowa’s own Bruce Braley was a strong advocate for Waxman:

Waxman was generally respectful of [John] Dingell in his speech before the caucus, according to people who were in the room, but he took a few sharp jabs at the chairman. Iowa Rep. Bruce Braley, who gave one of Waxman’s nominating speeches, went a step further, lashing out at Dingell for standing in the way of environmental reforms. He even complained that the speaker had to go around him to enact a renewable energy bill during the Democrats’ first year in power.

It’s important to note that just a week ago, Dingell was widely expected to hold on to the powerful committee chairmanship. Reid Wilson of Politics Nation blog observed,

Politics Nation is told Iowa Rep. Bruce Braley, just elected to his second term, made an impassioned speech on Waxman’s behalf, blaming Dingell for blocking progress on a number of bills. Braley has been involved in the Democratic Congressional Campaign Committee, co-chairing the Frontline program, but it’s still unusual to see such a junior member of congress question a more senior member, especially one who was serving his second term in Congress when Braley was born.

Braley took a big risk for a good cause, and progressives should thank him for that.

Some of Dingell’s supporters seemed to value Congressional protocol more than getting the job done under a new president. Here’s Representative Charles Rangel, the chairman of the Ways and Means Committee:

“I have enjoyed the seniority system,” Rangel said. “It wasn’t broken.”

Actually, the system was broken if the narrow interests of Michigan manufacturers were repeatedly allowed to block legislation that’s in the national interest. Waxman’s primary goal was not to destroy the seniority system. If Dingell hadn’t been standing in the way of good environmental and energy policies for so many years, this challenge never would have happened.

This report from The Hill is worth reading in full, but here’s an excerpt:

And supporters of a more aggressive approach to climate change and more aggressive regulation were encouraged. Dingell was a chief advocate of automakers and was slow to warm up to Pelosi’s call for restrictions to limit climate change.

“I think it will be easier,” Rep. Earl Blumenauer (D-Ore.) said of global warming restrictions. “I think anyone who’s watched the last couple of years would conclude it will happen more quickly and more smoothly. [Waxman] is better positioned to guide that.”

Supporters also said they wanted swifter implementation of the agenda of the Democratic Party and Obama.

Rep. Howard Berman (D-Calif.), a Waxman ally for years, said Waxman supporters were mindful of 1993 and 1994 when Democrats controlled Congress and the White House for two years, then lost Congress in a dramatic fashion.

“The memory of ’93 and ’94 was seared into our minds,” Berman said. “We have to pass the program. The question was how that could best be done.”

I couldn’t agree more on both the substance and the politics of this decision.

The Hill also reported that the conservative Blue Dogs are very upset by yesterday’s vote, which they view as a “California takeover.” It does not mention Congressman Leonard Boswell, who is a member of the Blue Dog group.

I contacted the offices of Boswell and Representatives Dave Loebsack to inquire about their position on Waxman v. Dingell. I have not yet heard back from Loebsack’s press secretary. Boswell’s press secretary cut me off without letting me finish my question and refused to call me back, as usual.

I do find it amusing that Boswell’s press secretary in Washington still freezes me out. Even at the height of the third district primary battle, the press secretary from Boswell’s Congressional campaign headquarters in Des Moines had no problem sending me press releases and responding to my queries.  

It’s time for a new thread on the Congressional races across the country.

First, I need to make two corrections. I reported late Tuesday night that Tom Harkin had won all of Iowa’s 99 counties. That was based on a map on the election results page of the Des Moines Register’s website, which showed all of Iowa’s 99 counties in blue. However, the Daily Kos election scoreboard shows the true picture (click on “Senate,” then on Iowa). Harkin won “only” 94 Iowa counties. He lost Page County in southwest Iowa as well as Sioux, Lyon, O’Brien and Osceola in the northwest corner.

Second, I have reported that EMILY’s List provided no financial support to Becky Greenwald’s campaign in the fourth Congressional district. However, Bleeding Heartland commenter Bill Spencer pointed out that Greenwald’s third quarter FEC filing shows a $5,000 contribution from EMILY’s List on September 22 (a few days after the group endorsed Greenwald).

It’s worth noting that when EMILY’s List strongly commits to a race, they invest considerably more than $5,000 in the candidate.

