U.S. Senator Chuck Grassley told reporters on September 22 that associates of President Donald Trump did not attempt to enlist him in a plan to declare Trump the winner of the electoral vote on January 6.

In their new book Peril, Bob Woodward and Robert Costa were first to report on a memo Trump’s attorney John Eastman drafted, which claimed that Vice President Mike Pence “(or Senate Pro Tempore Grassley, if Pence recuses himself)” could reject slates of electors from seven states that voted for Biden. Then the presiding officer could declare Trump re-elected, or that since no candidate received 270 electoral votes, the election should be decided in the U.S. House, where Republicans control 26 state delegations.

A longer memo by Eastman, which laid out the same strategy for subverting the peaceful transfer of power, does not mention Grassley.

The Iowa Department of Public Health is hiring a temporary staffer to assist public information officer Sarah Ekstrand in processing open records requests. The job listing says the new hire will help review and update the agency’s system for tracking requests, communicate with members of the public about the status of requests, help refine search terms, provide cost estimates, and review documents to see if they can be withheld as confidential.

The application deadline for the position was September 16. The temporary hire will be paid between $26.61 and $40.50 an hour, for at most 780 hours of work in the current fiscal year. That works out to about 20 weeks of full-time efforts devoted to processing records requests between now and June 30, 2022.

Accounting problems at Iowa State University have delayed not only Iowa’s Comprehensive Annual Financial Report for fiscal year 2020, but also dozens of annual reports on state government entities.

The ongoing issues at ISU have pushed other audit work months behind schedule, Deputy State Auditor Marlys Gaston explained during a 20-minute presentation to the Iowa Board of Regents on September 15. In addition, Gaston told the governing body for Iowa’s state universities the State Auditor’s office expects to issue an internal control finding to ISU. That rarely happens for the Regents institutions and indicates that ISU’s financial statements for FY2020 included inaccurate information.

ISU switched to the Workday computer system for accounting at the beginning of the 2020 fiscal year. The subsequent challenges raise questions about what will happen when most state government agencies transition to Workday for accounting, which is supposed to occur during the summer of 2022.

U.S. Representative Ashley Hinson was among many Republican officials to wish U.S. Senator Chuck Grassley a happy birthday on September 17.

But if Iowa lawmakers and Governor Kim Reynolds enact the first map proposed by the nonpartisan Legislative Services Agency, Hinson’s political career could be cut short, unless the 88-year-old senator opts not to seek re-election.

Linn County Auditor Joel Miller confirmed on September 16 that he will seek the Democratic nomination for secretary of state, pledging to take the fight to Republican incumbent Paul Pate in order to “bring back trust and fairness in Iowa’s elections.”

Miller has served as auditor of Iowa’s second-largest county since 2007 and was most recently re-elected in 2020. He’s been exploring a bid for statewide office since late last year; he and Pate have clashed over numerous election administration issues, from absentee ballot drop boxes to absentee ballot request forms to voter list maintenance.

The auditor’s campaign announcement highlighted one of those battles, noting that Miller “made national headlines during the 2020 election when he was sued by President Donald Trump’s campaign for expanding voter participation and health and safety measures in the wake of the deadly Covid-19 pandemic.”

That lawsuit stemmed from the decision by three county auditors to defy a directive from Pate and fill in voters’ information on absentee ballot request forms mailed to all registered voters in their jurisdiction. A District Court judge invalidated the pre-filled forms, and the Iowa Supreme Court later agreed. Asked how he would respond to Republican critics who say the courts sided with them in the dispute, Miller told Bleeding Heartland via email, “I did the right thing. I would do it again. And if I’m elected, no county auditor will ever be in this position again because as Secretary of State, I will work to make voting easy again.”

This morning, the Legislative Services Agency released their first set of proposed maps, which can be found here. As expected, the LSA released both congressional and legislative maps — for today I’ll focus on the former, with more analysis to come on the legislative front.

By the numbers

As I’ve written here before, the three standards that the LSA considers in producing a map are contiguity, population equality, and compactness. Of the three, contiguity is an absolute standard: a congressional district must be made up of whole counties that are contiguous. The next most important standard is population equality, meaning the LSA tries to make districts as close in population as possible. However, they must also consider the compactness of a given map, both in terms of minimizing the difference between the length and width of each district, and in terms of minimizing the total perimeter length of all districts.

