“Unsustainable” is a fascinating word, especially when used in government and politics. Merriam-Webster, the dictionary folks, tell us unsustainable means something cannot be continued or supported. 

But in governmental affairs, that definition sometimes gets changed. Instead of something truly being incapable of continuing, the word often means the person using the term simply does not want that “something” to go forward.

Understanding this distinction can help us better parse the statements our politicians make. Here is a real-life example to illustrate this difference:

Governor's summer meal grants amount to "crumbs for Iowa kids"

Governor Kim Reynolds asked state legislators this year to “join me in making literacy a top priority in every Iowa classroom.”

Judging by her approach to feeding hungry kids, the governor appears to lack basic numeracy skills.

On April 10, the governor’s office and Iowa Department of Education announced “$900,000 in competitive grants to help more Iowa children and teens access nutritious meals and snacks during the summer months.” Those federal funds, which Reynolds is drawing from the Biden administration’s American Rescue Plan, may help a few thousand more kids receive food while school is out.

But in December, Reynolds turned down $29 million in federal funding—more than 30 times the value of the new grants. Those funds from the U.S. Department of Agriculture’s Summer Electronic Benefit Transfer (EBT) program would have provided food assistance worth $120 to each of an estimated 240,000 Iowa children who qualify for free or reduced-price school lunches.

Iowa legislature's clock runs out on feeding hungry kids

At least four bills that would have helped needy Iowa families feed their children didn’t make it through the state legislature’s first “funnel.”

Most bills not related to taxes or spending are considered dead for the 2024 session if not approved by at least one Iowa House or Senate committee by February 16. Efforts to expand access to meals didn’t receive a subcommittee hearing, let alone consideration by a full committee. That was true even for one school lunch bill with 20 Republican co-sponsors.

My mother used to make our lunches and send us off to school. Our packed lunch consisted of something like a peanut butter and jelly sandwich and for dessert, something like a Hostess Ho Ho or Ding Dong. I would come home and have a snack, usually a couple of chocolate chip cookies. At dinner, my parents always wanted to make sure my siblings and I ate everything on our plate—after all, people were “starving to death in Biafra.”  

I was never heavy, but I do remember my mother calling me “pleasantly plump” a few times. I guess that phrase made it more “pleasant” to carry a little more weight. My mother never looked to Governor Nelson D. Rockefeller to tell me when or how much to eat. That was personal and a family matter, certainly not political.

Nine new year's wishes for a better Iowa

Tell your legislators to act on behalf of all Iowans, create an economy that works for all Iowans, and use the government to protect the most vulnerable. Republicans can enact each and every one of these items on a bipartisan basis.

Seven bad policies Iowa Republicans slipped into budget bills

Second in a series on under-covered stories from the Iowa legislature’s 2023 session.

During the seven years of the Iowa GOP trifecta, the majority party has often enacted significant public policy through eleventh-hour appropriations bills. Just before adjourning in 2019, Republicans amended spending bills to change the judicial selection process, restrict medical care for transgender Iowans on Medicaid, and block Planned Parenthood from receiving sex education grants.

A lengthy amendment to a budget bill approved in the closing hours of the 2020 session made it harder for Iowans to vote by mail and sought to restrict some companies from bidding on electric transmission lines projects.

The Iowa Supreme Court sent the legislature a message in March, blocking the 2020 provision on transmission lines, on the grounds that it was likely passed through unconstitutional “logrolling.”

Republican legislators weren’t pleased with the ruling known as LS Power, but seem to have adapted to it. This year’s “standings” appropriations bill was relatively short and focused on spending and code corrections—a far cry from the usual “Christmas tree” featuring unrelated policy items from lawmakers’ wish lists.

Nevertheless, many surprises lurked in other bills that allocated spending for fiscal year 2024, which begins on July 1.

This post focuses on seven provisions that appeared in budget bill amendments published shortly before Iowa House or Senate debate. Most of this policy language never appeared in a stand-alone bill, allowing Republicans to avoid the scrutiny that comes with subcommittee and committee discussions. Democratic legislators had little time to review the proposed budgets before votes on final passage, which mostly fell along party lines.

What's done, what's left as Iowa legislature's 2023 session winds down

The Iowa House and Senate finished work this week on several priority bills for Republicans, and leaders are closer to agreement on the next state budget.

