For weeks, Governor Kim Reynolds told reporters at her daily news conferences that “data” and “metrics” informed her approach to slowing the spread of novel coronavirus (COVID-19) in Iowa.

That narrative flew out the window on April 27, when she unveiled her plan to lift some mitigation measures statewide and allow many kinds of businesses to reopen in 77 Iowa counties, effective May 1.

Reynolds and Dr. Caitlin Pedati, the state medical director and epidemiologist, sought to spin the new policy as “evidence-based.” In reality, they are betting Iowans’ lives on the potential for data collection that has barely begun.

“If China hadn’t covered up #Covid19, the effects of this pandemic could have been lessened,” U.S. Senator Joni Ernst posted on her political Twitter feed and Facebook page on April 25. “We need to hold China accountable.”

Her words were practically a carbon copy of how the National Republican Senatorial Committee has advised endangered GOP incumbents to discuss the novel coronavirus (COVID-19) pandemic.

Nine Iowa Republican legislators released an open letter on April 24 applauding Governor Kim Reynolds’ plan “to open the state of Iowa for business as soon as possible,” so Iowans can get “back to a sense of normalcy in a timely fashion.”

The number of Iowans known to have died because of novel coronavirus infections reached 107 on April 24, as reported cases and deaths each hit new one-day highs.

COVID-19 has now claimed more Iowa lives than all foreign military conflicts of the last three decades.

UPDATE: Bennett received about 94 percent of the vote in the June 2 primary.

A Republican would have no prayer of winning Iowa House district 65. Two-thirds of the voters in this part of Cedar Rapids (map enclosed below) supported President Barack Obama’s re-election in 2012, and more than 61 percent backed Hillary Clinton in the last presidential election.

State Representative Liz Bennett defeated her last two Republican opponents, Harry Foster in 2016 and George Olmstead in 2018, by two to one margins. Fred Hubbell likewise more than doubled the vote for Governor Kim Reynolds in the House district 65 precincts. The area contains 9,265 active registered Democrats, 3,711 Republicans, and 5,848 no-party voters, according to the latest official figures.

No one is seeking the GOP nomination in House district 65 this year. Instead, lifelong conservative Foster is trying to sneak into the seat by masquerading as a Democrat.

Iowa’s confirmed novel coronavirus infections have sharply increased since the state expanded testing late last week. As hundreds of new cases were identified among employees of meatpacking plants, the share of Iowans with COVID-19 who are people of color also rose.

“I do want to encourage every Iowan to go to TestIowa.com and take the assessment,” Governor Kim Reynolds said as she rolled out a program to increase the state’s coronavirus testing capacity during an April 21 news conference. The governor announced the following day that more than 80,000 Iowans had completed an initial assessment during the first 24 hours the website was online.

However, the online survey at the new site is not accessible to all Iowans in high-risk groups for COVID-19 infections and complications. Representatives of the governor’s office and Iowa Department of Public Health did not respond to Bleeding Heartland’s repeated questions about barriers to taking the survey.

The Iowa Department of Public Health has refused to disclose the state’s pandemic emergency response plan, Barbara Rodriguez reported for the Des Moines Register on April 20.

Bleeding Heartland has tried without success to obtain the department’s current guidance on rationing ventilators, should that become necessary in Iowa hospitals.

Three weeks ago today, Iowa Department of Public Health Deputy Director Sarah Reisetter told reporters our state’s novel coronavirus (COVID-19) infections might hit “a first peak in the next two to three weeks.” But Iowa has racked up more confirmed cases and deaths attributed to COVID-19 during the past three days than in any previous three-day period. Outbreaks continue to be identified in long-term care facilities and meatpacking plants, where one infected person can pass the virus to many others.

Governor Kim Reynolds imposed stricter limits on socializing outside the household in fourteen northeast Iowa counties on April 16. The next day, she ordered all schools in the state to remain closed through the remainder of this academic year. But even as the governor encouraged Iowans to stay home if they can, she asserted on April 17 that “there are a lot of really positive signs” and suggested officials may be ready to start opening things up in parts of the state soon.

