Greetings, Iowa!

My name is Nino Erba, and I’m a candidate for Dubuque City Council this year. I’m running in Ward 4, which encompasses downtown and the wealthier households over the bluffs of our city. I’m running because after being involved for so long in city politics and understanding what’s going on in our city and why things happen, it’s time for a radical change. And I believe I’m best equipped for bringing about that change.

A third candidate is seeking the Democratic nomination in Senate district 22, which is likely to be among Iowa’s most competitive state legislative races in 2020.

When Havenpark Capital Partners bought up five manufactured housing parks in Iowa, they brought tension, anger and fear along for the ride. On a Friday afternoon before any of us knew they had bought our Waukee community, a notice was posted on all 300 doors in Midwest Country Estates that the rent was going up 69 percent in 60 days. Residents in the other four communities received similar notes.

It is with great pride that I stand before you today, with the awesome task of presenting the state of the county address: an occasion I’m sure everyone here has been looking forward to since the date was announced. I know in my heart that you’re all here because you want to be, and not because your employer bought a table and needed it to be filled.

My sincere thanks to the women and men of the League of Women Voters for doing the hard work of organizing this event – and many others – designed to keep the general public informed of and engaged in the happenings of our democracy. You all are heroes.

The evictions have started where I live at Midwest Country Estates in Waukee. The new owners, Havenpark Capital, have a business model devoid of any compassion or even a passing concern for the elderly and vulnerable in the mobile home park they purchased. They made a promise to the shareholders, and apparently there is no room for empathy when dividends are being maximized.

In the two weeks it’s taken me to collect my thoughts on U.S. Senator Elizabeth Warren’s first swing through Iowa, three four more Democrats launched presidential campaigns (former Housing and Urban Development Secretary Julian Castro, Senator Kirsten Gillibrand, Senator Kamala Harris, and Representative Tulsi Gabbard). More than a dozen people will seek the Democratic nomination in 2020, and eight of them will have visited Iowa this month alone.

Tracking such a large field presents challenges. Bleeding Heartland has already profiled some candidates and their pitches, including U.S. Representative John Delaney and entrepreneur Andrew Yang. I have posts in progress about most of the others. My intention is to write at least one in-depth piece about every serious contender, for the benefit of caucus-goers who want to research all options. With such a strong field, I expect the majority of Iowa Democrats to be late deciders this cycle, myself included.

I’ve transcribed below extensive portions of Warren’s stump speech and Q&A in Des Moines and Ankeny, and also enclosed audio clips for those who would rather listen than read. First, a few of my takeaways:

“We need to use every tool we have to reclaim our country,” U.S. Senator Jeff Merkley told me during his latest visit to Des Moines. “We are at the verge of a tipping point, and maybe we’re almost past it, in which the power of the mega-wealthy is so profound that we can’t tip the balance back in to we the people.”

The senator from Oregon spent much of Labor Day weekend in central Iowa supporting Democratic candidates for the state legislature. His fifth trip here since the 2016 election won’t be his last: he will be a featured speaker at the Polk County Steak Fry later this month. During our September 2 interview, I asked Merkley about the most important matters pending in the U.S. Senate, prospects for Democrats in November, and his possible presidential candidacy.

Governor Kim Reynolds fired Dave Jamison as Iowa Finance Authority director “effective immediately” this weekend, due to “credible allegations of sexual harassment.” Communications director Brenna Smith “declined to provide more details about the allegations” than what appeared in the official announcement, William Petroski reported for the Des Moines Register.

“I’m sorry, but to protect the privacy of IFA’s remaining employees, no further comment will be made,” Smith said in an email.

That won’t cut it.

At least two candidates will seek the Democratic nomination in Iowa Senate district 21, an open seat due to Senator Matt McCoy’s decision to run for Polk County supervisor. Connie Ryan announced her candidacy last week, and Claire Celsi joined the field this morning.

It’s really a lovely night. Mid 60s, you can smell fall emerging from the hundred-year-old neighborhood trees and the glowing sunset inching forward sooner each day. Max Knauer and Kate Allen have been working with neighborhood associations and advocacy groups since August putting this forum together. I volunteer as a social chair for Gray’s Lake Neighborhood Association (GLNA), so I’ve seen the work that they’ve put into the program. They’ve scheduled the forum right in the heart of my own neighborhood, so it’s barely a half mile for me to travel.