Earlier this year, EMILY’s List backed Nikki Tinker in the Democratic primary in Tennessee’s ninth district against Steve Cohen, who had a perfect pro-choice voting record. I have not been able to confirm a number, but EMILY’s list was reported to have spent hundreds of thousands of dollars advocating for Tinker.

James L. of Swing State Project compiled this comprehensive chart showing independent expenditures in House races across the country. Look at how much EMILY’s List spent in some other districts: more than $160,000 in IL-11, nearly $150,000 in CO-04, nearly $60,000 in OH-15, more than $30,000 in NH-01, $19,000 in FL-13, $16,500 in NY-26.

That only counts the money EMILY’s List itself spends on behalf of Congressional candidates. The group can also raise substantial funds for candidates through their mailing list. Donors to EMILY’s List receive direct-mail and e-mail appeals regularly, asking them to contribute directly to key candidates from around the country. These letters contain short bios of the candidates EMILY’s List is backing. I have confirmed from more than one source that EMILY’s List did not send out any direct-mail or e-amil appeals urging members to contribute to Greenwald’s campaign.

So, while I was wrong to write that EMILY’s List provided no financial support to Greenwald, it is accurate to say that they did little to help her beyond issuing a press release very late in the game.

Getting to the big picture, Democrats have picked up six U.S. Senate seats: Colorado, Oregon, New Mexico, New Hampshire, North Carolina, and Virginia. Three races have yet to be called. Norm Coleman leads Al Franken in Minnesota by 236 votes (out of more than 2.5 million cast) at the latest count. There will be a mandatory recount in this race once the initial count has been completed. I read last night that Franken can win if even one extra vote for him is found in every eight Minnesota precincts.

We may be headed for a recount in Alaska, although it seems unlikely that Mark Begich can overcome convicted felon Ted Stevens’ narrow lead. There is some speculation that Stevens will resign or be expelled from the Senate, in which case a different Republican (Sarah Palin?) could take the seat.

By the way, the election results in Alaska diverged from pre-election polling in an almost unprecedented way, not only in the Senate race but also in the presidential voting and in the race for Alaska’s at-large seat in the House. Further investigation is needed to figure out whether all polls in Alaska (and Alaska alone) were way off, or whether there was any tampering with the vote counting.

Georgia will hold a runoff in December between Jim Martin and the Republican incumbent Saxby Chambliss. I don’t have high hopes for this one, since Georgia is a Republican state to begin with and I think the GOP base will be motivated to reduce President Obama’s working majority in the Senate. However, anything can happen. On a related note, there are some anomalies in the turnout figures in Georgia that will require further analysis.

As for the U.S. House, Democrats picked up 23 seats on Tuesday and lost four for a net gain of 19 and a total of 255. Seven races have not been called, all of them in Republican-held districts. Democratic candidates are leading in only two of those (MD-01 and VA-05). Republican leads are extremely small in OH-15 and CA-04, but the picture looks more discouraging for our side in CA-44 (a real under-the-radar race), WA-08 and Alaska’s at-large seat.

If all the candidates currently leading are eventually declared the winners, Democrats would hold 257 House seats and Republicans 181. Crisitunity posted these charts showing Republicans in blue districts and vice versa. Note that the partisan voting index for every Congressional district will have to be recalculated, tossing the 2000 presidential voting and adding the 2008 presidential voting. But using the current partisan voting index numbers (which are based on the 2000 and 2004 presidential voting), only nine Republicans in the whole country represent districts with any Democratic lean at all. One of them is Iowa’s own Tom Latham.

In contrast, at least nine Democrats represent deep-red Congressional districts with a partisan index of at least R+10 (for perspective, Iowa’s fifth district is R+8). Many more Democrats represent districts with only a slightly less Republican lean. We lost incumbent Nancy Boyda in KS-02 (R+7) but picked up Betsy Markey in CO-04 (R+9).

What does Crisitunity’s post mean for Iowans? I take away two lessons.

First, there’s no question that Latham will be tough to beat in 2010, but if he vacates the seat IA-04 becomes a top pickup opportunity for Democrats. I would be very surprised to see him run for governor, but if Chuck Grassley were to retire for any reason I think Latham would take a shot at the Senate race.

Second, looking at the nationwide picture, Democrats are far more competitive in red Congressional districts than Republicans are in blue districts. I am confident that the Republicans have very little chance of recapturing IA-01 and IA-02.

