The Republican Party of Iowa is the party of Bruce Rastetter. For years, he has amassed an enormous fortune at the public’s expense both here and abroad. And for years, he has invested in Iowa GOP candidates, in order to advance his own interests. After Governor Terry Branstad appointed him to the Iowa Board of Regents, he used that position to promote a business venture that could have displaced more than 162,000 refugee farmers in Tanzania, and to lean on a professor who discussed the ethanol industry’s impact on groundwater sources.

Rastetter knows how to call in favors. And he’s not done yet.

State Representative Bobby Kaufmann gained extensive media coverage in January for raising his middle fingers at the end of a speech to a conservative audience at the Iowa capitol. At the time, Kaufmann told reporters he was trying to convey widespread frustration with federal government policies and national problems.

But the Republican lawmaker told a different story at a recent meeting with constituents. Now he is claiming his “double-finger” was directed at specific individuals who have supposedly threatened his family.

For decades now, corporate interests have had their way in Iowa and both parties have been complicit. It is time for the Iowa Democratic Party, the Party of the People, to say “enough is enough.” It is time to ask our elected officials, our candidates, our leaders which side they are on. Are they on the side of the oligarchs and corporations that seek to profit off the backs of all Iowans, or are they on the side of the people?

I’ve always been a proud rural Democrat. But it has never been an easy road in a largely Republican county. We’ve been booed in parades, yard signs have been lit on fire. Canvassers have faced a litany of threats and intimidation – from a gun being brandished to bumper stickers and spark plugs being stolen from a vehicle. While I was working the polls on Election Day 2020, my dad was busy removing my yard signs and window placards because he was worried for my safety.

Despite everything, I’ve always believed that the party was worth fighting for because the party was fighting for me, for Iowa, and for a better future. 

However, right now, the party’s governing body is failing us.

Polk County Soil and Water Commissioner John Norwood announced on February 7 that he will run for Iowa secretary of agriculture as a Democrat. In a news release enclosed at the end of this post, Norwood promised to “protect urban and rural consumers, expand economic opportunities around diversified food and agricultural production, and advocate for the needs of ALL food, grain, and livestock producers.”

He added that he wants to create a “a modern vision for Iowa for its highly productive but “unbalanced” agricultural system,” in order to provide “healthy soil, clean air, swimmable/fishable waters and safe drinking water for everyone.”

You may have heard about the three proposals to build carbon pipelines crossing Iowa: one by Summit Carbon Solutions, one by Navigator CO₂ Ventures, and the newest for the Archer-Daniels-Midland Company (ADM). My neighbors and I in eastern Iowa are standing together to fight these pipelines (see “Against Navigator Pipeline” on YouTube, with more than 2,000 views). Here’s why.

Virtually unknown two months ago, proposed hazardous liquid carbon pipelines are the latest environmental disaster to hit Iowa’s newspaper headlines. Threatening everything from peoples’ lives to their land and our climate, it’s no surprise these pipelines have garnered mass opposition from the get-go, uniting Iowans of all stripes.

On behalf of the 73,000 Iowans we represent, with members in every county, we oppose carbon capture pipelines. Carbon pipelines are a danger to Iowans and our land, a false climate solution, and a distraction from the real work of reforming our agricultural and energy sectors to combat the looming climate emergency. They are an affront to our shared vision for Iowa’s future — where communities work together to protect our water, land and climate for future generations and those who live downstream.

Before northeast-Iowa farmer Paul Johnson died in early 2021, he served as an Iowa state legislator, the head of the U.S. Department of Agriculture’s Natural Resources Conservation Service, and director of the Iowa Department of Natural Resources. In light of some current federal policy discussions (e.g. about monopolies in the agricultural sector), Paul’s family is posting here one of the position papers he released during his unsuccessful 2004 U.S. House campaign in Iowa’s fourth Congressional district.

