Those are one hundred percent valid questions. LGBTQIA+ issues are a top concern for me as chair of the Iowa Democratic Party’s Stonewall Caucus. In that context, I prioritize trans issues, being the first ever transgender caucus chair.

Top officials in the Iowa State County Treasurers Association voted on March 27 to discontinue a controversial scholarship program, Ryan Foley reported for the Associated Press.

Earlier this month, all 99 county treasurers received the latest call for scholarship applications. Since then, longstanding doubts about the program’s legality reached a wider audience after Foley revealed that two county treasurers had vacationed last fall with the owner of a company doing business with their offices.

The bad publicity could have been avoided if treasurers and those advising them had been committed to complying with Iowa’s gift law, even when no one was looking.

I thought about just writing politicians, but frankly, this is too important to leave for political gamesmanship. I’m writing this open letter to sound the alarm. To put you on notice. I’m writing as a public service so we can all avoid what is coming.

It’s a storm warning.

“Is it perfect? No, it’s not perfect. Are we moving in the right direction? Absolutely,” Democratic State Representative Wes Breckenridge said shortly before Iowa House members approved a bill to improve our state’s medical cannabis program.

House File 732 would allow some Iowans to use more potent products and would make it easier for some patients to apply for a registration card. The House passed the bill by 96 votes to three after Breckenridge and Republican State Representative Jarad Klein praised each other’s consensus-seeking.

But for a suspenseful few minutes during the March 26 floor debate, the future of the bill was in doubt because of a first-term Republican’s far-reaching amendment.

There are too many potential topics for this blog, the third in a series, and that leads to a certain amount of indecisiveness. Until something happens. That something is the flooding that has already occurred in the Midwest this year, and the expectation of more to come. So far, western Iowa, eastern Nebraska, and northwestern Missouri have experienced the worst of it, with a much larger area affected to some extent.

The degree of flooding in the Missouri basin this year is nearly unrivaled in the record books. Still, I want to push this point: we should have known, and we should have acted to prevent it or mitigate it. Dams do not work in the long run, and when the system of dams was built along the Missouri in the 1940s and 1950s, the year 2019 was a long time off. We are now in “the long run” that no one then foresaw.

I turned 50 years old this month. Ten years ago, I marked my milestone birthday by flagging “40 good bloggers over 40.” This time, I am casting a wider net to highlight not only people with their own blogs (which are, unfortunately, in a state of decline), but any political reporters, commentators, or authors who are in their second half-century.

Many writers I enjoy reading were too young to be listed here, such as Douglas Burns, Andie Dominick, Todd Dorman, Juliette Kayyem, Andy Kopsa, and a star of political blogging’s “golden age,” Atrios/Duncan Black. An early draft of this post included William Petroski, who recently retired from the Des Moines Register. His coverage of Iowa legislative happenings is missed.

One of my all-time favorite bloggers, Steve Gilliard, would be in his 50s now. I’ve often wished he had lived to cover Barack Obama’s presidency and the Donald Trump disaster.

You don’t hear this every day: in an Iowa House speech on March 21, Democratic State Representative Kirsten Running-Marquardt repeatedly thanked GOP colleagues for their work on a bill she opposed. House File 531 changed some aspects of our state’s unemployment insurance and benefits system. The first draft was much worse than the legislation House Republicans approved on a party-line vote this week.

The bill’s floor manager, State Representative Gary Worthan, warned that next year, lawmakers may return to a idea jettisoned following intense opposition from Democrats and labor groups.

Children supervised by a responsible adult would be able to hunt deer with a “pistol or revolver” under a bill the Iowa House approved on March 20, mostly along party lines.

House members rejected a Democratic effort to restore language that had gained bipartisan support in committee and would have required minors to complete a hunter education course before using such weapons for hunting.

Iowa Senate Republicans on March 19 approved new work requirements for tens of thousands of Iowans on Medicaid or receiving food assistance. Senate File 538 would instruct the Iowa Department of Human Services to request a federal waiver for the Iowa Health and Wellness Plan, our state’s version of Medicaid expansion. Approximately 170,000 adults receive Medicaid through that plan, and roughly 61,000 of them also receive Supplemental Assistance Nutrition Program (SNAP) benefits.

If the waiver were approved, Medicaid recipients would face new reporting obligations for “community engagement.” If not part of an exempted group, they could lose coverage due to paperwork errors, even if they were working the requisite number of hours per week. Nonpartisan analysis estimated this bill would cost the state budget nearly $5 million the first year after the waiver and nearly $12 million each subsequent year.

During floor debate (beginning at 11:53:20 of this video), Republicans characterized the bill as a way to hold Iowans accountable. Democrats offered two amendments that would have extended that accountability to large employers and the for-profit insurers known as managed-care organizations (MCOs), which oversee Iowa’s privatized Medicaid.

Democrat Eric Giddens won today’s special election in Iowa Senate district 30 by a double-digit margin. According to Thomas Nelson of the Waterloo/Cedar Falls Courier, unofficial results show Giddens received 7,610 votes (56.9 percent), Republican Walt Rogers 5,631 votes (42.1 percent), and Libertarian Fred Perryman 143 votes (1.1 percent).

Democratic enthusiasm, fueled by numerous presidential candidate visits, overcame Rogers’ advantage in name ID and the fact that Governor Kim Reynolds scheduled the election at the worst possible time for Democrats.

Many of us continue to feel the benefits of our time together last September during the First Nation–Farmer Climate Unity March. As Manape Lamere said, “We walk together today so we can work together in the future.” Something like that. If I botched the quote, Manape will correct me, right?

Governor Kim Reynolds’ private school and voucher activism has gone from coy to brazen. Simply entertaining “Secretary of Education” Betsy DeVos at the state capitol is a signal. Reynolds has never been a credible supporter of public education and now has publicly chosen a side. She chooses the 8 percent of Iowans whose kids attend private schools over the 92 percent who attend public schools. Reynolds has thrown down the gauntlet.

Now, an important question for you. Yes, YOU. Sitting in your comfy chair reading this post. Do you support Iowa’s public schools – or not? Time to make a decision.

A Republican bill seeking to impose new work requirements on some 170,000 Medicaid recipients in Iowa would cost the state budget nearly $5 million more the first year and an additional $12 million every year thereafter, according to analysis by the nonpartisan Legislative Services Agency. Any savings to the state would be “minimal.”

The 2020 general election will be challenging for a lot of reasons, not the least of which for me is deciding whether policy or politics is the most important part of it.

Politics is the art of what’s possible. I’m over the naive notion that policy matters more than politics, although the art of what’s possible has produced some problems.