Also, a new Democratic candidate will be favored to hold IA-03 whenever Leonard Boswell retires, even if redistricting after the 2010 census somewhat reduces the Democratic lean in this district.

Correct me if I’m wrong, but it seems that overall turnout in Iowa in 2008 was lower than it was in 2004. That is surprising, given the well-documented surge in new voter registrations.

Tom Harkin won all 99 counties, which is remarkable considering that John McCain beat Barack Obama in 46 or 47 of Iowa’s counties. Even in Republican areas, they’re looking for more in a U.S. senator than trash talk and smackdowns. Does anyone remember whether Chuck Grassley carried all 99 counties in 2004?

(UPDATE: The Daily Kos election scoreboard shows Christopher Reed beating Harkin in Page County in the southwest part of the state and in the four counties in the northwest corner. There may be a mistake on the Des Moines Register’s map, which shows all 99 counties in blue for the Senate race.)

The words “idiot” and “insane person” will be removed from the Iowa Constitution.

Speaking of idiots, Steve King got away with barely campaigning in the fifth district, winning by at least 20 points. Politics can be cruel, and I feel for Rob Hubler, who worked so hard for so long to give fifth district residents a credible candidate.

Nationwide, many Democratic challengers in districts like IA-05 fell far short. Nancy Boyda, a surprise winner from 2006 in KS-02, was a surprise loser last night. The Democratic Congressional Campaign Committee invested millions of dollars in other similarly Republican districts like MN-06 and AZ-03, and our challengers lost those too.

After beating Kim Schmett by 57 percent to 42 percent (about double his margin of victory in 2006), third district Congressman Leonard Boswell immediately vowed to run for re-election in 2010. Can’t some Democratic heavy-hitters who are on good terms with Boswell encourage him to retire? Barring that, is there anyone willing to start fundraising for a 2010 primary challenge who would have some establishment support?

We may have to run against Tom Latham in a redrawn third district in 2012, and it would be helpful to have a new Democratic incumbent in place before that happens.

Bruce Braley was the incumbent re-elected by the largest margin, 64 percent to 36 percent. I agree with John Deeth that Republican moderates are going to challenge Dave Hartsuch in his 2010 state senate primary.

Dave Loebsack won big in the second district, by 57 percent to 39 percent. The hill in this D+7 district is just too steep for a Republican candidate to climb. Mariannette Miller-Meeks would be better off seeking a different political office in the future, although the Iowa GOP may encourage her to run for Congress again in 2010. Loebsack won’t have the Barack Obama turnout machine cranking in Johnson and Linn counties two years from now.

Iowa Democrats are looking at small net gains in the House and Senate. Dawn Pettengill got away with switching to the GOP after the Iowa Democratic Party worked hard to elect her. A couple of races may have a different result once the absentee and provisional ballots are counted. Deeth has more details.

Jerry Sullivan has not ruled out requesting a recount in House district 59, although it seems unlikely to me that there are enough provisional and absentee ballots outstanding for him to reverse Chris Hagenow’s 141-vote lead (out of more than 16,000 votes cast).

UPDATE: Johnson County voters narrowly approved a controversial bond measure. The proposal was designed to generate

$20 million in a 20-year period to conserve open space.

By collecting taxes for two decades, the Johnson County Conservation Board will have the funds to buy and preserve remnant areas of land scattered throughout the county from willing sellers.

Which candidates and interest groups did you hear from on the eve of the election?

On Monday afternoon at 1:40 pm I got a robocall urging me to “get the facts” before voting. The “facts” are that Jerry Sullivan (Democratic candidate in House district 59) supported the Project Destiny proposal that Polk County voters resoundingly rejected in a July 2007 referendum.

I think the robocall erroneously claimed that Project Destiny would have raised my property taxes, when in fact it would have reduced property taxes while increasing the local sales tax.

The robocall went on to say that Sullivan is financially backed by groups wanting to pass some kind of legislation I couldn’t hear, because my son was making a lot of noise in the background. It may have had something to do with unions or collective bargaining, because when I called Sullivan’s campaign manager to tell him about the call, he said Republicans were lit-dropping a piece yesterday saying Jerry Sullivan will force you to join a union.

