When a girl or boy joins the Scouts, they pledge to be a part of a troop and a part of the community of scouting. When a college student joins a sorority or fraternity, they make a positive pledge to be a part of something. We pledge allegiance to the flag as a community of Americans.    

But not all pledges are positive. Some drive a wedge between us. The 1776 Pledge isn’t about building a community. It’s more like a tool to mold public schools into a political prop instead of a place of learning.

During the recent governor’s election in Virginia, Democratic candidate Terry McAuliffe told the truth, but it sounded like hell to parents. McAuliffe said, “I don’t think parents should be telling schools what they should teach.” He was so right, but his Republican opponent made it sound so wrong. It wasn’t the only reason he lost, but it was a big factor.

In a world of one-minute answers, his political opponent Glenn Youngkin was able to pounced on the comment and twist it to say, “McAuliffe believes parents should have no say in their child’s education.” McAuliffe was left trying to explain, “I didn’t mean that.” It was too little, too late.

Why should anyone but political junkies care about an election in Virginia? Because making public education into a wedge issue is now part of the GOP playbook for the next election. In some races, Republicans will flirt enough with Donald Trump to court his base, but won’t go full Trump. In other deep red races, they’ll fully embrace their hero. 

But no matter what race, GOP candidates will try to use public education as a hammer to stun their opponent. So one thing’s for sure: Democrats need to sharpen their messages around education, or they’ll face a red tide that will drown them. 

Bruce Lear: It’s time schools started making recruiting and retaining substitute teachers a priority instead of an afterthought.

Remember those days in junior high when class is about to start? The bell rings, and in walks a teacher no one knows. It takes only seconds for the junior high mind, which struggled yesterday to add single digits, to calculate if this substitute is one that can be goofed on. You know, things like switching seats, making up fake names, and generally testing classroom boundaries. It’s mostly harmless, but stuff not tried with the “regular teacher.”

That was then—this is now.

Bruce Lear: Instead of allowing elected school boards to make decisions for a school district, Iowa’s governor now defines local control as parents deciding what’s best for their own children.

I’ve said it before, but it’s worth repeating, especially since Governor Kim Reynolds has altered the definition of local control to justify signing a mask mandate ban for schools. There’s a reason “Community” is the middle name for almost every public school district in Iowa. 

Public schools are often a town’s largest employer as well as the community center. On Friday nights, the school’s fields or gyms can be the center of the universe for young athletes and their parents.

In fact, the relationship is symbiotic. The community helps the school thrive, and the school helps a community survive.

Too bad Reynolds distrusts Iowa communities so much she won’t allow local control over safety decisions fitting the community. Instead she is appealing a federal court decision that put the mask mandate ban on hold.

I just returned from Las Vegas. Yes, sin city. Where “What happens in Vegas stays in Vegas.”  Yet, Iowa could learn from this place of no limits.  A sentence I thought I’d never write.

Vegas has a strict mask policy in all casinos, shows, restaurants, bars, and public transportation. It’s enforced. You can enjoy your freedom to lose your money, marvel at a glitzy show, watch the Raiders, the bad boys of the NFL, but you don’t have freedom to skip wearing a mask.

But in wholesome Iowa, land of the Field of Dreams, we just can’t bring ourselves to mandate masks at the grocery store or in schools. In Iowa, we’re quicker to help a down-and-out neighbor harvest corn than to wear a piece of cloth over our mouths and noses to protect that same neighbor’s health. Ironic, don’t you think?

When I was in college, I came down with a bad case of sophomore smugness. In the middle of what I thought was a brilliant rant, my dad reminded me, “There is a reason you have two ears and only one mouth. Consider using them in proportion.” He was right.

As federal COVID-19 relief funds flow to local and state governments, there has been little listening and a whole lot of group-think and group-speak. After all, the only thing harder than cutting a budget for politicians is deciding how to spend one-time, unexpected money poured into their coffers.

As a kid, when I heard adults talking about “rules of thumb,” I kept looking at my thumb, but couldn’t figure it out. I didn’t get it then, but I do now. The dictionary definition is, “A general principle regarded as roughly correct, but not intended to be scientifically accurate.” 

