U.S. Senator Chuck Grassley got it right when speaking about efforts to lower prescription costs. He acknowledged the “difficulty of passing something like this in a Republican Congress,” adding, “If we want to reduce drug prices, then we need to do it now.”

For years we’ve been hearing members of Congress promise to tackle rising drug prices without any action. Prescription drugs and the outrageous price of medicine has made reform a top issue that attracts bipartisan support. A recent national poll indicated that 91 percent of voters consider lowering drug prices a very important issue in the upcoming election, ranking it above COVID-19 worries.

I’m confused.  

Some of our political leaders seemed to be talking out of both sides of their mouths when they criticize public school employees for allegedly pushing a point of view onto students. 

These leaders need to figure out whether it is good or bad for school employees to engage in what critics call indoctrination. 

Iowans have “no reasonable expectation of privacy in garbage placed outside of the person’s residence for waste collection in a publicly accessible area,” according to a bill Governor Kim Reynolds signed into law on April 21.

Lawmakers approved Senate File 2296 in response to a June 2021 Iowa Supreme Court ruling, which declared warrantless garbage searches unconstitutional.

Whether the new law can withstand scrutiny is unclear. Attorneys who opposed the bill have pointed out that the legislature and governor cannot override the Supreme Court’s interpretation of the state constitution. But it could be years before a challenge to the law reaches the high court.

Two months ago, Bleeding Heartland published a column recounting our first-time escape to Arizona for a brief respite from Iowa cold and snow, and our encounter with someone who surprised us when he said “I used to be proud to be an Iowan.”

Small business owner and Drake University grad Deidre DeJear is no stranger to making history.

She earned her political bona fides working for a young, charismatic long shot back in 2008 — and in 2018, when she was Iowa’s first Black statewide nominee of a major political party, President Barack Obama returned the favor with his endorsement of her bid to become Iowa’s secretary of state.

In DeJear, Iowans have a gubernatorial standard-bearer who is long on accomplishments and short on empty rhetoric. She seeks solutions that make sense, finds common ground when it counts, and doesn’t leave the room until a deal is done. DeJear’s friends affectionately call her “Deeds,” and it fits because of what she represents: a shift toward action over empty promises from the governor’s mansion.

On a party-line vote this week, the Iowa Senate approved House file 2562, a bill on manufactured housing parks that the Iowa House passed earlier this month. The bill is headed to Governor Kim Reynolds’ desk, and she is expected to sign it. UPDATE: The governor signed the bill on May 17.

My grandson and I love Marvel movies. We sit in the front row and bask in the over-the-top action. We’ve seen them all. Sometimes the plot is a little confusing, but my nine-year-old movie buddy quickly helps me sort it out.

What isn’t confusing is who the superheroes are. They clearly are the good guys. It’s straightforward and even in technicolor, very black and white.

Republicans are good at ginning up culture wars without facts, using plenty of accusations hidden behind a catchy slogan they repeat more than a 3-year-old begging for candy.

Too often, Democratic candidates go in culture wars unarmed. They are shocked when Republicans capture attention with some absurd issue that Democrats think the public can’t possibly believe. They are blindsided and without answers. Like in Marvel movies, Democrats should leave no doubt who the superheroes for public schools are.

Nearly fifteen years after state legislators and Governor Chet Culver added sexual orientation and gender identity to the Iowa Civil Rights Act, the Iowa Supreme Court ruled on the first employment discrimination lawsuit brought by a transgender Iowan.

On April 1 the seven justices unanimously upheld a Polk County jury verdict, which found that the Iowa Department of Corrections unlawfully discriminated against plaintiff Jesse Vroegh. Superiors refused to allow Vroegh to use male restrooms and locker rooms when he worked as a nurse at the Iowa Correctional Institute for Women.

The court also upheld the jury’s finding that the state discriminated against Vroegh by refusing to cover gender-affirming “top” surgery, even though the state’s insurance plan would have covered a double mastectomy for a medical need not related to gender identity.

But breaking with the U.S. Supreme Court, six Iowa Supreme Court justices determined that gender identity discrimination did not also constitute discrimination against Vroegh on the basis of sex.

Randy Evans: What Abby Finkenauer should know — and what Donald Trump also should understand — is that it is not evidence of bias when a judge disagrees with your position in a dispute.

A common refrain from Democrats during Donald Trump’s years in the presidency was that he was undermining public trust and confidence in our courts with his talk of judges being biased and having political motives when they ruled against him.

The 24/7 Wall St website recently ranked Iowa as the third-worst state and the Cedar Valley area as the sixth-worst city in the country for Black Americans to live, based on key economic indicators. It’s far from the first time the Waterloo/Cedar Falls metro has made this list.

