In some families, there’s an unwritten rule. You may fight within the family, but if someone from the outside attacks, you unite to defend. Well, the education family is under attack. It’s time for all parts of the family—school boards, administrators, teachers, staff, and substitutes—to circle the wagons to protect the profession and our students.

I know a lot of educators hate politics and they hate the “us-vs-them mentality.” But teachers who’ve taught more than a couple of years realize the profession is being torn apart by the big school board in Des Moines, called the Iowa legislature.

“Good things are going to happen in this country, and it just might take a different generation to help lead us there,” Vivek Ramaswamy said a few minutes into his “fair-side chat” with Governor Kim Reynolds on August 12. The youngest candidate in the GOP presidential field (he turned 38 last week) regularly reminds audiences that he is the first millennial to run for president as a Republican.

Speaking to reporters after the chat, Ramaswamy asserted, “it takes a person of a different generation to reach the next generation.” He expressed doubt that “an octogenarian can reinspire and reignite pride in the next generation,” and said his “fresh legs” can reach young voters by “leading us to something” instead of “running from something.”

But the candidate’s talking points—especially the “ten commandments” that typically cap his stump speech—are a better fit for an older demographic than for the young voters Republicans have been alienating for the past 20 years.

Tom Walton chairs the Dallas County Democrats, was a Democratic primary candidate for Iowa House district 28 in 2022, and is an attorney.

In the 2022 election for Iowa House district 28, Republican David Young showed up again in Iowa politics, after losing Congressional races in 2018 and 2020. Young won the Iowa House seat covering parts of Dallas County by only 907 votes, after the Iowa Democratic Party spent only about a quarter as much on supporting its nominee as the Republican Party of Iowa spent on behalf of Young.

Each of those winning votes cost his campaign about $331 based on campaign finance data. All told, Young and the Republican Party spent nearly half a million dollars on his race. As this article demonstrates, his election cost everyone too much—in money spent and loss of freedoms.

All around the state of Iowa, and perhaps soon in the 34 other states where legislation is bubbling, school districts are making not so little lists — of books to be removed from school libraries and classrooms. In Iowa the reason is Senate File 496, which, by accident or diabolic design closely resembles the title of Ray Bradbury’s novel Fahrenheit 451, in which a future authoritarian American government has criminalized all books and burns any they find. (The title relates to the temperature at which paper catches fire.)

Florida Republicans just whitewashed their history curriculum. Slavery wasn’t so bad. Look away from the rape, torture, and selling children like livestock. Did you know that enslaved people learned skills from which they benefited (slavery was a jobs training program)? Create a false equivalence by saying that both sides committed violence during the civil rights era (spoiler: sometimes Blacks shot back).  

Florida Republicans aren’t acting alone. Republicans across the country have been and continue to march history back to the time when white, male, Christian, straight, native-born men wrote the textbooks, centering themselves. That’s the history I learned in school.

Teachers have earned appreciation for more than a week in May or during tragedies like school shootings or a pandemic. They really do train all other professions.  

People who boast about pulling themselves up with their bootstraps have short memories. If I tried to pull myself up with my own bootstraps, they would have broken, and my boots would have remained firmly on the floor. No, in my tiny school in my tiny town, I had some dedicated motivators called teachers.

On August 1, I got an email from my kids’ school district announcing a new required form I needed to fill out in response to Senate File 496, part of the slate of so-called Parents’ Rights provisions that Governor Kim Reynolds signed in May. The letter read in part:

Recently passed legislation, Senate File 496, requires that school districts receive written permission from parents and/or guardians regarding any request by a student to accommodate a gender identity, name or pronoun that is different from what was assigned to the student during the school registration process. This requirement also applies to all nicknames. (i.e. Sam instead of Samuel; Addy instead of Addison, etc.)

I was a student at Drake University in the early 1990s. What I enjoyed most about Drake was having classes that allowed me to truly get to know my fellow students, and to have discussions with them both in and outside of class. Our classes and our homework often brought up certain topics and ideas that would then extend beyond the classroom itself. We often stayed up until one or two AM talking and debating.

