Voting along party lines, the Iowa House Ethics Committee failed to take action October 5 on two complaints relating to possible undisclosed lobbying by the national conservative group Heritage Action.

Democratic State Representative Todd Prichard filed the complaints in May after a leaked video showed Heritage Action’s executive director Jessica Anderson boasting that the group had worked “quickly” and “quietly” with Iowa lawmakers to help draft and pass a new election bill. In the complaints, Prichard asserted that Anderson and Hans von Spakovsky, manager of the Heritage Foundation’s Election Reform Initiative, violated the Iowa legislature’s lobbying rules by not registering as lobbyists.

Key Republican lawmakers have denied that Heritage Action influenced the new election law’s provisions.

Dianne Bystrom: As with any historical figure, Catt’s life should be evaluated in its total in making the decision about the naming of Catt Hall.

For the past 26 plus years, I have conducted research on women political leaders – especially their communication strategies and media coverage as compared to men. Although my published research in journal articles and books has focused on contemporary women political leaders, I’ve also studied the women’s suffrage movement as director of the Carrie Chapman Catt Center for Women and Politics at Iowa State University from July 1996 to August 2018. In my retirement, I speak often on the women’s suffrage movement and continue my reading and research on this topic.

From these perspectives, I offer my comments about Catt and the current consideration of the naming of Carrie Chapman Catt Hall at Iowa State University.

The Iowa House and Senate will convene on October 5 to consider the first redistricting plan submitted by the nonpartisan Legislative Services Agency (LSA).

When the maps were published on September 16, I agreed with the conventional wisdom that the GOP-controlled legislature would reject the proposal, because it creates a Democratic-leaning Congressional district in eastern Iowa and keeps Dallas County with Polk County in the third district. However, as the special session approaches, Republican sources increasingly expect the Iowa House to approve the plan–if it comes to a floor vote.

That’s why the Iowa Senate seems poised to reject the proposal, possibly without letting it reach the floor in either chamber.

The University of Northern Iowa (UNI) has punished biology Professor Steve O’Kane and threatened him with possible termination after he told students to wear masks in a course he teaches in person, Vanessa Miller reported for the Cedar Rapids Gazette. None of O’Kane’s students had complained about the request. All who had signed up for his specialized class are now left without a qualified instructor.

It’s the latest example of how Iowa’s state universities and their governing body value the feelings of anti-maskers over the health and safety of students and staff, reducing the quality of education and bringing faculty morale to new lows.

Jane Cox is a professor emerita from Iowa State University and the author of many one-woman plays, including one on Carrie Chapman Catt, which she performed in twenty-six states, including at the Kennedy Center and the Smithsonian.

As I read the commentary Bleeding Heartland published concerning Iowa State University and Catt Hall, I discovered that the writers believe the “university administration had failed to hold open discussions regarding Catt’s actions,” that “Naylor requested that the university hold open forms to discuss Catt’s history of political expedience, but ISU refused to seek student input,” that the university called itself “the best in the country while operating on stolen land,” that the university “neglected to change their recruitment and retention efforts towards BIPOC students in any meaningful way since the 1990s,” that “Iowa State clings to intellectual dishonesty,” that “Iowa State has always hid behind a veil of objectivity to dismiss the concerns of BIPOC,” and that now “the university has locked impacted students out of the renaming process once again.” 

Since I do not believe objectivity is a negative trait, here are a few facts for which there is documentation.

Republicans now enjoy an inherent advantage in messaging, another asymmetry in our politics. Republicans present a mostly negative agenda: they want to reverse social progress and tear down government, media, and truth. To do that, they scare people.  

In contrast, mainstream Democrats want to build; they want to use public policy and resources to advance a broad, progress-based agenda. Republican arguments are simple, blunt, and visceral. Democratic arguments are complex, nuanced, and moral.

UPDATE: In November 2023, a spokesperson for OCIO told Bleeding Heartland, “OCIO never executed a contract for Master Data Management in any RFP.” She did not explain why the project was shelved. However, it appears that the American Rescue Plan funds allocated for this project were not spent for that purpose. Governor Kim Reynolds has allocated $13 million from the state’s American Rescue Plan funds for a data project that has been in the works since 2019.

Last year, the governor approved a request from the state’s Office of Chief Information Officer (OCIO) to pay for the Master Data Management Program with $13 million from the Coronavirus Aid, Relief, and Economic Security (CARES) Act. But those funds were never spent, according to pandemic spending reports and documents obtained through public records requests.

OCIO recently transferred the $13 million earmarked for the data management project back to the agency that administers Iowa’s Coronavirus Relief Fund, spokesperson Cayanna Reinier told Bleeding Heartland on September 29. She added that OCIO is “in the process of restarting” the project and “looking forward to moving ahead” with it, now that the governor’s office has approved the use of American Rescue Plan funds.

