The state’s official website on the coronavirus pandemic regularly understates the number of Iowans who have died of COVID-19, Bleeding Heartland’s analysis of U.S. Centers for Disease Control data indicates.

The Iowa Department of Public Health submitted information to the CDC indicating that 2,099 Iowans had died from COVID-19 through the week ending November 7. The latest figures published on coronavirus.iowa.gov show 2,206 total deaths, but account for only 1,920 deaths through November 7.

Sara Anne Willette, who maintains the Iowa COVID-19 Tracker website, has noticed the same discrepancy. It may explain why IDPH communications staff never answered Bleeding Heartland’s many inquiries about how the state counts coronavirus fatalities.

Iowa Medical Director Dr. Caitlin Pedati received a 45 percent raise this summer despite a state policy limiting within-grade pay increases, records obtained by Bleeding Heartland show.

Department of Administrative Services (DAS) Interim Director Paul Trombino III advocated for Pedati to receive the unusually large raise three weeks after informing state agency directors that they could give employees within-grade salary hikes of up to 3 percent.

State rules also require that “any within grade pay increase must be accompanied by a current performance evaluation,” Trombino reminded directors in the same memo. However, staff with the Iowa Department of Public Health (IDPH) and DAS did not answer questions about whether anyone has formally reviewed Pedati’s work this year.

Federal funds used to cover salaries and benefits for Governor Kim Reynolds’ staffers were routed through the Iowa Department of Homeland Security and Emergency Management, rather than going directly to the governor’s office.

Because of the unique arrangement, state agencies’ databases and published reports on expenditures from the Coronavirus Aid, Relief and Economic Security (CARES) Act do not reveal that any funding supported the governor’s office. Instead, some show allocations from Iowa’s Coronavirus Relief Fund to Homeland Security, from which $448,449 was spent on “COVID Staffing” or “State Government COVID Staffing.”

That’s the exact dollar amount Reynolds approved to pay permanent employees on her staff for part of their work during the last three and a half months of the 2020 fiscal year. Other agencies that had staff working on the pandemic response from the State Emergency Operations Center, such as the Iowa Department of Public Health, did not receive CARES Act funding through the same indirect route.

The governor’s communications director Pat Garrett and chief of staff Sara Craig Gongol did not respond to six inquiries over a three-week period about how these payments were made and recorded.

The state of Iowa is looking for a private company to help integrate programs of the Iowa Department of Human Services (DHS) and Department of Public Health (IDPH).

Governor Kim Reynolds indicated this summer that she planned to merge many operations of the departments, which serve a combined total of more than 1 million Iowans. After Gerd Clabaugh announced plans to retire as IDPH director, Reynolds appointed DHS Director Kelly Garcia to serve simultaneously as interim director of public health, saying in a news release, “This is an opportunity to increase cooperation and collaboration between these two agencies to better serve Iowans.”

A Request for Proposal reveals more details about the planned scope of the reorganization, which is scheduled to begin early next year. Notably, control of infectious diseases is among the areas of the IDPH’s work that will be “excluded from the redesign.”

Governor Kim Reynolds has defended her decision to use nearly $450,000 in federal funds from the Coronavirus Aid, Relief and Economic Security (CARES) Act to pay salaries and benefits for her permanent staffers.

But her comments at a September 16 news conference, along with information her staff provided to some reporters afterwards, left several salient questions unanswered.

Governor Kim Reynolds directed that nearly $450,000 in federal funding the state of Iowa received through the Coronavirus Aid, Relief and Economic Security (CARES) Act be used to cover salaries and benefits for staff working in her office.

According to documents Bleeding Heartland obtained from the Iowa Department of Management through public records requests, the funds will cover more than 60 percent of the compensation for 21 employees from March 14 through June 30, 2020.

Reynolds has not disclosed that she allocated funds for that purpose, and reports produced by the nonpartisan Legislative Services Agency have not mentioned any CARES Act funding received by the governor’s office. Nor do any such disbursements appear on a database showing thousands of state government expenditures under the CARES Act.

The governor’s communications director Pat Garrett did not respond to four requests for comment over a two-week period.

Tens of thousands of employees at Iowa’s state universities will have their payroll taxes withheld as usual this fall, despite a recent executive order from President Donald Trump.