The robocall concluded by saying that the fact is we can’t afford Jerry Sullivan, and that the call was “proudly paid for by Iowans for Tax Relief PAC, working to protect family budgets.” I stayed on the line with my pen in hand, waiting to write down the phone number, but the robocall did not give a phone number. I thought that was required by law. The robocall did not mention Chris Hagenow, the Republican candidate in House district 59.

Sullivan’s campaign had volunteers out in the most Republican part of the district yesterday (the wealthy Clive 4 precinct). They were dropping positive campaign literature, along with a piece about the nine mayors in the Des Moines metro area who have endorsed Sullivan, including Clive Mayor Les Aasheim.

I’m happy to report that the GOTV machine in Iowa is engaged on behalf of Democrats at all levels. I’ve received several robocalls from Democrats in recent days like Governor Chet Culver and Senator Tom Harkin, inviting me to GOTV rallies.

Also, on Sunday I received a robocall from the Iowa Democratic Party, authorized by the Obama campaign for change, that mentioned voting for the “Democratic ticket” (not just Obama) twice. At the end it asked me to hold before giving me the name and address of my polling place. The same day, a volunteer left a door-hanger at our house, reminding us of the date of the election, the hours polls will be open, the phone number for Obama’s toll-free early-voting hotline, our precinct number, the name and address of our polling location, and all the names on “your Democratic ticket” (in our case Obama, Harkin, Congressman Leonard Boswell, Jerry Sullivan, plus three Democrats seeking Polk County offices).

 CLIMATE  CHANGE IN  IOWA TOPIC OF NOV. 3  FORUM:

“The global climate is changing. We know that humans are responsible for a large portion of that change, which will have implications for Iowa.”

That is the central theme of a public forum set for Kirkwood Community College Monday, Nov. 3 at 7 p.m. Kirkwood and several other colleges and community groups will host a “Connections” program in Ballantyne Auditorium on the main Kirkwood campus.

The free forum will feature Dr. Jerald Schnoor of The University of Iowa, speaking on “Mitigating and Responding to Climate Change in Iowa.”  Schnoor is the Allen S. Henry Chair and professor of Civil and Environmental Engineering and co-director of the Center for Global and Regional Environmental Research.

I am still trying to decide whether to go with my optimistic or pessimistic scenario and will post my final prediction on Monday night.

There are no tangible prizes here–only bragging rights for the winners.

UPDATE: Here are my predictions. I went with my optimistic scenario nationally but my more pessimistic scenario for Iowa, having been emotionally scarred by too many disappointing election nights.

1. National popular vote, rounded to the nearest point: Obama 54 percent, McCain 45 percent

2. Electoral college: Obama 353, McCain 185 (Obama wins all Kerry states plus IA, NM, CO, NV, OH, FL, VA and NC)

3. In Iowa, Obama will win 56 percent, McCain 43 percent

4. Braley 62, Hartsuch 38

5. Loebsack 57, Miller-Meeks 40 (I have no doubt that she will overperform McCain in this D+7 district, but it won’t be enough. She should run for the statehouse someday.)

6. Boswell 55, Schmett 45

7. Heartbreaker in the fourth: Latham 51, Greenwald 49. I expect too many independents to split their tickets. That said, I wouldn’t be shocked to see Greenwald win this race on Obama’s coat-tails. I just don’t see that as the most likely outcome.

8. Again, I wouldn’t rule out a surprise victory for Hubler if a lot of Republicans stay home tomorrow, but my prediction is (sadly) going to be King 54, Hubler 46.

9. The Iowa House will have 56 Democrats and 44 Republicans.

10. The Iowa Senate will have 33 Democrats and 17 Republicans.

11. IA-04 will be the closest Congressional race.

12. My gut feeling is that as in 2004, an Iowa House or Senate district not being targeted by either party will turn out to be closer than any of the targeted races. However, I have no idea how to select that kind of district, so I’m going to guess that the House district 81 race between Phyllis Thede and Jamie Van Fossen will be the closest.

13. The closest U.S. Senate race will be in Georgia.

14. North Carolina will be the state decided by the smallest margin in the presidential race (this was tough for me, because I also think Georgia and Missouri will be very close).

SECOND UPDATE: I forgot to predict that Obama will carry 61 of Iowa’s 99 counties.

