Since local school districts are among the largest employers in Iowa, I thought it would be worthwhile to compare the salaries of school district administrators and teachers.

Iowa Democratic strategist Jeff Link regrets providing comments for Mark Halperin’s forthcoming book, he told Bleeding Heartland.

Politico’s Jake Sherman and Anna Palmer were first to report on August 18 that Link was among “more than 75 top Democratic strategists” Halperin interviewed for How to Beat Trump: America’s Top Political Strategists on What It Will Take. News of the book deal provoked outrage due to Halperin’s long history of sexually harassing and assaulting women, which became public knowledge in October 2017.

The founder of the Des Moines-based Link Strategies political consulting and public relations firm said in an August 20 e-mail,

Governor Kim Reynolds’ office requested and received a $200,000 budget increase for the current fiscal year, telling key Republican lawmakers the funding would cover health and tax policy analysts. Both positions have now been filled.

The Iowa Civil Rights Commission’s interim executive director stepped down last week, following an extended period of uncertainty for the agency charged with enforcing the Iowa Civil Rights Act.

Linda Grathwohl did not explain her decision in the letter she delivered to Governor Kim Reynolds on July 11. In an e-mail to the commission’s staff the same day, Grathwohl didn’t specify any reason for leaving, saying she planned to return to Iowa Legal Aid once her resignation was effective on July 25. Attempts to reach Grathwohl for further comment by phone, e-mail, and Facebook message were unsuccessful.

Nearly seven months have passed since Grathwohl’s predecessor, Kristin Johnson, left at the end of her term. Reynolds has not appointed a permanent executive director, and correspondence obtained by Bleeding Heartland through a public records request shows little sign the governor or her staff are interested in the agency’s work.

Jerry Foxhoven has shed more light on the disagreement that preceded his forced departure as Iowa Department of Human Services director last month. On July 24 he told David Pitt of the Associated Press “that he declined to approve paying the salary of Elizabeth Matney, who left DHS on May 17 to accept a job as Gov. Kim Reynolds’ adviser on health policy.”

Staff for Reynolds disputed Foxhoven’s account, saying he never raised concerns about covering Matney’s salary and wasn’t fired for that reason. They also noted that for many years, state agencies including DHS have occasionally paid employees working in the governor’s office.

Foxhoven’s aware of that precedent, having signed some of the relevant documents himself. So why would he question the legality of this arrangement? The former director’s comments to reporters and records obtained by Bleeding Heartland provide some clues.

Four months after being awarded a contract to administer Iowa’s worker’s compensation program for state employees, a politically connected West Des Moines company has apparently not come to terms with the state to continue its work.

Sedgwick Claims Management Services LLC was selected in early March to keep handling the program, even though a competitor achieved a better score on three cost proposal items. The state will pay Sedgwick $7.9 million in administrative costs over six years. Runner-up bidder TRISTAR Risk Enterprise Management LLC offered to do the work for a little more than $6 million, a potential savings of nearly $1.9 million over the contract period.

The Iowa Department of Administrative Services (DAS) provided copies of all submitted bids for the current and previous bid cycles upon receiving John Morrissey’s public records request. But the department has declined further comment about the award and refused to clarify the scoring system or other matters related to this bid process. The new DAS director Jim Kurtenbach did not respond to a request for an interview about this matter.

Sedgwick’s bid contact officer referred questions to several state officials and the company’s public relations office. That office also did not respond to Bleeding Heartland’s inquiry.

News that Hy-Vee’s political action committee donated $25,000 to the Republican Party of Iowa shortly before a recent fundraiser featuring President Donald Trump is prompting some Iowa Democratic organizations to re-examine the business they give to the major grocery store chain.

Leaders of the West Des Moines Democrats decided to cancel a contract for Hy-Vee to cater an upcoming picnic that is one of the group’s biggest fundraisers.

Several members of the Polk County Democratic Central Committee raised concerns this week about plans for Hy-Vee to cater the group’s Steak Fry in September, which could attract thousands of caucus-goers.

Hy-Vee is one of those companies we often associate with small-town, everyone-knows-everyone “Iowa Nice” culture. Yet it’s important to remember that while some major Iowa businesses started small, many are no longer those small-town startups of yesteryear. Hy-Vee is no exception, having just made a conveniently-timed donation that was its largest single political contribution in a decade.

Like many livestock farmers, state businesses fill their animal troughs with corn and silage, but the resulting pork is of the political persuasion variety. In this vein, I looked into the fundraiser¹ for the Republican Party of Iowa (RPI), held at Hy-Vee’s Ron Pearson Center in West Des Moines. President Donald Trump headlined the June 11 event.

