Teachers in West Virginia, Oklahoma, and Kentucky have walked out of classrooms and shut schools across their states in protest of poor funding and attacks on pensions. Arizona teachers have joined the protests after years of underfunding schools in that state. In Iowa the new collective bargaining law has been in effect for a little over a year and many teachers are just now realizing the impact of the dramatic changes brought about by the legislation.

The latest fundraising numbers from Iowa’s first Congressional district confirm what was already apparent: Representative Rod Blum is among the country’s most vulnerable U.S. House incumbents, and Abby Finkenauer will be the prohibitive favorite in the June 5 Democratic primary.

Lawmakers have introduced a glut of proposed amendments to Iowa’s Constitution in the legislature this year. So far, only two have survived. House Joint Resolution 2009 would guarantee the right to bear arms. Both chambers would have to pass identical language during the Eighty-Eighth General Assembly (2019-2020) in order to put that amendment on the November 2020 ballot for Iowans to approve or disapprove.

The other proposal is Senate Joint Resolution 2006, which would change the procedure for who succeeds the governor in case of death, resignation, impeachment, or inability to carry out the duties of governor. It also redefines the procedure for accomplishing that transition.

Secretary of State Paul Pate failed to list two companies he controls on his latest personal financial disclosure form, Ryan Foley reported for the Associated Press on April 17.

Instead of instructing Pate to correct his filing, Iowa Ethics and Campaign Disclosure Board executive director Megan Tooker gave the incomplete form her blessing. She further suggested it would be unfair for her to require more detail from Pate after receiving a “media inquiry.”

Tooker and longtime board chair James Albert just gave every state official reason to believe they will be in the clear, even if watchdogs uncover material omissions on their personal disclosures.

It is time for an Iowa Crime Victim Rights Constitutional Amendment that will give constitutional standing to basic crime victim rights in the Iowa Code. Basic crime victim rights in the justice system include: the right to timely notification on the case and on the status of the offender; the right to be present at criminal proceedings; the right to be heard at sentencing and parole; the right to request restitution for financial loss; and the right to court consideration of their safety in all phases of the case.

Some Iowa victim advocates have worked for a crime victim rights amendment for several decades. I’ve filed an amendment each of my three sessions in the House. There are two major differences this year.

Iowa progressives have been mourning the loss of a longtime advocate for justice and LGBTQ equality this week. Since Donna Red Wing passed away on April 16, Iowans who knew her well have shared their reflections and stories. With permission, I’ve posted some of those comments below.

The main campaign arm of U.S. House Republicans spent more than $1 million in 2014 trying to unseat Representative Dave Loebsack in Iowa’s second district. But national Republicans left the last Democrat representing our state in Congress alone during the 2016 campaign, and Loebsack is unlikely to be targeted this year either.

Fundraising by the candidates becomes more important when outside groups don’t get involved in a House race. For that reason, the latest batch of Federal Election Commission quarterly reports were especially encouraging for Loebsack.

The Democratic campaign in Iowa’s third Congressional district is unlike any three-way race I can recall here. All of the candidates have raised enough money to get their message to voters district-wide before the June 5 primary. Disappointed activists won’t be able to claim later that their favorite could have won the nomination if only s/he hadn’t been drowned out by a better-funded front-runner.

Meanwhile, two-term Republican Representative David Young continues to amass a huge war chest, mostly thanks to a small army of corporate political action committees.

Last week was National Crime Victims’ Rights Week, when victims across the country are honored for their forced participation in acts that changed the trajectory of their lives. It was a week to celebrate and support survivors in their journeys to healing and recovery.

I never thought I would have a reason to be a participant in that celebration.

There can’t be many entrenched U.S. House incumbents with smaller campaign war chests than Representative Steve King. For the second quarter in a row, J.D. Scholten, one of three Democrats running in Iowa’s fourth Congressional district, raised more money than the eight-term Republican.

Although King slightly increased his fundraising compared to the last quarter of 2017, his cash on hand is less than a third of Scholten’s. Follow me after the jump for highlights from all the IA-04 candidates’ Federal Election Commission filings, which were due on April 15.

Republican Representative Rod Blum (IA-01) was the only Iowan among 88 U.S. House members who “strongly” urged President Donald Trump “to consult and receive authorization from Congress before ordering additional use of U.S. military force in Syria.” Trump ordered missile strikes on three sites in Syria within hours of receiving the April 13 letter.

Iowa’s campaign regulator may soon break new ground on interpreting language that forbids government bodies from spending public money for political purposes. When deciding whether two city governments went too far in encouraging residents to vote for a local option sales tax, the board will determine whether “express advocacy” can include language that stops short of explicitly urging citizens to vote a certain way.

The Iowa Coalition Against Sexual Assault (IowaCASA) and the Iowa Coalition Against Domestic Violence (ICADV) oppose the bill known as “Marsy’s Law,” in its current form. This legislation proposes to amend Iowa’s state constitution to establish specific rights for victims of crime. However, Iowa law already provides statutory victims’ rights protections under Chapter 915.

While we remain unwavering in our support for crime victims, we believe a constitutional amendment is the wrong mechanism for effectively supporting victims. Legislation like Marsy’s Law undermines the systems and services that can better meet the comprehensive needs of victims of crime. What’s more, Marsy’s Law provides no meaningful remedy or adequate funding for services. It provides a false hope to victims, and prioritizes the rights of victims who pursue remedy in a courtroom over the vast majority of victims who choose not to.

Governor Kim Reynolds has signed a bill designed to force Iowa police and sheriffs to assist with federal immigration enforcement.

In so doing, she undermined public safety and constitutional rights against unreasonable searches and seizures–not only for those living in Iowa without legal authorization, but also for immigrants who are lawfully present or even U.S. citizens.

What would you say to a crop that grows well in Iowa, has the potential for significantly higher profit margins, and can be used for everything from building material to cosmetics to food? Industrial hemp is the answer, and Iowa is no stranger to it.

Republican Annette Sweeney will represent Iowa Senate district 25 for the remainder of the year after winning today’s special election by 4,742 votes to 3,726 for Tracy Freese (56.0 percent to 44.0 percent), according to unofficial results. Although that may not sound like a close race, Freese’s vote share was impressive in a district with nearly twice as many registered Republicans as Democrats.

Hillary Clinton received about 33.6 percent of the vote in Senate district 25 in November 2016. Two years earlier, Democratic U.S. Senate candidate Bruce Braley received just under 34.8 percent here. Democrats did not field a candidate in Senate district 25 during the 2014 cycle.

In addition, Freese was a first-time candidate, whereas Sweeney represented parts of this district for four years in the Iowa House. The Iowa GOP also spent far more promoting Sweeney during the brief special election campaign (truncated because Majority Leader Bill Dix resigned during the legislative session) than the Iowa Democratic Party did on behalf of Freese. Unlike the December special election in Senate district 3, Republicans had quite a few canvassers and ballot chasers out during the last several days.

On average, women employed full-time, year-round earn less than men in every part of the U.S., but the “gender-based wage gap” is larger in Iowa than in most other states. I enclose below some depressing numbers to mark “Equal Pay Day,” a concept representing “the date when working women’s wages catch up to what men were paid the previous year.”

During the second coming of the Terry Branstad administration, a new teacher funding program called Teacher Leader Compensation (TLC) began. While all of the major education groups in 2013 welcomed the new money, everyone forgot what it could do to overall school funding for the future. Like the un-forecasted snow storm, TLC has caused major unpredicted and unintended damage to Iowa schools.
