Although Montana Governor Steve Bullock has not yet declared plans to run for president, a group supporting his ambitions has been polling Iowa Democrats to test positive messages about Bullock and several other declared or likely contenders.

I’ve long encouraged readers to record or take notes on political surveys. This post draws on a recording an Iowan provided after receiving the call on the evening of March 7. (Bleeding Heartland never provides identifying information about respondents; I’m only interested in the questions asked.)

The latest Selzer poll for the Des Moines Register, CNN, and Mediacom found Joe Biden and Bernie Sanders well ahead of the rest of the Democratic field in Iowa, with 27 percent and 25 percent, respectively. Bullock was among several candidates at 1 percent. Later today, Bleeding Heartland will publish analysis by Dan Guild, taking a historical view of polling this far out from the Iowa caucuses.

A bill that would provide state “education savings grants” to families of some children attending private schools lacks the support to move forward in either the Iowa House or Senate, state Senate President Charles Schneider told constituents at a March 9 legislative forum.

MidAmerican Energy’s effort to crush small-scale solar generation made it through the Iowa legislature’s first “funnel” and will be eligible for floor debate in both chambers. The House Commerce Committee on March 4 approved House Study Bill 185 (now renamed House File 669) without amendment on a party-line 12 to 10 vote. The Senate Commerce Committee amended the companion Senate Study Bill 1201 before advancing it on March 7.

The bill will likely pass the upper chamber, where Republicans have a 32 to 17 majority. Although Republicans outnumber Democrats by 54 to 46 in the House, and MidAmerican’s political action committee donated to dozens of incumbents’ campaigns last year, getting the solar bill through the lower chamber will be no easy task. A utility-backed bill to undercut energy efficiency programs was one of the heaviest lifts during the 2018 session. Only after several concessions did supporters cobble together 52 Republican votes in the House. The GOP held 59 seats at that time.

More than three dozen corporations, industry groups, or advocacy organizations have lobbyists registered for or against MidAmerican’s solar bill. While it’s not unusual for a high-profile bill to draw that kind of attention, the two camps seeking to persuade legislators on this issue reflect alliances rarely seen at the statehouse.

Representative Steve King (IA-04) was the only member of the U.S. House to vote “present” on March 7, as the chamber passed a broad resolution condemning various forms of bigotry. Every Democrat, including Iowa Representatives Abby Finkenauer (IA-01), Dave Loebsack (IA-02), and Cindy Axne (IA-03) supported the measure, along with 173 Republicans (roll call). Another 23 Republicans voted no.

The U.S. House of Representatives amended a broad election reform bill today to exempt the state of Iowa from new rules on redistricting. Democratic Representative Abby Finkenauer (IA-01) offered the amendment, which House members adopted by voice vote. Her office said in a statement enclosed below that Finkenauer “worked tirelessly over several days to ensure the matter was addressed.”

Bleeding Heartland reported on March 4 that Iowa House Republicans were depicting H.R. 1 as an attempt by Congressional Democrats to “overturn nonpartisan redistricting in Iowa.” Finkenauer’s amendment stipulates that the bill’s section on independent redistricting commissions, which is designed to prevent gerrymandering elsewhere,

The Iowa House Judiciary Committee unanimously voted on March 6 to advance a state constitutional amendment on automatic restoration of voting rights after an offender has completed a felony sentence. The action indicates one of Governor Kim Reynolds’ priorities for the 2019 legislative session should clear the lower chamber with little resistance.

The controversial 2018 election result in Iowa House district 55 has inspired two legislative proposals related to late-arriving absentee ballots. The House State Government Committee on March 5 advanced a bill designed to enfranchise more Iowans who voted by mail, with uniform rules for all 99 counties.

The leader of the Iowa Senate State Government Committee would move in the opposite direction, excluding all ballots that arrive after election day, even if envelope markings could prove voters mailed them on time. That approach appears to be a non-starter for House Republicans.

As bad-faith political arguments go, it would be hard to top a headline from a recent Iowa House Republican newsletter, amplified on Twitter: “Congressional Democrats Plan to Overturn Nonpartisan Redistricting in Iowa.”

U.S. House Resolution 1 was designed to ban gerrymandering nationwide “by requiring independent commissions instead of state legislatures to draw congressional maps.” But in the Iowa GOP’s fun-house-mirror view, the federal bill would “inject politics into an already nonpartisan redistricting process.”