The LSA’s proposed congressional map easily meets the contiguity requirement. Here is how it scores on population equality and the two measures of compactness:

• Lowest Population: District 2 (797,556)
• Highest Population: District 1 (797,655)
• Difference between lowest and highest population: 99
• Total Perimeter Score: 2,772.02 miles
• Average Length-Width Compactness: 34.96 miles

Iowa Democrats have their first confirmed candidate for secretary of state in 2022. Clinton County Auditor Eric Van Lancker announced on September 15 that he will seek the office, saying in a news release that he has a “passion for helping my neighbors vote, backed up by experience and an understanding of how to run elections the right way.”

Alluding to Republican incumbent Paul Pate, Van Lancker said in the statement,

“Iowans have never needed a voting advocate more than they do at this moment […]”

“Voters pay for the election system and they deserve to have leadership that builds confidence in the system instead of undermining it for short-term political points,” Van Lancker said. “It is long past time for a County Auditor to return to the Secretary of State’s office. Iowa voters deserve a state commissioner of elections who knows what it is like to be on the front lines of an election and has respect and knowledge of the work precinct election officials perform during an election.”

Republican Mike Bousselot won the September 14 special election in Iowa House district 37 with 51.6 percent of the vote to 48.3 percent for Democrat Andrea Phillips, according to unofficial results from the Polk County elections office. Those numbers should change very little, since late-arriving absentee ballots mailed before the election can no longer be counted under the voter suppression law Republicans enacted this year.

Once Bousselot is sworn in to represent this district covering part of Ankeny and northern Polk County, the GOP will again hold 59 of the 100 Iowa House seats. Democrats currently hold 40 seats, and an October 12 special election will fill the vacancy in House district 29.

I’ll have more to say about today’s race once more details become available on the partisan breakdown of the electorate. For now, a few quick hits:

Iowa Supreme Court justices finally let the public in on the secret.

Under Iowa’s constitution, authority to enact legislative maps (but not Congressional maps) passes to the high court after September 15. But a September 14 order signed by Chief Justice Susan Christensen gives the legislature and governor until December 1 “to prepare an apportionment in accord with Iowa Code chapter 42,” which outlines the redistricting process Iowa has used since 1981.

High-ranking Republicans have indicated for months that they expected the Iowa House and Senate to be able to vote on new maps after the constitutional deadline, but the judicial branch’s spokesperson would not confirm whether justices or their representatives gave private assurances to key lawmakers. Bleeding Heartland’s request for written correspondence between the chief justice and legislative leaders produced no responsive records.

The court could have clarified months ago that it planned to proceed in this manner. But better late than never.

“If true, this is insane,” U.S. Representative Mariannette Miller-Meeks tweeted while sharing an article headlined, “Biden Orders VA To Withhold Health Benefits From Unvaccinated Veterans.”

The article wasn’t true. The website that published it even has a disclaimer: “All stories herein are parodies (satire, fiction, fake, not real) of people and/or actual events.”

Most politicians would delete the tweet and apologize, or (if they were cowards) blame the mistake on a staffer.

Miller-Meeks won’t take the tweet down. It’s not the first time the Republican from Iowa’s second district has refused to retract false information about the COVID-19 pandemic.

State Representative Wes Breckenridge resigned from the Iowa House this week, effective September 10. The three-term Democrat, who is a retired Newton police officer, was recently hired as assistant director for the Iowa Law Enforcement Academy. He wrote in the Newton Daily News that he didn’t feel he could do justice to his legislative work and his new responsibilities.

Breckenridge was among the most conservative members of the House Democratic caucus. During this year’s legislative session, he voted for both versions of a policing bill that will exacerbate racial disparities in the criminal justice system. In fact, he was the only Democrat to vote for the final version of that bill. He was also the lone Democrat to support a bill that eliminated permit requirements for Iowans to purchase or carry pistols or revolvers. However, Breckenridge voted against the extreme constitutional amendment on guns that will be on the 2022 ballot. He had opposed several other GOP bills over the years that loosened Iowa’s gun laws.

Governor Kim Reynolds will soon schedule a special election to fill the remainder of Breckenridge’s term. The seat will be a tough hold for Democrats.

Governor Kim Reynolds’ office was able to spend nearly 40 percent more than its $2.3 million budget appropriation during the last fiscal year, mostly by shifting personnel costs onto other state agencies.