Trump moved last month to suspend payroll taxes from September 1 through December 31, 2020. Affected employees would see slightly higher paychecks for the next four months, but would have lower take-home pay from January through April 2021 as employers withhold double the amount for payroll taxes.

Josh Lehman, communications director for the Iowa Board of Regents, told Bleeding Heartland on September 9,

State Auditor Rob Sand had “great news” to share with members of the Iowa House and Senate Appropriations Committees in May. Federal officials had agreed not to demand repayment for alleged overbilling, provided that Iowa changed its billing practices for future audits. The savings to the state would amount to tens of thousands of dollars for each fiscal year.

Documents Bleeding Heartland obtained through a public records request confirm that key Reynolds administration officials were on board with the reform plan, and Iowa Senate appropriators took it up in June as the legislature was completing its work.

The records also show that State Representatives Gary Mohr and John Landon refused to move the fix through the Iowa House.

What they don’t explain is why.

If you visit coronavirus.iowa.gov and view the graphs on the “case counts” page, you might expect to learn how many Iowans were tested for COVID-19 on any given day, and how many of those tests came back positive or negative.

You would be wrong.

Every day, records of hundreds or thousands of old tests disappear from the website. Consequently, it is impossible to reconstruct an accurate picture of Iowa’s testing numbers or positivity rates, either statewide or at a county level.

The Iowa Department of Public Health has erroneously recorded thousands of positive COVID-19 test results, distorting reported case numbers and positivity rates.

Rob Ramaekers, the lead epidemiologist for the department’s Surveillance Unit, acknowledged in an August 14 email that Iowa’s coronavirus website has recorded some recent cases as occurring weeks or months in the past. According to Ramaekers, state officials are aware of the problem and working on a fix.

The backdating means that publicly available numbers underestimate the positivity rate for COVID-19 tests conducted over the past two weeks, a key metric for measuring community spread.

The base pay for Iowa’s medical director and state epidemiologist Dr. Caitlin Pedati increased by 45 percent as the current fiscal year began on July 1, records obtained by Bleeding Heartland show. The additional $3,144 that Pedati began receiving per two-week pay period would translate to an extra $81,744 in base salary over twelve months.

The doctor leading the state’s COVID-19 pandemic response also received more than $55,000 in overtime pay from March through early July, even though her job class would not normally be eligible for overtime compensation.

Van Buren County had 24 confirmed COVID-19 cases as of July 29, according to Iowa’s official coronavirus website. But the local health department had recorded 46 cases in that southeast Iowa county by that date.

The discrepancy in one small county’s reported COVID-19 case numbers could point to big trouble for managing school closures this fall.

U.S. Senator Joni Ernst told members of the Iowa Farmers Union in June that she’d prefer for fossil fuel companies not to be eligible for COVID-19 relief funds.

However, months earlier she was among only two farm state senators to sign a letter aimed at ensuring that oil, gas, and coal companies would have access to federal funding from the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

This project started with the goal of clearing up some confusion surrounding Iowa’s novel coronavirus (COVID-19) death statistics.

Specifically, I wanted to debunk a conspiracy theory making the rounds on Facebook, Twitter, and Reddit.

I also planned to explain why the number of deaths for a given day on the state’s official website (coronavirus.iowa.gov) didn’t always match the number of new deaths that had been announced on that date. Many readers had asked about the discrepancy.

I was almost ready to publish in early July, but I needed to nail down one detail. Did the total fatalities on the state website (793 at this writing) reflect all of what the U.S. Centers for Disease Control describes as “multiple cause” COVID-19 deaths, or only what the CDC labels “underlying cause” deaths?

After asking that question more than half a dozen times over two and a half weeks, I still haven’t received an answer. So much for the Iowa Department of Public Health’s supposed “transparency” and “constant communication with media” on the pandemic.

The Iowa quarter, printed in the latter part of 2004, is based upon a Grant Wood painting depicting a group of students and their teacher planting a tree outside of a county school. The statement on the coin says, “Foundation In Education.” For many decades, Iowa was noted for its first-in-the-nation education status. Likewise, Iowa has been a consistent leader in civil rights.

In fact, Iowa established some standards of equality long before the federal government or other states.

But racial disparities continue to affect Iowans in many areas of life. A reform the Democratic-controlled legislature enacted more than a decade ago has only slightly mitigated the problem.