We had a history professor who wasn’t at Drake very long, because she moved on to a bigger east coast school. But she was a Black female history professor, and I remember her willingness to challenge students’ perceptions. That was a feature of the the Drake University environment, and I guess it still is true.

Someone once asked that professor why she hated this country. She said, “I don’t hate this country. I love this country. But I look at this country like my child. When my child has a sickness, I realize there’s something wrong and I have to do something about that sickness.”

Before critical race theory (CRT) was named and studied in universities and used to frame legal arguments (and fell into disrepute among Republicans), I learned enough to qualify me as WOKE, at least on a scale with Iowa Governor Kim Reynolds—a low bar, I admit. 

It’s a bold claim, one based mainly on the fortuitous experiences of my youth, all before Iowa’s governor was born. 

As we know, Reynolds was born and reared in Iowa. She graduated from I-35 High School in 1977, and entered a typical middle-class life of occasional college classes, marriage, children, parenthood, jobs, and local politics beginning in the Clarke County treasurer’s office during the 1990s. She was elected to the Iowa Senate in 2008.

We’d been driving a few hours. The warning signs were flashing, backs aching, bladders full. Time to stop. We were on an anniversary trip to Branson, Missouri. Branson is the Las Vegas of the Ozarks. But think Vegas sans gambling, and with an added “heapin helpin” of southern, family, values.

Just before Branson, we saw a huge sign screaming “Discount Show Tickets Here.” My wife craves discounts, and those warning signs persisted. We stopped.

Little did we know as we stepped from the car to the building, we were entering THE TIME-SHARE ZONE. In the time-share zone, nothing is what it seems, and everything is too good to be true.

Multiple times a year, teenage athletes from all corners of the state roll into a dedicated tournament venue to showcase their talents and compete for trophies. While forming a sports conclave, these individuals and teams also represent schools and towns. These competitions, then, have the additional potential to be meetings of minds and substrates for community building. When, for instance, Audobon, Bloomfield, Cascade, and Milford contestants meet, why not use that occasion for a pop-up chautauqua, learning commons, or consideration cafe?

While students are heaving a discus or passing the baton, individuals from their schools and towns could get together to share, on a variety of topics, best practices and approaches to opportunities and challenges; learn; network; and even sketch out some multi-community collaborations.

Truly, after nearly a century of championships in some sports, one has to wonder why these affairs are still merely ephemeral, insular, ostensibly single-purposed.

Governor Kim Reynolds and the Republican-controlled legislature agreed to a budget that allocated $107 million in fiscal year 2024 to pay for private school vouchers for an estimated 14,068 students. But the number of Iowans who applied for “education savings accounts” vastly exceeded that number: 29,025 applications by the June 30 deadline.

The good folks at the nonpartisan Legislative Services Agency, who usually do an excellent job of forecasting costs, calculated the original estimate. However, when the actual number is more than double your forecast, something is off somewhere.

Judging from his ability to entertain me with descriptions of his interactions with students, parents and administrators, I am confident he could make the Peloponnesian War come alive for his history students and hold their attention.

If I live to be 100, I will never forget him relating anecdotes from parent-teacher conferences. He described one student sitting next to Mom, listening as Paul expressed concern about the kid’s sluggishness many mornings.

Then came the money quote: “You know the rules!” Mom exclaimed, looking her son in the eyes. “There’s no marijuana use on school nights!”

There’s only silence. Waves of heat cause the blacktop to steam. Outdoor dogs slouch with snouts on sweaty paws, without raising hooded eyes. They offer no usual chase, only a feeble growl as kids peddle slowly by. The stillness envelopes newly planted corn, so if your heads cocked just right, you hear it moan growing. Thermometers glow 98, but it’s hotter.

30 miles north, thunder begins its roar, wind buckle shingles on roofs long overdue as lightning begins a fireworks show not seen since two July Fourths ago. 

The state of Iowa’s chronic lateness in producing financial reports threatened to disrupt the flow of federal funds to Iowa’s universities this year, documents obtained by Bleeding Heartland show.

For the third year in a row, the state will be more than six months late to publish its Annual Comprehensive Financial Report (ACFR), which the Iowa Department of Administrative Services compiles. As of June 26, only six states had not published their comprehensive financial reports for fiscal year 2022 (see appendix 2 below).

