Herb Strentz: Hatred and extremism are more visible in the current political climate. Yet those elements have been active in the U.S. for decades.

A few recent news items and internet links point to the same conclusion: the GOP (Grand Old Party) has become the COT (Cult Of Trump), which appears to be just fine with many Republican leaders.

Concern about Donald Trump as a business and political figure goes back decades. But the catalyst for this collage is twofold and recent.

Iowa progressives and conservatives both had reasons to celebrate following this year’s city and school board elections. These races are nonpartisan, but Democratic and Republican organizations have been increasingly involved in getting out the vote for school board or city council candidates.

Senator Chuck Grassley promoted stereotypes about Asian Americans during a U.S. Senate Judiciary Committee hearing on October 6. Staff later said the senator’s remarks about Korean people were meant “to be complimentary” to U.S. District Court Judge Lucy Koh. But the “model minority” myth harms Asians as well as other people of color.

Dianne Bystrom: As with any historical figure, Catt’s life should be evaluated in its total in making the decision about the naming of Catt Hall.

For the past 26 plus years, I have conducted research on women political leaders – especially their communication strategies and media coverage as compared to men. Although my published research in journal articles and books has focused on contemporary women political leaders, I’ve also studied the women’s suffrage movement as director of the Carrie Chapman Catt Center for Women and Politics at Iowa State University from July 1996 to August 2018. In my retirement, I speak often on the women’s suffrage movement and continue my reading and research on this topic.

From these perspectives, I offer my comments about Catt and the current consideration of the naming of Carrie Chapman Catt Hall at Iowa State University.

As I read the commentary Bleeding Heartland published concerning Iowa State University and Catt Hall, I discovered that the writers believe the “university administration had failed to hold open discussions regarding Catt’s actions,” that “Naylor requested that the university hold open forms to discuss Catt’s history of political expedience, but ISU refused to seek student input,” that the university called itself “the best in the country while operating on stolen land,” that the university “neglected to change their recruitment and retention efforts towards BIPOC students in any meaningful way since the 1990s,” that “Iowa State clings to intellectual dishonesty,” that “Iowa State has always hid behind a veil of objectivity to dismiss the concerns of BIPOC,” and that now “the university has locked impacted students out of the renaming process once again.” 

Since I do not believe objectivity is a negative trait, here are a few facts for which there is documentation.

The September 29th Movement rising

In the Autumn of 1995, Iowa State University’s grand plans to name a building after alumna and women’s suffragist Carrie Chapman Catt were coming to fruition. However, the university administration had failed to hold open discussions regarding Catt’s actions during her lifetime and how her legacy could negatively impact the welcoming community and student life that ISU had committed to build. 

At the time, Sloss Women’s Center Director Celia E. Naylor objected to keeping Catt’s bad-faith, white supremacist actions under wraps from the student body. Naylor requested that the university hold open forums to discuss Catt’s history of political expediency, but ISU refused to seek student input. At the official ceremony, there was no mention of the xenophobic, racist, and classist tactics and writings Catt used to justify suffrage for white women.

Dr. Martin Luther King, Jr., wrote in his 1963 book Why We Can’t Wait, “Suddenly the truth was revealed that hate is a contagion; that it grows and spreads as a disease; that no society is so healthy that it can automatically maintain its immunity.”

I was a vicious carrier of that disease, marked by the symptoms of fear, hatred, and bigotry. I carried and spread it as a contagion for 30 years as a Fundamentalist preacher. I took great pride in my views, even referring to myself from the pulpit as a “Bible Bigot”—as if intolerance based on scripture was morally acceptable.

In 1996, while serving as an interim pastor in a small Assembly of God Church in eastern Iowa, I experienced a depressive suicidal crisis. There is something to be said about the Buddhist practice of accepting suffering as a part of the human experience. My depressive episode opened me up to introspection. After treatment, I began a long process—taking two decades—involving paideia.