The accelerating pace raises the prospect that the Iowa legislature may adjourn for the year close to the session’s scheduled end date of April 28. Stalemates over policies related to education and COVID-19 vaccines pushed the last two legislative sessions well into overtime; the 2021 session ended on May 19, and last year’s work wrapped up on May 24.

This piece highlights where things stand with high-profile bills approved in either the House or Senate this week, and other legislation that will likely be part of late deal-making. Forthcoming Bleeding Heartland posts will focus on many of those bills separately.

Where things stand with bills targeting Iowans on public assistance

Proposals that would cause thousands of Iowans to lose Medicaid coverage or federal food assistance through the Supplemental Nutrition Assistance Program (SNAP) are eligible for floor debate in both the Iowa House and Senate.

Republicans in each chamber’s Health and Human Services Committee changed some provisions in the bills, now numbered House File 613 and Senate File 494, then approved the legislation before the March 3 “funnel” deadline. However, the amended versions would still threaten health care or food assistance for many Iowans who now qualify.

Wrong-headed bill on food assistance raises questions

Sometimes it’s easy to understand legislative proposals. Other times, not so much. House File 3, filed early in the Iowa legislature’s 2023 session, falls in the second category. To understand its potential effect on needy people, take a quick look at two preexisting food programs whose nutritional goals differ.

First, the Supplemental Nutrition Assistance Program (SNAP) is the federal program once called food stamps. It exists to help low-income households and those on Medicaid buy groceries.

Second, the Special Supplemental Nutrition Program for Women, Infants, and Children (commonly known as WIC) aims to meet the specific nutritional needs of its designated recipients. WIC doesn’t allow recipients to use those funds for meat, sliced cheese, butter, flour, or fresh produce.

Zach Nunn has a lot to learn about federal food programs

Fresh off his assignment to the House Agriculture Committee, U.S. Representative Zach Nunn revealed a fundamental misunderstanding of who benefits from federal food assistance programs.

Although the first-term Republican told an interviewer that nutritional assistance goes “largely to blue state communities,” one federal food program alone serves nearly 10 percent of Nunn’s constituents in Iowa’s third Congressional district.

Thankfully we are nearly six weeks past the 2022 midterm election. I can hear many voters exuding a sigh of relief and shouting, after $17 billion was spent on disinformation, misinformation, and the occasional truthful political ad, “yes, finally, the election is over.”

Normal life is back, and we’ve jumped right into the holiday season. Let’s ponder how to make this year’s holiday season better than we’ve experienced heretofore.

Governor's action cost Iowans $141 million in food assistance

Iowans who qualify for federal food assistance received $141 million less in benefits from April through August, due to Governor Kim Reynolds’ action earlier in the year, according to data the Iowa Hunger Coalition released on October 12.

After Reynolds ended the state’s public health emergency related to the COVID-19 pandemic, Iowans lost access to the emergency allotments in the Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps. The Iowa Hunger Coalition calculated that the total amount Iowans received through SNAP dropped by 43 percent from March to April.

Without the emergency allotments, the coalition reported, “On average, households have been receiving $200 less in benefits every month. The average SNAP benefit per meal for individuals in Iowa was $1.56 in August 2022.”

The federal government entirely funds the SNAP program, so the state of Iowa saved no money by depriving food-insecure Iowans of extra benefits.

On the contrary: the U.S. Department of Agriculture’s Economic Research Service has calculated that each $1 issued in SNAP benefits generates $1.54 in economic impact. (When people in need receive more food assistance, they can spend more of their limited resources on other goods and services in their community.) So the $141 million Iowans did not receive from April through August could have increased Iowa’s gross domestic product by $217 million.

Iowans facing big cuts to food assistance

Approximately 290,000 Iowans living in some 141,000 households will receive less food assistance beginning in April, due to Governor Kim Reynolds’ decision to declare the COVID-19 state of emergency over.

Leaders of area food pantries are expecting a surge in demand, as Iowans’ Supplemental Nutrition Assistance Program (SNAP) benefits will drop by at least $95 per household, and in some cases by more than 90 percent.

According to the Iowa Hunger Coalition, “The average SNAP benefit for individuals will drop from $2.65 per meal to an estimated $1.52 per meal. Total SNAP benefits issued in the state of Iowa will decrease by an estimated $29.5 million,” a 42.6 percent reduction.