It’s far from clear this program is an eligible expense under the latest federal relief package.

No matter where we come from or what we look like, Iowans believe that working families deserve a fair shot. All work has value, and all working people have rights, from farmworkers in vibrant rural towns to factory workers in our bustling cities. But for too long, a greedy few corporations and CEOs have rigged the game in Iowa and across the world, taking from working people to make sure that a powerful few can get rich off the profit that working Iowans, particularly Black and Brown working Iowans, produce.

For years, wages in Iowa have stagnated for everyone, and the racial wealth gap has exacerbated inequalities embedded in our economic system. In particular, Black, Brown, and Indigenous workers have been pushed to the economic margins by systemic inequality in our tax code. Meanwhile, the climate crisis continues to put all Iowa families at risk as storms like the 2020 derecho devastate working neighborhoods.

As Catholic nuns with decades of ministry experience in Iowa, we have worked closely with those most impacted by Iowa’s inequities. Union workers, immigrant communities, hungry children, and houseless families have turned to social services, religious communities, and mutual aid efforts because of our state and federal government’s misplaced priorities.

Instead of focusing on one plant this week, I’d like to share photographs from my September 12 visit to Mike Delaney’s prairie in Dallas County. Mike’s property has provided source material for lots of Bleeding Heartland posts over the years, most recently this summer’s features on showy tick trefoil and starry campion.

Every time I explore the area, I find something I hadn’t seen before. You’d never guess this land next to the Middle Raccoon River was in corn and beans for decades before Mike spent about 25 years restoring the prairie.

I just returned from Las Vegas. Yes, sin city. Where “What happens in Vegas stays in Vegas.”  Yet, Iowa could learn from this place of no limits.  A sentence I thought I’d never write.

Vegas has a strict mask policy in all casinos, shows, restaurants, bars, and public transportation. It’s enforced. You can enjoy your freedom to lose your money, marvel at a glitzy show, watch the Raiders, the bad boys of the NFL, but you don’t have freedom to skip wearing a mask.

But in wholesome Iowa, land of the Field of Dreams, we just can’t bring ourselves to mandate masks at the grocery store or in schools. In Iowa, we’re quicker to help a down-and-out neighbor harvest corn than to wear a piece of cloth over our mouths and noses to protect that same neighbor’s health. Ironic, don’t you think?

The September 29th Movement rising

In the Autumn of 1995, Iowa State University’s grand plans to name a building after alumna and women’s suffragist Carrie Chapman Catt were coming to fruition. However, the university administration had failed to hold open discussions regarding Catt’s actions during her lifetime and how her legacy could negatively impact the welcoming community and student life that ISU had committed to build. 

At the time, Sloss Women’s Center Director Celia E. Naylor objected to keeping Catt’s bad-faith, white supremacist actions under wraps from the student body. Naylor requested that the university hold open forums to discuss Catt’s history of political expediency, but ISU refused to seek student input. At the official ceremony, there was no mention of the xenophobic, racist, and classist tactics and writings Catt used to justify suffrage for white women.

The non-profit watchdog group Campaign Legal Center filed ethics complaints on September 22 against seven members of Congress, including U.S. Representative Cindy Axne (IA-03). The complaints ask the Office of Congressional Ethics to investigate four U.S. House Democrats and three Republicans, who did not disclose stock trades within the time frame required by the Stop Trading on Congressional Knowledge (STOCK) Act. That 2012 law was designed to prevent members of Congress from turning inside knowledge into profit.

For Axne, it was the worst way to find out about a disclosure problem. The ethics complaint generated extensive Iowa media coverage, all of which included quotes from delighted Republicans. For U.S. Representative Mariannette Miller-Meeks (IA-02), the episode was a heads up to get her own financial disclosures in order before she faces similar scrutiny next year.

The state of Iowa ended fiscal year 2021 with the largest surplus ever recorded: nearly $1.24 billion. That’s four times higher than the general fund’s ending balance of $305 million when the books closed on the previous fiscal year, and it doesn’t include an estimated $801 million in Iowa’s cash reserves and economic emergency funds.

Governor Kim Reynolds declared in a news release, “Iowa is in a very strong financial position due to our fiscal responsibility.” Her staffer Joel Anderson, who is temporarily running the state’s budget agency, commended the governor “on recognizing the importance and need for a healthy and strong balanced budget.”

But an enormous surplus is not a sign of a healthy budget or responsible decisions. On the contrary, it suggests state government should have spent more on the public services Iowans need.

Iowa’s Temporary Redistricting Advisory Commission reported to the Iowa legislature on September 27 about public feedback on the first redistricting plan offered by the nonpartisan Legislative Services Agency.

