The Cedar Rapids Gazette held an hour-long water quality panel last week as part of their ongoing Iowa Ideas series. Gazette columnist Todd Dorman moderated the panel, which included University of Iowa Research Engineer Chris Jones, Iowa Environmental Council staff attorney Michael Schmidt, and myself, a Polk County Soil and Water Commissioner elected in 2018.

We spoke about Iowa’s water quality challenges within the context of operating one of the world’s most productive agricultural systems, including 23 million acres of corn and soybean row crops. Dorman summarized highlights from the discussion, and the full replay is available on YouTube:

The late Paul W. Johnson wrote the following essay as an introduction to Chapter Five of “The Essential Aldo Leopold: Quotations and Commentaries,” C. Meine and R. Paul was a staunch advocate of land use policies which served people and conserved natural resources. During his career, he served as an Iowa state legislator from Decorah, chief of the USDA Natural Resources Conservation Service, and director of the Iowa Department of Natural Resources.

The need to conserve soil and water seems obvious today. It was not always so. When Aldo Leopold began his conservation career with the US Forest Service, our nation was on a destructive rampage. Forests and croplands were thought to exist in limitless supply. Rangelands were considered useful only to the extent that they could support livestock grazing; range health was not an issue. Wetlands were considered wastelands. Surface waters were treated as sewers. Meandering streams were deemed too slow and inefficient, and wild rivers needed to be harnessed “for the good of mankind.”

In 1862 President Abraham Lincoln signed into law the Morrill Act. It offered states 30,000 acres of land for each of their Senators and Representatives. The land was to be sold and its proceeds used to establish colleges in each state to provide higher education for the “industrial classes.” These institutions became known as “land-grant colleges,” and today every state in the Union has at least one land-grant university. In 1887 the Hatch Act added research, and in 1914 the Smith-Lever Act added an extension component. Today, land-grant universities, with their education, extension, and research components can be credited with one of the most revolutionary changes in the status of humanity that our world has ever witnessed.

The Intergovernmental Panel on Climate Change recently issued its Sixth Assessment Report on the Physical Science Basis of climate change. The report pulls together the best scientific knowledge about climate change, and it’s clear that the situation is more dire than ever. Human-caused climate change is undeniable. Its scale and scope are unprecedented, and its impacts are already being felt. Significant climate changes are inevitable, and we need to do everything we can to stem the bleeding. 

At a bare minimum, every elected official should recognize the climate crisis and be committed to meet it head on.

That’s why I’m disturbed a climate denier, Cory McAnelly, is running to unseat Josh Mandelbaum, a climate champion on the Des Moines City Council.

Bloody Run County Park already had a lot going for it when I began working for the Clayton County Conservation Board in 2015. The unassuming 135-acre park outside of Marquette, Iowa has held a special place in the hearts of trout fishermen for decades.

Bloody Run Creek, for which the park is named, is one of Iowa’s few official Outstanding Waters, an Iowa Department of Natural Resources designation reserved for water bodies with exceptionally high quality. The name conjures up evocative imagery of battles won and lost in ages past. Indeed, local folklore offers an array of colorful etymologies and, fact-based or not, they speak to the rugged valley’s longstanding appreciation and respect from the people who know it best.

Unfortunately, it is now ground zero for a modern battle between industrial agriculture and environmentalists.

Tommy Hexter ‘21 and Jacy Highbarger ‘22 wrote this post. The authors are co-founders of Grinnell College’s chapter of Herbicide-Free Campus; Poweshiek Soil and Water Commissioner (former), and student members of Too Much Grass student-initiative at Grinnell College.

In the spring of 2021, a group of excited Grinnell College students, along with faculty and staff, acted on a student initiative called “Too Much Grass” and came together to create a 5,200 square foot prairie in the most prominent location on campus, Mac Field.

