I’ve been watching for signs that Republican State Senator Sandy Greiner might retire rather than run for re-election in 2014. Although she has more legislative experience than most of her GOP colleagues and was an early backer of Bill Dix’s effort to become minority leader, she didn’t join the Republican leadership team after Dix became head of the caucus last November.

If Greiner seeks another term in the Iowa Senate, I believe she would be favored to hold what looks like a swing district on paper. But in the last few days I’ve been wondering whether she might run into trouble during a Republican primary. I’ve posted some thoughts on this scenario after the jump, along with a map and the latest voter registration totals from Senate district 39.

The U.S. Senate approved a budget for fiscal year 2014 at 4:38 am on Saturday after voting on amendments for most of the night. The budget passed by 50 votes to 49 (roll call). Iowa’s Senator Chuck Grassley and the rest of the Senate Republicans voted no, joined by four Democrats representing red states. The rest of the Democrats, including Senator Tom Harkin, voted for the budget.

As is often the case, Senate votes on various amendments were more interesting than the final party-line vote on the budget. Follow me after the jump for details on how Grassley and Harkin voted on some of those amendments. I’ve also enclosed statements from Grassley and Harkin.

During 2011 and 2012, the Iowa Senate was our state’s firewall against the social conservative agenda. The Republican-controlled Iowa House passed a constitutional amendment to ban same-sex marriage, sweeping limits on abortion rights (twice), a “stand your ground” bill and a constitutional amendment that would invalidate virtually all restrictions on guns. All of those bills died in the Democratic-controlled state Senate.

Social issues have never been a priority for Iowa House leaders. They blocked a floor vote on a “personhood” bill in 2011 and steered clear of extremist crusades like impeaching Iowa Supreme Court justices and replacing gun permit laws with “constitutional carry.” Still, I expected House Republicans to cover the usual bases during this year’s legislative session.

Instead, almost every high-profile bill on so-called family values failed to win House committee approval and therefore died in the legislature’s first funnel deadline last Friday. That includes some mainstream conservative efforts as well as freak show bills like ending no-fault divorce or barring county recorders from issuing marriage licenses to same-sex couples.

Most amazing to me, House Republicans no longer have the votes to pass a constitutional amendment restricting marriage to one man and one woman.  

This weekend in Des Moines, Democratic State Senator Matt McCoy showed how pro-choice elected officials should talk about abortion rights and the “personhood” movement.

Forty years ago today, the U.S. Supreme Court announced its decision in Roe v Wade. Any relevant comments are welcome in this thread. I’ve posted many links about abortion rights and availability below.  

Today the U.S. Senate fell short of the two-thirds majority needed to ratify the UN Convention on the Rights of Persons with Disabilities. Senator Tom Harkin, the godfather of the Americans with Disabilities Act, has been the Senate’s leading proponent of ratifying this treaty. Senator Chuck Grassley voted no, along with most of his Republican colleagues. Background on the treaty and statements from Harkin and Grassley are after the jump.

Whatever happens in tonight’s Iowa legislative races, one mystery will remain: why couldn’t Republicans recruit a stronger candidate to run against Mike Gronstal in Iowa Senate district 8?  

Given how much money Democratic and Republican leaders are spending on advertising in the Iowa Senate races, it’s unfortunate that so few of the television and radio commercials are available online. Both of the candidates in the battleground Senate district 30 (Cedar Falls/Waterloo) continue to set a good example for transparency, though.

Many candidates for the Iowa House and Senate tout endorsements by outside groups in their campaign communications. Some of those groups pay for direct mail, phone calls, or even advertising supporting their endorsed candidates.

Iowa’s influential political action committees and advocacy groups have very different ways of getting involved in the state legislative campaign. Follow me after the jump for examples of four distinct strategies.

Three-time candidate for Iowa governor Bob Vander Plaats has made news this fall primarily on the “No Wiggins” campaign trail. However, the social conservative group he runs is supporting some Republican Iowa Senate candidates as well.

Last week the FAMiLY Leader launched radio advertising campaigns in two competitive Senate races–but notably, not in the district where Vander Plaats’ longtime right-hand man Matt Reisetter is running.  

Four new Iowa polls were released during the past 24 hours, and both Barack Obama’s and Mitt Romney’s campaigns have scheduled multiple rallies in Iowa this week. Follow me after the jump for clips on those stories and related news.

This thread is for any comments about Congressional races you are following, whether in Iowa or in other states. Steve King and Christie Vilsack held their seventh (!) debate tonight, but I was unable to listen, because Windsor Heights holds trick-or-treating the night before Halloween.