As I arrive, other neighborhood reps are setting up, Knauer fields questions from co-sponsors and attendees alike. The candidates arrive. I’ve spoken to all three digitally via email or facebook. Tonight I introduce myself. I’m Stefanie Running. I’ll be the rep for this very neighborhood. I’ll also be writing about tonight’s forum for Bleeding Heartland. All three are gracious and welcoming.

Unpacking my camera gear, I realize it’s non-functional. I forgot something. I can’t go back home because the event is about to start and I didn’t drive. So I sit and I prepare to take notes. I apologize, dear reader, for my lack of photos. That’s my favorite part. Sadly, what I lack in photos, I’m going to make up for in article length. I apologize in advance.

To make this article a little more readable, from this point on I’ll show the panelist’s comments in bold, the candidate responses will be in standard font, and my own comments in italics.

The Des Moines metro area has received top-ten rankings from dozens of national organizations or publications that evaluate the job climate, housing markets, or other factors affecting the quality of life.

Unfortunately, extensive research on the State of Black Polk County revealed “significant racial disparities in the traditional economic and financial indicators including banking, savings, employment, and housing.” The Directors Council and State Public Policy Group coordinated the yearlong project, producing the first-ever “snapshot of the financial stability and well-being of African Americans and Africans living in Polk County.” Iowa’s largest county is home to more than 31,000 black people, a little less than 30 percent of the estimated statewide African-American population.

I first learned of this study, now nearly six months old, when Teree Caldwell-Johnson presented key findings to congregants at Temple B’nai Jeshurun in Des Moines during a break between Yom Kippur services on September 30. The full report is after the jump. For each portion, I’ve highlighted the facts and figures that most struck me.

These numbers partially explain why analysts for 24/7 Wall Street ranked the Des Moines metro area the country’s ninth-worst city for black people in 2015 and the third-worst last year.

It what might be called the most contentious vote of my time so far on the Board of Supervisors, on June 23 we chose one of three potential concepts for “phase 2” of the planning for the historic Johnson County Poor Farm. The concept, titled “New Century Farm,” is the most ambitious of the three, and is the only one of the three that keeps all our options open.

What it does not do is sell off public land to private developers, nor “pave the poor farm,” nor create urban sprawl. But I’m getting ahead of myself. First, a little background.

A second candidate is seeking the Democratic nomination in Iowa’s first Congressional district, a top-tier target for Democrats nationally. Two other potential contenders confirmed today that they haven’t ruled out joining the field later this year.

It’s impossible to spend any time at the state legislature this year without hearing phrases like “local control” and “home rule” discussed in concert with any number of progressive questions. At yesterday’s public hearing on a statewide preemption bill, many people based their opposition on these same ideas, specifically, that a local government “knows best for its residents,” and that city councils are where big decisions should be made.

The Iowa Constitution, and state law, both support this idea – within some clearly defined boundaries. Home rule is simple; it generally means local governments are in charge when there’s no contrasting state law, or when they are acting to execute an identified city power.

These rights exist for a reason; there are more than 900 cities in Iowa, each with their own local issues. The boundaries exist for that same reason, but on the other side of the ledger – a person’s rights can never be diminished because of a local decision. Home rule and local control work when both of those parts are understood.

An example of local control and home rule falling apart came to my attention in 2014, when activists began a multi-year response to abusive local ordinances in Cedar Rapids and Des Moines which hurt survivors of domestic violence, and set them up for eviction upon calling the police when they needed to. It was a full-blown battle. Those cities spent hundreds of thousands of dollars in taxpayer money to defend their corrupt ordinances, all in the name of “home rule” and local control. They nearly won.

Republicans have already inflicted immeasurable harm on Iowans during the 2017 legislative session, taking rights away from more than 180,000 workers, slashing funding for higher education and human services, and approving the third-smallest K-12 school funding increase in four decades. The worst part is, they’re nowhere near finished.

Iowa Senate Minority Leader Rob Hogg has flagged twelve of the most destructive bills still alive in the GOP-controlled House and Senate. Any Iowan can attend public hearings scheduled for March 6 or 7 on four of those “dirty dozen” bills. Those who are unable to come to the Capitol in person can submit written comments on the legislation or contact Republican state representatives or senators directly by phone or e-mail.

Here’s what you need to know about the four bills most urgently requiring attention.