In collaboration with the College Center for Prairie Studies and the recently-founded Herbicide-Free Grinnell, chapter of the larger organization Herbicide-Free Campus, Too Much Grass aims to remove unnecessary lawn areas on campus and plant prairie seeds in their place. The hope is to create a place where future Grinnellians for generations to come will loaf through the planting and ponder the meaning of these deep perennial roots in Iowa soil.

In just three months, this project has already sparked interest in another planting on campus scheduled for September.  

“If someone tasked you with making an exhaustive list of who could profit from carbon sequestration, this is what you would come up with,” tweeted Chris Jones, a research engineer at the University of Iowa who has written extensively about agriculture and water quality.

He was referring to the Carbon Sequestration Task Force, which Governor Kim Reynolds established through a June 22 executive order. In a written statement touting the initiative, Reynolds said Iowa “is in a strong position to capitalize on the growing nationwide demand for a more carbon free economy.” She will chair the task force, and Iowa Secretary of Agriculture Mike Naig will co-chair.

The task force looks like a textbook greenwashing effort: deploying concern about about “sustainability” and “low carbon solutions” as cover for policies that will direct public money to large corporations in the energy and agriculture sectors.

One tell: Reynolds did not involve any of Iowa’s leading environmental organizations, which have long worked to reduce carbon emissions.

Neil Hamilton is the former director of the Drake Agricultural Law Center and professor emeritus at Drake University law school. He submitted an amicus curiae brief in this case on behalf of several Drake law professors, who urged the Iowa Supreme Court to define the political question doctrine narrowly in order to preserve “citizen’s access to the courts of Iowa for the vindication of their constitutional rights.”

In a closely decided 4-3 split ruling the Iowa Supreme Court rejected a case filed by Iowa Citizens for Community Action and Food and Water Watch alleging the state of Iowa failed to protect the interests of the public in the Raccoon River. The case involved an appeal from the Polk County District Court rejection of the state’s motion to dismiss the case. 

The majority ruled the district court’s decision should be reversed and the case dismissed, concluding the plaintiffs do not have standing to bring the suit, and their effort to use the public trust doctrine to establish the duty of state officials is a “nonjusticiable political question.” The majority’s ruling and analysis generated three separate dissenting opinions, all agreeing the case should move forward, in large part because the state had conceded the plaintiffs had standing and the merits of the public trust doctrine were not in question.

A reading of the majority opinion shows it was premised on a determination by the four justices to not involve the Court in the difficult and controversial political issues involving water quality in Iowa. This motivation was demonstrated in at least four ways:

I’ve been lucky to travel all over the U.S. and around the globe during my professional career. Every time I tell a stranger I’m from Iowa, I’m confronted with the same question: “Why would anyone want to live in Iowa?”

I often asked my parents the same question when I was growing up, but over time I grew to appreciate being an Iowan and love to brag about our state. Telling people about what it means to be “Iowa nice” and showing off pictures of a beautiful sunset over a cornfield makes it easy to show why Iowa can be great place to live. But convincing someone to move here? That’s another story.

In the hopes of attracting people to move here, I wanted to examine all the compelling reasons why Iowa is a great place to live.

It was very disappointing to read the Des Moines Register news article about your visit to Des Moines. While it is good that you joined the announcement of the demolition and redevelopment of the Dico site, you then went to meet with agricultural leaders to learn about the ethanol industry and livestock production. The disappointment was not making time to even take a question about Iowa’s filthy water and disgusting air.

It is a pleasure to be with you as we celebrate Earth Day 51. Unfortunately, festivities for Earth Day 50 came and went with hardly a whisper, a casualty of our unfolding COVID pandemic. But even as our attention was drawn to the challenges we faced – the power of nature and being outdoors continued working on our lives. There are many lessons we will take from this shared experience but among the most significant is how it reaffirmed the valuable role nature plays in keeping us healthy and sane.

That is why it is fitting on Earth Day 51 as we emerge from our cocoons – we use this opportunity to think critically about our future with Iowa’s land and water. To do so it is important to consider some history – especially some of our most significant lost opportunities – and identify any lessons for the years ahead. The good news is we have a legion of conservation champions working to protect nature in Iowa and the ranks are growing.

