Election season has brought the usual flood of TV commercials – generally trying to scare voters about the evils to expect if the opponent is elected. The ads are often marked by outlandish claims and even outright lies, but the ones deserving first prize for deception concern the so-called “death tax.” 

No doubt you have seen them with salt of the earth farmers claiming the death tax threatens the very existence of their family farm and of rural communities. Who knows, perhaps these folks even believe what the political consultants asked them to say – they have been brainwashed with the claims for so long.

From my experience growing up in rural Iowa, I know the appeals of a small town. From the moment my family moved to Shenandoah, I knew we would become a part of an extended family. However, as a predominantly white community, Shenandoah can also be exclusionary to Black, Indigenous, and People of Color (BIPOC).

To address this concern, Shenandoah schools alumni, including myself, have recently developed a petition with more than 600 signatures, urging school administrators to make the commitment to racial justice numerous other school districts have made.

“Our state coronavirus website now includes the county by county 14-day average positivity rate for our school districts,” Governor Kim Reynolds announced at her August 6 news conference. “Schools and others will be able to check to see where each county stands on this important metric.”

State Medical Director Caitlin Pedati appeared via computer link at the same press conference, answering reporters’ questions about state policies on reopening schools.

Pedati acknowledged on August 19 that the Iowa Department of Public Health’s epidemiology team knew in late July that the positivity rates were inaccurate, because many recent COVID-19 cases were recorded as occurring weeks or months in the past.

An announced “fix” did not appear to solve the backdating problem. On the contrary: newly posted totals on the state’s coronavirus website increased the number of cases recorded for March and April.

The Iowa Department of Public Health has erroneously recorded thousands of positive COVID-19 test results, distorting reported case numbers and positivity rates.

Rob Ramaekers, the lead epidemiologist for the department’s Surveillance Unit, acknowledged in an August 14 email that Iowa’s coronavirus website has recorded some recent cases as occurring weeks or months in the past. According to Ramaekers, state officials are aware of the problem and working on a fix.

The backdating means that publicly available numbers underestimate the positivity rate for COVID-19 tests conducted over the past two weeks, a key metric for measuring community spread.

State Senator Randy Feenstra has promised Iowans that he will be riding shotgun to President Donald Trump’s second term agenda. His devastating legislative record on health care and mental health shows that he will make the perfect Congressional lackey.

Feenstra has been at the center of the worst ideas in the Iowa Senate. He voted against bills to improve oversight of Iowa’s Medicaid program and helped orchestrate a plan to allow Iowans to buy junk health insurance policies. Senator Joni Ernst wants the people of Iowa to vote for her, but she doesn’t want to say where she stands on Social Security. That is because she won’t admit that she wants to reach into all of our pockets and cut our earned benefits.

More than 1.7 million Iowa workers contribute to Social Security with every paycheck. In exchange, they receive monthly cash benefits if and when wages are lost as the result of old age, disability, or death. Every month, Social Security pays earned benefits to more than 475,000 retired Iowans and to more than 77,500 Iowans with such serious and permanent disabilities that they no longer can work. Social Security pays monthly benefits to 333,275 women and more than 37,370 children in our state. Millions more will receive those benefits in the future — unless Ernst has her way.

Donald Trump’s presidential campaign and four Republican Party entities filed suit on August 12, seeking to invalidate tens of thousands of absentee ballot request forms in two large, Democratic-leaning Iowa counties. The plaintiffs allege Linn County Auditor Joel Miller and Johnson County Auditor Travis Weipert committed “illegal actions” when they mailed absentee ballot request forms that were pre-printed with voters’ information.

The Republican lawsuit is heavy on political posturing but fails to lay out a convincing legal case.

Dear Governor Reynolds,

Thank you for your letter to all Iowans. I thought I’d take a minute to respond, certainly not for all Iowans, but for one very concerned citizen.

The theme of your letter seems to be that we are all in this together. We are. But there are different levels of “together.” It’s a lot like the old story of the chicken and the pig asked to contribute to breakfast. The chicken drops off her contribution and leaves, and the pig sacrifices everything.

“Quite simply, when someone serves their sentence and pays the price our justice system has set for their crimes, they should have their right to vote restored automatically, plain and simple,” Governor Kim Reynolds said on August 5, shortly before signing a critically important document.

Executive Order 7 automatically restores voting rights to most Iowans who have completed prison sentences or terms of probation or parole associated with felony convictions. The Iowa-Nebraska NAACP estimated that the order paves the way for more than 40,000 people to vote this year. Going forward, approximately 4,700 Iowans who complete felony sentences each year will regain the same rights.

Reynolds had publicly promised to sign such an order seven weeks ago, after Republican senators declined to advance the state constitutional amendment that was her preferred way of addressing the problem.

Both the substance of the measure and the way the governor announced it revealed aspects of her leadership style.

The base pay for Iowa’s medical director and state epidemiologist Dr. Caitlin Pedati increased by 45 percent as the current fiscal year began on July 1, records obtained by Bleeding Heartland show. The additional $3,144 that Pedati began receiving per two-week pay period would translate to an extra $81,744 in base salary over twelve months.