Meanwhile, the country’s most widely-cited model for COVID-19 now projects that use of hospital resources and coronavirus deaths in Iowa will peak on May 7 and 8, respectively. The Institute for Health Metrics and Evaluation (IHME) at the University of Washington also indicates that “relaxing social distancing may be possible” in Iowa after June 29. By comparison, the same model projects that the states of Washington and California already passed their peak for deaths and hospital resource use and may be able to scale down mandatory social distancing on May 18.

Why hasn’t Iowa turned the corner?

UPDATE: The state altered testing criteria again on May 6, but the changes were minimal (see new policy at the end of this post).

Iowa’s State Hygienic Laboratory posted new testing requirements on April 17 for people who suspect they have novel coronavirus (COVID-19) infections. The updated criteria are nearly identical to earlier versions, with a change designed to reduce the risk of asymptomatic patients bringing the virus to assisted living facilities.

Also on April 17, Iowa Department of Public Health Deputy Director Sarah Reisetter confirmed that some workers without symptoms will be tested at meatpacking plants where other employees are known to have COVID-19 infections.

Novel coronavirus outbreaks have forced multiple meatpacking plants to shut down and turned Louisa County into Iowa’s hot spot for COVID-19 cases per capita. Governor Kim Reynolds asserted on April 15 that site visits and stepped up testing will keep employees healthy, minimizing disruption to the food supply chain.

But while routine food safety inspections of meatpacking plants continue, the companies’ additional steps to slow the spread of COVID-19 are outside the scope of regulation by the the U.S. Department of Agriculture (USDA) and the Iowa Department of Agriculture and Land Stewardship (IDALS).

Neither the Iowa Department of Public Health nor the governor’s office responded to inquiries about who–if anyone–will be inspecting meatpackers’ coronavirus mitigation measures.

For the first time on April 14, the Iowa Department of Public Health released information about novel coronavirus (COVID-19) infections by race and ethnicity. The results won’t surprise anyone who has been following the news from other parts of the country: a disproportionate number of Iowans with confirmed COVID-19 infections are African American or Latino.

Activists and some Democratic legislators had pushed for releasing the demographic information after a senior official said last week the public health department had no plans to publish a racial breakdown of Iowa’s COVID-19 numbers.

Meanwhile, Iowa reported its largest daily number of new COVID-19 cases (189) on April 14, fueled by the outbreak that has temporarily shut down a Tyson pork processing plant in Columbus Junction (Louisa County). At her daily press conference, Governor Kim Reynolds again praised efforts by meatpacking companies to slow the spread of the virus and keep workers and the food supply chain safe. However, the League of United Latin American Citizens (LULAC) has highlighted unsafe workplace conditions for employees of meatpacking plants, a group that is disproportionately Latino.

Deb Scharper launched her campaign today in Iowa Senate 26, one of two Obama/Trump state Senate districts where no one filed to run in the June 2 Democratic primary.

While outside the top tier of Democratic pickup opportunities in the upper chamber, this district was decided by a narrow margin in 2012. Scharper’s race against first-term State Senator Waylon Brown is also worth watching for clues on whether Republicans, who now hold a 32-18 Senate majority, can maintain their advantage in the part of Iowa that swung most heavily to Donald Trump in 2016.

A Polk County inpatient program for people with brain injuries has multiple cases of novel coronavirus (COVID-19), the facility confirmed on April 13.

On With Life primarily provides outpatient services to people who have had brain injuries due to accidents or strokes, or who have Parkinson’s disease. The organization also operates a 28-bed inpatient rehabilitation unit in Ankeny and a long-term skilled care facility in Glenwood.

I enclose below the full statement On With Life released in response to Bleeding Heartland’s inquiry, which said “COVID-19 cases were confirmed within our Ankeny Inpatient program” during the last week.

Most Christians (aside from those in the Orthodox Church and Jehovah’s Witnesses) are celebrating Easter today, and Jews all over the world are in the middle of the Passover festival. But the novel coronavirus (COVID-19) pandemic has disrupted holiday celebrations along with almost every other aspect of normal life.