The bad news we are still in the minority and face stiff headwinds.

This legislative session has kept the Iowa Environmental Council busy, in part because of a bill that would protect gas company profits at the expense of Iowa customers. House File 555 and its companion, Senate File 455, would hurt Iowans by stopping cities and counties from protecting their local residents from dangerous gas infrastructure, high energy bills, and polluting fossil fuels.

I can’t help but comment on Ralph; he was the chair of our Energy and Environmental Protection Committee for years in the Iowa legislature when I was there, and when David [Osterberg] was there. We had a wonderful time–it was almost Camelot–we couldn’t do anything wrong. Whatever we wanted to do Ralph would guide us and we got it done. We did REAP [Resource Enhancement and Protection]; we did energy efficiency we did groundwater protection, a number of things, and it was a lot of fun. And it was bipartisan believe it or not; we really worked together.

We had a unanimous vote on REAP in the Iowa House of Representatives. I think there were 98 members there that day, and everyone voted for it, so it was a good time, and I often think back on those times as some of the best times of my life.

The November election has inspired a new wave of rural analysis. Spend five minutes looking and you’ll find five different opinions. Some claim Donald Trump’s sweep of Midwestern states indicates that Democrats should write off rural voters. Some believe the lower margin of rural Trump victories in 2020 compared to 2016 shows a slight, but not insignificant, shift in political trends that must be capitalized on.

Whatever your opinion, it’s clear that the debate over rural voters will influence strategies, campaigns and policies over the coming years — and this is something both urban and rural residents should pay attention to.

Democratic legislators, environmental organizations, and consumer advocates warned in 2018 that a bill backed by Iowa’s major utilities would destroy our state’s decades-long tradition of being a “national leader in energy efficiency.” But Republican members of the Iowa House and Senate didn’t listen, and Governor Kim Reynolds ignored calls to veto Senate File 2311.

That law is the main reason Iowa dropped sharply in a new review of state policies on energy efficiency.

The coronavirus and the economic fallout from the pandemic has made 2020 one the hardest years for Iowans. Unfortunately, two environmental catastrophes are on the horizon for 2021.

Nearly 60 percent of Iowa’s bodies of water are impaired, according to a report the Iowa Department of Natural Resources released this week. The trend is concerning, since Iowa has lax laws on scientific measurements regarding water quality as well as an inadequate, all-voluntary strategy to reduce toxic nutrients in our lakes, rivers, and reservoirs.

Reading incessant news about climate-related disasters across the country and here in Iowa has made me wonder if we are just going to sit idly and hope the world miraculously recovers while we maintain our current ways. Despite the many challenges 2020 has thrown upon us, I am hopeful it will be the latter.

Last week, Alliant Energy announced the retirement of its coal-fired Lansing Generating Station in 2022 and conversion of the coal-fired Burlington Generating Station to natural gas in 2021. Alliant will also add 400 megawatts of solar by 2023 and up to 100 megawatts of distributed generation (smaller-scale solar and batteries) by 2026. These actions are a glimpse into the future of clean energy in the state – but we have a long way to go.

In the early 1980s there was a serious farm crisis in Iowa. Land and commodity prices were falling, so banks were calling in farm loans and foreclosing on farmers who couldn’t pay up. Maurice Dingman was bishop of the Des Moines area during those years, and he was speaking up strongly for farmers who were suffering during this time. I was impressed by his defense of family farmers.

In 1987 David Osterberg and I were serving in the Iowa legislature–he representing Mount Vernon, I representing Decorah–and working on groundwater protection. Industrial agriculture sent their lobbyists to weaken our legislation, and newspapers were carrying stories about their fierce opposition to our work.

During this time, Bishop Dingman phoned us and suggested we have lunch together.