Any discussion of agriculture must start with recognition of its success. For the first time in humankind’s long journey there need no longer be fear of hunger. That hunger still exists in America and abroad, is an indictment of our unwillingness, not our inability, to care for each other. A big thanks is in order to those who have toiled in the fields for the past 13,000 years and in the research efforts of the past 100 years. Iowa farmers and researchers are a big part of that achievement. 

It is because we have been so successful that we have the luxury today to question our future. But question we must.

As Des Moines looks to the future, we are poised to be a beacon for the possible, but we need the right leaders to bring us to the next level. In my work revitalizing homes in the urban core of Des Moines, I have become concerned with the direction of the current City Council’s “Blitz on Blight” campaign. What I thought would be funding and policy to support neighborhood revitalization has become a wrong-headed race to destroy our architectural history while traumatizing the people in marginalized neighborhoods.

When done properly, blighted houses can become a source for affordable house and good paying jobs. Ms. Sheumaker is the candidate who understands that potential.

The Cedar Rapids Gazette held an hour-long water quality panel last week as part of their ongoing Iowa Ideas series. Gazette columnist Todd Dorman moderated the panel, which included University of Iowa Research Engineer Chris Jones, Iowa Environmental Council staff attorney Michael Schmidt, and myself, a Polk County Soil and Water Commissioner elected in 2018.

We spoke about Iowa’s water quality challenges within the context of operating one of the world’s most productive agricultural systems, including 23 million acres of corn and soybean row crops. Dorman summarized highlights from the discussion, and the full replay is available on YouTube:

The late Paul W. Johnson wrote the following essay as an introduction to Chapter Five of “The Essential Aldo Leopold: Quotations and Commentaries,” C. Meine and R. Paul was a staunch advocate of land use policies which served people and conserved natural resources. During his career, he served as an Iowa state legislator from Decorah, chief of the USDA Natural Resources Conservation Service, and director of the Iowa Department of Natural Resources.

The need to conserve soil and water seems obvious today. It was not always so. When Aldo Leopold began his conservation career with the US Forest Service, our nation was on a destructive rampage. Forests and croplands were thought to exist in limitless supply. Rangelands were considered useful only to the extent that they could support livestock grazing; range health was not an issue. Wetlands were considered wastelands. Surface waters were treated as sewers. Meandering streams were deemed too slow and inefficient, and wild rivers needed to be harnessed “for the good of mankind.”

Bloody Run County Park already had a lot going for it when I began working for the Clayton County Conservation Board in 2015. The unassuming 135-acre park outside of Marquette, Iowa has held a special place in the hearts of trout fishermen for decades.

Bloody Run Creek, for which the park is named, is one of Iowa’s few official Outstanding Waters, an Iowa Department of Natural Resources designation reserved for water bodies with exceptionally high quality. The name conjures up evocative imagery of battles won and lost in ages past. Indeed, local folklore offers an array of colorful etymologies and, fact-based or not, they speak to the rugged valley’s longstanding appreciation and respect from the people who know it best.

Unfortunately, it is now ground zero for a modern battle between industrial agriculture and environmentalists.

Tommy Hexter ‘21 and Jacy Highbarger ‘22 wrote this post. The authors are co-founders of Grinnell College’s chapter of Herbicide-Free Campus; Poweshiek Soil and Water Commissioner (former), and student members of Too Much Grass student-initiative at Grinnell College.

In the spring of 2021, a group of excited Grinnell College students, along with faculty and staff, acted on a student initiative called “Too Much Grass” and came together to create a 5,200 square foot prairie in the most prominent location on campus, Mac Field.

In collaboration with the College Center for Prairie Studies and the recently-founded Herbicide-Free Grinnell, chapter of the larger organization Herbicide-Free Campus, Too Much Grass aims to remove unnecessary lawn areas on campus and plant prairie seeds in their place. The hope is to create a place where future Grinnellians for generations to come will loaf through the planting and ponder the meaning of these deep perennial roots in Iowa soil.

In just three months, this project has already sparked interest in another planting on campus scheduled for September.