State Representative Ashley Hinson didn’t miss a roll call vote as the Iowa House wrapped up its work in June, legislative records show. But the two-term Republican mostly stayed out of the House chamber while colleagues debated controversial bills.

The tactic allowed Hinson, who is also the GOP challenger in Iowa’s first Congressional district, to avoid public questioning about policies she supported. Notably, she was absent during most of the House deliberations on imposing a 24-hour waiting period for abortions, establishing a barrier to voting by mail, and giving businesses near-total immunity from lawsuits related to COVID-19.

Neither Hinson nor her Congressional campaign responded to Bleeding Heartland’s repeated inquiries about those absences.

Top Iowa House Democrats advised members of the caucus to get tested for novel coronavirus this week, House Minority Leader Todd Prichard confirmed on June 19.

“In addition to wearing masks, socially distancing, and going through the health screenings daily during session, we did recommend members get tested following session,” Prichard said via email. He added that his team was “not aware of any members or staff” exposed to COVID-19 at the capitol as legislators wrapped up their work for the year.

Prichard had no comment on Bleeding Heartland’s other questions, related to Republican State Representative Gary Worthan’s absence from the Iowa House chamber beginning on June 5.

House members approved the amended bill by 95 votes to 2 on the evening of June 11. The Senate took up the bill around 12:45 am on June 13. Following a brief debate, during which three Democratic senators spoke against the House version, senators concurred with the House amendment and approved the bill by 31 votes to 16. However, some of the disenfranchising provisions related to absentee ballots surfaced again on June 14, attached to a budget bill. Bleeding Heartland covered that debate here.

After a contentious debate on June 10, the Iowa Senate approved by 30 votes to 19 a bill including controversial changes to election law. The proposal has drawn extensive local and national media coverage for a provision that would ban Iowa’s secretary of state from sending absentee ballot request forms to any voter who did not request one.

House File 2486 now goes to the lower chamber, where an amendment filed the evening of June 10 suggests Democrats and Republicans have agreed to strip out much of Senate State Government Committee Chair Roby Smith’s handiwork.

Running against a sitting office-holder from your own party is always an uphill battle. Many Iowa House or Senate members have faced primary challengers during the past decade, but only a handful have failed to win their party’s nomination.

Christina Bohannan beat the odds on June 2, taking 66 percent of the vote against 20-year State Representative Vicki Lensing in Iowa’s most Democratic House district.

No one can write off the outcome as a fluke of a low-turnout environment. Statewide turnout set a new record for an Iowa primary, and voter participation in Johnson County was sky-high as well. Unofficial results showed 6,687 residents of House district 85 cast ballots for either Bohannan or Lensing.

Bohannan’s win and in particular the margin of victory should put every Iowa legislator on notice: you have to keep earning your constituents’ support.

Occupational Safety and Health Administration (OSHA) staff conducted on-site inspections of two more Iowa meatpacking plants this week, the Iowa Division of Labor confirmed to Bleeding Heartland on June 2.

Documents provided the following day show regulators closed at least four coronavirus-related complaints against Iowa pork processors with no inspection.

Inspectors toured the Tyson Foods turkey plant in Storm Lake and the Perdue Premium pork facility in Sioux Center on June 1. Both site visits stemmed from “media referrals” rather than complaints, meaning officials acted on unspecified news reports or information relayed to OSHA by a journalistic source.

Occupational Safety and Health Administration (OSHA) staff have conducted five on-site inspections of Iowa meatpacking plans during the past six weeks, the Iowa Division of Labor confirmed to Bleeding Heartland on May 28.

According to Mary Montgomery, who works in the office of Iowa Labor Commissioner Rod Roberts, OSHA inspectors examined COVID-19 mitigation measures at the Tyson Fresh Meats pork processing plant in Waterloo on April 20, the Tyson plant in Columbus Junction on April 30, Iowa Premium Beef in Tama on May 21, the JBS pork plant in Marshalltown, also on May 21, and the Tyson plant in Perry on May 26.

Montgomery indicated that a complaint prompted the Waterloo inspection, while “media referrals” led to the others. Asked to define that term, Montgomery said either “news items reported in the media” or information relayed “directly to OSHA by a media source” had prompted the site visits. She did not specify which news reports or journalistic sources influenced OSHA staff.