I was born and raised in Iowa, but hailing from the far northeast corner meant more visits to Minnesota lakes or Lake Michigan than central Iowa. That’s likely more due to family in those regions, but when I settled my family in Des Moines two years ago to work at Iowa Environmental Council, many of the recreational opportunities here were new to me. Long after this wave of infections ebbs and a vaccine is developed, we will still live with the reverberations. Whether we are able to deal with them depends on the leaders we elect in November.

In the grand scheme of things, Mother Earth doesn’t give a fig about politics, the stock market, big profits, or the lines we draw in the sand that divide us. Nor does she need us.

Tyler Granger: Amateur fireworks displays cause many problems, from airborne toxins to worsening respiratory illnesses like COVID-19. -promoted by Laura Belin

A new annual tradition is taking shape for Des Moines metro residents after the Fourth of July. For the last three years, air quality alerts have been issued due to excessive use of amateur fireworks.

Iowa legalized the sale and purchase of fireworks in 2017. Since then, pet owners across the state–especially owners of hunting dogs–have frequently been upset this time of year. Hunting dogs that are trained to work with gunshots will display anxiety over fireworks will show signs of distress as the Fourth of July approaches.

While coronovirus disrupted the Iowa legislative session this year, it failed to hinder business as usual.

Once again, legislators across the state preferred to serve Big Ag instead of their constituents. It’s hardly a surprise given the hundreds of thousands of dollars that flow into the coffers of our elected officials from Farm Bureau, Bayer-Monsanto and fat cats of the factory farm industry, including the Hansen and Rastetter families. While the needs of everyday Iowans were ignored for yet another year, industrial agribusiness cemented its rule over our state.

Introduction

Whatever we think that we are doing, it is certainly not working. We are asked to embrace some variation of the status quo that offers us ruinous household debt, political corruption that has become normalized, stagnant growth rates, perilously insecure employment, a natural environment that is on a course to become barely inhabitable, and a health care system that leaves many just one medical emergency away from bankruptcy. As a society, we have fallen into a chasm, and have brought our diminished faith in American exceptionalism with us. 

These problems have been exacerbated by a complacent political class, but politicians like Kimberly Graham offer us a credible path forward. Absurdly, some have painted her as an unrealistic radical, but in much of the developed world, she would be a mainstream social democrat. Her desire is not a destructive revolution, but decency: universal publicly financed health care, wages that ensure that households live above the threshold of poverty, elections that can’t be bought by the highest bidder, a system that does not leave students shackled in debt, and a Green New Deal to address the trillions in negative externality costs related to climate change.

The rise of the novel coronavirus (COVID-19) has shown us a lot. We’ve seen communities banding together to protect our most vulnerable citizens. We’ve seen the courage of our frontline, essential workers as they continue to provide necessary services. We’ve seen the importance of clean water in safeguarding our public health. And we’ve seen citizens and local governments standing up to guarantee water as a human right.

Unfortunately, what we haven’t seen is Governor Kim Reynolds step up to be the leader we need. With more than 2,400 employees of Iowa slaughterhouses testing positive for COVID-19, our supply chain failing, and no meaningful action taken to address either, it’s clear we need new leadership.

Governor Kim Reynolds denied 35 requests to sign Iowa on to multi-state legal actions during the first year of an unusual arrangement in which Attorney General Tom Miller ceded some of his authority.

Reynolds refused to allow the state to weigh in on lawsuits related to federal or state policies on immigration, reproductive rights, environmental regulation, consumer protection, gun safety, LGBTQ rights, and access to President Donald Trump’s personal records.

During the same time frame, the governor approved eighteen requests from Miller to join cases involving a wide range of legal matters.

Every Iowan is familiar with the catchphrase “Iowa feeds the world.” But new data from the U.S. Department of Agriculture and Food & Water Watch shows the consolidation of corporate agriculture in the Hawkeye state is causing far more harm than good.

Every five years, the U.S. Department of Agriculture conducts a Census of Agriculture, asking every farm to provide detailed information on its operations. The 2017 Ag Census data was released last year, and tells a troubling story of consolidation in our agriculture system—a story that Iowa’s rural communities already know well.

