There is little doubt, coupons have helped build America consumerism. For some, if there isn’t a coupon, there isn’t a bargain. There is nothing wrong with that approach to shopping. In fact, it has become a hobby for some and even spawned reality TV shows. It’s a choice, and the shopper’s choice alone. It’s really a contract between the shopper and the store.

Now comes the Republican Party with their own coupon offering, but this one has big catch. The coupon is not free in the newspaper or on the internet. It’s paid for by tax dollars. It’s a voucher plan the Republican Party has labeled as an Education Savings Accounts. But don’t be fooled, they can call it anything they like, it’s still a coupon for private tuition paid for by Iowa taxpayers.

Governor Kim Reynolds continues to take credit for a major benefit of the Affordable Care Act, even as she calls on Congress to repeal and replace the 2010 health care reform law. During today’s Condition of the State address, the governor boasted that compared to a few years ago, “150,000 more Iowans have mental health coverage today and have access to more local and modern service.”

She didn’t mention that those Iowans gained health insurance only because the Affordable Care Act included funding to expand Medicaid.

Governor Kim Reynolds proposes eliminating federal deductibility as part of a broad tax reform plan, she revealed today during her first Condition of the State address to Iowa lawmakers. She’ll have to spend some political capital to get that idea through the legislature. In a plot twist, the fiercest opposition will come from members of her own party, including leaders of the House and Senate tax-writing committees.

The Iowa House and Senate convened Monday with the usual big promises and platitudes about working together to build a better future for Iowans.

Behind the optimistic rhetoric, all signs point to another contentious legislative session. The opening day speeches by Republican and Democratic leaders, enclosed in full below, revealed almost no common ground about the focus of lawmakers’ work and no indication that the most important bills will incorporate Democratic ideas. My takeaways:

The Iowa Senate begins work today with 29 Republicans, 20 Democrats, and one independent, former Republican David Johnson.

I enclose below details on the majority and minority leadership teams, along with all chairs, vice chairs, and members of standing Iowa Senate committees. Where relevant, I’ve noted changes since last year’s legislative session.

Just six senators are women (five Democrats and a Republican), down from ten women serving in the chamber in 2013 and 2014 and seven during 2015 and 2016. All current senators are white. To my knowledge, the only African-American ever to serve in the Iowa Senate was Tom Mann, elected to two terms during the 1980s. No Latino has ever served in the Iowa legislature; in 2014, Nathan Blake fell 18 votes short of becoming the first to join the Senate. No Asian-American has served in the state Senate since Swati Dandekar resigned in 2011.

Some non-political trivia: the 50 Iowa senators include two with the surname Johnson, four Marks, and two men each named Bill, Richard (Rich and Rick), Robert (a Rob and a Bob), Dan, Jim, Tim, Tom, Jeff, and Charles (one goes by Chaz).

The Iowa House opens its 2018 session today with 58 Republicans, 41 Democrats, and one vacancy, since Jim Carlin resigned after winning the recent special election in Iowa Senate district 3. Voters in House district 6 will choose Carlin’s successor on January 16. UPDATE: Republican Jacob Bossman won that election, giving the GOP 59 seats for the remainder of 2018.

The 99 state representatives include 27 women (18 Democrats and nine Republicans) and 72 men. Five African-Americans (all Democrats) serve in the legislature’s lower chamber; the other 95 lawmakers are white. No Latino has ever been elected to the Iowa House, and there has not been an Asian-American member since Swati Dandekar moved up to the Iowa Senate following the 2008 election.

Under the Ethics Committee subheading, you’ll see a remarkable example of Republican hypocrisy.

Some non-political trivia: the Iowa House includes two Taylors (one from each party) and two Smiths (both Democrats). As for first names, there are six Davids (four go by Dave), four Roberts (two Robs, one Bob, and a Bobby), four Marys (one goes by Mary Ann), three Johns and a Jon, and three men each named Gary and Charles (two Chucks and a Charlie). There are also two Elizabeths (a Beth and a Liz) and two men each named Brian, Bruce, Chris, Todd, and Michael (one goes by Mike).

