With Steve King no longer serving in Congress, I rarely find an Iowan’s name on a short list of U.S. House Republicans doing something outrageous–like the twelve who voted this week against awarding Congressional Gold Medals to the Capitol Police, the D.C. police, and the Smithsonian Institution for their work on January 6.

But Representative Randy Feenstra, who defeated King in last year’s fourth district GOP primary, has quietly signed on to a Republican project that is just as offensive to democracy.

During their six years serving together in Congress, Iowa’s two Republican U.S. senators have rarely differed on matters that came to the Senate floor. But seven weeks into Joe Biden’s presidency, a pattern is emerging: Senator Joni Ernst is more inclined to reject the new president’s nominees than is her senior colleague Chuck Grassley.

In most cases, Ernst has not released any statement explaining her confirmation votes. Her staff have not responded to Bleeding Heartland’s inquiries about why she opposed specific nominees or her general approach to evaluating prospective cabinet members.

U.S. Senator Joni Ernst has voted against seven of President Joe Biden’s nominees so far: Director of National Intelligence Avril Haines, Secretary of State Antony Blinken, Homeland Security Secretary Alejandro Mayorkas, United Nations Representative Linda Thomas-Greenfield, Veterans Affairs Secretary Denis McDonough, Energy Secretary Jennifer Granholm, and Education Secretary Miguel Cardona.

This week the junior Iowa senator announced her opposition to another Biden pick: Colin Kahl for undersecretary of defense for policy. Kahl’s more than qualified for the position. The sticking point for Ernst and many of her Republican colleagues was a surprising one for anyone familiar with former President Donald Trump’s social media presence.

The race in Iowa’s second Congressional district, the closest U.S. House election since 1984, isn’t over just yet.

On December 22, Democratic candidate Rita Hart filed a “notice of contest” in the House, officially challenging the six-vote margin that separates her from Republican Mariannette Miller-Meeks. Now, the issue goes to the House Administration Committee, which recently agreed on rules to hear the case. Should it agree to investigate further, the winner could be decided by a majority vote in the House.

Hart’s bid is a long-shot. In the last 107 elections to be contested under the Federal Contested Elections Act, 104 failed. However, other circumstances favor Hart: Democrats control the chamber (221 to 211) and have already taken the unprecedented step of expelling Republican Marjorie Taylor Greene from her two committees. Plus, the Hart campaign has credible evidence that the initial vote-counting and subsequent recounting were flawed.

“No person should be discriminated against, no person should be bullied because of who they are, and no person should be discriminated against in the workplace, for any reason,” Republican Congressional candidate Ashley Hinson told an eastern Iowa magazine geared toward LGBTQ readers last fall.

Hinson had a chance to put her stated beliefs into action on February 25, when the U.S. House considered the Equality Act. The bill would ban discrimination on the basis of sexual orientation or gender identity in the areas of employment, education, housing, public accommodations, jury service, and access to credit or federal funding. But the new member of Congress from Iowa’s first district voted against it, as did all but three House Republicans (roll call).

Representative Cindy Axne, the lone Democrat in Iowa’s Congressional delegation, co-sponsored the Equality Act and was part of the 224 to 206 majority that approved it.

Governor Kim Reynolds and 21 of her Republican counterparts complained on February 27 that the latest Democratic COVID-19 relief package “punishes” their states.

It’s a strange take on a bill that would provide $350 billion to state and local governments across the country, including more than $2.5 billion to Iowa. In contrast, a smaller coronavirus response proposal from Republican members of Congress would allocate zero new dollars to state and local governments.

Politicians love farmers. Every caucus season they prove it: they throw a foot up on a hay bale and stump to a crowd at the Iowa State Fair, shove a pork chop into their mouth, use the term “heartland” and “kitchen table” a minimum of 400 times.

Vice President Mike Pence and the Iowa GOP love farmers so much that he came to town just after the August 2020 derecho to launch the Farmers and Ranchers for Trump Coalition. Senator Joni Ernst and Governor Kim Reynolds took time out of their disaster recovery schedule to accompany Pence to Living History [not a real] Farms. Pence didn’t visit a single farm, but he found time to host an exclusive fundraiser in Urbandale before flying away home.