The Trump administration has a terrible track record of refusing to listen to scientists and rolling back industrial pollution regulations–at least 95 rollbacks through the end of 2019. Caitlin McCoy, a fellow in the Environmental and Energy Law Program at Harvard Law School, described the “one-two punch” often employed by the U.S. Environmental Protection Agency (EPA): “First a delay rule to buy some time, and then a final substantive rule” that undermines protections for human health or natural resources.

Democrats have learned, the hard way, to never count on a landslide before votes are cast. But the combination of a 1930s-style economic collapse, President Donald Trump’s manic blunderings, and his dismal poll numbers no doubt generate dreams in progressive minds of a landslide election in November that sweeps them into unchallengeable control of both the White House and congress in a manner similar to the Democratic sweeps of 1932 or 1964.

So what might happen if Joe Biden and a host of happy progressives settle into power in Washington next January (probably after walking past gun-toting, camouflage-wearing Trumpers making a Last Stand)?

The U.S. Environmental Protection Agency and the Iowa Department of Natural Resources announced this week that they are relaxing enforcement of some environmental regulations because of the novel coronavirus (COVID-19) pandemic.

Paul W. Johnson wrote this piece in 2017, when Republicans in the state legislature passed a budget bill that defunded Iowa State University’s Leopold Center for Sustainable Agriculture and eliminated it from the Iowa Code. Governor Terry Branstad signed the bill and left in place the sections redirecting funding away from the Leopold Center to the newer, corporate-friendly Nutrient Reduction Center at ISU. But he item-vetoed the section that would have removed all code references to the Leopold Center. Consequently, the center still exists but with no funding for research and education on sustainable agriculture. -promoted by Laura Belin

Aldo Leopold was born in Burlington, Iowa, in 1887. He died in 1948 while fighting a grass fire on his neighbor’s farm. He and his wife, Estella, are buried in a cemetery in Burlington. Aldo Leopold is known today as the father of the wilderness idea, the father of wildlife management in the U.S., and the father of the land ethic. The land ethic encourages us humans to understand that we belong to the community of all life on earth and that we need to learn to love and respect it.

“Conservation means harmony between men and land. When land does well for its owner and the owner does well by his land: when both end up better by reason of their partnership, we have conservation. When one or the other grows poorer, we do not.” -Aldo Leopold  

That is why we established the Leopold Center for Sustainable Agriculture in 1987.

As my life’s journey winds down, I often wake at night and mull over the wonderful life this world, my country, my state, my community, and my friends and family have given me.  Music has been an important part of my life. 

The gospel songs I learned in church, the country and western and pop music of the 1950s came first. Then came classical music.  Tchaikovsky’s violin concerto in D – tense, boisterous, serene. It could be the theme music of my life. Or the theme music of the 300-year-old white oaks in our woods. Or of the Monarch butterflies that stop by our prairies in fall and feast on the nectar of the late-blooming asters before the north winds send them on a wild ride to their winter hangouts in the Sierra Madre mountains in Mexico.

Recently Stuart Hamblen’s song of the 1950s, This Old House, has washed over me. It goes, “Ain’t a gonna need this house no longer, Ain’t a gonna need this house no more.”

Iowans kicked off 2020 with an unprecedented push to stop factory farms and address climate chaos, but this legislative session’s first deadline passed with no action.

In December, U.S. Senator Cory Booker of New Jersey introduced a historic new vision for agriculture and food in the United States. The Farm System Reform Act would overhaul our unsustainable food and agriculture model and strengthen the Packers & Stockyards Act to give independent family farmers a fighting chance against monopolistic, corporate integrators. It restores mandatory Country of Origin Labeling, so consumers know where their food is coming from.

What makes it truly revolutionary, though, is that it calls for an end to factory farming. The Farm System Reform Act is the first ever national factory farm ban legislation.