The good news is, this stunt puts House Republicans on record opposing any change to the system in use since the 1980s. “There’s no reason to change a process in Iowa that is respected throughout the country and is working well,” the newsletter argues.

The next step is getting top lawmakers and Governor Kim Reynolds to promise not to exploit a little-known provision in state law to enact a gerrymander in 2021.

Envelopes containing 29 absentee ballots that Winneshiek County voters mailed on time will likely remain sealed forever. Time has run out for Democratic candidate Kayla Koether to sue over how Iowa House Republicans handled her contest of the 2018 election result in House district 55.

It is also too late for any disenfranchised voter to challenge a process that placed an administrative rule about mail barcodes above the fundamental right to vote guaranteed by Article II of Iowa’s constitution.

This week the U.S. House approved the most significant regulations on gun sales to pass the lower chamber of Congress in 25 years.

Meanwhile, Republicans in the Iowa legislature advanced a constitutional amendment that could invalidate nearly every state-level restriction on firearms ownership or sales.

Four Iowa Republican candidates received large donations in 2018 from Russell Taub, who agreed last week to plead guilty to federal crimes related to his political activity.

The U.S. House voted on February 26 to terminate President Donald Trump’s declaration of a national emergency to build a wall that Congress repeatedly declined to authorize or fund. All 232 Democrats present, including Iowa’s Representatives Abby Finkenauer (IA-01), Dave Loebsack (IA-02), and Cindy Axne (IA-03) backed the resolution, joined by thirteen House Republicans (roll call). Representative Steve King (IA-04) was among 182 Republicans who opposed the joint resolution.

In statements enclosed in full below, Finkenauer, Axne, and Loebsack highlighted the need to defend the checks and balances prescribed by the U.S. Constitution, which grants spending power to Congress.

The National Emergencies Act requires a U.S. Senate vote within eighteen days on any House-approved joint resolution to terminate a presidential declaration. Three Senate Republicans have already pledged to vote for the resolution. More than half a dozen others criticized Trump’s decision and seem open to formally rejecting it.

Senators Chuck Grassley and Joni Ernst are not seen as potential supporters of this bipartisan effort. They have never defied the Trump administration and had little to say about the president’s power grab. But given their stature in the Republican caucus and their forceful denunciations of President Barack Obama’s executive actions, Iowa’s senators have an excellent opportunity to show some principles matter more to them than political loyalty.

An Iowa dark money group that popped up before the June 2018 primary has refused to comply with the Federal Election Commission’s request to disclose the names of its donors.

Democratic delegates in Iowa Senate district 30 have nominated Cedar Falls school board member Eric Giddens for the March 19 special election to replace State Senator Jeff Danielson.

Governor Kim Reynolds appointed former Iowa House Speaker Kraig Paulsen as director of the Iowa Department of Revenue on February 22, only six weeks after she had named Adam Humes to lead the agency. A late Friday afternoon news release did not explain the reason for the change, saying only that Humes “has decided to pursue other opportunities.”* Paulsen will start work this coming Monday. Leadership transitions at state agencies typically are weeks or months in the making.

Humes’ predecessor, Courtney Kay-Decker, also left under odd circumstances. Appointed by Governor Terry Branstad in 2011, she sounded excited to continue to lead the department after the 2018 election. But in early December, Kay-Decker announced her resignation, effective at the start of the new year.

Iowa Attorney General Tom Miller didn’t ask state legislators to pass the country’s first “ag gag” law, and his office didn’t lobby in favor of banning “agricultural production facility fraud” while the bill was pending.

But the Attorney General’s office confirmed on February 21 that the state will appeal a federal court ruling against the 2012 law. The new court filing keeps up the pretense that a law designed to suppress investigative reporting was really about biosecurity and property rights.

In a victory for freedom of speech and association, a federal court last week “dismissed a $1 billion racketeering lawsuit that the developer of the Dakota Access oil pipeline filed against environmental groups and activists, saying he found no evidence of a coordinated criminal enterprise,” Blake Nicholson reported for the Associated Press on February 14.

Two of the named defendants, Jessica Reznicek and Ruby Montoya, lived in Iowa when they repeatedly lit fires and used cutting torches to damage the Dakota Access pipeline. They later went into hiding, and Bleeding Heartland’s attempts to reach them for comment were unsuccessful.