Five terrible bills Iowa Republicans didn't pass in 2021

The Iowa House and Senate adjourned late in the evening on May 19 after finishing most of their work for this year. (Lawmakers will almost certainly come back for a special session to consider new maps of Iowa’s legislative and Congressional districts.)

In the coming days, Bleeding Heartland will closely examine several bills that passed in the late session rush. For now, I want to review the legislation that by some minor miracle didn’t make it to Governor Kim Reynolds’ desk, in spite of support from powerful interests.

All of these bills are likely to return in some form during the 2022 session, so don’t celebrate too soon. House Republicans were unable to pass a “water quality” bill backed by agricultural groups in 2017. But the Iowa Farm Bureau and its allies spent the interim chipping away at the GOP holdouts. The bill sailed through the House early in the 2018 session. The same scenario could play out with any of the proposals discussed below.

Governor endorses plan targeting Iowans on public assistance

A longstanding effort by Iowa Senate Republicans to reduce the number of Iowans receiving various forms of public assistance got a quiet boost last week from Governor Kim Reynolds.

For the first time, the governor’s draft human services budget included provisions that would create asset tests for federal food assistance and require the Iowa Department of Human Services to establish a new “eligibility verification system” for Medicaid and several other public assistance programs.

State Senator Jason Schultz has pushed similar legislation for several years running. Each session, Senate Republicans have approved the bills, which died in the House Human Resources Committee (see here and here).

A call for responsibility, accountability, and compassion in the new year

Christmas, for me, is a season of spiritual tradition, personal reflection, and service to
community. Because my mom is a pastor, I had the fortune of growing up in a faith-filled church community. Today, my own children are blessed to experience a closeness to this family faith that instills in them the importance of loving and serving our fellow humans. This makes the holiday season even more meaningful.

As I reflect upon the year, I think about the thousands of Iowans who stepped up to help one another during a global pandemic. I think about people pouring into communities to clean up, provide food, build shelter, and give moral support in the wake of the devastating derecho. I think about the sacrifices of so many essential workers across the state. This is the unbreakable spirit of Iowa, and why I love living here.

But as I reflect further, my heart also hurts for families across the state who experienced preventable suffering and loss at the hands of poor leadership.

Most Iowans in Congress supported latest COVID-19 package

The U.S. House and Senate on December 21 approved a $2.3 trillion package to fund the federal government through September 30, 2021 and provide approximately $900 billion in economic stimulus or relief connected to the coronavirus pandemic.

No one in either chamber had time to read the legislation, which was nearly 5,600 pages long, before voting on it. Statements released by Iowans in Congress, which I’ve enclosed below, highlight many of its key provisions. The unemployment and direct payments to families are clearly insufficient to meet the needs of millions of struggling Americans. Senate Republicans blocked aid to state and local governments, many of which are facing budget shortfalls. President-elect Joe Biden has vowed to push for a much larger economic stimulus package early next year.

The legislation headed to President Donald Trump’s desk includes some long overdue changes, such as new limits on “surprise billing” by health care providers for emergency care and some out-of-network care.

Trump food program letter: Treat or trick?

Halloween will soon be upon us, and there is a “trick or treat” aspect to a flap involving President Donald Trump. I’m not referring to his planned campaign rally at the Des Moines airport, but to a controversy surrounding aid to our nation’s hungry.

Here’s the deal: Given that COVID-19 has cost farmers much of their commercial market and exacerbated food insecurity for millions of people, the U.S. Department of Agriculture advanced a $4 billion Farmers to Families Food Box Program called the Coronavirus Food Assistance Program.

Here’s the misdeal: The boxes that program provides to food banks around the nation–and then to food pantries– now include a letter in English and Spanish and adorned by the usual grandiose signature of Donald J. Trump. He takes a measure of credit for the program and writes, “I prioritized sending nutritious food from our farmers to families in need throughout America.”

Lessons learned from our giving table

It started for us on May 26. The idea came from a post by Andy Slavitt, former administrator of the Centers for Medicare and Medicaid Services under President Barack Obama. He linked to an article in the St. Louis Post-Dispatch titled, “After losing loved ones to virus, Maplewood woman makes her yard a lifeline for others.” 

Slavitt occasionally showcases people doing good in these “difficult times,” to quote an overused phrase. The feature was about a cancer survivor named Shana Poole-Jones, who lives in the suburbs of St Louis. She had family who died or had gotten sick with COVID-19, and she had created these grab and go tables where people can drop off or pick up food or toys. 