South Bend Mayor Pete Buttigieg has made headlines for endorsing a plan to expand and restructure the U.S. Supreme Court, an issue he has discussed more often than other candidates running for president. The topic may strike a chord with many activists; a national poll commissioned in April by Demand Justice found that most Democrats likely to participate in the 2020 primaries disapprove of the job the Supreme Court is doing.

Bleeding Heartland asked Buttigieg more broadly about potential changes to the federal judiciary in a 15-minute telephone interview on June 7.

Governor Kim Reynolds asked for and received a nearly 10 percent budget increase for her office operations during the fiscal year beginning on July 1, with a view to hiring two additional full-time employees. Republican lawmakers told members of the Iowa House and Senate the extra funding was for analysts to focus on health policy and tax policy.

This week the governor’s office posted a new job listing on a state government website. Instead of seeking a health or tax policy analyst, the governor is hiring a full-time “public relations manager” to coordinate messaging about her initiatives.

Governor Kim Reynolds made headlines last week with two vetoes: blocking language targeting the attorney general, and rejecting a medical cannabis bill that had strong bipartisan support in both chambers.

A provision she didn’t veto drew little attention. For the foreseeable future, it will prevent Iowa courts from using a tool designed to make the criminal justice system more fair to defendants of all races and income levels.

Reynolds should appreciate the value of the Public Safety Assessment (PSA), since she works closely with two former State Public Defenders: Lieutenant Governor Adam Gregg and the governor’s senior legal counsel Sam Langholz. But last year she ordered a premature end to a pilot program introducing the tool in four counties. The governor’s staff did not reply to repeated inquiries about the reasoning behind Reynolds’ stance on this policy.

Notably, the owner of Iowa’s largest bail bonding company substantially increased his giving to GOP candidates during the last election cycle, donating $10,100 to the governor’s campaign and $28,050 to Republicans serving in the state legislature.

Like many regions in Iowa, Davenport has experienced intense flooding this spring. We are no strangers to floods here, and much of our riverfront has been planned with the idea that floods will be a regular occurrence.

However, the flooding has been particularly intense this year, and as the Mississippi River has continued to rise, a break occurred in the temporary levee on Tuesday, April 30. At about 3:30 in the afternoon, floodwaters began to suddenly rush into the east side of downtown Davenport. With little warning, cars were quickly submerged and residences and businesses were forced to evacuate.

I took my camera downtown on May 1 to capture some images of the flooded streets and attempts by city staff and volunteers to protect the businesses and organizations in the Bucktown neighborhood from encroaching floodwaters.

A year ago this week, State Auditor Mary Mosiman released the findings from her office’s only examination of the wide-ranging scandal surrounding former Iowa State University President Steven Leath’s use of university-owned airplanes.

To say the self-styled “taxpayer’s watchdog” failed to properly investigate Leath’s personal trips on the taxpayer’s dime would be an understatement.

Mosiman did not try to find out how many times Leath misused ISU’s airplanes or how much his personal travel cost the university. Because the auditor looked the other way, Iowans will never know the scope of a top official’s misconduct at a large public institution.

Governor Kim Reynolds swore an oath to “support the constitution of the United States and the constitution of the State of Iowa.” But when she missed a deadline for filling a district court vacancy in June, she did not follow the process outlined in Iowa’s constitution.

Public records obtained by Bleeding Heartland indicate that Reynolds did not convey her choice for Judicial District 6 to anyone until four days after her authority to make the appointment had lapsed. Nevertheless, staff assured the news media and Iowa Supreme Court Chief Justice Mark Cady that the governor had named Judge Jason Besler on time.

Reynolds and Secretary of State Paul Pate later signed an appointment and commission certificate that was backdated, creating the impression the governor had acted within the constitutionally-mandated window.

More than two years after outside experts recommended a “complete review” of guidelines on the use of force, the Waterloo Police Department finally adopted a new policy in December 2017. Police leaders didn’t publicize the changes, and to my knowledge, no media have reported on the revisions.

In many ways, Waterloo’s updated use-of-force policy reflects national consensus on best policing practices. Some improved passages appear to be a response to notorious local incidents of officer misconduct.

On the other hand, several important principles on the use of force are missing from Waterloo’s new document.

The Dubuque-based company mostly owned by U.S. Representative Rod Blum touts the same 11,000 clients and verbatim “success stories” as several other firms offering search engine optimization (SEO) services around the country.

