State Senator Nate Boulton made clear this afternoon he will not resign from the legislature over the sexual misconduct allegations that ended his Democratic campaign for governor in May.

In a written statement posted in full below, he attributed some of his past actions to “binge drinking,” which “has no doubt led me to misread appropriate social boundaries and make choices that I would never tolerate while sober.” Boulton said he began working on his alcohol consumption last November and has not had a drink in months despite the “humiliating public debate” over his behavior. He further resolved to “make my example one of hope for anyone struggling through a personal crisis” and continue serving out his Iowa Senate term, which runs through 2020.

The Iowa Ethics and Campaign Disclosure Board voted unanimously on July 13 to fine and reprimand the city of Windsor Heights for sending a mass mailing that appeared to advocate for passage of a local-option sales tax in Polk County.

Iowa candidates seeking to use campaign funds to cover child care expenses are out of luck unless the state legislature and governor expressly allow the practice. The Iowa Ethics and Campaign Disclosure Board voted 5-1 at a July 13 meeting for an opinion stating, “We do not believe Iowa law clearly allows campaign funds to be used for a candidate’s childcare expenses related [to] campaigning. We believe this issue is a policy decision best left to the legislature.”

The Federal Election Commission determined in May that Congressional candidates “may use campaign funds” to pay for child care expenses that “would not exist irrespective” of the campaign. Soon after, state House candidate Reyma McCoy McDeid, a single mother of a three-year-old, requested an advisory opinion on the matter from Iowa’s campaign regulator.

The new leader of the U.S. Department of Justice Criminal Division has never prosecuted a case and recently represented a major Russian bank aligned with the Kremlin. Nevertheless, Senators Chuck Grassley and Joni Ernst joined every Republican present (plus one conservative Democrat) to confirm Brian Benczkowski on July 11 as assistant attorney general.

What could go wrong?

I have lived in Iowa for almost 20 years of my life in total, over several tenures, and for the life of me, I still can’t understand why the voters of the state allow the degree of governmental centralization that exists in the Des Moines area while so many smaller towns in the state continue to experience demographic and economic decline.

Humor me for a bit and engage with me in a “What If?” exercise. What if all the jobs involved in running the Iowa state government were more equally distributed around the state, say on a per capita basis, or better, weighted to local economic need? In this world of high-tech communication, why does Des Moines, already awash in private and public economic development dollars, continue to hold such a disproportionate share of the jobs required to run the state government? We’ll look at the obstacles in a bit, but we first may need some “whack on the side of the head” re-imagining here.

When I first photographed today’s featured wildflowers two summers ago, I hoped I had found a new (to me) native species. A friend thought the flowers might be Canada frostweed. Alas, John Pearson of the Iowa Department of Natural Resources confirmed the ID as a weed with origins in Eurasia.

Moth mullein (Verbascum blattaria) has become widespread throughout the U.S. and Canada. According to the Illinois Wildflowers website, the plant thrives in sub-optimal habitats, such as “pastures, abandoned fields, vacant lots, irregularly mowed lawns, areas along roadsides and railroads, and gravel bars along rivers. It prefers highly disturbed areas and is not invasive of natural areas to any significant degree.” Indeed, I’ve never seen moth mullein on a native or restored prairie. I took all of the enclosed pictures along the Meredith Trail between Water Works Park and Gray’s Lake in Des Moines, disturbed ground that was once a rail line.

Though my editorial bias favors native plants, Iowa wildflower Wednesday has occasionally showcased non-natives, even some considered undesirable weeds. After last week’s red, white, and blue extravaganza, I felt like posting pictures of pretty yellow blossoms today. (White is supposedly a common color variation for moth mullein flowers, but I’ve only ever seen the yellow variety.)

After eight years as an all-male club, the Iowa Supreme Court will soon gain its third ever woman justice.

Members of the State Judicial Nominating Commission submitted three names to Governor Kim Reynolds on July 10: District Court Judge Susan Christensen of Harlan, private attorney Terri Combs of West Des Moines, and District Court Chief Judge Kellyann Lekar of Waterloo. Within the next 30 days, Reynolds must choose one of those women to replace retiring Justice Bruce Zager.

Alexandria Ocasio-Cortez’s victory in the Democratic primary for New York’s fourteenth Congressional District showed that authenticity, passion, and a strong commitment to a democratic socialist vision of policies for all people can win elections. That bright spot in an otherwise dark period in our country’s history offers hope for the future of the current Democratic Party.