One thing she said resonated with me: “I realize that I’m a broken person and most of the people who to the table are broken right now. But all the broken pieces pieces come together and make a soft of community to survive this.”

Five Senate bills target Iowans on public assistance

Over the past week, Iowa Senate subcommittees considered five bills drafted to address fraud in Iowa public assistance programs. Each bill would direct revenue generated by Iowa taxpayers to private vendors, who are charged with finding fraudulent claims. If investigation supports the claims of fraud, those funds could be recovered, and criminal charges filed.

Iowa political reaction to final passage of Farm Bill

All four Iowans voted yes as the U.S. House sent a new five-year Farm Bill to President Donald Trump on December 12. A day after passing the U.S. Senate with overwhelming bipartisan support, the conference committee agreement sailed through the lower chamber by 369 votes to 47 (roll call).

Farm Bills have typically received strong support from both parties, thanks to a grand bargain struck decades ago, putting food assistance and agriculture-related subsidies and programs in the same legislation. This year’s initial House bill was an exception, as Republicans tried to impose work requirements on Americans in the Supplemental Nutrition Assistance Program, more commonly known as food stamps. House and Senate negotiators wisely removed that language from the final version.

Grassley, Ernst part ways on five-year Farm Bill

The U.S. Senate approved a new five-year Farm Bill today by 87 votes to 13, sending the conference committee compromise to the U.S. House. The final version rejected efforts to undermine food assistance programs, which House Republicans had approved this summer. Provisions affecting conservation, the environment, and rural communities were a mixed bag; the National Sustainable Agriculture Coalition and Center for Rural Affairs summarized the key points.

Iowa’s senators have rarely voted differently in the past four years, especially on major legislation. But today Senator Chuck Grassley was among the thirteen Republicans to oppose the new Farm Bill. Though he acknowledged some positive features, Grassley could not get past the failure to impose “hard caps on what any one farmer can get,” a reform he’s advocated for many years. He also blasted a “new gimmick” that “makes more subsidies available to the wealthiest farmers and many non-farmers.”

In contrast, Senator Joni Ernst hailed a “farmer-focused” bill containing several bipartisan provisions she co-sponsored.

House approves Farm Bill with food assistance cuts: How the Iowans voted

The U.S. House approved a five-year farm bill on June 21 by 213 votes to 211, with support from Iowa GOP Representatives Rod Blum (IA-01), David Young (IA-03), and Steve King (IA-04). Every Democrat present, including Representative Dave Loebsack (IA-02), voted against the bill, as did 20 Republicans (roll call).

A conservative bloc had voted down the same legislation in May, seeking to force House Speaker Paul Ryan to schedule a vote on an immigration bill drafted by Robert Goodlatte. The tactic worked, in the sense that House leaders brought Goodlatte’s bill to the floor shortly before the farm bill. However, the immigration measure lacked the votes to pass the chamber.

According to Politico’s Catherine Boudreau, the legislation was “the first farm bill to pass either chamber with only one-party support,” because “Democrats revolted over its proposed changes to the Supplemental Nutrition Assistance Program, more commonly known as food stamps.”

Hunger in the heartland: Iowans struggle with food insecurity

I spent part of last week attending events at the World Food Prize in Des Moines. When we think of hunger, we think of homeless people on benches in California. The Salvation Army bell ringer standing outside of Target during Christmas, or the glowing images from our tvs of starving children to donate to various charities overseas.

Rarely do we think of our neighbor next door.

Hunger is everywhere. She’s part of the fabric of every map dot town and big city across Iowa.

Weekend open thread: Depressing news, inspiring news

What’s on your mind, Bleeding Heartland readers? This is an open thread: Some exceptionally sad news caught my eye recently:

A new investigation by the Associated Press and the USA Today network found that in the first six months of 2016, children aged 17 or younger “died from accidental shootings — at their own hands, or at the hands of other children or adults — at a pace of one every other day, far more than limited federal statistics indicate.” Alaska and Louisiana had the highest rates of accidental child shooting. A separate feature in the series focused on three incidents that killed two teenage girls and seriously injured another in Tama County, Iowa.

Government research on accidental gun deaths is nearly non-existent, because more than two decades ago, the National Rifle Association persuaded Congress to defund gun research by the Centers for Disease Control.