Deidre DeJear made it official on August 14: she’s running for governor, “because Iowa is worth it.” The 2018 Democratic nominee for Iowa secretary of state spent several weeks on the road over the past month hearing about the challenges facing communities of all sizes. In a news release, she indicated education, small business development, and job growth would be the focus of her campaign:

No state in the country has placed a higher proportion of Black youth in juvenile facilities than Iowa, according to a new Sentencing Project analysis. The Black youth placement rate in Iowa was more than double the national average in 2019, and young African Americans in Iowa were nearly nine times as likely as their white peers to be committed to facilities such as “detention centers, residential treatment centers, group homes, and youth prisons.”

Josh Rovner was the lead author of Black Disparities in Youth Incarceration, which the Sentencing Project published on July 15. The two-page report included statistics on youth placement in Washington, DC and the 36 states where at least 8,000 residents are African Americans between the ages of 10 and 17.

With all the dreams about achieving “herd immunity” to counter the COVID-19 pandemic, it’s worrying to consider how our nation may have already achieved a kind of “immunity” from the promise of our constitution.

Columnist Paul Krugman suggested as much in a recent column called “The banality of democratic collapse.” He was referring to democracy, not the Democratic Party.

He warned, “America’s democratic experiment may well be nearing its end. That’s not hyperbole; it’s obvious to anyone following the political scene.”

Last Friday I woke up to two bits of news: Nicole Hasso had entered the Republican primary race in Iowa’s third Congressional district, and Ibram X. Kendi had written an article for The Atlantic titled “There Is No Debate Over Critical Race Theory.” It was an interesting juxtaposition.

A year ago in The New York Times, David Brooks asked us on the Fourth of July to renew our national spirit, asserting that failing to take pride in America has caused many of the inequities and inequalities that have led to our comprehensive failure to conquer the pandemic.

Any such feeling has to include the reality that America was never a single nation to begin with. And that we remain separate nations today, kept apart by ingrained notions that bar too many of us from achieving this country’s promise: that each of us can use what our creator has bestowed upon us to the best of our abilities for the betterment of us all.

We began as a confederation of thirteen separate states, settled by different peoples, with different philosophies of how to live, achieve liberty and pursue happiness. (Many of us did agree, however, on driving out and killing the indigenous peoples.) Other “settlers” of diverse backgrounds came to these shores and added to the stew.

Yes, it’s been a horrible, terrible, very bad year for public schools in Iowa. As usual, the Republican-controlled Iowa legislature underfunded schools. Also typical for them, they tried again to pass a voucher law to give public money to private schools. 

When that didn’t work, they passed “vouchers lite”: a mostly unregulated, for-profit charter school law, that will no doubt siphon money from the already underfunded public system, and that could leave rural Iowa as an education desert.

What wasn’t quite as typical was the legislature’s meddling in the classroom.

The Iowa Supreme Court ruled on June 18 that part of the city of Waterloo’s “ban the box” ordinance can remain in effect despite a 2017 law prohibiting local governments from regulating “terms or conditions of employment.”

The city adopted the ordinance in November 2019 to address economic racial disparities. Because African Americans are more likely to have a criminal record, they are adversely affected by job applications that require a person to note whether they have ever been arrested or convicted of a crime.

Under Waterloo’s ordinance, employers may not inquire about past convictions, arrests, or pending criminal charges “during the application process,” but may do so after extending “a conditional offer of employment.” The court found that was allowed, because it regulates only “the time when an employer can inquire into a prospective employee’s criminal history,” which is not “a term or condition of employment.”

However, the Iowa Supreme Court held that state law preempts other portions of Waterloo’s ordinance, which prohibit employers from making an “adverse hiring decision” based on an applicant’s criminal history.

Juneteenth National Independence Day is now a federal holiday, under legislation President Joe Biden signed today. The bill commemorating the end of slavery in Texas on June 19, 1865 moved through Congress at unusual speed so it could take effect in time for this weekend. Most federal government workers will have Friday the 18th off, since the new holiday falls on a Saturday.