U.S. Representative Randy Feenstra (IA-04) also loves farmers a lot. He introduced an amendment to allocate more aid to Iowans impacted by the derecho last year during a House Agriculture Committee markup of the proposed $1.9 trillion COVID-19 relief bill. Feenstra’s amendment passed by a single vote.

That vote came from Representative Cindy Axne (IA-03), the lone Democrat to cross the aisle.

On February 16, organizational and community leaders called on U.S. Representative Ashley Hinson to stand up for Iowans when it comes to pandemic relief legislation.

Iowans have been struggling for the past year dealing with the lack of response and urgency to the COVID-19 crisis. Whether it is the need for state and local aid to keep government staffing and services available to the public in this uncertain time, funding for vaccines and vaccine distribution, the need for loans and other financial assistance to the small business that are giving it their all just to hold on, or the moral imperative that the passage of the coronavirus relief bill would provide to the many Iowans who have lost their jobs, their health insurance, and are just barely scraping by each month – we need Hinson to vote in favor of President Joe Biden’s COVID relief plan.

Seven U.S. Senate Republicans joined all 50 members of the Democratic caucus in voting on February 13 to convict former President Trump on the sole count of incitement of insurrection. Although the number who voted guilty fell ten short of the 67 needed to disqualify Trump from holding any future office, it was the most bipartisan Senate vote on impeachment in U.S. history.

As the Republican Party struggles with how to handle Donald Trump in his post-presidency, it may do well to remember the fable of the scorpion and the frog.

Never underestimate the value of capable Congressional staffers, or of senators who can spot an opportunity.

The U.S. Senate voted on dozens of amendments during a marathon session starting on February 4 before passing the fiscal year 2021 budget resolution at 5:23 am the next day.

The “vote-a-rama” is “the price the majority party pays to approve a budget resolution,” Jennifer Scholtes and Caitlin Emma explained in Politico. The budget reconciliation process allows the Senate majority to move an important bill, like the next COVID-19 relief package, with only 51 votes, rather than the 60 votes needed to overcome a filibuster. On the other hand, senators in the minority can use the unlimited amendment process “to set up inconvenient or embarrassing show votes that might come back to haunt members of the majority during a reelection campaign,” in Ed Kilgore’s words.

Iowa’s Senator Joni Ernst prepared for this battle and got one of the roll calls she wanted. All but two members of the Democratic caucus opposed her language on immigration law enforcement, prompting Ernst to declare in a news release, “Majority of Democrats Side With Violent Illegal Criminals.”

However, she failed to force Democrats into a corner over what her staff called “blocking a drastic federal minimum wage hike during a pandemic.”

As a group, Iowa’s U.S. House members have less seniority than at any time in more than a century. But their lack of experience in Congress didn’t translate into undesirable committee assignments.

On the contrary: Iowa’s two-term Democrat and three Republican newcomers will all serve on influential panels.

During their six years serving together in the U.S. Senate, Iowa’s Senators Chuck Grassley and Joni Ernst have rarely landed on opposite sides of a roll call vote.

It’s already happened twice during the first week of Joe Biden’s presidency.

Two hours after President Joe Biden’s inauguration on January 20, U.S. Senator Joni Ernst said in a written statement, “As an eternal optimist, I am hopeful we can work together with President Joe Biden, and the first female Vice President, Kamala Harris, in a bipartisan way to deliver for the American people.”

Later the same day, Ernst was among just ten Republicans to oppose the first Biden cabinet nomination considered on the Senate floor.

Republican sanctimony and mendacity were on naked display Wednesday, January 13, in the House chamber where, one week earlier, members of both parties were evacuated as a mass of bloodthirsty fascists, egged on by the president of the United States and his treasonous fellow travelers, screamed for their heads.

Before the House voted to impeach the president of the United States for the second time in little more than a year, Representative Tom McClintock, Republican of California, pontificated that the president really didn’t say what he was documented as saying. “He specifically told the crowd to protest peacefully and patriotically,” McClintock claimed.

Uh, no, he didn’t. “When you catch somebody in a fraud, you are allowed to go by very different rules,” the president said before the riot.