Earlier this month marked the first of what I hope to be a more common event in western Iowa: an organized multi-day hike through the Loess Hills. 

Conceived and orchestrated by Golden Hills Resource Conservation and Development (RC&D) and other partners, the Lo(ess) Hi(lls) Trek, as it was called, gave about 30 folks the opportunity to walk a route through and between conservation lands in Monona County. Golden Hills RC&D recently posted an excellent day-by-day synopsis of the LoHi Trek, so I won’t recap the details here.

As a participant, I would like to offer some of my reflections on this journey.

It is a pleasure to be with you as we celebrate Earth Day 51. Unfortunately, festivities for Earth Day 50 came and went with hardly a whisper, a casualty of our unfolding COVID pandemic. But even as our attention was drawn to the challenges we faced – the power of nature and being outdoors continued working on our lives. There are many lessons we will take from this shared experience but among the most significant is how it reaffirmed the valuable role nature plays in keeping us healthy and sane.

That is why it is fitting on Earth Day 51 as we emerge from our cocoons – we use this opportunity to think critically about our future with Iowa’s land and water. To do so it is important to consider some history – especially some of our most significant lost opportunities – and identify any lessons for the years ahead. The good news is we have a legion of conservation champions working to protect nature in Iowa and the ranks are growing.

The bad news we are still in the minority and face stiff headwinds.

This legislative session has kept the Iowa Environmental Council busy, in part because of a bill that would protect gas company profits at the expense of Iowa customers. House File 555 and its companion, Senate File 455, would hurt Iowans by stopping cities and counties from protecting their local residents from dangerous gas infrastructure, high energy bills, and polluting fossil fuels.

His family wanted to share the text of these previously unpublished remarks, delivered to the Iowa Environmental Council’s Annual Conference on October 11, 2013. I can’t help but comment on Ralph; he was the chair of our Energy and Environmental Protection Committee for years in the Iowa legislature when I was there, and when David [Osterberg] was there. We had a wonderful time–it was almost Camelot–we couldn’t do anything wrong. Whatever we wanted to do Ralph would guide us and we got it done. We did REAP [Resource Enhancement and Protection]; we did energy efficiency we did groundwater protection, a number of things, and it was a lot of fun. And it was bipartisan believe it or not; we really worked together.

We had a unanimous vote on REAP in the Iowa House of Representatives. I think there were 98 members there that day, and everyone voted for it, so it was a good time, and I often think back on those times as some of the best times of my life.

In the early 1980s there was a serious farm crisis in Iowa. Land and commodity prices were falling, so banks were calling in farm loans and foreclosing on farmers who couldn’t pay up. Maurice Dingman was bishop of the Des Moines area during those years, and he was speaking up strongly for farmers who were suffering during this time. I was impressed by his defense of family farmers.

In 1987 David Osterberg and I were serving in the Iowa legislature–he representing Mount Vernon, I representing Decorah–and working on groundwater protection. Industrial agriculture sent their lobbyists to weaken our legislation, and newspapers were carrying stories about their fierce opposition to our work.

During this time, Bishop Dingman phoned us and suggested we have lunch together.

Paul W. Johnson wrote this piece in 2017, when Republicans in the state legislature passed a budget bill that defunded Iowa State University’s Leopold Center for Sustainable Agriculture and eliminated it from the Iowa Code. Governor Terry Branstad signed the bill and left in place the sections redirecting funding away from the Leopold Center to the newer, corporate-friendly Nutrient Reduction Center at ISU. But he item-vetoed the section that would have removed all code references to the Leopold Center. Consequently, the center still exists but with no funding for research and education on sustainable agriculture. -promoted by Laura Belin

Aldo Leopold was born in Burlington, Iowa, in 1887. He died in 1948 while fighting a grass fire on his neighbor’s farm. He and his wife, Estella, are buried in a cemetery in Burlington. Aldo Leopold is known today as the father of the wilderness idea, the father of wildlife management in the U.S., and the father of the land ethic. The land ethic encourages us humans to understand that we belong to the community of all life on earth and that we need to learn to love and respect it.