The delay has pushed back the publication of Iowa’s statewide Single Audit, a mandatory annual report for non-federal entities that spend a certain amount of federal dollars.

To address concerns raised by the U.S. Department of Education, state auditors worked out an arrangement to produce individual FY2022 Single Audit reports for Iowa’s three state universities by the end of June. The State Auditor’s office released the first of those reports, covering the University of Iowa, on June 27.

Going forward, state auditors will prepare separate Single Audit reports for each Iowa university by March 31, the federal deadline for providing such documentation.

A notice posted in January on the EMMA website, the leading source for data and documents related to municipal bonds, did not clarify why Iowa’s ACFR would be late again. Tami Wiencek, public information officer for the Department of Administrative Services, has not replied to inquiries about the reason for the extended delay. Records indicate that staff turnover at the agency has derailed what was for many years a smooth process.

These are challenging times for Iowa’s 327 public school districts. 

They are being watched closely by state officials and lawmakers, by parents and by others in the community. These eyes are looking for signs schools are treading lightly on topics like racial history and sexual orientation or that schools are being distracted from dealing with unruly kids who disrupt other students’ learning.

With this heightened scrutiny, some districts are doing themselves a disservice when they try to keep the public in the dark.

Here’s a real-life example. It illustrates my belief government will never build trust and confidence with its constituents when government leaders engage in secrecy and deception. This episode is also a case study of how a state government board dealing exclusively with transparency issues can be too timid.

As readers of Bleeding Heartland know all too well, there are no signs that the hard-right GOP governing the state will stop its drastic reshaping of law and culture. Iowa, it appears, is competing with states like Texas and Florida for the title of most reactionary. But due to their size and much more diverse populations, Texas and Florida do not serve as good comparisons for a state like Iowa. Rather, Ireland in the mid-1900s, nearly all white and all conservative Christian, does.

The vision of Iowa that the state’s Republican leadership seems to have in mind is remarkably similar to that of the long-time Irish leader Éamon de Valera’s from the 1930s through the 1980s: lands of sturdy farms and humble, god-fearing families where “traditional” is worn as a badge of pride. But underneath the wholesome image one finds punitive regimes ever-alert to threats real or imagined of an encroaching modern world.

It’s been 33 years since Rosanne Barr butchered the National Anthem on live TV at a Padres baseball game. I remember asking then, “What did they expect to happen?” 

After all, Barr wasn’t a singer. She was an over-the-top standup comedian also starring in “Roseanne,” a sitcom shattering the myth of the “Leave it to Beaver family” on TV. Not only did Barr screech the anthem, she did it while plugging her ears and giggling. Then she grabbed her crotch and spit on the ground. 

The public reaction was fierce. The stands erupted in boos and taunts, and the Padres faced a public relations nightmare complete with veteran groups condemning Barr and calling for boycotts of the team.

Governor Kim Reynolds got just about everything she wanted from the Iowa legislature during the 2023 session. But she signaled this week that she isn’t ready to let bygones be bygones when it comes to Republicans who have stood in her way.

The governor’s office announced three District Court judicial appointments on June 16, including Michael Carpenter for District 8A, covering ten counties in southeast Iowa. The other person nominated for that judgeship was former State Representative Dustin Hite.

“Foundation in Education” was the motto on the Iowa quarter issued in 2004. In my thirty-seven years serving in Iowa public schools as a teacher, principal, and superintendent, I was so proud to be an educator in a state that valued education as much as this one. 

Yet, despite what the Iowa quarter says, our state’s “Foundation in Education” is under assault.

Book banning is nothing new for public schools. In the 1980s, I was teaching Lord of the Flies. One day, I took a call from a grandpa convinced I was ruining his granddaughter’s life by introducing her to characters like Piggy, Jack, and the gang. 

According to Grandpa, the book was porno about a bunch of boys stranded on an island who become savages.  I was happy—at least he understood the basic plot. 

But my happiness was short-lived when he called me “a dirty, commie liberal who shouldn’t be teaching.” I was 23 and didn’t know any communists, but knew I’d soon be fired.

