The back to school ads have started. Even with heat indexes of 100, those ads send chills down the spine of educators. Those chills are a cocktail of optimism, excitement, worry, and dread, with a garnish of hope and a twist of anger.

As the new school year begins, it’s important to have the public education family around the kitchen table for a meeting. That family includes teachers, professional support staff, administrators, school board members, and parents. Like all families, there is always the weird uncle or cousin you want to hide in the attic, but with November looming, the public education family needs all its members to be speaking in one voice.

“Tariffs are the greatest!” President Donald Trump tweeted today, adding that “All will be Great!”

A few hours later, the U.S. Department of Agriculture announced “up to $12 billion in programs” aimed at helping farmers, “in line with the estimated $11 billion impact of the unjustified retaliatory tariffs on U.S. agricultural goods.”

Trump will surely talk up the assistance at his joint event with Representative Rod Blum (IA-01) in Dubuque on July 26. But the escalating trade war isn’t just affecting farmers. Steel tariffs are hurting manufacturers too. “Whirpool shares plummeted Tuesday after executives blamed rising steel and aluminum costs for diminished quarterly earnings,” Michael Sheetz reported for CNBC on July 24. Whirlpool’s refrigerator factory in Amana is the largest employer in Iowa County.

While Democrats criticized the temporary response to a “self-inflicted wound,” top Iowa Republicans reacted to the farm aid plan in three distinct ways. Blum and Representative Steve King (IA-04) unambiguously praised the president. Their U.S. House colleague David Young (IA-03) was notably more critical of Trump’s policy. Iowa’s U.S. senators, Governor Kim Reynolds, and Secretary of Agriculture Mike Naig tried to thread the needle, depicting themselves as fighting for Iowa farmers and open markets without denouncing the president’s approach to trade negotiations.

Two of Iowa’s Congressional districts are among the seventeen U.S. House seats where Sabato’s Crystal Ball has adjusted its ratings in favor of Democrats. Until now, the non-partisan election forecaster saw Iowa’s first district (Rod Blum) as a “toss-up” race, IA-03 (David Young) as “lean Republican,” and IA-04 (Steve King) as “safe Republican.”

Today analysts moved Young’s race to “toss-up” and King’s to “likely Republican.”

As always, a few surprises lurked in the campaign finance reports Iowa statewide and legislative candidates were required to file by July 19.

Some Iowa office-holders who are facing tough campaigns made little apparent effort to raise money, even though fundraising capacity is one of the biggest perks of incumbency in American politics.

In the past decade, the Democratic Party has lost control of both houses of the Iowa legislature as well as the governor’s office. It is difficult to overstate the damage that has been done to the people of Iowa by the Republicans. If they keep control of the governor’s office and legislature next November, they can add the judiciary to their list of conquests. When that happens, things will get even worse–much worse.

Governor Kim Reynolds launched her first negative television commercial on July 20, with a spot focusing on decisions Fred Hubbell made as chief executive of Younkers during the 1980s. The move came a few days after another national election forecaster declared the Iowa governor’s race a “toss up,” as Cook Political Report did last month.

Incumbents who are confident about their standing with voters don’t typically go negative on tv this far out from an election. New campaign disclosures filed on July 19 show that while Reynolds had more cash on hand than her opponent–even after spending $1.2 million on advertising since the end of May–Hubbell more than doubled her fundraising during the same period and will likely be competitive financially through the November election.

Iowa cities may regulate fireworks sales through zoning or permitting rules, as long as those ordinances do not ban such sales or impose burdens on fireworks sellers not affecting other merchants, a federal court held this week.

The hill for Democrats to climb in the Iowa Senate just got steeper. State Senator Chaz Allen announced today that he will not seek a second term because of an unspecified “new business opportunity.”

The very first sentence on the “About” page of the Iowa Association of School Boards (IASB) website reads, “Since 1946, the Iowa Association of School Boards has been committed to serving Iowa school boards and public schools.” However, public school employees may begin to wonder given some of the organization’s recent actions.

Two of Iowa’s four Congressional campaigns are among the most competitive U.S. House races in the country. On July 18, the Cook Political Report moved the third district contest from “lean Republican” to “toss up,” saying Democratic challenger Cindy Axne “has developed into a serious threat” to two-term Republican incumbent David Young.

While it’s always been clear IA-03 would be in play this cycle, insiders in both parties and election forecasters have generally seen Young as less vulnerable than GOP Representative Rod Blum. Iowa’s first district has been widely acknowledged as a toss-up race for months. Even now, Young looks better positioned to survive a possible Democratic wave election than Blum.