Democrats are starting to talk about a net gain of U.S. Senate seats, but I am not that optimistic. While some races are trending toward the Democratic candidates, others where Democrats led last month are tightening (Virginia, Wisconsin).

To me, the most amazing development in a Congressional race is President Bill Clinton campaigning for Heidi Heitkamp in North Dakota and recording a television commercial for her. Bleeding Heartland readers who are old enough to remember 1990s politics, could you ever have believed that Bill Clinton would be considered an asset to a Democratic candidate in North Dakota a week before the election?  

When tea party favorite Jane Jech defeated former State Senator Larry McKibben in the Republican primary to represent Iowa Senate district 36, I expected smooth sailing for Democratic incumbent Steve Sodders. Now this race looks like a tossup. Neither candidate’s advertising is educating voters about meaningful differences on real issues.

President Barack Obama rallied supporters in Davenport this morning, and his Republican challenger Mitt Romney is scheduled to campaign in Cedar Rapids tonight. After the jump I’ve enclosed highlights from Obama’s event and other links about the presidential campaign in Iowa. I will update this post later with highlights from the Romney rally.

Bleeding Heartland is updating absentee ballot totals statewide and in the four Congressional districts here every weekday. As of October 23, more than 540,000 Iowans had requested absentee ballots. With today’s early voting included, the statewide ballot requests will surpass the total Iowa early vote in 2008.  

It’s time for another discussion thread on any competitive U.S. House and Senate races. More detailed posts about the four Iowa Congressional districts are in progress, but after the jump I’ve posted the latest information on independent expenditures for and against the major-party candidates. I’ve also added a few links on U.S. Senate races around the country. I’m amazed that Democrats still appear to be favorites to hold a small Senate majority. For me that has been one of the most surprising political stories of the year. Republicans could still win a majority, but they would have to run the table in the tossup races.

Medicaid coverage of abortion has been a contentious issue in the Iowa legislature since 2011 and will be on lawmakers’ agenda during next year’s session. I was surprised to learn that Iowa is already more restrictive than most other states when it comes to Medicaid coverage of abortion in cases of rape.

President Barack Obama again pushed early voting and poked a little fun at Mitt Romney during a rally on the Cornell College campus in Mount Vernon today.

Last time Bleeding Heartland discussed the Iowa Senate district 30 race, two-term Democratic incumbent Jeff Danielson and his Republican challenger Matt Reisetter had just launched their first television commercials in the Waterloo/Cedar Falls area. Both candidates have followed up with advertising that I’ve enclosed after the jump.

I applaud the openness of both campaigns in Senate district 30. Most of the Iowa House and Senate radio and television commercials from last cycle were never uploaded to YouTube, and I expect the same lack of transparency this year.

As for content, Reisetter’s third tv ad includes one of the most ludicrous interpretations of an Iowa legislative vote since the infamous “heated sidewalks” of 2010.

Republican presidential nominee Mitt Romney stopped in Iowa yesterday to push his economic and farm policies. However, his comments on abortion during an interview with the Des Moines Register overshadowed his speech to supporters at a rally in rural Van Meter (Madison County).

Fewer than 30 days remain until the presidential election. Any comments about the race in Iowa or nationally are welcome in this thread. I’ve compiled recent news, analysis, and advertising after the jump. I will update as needed, especially if any new Iowa poll comes out today. Gallup’s national tracking poll shows Mitt Romney gaining ground since last Wednesday’s presidential debate.

UPDATE: Rasmussen Reports has President Barack Obama leading Romney in Iowa by 49 percent to 47 percent, based on a survey of 500 likely voters conducted on October 7 (margin of error plus or minus 4.5 percent). Rasmussen’s previous Iowa poll had Romney leading 47 percent to 44 percent.

A push-polling campaign with live telephone interviewers is underway in Iowa House district 43, where two-term Republican State Representative Chris Hagenow faces Democrat Susan Judkins. Following my own advice, I took detailed notes on last night’s call.

SECOND UPDATE: Mark Blumenthal explained the difference between a real opinion survey and a push-poll on his Mystery Pollster blog. Whereas a real poll is designed to collect data from respondents and measure opinions, a push-poll is all about spreading negative information about a political opponent to as many people as possible, under the deceptive guise of conducting a survey.

Both Democratic incumbent Jeff Danielson and Republican challenger Matt Reisetter have started advertising on television in what is expected to be one of Iowa’s most competitive legislative races: Iowa Senate district 30. Both videos and transcripts are after the jump, along with a district map and background on both candidates.  

Republican candidates and elected officials are falling over themselves today denouncing U.S. Senate candidate Todd Akin of Missouri for his claim that women cannot become pregnant in a “legitimate rape” situation. In contrast, Representative Steve King passed on an opportunity to pile on during a public appearance in northwest Iowa. Democratic challenger Christie Vilsack’s campaign is doing its best to seize the moment.