The doctor leading the state’s COVID-19 pandemic response also received more than $55,000 in overtime pay from March through early July, even though her job class would not normally be eligible for overtime compensation.

Aspiring lawyers gathered in Des Moines on July 28 and July 29, for about eight hours each day, to take Iowa’s Uniform Bar Exam in person.

More than a dozen states, accounting for about two-thirds of exam takers, postponed or otherwise altered plans to administer the grueling two-day test that determines where attorneys can practice law.

However, the Iowa Supreme Court rejected calls to shift to an online exam or offer a limited “diploma privilege” so that graduates of the University of Iowa or Drake University law schools could practice in this state without passing the bar. Instead, the judicial branch’s Office of Professional Regulation took several steps to reduce the chance exam takers could spread COVID-19 to one another.

The old saying, the “The Devil is in the details,” applies to Governor Kim Reynolds’ July 30 press conference in more ways than just the policy she announced.

Don’t know how I got on the mailing list — maybe a joke from a friend. But I thought I’d save the notes for a while to see if I could fashion something to share with Bleeding Heartland patriots.

Republican Secretary of State Paul Pate appears to be on a collision course with election administrators in Iowa’s second- and fourth-largest counties, which both lean Democratic.

Linn County Auditor Joel Miller and Johnson County Auditor Travis Weipert have proceeded with mailing absentee ballot request forms to every active registered voter in their jurisdictions, with voters’ information filled in. Miller’s office has nearly completed is mailing, and thousands of Linn County voters have already returned their forms. Weipert’s staff mailed the first batch of pre-filled absentee ballot request forms to Johnson County residents on July 27.

The same day, Pate’s staff attorney wrote to Miller and Weipert, asking dozens of questions about the mailings and demanding a broad array of relevant documents. Those letters sounded like the precursor to legal action.

Also on July 27, the lead attorney for the Republican National Committee asked Pate to take emergency action to block the Linn and Johnson County mailings and declare the forms invalid. His letter indicated that the national party may sue to stop Miller and Weipert from giving voters in their counties a supposedly “unconstitutional advantage in the November election.”

I’m excited to be part of the new leadership on The Iowa Democratic Party Disability Caucus as vice chair. I am Eric Donat of Waterloo and Black Hawk County.

I got my start in politics through advocacy training at the Center for Independent Living in Waterloo, Iowans with Disabilities in Action, and the Iowa Developmental Disabilities Council. Consumers at the center were connected to state legislators via our work on systems change advocacy.

Through being an advocate, I supported legislation making it easier for people with disabilities, particularly those using wheelchairs, to travel about in their communities. I also supported reorganizing Iowa’s counties into today’s mental health service regions. In addition, I advocated against privatizing Medicaid in Iowa.

As a leftist, finding a place to have your voice heard within the Democratic establishment has sometimes been challenging. The Iowa Democratic Party’s Progressive Caucus was created out of that need in 2016, and it has become my home in the party.

I have been involved and active in the caucus since its inception, and was recently honored to be elected to chair the group for the 2020-2022 term. I can say with little embellishment that my decision to run for Progressive Caucus chair was not taken lightly.

“We are owning our organization’s history and are committed to addressing the implicit bias and structural racism within our organization and communities,” Planned Parenthood North Central States declared on July 24, near the top of a statement denouncing racist and eugenicist ideas espoused by Margaret Sanger. Formed in 2018 when Planned Parenthood of the Heartland merged with a neighboring organization, the affiliate operates 29 clinics in Iowa, Minnesota, Nebraska, North Dakota, and South Dakota.

Many who believe in Planned Parenthood’s mission–especially the white women who have been the majority of the organization’s volunteers in Iowa–know little about Sanger other than that she established the country’s first birth control clinic. Although I’m a third-generation supporter of Planned Parenthood in Iowa, I was ignorant about Sanger’s eugenicist views for much of my adult life. Those views were repugnant, and it’s important for reproductive rights advocates to be clear about rejecting them.

More than four months into the novel coronavirus pandemic, Governor Kim Reynolds and the Iowa Department of Public Health are finally acknowledging that slowing the spread of COVID-19 will require many more Iowans to routinely cover their faces in public.

Their “#StepUpMaskUpIA” campaign might have been more successful if state officials had pushed the message before reopening businesses and lifting other COVID-19 mitigation strategies in May and June. Instead, top officials waited until new coronavirus cases, hospitalizations, and deaths had been trending upward in Iowa for weeks.

Public health experts at the University of Iowa urged state leaders months ago to call for universal use of face coverings. But at her televised news conferences, Reynolds repeatedly asserted that expanded testing would allow the state to “manage” and “control” the virus. At the same events, the governor regularly portrayed face masks as something vulnerable Iowans might need, or a precaution people could bring with them in case they found themselves in a crowded setting.