Iowa’s delegation split along party lines as the U.S. House voted 232 to 197 on January 13 to impeach President Donald Trump on one count of “incitement to insurrection.”

Ten Republicans, including the third-ranking member of the GOP caucus, joined every Democrat in voting to impeach. I’ve enclosed below the lengthy House Judiciary Committee report supporting impeachment and the full text of the article, which argued that Trump “gravely endangered the security of the United States and its institutions of Government,” “threatened the integrity of the democratic system, interfered with the peaceful transition of power, and imperiled a coequal branch of Government.”

Iowa’s Representative Cindy Axne (IA-03) said in a written statement,

U.S. Representative Cindy Axne and other Democrats from Iowa came around late to the idea of impeaching President Donald Trump in 2019. But following the violent attempted coup at the U.S. Capitol on January 6, the sole remaining Democrat in Iowa’s Congressional delegation has determined that there is no time to waste in removing Trump from office permanently.

Axne’s office confirmed on January 8 that she will sign a resolution fellow House Democrats drafted, which charge Trump with abuse of power.

I do not make this decision lightly, but President Trump has the blood of five Americans – including one Capitol Police officer – on his hands. On Sunday, I swore to uphold the Constitution and protect our nation from enemies foreign and domestic. A President who incites an attack on the seat of our government is a threat that cannot be tolerated for even one more day.

Wednesday, January 6, America witnessed an armed insurrection. Revolt. Treason. It was fomented by the president of the United States.

The Atlanta Journal and Constitution reported: “Hours before unrest hit the Capitol, President Donald Trump arrived to his rally to embolden supporters to charge the U.S. Capitol Wednesday to show ‘fight’ for his unsubstantiated claims of election fraud ahead of a congressional vote count to affirm Joe Biden’s election victory.”

For as long as most Iowans can remember, our state has had at least one long-serving U.S. House representative. But following Dave Loebsack’s retirement and a second straight election in which Iowans voted out two members of Congress, our state’s House contingent now has less seniority than at any time since the 1860s.

My primary goal in running this website is to provide Iowa political news and analysis that’s not available anywhere else. U.S. House members took two important votes on December 28. First, 231 Democrats and 44 Republicans approved a motion to increase direct COVID-19 relief payments for millions of Americans from $600 to $2,000, as President Donald Trump had demanded last week. About an hour later, 322 representatives voted to override Trump’s veto of the National Defense Authorization Act. Iowa’s three Democratic representatives (Abby Finkenauer, Dave Loebsack, and Cindy Axne) were part of both majority votes.

Outgoing U.S. Representative Steve King was not present for either vote. Since the November election, he has missed most of the House floor action.

Everyone knew Iowa’s State Canvassing Board wouldn’t have the final word on the 2020 election in the second Congressional district when it certified a six-vote win for Republican Mariannette Miller-Meeks on November 30. Most politics watchers expected Democratic candidate Rita Hart to file for an election contest.

Instead, the Hart campaign announced on December 2 that it will bypass Iowa’s process and appeal directly to the Democratic-controlled U.S. House.

This won’t end well.

All 24 counties in Iowa’s second Congressional district have recounted their votes, but the race between Democrat Rita Hart and Republican Mariannette Miller-Meeks is far from over.

Trackers including Pat Rynard of Iowa Starting Line and Tom Barton of the Quad-City Times reached the same conclusion: once all counties submit their new numbers to the Iowa Secretary of State’s office, Miller-Meeks will have a six-vote lead out of more than 394,000 ballots cast. Rynard posted vote changes in each county since election day here. The two candidates’ vote share is identical to the one-hundredth of a percent (49.91 percent).

The Miller-Meeks campaign’s lawyer Alan Ostergren declared victory after Clinton County’s recount board finished its work on November 28. The Republican candidate said in a written statement, “While this race is extraordinarily close, I am proud to have won this contest and look forward to being certified as the winner by the state’s Executive Council on Monday.”

Three Republicans (Governor Kim Reynolds, Secretary of State Paul Pate, and Secretary of Agriculture Mike Naig) and two Democrats (State Treasurer Michael Fitzgerald and State Auditor Rob Sand) serve on the Executive Council. Assuming that body certifies the result, an election contest is extremely likely.