Republican presidential candidate Mitt Romney has tried to keep his campaign focused on economic and fiscal issues, but President Barack Obama’s latest television commercial in Iowa spotlights abortion rights and federal funding for Planned Parenthood. The video, annotated transcript, and related news are all after the jump.

Governor Terry Branstad confirmed yesterday that his administration will not take steps to limit Medicaid funding of abortions without further action by the Iowa legislature.

Opposing all government funding for abortion is settled dogma among Iowa Republican activists and elected officials. For two years in a row, Senate Democrats have blocked attempts to write new restrictions on Medicaid abortion coverage into the budget for the state Department of Human Services. Now DHS Director Chuck Palmer has signaled that taking control of the upper chamber may not give Republicans the power to restrict the choices of low-income women.

Palmer’s action puts Governor Terry Branstad in an awkward position, and a legislature completely under GOP control could create a political nightmare for Branstad, a proud “pro-lifer” throughout his career.

For every Congressional vote this year on a bill that might become law, there are lots of votes designed solely to make a political point. So it was with yesterday’s U.S. House vote on a bill to ban late-term abortions in Washington, DC.

Iowa’s five representatives split on party lines as the U.S. House failed yesterday to pass a bill that would ban abortions performed in order to select a preferred gender.

Iowa’s Republican National Committeewoman Kim Lehman announced today by e-mail that she will not seek another term on the RNC this summer.

Following up on this post: Des Moines Register Editor Rick Green has announced that the newspaper will publish all of this week’s Doonesbury comic strips in the Sunday Register Opinion section. The paper will also run commentary for and against the Texas ultrasound law, the target of Garry Trudeau’s ridicule.

The Des Moines Register is one of many newspapers across the country that declined to run this week’s “Doonesbury” comic strips, which mock Republican legislative efforts to shame and intimidate women seeking abortions.

Every year as International Women’s Day approaches, the Democratic Activist Women’s Network recognizes women who have excelled in Iowa politics. This week DAWN’s List announced the 2012 award-winners who will be honored at a reception in Des Moines on March 4. Event details are after the jump, along with the list of honorees for the Women’s Appreciation Day Reception.

On International Women’s Day itself (March 8), the League of Women Voters of Metropolitan Des Moines, Sisters on the Planet Ambassadors, and the Iowa Oxfam Action Corps are hosting a potluck, speaker, and movie screening at the Thoreau Center, 3500 Kingman Blvd in Des Moines, from 5:00pm to 7:30pm.

UPDATE: Over at the Essential Estrogen blog, Lynda Waddington reviewed what the four Republican women in the Iowa Senate have been doing this session.

The Des Moines Register’s latest statewide poll conducted by Selzer & Co included more than a dozen questions about issues Iowa legislators are considering this session. Proposals to raise the gasoline tax and allow a large utility company to bill its customers up front for a nuclear power plant were among the most unpopular ideas polled.

As Iowa’s top state officials welcomed Chinese Vice President Xi Jinping yesterday, activists gathered in Muscatine and Des Moines to protest China’s policy of repression in Tibet. Governor Terry Branstad praised Xi and his country, gushing about the potential to expand trade and friendship between Iowa and China.

Iowa’s “pro-life” movement was nowhere to be seen and had nothing to say about Xi’s visit.

Everyone’s talking about the Susan G. Komen for the Cure Foundation’s decision this week to defund (or perhaps not defund) Planned Parenthood. After the jump I’ve posted ten links about the controversy. Hat tip to Political Carnival for this cartoon.

The final four Republican presidential candidates debate tonight in Tampa, starting at 8 pm central time on NBC. Mitt Romney will try to keep the focus off his own finances, having promised to release two years of tax returns tomorrow. Romney may also be more aggressive about drawing contrasts with Newt Gingrich, judging from a new Romney tv ad I’ve posted after the jump.

In the latest Republican debates, Ron Paul criticized Gingrich and Rick Santorum repeatedly, while mostly ignoring Romney’s record. I expect him to stick to that plan, which has a double benefit: it keeps Paul on good terms with the most likely GOP nominee while undermining his rivals for the “not Romney” vote.

I assume abortion will be a significant topic tonight, in light of the 39th anniversary of the U.S. Supreme Court’s Roe v Wade decision. I don’t know what more the candidates can say on the subject, which has been explored in several previous debates.

Yesterday two men were sentenced for breaking into Representative Leonard Boswell’s farm house last July, and an Iowa Democratic operative was charged with perpetrating identity theft against Secretary of State Matt Schultz.