Meanwhile, the AP’s Scott McFetridge reported last week on the growing hunger problem in Storm Lake. The problem isn’t lack of jobs–the local unemployment rate is quite low–but a lack of livable wages. Iowa-born economist Austin Frerick mentioned Storm Lake and other towns dominated by meatpacking plants in his guest post here a few months ago: Big Meat, Small Towns: The Free Market Rationale for Raising Iowa’s Minimum Wage.

I enclose below excerpts from all of those stories, along with some good news from the past week:

Planned Parenthood marked the 100th anniversary of the first birth control clinic opening in the country on October 16. Click here for a timeline of significant events in the organization’s history.

Drake University Biology Professor Thomas Rosburg will receive this year’s Lawrence and Eula Hagie Heritage Award from the Iowa Natural Heritage Foundation. Rosburg is a legend among Iowans who care about native plants, wetlands, and prairie restoration.

Budget looms large, social issues largely absent on the Iowa legislature's opening day in 2016

Governor Terry Branstad wore a pink tie and many colleagues remarked on history made yesterday at the Capitol, as Linda Upmeyer became the first woman to preside over the Iowa House as speaker, as well as the first child of an Iowa legislative leader to rise to the same position. Erin Murphy’s take on the milestone is worth a read.

As in recent years, social issues were almost entirely absent from the leaders’ opening remarks to their Iowa House and Senate colleagues. State budget priorities dominated the comments relating to public policy, with Republicans emphasizing the importance of not spending too much and Democrats emphasizing the need to spend enough on education and other vital services. No one mentioned Branstad’s call to extend the penny sales tax for school infrastructure and divert part of the revenue stream to water programs.

Harkin yes, Grassley no as Senate approves Farm Bill

The U.S. Senate approved a compromise five-year farm bill this afternoon by 68 votes to 32 (roll call). As occurred in the House of Representatives last week, the farm bill drew substantial support from both caucuses. At the same time, a sizable number of conservative Republicans opposed the bill because of the costs, while some liberal Democrats voted no because of cuts to the Supplemental Nutrition Assistance Program, commonly known as food stamps. Iowa’s Democratic Senator Tom Harkin voted for ending debate on the farm bill yesterday and for the conference report today. Republican Senator Chuck Grassley voted no on cloture and on final passage.

After the jump I’ve posted statements from Harkin and Grassley explaining their stance on the farm bill. Click here for details on the contentious provisions of the farm bill. For once I am inclined to agree more with Grassley than with Harkin. In many respects the conference report was a missed opportunity and won’t serve the interests of Iowans or Americans generally.

I also sympathize with Grassley’s outrage at “a select few members dismantling a provision that was passed by wide, bipartisan majorities in both the House and the Senate.” Congressional rules should be changed so that the conference committee can alter only provisions that differed in the House and Senate bills, not consensus language from both versions.  

On the other hand, I suspect Grassley cast this protest vote because he knew his support wasn’t required to get the farm bill to President Barack Obama’s desk. As disappointing as this legislation is, Iowa’s economy truly needs stability and predictability in federal agricultural programs.

New Farm Bill links, plus Iowa political reaction

President Barack Obama will finally have an opportunity to sign a five-year Farm Bill into law. The U.S. House approved the conference committee report today by 251 votes to 166, and the U.S. Senate is expected to approve the deal this week. The House roll call shows an unusual partisan split. Iowa’s four representatives were all among the 162 Republicans and 89 Democrats who voted for the final deal. But 63 House Republicans and 103 Democrats voted no, a mixture of conservatives who objected to spending in the $956 billion bill and liberals who opposed cuts to nutrition programs.

Although 41 representatives and senators served on the conference committee (including Senator Tom Harkin and Representative Steve King), the four top-ranking members of House and Senate Agriculture Committees hashed out the final details. King’s controversial amendment aimed at California’s egg regulations was left on the cutting room floor.

Where did Miller-Meeks get her "fact" about food stamps and Mountain Dew?

In an excellent two-part series on food stamps and the need for food assistance in Iowa, Mike Wiser caught Iowa Department of Public Health Director Mariannette Miller-Meeks in an embarrassing lie:

“The No. 1 food item bought with food stamps in Iowa is Mountain Dew,” said Miller-Meeks, director of the Iowa Department of Public Health [in a speech to the World Food Prize Hunger Week symposium in October].