Also, do great minds think alike? I find very little to disagree with in John Deeth’s prediction post. Meanwhile, Chris Bowers’ final election forecasts for the electoral vote and U.S. Senate are identical to mine. I predicted a slightly bigger net gain for Democrats in the U.S. House than Bowers did, though.

Barack Obama’s rally in downtown Des Moines on Friday morning will grab most of the media attention, but there will be many, many rallies around Iowa this weekend.

Beginning on Saturday and continuing through Monday, Senator Tom Harkin and Governor Chet Culver will headline a 16-stop “Count on Us” bus tour, while top state officials and our candidates for Congress will headline a “Count on Us” caravan.

I’ve posted the full schedule after the jump. No matter where you live, you probably wouldn’t have to drive far to get to one of these events. Feel free to post a diary afterward to tell us how it went.  

Anyone who’s been reading the Des Moines Register for the past few years knows that the editorial board endorses incumbents more often than not, in state-level, city council and school board elections as well as federal races. They like seniority and experience in their elected officials.

For those reasons, the Register has typically endorsed a few Republican incumbents despite the editorial board’s generally liberal orientation. With neither Jim Leach nor Chuck Grassley on Iowa ballots this year, I was concerned that the Register would back at least one of the Republicans running for Congress–perhaps Tom Latham by virtue of his position on the House Appropriations Committee.

As it turned out, the Register endorsed every Iowa Democrat running for Congress for the first time that I can remember (going back several decades).

The endorsements were markedly different in tone, however.

A glowing endorsement of Bruce Braley argued,

this ambitious and energetic congressman sets the standard for what Iowans should expect from their representatives. […] We can’t fit everything Braley has accomplished his first term into the space of this editorial, but it’s obvious he’s worked tirelessly.

Their list of Braley’s achievements in his first term didn’t even include his work on bringing passenger rail to Dubuque and the Quad Cities.

The Register’s editors concluded that Dave Loebsack has worked hard and also deserves re-election in the second district, but it’s clear that they liked Republican Mariannette Miller-Meeks a lot:

She’s smart, has in-depth knowledge of health care, has served in the military and has a compelling life story, which includes leaving home at the age of 16 and working her way through school.

Like most campaign newcomers, including Loebsack two years ago, her knowledge of many issues is shallow. But her background indicates she’d come up to speed quickly.

Dissatisfied with Loebsack, she says she took it upon herself to do something about it and embarked on the race without party recruitment.

If Miller-Meeks doesn’t prevail, she should consider running for another public office. Iowa has a shortage of women in politics, and Miller-Meeks’ life experience and potential for leadership could serve the state well.

I don’t think I’ve ever read anything like the Register’s endorsement editorial for Iowa’s third district. The paper favored Leonard Boswell’s Republican opponent in 2006 and Ed Fallon in the Democratic primary this year, so I thought there was a decent chance the Register would endorse Kim Schmett, Boswell’s challenger this fall. Instead, they published this under the headline “Iowans deserve more from 12-year incumbent”:

Voters have a dilemma in the 3rd District.

After 12 years of light accomplishment and wrongheaded votes, Democratic Rep. Leonard Boswell doesn’t deserve to return to Congress.

But his Republican challenger, Kim Schmett of Clive, also fails to make a compelling case that he deserves a congressional seat.

Iowans deserve better.

However, the Register’s editorial board subscribes to the philosophy that if voters must decide, so must we. So the Register gives a weak nod to Boswell, with a list of expectations:

– During his next term, Boswell should use his seniority and the experience he’s gained to take a more active role in representing Iowa’s interests.

– He should announce early in the term that it will be his last, retiring with Iowans’ thanks for a career dedicated to public service.

It goes on, but you get the drift. I hope Boswell will take the newspaper’s advice after he wins re-election next week.

Evaluating the fourth district candidates, the Register determined that Becky Greenwald has the potential to be a strong, energetic leader. Tom Latham has 14 years of experience and sits on the House Appropriations Committee (which is the main reason the Fort Dodge Messenger and Mason City Globe-Gazette endorsed him), but the Register’s editors found Latham “hasn’t developed the kind of in-depth expertise on issues or demonstrated the national leadership Iowans should expect from their investment in his seniority.”