My definition is similar: “What I believe to be true, based on experience.” It isn’t always accurate, but it’s served me pretty well.

Here are a few of my rules. I never eat a hot dog that comes off that roller thing at a convenience store. They aren’t convenient for my stomach.

I’m not amused by amusement rides that soar above the height of a step ladder. 

I know tomorrow is another day I won’t use algebra, and none of my junior high screw ups actually went on my permanent record.

I know if my wife or daughter asks, “Are you wearing that?”, I’m not.

Some rules of thumb about politics have also served me well.

After the 2020 election, the U.S. was forced to fight two raging viruses. COVID-19 killed more than 600,000 Americans and continues to plague the world. The “Big Lie” virus killed a once proud political party and continues to threaten our system of government.

The COVID-19 virus continually mutates and spreads. We don’t know the exact origin, and it’s hard to identify its carriers, but we’ve sure seen the destruction it causes. Fortunately, the coronavirus vaccine is now easy to get. 

The antidote to the “Big Lie” virus is believing the truth, but that’s harder to administer. Unlike COVID-19, we know its origin: a narcissistic ex-president who refuses to acknowledge he lost an election, citing non-existent voter fraud without shred of credible evidence.

Yes, it’s been a horrible, terrible, very bad year for public schools in Iowa. As usual, the Republican-controlled Iowa legislature underfunded schools. Also typical for them, they tried again to pass a voucher law to give public money to private schools. 

When that didn’t work, they passed “vouchers lite”: a mostly unregulated, for-profit charter school law, that will no doubt siphon money from the already underfunded public system, and that could leave rural Iowa as an education desert.

What wasn’t quite as typical was the legislature’s meddling in the classroom.

Most parents know that a car trip lasting too long makes kids mad and mean. With not much to do, they pick on each other and the picking becomes a full-blown fight. The adult goal is to end the trip and the fight as fast as possible. 

Like the too long car trip, the 2021 session of the Iowa legislature has devolved into mad and mean. It’s time for them to end the ride and go home.

When a police officer pulls me over for a traffic stop, I don’t think death sentence. I think where is my registration and insurance card, and what did I do now?

That’s white privilege, and that’s not how any of this should work.

I know it’s possible to honor and respect the police, and still be horrified when unarmed person of color is murdered by a police officer, often on video, and then the officer is exonerated by internal investigation or by the courts.

I also know there is a middle ground between the “Defund the police” crowd and those who know we need strong, fair, well trained, law enforcement not required to play the role of social worker or psychologist. 

Something has to change in this country. Iowa lawmakers took a first step in 2020, but didn’t follow through this year.

When I was a teenager, my Mom told me, “Nothing good happens after midnight.” I didn’t believe it then, but I do now. It’s especially true when the majority party tries to sneak a bad bill through the Iowa House after midnight.

That’s exactly what happened when Republicans passed House File 813, an effort to promote charter schools, with no public hearing and little public notice. This bill would change how a charter school may be started in Iowa by keeping the provision in current law allowing application to a local school board, but expanding that application process so the “founding group” may bypass the local school board and go directly to the Iowa Department of Education.

Here is a good rule of thumb. If a state legislature tries to fool around with the First Amendment to the U.S. Constitution, it never ends well.  After all, the First Amendment is pretty clear and if there is ambiguity, we have courts to interpret.

But in their never-ending quest to break what isn’t broken, majority Republicans pushed Senate File 478 through the Iowa Senate. This bill masquerades as a free speech, but it actually penalizes professors and teachers who exercise a freedom we hold sacred.

Even though this Iowa legislative session may seem like a sketch from Saturday Night Live, it’s real.

There have always been individuals in jobs we hold to a higher standard. We expect more from them because they are in the public spotlight and have a certain prestige.

To name just a few, we expect doctors, teachers, and star athletes to serve as role models, and most of these professions follow a code of ethics. If that code is broken, the public or their employer scream foul.

I guess Iowa Republican legislators and our governor don’t consider themselves role models, or they would require masks and social distancing at the capitol. Also, their policies would protect students and educators by allowing local decision making.