What Went Wrong, and the Way Forward.

Democrats continue to be in denial about what went wrong in the November elections. It was not the fault of the FBI, or “the Russians”, or the unjustly vilified Julian Assange, or Wikileaks, or Clinton’s emails. It was a nationwide rejection of the policies of the Democratic Party, which have generated an economic recovery characterized by low wages, wealth inequality, job insecurity, and health care insecurity.

Our first political task is to turn the Democratic Party back into a majority party at every level of government and in all parts of the country, as it was in the wake of the New Deal. In order to do that, it is important to understand what went wrong under Democratic leadership.

Former Maryland Governor Martin O’Malley’s presidential campaign is pushing a new line of attack against Senator Bernie Sanders: in 2011, Sanders said President Barack Obama was “weak” and perhaps should face a challenger in the 2012 Democratic primary. O’Malley’s communications staff have also pushed out reports suggesting Sanders himself was considering a primary challenge to Obama and failed to campaign vigorously for the president’s re-election later in 2012 (not that Vermont was ever in play for Mitt Romney).

Those talking points may fire up Democrats who already resent the fact that the self-proclaimed democratic socialist Sanders has always campaigned as an independent. But I doubt they are a promising line of attack for moving caucus-goers and primary voters away from Sanders and toward O’Malley. The inconvenient truth is that Obama’s record hasn’t always lined up with progressive principles or with his own campaign promises. I suspect those who “feel the Bern” are more likely to agree with than be offended by Sanders’ critique of the president.

I don’t know yet for whom I will caucus, the first time I’ve ever been undecided so late in the election cycle. But I count myself among those “millions of Americans” Sanders described as “deeply disappointed in the president” during the interview O’Malley’s campaign portrays as harmful. I caucused uncommitted in 2012 to send the message that the president “hasn’t stood up for core principles of the Democratic Party.” Moreover, O’Malley’s own stump speech hints at some valid reasons for Democrats to be disaffected by Obama’s rightward drift.

The Des Moines metro area has made plenty of “best places” lists during the last five years, but Chamber of Commerce types won’t be bragging about the top ten ranking that appeared last week. After examining “the disparities between white and black Americans in several economic and social measures” across the country, Thomas C. Frohlich and Sam Stebbins of the 24/7 Wall St. website “identified the 10 worst cities for black Americans.” The authors noted, “Four of the cities with the worst racial inequality are in Illinois, two are in Iowa, and all are in the Midwest.”

It’s been a while since Bleeding Heartland checked in on how Iowa’s four U.S. House members have been voting. After no House roll calls for more than two weeks, the second half of April has been unusually busy.

Follow me after the jump to see how Republicans Rod Blum (IA-01), David Young (IA-03), and Steve King (IA-04) and Democrat Dave Loebsack (IA-02) voted on more than a dozen bills that reached the House floor this month, covering a range of economic, fiscal, and security issues.

Incidentally, I’m always intrigued by how rarely members of Congress comment on bills they vote for or against on the House floor. For instance, I didn’t see any press release from Blum, Loebsack, Young, or King about any of the legislation discussed below. Instead, members of Congress often play up bills they’ve introduced which have zero chance of becoming law. This month Blum has repeatedly publicized work on lost causes such as co-founding a caucus backing term limits for members of Congress, and introducing a lifetime ban on lobbying by members of Congress. Like Steve King’s attempted end-run around the U.S. Supreme Court on marriage equality, Blum’s posturing has more to do with image-making than legislating.  

Business Insider put three central Iowa suburbs on its new list of 50 “best suburbs in America.” Business Insider cited schools, short commutes, and low costs of living among the reasons Waukee ranked 37th, Ankeny 36th, and Johnston 25th. On all of those counts, and more, I favor Windsor Heights, Iowa’s only “inner ring suburb.”

1. Windsor Heights residences feed into either the Des Moines or West Des Moines school districts. Both contain good high schools and a more diverse student body than the growing-too-fast Waukee, Ankeny, or Johnston schools.

2. Homes in Windsor Heights have more character than the cookie-cutter housing developments in “taupetown.” Moreover, a lot of these older brick homes were built to last, in contrast to the cheap construction that’s gone up lately in outlying suburbs.

3. Commutes are even shorter in Windsor Heights, only 10-15 minute drive from most places in the Des Moines metro area (more like 20 minutes to the airport or State Fairgrounds).