Making the call in the fifth district race was easy for an editorial board that gave Steve King the benefit of the doubt by endorsing him in 2002 and 2004. The editors have had enough of King’s “divisive, fear-mongering commentary”:

Fifth District voters should not send him back to Washington. Fortunately, they have a promising alternative: Electing Democrat Rob Hubler, a retired minister from Council Bluffs who has brought himself up to speed and staked out reasonable positions on issues Iowans care about, including the Iraq war, energy and health care.

In the U.S. Senate race, the Register also had no trouble choosing a candidate and urged Tom Harkin to be ambitious in his fifth term:

Iowans should without hesitation cast their ballots to return Democrat Tom Harkin for his fifth term in the U.S. Senate. With that investment in seniority, however, comes heightened expectations for him to lead in shaping landmark legislation that will benefit Iowans and the nation for decades to come. […]

In his fifth term, Senator Harkin should aim high and set aside partisan sniping for statesmanship. On the Health, Education, Labor and Pensions Committee, he should channel his passions for wellness and nutrition into forging legislation that provides health care for all, at long last bringing America into the company of every other industrialized nation. On that same committee, he should shepherd changes in education policy to better prepare all American students for a competitive global economy. And as Agriculture Committee chairman, he should continue his work to expand agriculture’s role in producing alternative forms of energy, thus reducing dependence on oil, while protecting soil, water and air. He has the right vision for overhauling federal farm programs: Instead of paying farmers for what they grow, pay them for how well they grow it.

These would be transformational changes in American life and government: Providing health care for all. Expanding educational opportunities for all of America’s children. Lessening the nation’s dependence on oil while better protecting the environment.

Spearheading significant progress in these areas would create a more compassionate, just and prosperous society – and be crowning achievements for any senator.

I look forward to finding out what Harkin can accomplish as a senior member of a Congressional majority under a Democratic president. He’s been in the Senate for a long time, but Democrats controlled the White House and Congress for only two of those years.

The Register has endorsed some Republicans running for the state legislative or Polk County office, but they’d like to see a Democratic sweep in the federal races.

Barack Obama has purchased a half-hour of prime-time on CBS and NBC, which will air at 7 pm central time.

Fourth district Congressional candidate Becky Greenwald will run a one-minute ad just before Obama’s special on KCCI and WHO-TV in Des Moines and KIMT and KTTC tv in Mason City. She will preview the contents of that commercial at a 1 pm press conference at her campaign headquarters in Waukee:

“With just one week to Election Day, when voters will tune in to hear Senator Obama’s plans for change, they deserve to know Tom Latham’s real record in Congress of voting more with President Bush than John McCain. He won’t support Barack Obama in Congress,” said Becky Greenwald. “I will work with Barack Obama to make a real difference for the 4th District.”

Rob Hubler will be in studio at KCCI doing a live interview on their Early Morning Show at 6:40 a.m.  Then he will be on the Des Moines Register website for a live chat from 12 noon to 1 p.m.

 CLIMATE  CHANGE IN  IOWA TOPIC OF NOV. 3  FORUM:

“The global climate is changing. We know that humans are responsible for a large portion of that change, which will have implications for Iowa.”

That is the central theme of a public forum set for Kirkwood Community College Monday, Nov. 3 at 7 p.m. Kirkwood and several other colleges and community groups will host a “Connections” program in Ballantyne Auditorium on the main Kirkwood campus.

The free forum will feature Dr. Jerald Schnoor of The University of Iowa, speaking on “Mitigating and Responding to Climate Change in Iowa.”  Schnoor is the Allen S. Henry Chair and professor of Civil and Environmental Engineering and co-director of the Center for Global and Regional Environmental Research.

Ed Fallon, who challenged Congressman Leonard Boswell in the Democratic primary to represent Iowa’s third district, e-mailed the following to his supporters today:

I will also vote a straight Democratic ticket, without leaving any ballot line blank or writing in any candidate’s name for any office.

I agree with the Register’s editorial board, however, that “Iowans deserve better” than the level of representation Boswell has been providing, and that Boswell should announce soon that he does not plan to run for re-election in 2010.  

Chris Bowers of Open Left has officially launched the Use It or Lose It campaign to get safe Democratic incumbents to pay their dues to the Democratic Congressional Campaign Committee. He developed a spreadsheet showing dues owed by 54 House Democrats, along with contact information for their campaigns.