Many Iowa houses of worship have adapted by live-streaming services or broadcasting them on radio frequencies congregants can hear from cars parked outside the building.

The scale of the economic collapse caused by the novel coronavirus (COVID-19) pandemic is beginning to come into view. The national economy may contract by 40 percent in the second quarter, with unemployment reaching 20 percent. One nationwide survey published this week indicated that 33 percent of voters–including 52 percent of respondents under age 45–have either lost their job, had work hours reduced, or been furloughed.

Iowa’s latest unemployment figures show yet another record number of new claims.

As the general counsel for the Iowa Association of Municipal Utilities (IAMU), a member organization representing more than 750 utilities serving more than 2 million Iowans, I read with great frustration the claims made by John Aspray in a post on this blog, and I’d like to offer a few comments in response.

Mr. Aspray asserts that “Iowa’s state government has put water on the back burner” and also that “80 percent of Iowa residents could be at risk of losing access to running water in their homes.” Neither assertion is accurate.

Governor Kim Reynolds has urged Iowans to “unite in prayer” today in response to the novel coronavirus (COVID-19) pandemic. In a proclamation presenting elements of Christian theology as fact, Reynolds declared April 9 to be a “Day of Prayer” statewide. An accompanying news release invited the public to participate in the Iowa Prayer Breakfast, which was held virtually this morning. The annual event features Christian faith leaders.

Reynolds and Lieutenant Governor Adam Gregg appeared in their official capacity at the breakfast, via separate video links. Speaking from the state emergency operations center with the state flag and seal of Iowa visible behind her, Reynolds hailed the effort to keep “glorifying Jesus Christ through the public affirmation of His sovereignty over our state and our nation.” From the Capitol building, Gregg observed that “Christ’s love for us” will never change, even in challenging times.

A public health emergency is no excuse for elected officials to promote religion, especially not a specific faith tradition.

U.S. Representative Steve King asserted on April 7 that publicizing the names, addresses, and medical history of those who test positive for novel coronavirus (COVID-19) would help the country overcome the pandemic by allowing people to “make better decisions.”

Governor Kim Reynolds announced more business closures on April 6, as the number of confirmed novel coronavirus (COVID-19) infections climbed to 946. Cases have nearly doubled the total of 497 on March 31. Confirmed deaths (now 25) have more than doubled from eleven on April 3.

Establishments now shuttered in Iowa include enclosed shopping malls (but not stores that can be accessed from outside the mall), arcades, outdoor and indoor playgrounds, social halls, bowling alleys, tobacco or vape stores, movie stores, and campgrounds.

Though Reynolds repeatedly urged Iowans to stay home if possible, and said the ban on gatherings larger than ten people will be enforced, she again stopped short of issuing a mandatory shelter-in-place order.

President Donald Trump has added to the list of officials he has sidelined for their role in exposing or investigating him. In what Aaron Blake called a “Friday night news dump for the ages,” Trump informed leaders of the U.S. House and Senate Intelligence Committees on April 3 that he is removing Intelligence Community Inspector General Michael Atkinson.

Trump put Atkinson on administrative leave to stop him from doing his job before his dismissal takes effect next month (the president was required to give Congress 30 days notice of such action).

Governor Kim Reynolds on April 3 named Des Moines attorney Matthew McDermott to succeed retiring Iowa Supreme Court Justice David Wiggins. During seventeen years in private practice, McDermott has worked on a wide variety of cases. Bleeding Heartland posted lengthy excerpts from his application and interview with the State Judicial Nominating Commission last month.

This appointment will continue the Iowa Supreme Court’s sharp turn to the right since 2018. As Bleeding Heartland discussed when McDermott was a finalist for the previous vacancy, he has worked closely with influential Republicans and handled some politically charged cases. He defended the 2017 collective bargaining law on behalf of the state and represented an Iowa House Republican seeking not to count 29 absentee ballots his constituents had cast on time.