The news sparked an intense dialogue with my friend over dinner, when I asked why that could be.

In 1972, then State Representative Chuck Grassley voted for Iowa to ratify the Equal Rights Amendment (ERA). But as a U.S. senator, he’s not carried that banner forward.

“Happy #Passover to all those celebrating,” Governor Kim Reynolds tweeted on the evening of April 15, as one of the most important Jewish holidays began.

Rising inflation and the escalating cost of everything from gas to houses made Tax Day 2022 more memorable for some Americans than in past years. Rising economic anxiety is bound to collide with middle class tax bills as families worry about the future and make plans to tighten their belts over the short-term. 

But the nation’s 700 billionaires face no such worries. Unlike the rest of us who struggled through the pandemic and are now trying to catch up in its aftermath, billionaires actually increased their wealth substantially during the last two years.

Yet, thanks to our skewed tax code, they won’t have to pay more in taxes like the rest of us do. 

U.S. Senate candidate Abby Finkenauer avoided disaster when the Iowa Supreme Court unanimously ruled on April 15 that she should appear on the Democratic primary ballot.

But the five justices who joined the majority opinion signaled they weren’t pleased by how Finkenauer criticized the District Court judge who had reached the opposite conclusion.

The Iowa Supreme Court surprised many in the political and legal worlds on April 15 with a unanimous judgment reinstating U.S. Senate candidate Abby Finkenauer to the Democratic primary ballot.

Five justices resolved an apparent contradiction between two parts of Iowa’s election law by saying an incorrect or missing date is not a valid reason for not counting a signature on a candidate’s petition. They reversed a Polk County District Court, which days earlier reached the opposite conclusion: that an undated signature cannot be counted, and therefore Finkenauer did not qualify for the ballot.

Two justices concurred with the outcome of reversing the lower court but did not explain their reasoning.

The result was a big loss for Republican plaintiffs who challenged the State Objection Panel’s decision to let three disputed signatures on Finkenauer’s petitions stand. It’s also an embarrassment for Republican legislators who moved last year to limit the panel’s discretion.

By deciding this case on narrow grounds, the Iowa Supreme Court left some big legal questions to be adjudicated another election year.

When the nation celebrates our 250th anniversary in 2026, let us observe Alexander Clark’s 200th birthday, too.

By 1890, when President Benjamin Harrison appointed him minister to Liberia, the Muscatine man was known throughout the U.S. as “the colored orator of the West.” His speeches and writings exhorted Americans to live up to the all-are-created-equal demands of the Declaration of Independence. It was one of his favorite themes.

This is one of those times when people who have little appetite for politics need to pay attention — because a big change is coming that many folks won’t agree with. 

When the U.S. Mint asked each state to pick an image to represent the state on a series of special quarters in 2004, Iowa chose its schools. The quarter featured a likeness of Grant Wood’s famous painting of a one-room country school, with the message “Foundation in Education.”  

The choice was not surprising. Our schools have been something in which Iowans have long taken great pride. Our chests swelled each time Iowa stood atop the nation’s college entrance exam rankings. Terry Branstad and Kim Reynolds even campaigned for office in 2010 on a promise to bring Iowa’s schools up to world-class stature. 

That was then. This year, Iowa’s foundation in education is being tested as surely as if an EF5 tornado were bearing down on every public-school building.

The largest school district in the state is in the middle of a full-blown literacy crisis, and every candidate running for an elected office should be talking about it.

In Des Moines Public Schools, less than half of all students in grades K-3 know how to read. When it comes to Black children, the statistics are even more alarming. In fact, only 36 percent of Black boys enrolled in Des Moines Public Schools know how to read at a third-grade level.

If we don’t interrupt this literacy crisis right now, you might as well polish off a set of handcuffs because there’s a clear correlation between one’s ability to read and the likelihood they’ll end up in jail.

I’ll start with the good news.

It looks as if Matthew Smith, deputy superintendent for the Des Moines Public Schools, has been tapped as the interim superintendent while the district searches for Tom Ahart’s successor.

Droppett CEO and President Doug Webb painted a rosy picture of his company’s recycling system in a January guest editorial for the Cedar Rapids Gazette. Droppett is owned by CRINC, which is owned by Doll Distributors (Budweiser) and Iowa Beverage Systems (Miller/Coors).

Recycling declined dramatically during the global COVID-19 pandemic after Governor Kim Reynolds gave retailers the option to suspend redemption.

The two largest retailers took different paths. Fareway discontinued redemption and does not accept containers; it does have agreements with redemption centers. Hy-Vee continued redemption at locations equipped with reverse vending machines and partnered with nearby redemption centers.

If bottle and can redemption is limited to Droppett systems only, recycling may decline further, producing more unclaimed money for distributors (already estimated to be in the tens of millions of dollars).