Senator Chuck Grassley hit a new low last week in running interference for the White House on the Trump/Russia investigation. After leaders of the private research firm Fusion GPS called on Congressional Republicans “to release full transcripts of our firm’s testimony” about the so-called Steele dossier, Grassley and Senator Lindsey Graham wrote to the Department of Justice and the FBI “urging an investigation into Christopher Steele.” Ranking Senate Judiciary Committee Democrat Dianne Feinstein was not consulted about the referral, which she accurately characterized as “another effort to deflect attention from what should be the committee’s top priority: determining whether there was collusion between the Trump campaign and Russia to influence the election and whether there was subsequent obstruction of justice.”

Here in Iowa, the Department of Human Services recently acknowledged that privatizing Medicaid “will save the state 80 percent less money this fiscal year than originally predicted,” Tony Leys reported for the Des Moines Register. The Branstad/Reynolds administration has claimed since 2015 that shifting care for one-sixth of Iowans to private companies would result in big savings for the state. Officials were never able to show the math underlying those estimates. Staff for Governor Kim Reynolds and the DHS now portray the miscalculation as an honest mistake, which a more “comprehensive methodology” will correct. The governor would have been wiser to pull the plug on this disaster last year.

Forthcoming Bleeding Heartland posts will address those failures in more depth. But now it’s time to hold myself accountable for the 17 Iowa politics predictions I made at the beginning of 2017. Did I improve on my showing of seven right, two half-right, and seven wrong out of my 16 predictions for 2016?

January 3 marked the tenth anniversary of Barack Obama’s victory in the 2008 Iowa Democratic Precinct Caucuses.

Like a number of supporters and former staffers, I took to social media earlier this week to share photos and memories from his campaign. You can check out the full Twitter thread here.

As this anniversary approached, I began to gather photos and recollections of the Obama campaign. The Iowa caucuses have long captivated me, and I have tried to do my part to preserve and keep its unique history alive. A camera is usually a required accessory when I attend presidential events, and I have filled many memory cards with photos of presidential candidates since I first got involved with campaigns in 2003.

Consultants working on behalf of the Kingdom of Saudi Arabia repeatedly contacted senior staff for Governor Terry Branstad in 2016, seeking his support in lobbying Congress to amend the Justice Against Sponsors of Terrorism Act (JASTA).

Newly-released correspondence shows Flywheel Government Solutions lobbied several governors who were veterans, saying JASTA posed a threat to American diplomats and military personnel. The foreign agents hoped the governors would sign a letter asking key U.S. senators to address “unintended consequences that set a dangerous precedent for our nation” in the law that allowed survivors of the 9/11 attacks and family members of victims to sue the government of Saudi Arabia.

The 28Pages blog previously reported on Flywheel’s work to “Engage and align selected Governors and Lieutenant Governors to take grasstops action, such as writing letters to their respective state’s congressional delegation, to appeal to Congress to repeal JASTA.” I enclose below the talking points and documents presented to staff for Branstad and other governors, including Asa Hutchinson of Arkansas, Matt Mead of Wyoming, Butch Otter of Idaho, Gary Herbert of Utah, and Robert Bentley of Alabama. The Iowa state archives provided those files in response to Bleeding Heartland’s records request.

Neither Branstad nor any other governor signed on to the effort, Flywheel Government Solutions partner Brian Salier told me today, so no such letter was ever sent to senators.

Investment revenue gives the ostensibly non-profit Iowa Farm Bureau Federation “a vested financial interest in advocating for policies that hurt Iowa’s farmers,” Congressional candidate Austin Frerick charged today. One of seven Democrats seeking the nomination in Iowa’s third district, Frerick has made economic concentration, especially in the agricultural sector, a central issue of his campaign. He has highlighted the proposed Monsanto-Bayer merger, which would result in two corporations “controlling about three-quarters of the U.S. corn seed market.”

Iowa Attorney General Tom Miller signed on to three dozen multi-state actions challenging Trump administration policies last year, covering a wide range of immigration, environmental, civil rights, consumer protection and labor issues. Miller also joined fellow attorneys general in nine amicus curiae briefs related to state-level or local policies on reproductive rights, LGBTQ equality, gun control, voting rights, and gerrymandering.