On the other hand, McDermott has done a substantial amount of criminal defense work, and his application highlighted an unsuccessful appeal raising Fourth Amendment issues as one of his significant cases. Wiggins was a consistent voice for individual rights on the Supreme Court, including in many search and seizure cases.

Iowa physicians will be able to determine on a case-by-case basis whether abortion is essential health care for their patients, under an agreement the state reached today with plaintiffs who challenged Governor Kim Reynolds’ attempt to halt surgical abortions.

Governor Kim Reynolds continues to resist calls from local government leaders to issue a statewide shelter-in-place order. She confirmed on March 30 she doesn’t plan to give cities or counties the authority to restrict public movements in their own jurisdictions.

Her stance ensures Reynolds will be held responsible if novel coronavirus (COVID-19) infections spiral out of control in any part of Iowa.

Only three days after staff for Governor Kim Reynolds confirmed surgical abortions are among the “nonessential or elective surgeries” now prohibited in Iowa under a public health emergency proclamation, several groups went to court to block the governor’s action.

Congress “expanded unemployment insurance by 250 billion dollars” to support laid-off workers, Senator Joni Ernst said during a news conference organized by Governor Kim Reynolds on March 29.

She didn’t mention that she and fellow Republican Senator Chuck Grassley had voted to reduce the amount millions of jobless people will receive over the next four months.

The U.S. Environmental Protection Agency and the Iowa Department of Natural Resources announced this week that they are relaxing enforcement of some environmental regulations because of the novel coronavirus (COVID-19) pandemic.

UPDATE: The ACLU of Iowa, Planned Parenthood, and the Emma Goldman Clinic filed suit to block this policy on March 30.

Governor Kim Reynolds temporarily banned surgical abortions in Iowa through her latest action on the state of public health disaster emergency caused by novel coronavirus (COVID-19), the governor’s office said on March 27.

U.S. Representative Steve King told constituents this week he doubts Americans will be able to get “back online by Easter” and urged them to follow medical advice to slow the spread of novel coronavirus (COVID-19).

U.S. Senator Joni Ernst told constituents this evening it “would not be prudent” to discourage social distancing by Easter and that Americans should follow the advice of medical professionals.

Governor Kim Reynolds’ March 20 proclamation related to the COVID-19 pandemic suspended provisions of Iowa law imposing penalties and interest on late property tax payments.

Iowa’s 99 county governments collect property taxes and distribute the funds to themselves and other taxing authorities, such as school districts, cities, community colleges, or townships. The taxes paid by property owners are technically due on March 1 and September 1 of each year. Normally, penalties and interest begin to accrue on April 1 and October 1, respectively.

Governors of seventeen states have issued shelter-in-place orders to slow the spread of novel coronavirus (COVID-19). But Governor Kim Reynolds again maintained on March 24 that data do not support that action in Iowa. She and top Iowa Department of Public Health officials are betting that closures already in place, along with official efforts to encourage social distancing, will be sufficient to keep serious COVID-19 infections from overwhelming our health care system.

A growing number of local leaders disagree.

Iowa State Fair officials closed the fairgrounds on the east side of Des Moines to the public on March 18 and are readying the 4H dormitory near Dean Avenue to house homeless people in the Des Moines area who may come down with minor symptoms of novel coronavirus (COVID-19) infections.

These plans were formalized after Polk County officials were briefed recently with World Health Organization estimates about the spread of COVID-19. If it gets a foothold in the metro area, as many as 34,000 central Iowans could fall ill, and perhaps 1,500 will need intensive care treatment, said Polk County Board of Supervisors Chair Matt McCoy. He repeated the call from local and state officials for people to stay home and avoid contacts that may spread the disease. McCoy said he and other leaders are confident the area’s health care facilities can handle the challenge if the virus infections do not all occur at once.

Governor Kim Reynolds announced more new restrictions on March 22, as the number of confirmed novel coronavirus (COVID-19) cases in Iowa rose to 90, affecting residents of 24 counties.