Iowa’s own Dave Loebsack is on the list. Apparently, he owes $125,000. Contact information for his campaign:

Bowers gives good advice here:

We will ask for the members of Congress to pay all, or at least some, of their remaining dues in order to build a larger Democratic majority. We will be polite, and we will call their campaign offices, as it is inappropriate to ask for campaign money when calling a congressional office.

Leonard Boswell is not on Bowers’ spreadsheet, and I’m trying to find out whether that’s because he has paid his DCCC dues. Bowers removed names of members who’ve paid, but also took off those designated by the DCCC as “frontline Democrats.” Boswell was put in that category during the third district primary campaign, but he obviously is not facing a serious challenge during the general election. If he hasn’t given to the DCCC, he should be added to the Use It or Lose It effort.

If all 54 Democrats on the spreadsheet pay their dues, the DCCC would have an additional $6.5 million to spend in the final week. That would support a lot of ad buys in a lot of districts where we have good challengers.

If you live in the second district, please call Loebsack’s campaign and politely ask him to give to the DCCC. Then post a comment reporting what you’ve been told, or send me a confidential e-mail (desmoinesdem AT yahoo.com).

When you step up to challenge a safe and popular incumbent, you have two options.

You can make a straightforward case for your party and against your opponent’s record. Doing so will earn you the goodwill of your political allies who are grateful to have someone on the ballot they can feel proud voting for (like David Osterberg, who ran against Chuck Grassley in 1998).

If you are young, running a hopeless race with dignity will increase your name recognition and bring useful campaign experience for a future bid for public office.

Alternatively, a candidate with no chance of winning can lash out at his popular opponent in an over-the-top way, while bitterly complaining about his own party not helping him enough. This path will energize partisans who hate the incumbent but will probably limit future political options.

Christopher Reed chose door number 2 in a joint forum with Senator Tom Harkin yesterday. Iowa Public Television will broadcast the debate tonight at 7 pm. Judging from initial reports, I don’t think we need to worry about Reed becoming a rising star for Iowa Republicans.

Radio Iowa had the liveblog first yesterday, and the phrase that leapt out at everyone was “Tokyo Rose.”

The headline of the Des Moines Register’s piece was “Reed Says Harkin Gives Aid to Enemy.” Excerpt:

“We’re taking advice from somebody who has an eight-year history of becoming the Tokyo Rose of al-Qaida and Middle East terrorism,” Reed said, referring to his Democrat opponent. […]

Reed, seeking his first public office, said Harkin’s support for withdrawing U.S. troops from Iraq on a scheduled timetable was the same as “providing aid and comfort to the enemy.”

“The white flag of surrender, accusing our Marines of torture, voting to defund our troops while they are in harm’s way, those are all records of having an anti-American policy,” said Reed, a Marion businessman.

Opponents of a timetable for withdrawing troops contend that announcing the time frame would allow Iraqi insurgents and Islamic terrorist groups in Iraq to go underground, only to return when the United States is gone.

Reed stopped short of accusing Harkin of treason, when asked by moderator David Yepsen, the Register’s political columnist, to clarify his remarks. “No. I’m accusing him of giving our enemies the playbook,” Reed said.

John Deeth nailed it by calling Reed’s comment “a sure entry” in Keith Olbermann’s nightly Worst Person In The World contest. Deeth also passed along this tidbit from the comments at the blog of Polk County Republican Party Chairman Ted Sporer (UPDATE and clarification: the commenter at Sporer’s place pulled it from this blog post by David Yepsen):

After the cameras were turned off, Harkin calmly told Reed: “you’re a nice young man and I thought you had a political future ahead of you but that just ended your political career right there” and walked away. Reed said nothing.

Harkin’s campaign has already sent an e-mail to supporters denouncing Reed’s “vile” attack. Throwing around words like “Tokyo Rose” against a Navy veteran is the kind of mistake that will haunt Reed if he wants journalists to take him seriously in the future. Yepsen observed, “I’ve covered politics in Iowa for 34 years and I’ve never heard a candidate make that kind of serious charge about an opponent.”