“Conservation means harmony between men and land. When land does well for its owner and the owner does well by his land: when both end up better by reason of their partnership, we have conservation. When one or the other grows poorer, we do not.” -Aldo Leopold  

That is why we established the Leopold Center for Sustainable Agriculture in 1987.

Polk County Soil and Water Commissioner John Norwood adapted comments he sent to members of the Iowa Senate assigned to the subcommittee on Senate Study Bill 3116. As my life’s journey winds down, I often wake at night and mull over the wonderful life this world, my country, my state, my community, and my friends and family have given me.  Music has been an important part of my life. 

The gospel songs I learned in church, the country and western and pop music of the 1950s came first. Then came classical music.  Tchaikovsky’s violin concerto in D – tense, boisterous, serene. It could be the theme music of my life. Or the theme music of the 300-year-old white oaks in our woods. Or of the Monarch butterflies that stop by our prairies in fall and feast on the nectar of the late-blooming asters before the north winds send them on a wild ride to their winter hangouts in the Sierra Madre mountains in Mexico.

Recently Stuart Hamblen’s song of the 1950s, This Old House, has washed over me. It goes, “Ain’t a gonna need this house no longer, Ain’t a gonna need this house no more.”

Iowa’s environmental community had something to celebrate when state lawmakers adjourned for the year without passing legislation that would crush small-scale solar development. An unusual coalition including solar installers, environmental groups, and livestock farmers helped keep the bill bottled up in the Iowa House despite intense lobbying by MidAmerican Energy and its allies, along with massive spending by undisclosed donors.

Unfortunately, lawmakers approved and Governor Kim Reynolds signed several other measures that will be detrimental for Iowa’s natural resources and take our state’s energy policy in the wrong direction. The new laws take effect today, as the 2020 fiscal year begins.

As predicted, Dakota Access announced on June 12 that it wants to increase the amount of oil flowing through its pipeline across Iowa. The company claims it needs no additional authorization from the Iowa Utilities Board (IUB) to proceed.

For those of us who have fought Energy Transfer Partners (ETP) and the Dakota Access Pipeline (DAPL) for nearly five years, May 31 was a sad day. That morning, the Iowa Supreme Court ruled that ETP had the right to forcibly take Iowans’ land for an export crude oil pipeline.

It is with great pride that I stand before you today, with the awesome task of presenting the state of the county address: an occasion I’m sure everyone here has been looking forward to since the date was announced. This is What Happened

Many people are curious about Iowa stream nitrate before modern agriculture became established across the landscape. They want to know what the “natural” level of nitrate was. It turns out we do have some actual data. In 1955, the Iowa Geological Survey published a document titled “Water-Supply Bulletin No. 5, Quality of Surface Waters of Iowa, 1886-1954” (1). Some of these data are shown below (as nitrogen).

Sadly, those of us fighting the Dakota Access Pipeline (DAPL) lost one of our strongest allies this week. LaVerne Johnson died suddenly and unexpectedly on Sunday, April 7. My heart goes out to his wife, family, and closest friends — though he will be missed by more people than he would have imagined.

UPDATE: The Iowa House approved an amended version of Senate File 548 on a mostly party-line 52 to 44 vote. The Senate approved the bill by 33 votes to 17. Governor Kim Reynolds signed the bill on May 9.

Iowans are dealing with the aftermath of receding flood waters this week. Heart-wrenching stories have emerged about returning to decimated homes, topsoil-choked streams headed for the Gulf of Mexico, and the sad task of removing lifeless bodies of young calves who couldn’t withstand the deluge.

Commentators and elected officials are missing the point – or at least failing to bring proper attention to – the obvious and science-based solution to not only water quantity but water quality crises facing our state. We must adopt policy and pass laws that slow down the water running off of our farm fields. That task starts with the federal Farm Bill but ends here at home with efforts to replace Iowa’s lax environmental rules with meaningful protections for land and water.