4. Windsor Heights is better-served for bike trails than the suburbs mentioned by Business Insider.

5. Most lots in Windsor Heights have mature trees.

Incidentally, I reject the premise that suburbs always offer a higher quality of life. My dozen or so favorite Des Moines neighborhoods are in my book nicer places to live than Ankeny, Waukee, or Johnston as well. Not even close.

Des Moines continues to make national news as a place with a generally high quality of life. This week NBC’s Today show named Iowa’s capital as “the city where regular folk can live a rich life,” because the “cost of living is almost 10 percent below the average for the country.” Last summer, Forbes magazine named Des Moines the country’s best city for “business and careers,” noting it was “the only place that ranks among the top quartile in at least nine of the 12 metrics we graded the cities on.” Previous research indicates that Des Moines has “one of the shortest commute times in the nation with an average commute of about 19 minutes.”

But given that Iowa wages skew lower than salaries in many other metro areas, how affordable is Des Moines, really? The U.S. Department of Housing and Urban Development and the U.S. Department of Transportation recently launched a Location Affordability Portal that takes into account “the percentage of a family’s income dedicated to the combined cost of housing and transportation in a given location.” (I’ve posted more explanation after the jump.) The algorithm takes into account that many Americans are now spending more on transportation than on rent or mortgage payments, so you can’t just look at housing costs when deciding whether a particular neighborhood is “affordable.”

On this page you can search by a specific address, a zip code, city, county or state to pull up information on average household income and how much a household in that area could expect to spend on housing and transportation.

Windsor Heights (zip code 50324) has a “location affordability” rating of 42 percent. The average household could expect to spend 25 percent of annual income on housing and 17 percent on transportation. Affordability numbers on the west side of Des Moines (50311) are similar. The near north side of Des Moines (50314) is more affordable, and the combined average cost of housing and transportation is lower still on the south side (50315) and around downtown (50309).

Residents in the Iowa City zip code of 52242 can expect to spend less on transportation (16 percent of annual income) but a lot more for housing (39 percent), for a total location affordability of 55 percent. The Cedar Falls zip code of 50613 has a nearly identical combined affordability rating as downtown Iowa City (54 percent), but residents can expect to spend less on housing (29 percent) and more on transportation (25 percent)–unless they take advantage of the bicycle-friendly atmosphere in Cedar Falls.  

Iowa Attorney General Tom Miller launched his campaign for a ninth term today with events in Des Moines, Cedar Rapids, and Dubuque. His official statement, posted below, elaborates on Miller’s recent response to critics of his work and highlights the following “achievements for Iowans in the last three years”:

1. Miller’s “leadership in negotiating the national mortgage servicing settlement with major banks,” resulting in “payment of more than $40 million to Iowa homeowners and funding the Iowa Mortgage Help Hotline, which has helped thousands of Iowans with mortgage foreclosure issues.” (Roughly 6,000 Iowa borrowers received checks for $1,480 as part of the settlement–hardly adequate compensation for losses they suffered because of lenders’ mortgage servicing abuse.)

2. Protecting consumers against various kinds of fraud.

3. Helping to prosecute both violent and white-collar criminals, strengthening laws against child pornography and enticement of minors, improving victim assistance services to Iowans who have suffered from family violence or sexual assault.

4. Saving millions of taxpayer dollars by defending the state in various lawsuits.

5. Protecting the environment through “18 enforcement actions during the last three years involving air pollution, water pollution, and illegal solid waste disposal.”

Miller also promised to work on more issues during his next term, including “abuses by for-profit colleges,” “shoddy debt collection practices,” “ways to strengthen human trafficking and consumer protection laws,” and “the challenges of the e-cigarette.” UPDATE: Radio Iowa posted audio from one of Miller’s press events today.

I have not heard of any Republicans planning to challenge Miller in 2014. He was unopposed in 2006 and defeated Brenna Findley by a comfortable 55.5 percent to 44.4 percent margin in 2010 despite being outspent during the campaign and facing negative television commercials.

This summer, Democrats and Republicans in the U.S. Senate reached an informal deal to allow presidential nominees to be confirmed more smoothly without any new limits on the minority’s filibuster powers. The deal held for a while, allowing a bunch of stalled nominations to move forward. But filibuster reform may be back on the agenda soon, because today Republicans including Iowa’s Senator Chuck Grassley blocked the confirmation of two more presidential nominees today: Patricia Millett for the D.C. Circuit Court of Appeals, and Representative Mel Watt to be the Federal Housing Finance Agency director. All the Senate Democrats, including Iowa’s Tom Harkin, voted for the cloture motions on the Millett and Watt nominations.