However, Reynolds continues to resist steps that some public health experts feel are necessary to slow the spread of the disease, such as a statewide “shelter in place” order or mandatory closure of non-essential businesses. Even more concerning, the governor continues to emphasize that Iowans should stay home if they’re sick, which could give those who don’t feel ill a false sense of security about keeping up their normal routines.

The novel coronavirus (COVID-19) outbreak is causing massive economic disruption as many workplaces close and consumers scale back their normal activities. Economists are predicting a “sharp increase in the unemployment rate nationally.”

The state agency that handles Iowa’s unemployment payments has been receiving as many new claims in a day as they would normally receive “in a busy month.”

UPDATE: All of Iowa’s largest school districts have adopted this policy. Please let me know about any districts that should be added to the list below.

More than 150 Iowa school districts, including nine all of the ten largest, will pay hourly workers while schools are closed to slow the spread of novel coronavirus (COVID-19), according to the leading union representing Iowa education workers.

However, school districts in hundreds of communities, including Davenport and Sioux City, have not made that commitment, the Iowa State Education Association (ISEA) contends.

The U.S. Senate voted on March 18 to approve a second bill responding to the rapidly spreading novel coronavirus (COVID-19), and President Donald Trump signed the legislation later the same day. Senators Joni Ernst and Chuck Grassley were part of the 90 to 8 bipartisan majority that approved final passage of the bill. But first, Iowa’s senators supported a Republican amendment to remove mandatory paid sick leave from the bill the U.S. House approved late last week.

Less than 24 hours after declaring “the state remains open for business” and asserting that Iowans could address the spread of novel coronavirus (COVID-19) “without me ordering these businesses to close,” Governor Kim Reynolds issued a “State of Public Health Disaster Emergency.” Her March 17 proclamation requires Iowa restaurants to provide “drive-through, carry-out, and delivery only” and temporarily closes fitness centers, theaters, casinos, senior citizen centers, while banning all gatherings of more than ten people.

Political leaders around the country have accelerated steps to force “social distancing” as the threat posed by COVID-19 comes into focus. The Iowa legislature adjourned for at least 30 days after passing resolutions directing funds toward health care needs and giving Reynolds “broad authority to run state government.”

New analysis by health researchers shows why scientists have been calling for more aggressive policies to limit social interaction. Our medical infrastructure cannot accommodate the expected surge in patients needing hospitalization for severe COVID-19 infections.

Now that the deadline for candidates to qualify for the June primary ballot has passed, it’s time to revisit the 2020 Iowa House landscape. (A separate overview of state Senate races is in progress.)

Republicans now hold a 53-47 majority in the lower chamber, meaning Democrats need a net gain of four seats for control. Thanks to our state’s nonpartisan redistricting system, more than a dozen House districts should be highly competitive. This post covers 22 House districts that could fall into that category. One or both parties spent significant funds on twenty Iowa House races in 2018, not counting House districts 82 or 16, where Republican candidates ended up winning by small margins.

Since Bleeding Heartland first reviewed the House landscape last May, both parties have had some recruiting successes, while other districts still lack a top-tier challenger. The Secretary of State published the full list of Democratic and GOP primary candidates here. In some races that are currently uncontested, major parties may get candidates on the ballot later by holding a special nominating convention.

Better late than never. Governor Kim Reynolds recommended on March 15 that Iowa schools close for four weeks to slow the spread of novel coronavirus (COVID-19). The same day, Republican legislative leaders announced the House and Senate will suspend operations for at least 30 days after meeting on March 16 “to consider resolutions regarding continuity of government to ensure delivery of essential services to Iowans.” Clerks and secretaries have been told they will be paid through April 21, but “March 16 will be your last day of employment.”

While several state legislatures around the country hit the pause button last week, Iowa House Speaker Pat Grassley and Senate Majority Leader Jack Whitver waited for recommendations from the governor or the Iowa Department of Public Health.

As recently as the late afternoon on March 13, Reynolds was assuring the public, “At this time, Iowa is not experiencing community spread of the virus.” Such a definitive statement was not warranted, given how few people had been tested for COVID-19.