Senate File 548, the bill that would restrict the use of loans from the State Revolving Fund to purchase land for water quality projects, is a step in the wrong direction.

There are too many potential topics for this blog, the third in a series, and that leads to a certain amount of indecisiveness. Until something happens. That something is the flooding that has already occurred in the Midwest this year, and the expectation of more to come. So far, western Iowa, eastern Nebraska, and northwestern Missouri have experienced the worst of it, with a much larger area affected to some extent.

The degree of flooding in the Missouri basin this year is nearly unrivaled in the record books. Still, I want to push this point: we should have known, and we should have acted to prevent it or mitigate it. Dams do not work in the long run, and when the system of dams was built along the Missouri in the 1940s and 1950s, the year 2019 was a long time off. We are now in “the long run” that no one then foresaw.

Iowans were up in arms this week in reaction to two bad bills aimed at restricting acquisition or expansion of public lands. House File 542, introduced by Republican State Representative David Seick, and Senate Study Bill 1221, introduced by GOP State Senator Ken Rozenboom, would severely limit the ability for state agencies, cities and counties, and private citizens to acquire or donate land for public projects.

In a state with just 2 percent of land in public holding, these bills were a drastic overreach to answer a problem that doesn’t exist.

On the evening of February 27, your Soil and Water Commissioners for Region 6 (including Polk, Dallas, and Madison Counties) gathered for our Spring Regional meeting in Winterset.

We heard from a variety of state and federal partners and discussed staffing, funding, and priorities for improving our soil health and water quality.

In a victory for freedom of speech and association, a federal court last week “dismissed a $1 billion racketeering lawsuit that the developer of the Dakota Access oil pipeline filed against environmental groups and activists, saying he found no evidence of a coordinated criminal enterprise,” Blake Nicholson reported for the Associated Press on February 14.

Two of the named defendants, Jessica Reznicek and Ruby Montoya, lived in Iowa when they repeatedly lit fires and used cutting torches to damage the Dakota Access pipeline. They later went into hiding, and Bleeding Heartland’s attempts to reach them for comment were unsuccessful.

“The Democrats Are Climate Deniers.” That’s the jarring headline of an article this week in Jacobin that Jon Neiderbach brought to my attention. The sub-heading reads, “If the Democrats really believed the science on climate change, they’d be offering far more radical proposals. We have to make them.”

Sad but true. It’s one thing for a politician to say, “I support the Green New Deal (GND).” But when pushed for specifics, most aren’t on board with GND’s “transition to 100 percent renewable energy within 12 years — the time frame set by the world’s leading climate scientists.”

In the gubernatorial debate on Wednesday night, lots of issues were discussed, but one got short shrift: Iowa’s clean water crisis.

Iowans across party lines want clean water and air. But pollution from corporate factory farms is making that impossible, as millions of gallons of untreated waste ends up in our waterways.

Intense rainfall events like the one Des Moines and Ankeny recently experienced this summer are increasing in frequency, and their negative impacts on our soil health and water quality are being felt locally and downstream. Meanwhile, 100 year and 500 year flood events are happening with more frequency and causing million of dollars in damage.

I’m running for our Polk County Soil and Water Commission. My platform is to clean up the water and hold our soil in place. Remarkably, very little has been done in our county to address ag tile water, which is the primary source of nitrogen in our surface water, according to University of Iowa Experts.

Ed Fallon, a leading opponent of the Dakota Access (Bakken) Pipeline, recently told the Des Moines Register that acts of sabotage were “very misguided,” “didn’t accomplish anything significant in terms of stopping the pipeline,” and “alienated a lot of people who we need on our side.” -promoted by desmoinesdem

I want to respond to feedback I received, some of it harsh, to a recent article I wrote about the destruction of equipment along the route of the Dakota Access Pipeline by Jessica Reznicek and Ruby Montoya in 2016/2017. I concede that some of what I wrote previously could have been explained more clearly, so here goes.