In contrast to the last four redistricting cycles, the five-member commission did not recommend that state lawmakers accept or reject the proposal when they convene for a special session on October 5.

Governor Kim Reynolds has decided to appoint Kraig Paulsen to lead the Iowa Department of Management, according to a document posted on the state budget agency’s website September 27. The governor’s office has not yet announced the decision, but the agenda for the October 4 meeting of the State Appeal Board indicates that Paulsen will be introduced as “Director of the Department of Management.”

The State Appeal Board meets monthly to approve or reject claims against the state or a state employee. Its three members are the Department of Management director, the state treasurer, and the state auditor.

Paulsen has served as Iowa Department of Revenue director since February 2019. He previously led a supply chain initiative at Iowa State University, a position that was created for him on a fast track, bypassing the university’s usual open search process. Before working at ISU, Paulsen represented part of Linn County in the Iowa House for fourteen years, serving as House speaker from 2011 to 2015.

Dr. Martin Luther King, Jr., wrote in his 1963 book Why We Can’t Wait, “Suddenly the truth was revealed that hate is a contagion; that it grows and spreads as a disease; that no society is so healthy that it can automatically maintain its immunity.”

I was a vicious carrier of that disease, marked by the symptoms of fear, hatred, and bigotry. I carried and spread it as a contagion for 30 years as a Fundamentalist preacher. I took great pride in my views, even referring to myself from the pulpit as a “Bible Bigot”—as if intolerance based on scripture was morally acceptable.

In 1996, while serving as an interim pastor in a small Assembly of God Church in eastern Iowa, I experienced a depressive suicidal crisis. There is something to be said about the Buddhist practice of accepting suffering as a part of the human experience. My depressive episode opened me up to introspection. After treatment, I began a long process—taking two decades—involving paideia.

Support for abortion rights is rising among Iowa adults, according to the latest statewide survey by Selzer & Co for the Des Moines Register and Mediacom.

The findings illustrate why Republican lawmakers have tried to conceal the goal of their quest to add abortion language to Iowa’s constitution.

Two Iowa Republican legislators have joined a multi-state effort demanding steps to overturn the 2020 presidential election.

State Senator Jim Carlin and State Representative Sandy Salmon were among 41 legislators from sixteen states to sign the September 24 letter, enclosed in full below. It begins by wrongly claiming state lawmakers are “vested with the plenary power” under the U.S. Constitution to oversee presidential elections.

The signers assert that “our representative republic suffered a corrupted 2020 election,” and therefore “all 50 states need to be forensically audited,” with voter rolls “scrubbed.” If such measures “prove an inaccurate election was held,” the lawmakers want “each state to decertify its electors where it has been shown the elections were certified prematurely and inaccurately.” (The Constitution grants no authority to states to decertify past presidential elections.)

Chuck Grassley hasn’t been acting like a senator who plans to retire. So it was no surprise when he confirmed at 4:00 am that he’s running for an eighth U.S. Senate term. In a tweet from his campaign account, Grassley said he and his wife Barbara made the decision because he has “a lot more to do, for Iowa.”

Grassley never lost an election hasn’t lost an election since 1956, and barring some cataclysmic event, he’s not going to lose next year. Everything stacks in his favor: name ID, fundraising capacity, a comfortable lead over his best-known Democratic challenger, Iowans’ tendency to re-elect incumbents, generally favorable trends for Iowa GOP candidates, and the reality that midterms are usually tough for the president’s party. (Though State Senator Jim Carlin is staying in the race, I don’t see any path for Grassley’s Republican primary opponent.)

State Medical Director and Epidemiologist Dr. Caitlin Pedati is leaving the Iowa Department of Public Health (IDPH) in late October, the agency announced on September 22.

The leader of Iowa’s COVID-19 response had hardly been seen in public all year and granted few media interviews. Pedati was an occasional speaker at Governor Kim Reynolds’ televised news conferences during the first eight months of the pandemic, but had not appeared at one since November 2020.

The unexplained departure raised questions about whether Pedati walked or was forced out. Reynolds’ new spokesperson Alex Murphy told Bleeding Heartland via email that no one in the governor’s office asked the medical director to leave. “This was a personal decision by Dr. Pedati.” Murphy also said the governor won’t pick her successor; rather, IDPH Director Kelly Garcia “and her team will handle the hiring.”

I’ll be seeking records that could show whether Pedati (a board-certified pediatrician) disagreed with any aspects of Iowa’s COVID-19 mitigation strategy, such as grossly inadequate guidance for schools or the retreat from recommending masks, even for unvaccinated people crowded together indoors.

Whether or not Pedati had any private misgivings, she repeatedly failed to keep Iowans safe or adequately informed during this pandemic, which has already killed more than 1 in 500 Iowa residents who were alive eighteen months ago.