Acting in private on Friday before a holiday weekend, Governor Kim Reynolds signed yet another anti-LGBTQ law Republicans passed during the 2023 legislative session.

This new law forces schools to out trans students, which puts those students’ lives and mental health at risk. It also removes a requirement for health classes to teach about HPV and HIV and bans all school library books and library materials with any sexual content, except religious texts. Not graphic content. Any sexual content.

The same bill, Senate File 496, prohibits any discussion of gender and sexual orientation in grades K-6. In addition, schools would need parental approval before they could give surveys to students related to numerous topics, including mental health issues, sex and political affiliation.

With this and other bills passed this year, Iowa Republicans stoked discrimination and hate, attacked vulnerable kids, and undermined public health.

The headline of the May 27 Bleeding Heartland post was jarring and depressing. 

When Laura Belin wrote, “Iowa schools may never recover from the 2023 legislative session,” she predicted a bleak future for Iowa and its youngsters. Devastatingly so, because these same youngsters, mostly public school students, will soon sit on school boards and in the Capitol chambers or governor’s office being charged with carrying forward the state’s business into the second half of the 21st century.

Initially, Laura takes her readers back to the glory days of Governor Robert Ray (in office 1969-1983) when refugees were welcomed and progressive legislation for public schools, students, and their teachers not only seemed possible, but actually passed. 

Two Republican trifectas, 50 years apart, reshaped Iowa’s K-12 schools. But whereas the legislature and Governor Robert Ray put public education on a more equitable, better funded path during the early 1970s, this year’s legislative session left public schools underfunded and unable to meet the needs of many marginalized students.

Governor Kim Reynolds capped a devastating year for Iowa’s schools on May 26, when she signed seven education-related bills, including two that will impose many new restrictions while lowering standards for educators and curriculum.

In a written statement, Reynolds boasted, “This legislative session, we secured transformational education reform that puts parents in the driver’s seat, eliminates burdensome regulations on public schools, provides flexibility to raise teacher salaries, and empowers teachers to prepare our kids for their future. Education is the great equalizer and everyone involved—parents, educators, our children—deserves an environment where they can thrive.” 

Almost every part of the first sentence is false or misleading.

As for the second sentence, this year’s policies make it less likely that any of the named groups will thrive, aside from a small subset of parents who share the governor’s political and religious outlook.

Luana Stoltenberg, a Republican who traveled to Washington, DC for Donald Trump’s “Stop the Steal” rally on January 6, 2021, has completed her first legislative session as the representative for House District 81.

While she presents herself as a pro-life activist and author, it is essential to examine her legislative record and consider the implications of her key votes and sponsored bills.

Let’s take a closer look at Stoltenberg’s voting history:

Herb Strentz was dean of the Drake School of Journalism from 1975 to 1988 and professor there until retirement in 2004. He was executive secretary of the Iowa Freedom of Information Council from its founding in 1976 to 2000.

Iowa suffers from a self-inflicted double whammy: (1) the 2023 legislative session and (2) the delusion that the rest of the nation would take the 2024 Iowa caucuses seriously.

With regard to (1), Governor Kim Reynolds and her GOP puppets in the legislature did more damage to the public schools and public education than had been done—collectively—in the last 50 years of state governance.

The signature piece of the destruction is a likely $1 billion commitment (over the next four years alone) to subsidizing private schools at the expense of better funding for public schools and a range of special needs.

Second in a series on under-covered stories from the Iowa legislature’s 2023 session.

During the seven years of the Iowa GOP trifecta, the majority party has often enacted significant public policy through eleventh-hour appropriations bills. Just before adjourning in 2019, Republicans amended spending bills to change the judicial selection process, restrict medical care for transgender Iowans on Medicaid, and block Planned Parenthood from receiving sex education grants.

A lengthy amendment to a budget bill approved in the closing hours of the 2020 session made it harder for Iowans to vote by mail and sought to restrict some companies from bidding on electric transmission lines projects.

The Iowa Supreme Court sent the legislature a message in March, blocking the 2020 provision on transmission lines, on the grounds that it was likely passed through unconstitutional “logrolling.”