Millett is highly qualified for the judgeship, so instead of pretending to have a substantive case against her, Grassley says the D.C. Circuit doesn’t have a large enough caseload to justify more judges. That didn’t stop him or other Senate Republicans from voting to confirm all of President George W. Bush’s nominees for that court, as Judith E. Schaeffer explained in this excellent background piece on the controversy. Other analysts have discussed the many problems judicial vacancies are creating in the federal court system. As the ranking Republican on the Senate Judiciary Committee, Grassley helps set the tone for the GOP on these confirmations.

Circuit. I haven’t seen any comment from Grassley on the Watt nomination but will update this post if he explains why he opposed him. According to Peter Schroeder of The Hill, “GOP lawmakers argued Watt lacked the experience to oversee Fannie Mae and Freddie Mac.”

The longest-lived former U.S. president in history spoke in Des Moines on September 13. Although I wasn’t able to attend his talk at Drake University, I’ve been thinking about how much Jimmy Carter has accomplished since his presidency.

President Barack Obama’s campaign launched a new television commercial today in nine swing states, including Iowa. The 60-second spot and annotated transcript are after the jump. This commercial focuses on how the president dealt with the challenges facing him when he took office. Unlike the Obama campaign’s last tv ad, this one does not mention his Republican opponent, Mitt Romney.

Iowa Attorney General Tom Miller announced yesterday “a landmark $25 billion national joint federal-state accord over mortgage foreclosure abuses and fraud, and unacceptable nationwide mortgage servicing practices.” My gut says this deal lets lenders off too easily and will do virtually nothing for most foreclosure fraud victims. A $2,000 check isn’t much for people who wrongfully lost their homes, and the amount earmarked for principal reductions would rescue only a tiny fraction of “underwater” borrowers.

Let’s review the most boneheaded moves from the year in Iowa politics.

This thread is not about wrongheaded policy choices. It may be stupid to cut early childhood education programs, kneecap the state Environmental Protection Commission, or pass an “ag gag” bill that would never survive a court challenge. Yet all of those actions carry potential political benefits, since they appeal to well-funded interest groups or a large group of voters.

Hope dies last for Iowa Attorney General Tom Miller when it comes to reaching a settlement with major lenders accused of foreclosure fraud. He predicted that a deal would be finalized by Christmas, but so far, no deal has materialized. Attorneys general for several major states remain unlikely to abide by any agreement Miller’s working group negotiates.

The public policy organization representing the Catholic Church in Iowa released its list of 2012 legislative priorities this week, along with a statement on “Labor and the Common Good.”

This Halloween weekend seemed like a good time to highlight some tricks and treats from the news headlines.

President Barack Obama went to Las Vegas yesterday to unveil his administration’s latest proposal to help homeowners facing possible foreclosure. About a quarter of all U.S. homeowners are “underwater,” which means their homes are not worth as much as they owe on their mortgages. Nevada has an extremely high foreclosure rate and suffered one of the worst boom-bust cycles in the housing market. It’s also a swing state in presidential elections, which made it a perfect venue for Obama yesterday. I wish his team were putting as much effort into crafting a housing policy that would help people.

A full year has passed since Iowa Attorney General Tom Miller became leader of a 50-state working group to investigate mortgage fraud. In recent months, seven Democratic attorneys general have broken away from efforts to reach a broad settlement with major lenders, as the flaws in Miller’s approach to negotiations have become more clear. This week news broke that the AG working group are offering new concessions in order to reach a deal with financial institutions.

Miller should give up this charade.  

Nearly a year after a nationwide working group of state attorneys general began investigating foreclosure fraud, settlement talks between Iowa Attorney General Tom Miller’s team and major lenders appear to be virtually irrelevant. California Attorney General Kamala Harris is the latest and most important state official to abandon the working group.

Not long ago, Yves Smith predicted that the proposed settlement between large mortgage lenders and state attorneys general was “likely to fall apart.” This week’s developments may prove her right.  

I’ve seen a lot of hippie-punching by professional Democrats, but the Iowa Democratic Party’s attack on Iowa Citizens for Community Improvement yesterday was a particularly cynical example.  