The U.S. Senate approved the bill through unanimous consent on June 15. Iowa’s junior Senator Joni Ernst was one of the 60 co-sponsors (including eighteen Republicans) in the upper chamber. Senator Chuck Grassley didn’t co-sponsor the bill, but at least he didn’t object to its passage. He is one of only two currently serving senators who voted against establishing a holiday to honor the Reverend Dr. Martin Luther King, Jr. in 1983. (The other is Richard Shelby of Alabama.)

U.S. House members approved the Juneteenth bill on June 16 by 415 votes to 14 (roll call). All four representatives from Iowa voted yes, which probably would not have been the case if Steve King had fended off Randy Feenstra’s primary challenge last year.

Dan Piller: Iowa Republicans may learn the same lesson that Texas has reluctantly absorbed: history is not easily contained by the dry wording of a law.

Governor Kim Reynolds happily signed a law that her fellow Republicans approved in the Iowa House and Senate, banning the use of “specific defined concepts” on race or sex for local governments, schools, and public universities.  

The law is principally aimed at racial diversity sensitivity training, but the governor fired a warning broadside to Iowa’s school teachers when she declared in a written statement that the bill bans “Critical Race Theory,” even though those words are nowhere in the bill. Speaking recently to the Carroll Times Herald, Reynolds added that schools would be able to teach about destruction of Native American life in Iowa, “As long as it is balanced and we are giving both sides […].”

What “Critical Race Theory” and “both sides” really mean, at least in K-12 education, probably will have to be hashed out before judges, perhaps with the same entertainment value achieved almost a century ago with the famous Scopes Trial in Tennessee. But Reynolds’ message to Iowa teachers was unmistakable: tread very, very carefully when talking to students about race.

State Representative Ras Smith became Iowa’s first well-known Democratic candidate for governor on June 15, declaring in an upbeat campaign video, “I believe that Iowa’s greatest days are ahead of us.”

U.S. Senators Joni Ernst and Chuck Grassley were part of bipartisan majorities that confirmed President Joe Biden’s first three judicial nominees this week. But the senators are likely to oppose Biden’s picks for judgeships higher than the District Court level.

Add Iowa to the growing list of GOP-dominated states trying to prevent an honest historical reckoning on race and sex. While attention has focused on race, sex gets equal billing in House File 802, which Governor Kim Reynolds signed into law on June 8.  

A BAN ON “SCAPEGOATING” AND “STEREOTYPING”

Along with definitions, the law adds three new sections to Iowa code: one for state and local governments, one for public universities, and one for school districts.  

Training in state and local governments and school districts cannot teach or advocate “race or sex scapegoating” or “race or sex stereotyping.”  

Racial disparities in Iowa’s COVID-19 vaccinations have narrowed during the eight weeks since all adults became eligible to get a shot. However, even with many vaccination sites now accepting walk-ins, reducing barriers associated with online scheduling, people of color and especially Black and Latino Iowans have received fewer doses per capita than white people.

In addition, county-level data show a wide gap between the Iowa counties with the highest and lowest vaccination rates. As in most other states, vaccination rates appear to be correlated with political and demographic features. Residents of more urban and more Democratic counties are more likely to be vaccinated than those living in rural and heavily Republican areas.

Japan has apologized for its actions that precipitated World War II in the Pacific.

South Africa has apologized for apartheid.

Pope John Paul II apologized for the Catholic Church’s historic treatment of Jews and other sins.

Germany has repeatedly apologized for the Holocaust.

America has not only refused to apologize for its institutionalized racism against Black people, but Qpublicans are enacting laws to penalize the fact that it has been a linchpin of our structure throughout history and continues to exist.

Our nation’s long, tortured, and systemic racism was marked in late May by several commentaries and observances, which help explain why the adjectives “long,” “tortured,” and “systemic” are appropriate and, unfortunately, will likely remain so.