Although federal lawsuits aren’t the main focus of Miller’s work, Iowans can be proud our attorney general repeatedly stood for fundamental rights and core progressive values.

UPDATE: Plaintiffs dropped this lawsuit in May 2018 after Republican legislators retroactively legalized the governor’s fund transfer. Original post follows.

State Representative Chris Hall filed a lawsuit today, charging Governor Kim Reynolds and Department of Management Director David Roederer “conspired together to unlawfully appropriate and misuse state funds.” The ranking Democrat on the Iowa House Appropriations Committee is seeking to void “all actions taken as a result of the unlawful Official Proclamation signed on September 28, 2017,” which transferred $13 million from the Iowa Economic Emergency Fund.

That order allowed Reynolds to cover a projected budget shortfall at the end of fiscal year 2017 without calling a special legislative session. But State Treasurer Michael Fitzgerald warned the governor that the planned transfer “would not be in compliance with Iowa law.” Hall’s petition, enclosed in full below, points to the same Iowa Code provision Fitzgerald cited in his letter to the governor.

Lesson learned in 2017: I still love writing about Iowa politics, even during the worst year I’ve ever observed. But some days are far more enjoyable than others. Follow me after the jump for some high points.

Since I started writing for this website a decade ago, I’ve never worked harder than I did in 2017. This momentous year in Iowa politics provided an overwhelming amount of source material: new laws affecting hundreds of thousands of people, our first new governor since 2011, and a record number of Democrats seeking federal or statewide offices.

In addition, my focus has shifted toward more topics that require time-consuming research or scrutiny of public records. As I looked over the roughly 420 Bleeding Heartland posts I wrote this year, I realized that dozens of pieces were as labor-intensive as some of those I worked hardest on in 2015 or 2016.

I had mixed feelings about compiling last year’s review of highest-traffic posts. Being hyper-aware of clicks and views can be demoralizing, because the most labor-intensive stories rarely attract the most attention.

On the other hand, it’s fascinating to see what strikes a chord with readers. A preview of stores coming to an outlet mall in Altoona was the fourth most-read Des Moines Register article of 2017. The second most popular New York Times story contained highlights from a boxing match. And this year’s highest-traffic piece at USA Today was about the “kiss cam” at the NFL Pro Bowl.

During an unusually eventful year in Iowa politics, some hot topics at Bleeding Heartland were predictable. But surprises were lurking in the traffic numbers on posts published during 2017 (418 written by me, 164 by other authors).

The sixth year of Bleeding Heartland’s wildflowers series was the most rewarding for me. I learned to identify several “new” native plants, captured a few flowers I’d been hoping to feature for years, and showcased more work by guest photographers than ever before.

Brent Roske has ended his independent candidacy for Iowa governor, explaining in a December 26 Facebook post that he will be “stepping back into the media world” soon.

At least one other gubernatorial candidate, Gary Siegwarth, is trying to qualify for the general election ballot as an independent. Like Roske, he has little chance of moving the ball forward on the issues that are driving his candidacy.

Bleeding Heartland published 140 guest posts by 81 authors in 2016, a record since the blog’s creation in 2007.

I’m happy to report that the bar has been raised: 83 authors contributed 164 guest posts to this website during 2017. Their work covered an incredible range of local, statewide, and national topics.

Some contributors drew on their professional expertise and research, writing in a detached and analytical style. Others produced passionate and intensely personal commentaries, sometimes drawing on painful memories or family history.

While many Americans enjoy a peaceful Christmas with loved ones, hundreds of thousands of “DREAMers” who have lived in this country since childhood risk losing everything unless Congress acts before March 2018.

Democrats in the U.S. House and Senate, including Iowa’s Representative Dave Loebsack, just blew their best chance to provide some form of permanent legal status to these victims of a broken immigration system.

The state of Iowa is not at risk of losing a seat in the U.S. House after the 2020 census, according to new projections by Election Data Services. Our state has lost seven Congressional districts since 1930, most recently dropping from five seats to four after the 2010 census. But the federal government’s latest population estimates do not put Iowa among the ten states (mostly in the Midwest or Rust Belt) likely to lose a seat during the next round of redistricting.