The Iowa Democratic Party has had a rough year. First, the bungling of last February’s caucuses, and now a dismal showing in races across the state on November 3.

The elevation and financial backing of moderate, middle-of-the-road candidates clearly isn’t a winning strategy. It’s not effectively motivating progressives or swinging undecided and independent voters in this state. While U.S. Representative Abby Finkenauer’s loss in the first Congressional district is befuddling given her record of diligent work for Iowans, and Rita Hart’s fate is dangling by narrow margins in the second Congressional district, the campaigns of Hart, U.S. Senate candidate Theresa Greenfield, and J.D. Scholten in the fourth district were lackluster affairs from the beginning.

The conventional wisdom about the congressional race in Iowa’s fourth district is that Republican Randy Feenstra is going to win, not because he’s Randy Feenstra, but because he’s a Republican. That conventional wisdom about IA-04 was nearly proved wrong in 2018, when Democrat J.D. Scholten lost to Representative Steve King by a little more than three percentage points. The near-miss helped the Republican congressional leadership decide to defenestrate King from congressional committees because he was a little too obvious about being a white supremacist. Four conservative candidates went after him in the primary, and Feenstra won.

Is IA-04 still a rural red district where Democratic ambitions go to die, or is Scholten going to finish the job he started two years ago? Without King on the ballot, will he still attract 25,000 Republican crossover votes? We will not know the answer until at least election night, or later. But Scholten has a lot going for him.

The U.S. House on October 1 approved a new version of a coronavirus relief package. The 214 to 207 vote split mostly along party lines, but Representative Cindy Axne (IA-03) was among eighteen Democrats to oppose the bill, along with all Republicans (roll call).

When the previous version of the so-called Heroes Act came before the House in May, Representative Abby Finkenauer (IA-01) joined Axne in voting no, while Representative Dave Loebsack (IA-02) supported the bill, as did most House Democrats. Today Finkenauer and Loebsack both voted with the majority of their caucus.

Statements from all three Iowa Democrats in Congress are after the jump. Republican Representative Steve King (IA-04) voted against the bill but didn’t post about it on his social media. His office has not put out a news release since a few days before King lost the June primary to State Senator Randy Feenstra.

In the clearest sign yet that the business establishment is preparing for a Democratic administration in Washington, the U.S. Chamber of Commerce will endorse 23 first-term House Democrats, including U.S. Representatives Abby Finkenauer (IA-01) and Cindy Axne (IA-03).

Alex Gangitano was first to report the planned endorsements for The Hill on September 1. Other political reporters soon confirmed the news.

U.S. Senator Chuck Grassley’s reputation as a defender of whistleblowers and government oversight has taken a hit lately, as President Donald Trump sidelined five inspectors general over a span of two months and rebuffed the senator’s demand for an explanation.

In an escalation of sorts, Grassley announced on June 4 that he would hold up two of Trump’s nominees until the White House complies with federal law requiring that the president explain in writing why he removed inspectors general.

The senator might have some leverage if he were willing to block high-priority nominees for the administration. But the opposite is true. The same day Grassley took a stand on inspectors general, he and Iowa’s Senator Joni Ernst advanced yet another unqualified judicial nominee.

Maybe Chicken Little had something after all in his squawking, “The Sky is Falling! The Sky is Falling.” 

Maybe I had something just as panic-stricken in an email I sent U.S. Senator Chuck Grassley last year, when I suggested he might be “an assistant gravedigger for democracy.”

Both reflections tie in with concerns about the double whammy now striking our nation: dealing  with the novel coronavirus and having Donald Trump as president. Our country’s odds are good on surviving COVID-19, but not as good on surviving Trump. Virus-related issues crank up the zoom lens in monitoring the president, and that’s un-nerving because even a microscopic look at Trump can be as troubling as a microscopic look at the virus.

Congress “expanded unemployment insurance by 250 billion dollars” to support laid-off workers, Senator Joni Ernst said during a news conference organized by Governor Kim Reynolds on March 29.

She didn’t mention that she and fellow Republican Senator Chuck Grassley had voted to reduce the amount millions of jobless people will receive over the next four months.