Thank you for your letter to all Iowans. I thought I’d take a minute to respond, certainly not for all Iowans, but for one very concerned citizen.

The theme of your letter seems to be that we are all in this together. We are. Christians just celebrated Easter with a big helping of ham and social distancing. For Christians, the Easter season story is about both hope and denial. The pandemic season story shares the same two themes.

Nurses and doctors, and EMTs give us hope that not all Easter seasons will require a ventilator, and a hunt for personal protective equipment (PPE) instead of the bright colored surprises the Easter bunny leaves. These people are risking their lives and the lives of their families to treat as many sick people under horrendous conditions to give hope a chance.

But the highly trained medical people are not the only hope heroes.

For weeks, the Republican-controlled Iowa Senate and the Republican-controlled Iowa House debated whether public schools should get punched in the stomach or punched in the face. Both will hurt. Both will leave a mark.

There is no doubt the 2.5 percent increase in state funding for public schools, proposed by Governor Kim Reynolds and the House, as well as the 2.1 percent increase favored by the Senate were woefully low. That funding won’t match rising costs for school districts, no matter what contortions the Republican party goes through.  In the end, the punch came right to the face from both chambers when legislators agreed to split the difference: a 2.3 percent increase in State Supplemental Aid.

One thing that keeps educators awake beyond the witching hour of Halloween is overcrowded classrooms. I’m not just talking about raw numbers, because that’s just one dimension of the problem. Overcrowded classrooms are a multi-dimensional fright.

It was my third year teaching in a tiny Iowa town. I was a rookie no longer. I was off probation now, a seasoned veteran teacher with six preps in charge of the yearbook. Also, because of the six preps and no time for the restroom, I had left an Association meeting to pee. When I returned, I found my campaign, and my inauguration for president had occurred in my absence. It had not been a vigorous campaign.

As a result, on a cold night in February of 1983, I found myself at a school board meeting to help defend a popular principal who was being fired by an unpopular superintendent. No, the Association doesn’t represent principals in Iowa, but in a small town where everyone played cards and went to church with other school people, it didn’t matter. I was the defense.

There once was a farmer who desperately needed a mule. He heard one of his neighbors had the best mule in the county, so he went over to buy it. His neighbor said, “Yup he’s a great mule, but you have to treat him with tender loving care to get him to work.” The farmer bought the mule, took it home and hitched it up.

The mule wouldn’t budge. Remembering what his neighbor had said, he lifted the mule’s ear and whispered sweet nothings. Still the mule wouldn’t move.

He called the neighbor who sold him the mule, who came over, assessed the situation, and hit the mule right between the eyes with an axe handle.

“Wait, I thought you said to treat him with tender loving care,” the buyer yelled.

“I did, but first you need to get his attention,” the seller replied.

Remember when First Lady Michelle Obama told Democrats, “When they go low, we go high?” I’d like to revise that just a bit, to say, “When they go low, we laugh at them.”

As school begins, the message has to be, “Bullying is never OK.” Well, President Donald Trump and his ilk has made bullying in politics the norm, and that’s also not OK.

Less than a month after the final day of school, I saw a big glossy newspaper ad announcing “Back to School Supplies.” That’s the kind of thing that makes a teacher’s heart skip a couple of beats. Like a terrible joke made after a tragedy. It’s just too soon.

Yes, kids need pencils, paper, and crayons, but I started to think about essential supplies for teachers, which are sorely lacking in Iowa. My list may not be something to shop for at Target or the Dollar Store, but these are some things that teachers desperately need to start a fresh school year.

When I bargained educator contracts and became exasperated, I often resorted to the tried and true, “COME ON.” Until now, I really haven’t felt a need to use it.

It was a time of bell bottoms, shiny shirts, and men with shoulder-length hair. Disco was born, and Vietnam escalated. Nixon visited China; Americans loved the tv shows All in the Family, M*A*S*H, and Sanford and Son. It was America prior to 1974.

I love baseball. It’s a game of chess with four bases on a field instead of knights and rooks on a board. The object is to defend against runs and advance your runners around the bases. An easy game? No!