Documents Bleeding Heartland obtained through public records requests show that eight state agencies covered $812,420.83 in salaries and benefits for nine employees in the governor’s office from July 1, 2020 through June 30, 2021. In addition, the Office for State-Federal Relations in Washington, DC remained understaffed, as it has been throughout Reynolds’ tenure. The vacant position should allow roughly $85,000 in unspent funds to be used to balance the rest of the governor’s office budget, as happened last year.

The governor’s communications director Pat Garrett did not respond to four inquiries over the past two weeks related to the office budget. But records indicate that unlike in 2020, federal COVID-19 relief funds will not be tapped to cover salaries for Reynolds’ permanent staffers in fiscal year 2021.

U.S. Senator Joni Ernst became fodder for fact-checkers last week when she wrongly said of President Joe Biden, “Not once has he expressed empathy and gratitude to the men and women who have put the uniform on and have fought so bravely overseas the last 20 years to keep our homeland safe. And I feel that by not acknowledging his gratitude for them, he’s diminishing their service.”

Before demolishing Ernst’s claim as “plain false,” CNN’s Daniel Dale pointed out that Ernst had pushed the same talking point on Fox News in August, “saying Biden has ‘yet to fully, fully thank the men and women that have served in the global war on terrorism” and declaring that ‘Joe Biden is a disgrace not to thank these men and women that have protected us.’” Dale found six examples of Biden publicly expressing his gratitude to military service members just in the past five months.

As shameful as it is for Iowa’s junior senator to lie repeatedly about the president, another part of Ernst’s short September 1 interview with CNN’s Jake Tapper was arguably more dangerous.

Some 524 Iowans were hospitalized with COVID-19 as of September 1, according to the latest available figures on Iowa’s official coronavirus website. The first time pandemic hospitalizations reached that level here was in late October 2020. Before this week, the last time Iowa marked seven straight days with more than 500 people being treated for coronavirus in the hospital was in early January.

Governor Kim Reynolds put a positive spin on recent trends during a news conference on September 2. The same morning, Dr. Lance VanGundy, an emergency room physician at UnityPoint’s Marshalltown hospital, posted a weary assessment of the current situation on his Facebook feed.

“I believe that parental control is local control,” Governor Kim Reynolds told WHO-TV’s Dave Price earlier this month. “I think you’re going to see some interesting school board races this year also,” she added with a smirk.

This past weekend, Reynolds recounted how she “strategized” with Ankeny parent Sarah Barthole last year to force Iowa schools to abandon hybrid models, which allowed for social distancing in classrooms.

Republican leaders in the Iowa House and Senate declined this year to require face coverings, social distancing, or other COVID-19 mitigation practices in the state capitol. Governor Kim Reynolds and her staff have been spreading misinformation and casting doubt about whether masks reduce coronavirus transmission in schools.

But one branch of state government is following the recommendations of top scientists at the U.S. Centers for Disease Control.

Iowa Supreme Court Chief Justice Susan Christensen signed an order on August 27 stating that “All people entering court-controlled areas must wear a face covering,” even if they have been fully vaccinated for COVID-19.

COVID-19 case counts and hospitalizations continue to accelerate in Iowa, reaching levels not seen for many months. Data published on the state’s official website on August 25 show Iowa reported 7,112 new coronavirus cases over the previous week. The last time the state averaged 1,000 new cases a day was in late January.

Statewide, 498 Iowans are now hospitalized with COVID-19, an increase of 25 percent from the 396 reported on August 18. The last time this many Iowans were hospitalized with coronavirus was in mid-January. The number of patients being treated for the virus in intensive care units (133) is at its highest level since late December 2020. Iowa also reported 89 new daily admissions for COVID-19 on August 25, the highest level since mid-January.

Hospitalizations have risen sharply this summer, quadrupling in the last month alone. Current numbers are ten times higher than the low point for Iowa’s COVID-19 hospitalizations in late June.

The slope of this past month’s increases resembles what happened in Iowa last October, as you can see from graphs published on the RMCC Data page of the state’s website. Total hospitalizations and new daily admissions are now approximately where they were on October 20, 2020.

State Representative Christina Bohannan confirmed on August 24 that she’s running for Congress in Iowa’s second district. She’s the first declared Democratic candidate for the seat, where Republican U.S. Representative Miller-Meeks was certified the winner in 2020 by six votes out of nearly 400,000 cast.

Last year’s campaign in IA-02 was Iowa’s most expensive U.S. House race, with the candidates spending nearly $6 million and outside groups putting in more than $15.5 million over the cycle. Both parties are expected to target the district next year, and Miller-Meeks’ campaign had more than $1.1 million cash on hand as of June 30.