Her victory should also illustrate the risk of relying solely on political pundits to explain, and validate, her individual impact and the root causes of her success. Ocasio-Cortez’s victory was inspiring, both for the boldness of her platforms and for two very striking factors: young age and lack of money. At 28, her obvious maturity and depth is portrayed as rare among her generational peers. But is it truly rare, or have we Democrats simply failed to explore the potential of a new generation or candidates that challenge conventional assumptions?

Iowans of all political persuasions are grieving former Governor Bob Ray, who passed away on July 8 at age 89. I can’t think of any Republican more admired by Iowa Democrats. My parents canceled out each other’s votes in most elections for decades, but my mother supported Ray whenever he was on the ballot. Bill Crews, who managed the governor’s 1978 re-election campaign, remembered Ray as his “best boss and a great mentor.” Crews took the above photo on the night Iowans elected Ray to his fifth and final term.

“The U.S. soybean industry’s worst fears are coming to pass today,” the Iowa Soybean Association said in a statement as the first round of tariffs between the U.S. and China went into effect on July 6.

Senator Joni Ernst’s July 6 town hall at the high school auditorium in Shenandoah (Page County) was a well-attended, civil meeting. People who wanted to participate filled out a slip of paper, which were drawn out of a glass jar to determine who would be able to ask questions. Ernst sat at a table in front of the room.

Yesterday, Eric Donat shared with us his thoughts about employment for individuals with disabilities. I have to say, when I saw his post I was sad and mad. Sad at hearing about his personal experience and mad that someone did not feel dignity in their workplace.

Seven Orlando parks in eight days equals gallons of sweat, aching legs, and gigantic lines. It means grandchildren smiles and fast food overdose. Days divided into ride time waits, Fast Pass deadlines, and heat-induced observations before being dropped and twirled. These are those observations.

I once worked at Goodwill of Northeast Iowa. I was paid $0.06 (6 cents) per hour minus meals. For one week of working there I was paid $3.24 – and went out and purchased an ice cream cone.

Prisoners are paid 25 to 50 cents per hour for their work and duties inside prison. Therefore, they are “worth more” and are “more valuable” than me while I was being paid 6 cents per hour when I worked at Goodwill.

For Republicans who go on about the “dignity of work”: for me, there was no dignity in “working”- in the back room sorting ţhings, while being bullied, emotionally abused, and shamed.

When Fred Hubbell selected State Senator Rita Hart as his running mate, Democrats had to scramble to find a new candidate in Iowa Senate district 49. Patti Robinson announced her candidacy on July 3. She will face Republican Chris Cournoyer, who has been campaigning here since last November.

Hart was favored for re-election, having won by nearly 900 votes in 2014 despite the statewide GOP landslide. However, an open seat should be highly competitive. Both parties may devote hundreds of thousands of dollars to this race, based on spending totals from the battleground Iowa Senate districts during the 2016 cycle.

Democrats are looking at a difficult state Senate map this year and can’t afford to lose any ground to maintain a realistic chance of regaining the majority in 2020. Republicans currently hold 29 of the 50 Senate seats and will pick up Senate district 1, where Iowa’s only independent lawmaker David Johnson is retiring.

Years ago, I did a tongue-in-cheek summary of major tax issues and used variations on movie titles as lead-ins to discussions of various taxes. At that time, I lamented the various factors eroding state and local government sales tax collections (and recently reprised these concerns on Bleeding Heartland), labeling the discussion “Dearth of a Sales Tax.” With that background in mind, it’s time to cue up Star Wars theme music for this year’s summer tax blockbuster, The (Sales Tax) Force Awakens.

On June 21, 2018, the U.S. Supreme Court (SCOTUS) threw sales tax dependent state and local governments something of a lifeline, as it overturned two long-standing sales tax precedents that had limited the ability of governments to compel the collection of sales taxes from sellers without a physical presence in their state.

Despite heat advisories across most of the state, at least 2,000 Iowans turned out for rallies and marches on June 30 to oppose the Trump administration’s family separation policy and demand justice for immigrants.

Like the Women’s March and similar mass protests from the past two years, the Keep Families Together events were a target-rich environment for creative political signs and t-shirts.