It has no clock, so the game isn’t lost until the final out at the plate or in the field. It’s slow. It’s methodical. It’s a game of statistics. The season is 162 games, so there are times of utter despair and utter joy.

James Earl Jones sums it up best in the now 30-year-old Iowa epic Field of Dreams:

“The one constant throughout the years, Ray has been baseball. America has rolled like an army of steamrollers. It has been erased like a blackboard, rebuilt and erased again. But baseball has marked the time.”

For me, baseball is a lot like politics. Winning is based on a strategy about finding that sweet spot in a very long season. It’s slow. It’s methodical. It’s based on statistics we call polls.

This year’s crop of Democratic candidates could perhaps learn from baseball hitters through the ages. Remember, Babe Ruth led the league in home runs but also in strike outs. In politics when there is a binary choice between candidates, too many times waving or watching a fast ball or curve might get you a gig on CNN or Fox instead of the Presidency.

Have you ever spent hours putting together a large puzzle, only to find the very last piece missing? Being an educator in public education is a lot like that. It’s “frustrated joy.”

There is joy in working the puzzle; fitting the pieces and solving the problem. But there is sheer frustration when there is one missing piece that would make it whole. For educators, that one missing piece is a political system that truly partners to complete the picture.

After February 16, 2017, I heard three words across the bargaining table that sent chills up my spine and tears to my eyes.

We were bargaining at a community college. The college had made an initial proposal to eliminate all provisions of the Master Contract except the base wage. We pushed to hear why. After all, those provisions had been in place for over 30 years, and they worked for both parties.

We didn’t get an answer. We pushed harder and a little louder. Still, there was silence from the other side. Finally, forgetting about everything except getting an answer, I used my undiplomatic voice and shouted, “We expect an answer, and we expect it now!”

The outburst was met with eye averted silence. Finally, in a voice barely above a whisper, the human resource director said, “Because we can.”

Three college guys decided to head to my hometown of Shellsburg, Iowa for a weekend. We threw three bags of dirty laundry in the trunk for my unsuspecting Mom, and we left Pella in Carl’s very used Toyota. In 1977, Toyotas in Iowa were about as rare as a Democrat in Pella. There were some, but they were hard to spot.

Things went fine, until it died. It was not a prolonged death with symptoms. It was sudden. We were three guys with a dead car on a county road outside of Kellogg, Iowa. We knew a lot. After all, we were sophomores in college. Unfortunately, our sophomore smarts didn’t extend to fixing dead Toyotas.

For some, symbols are more important than solutions. Sound bites outrank substance, and winning will trump a wall any day.

This fight isn’t about a wall. It’s about a symbol to gin a gullible base. In President Donald Trump’s mind, it’s win-win. If he doesn’t get his wall, he has the symbol of the wall. If he does, he can brag, “Look at that big beautiful wall I built for you.” It’s a narcissist’s dream. It’s the public’s nightmare.

It was the first day of school of 1979 in rural Iowa. The air was heavy with the sweat of 20 high school students and one mustached first year teacher. Air conditioning was for larger schools with money.

Since Alden was neither large nor rich, the bulletin board so carefully glued was coming a part in a windowless classroom recently converted from a storage room.

For decades, small-town Iowa fans and the national media were enthralled with Iowa 6-on-6 high school girls’ basketball, mostly played in towns with no stoplights. It was quaint. It was unique. It was entertaining to watch. I was a fan.

The corpse of an election is barely cold when the concealed knives come out for the official, or more commonly, the unofficial autopsy to determine cause of death. What happened to those campaigns that looked so healthy in the glossy brochures and slick TV ads? The next of kin (the party faithful) are left to blame, grieve, and figure out how to get their affairs in order.

In January 1976, I trudged through the Pella, Iowa snow to go to my very first presidential caucus because it was the “most important election of our lifetime.” I caucused with about eleven over-eager college students in the basement of the student union. We were a small but determined group. After all, it was a Democratic caucus in Pella, in January.