The June issue of National Geographic offered a centennial retrospective of June 1, 1921, when “a white mob massacred as many as 300 people in the prosperous Black district of Tulsa, Oklahoma.” The New York Times offered an interactive account of the massacre.

May 25 also marked the first anniversary of the murder of George Floyd by police in Minneapolis, Minnesota. The Economist, a British weekly, offered a cover story, commentary, and Special Report on Race in America. A provocative point made by The Economist’s statistics and analysis is “America is becoming less racist but more divided by racism.”

A network of people across the state of Iowa are dedicated to supporting and assisting survivors of violent crime. The job of these violent crime victim advocates, while fulfilling, isn’t easy. 

Most of us may not know what it’s like to experience crime, but we understand that these unexpected events can carry a high cost, mentally, physically, emotionally, and financially. 

Violent crime has always existed, and the COVID-19 pandemic contributed to an increase in violent crime across the nation, with Iowa being no exception. Victim advocates are working harder than ever to ensure that the harm caused to survivors is as minimal as possible. 

While defending her approach to the COVID-19 pandemic last year, Governor Kim Reynolds repeatedly asserted that Iowa was seeing an “uptick” in suicides, and listed suicides among the mental health problems that were “exponentially increasing.”

Preliminary data on Iowa deaths by suicide in 2020 paint a more complex picture. An estimated 557 Iowans took their own lives last year, the highest number recorded in two decades. However, many of the increased deaths occurred during January and February, before COVID-19 was identified in Iowa and well before any restrictions were imposed to slow the spread of the novel virus.

Although Senator Chuck Grassley is in no hurry to announce his future plans, former acting U.S. Attorney General Matt Whitaker continues to lay the groundwork for a possible U.S. Senate bid in 2022.

He speaks at GOP gatherings around Iowa, most recently the Johnson County Republican fundraiser on May 5. And perhaps more important for his future prospects, Whitaker helped create the America First Legal organization, which will regularly engage the Biden administration in fights sure to please the Republican base.

Nearly six weeks have passed since Republican lawmakers approved a bill prohibiting local governments from banning “source of income” discrimination. Yet Senate File 252 still has not been sent to Governor Kim Reynolds, according to the legislature’s website.

While Iowa’s legislature is in session, the governor has three days to sign or veto any bill that reaches her desk, or it will become law without her signature. The governor’s staff often asks for an extra week or two to review a measure’s contents. But there is no recent precedent for the legislature to sit on a bill for this long.

The governor must eventually act on every bill the legislature passes. The unusual delay has fueled speculation that Reynolds may cast a rare veto of a bill approved by the Republican-controlled House and Senate.

Communications staff for the governor and legislative leaders did not respond to Bleeding Heartland’s inquiries about why Senate File 252 has been held up. But signs point to the bill jeopardizing some federal housing funds.

Most of the new crimes and enhanced penalties that would be established under a policing bill approved by the Iowa House would have a disparate impact on Black people, according to analysis from the nonpartisan Legislative Services Agency.

Before passing Senate File 342, Iowa House members amended what had been a narrowly-focused bill on officer discipline to include several other so-called “Back the Blue” proposals: giving law enforcement more protection against lawsuits, increasing benefits for officers, and greatly increasing the criminal penalties for some protest-related actions.

For seven of the nine crimes addressed in the “Back the Blue” bill, now pending in the Iowa Senate, the LSA found the “conviction rate for African Americans exceeds the population proportion of the State, which would lead to a racial impact if trends remain constant.”

Here’s an “Iowa nice” story for you—a break from the disturbing news and commentary of the day, particularly the news about bigotry and assaults on Americans of Asian descent. 

As Iowa prepares to expand COVID-19 vaccine eligibility to all adults on April 5, racial and ethnic disparities in the state’s vaccination rates have narrowed slightly since Bleeding Heartland last reviewed this data four weeks ago. However, people of color have still received far fewer vaccine doses per capita, compared to white Iowans.