Iowa Attorney General Tom Miller kicked his New York counterpart Eric Schneiderman off the executive committee for the 50-state working group on foreclosure fraud yesterday. As leader of the working group created last October, Miller has drawn criticism for negotiating lenient terms for major lenders and not investigating some shady foreclosure practices. His latest move is another sign that Miller leans toward terms favored by banks and their Obama administration allies.  

President Barack Obama got a little bounce following Osama bin Laden’s killing, and the weak Republican field of challengers has helped give the president an advantage in recent swing-state polls. Public Policy Polling’s latest Iowa survey found Obama leading all the named Republican candidates by at least 9 points, for instance.

However, Obama’s position looks much more tenuous if the 2012 election is about “the economy, stupid.” According to the latest nationwide Washington Post/ABC News poll, disapproval for how Obama has managed the economy is at record-high levels, and the incumbent trails former Massachusetts Governor Mitt Romney among registered voters.

The “great recession” was not Obama’s fault, but no one can credibly claim his administration did the best it could to boost the job market and housing sector. By next November, the U.S. may be in a double-dip recession. Complicating matters for Obama, he has played into the eventual GOP nominee’s strongest arguments against his record on the economy. Frantic efforts to control the situation at Japan’s Fukushima nuclear power plant have not had much success during the past week. The areas of greatest concern appear to be the reactor in unit 3 and the spent fuel pool on the roof of unit 4.

President Barack Obama indicated yesterday that the U.S. and its allies may embark on a new military campaign in Libya, if Colonel Muammar el-Qaddafi does not comply with demands for a cease-fire with rebels. On Thursday the United Nations Security Council authorized military action against Qaddafi. Like other commentators, I don’t feel reassured by Obama’s promise that the U.S. won’t deploy ground troops in Libya. The president’s reasoning for intervening there (but not elsewhere to avert atrocities) is not convincing.

The Des Moines Register has published front-page stories three days in a row on an Ankeny couple who exploited a loophole in mortgage law to get a nice house for free. Lee Rood’s reporting suggests the couple misrepresented their assets to obtain the mortgage and were in a position to know about the loophole before they closed on their house (without the wife signing the documents). I don’t condone obtaining a house by fraudulent means, if that’s what has occurred in this case. That said, foreclosure fraud by lenders appears to be far more prevalent than the scheme this Ankeny couple may have implemented. Most of the time the mainstream media ignores stories about innocent homeowners jerked around by banks. I hope the Register will follow up with a number of front-page stories about that side of the foreclosure story.

Iowa State University economist Neil Harl argued that Republican tax cut proposals won’t spark economic growth. Speaking on Iowa Public Television’s “Iowa Press” program,

“The question is what is in the best interest of this state in terms of long-term economic growth,” Harl said. “What attracts companies to come to Iowa? I don’t think it’s potholes in the streets. I don’t think it’s a third-rate school system. I don’t think it’s a situation of starved universities.” […]

Harl said he opposes the Republican plans because they would inevitably cut into state revenue needed to support the services he believes are the real attraction for businesses. One of Iowa’s main assets is a high quality of life, he said.

“I think it’s a state that’s viewed as forward looking and offers a great environment for a company to move into,” he. “This is being sold on the grounds that it will attract more companies here, but I really doubt that.”

As part of a Chapter 11 bankruptcy reorganization, Borders will close its West Des Moines bookstore by the end of May. For now, Borders plans to keep its stores in Ames, Dubuque and Davenport open. Even though I support locally-owned businesses like Beaverdale Books, Borders is one chain I will be sorry to see go.

Since last October, Iowa Attorney General Tom Miller has been leading a national foreclosure working group involving attorneys general from all 50 states. The group was supposed to investigate “robosigning” and other abuses that led to many wrongful foreclosures. Last week the five largest mortgage servicers in the U.S. received a proposed settlement from Miller’s group, and the American Banker posted the settlement terms here (27-page pdf file). Financial penalties will be determined later; $20 billion seems to be the most likely figure, and it’s not clear how that money will be used.

Miller described the settlement offer as an attempt to “change a dysfunctional system” and “reach an agreement good for banks and good for homeowners.” Many observers charge the deal would do little to correct abuses by mortgage lenders and contains nothing to compensate victims of past misconduct.