When I watch the debate, I’ll be listening closely for different comments alluded to at The Real Sporer blog. Apparently Reed criticized the Republican Party of Iowa for not supporting him enough. Deeth wrote a good piece recently on the controversy within Republican circles over the party’s support for Reed. Some claim Republican officials have even sabotaged his campaign. During John McCain’s Davenport rally this month, Reed was not invited to speak and not mentioned from the podium. According to Deeth, there weren’t even Reed signs visible at the rally. (I have seen exactly one Reed yard sign in the Des Moines area this year.)

I can only imagine how frustrating it must be for Reed to have party officials ignoring his campaign and perhaps even undermining it. However, a televised debate is not the place to air that dirty laundry. Depending on what Reed said, that’s the kind of comment that could deter leading Republicans from supporting his future political efforts.

All in all, not a successful debate for the rookie. They say there’s no such thing as bad publicity, but I don’t think Reed helped himself yesterday.

Speaking of debates, I forgot to mention a few days ago that Congressman Dave Loebsack debated his Republican challenger, Mariannette Miller-Meeks, in Cedar Rapids. Here is Essential Estrogen’s liveblog. Deeth liveblogged here and published this write-up later. It was the second debate between Loebsack and Miller-Meeks, but the first included Green candidate Wendy Barth and independent Brian White and had a very restrictive format limiting answers to 45 seconds.

All incumbents should agree to debate challengers, like Harkin and Loebsack did this week. Unfortunately, Leonard Boswell and Steve King have declined all invitations to debate this year. (CORRECTION: Boswell ducked all invitations to debate his primary challenger Ed Fallon but will debate Republican Kim Schmett on Iowa Public Radio on October 29.) Chickens have shown up from time to time at King’s events urging him to debate Rob Hubler.

Tom Latham debated Becky Greenwald twice on the radio but has declined to reschedule a planned joint forum on Iowa Public Television. That forum was postponed while Congress was considering the bailout.

Bruce Braley will debate his Republican challenger, David Hartsuch, on KUNI radio from noon to 1 p.m. on October 27.

Congressional candidates’ third-quarter campaign finance reports were due today (October 15), so I went over to the Federal Election Commission site to see how things stand.

For some reason, I was unable to find reports for Senator Tom Harkin or his opponent, Christopher Reed. I will cover their FEC filings in a separate post when data become available. UPDATE: The National Journal’s Hotline blog published the basic information from all Senate candidates’ FEC filings.

Tom Harkin had total receipts of $635,915 during 3Q, spent $495,136, and had $3,956,998 cash on hand as of September 30.

Christopher Reed had total receipts of $34,956 during 3Q, spent $13,156, and had $22,092 cash on hand left.

All of the incumbents have large cash-on-hand advantages over their opponents going into the final stretch of the campaign.

Bruce Braley (D, IA-01) has given generously to the Democratic Congressional Campaign Committee: $25,000 in July and another $50,000 at the end of August.

I could not find any donations from Dave Loebsack (D, IA-02) to the DCCC. I hope someone from his staff will correct me if I am wrong. He certainly can afford to donate to the DCCC, running in a D+7 district in what looks like a very strong year for Iowa Democrats. On the other hand, the DCCC did nothing to help him two years ago when he was running against Jim Leach, so maybe he is less inclined to support the committee’s efforts.

I also could not find any record of donations from Leonard Boswell (D, IA-03) to the DCCC. Again, I hope someone will correct me if I am wrong. But if this is correct, it’s a disgrace for Boswell. The DCCC has spent heavily on Boswell’s behalf in several previous election cycles. The least he could do would be to help them support other Democratic candidates.

Iowa’s two Democratic challengers had very strong fundraising quarters. Becky Greenwald out-raised Tom Latham during the reporting period, which is phenomenal. However, she spent more than she raised, leaving her with relatively little cash on hand. The DCCC has added her to its Red to Blue list, so she presumably will be getting some help from them as well as from EMILY’s list, which endorsed her last month. She will need that help in order to stay on tv for the remainder of the campaign.

Considering that the fifth district is not widely acknowledged to be up for grabs, Rob Hubler’s haul for the quarter is impressive. No wonder the DCCC put him on the Emerging Races list. He went up on the radio last week and presumably will be able to stay on the radio for the duration of the campaign. It’s not clear whether he will have enough money for tv ads before election day. Steve King just went up on tv today and only went up on the radio a day or two earlier. I’m surprised King waited so long. Latham has been advertising heavily on television for the past few weeks and put up his first radio ad during the summer.