At least 1,588,117 COVID-19 vaccine doses have been administered to Iowa residents, according to the state’s vaccination dashboard on April 4. At least 662,885 Iowans have received all required doses of a COVID-19 vaccine (that is, two shots of the Pfizer or Moderna vaccines, or a single shot of the Johnson & Johnson vaccine). Another 368,646 Iowans “have received one dose of a two-dose COVID-19 vaccine series, but have not completed the series.”

Breaking down the numbers by race and ethnicity, it’s apparent that Iowa has a long way to go to achieve equity in vaccine distribution.

“COVID passports” may be well on their way to fruition. The idea of having to produce documentation before you can do what we used to take for granted — like go to a ballgame or board a plane — is gaining traction overseas, where proof of an ultrarecent negative COVID-19 test or vaccination is required to travel freely among European Union countries. Many airlines flying domestically or internationally require similar proof, and you can’t enter the United States from abroad without it.

The next step, proponents argue, is to import the idea. Such proof would be required for interstate travel, and perhaps for more mundane access such as attending a concert or sporting event. Advocates say this would allow more than a small percentage of stadium or arena seats to be filled, permit restaurants to operate at full capacity, and eliminate quarantine requirements for out-of-state visitors.

With Steve King no longer serving in Congress, I rarely find an Iowan’s name on a short list of U.S. House Republicans doing something outrageous–like the twelve who voted this week against awarding Congressional Gold Medals to the Capitol Police, the D.C. police, and the Smithsonian Institution for their work on January 6.

But Representative Randy Feenstra, who defeated King in last year’s fourth district GOP primary, has quietly signed on to a Republican project that is just as offensive to democracy.

For decades, researchers have found that all-white juries are more likely to convict Black defendants than white defendants, and that Black people “are systematically more likely to be excluded from juries in many contexts.” In addition, studies indicate diverse juries “perform their fact-finding tasks more effectively,” and have been shown to “deliberate longer, consider more facts, make fewer incorrect facts, correct themselves more, and have the benefit of a broader pool of life experiences […].”

In a 2017 decision that gave defendants of color another way to challenge unrepresentative jury pools, the Iowa Supreme Court recognized, “Empirical evidence overwhelmingly shows that having just one person of color on an otherwise all-white jury can reduce disparate rates of convictions between black and white defendants.” Yet African Americans have continued to be under-represented in Iowa jury pools and on trial juries.

A recent Iowa Supreme Court order takes a step toward addressing that disparity in the state’s criminal justice system.

This week Republican legislators on the Iowa House Government Oversight Committee took on school officials in Ames to contest cultural competency. To challenge a celebration of Black America and Black Iowans, these lawmakers chose to center dehumanization.

Representative Bobby Kaufmann described Black History Month teaching materials as “garbage,” while Representative Steven Holt amplified whataboutism, a dog whistle in shepherding white supremacy. (Editor’s note: You can watch the committee hearing here or listen to the audio here.)

Between the extreme new voter suppression law, the bill to codify “qualified immunity” for law enforcement, and limiting diversity training at Iowa universities, the goal appears to be to reproduce racial inequality in our state.

Of Oprah Winfrey’s interview with Prince Henry and Duchess Meghan Markle on Sunday, which attracted 17 million viewers in the U.S., a letter writer opined in Tuesday’s New York Times: “Aww, they were mean to me, says one of the two privileged spoiled brats. Why should I care? Why do you?”

“Somebody didn’t read her rule book closely,” Kathleen Parker of The Washington Post criticized Meghan for speaking out against the British royal family.

Anna Pasternak, a biographer to the royals, told the BBC that the interview was “an exercise in torching the house of Windsor.”

So why should we care that a man who wouldn’t be king and his former-actress wife rebelled against the world’s most prestigious cocoon?

At least 263,000 Iowans have received both shots of a COVID-19 vaccine, and more than 864,000 doses have been administered to Iowa residents, according to the state’s official vaccination dashboard on March 7.