Speaking by phone a few hours after her campaign became official, Bohannan told Bleeding Heartland, “I’m having way more fun than I think you’re supposed to when you’re running for Congress.” She said she’s enjoyed the conversations she’s had today and is feeling “really good” about her early fundraising.

I had more questions for the new candidate.

The state-run Iowa Veterans Home in Marshalltown is back on COVID-19 outbreak status after four residents tested positive in recent days.

Clinical Support Director Kimberly Bratland informed relatives and guardians of residents via email on August 20 that a resident with symptoms tested positive and was transferred to a hospital. Subsequent emails reported two residents testing positive on August 22 and one on August 23; their symptoms were mild and they were moved to the home’s COVID unit. All of the affected residents live in the Malloy 2 unit of the facility, which is Iowa’s largest nursing home.

Governor Kim Reynolds loves to boast that Iowa “led the way” in bringing kids back to school during the COVID-19 pandemic, “and we did it safely and responsibly.” The talking point was debatable last year, since Iowa’s new cases and hospitalizations began surging several weeks after schools reopened.

It’s laughable now, as Iowa schools prepare to welcome kids back this week. While the Delta variant has caused spikes in pediatric cases and hospitalizations where schools are already in session, Reynolds and leaders of Iowa’s education and public health departments have blocked nearly every practice that helped reduce COVID-19 spread in schools last year.

Governor Kim Reynolds’ senior legal counsel Michael Boal has belatedly provided a copy of former Iowa Veterans Home Commandant Timon Oujiri’s termination letter. On May 10, Bleeding Heartland asked the governor’s office and the Iowa Veterans Home for records showing the “documented reasons and rationale” for Oujiri’s dismissal, which Reynolds’ staff had recently confirmed.

Boal, who is the records custodian for the governor’s office, did not acknowledge receipt of the request at that time. He also ignored follow-up emails on June 30 and July 23, as did the governor’s chief of staff Sara Craig Gongol and spokesperson Pat Garrett, whom I copied on that correspondence. Staff at the veterans home likewise did not provide any responsive records.

In a reversal of longstanding practice, Iowa’s three state universities now refuse to reveal names of employees hired without open job searches, Vanessa Miller reported for the Cedar Rapids Gazette on August 20.

The University of Iowa informed Miller in July that its Office of General Counsel, in consultation with the Iowa Board of Regents staff, “has determined that search waiver records are confidential personnel records […].” Staff for Iowa State University and the University of Northern Iowa subsequently declined to provide records related to employees hired without following the normal guidelines for public searches (such as advertising the position, forming a search committee, and interviewing candidates).

For years, Miller has periodically requested and received documents showing who was hired at each state university without a formal job search.

The about-face happened soon after former University of Iowa President’s Bruce Harreld’s departure, suggesting the university may be trying to conceal one or more cushy jobs Harreld secured for cronies on his way out.

Republican lawmakers intended to prohibit schools, cities, and counties from requiring masks when they amended an education bill on the final day of the legislature’s 2021 session. But House File 847, which Governor Kim Reynolds rushed to sign within hours of its passage, was not well crafted to accomplish that goal.

An apparent drafting error opened the door for the mask order Iowa City Mayor Bruce Teague announced on August 19, with the full support of the city council.

Governor Kim Reynolds’ office has flouted Iowa’s open records law since the earliest weeks of the COVID-19 pandemic. Now the governor and her senior legal counsel Michael Boal are facing two lawsuits filed by a Utah attorney seeking records related to Iowa’s pandemic response.

As first reported by Ryan Foley of the Associated Press, Suzette Rasmussen filed suit in Polk County District Court on August 12, after the governor’s office failed to provide correspondence about the Test Iowa program, first requested five months earlier.

One lawsuit stems from Rasmussen’s efforts to obtain “all correspondence regarding the Nomi Health COVID-19 contracts from March 1, 2020, through March 11, 2021.” The other request was for correspondence between Reynolds, her staff, and Utah Governor Gary Herbert and his staff regarding the test kits and contracts associated with NOMI Health. NOMI signed no-bid contracts to set up the Test Utah program and later Test Iowa.