Republican legislators weren’t pleased with the ruling known as LS Power, but seem to have adapted to it. This year’s “standings” appropriations bill was relatively short and focused on spending and code corrections—a far cry from the usual “Christmas tree” featuring unrelated policy items from lawmakers’ wish lists.

Nevertheless, many surprises lurked in other bills that allocated spending for fiscal year 2024, which begins on July 1.

This post focuses on seven provisions that appeared in budget bill amendments published shortly before Iowa House or Senate debate. Most of this policy language never appeared in a stand-alone bill, allowing Republicans to avoid the scrutiny that comes with subcommittee and committee discussions. Democratic legislators had little time to review the proposed budgets before votes on final passage, which mostly fell along party lines.

Republican State Representative Luana Stoltenberg of Davenport has completed her first legislative session as the member from House District 81, covering part of Davenport. As a staunch social conservative with a troubling track record—including traveling to Washington, DC for Donald Trump’s “Stop the Steal” rally on January 6, 2021—Stoltenberg’s bid for office warrants a strong opposition.

Here are the reasons voters should replace her next year:

Three of Iowa’s four U.S. House Republicans submitted the maximum number of fifteen earmark requests for federal funding in fiscal year 2024, which begins on October 1.

U.S. Representatives Mariannette Miller-Meeks (IA-01), Ashley Hinson (IA-02), and Zach Nunn (IA-03) were among the numerous House Republicans who asked for “Community Project Funding,” which Congress directs in several dozen areas of the federal budget. Iowa Capital Dispatch reported on May 14, “The sum of Nunn’s requests is the highest, at $41.25 million. Miller-Meeks is second with $40.15 million, while Hinson requested $37.06 million.”

For the third straight year, Representative Randy Feenstra (IA-04) declined to submit any earmark requests. As Bleeding Heartland previously discussed, Feenstra’s staff has said the Republicans “believes it is time for Congress to restore fiscal stability and balance our budget.” But earmarked projects come out of funds the federal government will spend regardless. So when a member makes no requests, that person’s district loses its chance to receive a share of money that has already been allocated for earmarks.

Thanks to transparency rules established in 2021, the funding requests submitted by Miller-Meeks, Hinson, and Nunn are available online. Once the 2024 budget has been finalized, Bleeding Heartland will report on which projects received funding for the coming fiscal year.

The Iowa Capital Dispatch article by Ashley Murray and Ariana Figueroa highlighted an apparent contradiction: many House Republicans who have demanded steep cuts across the federal budget have asked for millions of dollars to support projects in their own districts. That has long been the case with earmarks: one person’s valuable community investment can be portrayed as wasteful pork in someone else’s district.

In 2017, the Iowa legislature responded to concerns from Governor Terry Branstad and amended Iowa law to ensure that when government employees are forced out of their jobs, the reasons must be made public and not shrouded in secrecy.

The goal was commendable. The governor was right. People deserve to be told “why.” It is called public accountability.

Since then, the transparency promised six years ago has diminished.

FOX News canned Tucker Carlson last month. I didn’t watch his TV show, but I’ve seen enough segments to recognize his face and, eight of ten times, recall his name. The New Republic provided a sampler of what it described as his “fascist” commentary. Not pretty.

As soon as I heard the news, I started asking myself if Carlson had ever appeared in Iowa. I assumed he had.

Carlson was in Des Moines as recently as July 2022. I found a 26-photo gallery in the Des Moines Register chronicling his appearance at the FAMiLY Leadership Summit, hosted by The FAMiLY Leader and its founder/president-for-life Bob Vander Plaats. How I missed that story, I’ll never know. Every Republican of note is pictured, with Governor Kim Reynolds speaking and looking on, her face frozen in an expression of fond admiration.

The biggest stories of the Iowa legislature’s 2023 session are well known. Before adjourning for the year on May 4, historically large Republican majorities in the Iowa House and Senate gave Governor Kim Reynolds almost everything on her wish list. They reshaped K-12 public schools; passed several bills targeting LGBTQ Iowans; enacted new hurdles for Iowans on public assistance; cut property taxes; reorganized state government to increase the power of the governor and “her” attorney general; and undermined the state auditor’s ability to conduct independent audits.