A new bill backed by MidAmerican Energy would devastate the ability of Iowans to install solar panels for their homes or businesses. House Study Bill 185 would undo a longstanding policy of net metering, which “allows residential and commercial customers who generate their own electricity from solar power to feed electricity they do not use back into the grid.”

Iowans served by monopoly providers MidAmerican or Alliant Energy have been able to use net metering since the 1980s, under rules adopted by the Iowa Utilities Board.

In recent years, MidAmerican has periodically sought to subvert net metering in various ways. Environmental advocates have been concerned the policy would become the next target for Republican lawmakers who destroyed Iowa’s decades-old, successful energy-efficiency programs last year at the behest of utility companies.

State Representative Gary Carlson introduced House Study Bill 185 this morning in his capacity as leader of the Iowa House Commerce Committee. MidAmerican’s lobbyist immediately registered in favor–often a sign that an interest group or company had a hand in writing legislation. The utility’s media relations staff did not respond to an inquiry about why the company is pushing this bill.

Iowa is not among the sixteen states that filed suit yesterday to block what they called President Donald Trump’s “unconstitutional and unlawful scheme” to declare a national emergency in order to divert federal funds toward building a wall along the U.S. border with Mexico.

Attorney General Tom Miller has joined dozens of multi-state legal actions challenging Trump administration policies, and his office has not ruled out joining this lawsuit, communications director Lynn Hicks told Bleeding Heartland on February 19.

Across the country, Republicans have tried to win elections by limiting opportunities for Democratic-leaning constituencies to vote. Governor Kim Reynolds stuck to the playbook yesterday when she scheduled the special election in Iowa Senate district 30 for March 19, the only Tuesday during the University of Northern Iowa’s spring break.

Didn’t see this one coming: Governor Kim Reynolds will not appeal a Polk County District Court ruling that struck down the country’s most restrictive abortion law.

An innovation intended to empower Iowans who would otherwise be unable to attend the 2020 Democratic caucuses could dilute the voices of younger or less wealthy people, along with those who do not have a college degree, the latest Iowa poll by Selzer & Co. for the Des Moines Register and Mediacom suggests.

UPDATE: Added below information on two more candidates who have expressed interest in this race.

Less than 48 hours after State Senator Jeff Danielson resigned from the legislature, two Democrats have announced their candidacies for next month’s special election in Iowa Senate district 30. Scroll down for background on University of Northern Iowa associated professor Amy Petersen and former United Auto Workers local president Tom Ralston. Several more contenders are considering the race; a special district convention will choose a nominee on February 23.

The healthy competition shows Black Hawk County Democrats are uncowed by the prospect of facing likely Republican candidate Walt Rogers, who represented half of this area for eight years in the Iowa House.

“Whatever a national emergency may be, that’s not it,” tweeted experienced Supreme Court litigator Neal Katyal, after President Donald Trump admitted during his February 15 press conference, “I didn’t need to do this. But I’d rather do it much faster.”

The courts may stop Trump from using funds appropriated for other purposes to have the military build a wall along the southern border, which Congress has repeatedly declined to authorize. But the president’s warlord-like behavior can still do lasting harm to democratic institutions.

Iowa Republicans in Congress are either unconcerned about this “reckless disregard for the separation of powers” or cheering it on.

Democratic State Senator Jeff Danielson announced his resignation today, Iowa Starting Line was first to report. His decision will force a special election in Senate district 30 on an accelerated schedule, because the vacancy arose during the legislative session.

State Representatives Bob Kressig and Dave Williams, the Iowa House Democrats who represent both halves of Danielson’s district, told Bleeding Heartland this evening they do not plan to compete in the special election. Just elected for the first time in November, Williams said in a Facebook message, “I am new in the House, enjoying the experience, and intend to stay focused on House District 60 constituents.”

Danielson’s last two Republican challengers also ruled out the race.

Iowa state senators have amended their chamber’s ethics code following a high-profile complaint against Democratic Senator Nate Boulton, which was dismissed late last year.

The new language cover actions occurring outside the capitol building and allows citizens to file a complaint more than three years after an incident. However, the updated code would still lead to dismissal of a complaint like Sharon Wegner’s allegations against Boulton.

As Iowa Republicans look for a candidate who could win back the third Congressional district, the Des Moines rumor mill has focused on several state lawmakers from Polk County. One of them, State Senator Zach Nunn, says he is getting a lot of encouragement and is not ruling the race out.