Rasmussen sued the Iowa Department of Public Health in late July for failing to provide emails related to Test Iowa. She represents the Jittai group established by Paul Huntsman, who chairs the board of the Salt Lake Tribune newspaper. Jittai has filed hundreds of records requests in Utah, Iowa, Nebraska, and Tennessee, all of which signed no-bid contracts to create COVID-19 testing programs.

The state of Iowa has agreed to pay $70,000 and improve First Amendment training for state troopers in order to settle a lawsuit filed last year by five protesters who were banned from the Iowa Capitol Complex.

Jalesha Johnson, Louise Bequeaith, Brad Penna, Brandi Ramus, and Haley Jo Dikkers were among seventeen people whom state troopers had banned from the capitol grounds following a July 1, 2020 Black Lives Matter protest that led to numerous arrests. They filed suit last October against Iowa Department of Public Safety Commissioner Stephen Bayens and several Iowa State Patrol officials, saying the bans violated their rights under the First, Fifth, Ninth, and Fourteenth Amendments.

As the Taliban took full control of Afghanistan in recent days, every Iowa Republican in Congress condemned President Joe Biden’s decision to pull out the last remaining U.S. military personnel.

None acknowledged that former President Donald Trump committed to a complete withdrawal of U.S. troops when his administration signed a deal with Mullah Abdul Ghani Baradar, a co-founder of the Taliban, in February 2020. In fact, Baradar–the next leader of Afghanistan–was released from a jail in Pakistan in 2018 “at the request of the Trump administration as part of their ongoing negotiations with the Taliban in Qatar, on the understanding that he could help broker peace.”

The Iowa Ethics and Campaign Disclosure Board will not ask the state legislature to limit the practice of candidates automatically opting donors into recurring contributions.

No one suggested new campaign finance regulations when board’s six members discussed 2022 legislative proposals during an August 12 meeting.

Iowa’s Legislative Services Agency (LSA) intends to submit the first set of proposed Congressional and legislative maps to the state House and Senate by Thursday, September 16.

The agency’s senior legal counsel Ed Cook announced the timing during an August 17 meeting of the Temporary Redistricting Advisory Commission (TRAC), which will organize public hearings on the proposed maps and submit a report to state lawmakers summarizing the feedback.

Republicans nominated Iowa Department of Management Director Michael Bousselot this weekend to be their candidate in the September 14 special election to represent Iowa House district 37. Bousselot received about 75 percent of the vote on the first ballot; one of his two rivals for the nomination withdrew his candidacy before convention delegates voted.

Bousselot did not respond to phone or email messages on August 13 asking whether he would take a leave of absence from his day job, assuming he won the GOP nomination for the special election. But he and Democratic candidate Andrea Phillips are clearly ready to devote substantial time and energy to the abbreviated campaign.

House district 37 was among the most expensive state legislative races in 2020; Democrats spent nearly $800,000 on behalf of Phillips, while Republicans spent about $575,000 defending State Representative John Landon, who passed away in late July.

Deidre DeJear made it official on August 14: she’s running for governor, “because Iowa is worth it.” The 2018 Democratic nominee for Iowa secretary of state spent several weeks on the road over the past month hearing about the challenges facing communities of all sizes. In a news release, she indicated education, small business development, and job growth would be the focus of her campaign:

The Iowa Ethics and Campaign Disclosure Board unanimously found that Governor Kim Reynolds did not violate a state ban on “self-promotion” last year when she appeared in advertisements promoting COVID-19 safety measures.

The board reviewed the “Step Up, Stop the Spread” online and television ad campaign, funded through federal COVID-19 relief dollars, after State Auditor Rob Sand asserted in a report that Reynolds violated a state law prohibiting “self-promotion with taxpayer funds.”

The Iowa Ethics and Campaign Disclosure Board on August 12 formally closed its investigation of Heritage Action for America, after finding no evidence the national conservative group lobbied Governor Kim Reynolds’ office earlier this year.

The board, which is charged with enforcing state laws on lobbying the executive branch, authorized executive director Mike Marshall in May to review possible undisclosed lobbying by Heritage Action. Mother Jones had recently published video of the group’s leader bragging to donors about working “quickly” and “quietly” to help write Iowa’s new election law.

The League of United Latin American Citizens (LULAC) has petitioned the Iowa Secretary of State’s office to allow elections officials in all 99 counties to accept official Spanish-language translations of voter registration and absentee ballot request forms.