As recently as last week, Reynolds was photographed in close proximity to others, with no one’s face covered. Even now, she refuses to delegate authority so local governments can issue enforceable mask orders.

Lost in the ever-evolving news cycle was President Donald Trump’s recent appointment of Michael Pack as the new administrator of the United States Agency for Global Media. This appointment was quickly followed with the dissolution of the advisory boards of Middle East Broadcasting, Radio Free Asia, Radio Free Europe/Radio Liberty, and the Open Technology Fund.

Governor Kim Reynolds proclaimed on July 17 that Iowa students must return to schools for in-person learning for at least 50 percent of the time. Her plan fails to address the facts in evidence as to the level of safety and preparedness of our public and accredited private schools. It also fails at basic math.

Governor Kim Reynolds’ Return to Learn proclamation, announced on July 17, was disheartening and disingenuous to Iowans, especially local education leaders who had already spent thousands of hours working on their district’s plans. It is causing anxiety among many groups of Iowans.

Many teachers and school administrators were made to feel powerless by the proclamation. I certainly felt that way as I watched the press conference unfold. But we are not powerless. We still have voices, pens, and keyboards that allow us to speak truth to such arbitrary and dangerous use of power. This piece seeks to do just that, by delving into the science and data the governor claims to have based her new policy upon.

Usually when an elected leader holds a press conference to offer additional guidance on a topic, everyone leaves with a deeper understanding of the issue. Unfortunately that wasn’t the case following Governor Kim Reynolds’ July 17 press conference on students returning to school amid the COVID-19 pandemic.

Instead, we got a new interpretation of a law that went into effect on July 1, which runs counter to much of the work schools have been doing.

Following the press conference, the governor released a proclamation that limits the ability of both public and private schools to offer remote learning and which loosens the current requirements on the qualifications for substitute teachers.

Iowa Secretary of State Paul Pate kept quiet for weeks.

He said nothing in public as Republican lawmakers sought to stop him from taking steps that contributed to record-breaking turnout in Iowa’s primary election.

He said nothing when legislators agreed to allow him to exercise emergency powers over an election only with approval from the GOP-dominated Legislative Council.

He had no public comment when Governor Kim Reynolds signed that bill.

Nor did he react when Republicans on the Legislative Council voted down a Democratic motion to let the secretary of state send absentee ballot request forms to all registered Iowa voters before the November election.

Pate’s staff did not respond to journalists’ inquiries about whether he would attempt to send a universal absentee request mailing this fall.

The secretary of state finally broke his silence on July 16 with a written proposal to mail every active registered Iowa voter an absentee ballot request form. But that’s not all. Pate’s also seeking to stop county auditors from making it easier for their constituents to return complete and accurate requests for absentee ballots.

Republicans on the Legislative Council will surely approve Pate’s request when they meet on July 17. But it’s not clear the secretary of state has the legal authority to limit what county auditors send voters.

Dustin Honken is set to be executed July 17 at the U.S. penitentiary in Terre Haute, Indiana, for two of five murders he committed in Iowa 27 years ago.

This case is of particular interest to Iowans, because while Iowa does not have the death penalty for crimes prosecuted in its state courts, the federal government has retained the death penalty. Honken was sentenced to death in federal court because his crimes involved manufacturing, trafficking, and the distribution of methamphetamine across multiple state jurisdictions.

“I am embarrassed and saddened by the way the media has been treated during COVID,” Polly Carver-Kimm wrote in an email to the Des Moines Register on July 15. “You are not receiving timely answers and you are getting scripted talking points when you do get an answer.”

Carver-Kimm discussed the state’s handling of press inquiries hours after being shown the door as communications director for the Iowa Department of Public Health.

In a normal year, after the Fourth of July, elementary teachers start to knock on the schoolhouse door so they can organize their classrooms to get ready for a new batch of kids. At about the same time, middle and secondary teachers start thinking about their class lists, and some ideas about new ways to deliver old instruction.

But this year isn’t normal.

President Lyndon Johnson signed the Older Americans Act into law on July 14, 1965. It responded to the need for community services, evidence-based health promotion, disease prevention programs, civic engagement, and elder justice for senior citizens. America’s seniors require a similar response to the COVID-19 pandemic.

The Iowa Alliance for Retired Americans believes that seniors must have relevant and accurate information about preventing and treating the coronavirus. Seniors and retirees are becoming more desperate looking for security and a cure. We should be able to trust President Donald Trump’s pronouncements. However, he repeatedly shows us that we cannot believe his statements.

Who could have predicted it, other than anyone familiar with reproductive health care?

Republican lawmakers and Governor Terry Branstad eliminated Iowa’s successful Medicaid Family Planning Waiver in 2017 and created a new state program that excluded abortion providers. The move forced Planned Parenthood to close four of its Iowa clinics around the state and dramatically decreased the number of Iowans receiving birth control and other reproductive services.

Preliminary data from the Iowa Department of Public Health indicate that Iowans had 25 percent more abortions in 2019 than in the previous year.