Tin Moon‘s existence and connection to Blum became widely known this week following coverage by the Associated Press. Todd McCally, listed on Tin Moon’s website as “Chief Technology Officer and Director of SEO Activity and Research,” holds similar titles for at least four other companies, several of which promote the same customer testimonials.

The founders of two such firms told Bleeding Heartland today that they and Tin Moon were “affiliates” of McCally’s parent company, GetMePlacement.com.

Remember how awful you felt on November 9, 2016, as you started to grasp what we were up against following the most devastating Iowa election in decades?

Would you believe the results could have been even worse?

Imagine Governor Terry Branstad appointing three right-wingers to the Iowa Supreme Court. It could have happened if conservative groups had targeted Chief Justice Mark Cady, Justice Brent Appel, and Justice Daryl Hecht with the resources and fervor they had applied against three justices in 2010.

Top staffers for Governor Terry Branstad knew more than a month ahead of time that Iowa Attorney General Tom Miller had determined Kim Reynolds would not have the authority to name a new lieutenant governor after becoming Iowa’s head of state.

Records released by the Iowa Attorney General’s office undercut numerous public statements by Reynolds and other Republican leaders, which alleged or implied Miller had blindsided the administration with a sudden reversal of his earlier view.

Documents support Miller’s comments on May 1 about the exhaustive legal and historical research informing his 23-page response to independent State Senator David Johnson. Despite accusations made by many GOP politicians, records reveal no effort by any Democratic officials to influence Miller’s views on succession questions.

On the contrary: if the attorney general faced any political pressure to change his stance on Reynolds’ constitutional authority, available information suggests that pressure came from the governor’s office.

Women in Iowa have almost no options for terminating a pregnancy after 20 weeks, under a law former Governor Terry Branstad signed a few weeks ago. Proponents have claimed the measure would “save lives immediately.”

In reality, the law will cause more pregnant women to have life-threatening health problems, and will add to the suffering of parents whose babies have no chance of survival.

Six weeks after Iowa State University released the Internal Audit report on ISU Flight Service and University Owned Aircraft, I’ve made surprisingly little headway toward filling in the gaps.

Not for lack of trying.

The Iowa Board of Regents and ISU have withheld information that should have been included in a “comprehensive audit” purporting to cover every flight President Steven Leath has taken on a university airplane.

For today, I will focus on one issue: ISU staff’s refusal to tell me whether Leath has reimbursed the ISU Foundation for the full cost of flights to Rochester, Minnesota in July 2015. The matter raises questions about the foundation’s compliance with federal tax code and the accuracy of ISU’s official narrative.

Since late September, Iowa State University President Steven Leath has repeatedly asserted that his use of ISU’s two airplanes was consistent with university policies.

Multiple audits and perhaps a criminal investigation will shed light on whether Leath violated ISU policy (and state law) on personal use of university property. Questionable flights include several unexplained trips to the city where the Mayo Clinic is located, stops at a New York airport to pick up and drop off Leath’s relatives, a trip to Kansas City after ISU had been eliminated from the Big 12 basketball tournament, and numerous visits to the town where Leath owns a home. On one of those trips, ISU’s plane was on the ground in North Carolina for only 37 minutes before returning to Ames.

Whatever conclusion investigators reach regarding Leath’s use of the airplanes, one fact is clear: the president has not complied with university policy on transporting weapons when using ISU’s Flight Service for various hunting trips.

Iowa State University finally released its aviation insurance policy and some other documents related to President Steven Leath’s use of university-owned aircraft on October 12, a week after Leath promised to be “open and transparent” about the controversy.

While I work my way through those incomplete materials, let’s take a closer look at one of the least plausible narratives ISU has floated in connection with this scandal: en route to and from an NCAA Sweet Sixteen basketball game in March 2014, pilots of the university’s King Air 350 200 “unilaterally decided” to refuel at the Elmira Corning Regional Airport in Horseheads, New York. The stops supposedly chosen by the pilots allowed Leath’s brother and sister-in-law to hitch a ride at no additional cost to ISU.

Craig Robinson is among the go-to Republicans for national press covering the Iowa caucuses. His insights are partly informed by a wealth of experience: as a staffer on Steve Forbes’ presidential campaign before the 2000 caucuses, as political director of the state GOP during the year before the 2008 caucuses, and as publisher of The Iowa Republican blog since 2009.

One salient fact rarely, if ever, makes it into the news stories quoting Robinson about prospects for Republican contenders in Iowa: his company Global Intermediate has been paid to do direct mail for or against certain candidates in the field.