Several in the audience of a few hundred — an international crowd of academics, journalists and nonprofit types — shook their heads or smiled with bemusement. Phones came out, tweets were sent.

But what Miller-Meeks said wasn’t true.

At least not in any verifiable way. The Iowa Department of Human Services — the state agency that oversees the food stamp program, correctly called Supplemental Nutritional Assistance Program, or SNAP, in Iowa — doesn’t track food purchases down to the brand of soft drink. Asked where she came up with the statistic, Miller-Meeks later said through a spokesperson she “found it online” but couldn’t remember where.

Bleeding Heartland has long argued against cutting food assistance for many reasons. The SNAP program addresses real need efficiently and is rarely abused. In addition, government spending on food assistance has tremendous “bang for the buck” compared to most other policies designed to stimulate the economy. I recommend reading the full text of Wiser’s latest reports on the rhetoric and reality of the food stamp debate and on reasons private aid agencies are struggling to help all the hungry Iowans.

Mid-week open thread, with belated Veterans Day links

Iowa wildflower Wednesday is on hiatus, but here’s an open thread. What’s on your mind, Bleeding Heartland readers?

I didn’t manage to post a Veterans Day linkfest on Monday, but I was interested in this article about the “long decline of veterans in Congress.”

Military service was once almost a prerequisite for service in Congress. Veterans comprised more than three-fourths of both the House and Senate at one point last century. Since then, their membership has declined to about 20 percent of both chambers.

Of the Iowans now serving in Congress, only Senator Tom Harkin is a veteran. Several Iowa candidates for federal office have served in the military, though, including Steve King’s Democratic challenger Jim Mowrer and Republican U.S. Senate hopefuls Sam Clovis and Joni Ernst.

The suicide rate among U.S. veterans has long been a national disgrace. The Military Suicide Research Consortium provides information on the problem and resources for those needing help.

Speaking of national disgraces, roughly 900,000 veterans who rely on the Supplemental Nutrition Assistance Program (formerly known as food stamps) saw their food assistance benefits cut at the beginning of November. The SNAP cuts King and other House Republicans are demanding in conference committee negotiations over the farm bill would deny federal food assistance to approximately 170,000 low-income veterans.

Representative Tom Latham fell for some Veterans Day-themed satire about MSNBC host Chris Hayes. A good reminder that deleted tweets and Facebook posts never truly disappear.

Latest farm bill news and Iowa political reaction (updated)

Today members of the U.S. House and Senate began conference committee negotiations on the farm bill. The last five-year farm bill expired in 2012, and the latest extension of most federal farm programs (except for some related to conservation and sustainable agriculture) lapsed on September 30. Two Iowans are on the 41-member conference committee: Democratic Senator Tom Harkin and Republican Representative Steve King (IA-04).

One issue is likely to dominate the Congressional talks: funding levels for nutrition programs, especially the Supplemental Nutrition Assistance Program, formerly known as food stamps. This summer, both Harkin and Republican Senator Chuck Grassley voted for the Senate farm bill, which cut SNAP by about $4 billion over 10 years. Iowa’s four U.S. House members split along party lines when the House approved a Republican bill with $39 billion in cuts over the same time frame. Keep in mind that regardless of what happens in the farm bill talks, all SNAP recipients–including an estimated 1 million veterans and approximately 421,000 Iowans–will see their food assistance reduced as of November 1. Click here for a detailed report on those cuts, which will occur as extra funding from the 2009 federal stimulus bill runs out.

Latest Iowa Congressional voting, comments on the budget and debt ceiling

Two weeks into the partial federal government shutdown, U.S. Senate leaders appear close to a deal to reopen the government and raise the debt ceiling while a new joint budget committee negotiates “a replacement for the automatic spending cuts known as sequestration.” After the jump I’ve posted details on last week’s Congressional votes related to funding the federal government and preventing a possible default.

Although Iowa is reportedly the state least affected by the shutdown, because we lack national parks and have few military facilities, thousands of Iowans in the National Guard are still without paychecks. Thousands more who receive benefits through the Women, Infants and Children nutrition program will suffer if the shutdown extends into next month, because WIC is only funded through October.