After resisting major changes to the Iowa caucus process for decades, the Iowa Democratic Party has proposed rules that would make the 2020 caucuses much more accessible and transparent.

Although some inequities would remain baked into the caucus system, the reforms would be a huge step forward.

Some Republicans have encouraged State Representative Jon Jacobsen to run for Congress in Iowa’s third district, and he’s not ruling it out, though he will not decide anytime soon.

Republican lawmakers and Governor Kim Reynolds are poised to give GOP officials and their proxies control over what has been a mostly non-partisan system for choosing Iowa judges since 1962.

Until a couple of months ago, I didn’t realize the Republican trifecta could blow up our judicial selection process in a matter of weeks. The Iowa Constitution spells out how vacancies on the bench are filled, and altering any language in our state’s founding document takes years.

Unfortunately, a time bomb has lurked in Article V, Section 16 for more than five decades. While most elements of the system can be changed only through a constitutional amendment, the manner of forming judicial nominating commissions (half appointed by the governor, half elected by attorneys) is specified only “Until July 4, 1973, and thereafter unless otherwise provided by law.”

How did that language end up in the constitution? A Linn County Democrat offered a fateful amendment 60 years ago.

Every election, a handful of Iowa legislative races turn out to be far closer than expected. One of the sleepers in 2018 was Steve Gorman’s rematch against Republican State Representative Mary Ann Hanusa in House district 16, covering part of Council Bluffs.

Hanusa was a four-term incumbent and had defeated Gorman by 6,847 votes to 5,120 (57.2 percent to 42.8 percent) in 2016. Last year, Republicans spent about $83,000 on direct mail, radio, and digital advertising for Hanusa (see here and here), far less than they spent in districts they worried about losing. By the same token, Democrats spent at least $100,000 in more than a dozen Iowa House races during the 2018 campaign, including $128,000 defending the other Council Bluffs-based seat. Gorman had to raise all of the $24,405.45 the party spent on his behalf.

Nevertheless, Gorman nearly pulled off an upset, losing to Hanusa by 4,949 votes to 4,835 (49.5 percent to 48.4 percent), with 208 votes going to Libertarian Steve Sechrest. Now Gorman’s the first announced Democratic candidate for a Republican-held Iowa Senate seat. Both parties will surely take his challenge seriously in 2020.

A divided state board has approved settlements worth a combined $4.15 million to two women who reported extensive, appalling sexual misconduct by former Iowa Finance Authority Director Dave Jamison. Under the agreements posted in full below, $2.35 million will go to the agency’s former business development director Beth Mahaffey, and $1.8 million will go to the agency’s communications director Ashley Jared. Attorney’s fees for both women will come out of those payments.

The settlements bring closure to women who endured a horrific workplace environment. But they also ensure that oversight failures at the finance authority will never be fully explored in litigation.

Republican lawmakers have unveiled their plan to replace Iowa’s merit-based system for choosing judges with a process dominated by politicians from their own party. Governor Kim Reynolds quickly gave the bill her blessing, just weeks after she said of judicial selection, “we don’t want it to be political.”

Iowa House Chief Clerk Carmine Boal has refused to grant me credentials for the chamber during the 2019 legislative session. Staff for Governor Kim Reynolds have ignored repeated messages seeking credentials to cover the governor’s office or an explanation for denying my request.

Under the U.S. and Iowa constitutions, no government agency or official may restrain or abridge the freedom of the press. Government bodies must apply any media restrictions uniformly, without regard to the content of news reporting or commentary. That’s not happening here.

Rejecting a leading Republican talking point from the 2018 campaign, the board that regulates the accounting profession in Iowa has confirmed State Auditor Rob Sand can do the job Iowans elected him to do.

The State Judicial Nominating Commission will meet on January 30 to consider nineteen applicants seeking to replace Iowa Supreme Court Justice Daryl Hecht, who stepped down last month. The commission will then send Governor Kim Reynolds a list of three candidates, one of whom will be appointed to the high court within 30 days.

After reviewing the applications, I compiled some noteworthy facts about the contenders. One of them is not like the others.

The first Iowa House floor votes of 2019 are in the books, and they played out exactly as you’d expect. On two straight party-line votes, 53 Republicans rejected a Democratic effort to allow legally cast absentee ballots to be counted, then dismissed Kayla Koether’s contest of the House district 55 election result.

The chamber’s January 28 debate was enlightening. If you have a few hours to spare, I recommend watching the videos of the afternoon and evening sessions on the legislative website.