Many other newsworthy stories received little attention during what will be remembered as one of the Iowa legislature’s most influential sessions. This post is the first in a series highlighting lesser-known bills or policies that made it through both chambers in 2023, or failed to reach the governor’s desk.

As the Iowa House and Senate debated one appropriations bill after another last week, Democrats repeatedly objected to plans that imposed status quo budgets or small increases (well below the rate of inflation) on services for disadvantaged Iowans.

Iowans with disabilities or special needs were not a priority in the education and health and human services budgets that top Republican lawmakers negotiated behind closed doors.

There’s an old story about how to boil a frog. If you put a frog in boiling water, it will quickly jump out. But supposedly, if you put a frog in tepid water and gradually heat it, the frog stays until it boils to death. 

Like the frog, Iowans failed to recognize the danger of political climate change. And Iowa is now boiling.

Reshaping K-12 education has been a major theme of the Iowa legislature’s 2023 session. In January, Republican majorities quickly approved Governor Kim Reynolds’ plan to divert hundreds of millions of public dollars to private schools. In March, the House and Senate passed a “bathroom bill” prohibiting transgender people from using school facilities that align with their gender identity.

Last week, House and Senate Republicans finished work on another two major education bills. Senate File 496 will impose many new restrictions on public schools, while Senate File 391 will lower standards for teachers and librarians and relax several high school curriculum requirements.

The Senate approved both bills on straight party-line votes. Four House Republicans (Michael Bergan, Chad Ingels, Megan Jones, and Hans Wilz) joined Democrats to vote against Senate File 496. Ingels and all Democrats present opposed Senate File 391.

Reynolds is certain to sign both bills and claim victory for her stated goals of empowering parents and giving school districts more flexibility. This post will explain how key provisions changed before final passage, and which parts of each bill didn’t make the cut.

The Iowa House and Senate finished work this week on several priority bills for Republicans, and leaders are closer to agreement on the next state budget.

The accelerating pace raises the prospect that the Iowa legislature may adjourn for the year close to the session’s scheduled end date of April 28. Stalemates over policies related to education and COVID-19 vaccines pushed the last two legislative sessions well into overtime; the 2021 session ended on May 19, and last year’s work wrapped up on May 24.

When I was a kid, Mom warned, “Make sure you keep a screen door between you and the Fuller Brush man. They won’t leave, and all they do is to sell, sell, sell.”

I remember that caution as I’m reading House File 654, the bill Iowa House Republicans recently approved. Among other things, the “firearms omnibus” would encourage public schools to implement age-appropriate gun safety instruction from grades K-12, “based on the eddie eagle gunsafe program developed by the National Rifle Association.”

It’s not the curriculum I question, it’s the messenger and what’s behind bringing the NRA into Iowa’s public schools.

Once in the door, they’ll “sell, sell, sell.” And the NRA is not just peddling brushes. 

They’re selling gun culture.

Way back in 1996, Alanis Morrissette asked, “Isn’t it ironic, don’t you think?” She might have been thinking about a “black fly in your Chardonnay,” but today her question is relevant for Iowa Republican legislators.

Here’s a good definition of the term: “Irony occurs in literature and in life whenever a person says or does something that departs from what we expect them to say or do.”

They love to quote it. They just don’t love to do it.

Whether it’s at local school board meetings or in Congress, the words “parents’ rights” are everywhere. As a mom and as a former educator, I certainly have expectations about parents’ rights. Like many, I want my kids to go to quality, safe schools where each will have opportunities to grow and learn.

But looking closely at the legislation passed here in Iowa and the U.S. House of Representatives, these so-called parental rights bills are far from what most families want or need for their children and their schools.

What started as Governor Kim Reynolds’ bad idea has become worse. Her “parents’ rights” bill, passed by Republicans in the Iowa House and Senate, is back to the Senate because the versions differ. A committee of both may take up the bills—keeping the worst, I’m sure.

Des Moines Register reporter Katie Akin correctly characterized the House-approved version of Senate File 496 as “a Frankenstein-like education bill.” It’s like saying a giraffe has a long neck, a pig has a full stomach, or a shark has sharp teeth.

This monster has bite, and it chews an arm and leg off public education, educators, and each local school’s historic purposes and practices.