Governor Kim Reynolds denied 35 requests to sign Iowa on to multi-state legal actions during the first year of an unusual arrangement in which Attorney General Tom Miller ceded some of his authority.

Reynolds refused to allow the state to weigh in on lawsuits related to federal or state policies on immigration, reproductive rights, environmental regulation, consumer protection, gun safety, LGBTQ rights, and access to President Donald Trump’s personal records.

During the same time frame, the governor approved eighteen requests from Miller to join cases involving a wide range of legal matters.

The Iowa Department of Public Health does not intend to limit the use of exemptions to mandatory vaccinations during the novel coronavirus (COVID-19) pandemic, spokesperson Amy McCoy confirmed on May 19.

Staff at Iowa’s State Hygienic Laboratory have been working around the clock to process tests that reveal the scope of the novel coronavirus epidemic. Governor Kim Reynolds has often lauded their “yeoman’s work” at her daily news conferences.

But as former Vice President Joe Biden famously said, “Don’t tell me what you value, show me your budget, and I’ll tell you what you value.” In real terms, state support for a facility critical to Iowa’s COVID-19 response dropped considerably over the last decade.

The Iowa legislature hasn’t increased dollars allocated to the State Hygienic Lab since 2013, when Senate Democrats insisted on doing so. Not only has state funding failed to keep up with inflation since then, the laboratory’s annual appropriation has yet to recover from a mid-year budget cut in 2018.

Karl Keeler, president of MercyOne Central Iowa Medical Center, told staff during a May 5 information session that “We have a lot of work to do” to stay safe from novel coronavirus, since Iowa is among five states with the highest level of community spread. The hospital group has adopted new rules requiring patients and visitors as well as staff to wear masks at its facilities.

Keeler also said the 77 patients hospitalized with COVID-19 infections at MercyOne’s Des Moines and West Des Moines facilities as of May 5 was “the highest we’ve had.” The number of Iowans in the hospital because of coronavirus has steadily climbed, reaching a new statewide high of 414 on May 6.

A Polk County inpatient program for people with brain injuries has multiple cases of novel coronavirus (COVID-19), the facility confirmed on April 13.

On With Life primarily provides outpatient services to people who have had brain injuries due to accidents or strokes, or who have Parkinson’s disease. The organization also operates a 28-bed inpatient rehabilitation unit in Ankeny and a long-term skilled care facility in Glenwood.

U.S. Representative Steve King told constituents this week he doubts Americans will be able to get “back online by Easter” and urged them to follow medical advice to slow the spread of novel coronavirus (COVID-19).

U.S. Senator Joni Ernst told constituents this evening it “would not be prudent” to discourage social distancing by Easter and that Americans should follow the advice of medical professionals.

Iowa State Fair officials closed the fairgrounds on the east side of Des Moines to the public on March 18 and are readying the 4H dormitory near Dean Avenue to house homeless people in the Des Moines area who may come down with minor symptoms of novel coronavirus (COVID-19) infections.

These plans were formalized after Polk County officials were briefed recently with World Health Organization estimates about the spread of COVID-19. If it gets a foothold in the metro area, as many as 34,000 central Iowans could fall ill, and perhaps 1,500 will need intensive care treatment, said Polk County Board of Supervisors Chair Matt McCoy. He repeated the call from local and state officials for people to stay home and avoid contacts that may spread the disease. McCoy said he and other leaders are confident the area’s health care facilities can handle the challenge if the virus infections do not all occur at once.

“You can’t fight city hall,” the saying goes. It means you may get more gratification from beating your head against a wall than from fighting with government bureaucratic processes.

I have fought city hall, but I think I can count the successes on one finger. My recent challenge to secure a win for common sense was beat back last month when the Iowa Public Information Board dismissed the complaint I had filed against the Iowa Board of Corrections in July.

The Iowa Public Employees’ Retirement System (IPERS) posted a job listing for a new chief executive officer on December 9. Staff confirmed longtime CEO Donna Mueller will retire when her current term ends on April 30, 2020.

State employees “did not follow the process in place” when they recently approved a request to fly the transgender pride flag above the Capitol building, Iowa Department of Administrative Services spokesperson Tami Wiencek told Bleeding Heartland.