The Hurst for Iowa campaign just received an overwhelming endorsement from Iowa’s leading progressive organization, Iowa Citizens for Community Improvement Action Fund. In the announcement, they stated, “We’re endorsing Glenn because he’s with us on the issues and on challenging business-as-usual politics and the status quo. He shares our belief that real change comes from the ground up, and he has a plan to win and can excite a grassroots base to turn out to the polls on June 7.”

The City of Des Moines will soon begin plans to make major alterations to George Flagg Parkway on the south side. The road grade will be raised several feet above the floodplain. Part of the road will also be realigned to connect to SW 30th St to avoid flooding on this heavily-used truck route.

The investment of millions of taxpayer dollars into this project should not happen without conversation around the road’s current namesake. We created our petition to showcase public support for changing the name.

“Today in History” compiled by the Associated Press is my favorite daily newspaper column. The cogent lessons allow me to recall – with surprise – many historical events but usually I learn new facts.

The posting on March 20, recalling 2014 and 2018 events plus a March 20, 2022 article speaks volumes:

-March 20, 2014: “President Barack Obama ordered economic sanctions against nearly two dozen members of Russian President Vladimir Putin’s inner circle and a major bank that provided them support, raising the stakes in an East-West showdown over Ukraine.”

-March 20, 2018: “In a phone call to Vladimir Putin, President Donald Trump offered congratulations on Putin’s re-election victory; a senior official said Trump had been warned in briefing materials that he should not congratulate Putin.”

-March 20, 2022: “President Biden has called Mr. Putin a war criminal. . . . (Biden) must declare that the sanctions crippling Russia will remain in full force, with no exit ramps, as long as Mr. Putin remains in power” (Wall Street Journal).

What a contrast of presidents!

When the middle class does well, we all do well. When hard-working people can earn more money, everyone benefits.

But for years the wealthy and corporations have been getting richer while working people get the short end of the stick. American families are struggling under the weight of rising costs and middle class wages that just aren’t keeping pace. 

This hasn’t happened by accident. Corporations and the extremely wealthy have rigged the economy in their favor. With their allies in Congress, like U.S. Representative Ashley Hinson, they’ve written a tax code that leaves massive corporations paying less than the average, hard-working American. 

Aside from must-do tasks like adopting a budget for the coming fiscal year, Republican leaders of the Iowa House and Senate hope to secure agreement on a few policy bills before adjournment. The outstanding issues include proposed cuts to unemployment benefits, a plan to divert public education funds to private schools, and changes to Iowa’s can and bottle recycling program.

Another priority for legislative leaders is a bill to shield trucking companies from some kinds of lawsuits and cap damages for other legal claims related to commercial vehicle crashes. The proposal lacked enough support among Iowa House Republicans to advance during the 2021 session, and a revised version produced a rare defeat for House leaders in a floor vote last month.

James Bergert lost his wife Joanna Rizzo and was injured himself in a horrific collision on Interstate 35 last August. He and his wife’s estate filed suit March 18 against the tow truck driver who allegedly caused the crash, as well against the trucking company that driver owns. Bergert and his attorney Erik Luthens spoke to Bleeding Heartland recently about the case and how pending “tort reform” proposals would affect future victims of similar tragedies.

During a suspenseful meeting on March 29, the State Objection Panel allowed just enough signatures to stand for U.S. Senate candidate Abby Finkenauer, Attorney General Tom Miller, and State Representative Jeff Shipley to stay on the ballot.

Finkenauer needed at least 100 valid signatures from at least nineteen counties and hit nineteen exactly, with 100 in one county and 101 in two others. The Republicans who challenged her candidacy are seeking to reverse the outcome in court.

Miller needed at least 77 signatures from at least eighteen counties, and barely made it with 78 signatures in the eighteenth county.

Shipley needed at least 50 signatures from the Iowa House district where he is seeking re-election and was left with 52.

Many Iowa politics watchers have been wondering how these experienced candidates ended up hanging by a thread.

Bleeding Heartland asked all three campaigns why they didn’t give themselves more of a cushion by collecting far beyond the minimum number of signatures. Only one candidate answered the questions.

If you’re confused about myriad rankings that evaluate public education in Iowa, join the club. I note that Iowa did not fare well in a recent U.S. News & World Report ranking of best high schools—number 48 of 51. But it’s always possible, due partially to the proliferation of rating approaches, to find results where Iowa fares somewhat better.

Wow, 48^th! We somehow managed to edge out Nebraska and Oklahoma (Maine, too, since apparently they didn’t grant permission to use Advanced Placement data in their evaluation). Now, we shouldn’t get blown too far off course by one poor ranking, although it’s worth noting, U.S. News & World Report now markets themselves as “the global authority in education rankings.”