By the way, I caucused for Fred Harris, a little-known and soon-forgotten senator from Oklahoma. His only claim to fame was he drove around in a recreational vehicle and never used hotels. Instead, he stayed at supporters’ houses and in exchange, gave them a card good for one night in the White House. None were redeemed.

That’s how my involvement with the “most important election of our lifetime” began. For the next 30-plus years, every two years that phrase roared to life on radio, TV, and in countless mailings soon deposited in the circular file to be forgotten until the next most important election of our lifetime.

It got old. It got cliché–until now.

In sports, we call them unforced errors. In real life, we call them dumb stuff that someone thinks is a good idea. I’m talking about decisions that, when implemented, leave most people scratching their heads wondering why we ever made that stupid choice in the first place. Yes, it’s “Monday morning quarterbacking,” but sometimes those Lazy Boy quarterbacks are right.

Like private business, public education sometimes suffers from unforced errors that make the critics howl and redouble their efforts to privatize. But remember “New Coke?” Few Americans believed the only way to solve that corporate problem was to dissolve the company and start guzzling large quantities of another brand. Instead, the problem was quickly fixed by going back to the tried and true recipe, and “New Coke” became a footnote on bad decision making. The company learned from the mistake.

Because public education is now under heavy fire from the likes of Secretary of Education Betsy DeVos and her disciples, it’s hard for school leaders to look inward, examine some of their own mistakes, and find ways to avoid repeating them.

The back to school ads have started. Even with heat indexes of 100, those ads send chills down the spine of educators. Those chills are a cocktail of optimism, excitement, worry, and dread, with a garnish of hope and a twist of anger.

As the new school year begins, it’s important to have the public education family around the kitchen table for a meeting. That family includes teachers, professional support staff, administrators, school board members, and parents. Like all families, there is always the weird uncle or cousin you want to hide in the attic, but with November looming, the public education family needs all its members to be speaking in one voice.

Seven Orlando parks in eight days equals gallons of sweat, aching legs, and gigantic lines. It means grandchildren smiles and fast food overdose. Days divided into ride time waits, Fast Pass deadlines, and heat-induced observations before being dropped and twirled. These are those observations.

If a party is going to defend ripping babies from their families at the border, it can’t call itself pro-family or even pro-life.

Since when does TLC not stand for Tender Loving Care? Since 2013, TLC has come to mean something totally different to Iowa educators.

During the second coming of the Terry Branstad administration, a new teacher funding program called Teacher Leader Compensation (TLC) began. While all of the major education groups in 2013 welcomed the new money, everyone forgot what it could do to overall school funding for the future. Like the un-forecasted snow storm, TLC has caused major unpredicted and unintended damage to Iowa schools.

Iowa is in the midst of a perfect storm. It’s not a blizzard, a tornado, or a flood. This one is man-made, and unfortunately it won’t move through the state until the current batch of majority party politicians are blown away by its gale force wind.

There are really three man-made causes fueling this storm, which has the potential to cause at least two major kinds of damage.

There is little doubt, coupons have helped build America consumerism. For some, if there isn’t a coupon, there isn’t a bargain. There is nothing wrong with that approach to shopping. In fact, it has become a hobby for some and even spawned reality TV shows. It’s a choice, and the shopper’s choice alone. It’s really a contract between the shopper and the store.

Now comes the Republican Party with their own coupon offering, but this one has big catch. The coupon is not free in the newspaper or on the internet. It’s paid for by tax dollars. It’s a voucher plan the Republican Party has labeled as an Education Savings Accounts. But don’t be fooled, they can call it anything they like, it’s still a coupon for private tuition paid for by Iowa taxpayers.

Teddy Roosevelt said, “The more you know about the past, the better prepared you are for the future.” One piece of recent history that needs to be revisited, as the next legislative session begins, is the dismantling of Chapter 20, the collective bargaining bill. Oh, I can hear it now, “Stop whining about what happened and make the best of it.” The problem with that rationale is we still don’t know the full impact of what was done to us.

So, before we examine the possible impacts, indulge me and let’s revisit the ugly beginning of the 2017 session that culminated in Governor Terry Branstad signing the bill on the cold morning of February 17.