My takeaways:

Catching up on news from last week: State Auditor Rob Sand announced on January 22 that energy efficiency recommendations will be part of every audit his office produces of a municipal, county, or state government entity.

The federal government reopened as of 9:23 pm Eastern time on January 25. Earlier in the day, President Donald Trump retreated from his demand that any spending bill include money for a wall along the U.S. southern border.

Why cave now? For weeks, media around the country have been reporting on the hardship faced by some 800,000 federal workers and at least 1 million contractors going without pay. Trump changed course largely for two reasons: House Speaker Nancy Pelosi denied him permission to deliver a State of the Union address while the government was shut down, and several major east coast airports experienced delays on January 25 due to air traffic controller staff shortages.

Shortly after Trump announced his new position, the U.S. House and Senate approved by voice votes a continuing resolution to fund the government for three weeks. Congressional leaders and White House representatives will attempt to work out some kind of immigration compromise by February 15. The deal includes an extension and reauthorization of the Violence Against Women Act, which expired near the beginning of the shutdown.

Every Iowa House Republican will likely vote on January 28 to dismiss Democrat Kayla Koether’s contest of the House district 55 election. She trails State Representative Michael Bergan by nine votes according to certified results, but 29 absentee ballots that voters in Winneshiek County mailed on time remain uncounted.

Although Republicans on a special House election contest committee insist “there exists no legal authority to open and count the twenty-nine ballots in question,” they are wrong about the law. Dismissing the contest without allowing Koether to call witnesses, take depositions, or have the ballots opened will open the door to judicial review.

It’s also terrible politics.

U.S. Representative Steve King kicks off a series of public meetings this weekend with an event in O’Brien County. He hasn’t held this kind of town hall in a long time. The newfound commitment to showing up for constituents indicates that King was shaken up by his narrow victory over J.D. Scholten in November. He also faces growing discontent in Republican circles, both in Iowa (where he faces multiple primary challengers) and in Washington, D.C. (where he lost his House committee assignments).

Some commentators have speculated that residents of the fourth Congressional district are ready to move on to a representative with less baggage. For my money, the only way King won’t be the 2020 nominee is if GOP insiders somehow convince him not to seek a tenth term.

Iowa Senate Commerce Committee Chair Jake Chapman has introduced a bill that would destroy the independence of Iowa’s Office of Consumer Advocate.

Iowa’s law banning most abortions after a fetal heartbeat can be detected violates the state constitutional guarantees of equal protection and due process, Polk County District Court Judge Michael Huppert ruled on January 22.

The Iowa Supreme Court will almost certainly agree that the law is unconstitutional. But it is unclear whether the high court will keep its decision grounded in the Iowa Constitution, as the District Court did. If the Iowa Supreme Court strikes down the law citing provisions of the U.S. Constitution, they will open the door to appeal in the federal courts.

UPDATE: Hinson filed a statement of candidacy with the Federal Election Commission on May 13.

“I am considering my options and hope to make a decision in the next few weeks,” State Representative Ashley Hinson told WHO-TV’s Dave Price on January 18 regarding a possible campaign for Congress in 2020.

Since former state lawmaker Abby Finkenauer defeated U.S. Representative Rod Blum in November, insiders in both parties have speculated that Hinson could be the GOP’s best chance for winning back the first Congressional district. Both parties will certainly target this race, rated a toss-up by Sabato’s Crystal Ball and the Cook Political Report.

In the two weeks it’s taken me to collect my thoughts on U.S. Senator Elizabeth Warren’s first swing through Iowa, three four more Democrats launched presidential campaigns (former Housing and Urban Development Secretary Julian Castro, Senator Kirsten Gillibrand, Senator Kamala Harris, and Representative Tulsi Gabbard). More than a dozen people will seek the Democratic nomination in 2020, and eight of them will have visited Iowa this month alone.

Tracking such a large field presents challenges. Bleeding Heartland has already profiled some candidates and their pitches, including U.S. Representative John Delaney and entrepreneur Andrew Yang. I have posts in progress about most of the others. My intention is to write at least one in-depth piece about every serious contender, for the benefit of caucus-goers who want to research all options. With such a strong field, I expect the majority of Iowa Democrats to be late deciders this cycle, myself included.