Let’s discuss another day the apparent manipulation of the State Objection Panel’s review process. The Republicans on the panel were rejecting signatures due to the lack of dorm room numbers on address lines, even though the Iowa Code doesn’t require them. (I live in a single family home but perhaps they will want to know if I’m sleeping in the first or second floor bedroom.)

What concerns me right now is a flock of candidates who seemed to be shooting for the bare minimum number of signatures.

Two Republican voters filed suit on March 31 challenging the State Objection Panel’s decision to allow U.S. Senate candidate Abby Finkenauer to remain on the Democratic primary ballot.

Attorney Alan Ostergren, who has represented Republican candidates and committees in several high-profile election cases, filed the lawsuit on behalf of Kim Schmett and Leanne Pellett. They charge that the panel, comprised of Secretary of State Paul Pate, Attorney General Tom Miller, and State Auditor Rob Sand, should have disallowed signatures on Finkenauer’s nominating petitions where voters did not provide the correct date. Doing so would have brought the Democratic front-runner’s campaign below the threshold of 100 signatures in at least nineteen counties.

Sand and Miller voted to allow those signatures to stand; Pate would have sustained the objection to them.

The lawsuit also charges that Sand and Miller should have recused themselves from considering the objection to Finkenauer’s petitions. If the auditor and attorney general had recused, as Ostergren had requested during the panel’s March 29 meeting, Republican statewide officials would have replaced them on the panel, and would surely have ruled against letting Finkenauer compete for the Democratic nomination.

However, the plaintiffs did not raise another argument that Ostergren had argued at length when asking the panel to invalidate signatures on Finkenauer’s petitions, and those filed by two other candidates.

Bruce Lear: Iowa Democratic candidates at all levels need to put public schools at the center of their campaigns.

Whenever my dad saw someone doing things the hard way, he’d say, “That guy’s working with a short-handled shovel.” I know I did my share of short-handled shovel work.

My dad wasn’t being mean. He was just observing there was a better way to do the work. His long-ago quip now applies to Democrats as they try to win over voters for the midterm elections.

Attorney General Tom Miller can remain on the Democratic primary ballot, the State Objection Panel affirmed on March 29, after determining his campaign had collected at least 77 valid signatures in eighteen counties, as required by Iowa law.

If he had been knocked off the ballot, Miller could have been nominated at the Iowa Democratic Party’s statewide convention in June. However, failing to qualify would have been an embarrassing misstep for a longtime office-holder.

Almost all of the legal arguments Miller’s representative advanced failed to convince a majority of the three panel members: Secretary of State Paul Pate, Lieutenant Governor Adam Gregg, and State Auditor Rob Sand. But one neat trick forced the two Republicans to accept enough Story County signatures for the campaign to cross the threshold.

The panel that considers objections to candidates who filed for Iowa’s primary election ballot met for hours on March 29, but it took them only a few minutes to reject three challenges based on candidates’ residency.

Approximately 290,000 Iowans living in some 141,000 households will receive less food assistance beginning in April, due to Governor Kim Reynolds’ decision to declare the COVID-19 state of emergency over.

Leaders of area food pantries are expecting a surge in demand, as Iowans’ Supplemental Nutrition Assistance Program (SNAP) benefits will drop by at least $95 per household, and in some cases by more than 90 percent.

According to the Iowa Hunger Coalition, “The average SNAP benefit for individuals will drop from $2.65 per meal to an estimated $1.52 per meal. Total SNAP benefits issued in the state of Iowa will decrease by an estimated $29.5 million,” a 42.6 percent reduction.

So I share my views on this blog, which now exists as apparently the sole outlet for members of the Des Moines community wishing to make their opinions known, civilly and responsibly.

In the print edition dated March 13, 2022, you commented about the addition of a new columnist, saying: “I believe this demonstrates the Register’s continued commitment to providing forums for robust discussion of community topics.” My response, to you and the other top executives of the “media company,” which you now call yourself: No. It doesn’t. More about that later.

In the musical sensation of the last decade, a young Alexander Hamilton declared, “I’m not throwin’ away my shot!” That memorable line echoes the sentiments of a group of concerned citizens after the appearance at Western Iowa Tech Community College of right-wing populist activist KrisAnne Hall on March 12.

Ms. Hall, who claims the title of constitutional attorney, appeared at the invitation of Woodbury County Sheriff Chad Sheehan, ostensibly to educate his staff and the public on citizens’ rights. That’s why some 100 years later, I named our Sheltie puppy “Bogie.” That was much easier than making something out of Alfred Harmsworth — a British newspaper guy also credited with the line.

“Man bites dog!” defined news as something out of the expected or quite contrary to our daily experiences. You know, like Donald Trump telling the “truth.”