The lack of a new farm bill arguably affects more Iowans directly than the shutdown does. The latest temporary extension of federal farm programs expired on September 30. At the end of this post, I’ve included some news and comments on efforts to pass a comprehensive farm bill.

More Iowa Congressional voting and reaction to the government shutdown

It’s time for a new post on how Iowa’s representatives in the U.S. House and Senate are handling the ongoing shutdown of non-essential federal government operations. (Click here for details on Congressional votes and Iowa political reaction up to October 1.)

Thousands of Iowans who work for the federal government or serve in the National Guard still have no idea when they’ll receive their next paycheck. The best news I’ve heard all week is that an estimated 66,000 Iowa women and children who receive benefits through the WIC program will get their checks for October, at least.  

Although there has been no progress toward an agreement on a continuing spending resolution, I’ve noticed one big change in Iowa Congressional voting during the last few days. Whereas Representatives Bruce Braley (IA-01) and Dave Loebsack (IA-02) were sticking with most of their fellow Democrats in earlier votes on federal spending, this week both Braley and Loebsack have joined House Republican attempts to fund the federal government in bits and pieces. Ten reasons Latham and King are wrong about food assistance funding

The U.S. House voted mostly along party lines on September 19 to cut the leading federal food assistance program by $39 billion over the next decade. Iowa’s four representatives split in the expected way: Republicans Tom Latham (IA-03) and Steve King (IA-04) supported the “Nutrition Reform and Work Opportunity Act,” while Democrats Bruce Braley (IA-01) and Dave Loebsack (IA-02) voted no. In fact, the roll call shows that not even the bluest Blue Dog Democrat supported this bill.

Iowa reaction to House passing Farm Bill with no nutrition programs

After last month’s embarrassing failure to pass a five-year Farm Bill in the U.S. House, Republicans moved new legislation yesterday that included funding for agricultural programs but excluded the nutrition programs that have been embedded in farm bills for decades.

After Democrats forced a long slog through procedural votes, the Federal Agriculture Reform and Risk Management Act barely passed by 216 votes to 208. Every Democrat present voted against the bill, as did twelve Republicans. The rest of the GOP caucus voted yes, including Representatives Tom Latham (IA-03) and Steve King (IA-04). Last month, King tried but failed to muster sufficient conservative support for a farm bill including big cuts in the Supplemental Nutrition Assistance Program (more commonly known as food stamps). Iowa Democrats Bruce Braley (IA-01) and Dave Loebsack (IA-02) rejected yesterday’s bill. They were among the small group of House Democrats to support the previous version of the farm bill despite cuts in nutrition programs that drove away most of their caucus.

Comments from Senator Tom Harkin and most of Iowa’s House delegation are after the jump. I will update this post as needed with more comments from Iowa candidates or elected officials. At this writing, I don’t see anything about yesterday’s vote on Latham’s Congressional website. According to Radio Iowa, Latham “said he was disappointed with the process, but pleased the House was ‘at least able to pass the agriculture portion.'”

Weekend open thread: Changed minds edition

What’s on your mind this weekend, Bleeding Heartland readers?

As Ryan Koopmans first reported at On Brief: Iowa’s Appellate Blog, at least one Iowa Supreme Court justice seems to have changed his mind about the unanimous ruling issued last December in a gender discrimination case. The decision drew national media attention after justices determined that the plaintiff, Melissa Nelson, was not discriminated against for being a woman, but fired as “an isolated employment decision based on personal relations.” Koopmans wrote this week, “Chief Justice Cady issued an order withdrawing the December opinion and stating that the court would resubmit the case, without oral argument, this Wednesday, June 26.  There’s no indication of when the court will issue its new decision […].”

Nelson’s attorney filed a petition to rehear the case soon after the ruling was announced. The Iowa Supreme Court has granted only five requests for re-hearings in the past decade, Jeff Eckhoff reported for the Des Moines Register. Koopmans commented, “I expect that there will be at least one opinion coming out in favor of Melissa Nelson. The question is whether that opinion is the majority or the dissent.”

For those sympathetic to Paula Deen, who says she’s not a racist and no longer uses “the N-word,” I recommend reading what’s been alleged in the lawsuit filed against her. Her disturbing behavior goes way beyond using offensive language from time to time. She deserves to lose her Food Network show and her various endorsement contracts. I’ve disliked Deen ever since she started profiting from a diabetes drug after promoting an unhealthy diet for years.