Here’s why Democrats and Republicans have grounds to feel optimistic about IA-03:

Finding a new wildflower is always a treat. I was treated this spring when a wildflower friend, Ken Plagge, called to tell me that he had found a Small white lady’s slipper at Wilkinson Pioneer Park in Rock Falls (Cerro Gordo County). Also called White moccasin flower, Small white lady’s slipper (Cypripedium candidum) is a native orchid often associated with the words “rare” and “threatened.” It is found in prairie fens and wet/mesic prairies.

However, the treat did not end there. Ken and I soon found out from the Cerro Gordo County Conservation team that this flower’s presence had never been recorded at Wilkinson Pioneer Park. A short 24 hours after first seeing the plant, we were meeting with Mark Leoschke, a state botanist with the Iowa Department of Natural Resources, to help document the white lady’s slipper’s existence in Rock Falls.

Republicans spent more than $420,000 defending Iowa House Majority Leader Chris Hagenow’s seat during the last election cycle. But after Hagenow moved further west to a safer seat, his chosen successor Michael Boal raised under $12,000 during his first four and a half months as a candidate in House district 43.

The latest campaign financial disclosures show Boal has just $3,697.26 cash on hand for a race Democrats have pegged as one of their top state legislative pickup opportunities nationally. Jennifer Konfrst, making her second bid to represent this suburban district, has raised more than $30,000 since the beginning of this year and has $51,257.85 cash on hand.

The Iowa Ethics and Campaign Disclosure Board on July 13 unanimously approved a reprimand and $100 fine for Jim Mowrer, who directed a federal political action committee while seeking the Democratic nomination for Iowa secretary of state.

Former Republican State Representative Ken Rizer announced yesterday that he was quitting the GOP over President Donald Trump’s “erratic and misguided leadership.” Less than 24 hours later, the post had vanished from Rizer’s Facebook feed.

I jotted down some quick thoughts on the press conference between President Donald Trump and Russian Dictator President Vladimir Putin that has jaws dropping globally.

TL;DR version: Trump says he believes Putin & Co. didn’t mess with our elections.

This flies in the face of evidence from the CIA, the Senate Intelligence Committee, and Trump’s own Justice Department who just moments ago announced the arrest of a Russian national for “infiltrating organizations having influence in American politics, for the purpose of advancing the interests of the Russian Federation.”

State Senator Nate Boulton made clear this afternoon he will not resign from the legislature over the sexual misconduct allegations that ended his Democratic campaign for governor in May.

In a written statement posted in full below, he attributed some of his past actions to “binge drinking,” which “has no doubt led me to misread appropriate social boundaries and make choices that I would never tolerate while sober.” Boulton said he began working on his alcohol consumption last November and has not had a drink in months despite the “humiliating public debate” over his behavior. He further resolved to “make my example one of hope for anyone struggling through a personal crisis” and continue serving out his Iowa Senate term, which runs through 2020.

The Iowa Ethics and Campaign Disclosure Board voted unanimously on July 13 to fine and reprimand the city of Windsor Heights for sending a mass mailing that appeared to advocate for passage of a local-option sales tax in Polk County.

Iowa candidates seeking to use campaign funds to cover child care expenses are out of luck unless the state legislature and governor expressly allow the practice. The Iowa Ethics and Campaign Disclosure Board voted 5-1 at a July 13 meeting for an opinion stating, “We do not believe Iowa law clearly allows campaign funds to be used for a candidate’s childcare expenses related [to] campaigning. We believe this issue is a policy decision best left to the legislature.”

The Federal Election Commission determined in May that Congressional candidates “may use campaign funds” to pay for child care expenses that “would not exist irrespective” of the campaign. Soon after, state House candidate Reyma McCoy McDeid, a single mother of a three-year-old, requested an advisory opinion on the matter from Iowa’s campaign regulator.

The new leader of the U.S. Department of Justice Criminal Division has never prosecuted a case and recently represented a major Russian bank aligned with the Kremlin. Nevertheless, Senators Chuck Grassley and Joni Ernst joined every Republican present (plus one conservative Democrat) to confirm Brian Benczkowski on July 11 as assistant attorney general.

I have lived in Iowa for almost 20 years of my life in total, over several tenures, and for the life of me, I still can’t understand why the voters of the state allow the degree of governmental centralization that exists in the Des Moines area while so many smaller towns in the state continue to experience demographic and economic decline.

Humor me for a bit and engage with me in a “What If?” exercise. What if all the jobs involved in running the Iowa state government were more equally distributed around the state, say on a per capita basis, or better, weighted to local economic need? In this world of high-tech communication, why does Des Moines, already awash in private and public economic development dollars, continue to hold such a disproportionate share of the jobs required to run the state government? We’ll look at the obstacles in a bit, but we first may need some “whack on the side of the head” re-imagining here.