The U.S. Senate voted on March 18 to approve a second bill responding to the rapidly spreading novel coronavirus (COVID-19), and President Donald Trump signed the legislation later the same day. Senators Joni Ernst and Chuck Grassley were part of the 90 to 8 bipartisan majority that approved final passage of the bill. But first, Iowa’s senators supported a Republican amendment to remove mandatory paid sick leave from the bill the U.S. House approved late last week.

The U.S. House has fast-tracked a bill responding to the economic challenges created by the novel coronavirus (COVID-19) pandemic. All 223 Democrats present–including Iowa’s Representatives Abby Finkenauer (IA-01), Dave Loebsack (IA-02), and Cindy Axne (IA-03)–voted for the bill shortly before 1:00 am on March 14, joined by 140 Republicans (roll call). U.S. Representative Steve King (IA-04) was one of 40 House Republicans to vote no.

Democrats will not have a contested primary in Iowa’s second Congressional district after all. Newman Abuissa announced on March 2 that he is suspending his campaign.

Plenty of successful Iowa politicians have lost their first campaign as a challenger, then defeated the same incumbent two years later. (Tom Harkin and Berkley Bedell are two of the most famous examples.) Rematches occur in a different political context. The challenger has higher name recognition, and the prevailing national atmosphere may favor the party out of power.

In Iowa’s third Congressional district, another kind of rematch is taking shape. U.S. Representative Cindy Axne, who took down an incumbent on her first attempt, will face David Young, who won two U.S. House races before losing to Axne in a difficult year for Republicans nationally.

Republicans and GOP-aligned interest groups did not make a serious play for Iowa’s second Congressional district in the 2016 or 2018 elections, but this seat covering 24 counties in southeast Iowa is expected to be much more competitive this year, due to U.S. Representative Dave Loebsack’s retirement.

As the filing period for state and federal candidates approaches, both parties still have two declared candidates in IA-02, but the front-runners–former State Senator Rita Hart for Democrats and State Senator Mariannette Miller-Meeks–have further consolidated their positions.

Now that the presidential candidates have moved on, it’s time to catch up on the state of play in Iowa’s four U.S. House races, all of which should be competitive.

First, a look at the two-woman race shaping up in the first district.

The National Republican Congressional Committee has picked a favorite in the GOP primary to represent Iowa’s second district.

U.S. Senator Joni Ernst told Iowa reporters in October that if articles of impeachment were referred to the Senate, she would “evaluate the facts” as a “jurist.”

Senator Chuck Grassley voted to allow deposition of witnesses in President Bill Clinton’s impeachment trial, explaining at the time he was supporting “a tightly disciplined legal process to get the information needed to help clear up important discrepancies on the record. Witnesses will not be called simply for the sake of calling witnesses. Seeking this information is important to a process that is judicious.”

Yet Iowa’s senators joined all of their Republican colleagues on January 21 to prevent senators from examining any documents the White House is withholding and from hearing any witness testimony about President Donald Trump’s conduct.

U.S. Senator Joni Ernst has brushed off as “moot” a new finding that the Trump administration broke federal law by withholding security assistance to Ukraine during the summer of 2019.

The U.S. Government Accountability Office said in a January 16 report that the Office of Management and Budget (OMB) violated the Impoundment Control Act when it withheld funds from the Defense Department. “Faithful execution of the law does not permit the President to substitute his own policy priorities for those that Congress has enacted into law.”

Ernst has long advocated increasing our country’s military support for Ukraine. But speaking to Iowa media this morning (audio), she suggested the GAO findings were not relevant, since Ukraine eventually received the assistance Congress approved.

The U.S. House voted on January 9 to block further military action against Iran without express authorization from Congress.

In a written statement, Representative Steve King (IA-04) thundered against what he called “bad legislation that seeks to tie the President’s hands,” adding,

I stand with letting President Trump, our Commander-in-Chief, make the tough calls and take the swift and certain actions that he determines are necessary to protect our nation, our citizens, and our interests from Iranian acts of hostility.

King was singing a different tune when House members of both parties passed a similar resolution in 2011 to limit President Barack Obama’s military engagement in Libya.