I’ve transcribed below extensive portions of Warren’s stump speech and Q&A in Des Moines and Ankeny, and also enclosed audio clips for those who would rather listen than read. First, a few of my takeaways:

U.S. House leaders announced committee assignments for the new Congress this week, and Iowa’s three Democrats could hardly have done better.

Secretary of State Paul Pate has asked Iowa lawmakers to consider removing his agency’s responsibility to publish proposed constitutional amendments in Iowa newspapers. His request follows a “procedural oversight” that erased the legislature’s progress last year on adding expansive pro-gun language to the state’s founding document.

A resolution aimed at forcing the U.S. Treasury to maintain sanctions on three Russian corporations linked to a pro-Kremlin “oligarch” fell three votes short in the U.S. Senate on January 16.

Eleven Republicans joined the Democrats present to support the resolution, but Iowa’s Senators Chuck Grassley and Joni Ernst voted with the rest of the GOP caucus to defeat the measure. Although the vote was 57-42 in favor (roll call), Senate rules require 60 votes to clear this kind of procedural hurdle.

Iowa Senate Republicans have abandoned longstanding rules that ensured subcommittee meetings would be open to the public and announced at least 24 hours in advance, and that committee chairs would allow votes on all germane amendments to bills.

Senate committees had operated under those rules since the 2005 legislative session, when each party had 25 senators. The rules remained standard practice throughout ten years when Democrats controlled the upper chamber and the first two years of a Republican majority following the 2016 elections.

The Iowa Ethics and Campaign Disclosure Board has a new website that is easier to navigate and complies with its own transparency rules. The board announced the site launch on January 15, a week before the next deadline for Iowa campaigns to report on their fundraising and spending.

Governor Kim Reynolds asked Iowa lawmakers today to start the process of amending the state constitution to remove the lifetime ban on voting by those who have committed “infamous crimes,” which under current law are defined as all felony offenses.

A constitutional amendment would be the best long-term fix for an unfair system that disproportionately affects racial minorities and those lacking the funds to navigate the restoration process. So the Iowa House and Senate should certainly heed the governor’s call. But it’s difficult to get a constitutional amendment through both chambers of the legislature, and the soonest an amendment could be enacted would be November 2022.

Reynolds and state lawmakers can and should take immediate steps to allow tens of thousands of Iowans to participate in this year’s local elections, the 2020 caucuses, and the primary and general elections of 2020 and 2022.

The Iowa Senate convened for its 2019 session on January 14 with 32 Republicans and 18 Democrats. A record eleven senators are women (six Democrats and five Republicans), up from six women in the chamber at the start of the last legislature’s work.

I enclose below details on the majority and minority leadership teams, along with all chairs, vice chairs, and members of standing Iowa Senate committees. Where relevant, I’ve mentioned changes since last year’s legislative session. Note that Democratic Senator Nate Boulton will serve on committees after all. Minority Leader Janet Petersen had declined to assign him to any committees last month.

A few words about demographics: all current state senators are white. To my knowledge, the only African American ever to serve in the Iowa Senate was Tom Mann, elected to two terms during the 1980s. No Latino has ever served in the Iowa legislature; in 2014, Nathan Blake fell 18 votes short of becoming the first. No Asian American has served in the Iowa Senate since Swati Dandekar resigned in 2011.

Some non-political trivia: the 50 Iowa senators include two Smiths (a Democrat and a Republican) and two Taylors (both Democrats). As for first names, there are three Marks, three Zachs, and two men each named Dan, Jim, Tim, Tom, and Jeff.

The Iowa House opened its 2019 session today with 54 Republicans and 46 Democrats. State Representative Michael Bergan was sworn in for a second term, even though his Democratic opponent Kayla Koether is contesting the outcome. A special committee will consider her complaint in the coming weeks.

The new state representatives include 66 men and 34 women (24 Democrats and ten Republicans, record numbers for both parties).

Four African Americans (Democrats Ako Abdul-Samad, Ruth Ann Gaines, Ras Smith, and Phyllis Thede) will serve in the legislature’s lower chamber; the other 96 lawmakers are white. No Latino has ever been elected to the Iowa House, and there has not been an Asian-American member since Swati Dandekar moved up to the state Senate following the 2008 election. Democratic State Representative Liz Bennett is the only out LGBTQ member of the lower chamber. To my knowledge, Abdul-Samad (who is Muslim) is the only lawmaker in either chamber to practice a religion other than Christianity.