The Iowa Department of Agriculture and Land Stewardship (IDALS) has not acted on advice to improve its management of financial transactions and databases “to prevent losses from employee error or dishonesty.”

For ten years running, under three different state auditors, reports have warned Iowa Secretary of Agriculture Mike Naig or his predecessor Bill Northey that the IDALS accounting system does not conform to best practices and does not ensure that some divisions are collecting and depositing fees appropriately.

IDALS leaders have responded to each report with boilerplate excuses and non-sequiturs, instead of changing internal procedures to address the concerns.

An Iowa Utilities Board rule intended to provide clarity for electric vehicle (EV) charging stations may face a legal challenge, bolstered by Republicans’ action on an Iowa legislative committee this week.

Two Des Moines City Council members seeking re-election on November 5 used their appointment powers to perpetuate a gender imbalance on a key board in the state’s largest city, despite a state law requiring certain local boards to have no more than a simple majority of male or female members.

Joe Gatto, who represents Ward 4, and Linda Westergaard (Ward 2) both named men to fill vacancies on the Des Moines Plan and Zoning Commission when state law indicated a woman should have been appointed. Gatto has done so twice. The second time, his choice worsened the commission’s imbalance and happened well before the end of a statutory period during which officials are supposed to make a “good faith effort” to find someone from the underrepresented gender.

Forty-three years ago this week, Congress overrode a presidential veto to enact an appropriations bill containing the first ban on federal funding for abortion. Republican U.S. Representative Henry Hyde of Illinois had proposed language prohibiting Medicaid coverage of abortion during House debate on what was then called the Health, Education, and Welfare budget. Ever since, the policy has been known as the “Hyde amendment.”

Four Iowans who served in Congress at the time spoke to Bleeding Heartland this summer about their decisions to oppose the Hyde amendment and the political context surrounding a vote that had long-lasting consequences.

Industry-funded groups have recently spent more than a million dollars on television and online advertising in Iowa opposing Democratic plans to expand access to health insurance.

Some ads primarily focus on single-payer plans (often known as Medicare for All), which more than half a dozen presidential candidates are supporting. But Partnership for America’s Health Care Future has used its hundreds of thousands of dollars in the Des Moines market targeting more modest proposals to offer a “public option” on exchanges selling private health insurance policies.

Many central Iowa Democratic activists were surprised and upset to see Loretta Sieman, a longtime West Des Moines city council member, in one of the partnership’s commercials. Sieman spoke to Bleeding Heartland on September 11 about why she opposes the public option and why she agreed to appear in the ad, now in heavy rotation on YouTube as well as Des Moines broadcast and cable stations.

Former State Senator Jack Hatch appears to be seriously considering a campaign for mayor of Des Moines.

In recent days, numerous Democrats living in the capital city have received a lengthy telephone poll testing positive messages about Hatch and mostly negative messages about Mayor Frank Cownie, a four-term incumbent who has held the position since 2004.

Hatch did not immediately respond to a phone call and e-mail seeking comment on his plans and whether he commissioned the poll. I’ve paraphrased the questions below, based on detailed notes from a source who took the survey on September 9, and will update this post as needed when Hatch makes his intentions clear.

Urbandale Mayor Bob Andeweg recently changed his party registration and will manage Democratic State Representative John Forbes’ 2020 campaign in Iowa House district 40.

Speaking at a fundraiser for Forbes in Lions Park on September 7, Andeweg said he’s “been a Republican my whole life.” Because he believes in nonpartisan local government, he has rarely spoken publicly about his party affiliation as mayor since 2005 or on the city council prior to that. Regarding his party switch, Andeweg said, “I truly believe this is where I need to be at this point in time.”

He and Forbes have been friendly since the early 1990s, and Forbes managed Andeweg’s first campaign for city council in 1999. He fell short in that effort but was later appointed to fill a vacancy, then won his next city council race and subsequently four terms as mayor. The two men “worked well together” when Forbes served on the city council, and Andeweg praised Forbes’ ability to get things done in a Republican-controlled chamber.

Governor Kim Reynolds promised during last year’s campaign to resume weekly press conferences if elected. But 34 weeks into 2019, the governor has held only fourteen press conferences this year.

In addition, the governor’s office has not posted video of Reynolds answering questions from journalists on any publicly accessible platform since December. That’s a departure from past practice.