Yet people of color continue to be vaccinated for coronavirus at far lower rates than white Iowans. The disparities have widened since Bleeding Heartland reviewed the numbers in early February.

They’ve canceled Dr. Seuss. Doctor Seuss!

It seems that back in the mid-twentieth century, when too many Americans believed the world consisted solely of good, smart, credible white people and everyone else, Theodor Seuss Geisel wrote a couple of books for children, And to Think That I Saw It on Mulberry Street in 1937, and If I Ran the Zoo in 1950.

Because of what Americans believed, and because Geisel was an American, those books have items that “portray people in ways that are hurtful and wrong,” Dr. Seuss Enterprises, the late author’s business estate, said in a statement released Tuesday, March 2, Geisel’s birthday.

Politicians love farmers. Every caucus season they prove it: they throw a foot up on a hay bale and stump to a crowd at the Iowa State Fair, shove a pork chop into their mouth, use the term “heartland” and “kitchen table” a minimum of 400 times.

Vice President Mike Pence and the Iowa GOP love farmers so much that he came to town just after the August 2020 derecho to launch the Farmers and Ranchers for Trump Coalition. Senator Joni Ernst and Governor Kim Reynolds took time out of their disaster recovery schedule to accompany Pence to Living History [not a real] Farms. Pence didn’t visit a single farm, but he found time to host an exclusive fundraiser in Urbandale before flying away home.

U.S. Representative Randy Feenstra (IA-04) also loves farmers a lot. He introduced an amendment to allocate more aid to Iowans impacted by the derecho last year during a House Agriculture Committee markup of the proposed $1.9 trillion COVID-19 relief bill. Feenstra’s amendment passed by a single vote.

That vote came from Representative Cindy Axne (IA-03), the lone Democrat to cross the aisle.

The harrowing news coming out of Texas is a warning of what could happen in Iowa.

Fortunately, we believe our power installations could freeze, and our elected officials didn’t blame last summer’s derecho on the Green New Deal.

But make no mistake — we are heading in that direction by punching our ticket on the reactionary railroad, terminating at Denialville, where science, education, and common sense are mothballed on rusted tracks.

When the Iowa Department of Public Health created a new advisory council in December to draft recommendations on allocating coronavirus vaccines, the body’s “guiding principles” were supposed “to ensure vaccine availability to specific populations, particularly in groups that are at highest risk for severe outcome from COVID-19 infection.” The council’s framework stated, “These priority recommendations and subsets must also recognize the importance of treating individuals fairly and promoting social equity, by addressing racial and ethnic disparities in COVID mortality […].”

Nevertheless, people of color in Iowa are being vaccinated for COVID-19 at substantially lower rates than white people, analysis by Sara Anne Willette has found. As of February 7, white Iowans had received more than double the doses of vaccine per 1,000 population as Black Iowans, Native Americans, or people of Asian descent, and Iowans not of Latino ethnicity had received more than triple the doses per capita as had Latinos in Iowa, Willete calculated.

Remington Gregg reminded me of that observation today in this Twitter thread “on lesser quoted words of Dr. King and sitting in your discomfort as a white person in America.”

As 2020 began, one of my goals was to put a lot of writing energy into coverage of racial disparities or other topics particularly impacting people of color in Iowa. I got off to a decent start a few days into the year with a deep dive on Julián Castro’s critique of the Iowa caucuses, which was partly grounded in this state’s relative lack of diversity. I marked the last Martin Luther King, Jr. Day with a post about an exhibit on “redlining” and other racist housing policies in Des Moines. That piece ended up among the 25 most-viewed that Bleeding Heartland published during a year of higher traffic than ever.

But as the year progressed, other pressing political topics–the Iowa caucuses and their aftermath, turnover on the Iowa Supreme Court, the Iowa legislative session, a huge number of competitive election campaigns, and of course the the coronavirus pandemic–consumed most of my headspace.