As for popular first names, there are six Davids (four go by Dave), four Marys (one goes by Mary Ann), three Roberts (a Rob, a Bob, and a Bobby), three men named Thomas (two go by Tom), three Johns and two Jons, and three men each named Gary and Brian. There are also two Elizabeths (a Beth and a Liz) and two men each named Bruce, Chris, Jeff, Michael (one goes by Mike), and Charles (a Chuck and a Charlie).

“[A]ll of our work has been wiped away,” Iowa Firearms Coalition President Kurt Liske wrote in an e-mail to supporters on the evening of January 13. “Because of the Secretary of State’s complete failure, we must now go back to square one of the constitutional amendment process.”

Pro-gun advocates thought they were halfway toward amending Iowa’s constitution to include expansive language on gun rights, which could invalidate many existing regulations.

But Republican lawmakers will have to start over this year, because Secretary of State Paul Pate dropped the ball.

Iowa Senate Minority Leader Janet Petersen has reversed her decision last month not to assign Senator Nate Boulton to any committees. The day before the Iowa legislature will convene for its 2019 session, Petersen said in a written statement,

The November election was the first since Republicans shortened our state’s early voting window. Proponents of the 2017 law, best known for requiring voter ID, never made a case for limiting early voting. Nor did they produce evidence of any problems caused by allowing Iowans to cast ballots 40 days before elections. (County auditors needed to have ballots ready anyway, since federal law requires them to send overseas military ballots 45 days in advance.)

The power play was inspired by a simple fact: Iowa Democrats rely more on early voting than do Republicans. Switching from 40 days to 29 gave Democratic volunteers two fewer weekends to “chase” absentee ballots.

Now that the statewide statistical report on the 2018 general election is available, we can see how early voting played out in a compressed time frame. Bleeding Heartland previously discussed notable findings on turnout rates for Iowans of different political affiliations, age groups, and gender.

Immediately after the November election, it was obvious turnout in Iowa was unusually high for a non-presidential year. Now that the Secretary of State’s office has published the statewide statistical report, we can get a closer look at which demographic groups were most engaged. Let’s dive in:

Iowa House Speaker Linda Upmeyer confirmed on January 9 that a special committee will consider Kayla Koether’s contest of the House district 55 election. According to the certified results, Republican State Representative Michael Bergan leads Koether by nine votes, 6,924 to 6,915. Koether is fighting to have 29 uncounted absentee ballots from Winneshiek County opened and tallied, in light of evidence from the U.S. Postal Service that voters mailed those ballots by the legal deadline.

Nine-term U.S. Representative Steve King will face at least one challenger in the 2020 Republican primary to represent Iowa’s fourth Congressional district.

State Senator Randy Feenstra announced his candidacy today, and Story County Supervisor Rick Sanders confirmed to Bleeding Heartland that he is seriously considering the race.

The moves are the clearest sign yet that Iowa’s GOP establishment is tired of King.

The stories linked below weren’t the most popular pieces to appear on this site during 2018. Some of them weren’t as newsworthy as the work I’m proudest of from last year. But of the 355 posts I wrote for this website in 2018, these ones fueled the fondest memories.

Republicans in Wisconsin and Michigan responded to recent election losses by limiting the powers of some Democratic statewide officials. GOP lawmakers are rumored to be considering similar legislation in Iowa, where Rob Sand just took office as the first Democrat to serve as state auditor in more than 50 years.

But Republican State Representative Bobby Kaufmann, who chairs the Iowa House State Government Committee, told Bleeding Heartland he has no interest in revoking or curtailing the subpoena power of Sand’s office.

Democratic Representatives Abby Finkenauer (IA-01) and Cindy Axne (IA-03) joined a long list of “firsts” when they were sworn in on January 3. Iowa had never elected a woman to the U.S. House before 2018, but now women make up half of our state’s delegation. The “most diverse Congress in history” includes record numbers of women and members of religious, racial, ethnic, or LGBTQ groups that have not previously represented their states in Washington. Finkenauer also became the second-youngest woman to serve in Congress, after Alexandria Ocasio-Cortez of New York.

The first votes in the 116th Congress involved some drama within the Democratic caucus, but Iowans did not rock the boat.

The first Democrat to serve as Iowa’s state auditor in more than 50 years has hired a “tri-partisan leadership team” to help run the office.

While traffic numbers are easy to measure, picking out my most labor-intensive posts from last year is a subjective call.