The Secretary of State’s office has not yet replied to the petition and did not respond to Bleeding Heartland’s inquiries about the matter. If it doesn’t issue the requested order within 60 days of the filing date (July 28), Iowa’s largest Latino advocacy group can go to court seeking an exception for voting materials from Iowa’s 2002 “English language reaffirmation” statute, more commonly known as the English-only law.

Can you guess which Iowa senator is up for re-election in 2022, and which one won’t face Iowa voters for another five years?

In a rare gesture of bipartisanship on August 10, the U.S. Senate approved by 69 votes to 30 a bill that would spend $1.2 trillion on infrastructure projects. Iowa’s senior Senator Chuck Grassley was among nineteen Republicans who supported final passage of the Infrastructure Investment and Jobs Act, despite being unhappy with the amendment process. Senator Joni Ernst stuck with the majority of the GOP caucus in opposition; the no votes included potential 2024 presidential candidates Marco Rubio and Ted Cruz.

In a written statement enclosed in full below, Grassley said, “Iowa’s aging infrastructure risks slowing economic growth and eroding daily comfort and convenience. This bipartisan bill fixes potholes, rebuilds bridges, upgrades water systems and brings broadband to rural corners of our state. Investing in Iowa’s infrastructure will pay dividends for decades to come.” His news release highlighted reports showing Iowa has more structurally deficient bridges than any other state and many large roads in poor or fair condition.

U.S. Senator Chuck Grassley asserted on August 9 that Democratic senators may “do lasting damage to our political system” by investigating former President Donald Trump’s attempts to subvert the peaceful transfer of power to President Joe Biden.

In a 12-minute speech on the Senate floor, Grassley downplayed the latest revelations about Trump’s attempts to use the Justice Department to reverse Biden wins in some states.

Voters in Ankeny will soon choose a successor to State Representative John Landon, who passed away last month. Governor Kim Reynolds scheduled the Iowa House district 37 special election for Tuesday, September 14.

I’ll have more to say about this race once the field is set. Democrats nominated Andrea Phillips at a special district convention on August 7; Republicans have not yet selected a candidate.

For now, I want to touch on the opportunities and challenges this short campaign presents.

Last week, the U.S. Census Bureau announced some exciting news: they will release the next round of redistricting data this Thursday, August 12, four days earlier than promised. 

At long last, Iowa will have the population counts needed to start drawing new district lines – and just in time, considering that the Iowa Constitution requires the legislature to finish redistricting by September 15. 

Iowa’s Senators Chuck Grassley and Joni Ernst rarely land on opposite sides of any issue, but it happened on an important U.S. Senate floor vote on August 7. Iowa’s senior senator was among eighteen Republicans who joined Democrats on a procedural vote to advance a bipartisan infrastructure bill. Ernst was among the 27 Republicans who voted against the motion, which needed 60 votes to pass.

Grassley has not been among the 20 senators negotiating the bipartisan bill. He has spoken favorably of federal spending on projects like roads, bridges, airports, and broadband, but said this week “the big hold-up for me” on the infrastructure proposal is whether the “pay-for” provisions to cover the costs are real or just “gimmicks.”

A vote for the final version of this bill would be another data point suggesting Grassley intends to seek re-election in 2022.

In an unusual move, Governor Kim Reynolds is allowing two state agency directors she appointed early this year to continue serving through next year’s legislative session, even though they lacked the votes to be confirmed by the Iowa Senate.

Reynolds withdrew the nominations of Department of Management Director Michael Bousselot and Department of Administrative Services Director Adam Steen shortly before state lawmakers adjourned for the year in May. Days later, she rejected the directors’ resignations, saying she would resubmit their names to the Senate in 2022, documents obtained through public records requests show.

The governor’s office has not publicly announced Reynolds’ decision to hold over Bousselot and Steen and did not respond to Bleeding Heartland’s inquiries.

Retired Admiral Mike Franken is strongly leaning toward seeking the Democratic nomination for U.S. Senate in 2022, provided he gets “a clean bill of health” following an upcoming surgery at the Walter Reed National Military Medical Center. Speaking to Bleeding Heartland by phone on August 4, Franken confirmed he is putting pieces together for another campaign and thinks he could “add value” in the Senate. But first, he needs to ensure he is “entirely capable of running” and serving a six-year term.

Franken would enter the race with a strong base among Iowa Democrats, having received 68,851 votes (nearly 25 percent) in the four-way 2020 primary. Nominee Theresa Greenfield benefited from massive establishment support and some $7 million in outside spending before the June election.
